An experimental program in the U.S. Bureau of Mines' Safety Research Coal Mine evaluated the effects of dead end crosscuts on the transport time of CO along a mine entry. The presence of carbon monoxide is a characteristic of a fire in its incipient stage, and is significant in the determination of a fire location in a mine from the analysis of arrival times of pre-set concentrations at CO monitors. In this investigation two entries, with a total of ten crosscuts, connected by a room were instrumented with CO sensors as part of a real-time monitoring and data acquisition system. Controlled release of 1% CO was monitored as the contaminant traveled the entries for several different configurations of CO sensors and exhaust fan settings. In addition to the normal longitudinal dispersion of CO due to turbulent mixing at the front of the CO wave, the induced rotation of air established within a crosscut by the entry flow diluted the CO concentration through entrainment. It was determined experimentally for the entry and crosscut configuration considered that the transport time for a specified CO concentration was 27% greater than the predicted time based upon entry volume only, but 13% less than the predicted time based upon entry and total crosscut volume. The proper interpretation of the measured transport time of a specified contaminant concentration between sensors is important for mine safety in the isolation of a fire and plans for miner evacuation.

The known high grade mineral re- sources in the United States are fast becoming exhausted; viable new deposits are more difficult to find and more expensive to develop; operating and capital costs have increased to meet more stringent regulatory standards. By contrast, international producers enjoy a cost advantage as a result of higher mining grades, improving technological competence, and more favorable government support. The domestic base minerals industry is finding it more and more difficult to compete in world markets. It has become essentially a marginal industry today. The current philosophy of taxation in the United States has evolved over the past century. The structure of the taxing system is based on the assumption that a firm must be able to pay its tax imposts out of profits. In principle, firms incapable of supporting the tax load should be replaced by others that can do so. This philosophy applies equally well to the mining industry, so long as it remains economically healthy. However, mineral resources are finite. The situation in the domestic base mineral industry has changed fundamentally in recent times. For the reasons given above, much of the industry now cannot continue to compete profitably in the open world market; and there are no known alternative domes- tic mineral resources more capable of doing so. Under these circumstances it is important to consider the effect of taxation not only on profitability, but also on survivability.

Commercial lime plants in the United States and Canada are depicted in Figure 1. The sources of lime available to Nevada and bordering states are rather few. Chemstar Lime has plants at Apex, Nevada and Nelsen, Arizona. Continental Lime, Inc. has plants at Tacoma, Washington, Townsend, Montana and Delta, Utah. However, Continental Lime has a new rotary kiln installation underway near Wendover, Nevada. This plant is scheduled to come on stream in the fall of 1989.

MSHA is the regulatory Agency which administers the Federal Mine Safety and Health Act. Although MSHA's principles largely derive from this Act, they do not exculsively derive from it. One might expect that our principles are contained in the regulations we have published to implement the Act. To a degree, this is true; but the regulations we have now were developed and published before the current Act became effective. For this reason, as well as others, there are some principles that we support which are not evident in our regulations, or in the Act. One of these is the ALARA principle. This principle requires that all unnecessary exposure be avoided; that is, all exposures should be kept "As Low As Reasonably Achievable." Almost all professionals in radiation control can agree with this broad principle; but it would be difficult to get agreement on a regulation which would translate the principle into industry practice. Rather, our regulations specify a limit to exposure for any individual. For radon daughters the current limit is four working level months per year. By having an explicit limit such as this, the ALARA principle often becomes lost and the limit becomes the goal. The principles contained in the Act are equally broad in scope. The principles apply not only for radiation protection, but also for toxic substances and harmful physical agents. The Act states that standards for such substances or agents shall most adequately assure on the basis of the best available evidence that no miner will suffer material impairment of health or functional capacity, even if such miner has regular exposure to the hazards dealt with for the period of his working life. The Act also provides that, although protection of health must be our foremost concern, other considerations shall be the latest scientific data in the field and the feasibility of the standards. Our regulations reflected similar principles when they were developed and promulgated. From experience with other health and safety laws, Congress realized that setting and meeting an exposure limit may not be sufficient to prevent disease. The Act, therefore, contains a detailed description of additional provisions to be included, where appropriate, in mandatory safety and health standards. One of these additional provisions requires that miners be informed about the nature of the hazards associated with their job and about the means for their own protection. Another provision requires the use of labels and other forms of warning to inform miners about the hazards, about proper precautions for safe use or exposure, about relevant symptoms of overexposure, and about emergency treatment. We have partially implemented these provisions through regulation. The Act requires also that standards shall prescribe protective equipment and control of technological procedures and that they shall provide for the monitoring of miners' exposures. We have implemented this provision to a degree also through regulation. Finally, the Act specifies that, where appropriate, a mandatory standard must prescribe the type and frequency of medical examinations in order to most effectively determine whether the health of miners is adversely affected by exposure. Additionally, when a determination is made that a miner may suffer material impairment of health or functional capacity by reason of exposure, that miner must be removed from such exposure and reassigned. In order to encourage miners to take the medical examination, the Act also provides that the miner shall not suffer loss of pay as a result of being reassigned. This additional provision on medical examinations has not been implemented by regulation for radiation hazards, nor for most other toxic substances or hazardous physical agents. We believe that this conference will provide us with valuable information on medical examinations for radiation exposure, as well as on other considerations to be used in future regulations. We still question whether our basic exposure standard of four working level months per year is adequate to protect a miner's health. This conference is indeed timely because both MSHA and NIOSH have been reviewing this issue for some time. I would like to reemphasize MSHA's commitment to education and training. MSHA strongly believes that miners should be informed fully about the real and potential hazards associated with their work. They should know the nature of the hazard and the means for protecting themselves from the hazard. The Act also emphasizes the need for training miners by requiring that new miners receive 40 hours of training before working underground and 24 hours of training before working on the surface. The Act also requires eight hours of refresher training annually. This training must include information on the relevant health hazards and the potential consequences of overexposure. Before I close, I would like to mention briefly another source of principles that MSHA often consults to obtain guidance for both the development and enforcement of regulations. These are the various court decisions that are handed down from time to time. Two in particular that I want to stress are the recent Supreme Court Decisions on benzene and cotton dust. Although neither of the decisions has a direct impact on mining or radiation, they do clarify some general principles and directions for regulatory agencies, such as the role of cost-benefit analysis and the need for risk assessment. In closing, I wish us all an open exchange of information for a productive and useful conference.

