Differential reduction and expansion or shrinkage of hematite under the influence of intimately associated foreign oxides may be a source of stress formation and sinter degradation during blast furnace reduction. To study specific effects, synthetically prepared hematite powder evenly doped with 1 % by weight of several elements present as oxides, was pressed into tablets and sintered at high temperature prior to reduction. Continuous theimogravimetric and dilatometric analyses were performed on the sintered tablets as these were being subjected to reduction under simulated blast furnace time/temperature/gas composition conditions up to 1183 K. These findings were coupled with observations on the microstructure of tablets removed from various stages of the reduction process. The results indicate that the degree of expansion or shrinkage of hematite during reduction is highly dependent upon impurities associated with the original material; marked differences in reduction rate and microstructure were observed as well. An important finding is that the influence of a particular additive can also strongly vary from one reduction stage to the next. The reduction behavior appears to be affected by the physical and chemical nature of the associations formed by the added elements.

Based on the classical definition of optimization, flotation plants of today are far from being perfect, effective, or functional as possible. Though considerable efforts have been expanded in the optimization endeavor during the last decade, much more needs to be done in the future to optimize our flotation plants and operations. The major problem in designing an optimum flotation circuit is that the flotation process depends on the interaction of several physical and chemical parameters. In the past, there has been a tendency to only consider the effects of chemical factors such as flotation reagents: collectors, frothers, conditioning reagents, pH, etc. On the physical side, the emphasis has been limited to the liberation characteristics, grinding time, percent, solids in the pulp and flotation time. Its only recently that we are employing particle size analyses, on-stream analysis, oxidation reduction potential and the like, as operating controls. The design, operation and control of a mineral processing plant depends on costs incurred at all stages, from inception (testing for flowsheet development) through plant closure and beyond. To ensure that micro- and macro- engineering technology is transferred to operational levels, the academia, testing engineers, designers, operators, consultants and management must all get involved in the transformation process. Historically, in the 1950’s engineering empiricism was strengthened through micro-engineering based on fundamental and mechanism. Unique scientific apparatus such as zeta meter and infrasizer were used to test new hypotheses. With the advent of computers in the 60s and 70s, complex differential equations were solved to study and understand unit processes and to assess mechanism assumptions. Such efforts contributed to improved understanding of the unit operations such as comminution, flotation, thickening, filtration and the like. In the 80s and 90s with the availability of more sophisticated computer technology involving modeling procedures, advanced numerical methods, image analysis, nonlinear-curve-fitting and data adjustments, it was possible to test newly developed models under the production environments. These innovations are now available to develop simulator and sensors (such as particle size analyses) for macro-engineering purposes including plant design, automatic controls and optimization. Accordingly, it behooves the mining companies and plant operators to take advantage of these new developments to control a large number of physical and chemical parameters involved in the plant operation and optimization. This is especially important in light of declining head grades and increasing operating costs in the U.S. minerals industry if it wishes to maintain a competitive edge in the international marketplace. In regard to the future R & D activities in the field, in order to arrive at useful correlations in micro- engineering research, it is essential to consider a plant operation as an interactive engineering system representing the combined effects of physics and chemistry, equipment and operation. From laboratory research activities during the past five years, it is now evident that effective flotation separations can be achieved with the high-capacity air-sparged hydrocyclone. The effectiveness of the equipment has been demonstrated on a pilot-scale basis (1 tph) for a number of mineral commodities including coal, copper, gold, and industrial minerals using a nominal 5-cm x 50-cm system with separation efficiencies equivalent to those achieved by conventional flotation machines. The high specific capacity of the air-sparged hydrocyclone (100 to 600 tpd per cubic foot of cell volume for a nominal 5 cm x 50 cm system compared to 1 to 2 tpd per cubic foot of cell volume for conventional columns and mechanical machines) makes it especially well-suited for the pro- cessing of low-grade ore. As a result of these pilot-scale successes, a number of plant-scale test programs are planned for larger-diameter units to establish wear characteristics and scale-up relationships for design purposes. The status of the air-sparged hydrocyclone technology is reviewed in the present paper, including a description of the system, fundamental considerations of flotation mechanisms, general discussion regarding the effect of control variables, and the significance of feed characteristics.

