This paper reviews the technical advice available to support companies in the delivery of social aspects of sustainable development. It will draw on diverse experience from the sparsely populated plains of the Central African Republic, one of the poorest countries in the world, to the densely populated villages of the Carpathian Mountains in Slovakia. It will review basic requirements for the consideration of social issues, as well as guidance on international best practice. It will review: the legal basis; coverage; consideration of alternatives; scope; inclusive decision-making; indicator development; impact monitoring and evaluation. The paper will discuss the breadth and depth of social issues for consideration, including the realms of responsibility of a company in terms of social development in different operating environments. The extractive industries invest substantial amounts of money which typically dwarfs local development, health or education budgets. Capacity building for local authorities is not directly the role of the company, but when understood as a strategy for risk management, it can play a vital part of sustainable development that benefits the local community and reduces the risk of social problems impacting profits. The paper will argue that social impact assessment is most effective when the outcomes are in line with a company?s principles and support core business practices. It is important that social impact assessment is viewed as an integral part of project decision-making and moves away from mistrusted PR and unsustainable philanthropy toward partnership, which finds suitable and appropriate solutions delivering ?win-win? outcomes. While development should not be seen as a direct company objective, engaging with development actors to better understand the operating context can ensure that social investment complements existing initiatives. The paper will also present different mechanisms for engaging with local actors, as well as developing successful social programmes.

INTRODUCTION This paper is for the mining manager, generally meaning mine superintendent, chief engineer, and others who have control over the mine operation responsible for feeding the insatiable beast called the mill or processing plant. The author is not from mine management but from the field of technical mine engineering consulting. This fact illustrates the authors gross inadequacy to comment on this subject. On the other hand, the consulting profession allows visits to many mine operations, worldwide, supplying many different commodities. The common complaints and misunderstandings that have been heard worldwide will be shared within the following few paragraphs. In order to discuss optimization, one must first define it. There certainly will be many papers in the following sessions that claim to optimize something, or other, based on a technical definition of cost, efficiency, throughput or some other quantifiable basis. DEFINE OPTIMIZATION Actual optimization of an operation is not as easily achieved as most of us in the technical world would like. Borrowing terminology from the technical world, the boundary conditions and the optimization function are usually not well defined. The problems in many cases do not lend themselves to quantification. Typical management procedures are to establish goals or strategies that set the approach or general boundary conditions to the overall plant. Three simple cases are listed below as possible corporate strategies to optimization of a mine-process plant complex. 1) Maximized discounted cash flow 2) Minimized long term cost of product 3) Maximized resource utilization This list seems simple when presented in the above context, uncluttered by constraints such as market position, capital availability, or environmental limitations. INTRODUCTION In the mining industry, timing in land acquisitions can be of the essence. In order to secure promising lands, deals are often negoti- ated quickly and evidenced by letters of intent containing what the parties feel are the essential terms of the deal. In some cases, a company is willing to acquire land only if it can lock up a number of promising properties, and so a "non-binding" letter of intent is used to formalize the essential terms, while leaving the company without legal liability. Later, the letters of intent will be sent to a lawyer to prepare a formal acquisition agreement. Many times, how- ever, especially in a land acquisition rush, another company will attempt to better the deal prior to the execution of that formal agreement, and the first company will be forced to rely on the initial letter of intent, only to find out to its chagrin that it has no deal In other cases, the company holding the desired property is another mining company, and the negotiation of an option or joint venture is the only way the first company can acquire an interest in the desired land. In order to make its offer more attractive, it may have to reveal confidential or proprietary information about the property or the surrounding lands. Here, too, letters of intent are often used to formalize the essential points of the agreement. Once again, however, prior to the execution of a formal joint venture agreement, the transaction may collapse and the letter of intent prove to be only that. One of the principal responsibilities of the California State Geologist is to provide local governments with maps and information regarding mineral resource occurrences within their jurisdiction. The primary objective of this effort is to furnish basic data that is essential in planning for and accommodating wise development of mineral deposits that are important to the economic well-being of the region, state, and nation. Local government agencies are required by law to incorporate the information provided by the State Geologist into their general plans and formulate mineral resource management policies that emphasize conservation and development of mineral deposits. The Mineral Land Classification program was initiated by the State Geologist in 1977 under authority of the California Surface Mining and Reclamation Act (SMARA). To date, about 33,000 square miles of land have been classified for mineral resource potential. Most of the mineral land mapping has been conducted in three principal areas: (1) metropolitan areas of the state where urban encroachment has greatly diminished available supplies of construction aggregate; (2) Sierra Nevada foothills, a region that is undergoing dramatic population increases; and (3) the Mojave Desert and Great Basin regions, where large Federal land withdrawals are pending that could preclude mining. Mineral land classification studies address the overall mineral potential of a region through the identification of local and regional geologic factors that control or influence the formation of mineral deposits. These studies are field-intensive surveys that enable project geologists to gain first-hand knowledge about the nature and distribution of mineral deposits in a given area and portray that information accurately in map form. This paper summarizes the progress made in the Mineral Land Classification program in the metropolitan, Sierra Nevada foothills, and the Mojave Desert/Great Basin regions of California. Selected projects from each area are discussed in detail.