Primary normal long-chain amines are insoluble in saturated brine. Their colloidal solubility (dispersion) in concentrated electrolyte solutions is strongly affected by the presence of surfactants (frothers). This paper shows that a better usage of alcohol type surfactants, which are commonly used in potash ore flotation as frothers, can significantly improve the flotation of both coarse and fine sylvite particles. A new process of potash ore flotation is developed, which includes premixing an effective frother with an aqueous solution of amine or emulsion of extender oil containing amine. With such a combination of flotation reagents, KC1 particles up to 5 mm in size float very well in the short flotation column, and particles up to 2 mm float in a mechanical cell; when used to treat fine fraction-containing sample, this method may as well provide an improved concentrate grade.

During initial mining operations at the Colosseum gold mine, discrepancies between the average blasthole grades and mill-head grades were quite large. In December 1987, mill-head grades averaged 39% lower than corre¬sponding estimates from the blastholes. The correlation between average blasthole grade and mill-head grade had an r-value of 0.015. The magnitude of the discrepancy and the lack of correspondence between estimated and actual grades led to a series of investigations of the sampling system, the effect of blast movement of the ore, and the estimation methodology. The discrepancy between blasthole grades and mill-head grades had been reduced by about half on a percentage basis at the conclusion of these studies. Ongoing studies have produced changes that reduced this discrepancy to its present level of less than 10%. Geology The Colosseum mine is within the Clark Mountain mining district about 68 km (42 miles) southwest of Las Vegas, NV in San Bernardino County, CA. Gold mineralization at the deposit is hosted in two 152 m x 213 m (500 ft x 700 ft) interconnected, rhyolitic intrusive breccia pipes that intruded Pre¬cambrian crystalline basement rocks and overlying Paleozoic marine sedimentary rocks. Subsequent erosion (deroofing) of all of the Paleozoic section and a portion of the Precambrian section has exposed the pipes to the present level (probably a significant depth in the original breccia pipe system). Lithologies exhibited within the breccia pipe complexes include rhyolitic felsite, and breccias of felsite and wall/ country rock. Breccia types grade from felsite plus Precambrian granite-gneiss fragments in an aphanitic felsite matrix to crosscutting breccias of felsite, Precambrian granite-gneiss, and Paleozoic sedimentary rocks in a matrix of finely comminuted material of the same composition. All the lithologies in and around the breccia pipes exhibit moderate to intense quartz-sericite-pyrite alteration, with sericite and pyrite the dominant visual alteration minerals. Gold at the Colosseum mine is generally submicroscopic and associated with sulfide mineralization, chiefly pyrite. It occurs as free gold, with minor alloyed silver. It is primarily in contact with pyrite in fractures or along pyrite grain edges. Secondarily, it appears as isolated particles in quartz and other gangue minerals but spatially always close to pyrite, and rarely as particles encased in euhedral pyrite. The pyrite mineralization and minor base metal sulfides occur in three distinct styles: as disseminations, as open space or vein/fracture filling, and in breccia clasts replacing dolomite. The pyrite megascopically ranges from absent to 30% of rock volume within the breccia pipes. Although the gold at Colosseum is apparently spatially and geochemically associated with pyrite, there is only a general proportional relationship between pyrite content and gold content. Sometimes, a high volume percentage of pyrite has only geochemically anomalous gold. This makes visual pyrite only a general grade control tool and not a specific tool. This further makes the ore control process at Colosseum all the more difficult. Initial grade control procedure Initial grade control was based on blasthole samples collected in two stages by an "automatic" sample collection device (rocket sampler). A