A problem that has continued to plague the Florida phosphate industry is loss of coarse phosphate in the flotation circuit. Attempts to remedy this problem such as floating the coarse material (plus 425 µm) in a separate circuit have resulted in limited success, but recovery is still not optimum. A fundamental examination of the mechanisms involved in the conditioning of the coarse phosphate has led to results that seem to supersede common paradigms. The Bureau of Mines investigated conditioning parameters such as fatty acid/fuel oil dosage, residual clay content in the feed, conditioning time, mixing intensity, and conditioner solids content. The study revealed that the effect of all these parameters was important. However, it was discovered that contrary to common beliefs, the conditioning time affected the grade of the rougher concentrate much more than the recovery. Specifically, the longer the conditioning time, the less quartz that was floated. It was also discovered that high mixing intensity conditioners could lower the conditioning time required for good grade. Many phosphate operators use low intensity drum type conditioners. Optimizing the conditioning time, mixing intensity, and other conditioning parameters resulted in a rougher concentrate grading 30 pct P.2O5, with an attendant recovery of 95 pct.

Despite lower prices and the uncertain future of nuclear power, uranium continued to be the big attraction in 1979 exploration activity. Uranium again dominated exploration programs across the US-not only in primary producing states such as New Mexico and Wyoming, but in potential producing areas from the northern counties of Minnesota to the Grandfather Mountain region of North Carolina. The moratorium on uranium leasing was lifted in Colorado and Montana, and exploration activity intensified accordingly. In Wyoming, what may be the biggest uranium deposit in the state was discovered by Anaconda Copper Co. near Jeffrey City, but in general, there were few major discoveries and activity was concentrated on existing exploration programs. The Department of Energy expects 1979 uranium exploration expenditures to total $339 million, compared to the $314 million spent by industry in 1978. Surface exploration and development drilling in 1979 is estimated at 16.1 Mm, up slightly from 1978 figures. Gold demanded its share of the spotlight in 1979. Soaring prices lured prospectors, investors, operators, and speculators to Alaska, California, Colorado, and Washington in a small-scale gold fever. Exploration for molybdenum remained strong in Alaska, Colorado, and Washington, where mineralization at the Mt. Tolman prospect is now estimated at 816 Mt averaging 0.09% copper and 0.10% molybdenum disulfide. Again this year, one of the major deterrents to exploration was the drive to set aside huge areas of land as wilderness preserves. In Alaska, where Interior Secretary Cecil Andrus has withdrawn millions of acres under the Antiquities Act, BP Alaska decided to close its Anchorage office, reportedly due to the lack of public lands available for mineral exploration. In both geophysical and geochemical activity, the year is best characterized as one of consolidation and development of previous advances in the state of the art, without any fundamental breakthroughs. Many companies were active in the development of instrumentation. Continuing interest in spectral IP resulted in the introduction of two instruments, one by Phoenix Geophysics, the other to be announced shortly by Geotronics Corp. Radiometric and borehole logging equipment received considerable emphasis, reflecting the continued interest in uranium exploration. The handling of fine coal is an important issue for both the coal and utility industries. Reconstitution of fine coal in the form of pellets or briquettes would be desirable if it could be done economically. This paper evaluates the effectiveness of three binders, asphalt-emulsion, corn starch and Brewex, informing pellets of ultrafine clean coal. It was found that asphalt-emulsion and corn starch were not effective binders. However, the use of Brewex resulted in pellets that exceeded all of the minimum quality requirements for coal pellets.

INTRODUCTION This paper discusses aspects of rock engineering applicable to surface gold mines. Discussion particularly centers on areas in which rock mechanics can enhance the mine productivity or profit- ability. Methods of analysis are discussed briefly but for more detai1s the reader is referred to the appropriate references. A team approach to the overall design of the pit generally pro- duces a better result at an overall lower cost. In particular, money is wasted by asking for a "report on slopes" and then input- ting this slope angle into a pit design and economic analysis study without further reference to the geotechnical engineer. Pit slope angle depends on slope orientation, location, pit shape, pre-existing discontinuities and mining methods. Preliminary slope angles can be produced but optimization depends on ongoing inter- action between the mining engineers, geologists and geotechnical engineers. This interaction can a1 so substantially reduce overall design time which may be critical in bringing remote plays into production. Most surface gold mines in North America are in igneous or metamorphic environments. Rock mechanics aspects discussed in this paper will be discussed with reference to these environments al- though most of the principles and comments are applicable to sedimentary environments as we1 1.