The most common method of determining airflow employed by mine ventilation engineers is the product of i) the average air velocity as measured by a vane anemometer and stopwatch through a continuous traversing technique, with ii) the cross-sectional area of the roadway. This method requires the vane anemometer to accumulate the total flow over the duration of the traverse. Historically, this has been facilitated by a mechanical analog instrument that has either a counter or set of dials that display the flow. Common instruments of this type are Airflow Development's AM5000, Davis's, or Taylor's Biram type anemometer. The AM5000 is widely used in the Canadian mining industry but is no longer available. Therefore, regulatory authorities have seen fit to evaluate presently available commercial instruments to replace the AM5000. This paper describes an instrument evaluation contracted by the Atomic Energy Control Board of Canada which regulates the uranium industry. Over the last two decades there have been numerous advances in the development of electronic air velocity meters. Currently available units have the following features: a) battery operation; b) are compact and can be hand-held; c) employ LCD's, and microelectronic circuitry; and d) provide a time integration for the duration of a traverse. These features make such instruments a possible replacement to the analog units and stopwatch determinations. This paper details five of the new generation of vane anemometers plus a vortex air meter, and it explores their limitations in comparison to analog units. Specific consideration is given to linear response, the effects of yaw, traversing speeds and ergonomics relating to both handling and use. The paper concludes with some features that are attractive and should be considered when purchasing a new anemometer.

In September 1992, mining in Mexico was opened again to foreign investment by President Salinas-de Gortari, after thirty years of "Mexicanization" of mining industry which limited foreign participation up to a 49 % (or 34 % in case of national reserves) on a Mexican mining corporation. During said period mining in Mexico was controlled by four or five big mining companies and besides mining production was focused mainly on silver, lead, zinc, copper and fluorspar. Technological Power and Pollution of the Environment The increasing power of technology to destroy and disrupt the natural environment and the ecological systems upon which life depends has reduced man's margin for error in the use of this power. We must act, therefore, to deter and prevent the occurrence of future ecological disasters such as that caused on the British and French coasts by the sunken oil tanker, the TORREY CANYON, the Clinch River fish kill which occurred when a dam broke and released coal ash from a power plant operation, or that which threatened on the Clark Fork River in Montana when a strike at the Anaconda Copper Company threatened to shut down pollution control activities, thereby endangering fish and plant life on the Clark Fork River with copper waste. In the past, pollution of the environment has tended to be slow. But now, the increased power of technology to damage nature, the loss of in¬sulating space and the compression of time--all reduce our margin for error and the cushion which space and time once provided for our mistakes.

The term "rare earths" is used to designate a group of elements, Numbers 57-71 which are closely related chemically. They were called "earths" because their oxides resemble those of the alkaline earths, and the designation "rare" was originally applied because of their scarcity. Now many of these elements are known to exist in considerable quantities, and the term "Lanthanide" is applied to this group of elements, because of their similarities to lanthanum, the first element in the group. Many authorities insist on including yttrium, element Number 39, because of its extremely close association with the members of the group in nature and because of its similarity in chemical properties. It has been estimated that the combined rare earth group makes up about five-thousandth. of one percent of the Earth's crust, a higher percent than the common elements, lead, tin, zinc, arsenic, mercury, silver and gold. Cerium is by far the most abundant member comprising about half of the total amount. Yttrium, neodymium, and lanthanum are next in order; samarium, gadolinium, praseodymium, dysprosium, erbium, holmium, and ytterbium are increasingly scarce; while the elements lutetium, thulium, terbium, and europium are extremely rare. The rare earths as a group are metals, usually trivalent, forming basic oxides, and insoluble oxalates in dilute mineral acids. Their fluorides are also difficultly soluble; hence the rare earths or lanthanides may be separated, in general, from other elements by adding oxalic or hydrofluoric acid to a dilute mineral acid solution containing them. The most striking fact which characterizes these elements is the remarkable .similarity in both the physical and chemical properties of their compounds. Their main differences are in the solubilities of their salts and the basicity of their oxides, which vary between that of the alkaline earths and that of aluminum.