sample was collected for the top 3 m (10 ft) in a hole. The bag was then changed so that a sample was collected for the lower 3 m (10 ft). Each sample was prepared and fire assayed to determine the grade. Large discrepancies were sometimes noted in the assays of top and bottom samples. Iron ore pellets made from concentrates produced from low grade iron ores are the primary iron bearing feedstock for iron making in North American blast furnaces. Steelmakers are demanding increasingly higher quality to provide for improved blast furnace productivity, efficiency, product quality and environmental compliance. Unfortunately, this higher quality iron ore product must be produced from the vast deposits of low grade iron ores that are becoming increasingly poorer in quality with regard to mineral liberation and ease of concentration. Since some of these low grade iron ores require grinding to as fine as 90% -500 mesh (25 microns) for liberation and since more of the silicious gangue and other minor undesirable constituents must be removed to provide the higher quality, we have come to depend on flotation to do the added work. Flotation technology and other preflotation unit operations must improve to meet these increasing demands. In many cases, flotation equipment, reagents and circuit operating performance have improved little during the last two to three decades. Mechanical flotation cells have grown from 14 cubic meters (500 cubic feet) to over 84 cubic meters (3000 cubic feet) to help reduce capital and operating costs; however, flotation metallurgical performance has not improved, Column flotation has only recently shown promise in improving metallurgical performance for iron ore rougher flotation. Previous column flotation success was mainly in scavenger and cleaner flotation steps for treating minerals other than iron ore. Although some new flotation chemicals have been developed for removal of silica and other minor constituents under widely varying mineralogical scenarios, recovery of iron mineral has not improved. The operation and control of flotation circuits have become more challenging because of the increasing workload on flotation. Better sensing, process control and operation of flotation circuits are essential as we go forward. Iron ore upgrading by flotation can be classified into either anionic or cationic methods. Anionic flotation of either iron oxide or silicious gangue is accomplished by collector type, pH control and selective chemical activation . Similarly, cationic flotation of silica or iron oxides is accomplished by collector type, activation and/or pH control. Removal of other minor constituents is achieved by using specialty chemicals under controlled conditions for preflotation, co-flotation or post flotation steps. Generally, anionic flotation is used for floating cleanly liberating crystalline oxidized iron ores such as hematite, specularite and martite. Earthy and hydrated oxides such as hematite and geothite can be upgraded with either anionic or cationic collectors after controlled dispersion of slimes or prior removal of slimes. Anionic flotation of silicious waste can be achieved by calcium activation of silica. For magnetic iron ores small amounts of locked silica particles (middlings) can be removed by cationic silica flotation, which is the only method in commercial use in North America today. Historically the efficiency of these iron ore flotation processes has been restricted by the loss of fine iron particles (minus 500 mesh) to the tailings product. New technology is required to overcome this loss and improve overall flotation performance. Development of technology for more selective separation of silica and other minor undesirable constituents from iron ore will provide both quality and cost benefits to the iron and steel producers. Development of future iron ore production in North America will face stiffer technical challenges. These new and undeveloped iron ore deposits are largely oxidized (non-magnetic) and by nature contain more slimes and other undesirable constituents. Unless other new technology evolves, flotation will be the major treatment process required to upgrade these difficult low grade iron ores.