Introduction In difficult times such as these, there is a strong reaction to the current way of doing things. Typical reactions that we have all heard are "There has to be a better way," "We're pricing ourselves out of business," "We have to improve our productivity," and "We have to have more cooperation," between union and management and employees and management. All of these comments have at their roots one common factor - getting the maximum amount for your dollar. The other factor inherent in these statements is productivity. I have not yet met a person in our industry who has not expressed the opinion that we should, and that we can, improve our productivity. Reducing Labor Costs In light of these factors I suspect we have all spent a fair amount of time examining our labor costs. For some of us, labor costs are a high proportion of our total cost of doing business. To alleviate the impact of these costs, we have generally done four things. We have reduced our number of employees, shut down operations for appropriate periods, sought concessions from union employees, and placed freezes on wages, salaries, and other benefits on nonunion employees. These approaches have been made to improve current shortfalls in our cash positions - to tide us over, as it were - or to provide us with a chance for survival. These are short-term measures that help to bring immediate relief, but can pose significant problems (or challenges), for the longer term. For instance, what do we do when times improve? How much do things have to improve before we do anything? By seeking concessions from unions in bad times, what do we do when unions come to us in good times? It is a rather sad and critical fact that we have grown too fat during the good times and too thin during the bad. In the first case, we have failed to optimize our earnings. In the second, we have cut ourselves too far. Consequently, when good or better times have arrived, we have had to bulk up our requirements to meet production commitments. In mining, for example, when times become tough, we tend to reduce our development plans so that when times improve we have to really "sock it to 'em," so that we can maintain productive capacities. We should plan ahead a little more to reduce the amplitude of our cyclical wavelength, so that in good times profits are optimized and in bad time we are better able to take the strain. Of course, forecasting cycles is not a refined art, but if we properly control our work force levels and costs at all times, and therefore optimize our productivity, we would be more able to withstand the problems we face today. Unfortunately, it appears that it takes bad times to bring us to a realistic appraisal of our way of managing our businesses. Labor Practices Not all of the problems now faced are due to low metal prices. Inflation has played a major role in bringing costs to a frightening level. Trade unions alone can not be blamed for high inflation levels over the past several years, popular though that notion is. Contract negotiations, after all, require two parties. Indeed, our current levels of labor cost are due to two factors: • We have felt obliged to keep our employees whole, relative to the cost of living. • We have felt obliged to maintain our competitive position relative to our peers, in order to maintain our ability to attract and retain a skilled, efficient work force. In the first case, our felt obligation has been applied without due recognition of the factor of performance, either in individuals or groups. Average, even mediocre performers, have been amply rewarded for their average work and mediocrity, while the good performers, no doubt receiving more for their good work and effort, have not perhaps appreciated the slight premium for their effectiveness. The rather predictable result of this practice has been that the average and mediocre stay that way (why change?), while some (certainly not all) of the good performers have said "It's not worth it," and slipped into the warm, cosy pool of the average and mediocre. In the second case, that of maintaining competitiveness with other companies' employees, we have compounded an already serious problem of lack of skilled tradesmen by paying higher and higher prices for the existing pool to maintain comparability without improving the flow of more skilled people through sound and sufficient training programs. We have the rather dubious pleasure of paying more and more for the same problems. Compensation is either mutually agreed, as with unions, or it is unilaterally applied, as with nonunion employees. Generally, there is more flexibility available to the employer when dealing with nonunionized groups than there is with unionized groups. After recalling the principles underlying fire-damp flow in coal and the essential part played by permeability (Darcy's law) in the intensity of flow, a few theoretical and experimental results showing the possible causes and range of variation of coal seam permeability are presented. The study of firedamp flow into gate roads and of residual gas concentrations in coals as a function of the gate road distance, shows that, in French mines, coal seams in a virgin zone have a very low permeability, but they become permeable when destressed by mine workings, in particular overlying workings. This is the case not only in the fractured zone round a mine excavation in which the gas is released, but also beyond the limit of the zone degassed by the excavation. In the floor of flat seams, upward boreholes can be used for predegassing seams that have been relaxed but not degassed, as the result of an overlying coal face. In this respect we shall describe the predrainage experiment carried out in the Marienau district of the Lorraine coalfield. Predrainage can contribute considerably to the reduction of methane emission in the ventilation of newly opened longwall faces. But to be efficient and useful predrainage should meet certain conditions.