Exxon is reclaiming an 80-hm2 (200¬acre) Wyoming uranium tailings basin in accordance with US Nuclear Regula¬tory Commission (NRC) requirements. The reclamation plan is designed to control the tailings and their radioactive emissions for at least 1000 years. Rigorous modeling and analyses of potential erosion by wind and water were used in planning. The use of riprap was minimized and the need for long¬term reclamation maintenance was eliminated. The resulting design is simi¬lar to regions stable from erosion cre¬ated by nature. The concepts used in the design and implementation have wider reclamation application. Highland history Exxon operated the Highland uranium operations from 1972 until mid-1984. Open pit and underground operations mined the roll front, sandstone ore body. The 2.5 kt/d (3000 stpd) mill employed conventional crushing, grinding, sulfu¬ric acid leach, CCD, SX, precipitation, and drying circuits. The mill produced 10 Mt (11 million st) of tailings. An¬other operator began commercial scale in situ leach operations in 1988. The tailings basin was constructed by deposition of mill tailings in a natural ravine dammed with a 30-m (100-ft) high by 1050-m (3400-ft) long clay core earthen dam built entirely downstream of tailings. Figure 1 shows the layout of the tail¬ings basin in 1984. Tailings were de¬posited along the dam face on the east side of the basin as well as in the west end and along the south edge until the early 1980s. This left a deep water pond in the middle of the basin. The deep pond was largely filled with tailings during the last four years of mill opera¬tions by the construction of two tailings causeways and the operation of a float¬ing tailings line. The pond water volume was mini¬mized by recycling tailings water to the mill and by operating a 32-L/s (500¬gpm) evaporation enhancement spray system during the last few years of mill operations. Regulatory requirements Several conceptual tailings basin rec¬lamation plans were prepared during the mine life. In September 1984, Exxon began preparation of a detailed plan in response to an NRC request. Water, Waste and Land Inc. (WWL) of Fort Collins, CO was selected to help pre¬pare the plan that was submitted to the NRC in December 1984. The design had to meet the require¬ments found in NRC regulations (NRC, 1985). These were based on regulations prepared by the Environmental Protec¬tion Agency (EPA, 1983) at the man¬date of federal law (UMTRA, 1978). The NRC regulations contain strict primary standards and a somewhat more flexible set of secondary standards. The primary standards include requiring that: • radiation from tailings be reduced to background levels; • radon gas emitted by the tailings be reduced to 20 pCi/m2/s from the surface of the reclaimed tailings pile; • tailings not be dispersed into the environment; and • these conditions endure without routine maintenance for at least 200 years and for 1000 years to the extent reasonably attainable. The lengthy time requirements pre¬sented a large engineering challenge. Radon is a radioactive, chemically inert gas with a 3.8 day half-life. It is released from uranium tailings by the radioactive decay of radium, which, in turn, is a radioactive decay product of uranium. Radon emissions from ura¬nium tailings can be controlled with an earthen cover thick enough that the radon gas decays to its solid, short-lived radio¬active daughters before the radon dif¬fuses through the cover material into the air.

In the, mathematical analysis of electrical networks, the electrical devices are often modeled using idealized network elements such as current sources, voltage sources and resistors. An analogous approach is outlined for the modeling of mine ventilation networks, which can be considered nonlinear resistive networks. The proposed modeling technique uses the following five basic (nonreducible) elements: H, Q, D, R and N. These elements are characterized by their pressure gain or loss, their air quantity and their pressure-vs. -quantity relationships, each of which may be known or unknown. In addition to the definition of the basic elements, the necessary conditions for which there exists a unique solution are discussed This is performed using theoretical developments derived from electrical circuit theory and illustrated in example networks. The proposed procedures are useful in the solution and characterization of mine-ventilation networks.

This paper outlines the patterns of methane emission in both longwall and room-and-pillar operations and discusses the effects that these patterns have on the decision as to whether the methane is most economically handled by ventilation alone or by means of a methane-drainage system in addition to ventilation. The costs of handling the methane in the ventilation system and the costs of implementing the methane-drainage system are discussed, as well as the costs related to the production of coal. The important issues of production slowdowns and gasouts are also discussed, as well as the proper response of mine management to such a situation. Suggestions concerning the keeping of production records related to methane problems are made, and the justification for more intensive economic analysis of coalbed methane extraction and utilization is discussed

An evaluation was made of an innovative chemical approach for controlling the biotic portion of sulfide oxidation of tailing and waste rock using thiocyanate. This lipophilic anion is selectively toxic toward acidophilic bacteria, including those that oxidize metal sulfides. Sulfidic materials from precious metal and base metal mining operations were treated with thiocyanate solutions and subjected to accelerated laboratory weathering at 1 to 50 kg scale in humidity cells, trays, and columns. Initial field trials were conducted at 13.6 t and 100 t scale. Thiocyanate at relatively low concentrations reduced ARD from 50% to over 99%, depending on the sample and specific ARD parameter measured. Test work also was done with phosphate as an agent to coat reactive sulfides, further reducing their oxidation by biological and chemical reactions. The combination of phosphate and thiocyanate treatment is the basis for a potentially comprehensive approach to ARD prevention and control. Additional research and pilot testing are underway.

Electronic ore sorting has been in use for over 15 years at many mining operations worldwide. Photometric ore sorting, which operates on the basis of measuring light reflectance levels of a rock surface, is in use at various locations on ores such as limestone, magnesite, gold, talc, spodumene, tungsten and coal. Radiometric sorters have been employed on uranium deposits in the western U.S.A. as well as at certain South African go1 d mines where preconcentrating gold is achieved using uranium association as a detector. A new ore sorter, employing two sensing parameters has been developed. Utilizing both photometric and conductivity sensing modes, this system has application to many gold ore types of North America. The first production machine has been installed at a gold mine near Beardmore, Ontario for the purpose of preconcentrating ore both from waste dumps from past production as well as within the ongoing mining operation.

This report describes the results of research conducted in the Bureau of Mines Experimental Mine at Lake Lynn Laboratory to determine the effects of air velocity, sensor spacing, and stratification of CO levels on the detection of slowly-developing coal/conveyor belt fires. In general, the time to detect a developing fire is calculated assuming an average CO level that has mixed completely with the ventilated airflow. The data indicate that CO sensors placed near the roof of an entry take advantage of buoyant- induced stratification of combustion products, resulting in earlier detection of developing fires. Even during the low-temperature, smoldering stage of a fire, the combustion products will tend to stratify near the roof, and once flaming occurs, the degree of stratification increases markedly. As one would expect, at higher air velocities, the degree of stratification is less than at lower air velocities, although still significant, especially during the flaming stages of the fire

Explosions of methane in coal silos and coal ships is an ever present hazard. Recent investigations have shown beyond question that considerable accumulations of methane do occur in coal storage silos and numerous recent explosions in coal transport shipping strongly indicates that the same conditions also exist in ship storage holds. Investigations have shown that the main concentrations of methane occur within the actual coal pile. Within this region normal silo and ship ventilation systems are ineffective. The main 1ine of defence is therefore to exclude potential sources of ignition or to place the coal in an inert atmosphere, or both. This paper presents the results of a methane survey of all operating silos in Western Canada. These results demonstrate that a serious and widespread hazard of explosion exists. This paper also discusses various methods by which this hazard may be reduced including methods of venti1ation, inertization, microbiological control and early warning systems.

In recent gears in the coal industry a great deal of attention is attached to the questions of elaborating and introducing the problems of planning and management and, first of all, in the sphere of mine production. The basis for planning of mi- ne production is complexes (sets) of problems for planning the development of mining operations based on different time periods, ensuring the follow-up of changes of mine productive capacities. Complexes of problems for planning, the development of mining operations at existing underground and surface mines within the OASUugol system (Coal Industry-wide Automatic System of Management) are aimed at ma- king decisions close to optimum, i.e. general lay-out of panels, blocks and pillars; transport and ventilation networks; schedules for working out parts of mine take; coordinated mining operations with limited labour and material resources; control of mining operations and ultimately maintaining productive capacities of existing mines at the required level.

The Haile gold mine was the largest gold producer east of the Mississippi River before 1942. It was the first gold mine in the Southeast to reopen following deregulation of the gold price by the United States Government. The Haile mine was also the first gold mine in the Southeast to use heap leaching and carbon recovery for gold production. Current production involves mining and heap leaching about 1.8 kt/d (1600 stpd). Carbon is used as a recovery medium. Due to the clay and excessive fines in the oxidized ore, agglomeration using portland cement is required before leaching. Agglomerated ore ranges in screen size from 50 mm (2 in.) to less than 75 µm (200 mesh). The agglomerating step combined with certain other conditions has enabled Piedmont Mining Co. to achieve recoveries of about 90% or better.

The US Bureau of Mines performed a study to determine optimal locations for longwall face methane monitoring equipment. Longwall face ignitions continue to be a concern to the US coal mining industry. Gains in ignition control technology have been somewhat negated by advances in longwall productivity. More reliable, heavy duty longwall face systems generate higher production rates and increase methane liberation rates. These rates will likely continue to rise as further coal production increases occur. Efforts will continue in the areas of methane drainage, methane containment and methane dilution. In addition, more effective face methane monitoring is needed. As technology continues toward automated longwall panels, the importance of monitoring for methane at the shearer becomes even more significant. Since the primary face ignition source is the shearer mining machine, the Bureau ran tests to determine the best location to take methane readings on the shearer. This information, in conjunction with data obtained from field studies, provides a knowledge base for selecting optimum face methane monitoring locations.