G. GREGORY BRYAN 33.1-DEFINITIONS 1. Engineering-Engineering may be defined simply as the science and art of making materials and energy serve the purposes of mankind. There are many fields of engineering, each with specialized branches. The basic fields are: civil, mechanical, electrical and chemical. Others may be specialized phases of one of these or a combination of two or more of them. Mining engineering, for example, requires a working knowledge of construction, mechanics, electricity, metallurgy, geology, accounting and economics, in addition to mining techniques or methods. Mining geology and geological engineering involve rocks and their structure and the forces that act upon them, and chemistry, physics and mechanics also are important to practitioners in these fields. Metallurgical engineering requires chemistry and physics but also a working knowledge of mechanics and electricity. The fields of engineering with which this section are concerned are those primarily involved in the finding, mining, processing and utilization of the natural mineral resources of the earth. They include geology, mining engineering and metallurgy, each with several specialized subdivisions. 2. The Engineer-The engineer is an individual who has had specialized training to qualify him to practice the profession of engineering. The term engineer is used here in its broadest sense to include such professions as certain applied branches of geology, physics and chemistry, whose practitioners may not have acquired engineering degrees but who, nevertheless, by training and experience in some area of the minerals industry, qualify under the above definition. To become a successful engineer, a person should have certain pronounced aptitudes and preferences, even before embarking upon the requisite course of training. Among the chief qualifications that the engineer-to-he must possess are: (a) a natural inclination toward mathematics and the physical sciences, and (b) intellectual and moral honesty. Among the qualities the student engineer must develop are: (a) independence of thought, open-mindedness, sound judgment and the ability to observe, deduce, plan and apply solutions, (b) the ability to articulate and convince, and (c) the ability to organize and direct the activity of others. These qualities are normally developed through sound education, followed by pro¬gressive experience. 3. The Consulting Engineer-The consulting engineer is an engineer primarily in the business of furnishing specialized advice and engineering services on an intermit¬tent, part-time or occasional basis to clients who do not have continuous or full-time need for those services. He must be able to make and take full responsibility for decisions and recom¬mendations where original thought is required. He should not be confused with the engineer, surveyor or technician who also may furnish services on an intermittent basis, such as regular periodic surveys, the overseeing of drilling programs and other such routine work as may require little original thought and planning. 33.2-THE PROFESSION OF CONSULTING ENGINEERING 33.2.1- QUALITIES REQUIRED A successful consulting engineer must first have, as a minimum, the qualities and preparation of an engineer. INTRODUCTION Today more tunnels are being bored by mechanical means in igneuus and metemorphic rocks (i.e. "hard" rocks) than ever before, and there is reason to believe that this trend will continue in the future. Because of this, there is an increasing demand fur stronger, more powerful machines and fur cutters that are capable of handling the high loads and abrasive rock conditions that often accompany hard rock tunneling. Tunnel boring machines ("TM's") built today, therefure, generally have higher thrust and torque capabilities than those built in the past, and they are equipped with the largest cutters and rings now available. The recent experience in hard rock tunneling has demunstrated that TBMs can be both efficient and ecunumical under such conditions, and that acceptable performance rates can be achieved in all but the hardest rock. In spite of this success, it is believed that improvements in buth the cost of boring and in performance rates can still be made through mudificatiuns in the existing kerf cutting system. Some impruvements in TBM performance under hard rock conditions, fur example, have already been made thruugh the development of constant section rings that maintain a constant edge width and, therefore, a constant level of performance as they wear. The present work emphasizes the selection in the separation of the apatite/calcite by the direct anionic flotation versus the double flotation, with a reverse second stage of the Jacupiranga phosphate ore. The double flotation would allow the obtaining of two concentrated solutions: one of them mainly constituted by a calcium carbonate material (CaCO3) and the other one, phosphatic (apatite). The calcium carbonate concentrated solution is used for the production of cement. The presence of phosphatic material in the calcium solution is not desirable, phosphor being a harmful element to cement. On the other hand, smaller quantities of calcite in the phosphate concentrate would represent a substantial economy in the processes of production of phosphated fertilizers. These processes make use of sulfuric acid to the solubilization of the apatite and the presence of calcium material consumes acid. Also that, when carbonates are solubilized, unwanted products are formed resulting in losses in the process and diminishing the quality of the fertilizer produced. These characteristics are discussed in the paper and are compared to another Brazilian phosphate ore, the reverse route of which can be considered more adequate. The results are discussed according to recent discoveries, and special emphasis is given to the use of corn starch and its crucial role in promoting the selection in the direct flotation process.

The International Finance Corporation (IFC), the private investment arm of the World Bank Group (WBG), requires all IFC-financed projects to comply with its environmental and social policies and guidelines. IFC's review process involves an environmental and social assessment and the implementation of an Environmental Action Plan (EAP) that will set forth the necessary actions to bring the operation into compliance. This paper provides an overview of the environmental and social policies and guidelines that apply to mining projects and examines how WBG/IFC policies and guidelines are applied to mining projects in developing countries. In addition, it includes a review of the increased emphasis IFC is giving to social issues over the past several years based on the existing WBG policies. IFC’s process for the environmental and social review of proposed investments is briefly discussed. The paper focuses on how IFC emphasis has shifted from the traditional environmental and impact mitigation analyses of a few years ago to the integrated social and environmental awareness, action (EAP), and implementation programs (social plans) required today. Today, IFC's focus is to promote sustainable development by investing in projects that directly benefit local communities and the environment. Examples of these changes will be highlighted by a review of recent investments located in West Africa. The goalposts have not moved, but the rules of the game have become tougher.

Some of the most difficult coal mine roof in the U.S. can be found in the Illinois Basin. Factors contributing to the high roof fall rate include: weak moisture-sensitive roof rock, high horizontal stress, and limited longwall mining. The depth of cover ranges from 90-1,000 ft and roof damage from horizontal stress can be severe. Moisture sensitive-roof rock is common above the Springfield-Harrisburg Herrin #5 and #6 seams in the Illinois Basin, and contributes to roof skin deterioration. The roof fall rate increases significantly in the humid summer months. The National Institute for Occupational Safety and Health (NIOSH) has shown, using lab and field studies, that highly moisture-sensitive roof rock can be directly correlated to poor roof conditions. Controlling the skin is the key to reducing rock fall injuries, and roof screening is, by far, the best remedy. Illinois Basin coal operators have been successful in reducing the number of rock fall injuries in recent years. NIOSH has documented best practices for screen installation which has resulted in safe, efficient operations. Other solutions to skin failure include: the use of denser five bolts per row patterns to reduce spans between bolts, systematic supplemental support in intersections, straps and large pans protecting operators, and air conditioning to remove moisture from the intake air.

The authors present laboratory and plant results illustrating the benefits to be gained by using chemical additives, namely flocculants and surfactant dewatering aids, in the Bayer process. Advantages of synthetic flocculants over starch are illustrated in terms of more efficient solid/liquid separation in both the initial settling of blow-down slurries and in the CCD wash train. In addition, it is shown that the use of synthetic flocculants considerably reduce the levels of organic contaminants present in the process liquor. Secondly, very significant improvements in moisture removal were obtained by the application of dewatering aids to hydrate filtration/ washing operations.

The design of solvent extraction plants has been generally based on the assumption of steady operating conditions in both the settler and the mixer units. However, recent experience in both large and small plants has shown this not to be the case. Mixer transients include start up aqueous locking and partial phase separation in secondary mixers, which both lead to reduced plant capacity or overflow of upstream mixers. Analysis of the hydraulic pressure profiles has generated new design methods to eliminate the effects of the partial or complete phase separation. Changes to the method of specification and selection of primary and secondary mixers have been made to eliminate the onset of partial separation during operation. The observation of settler operation has shown that it is also a dynamic process, even under "steady-state" conditions. Four transient phenomena have been identified that lead to internal circulating flows, poor disengagement of fine secondary haze and erratic and high entrainment levels in the discharges. A, first approximation analysis has shown that there are significant pressure differentials within settlers, and these change along the length and with the phase separation rates. A technique to control the effects of these transients was developed that allows plant performance to be improved beyond "standard" expectations. In a recent issue of the Mining Congress Journal, J. L. Gilliland discussed the relationship of air quality criteria, standards, and regu¬lations (1). As he pointed out, The Secretary of the Department of Health, Education, and Welfare is charged with issuing "Air Quality Criteria" which are statements concerning the concentration-effects relationship of an air pollutant. These "criteria" provide the states with a basis for their air quality "standards," which may lead in turn to emission "regulations." He further cites a list of major factors described by the National Air Pollution Control Administration, which must be considered in developing criteria. These are: properties of pollution; responses; measurement methods; exposure parameters; and characteristics of receptors. Although we briefly discuss the first two items, the principal concern of this paper is with the third item, the methods of measurements. In attempting to define responses, it has proven surprisingly difficult to establish a clear-cut cause-effect relationship between air pollutants and impairment of health. It is perhaps not too surprising that the ecological approach currently in fashion seems to be a much more powerful tool in defining cause-effects relationships. Without belaboring the point, we would like to point out that establishing such cause-effect relationships have tremendous legal and financial implications e.g., consider the possible establishment of such a relationship between pollution and inadvertent weather modification.

Introduction As the world economies continue to face an increased demand for natural resources to support growth in the established and developing world, the western mining industry has expanded its operations and funding of mineral developments into new and relatively unexplored regions of the world. Mining companies worldwide, in order to grow in a global economy, are now actively exploring and developing mineral resources in the emerging markets of South and Central America and most recently have expanded activities throughout Asia. South East Asia Resources (S.E.A. Resources) has recognized the vast resource potential offered by countries such as China, India and Indonesia, Asia's main driving forces of economic growth and has made a commitment to be actively involved in the area. These countries rich in mineral resources, represent some of the highly prospective and underexplored regions on earth. Their vast potential has been underestimated because of political reasons and overlooked as Central and South America still continue to be the focus of exploration for many mining companies. Most of these Asian countries have faced a prolonged period of political unrest and it has not been until recently that they have begun to enjoy a relatively stable political climate which has encouraged foreign investment, growth and economic development. These countries are in need of capital to develop their infrastructure and market economies. Their wealth in resources is one of the best methods to achieve their goals. Gold is usually one of the first targets to be extracted from developing economies. Equivalent-sized gold projects tend to cost less to develop and require less supporting infrastructure than base metals. These projects are easier to finance and, most important of all, tend to give a quicker return on investment than that offered by base metals. They also provide the economy with precious foreign exchange, international investment and the technology required to build the country. Following is a graph representing the global re-allocation of the total capital investment on the twenty largest gold projects now under construction with the total for those under construction in 1990.

Predictive maintenance technologies include vibration analysis, tribology, infrared thermography, ultrasonic detection and electrical measurements. These technologies have been applied to large electric mining shovels at the Cyprus Sierrita Mine outside of Tucson, AZ. The predictive maintenance program was initiated on the P&H models 2300 and 4100 electric shovels during August 1996. Results of these technologies have shown the potential for improving electric min- ing shovel availability and minimizing maintenance costs. Predictive technologies provide the tools to assess machinery condition. Availability is enhanced by the condition-based planning of component replacement. Maintenance costs are minimized by focusing resources through condition-based prioritization.

This paper describes a graphical mini computer system called MPASS 2 (Mine Performance Analysis/Simulation) which has been designed to conduct analysis of underground room-and-pillar mining operations using both conventional and continuous mining methods. Dynamic, graphic displays of mine face machine activities are presented on the CRT screen to provide extensive visibility into underground mining activities. MPASS 2 consists of: an interactive inputting system that graphically creates a room-and-pillar mine and describes the mine when production is initiated; a time-step simulator that produces statistical summaries of shift activities and uses CRT screen graphics for accelerated-time display of machine activities and delays; a statistical analysis subsystem for analyzing mine performance data; an industrial engineering system that permits users to enter actual machine activity statistics and replay mine operations on the CRT screen; and a data management system to store historical performance information on mine characteristics and operations. MPASS 2 operates on a Hewlett-Packard 9845B mini computer with 450 K bytes of extended memory, and is written in H-P BASIC. It has been installed at Freeman-United Coal Mining Company in West Frankfort, Illinois and at the U. S. Department of Energy Pittsburgh Mining Technology Center. Applications include production system simulation, industrial engineering analysis, production scheduling, new equipment evaluations, and training.