INTRODUCTION In response to the Uranium Mill Tailings Radiation Control Act (Public Law 95-604, Section 114c), a report has been prepared by the U.S. Environmental Protection Agency (1980) which describes the potential health and environmental effects associated with uranium mine wastes. The author was responsible for the geology, hydrology and aqueous pathways analysis portions of the report. All potential sources of contaminants, solids, liquids, and airborne emissions, which might cause adverse impacts upon the environment or health of nearby populations were considered. Wastes at both active and inactive uranium mines (Hans and O'Connell, 1981) are described and assessed with respect to dose and health effects (Blanchard et al. 1981). The emphasis of this paper is on the liquid emissions and the aqueous pathway. Model uranium mines were developed for surface and underground mines. The model underground mine was placed in New Mexico while the model surface mine was in Wyoming. Development of a generic assessment was complicated due to the inherent variability of uranium mines. Also, most information available relates to uranium mills rather than to mines, or reported measurements were often influenced (biased) by wastes from a nearby mill and did not specifically reflect mine discharges. Consequently, the assessment presented is often based on conservatve (maximizing) assumptions which are identified as such, and which were based on knowledge from field investigations, available literature, and consultations inside and outside the U.S. Environmental Protection Agency. Maximum use was made of available data, supplemented with limited field studies in Colorado, Texas, New Mexico, and Wyoming. PREVIOUS INVESTIGATIONS Stream survey work in Colorado by the Water Pollution Control Commission and the U.S. Geological Survey (Moran, 1974; Wentz, 1974) mentioned a portion of the Uravan Mineral Belt and uranium mines therein, but the work did not emphasize uranium mines. Significant amounts of acidity and total trace metal concentrations were found in streams from 18 different mining areas. Dilution and chemical precipitation below mine drainages decreased concentration and increased the pH. Given enough time and distance, the streams recover naturally, but the accumulations of trace metals in the sediments increase. Field observations in 1971-72 of streams in most of Colorado indicated that approximately 724 km of streams in 25 different mining areas were adversely affected by mine drainage (Wentz, 1974). Discussions of the impacts of uranium mining on water quality or quantity are incidental in numerous impact statements and environmental reports prepared by industry and (or) the U.S. Nuclear Regulatory Commission as an integral part of licensing or relicensing uranium mills. Coverage on mining is usually minor as the principal focus is on milling impacts. The same is true for the recently prepared generic EIS on regulation of uranium milling (U.S. Nuclear Regulatory Commission, 1979). Radiochemical assessment of surface and groundwater in uranium mining districts of New Mexico is done by self-monitoring programs associated with NPDES permits. Also, radiochemical assessment studies have been funded by the New Mexico Environmental Improvement Division and U.S. Environmental Protection Agency. Unfortunately, there has been no concerted effort to prepare broad assessments of the cumulative impacts of mining and milling in areas of interest in Texas, New Mexico, and Wyoming. Critical review and synthesis of these types of data can produce rather useful information. For example, the publication "Water Quality Impacts of Uranium Mining and Milling Activities in the Grants Mineral Belt, New Mexico" (U.S. Environmental Protection Agency, 1975) addresses the groundwater and surface water changes as the result of extensive uranium mining and milling production in a relatively confined area. A more recent report by the Wyoming Department of Environmental Quality summarizes 16 years of aqueous radium and uranium data. The study reports significant amounts of radium-226 and uranium were present in surface water in the Shirley Basin as a result of inadequate mine water treatment (Harp, 1978). In Texas, surface water and groundwater monitoring conducted by industry, as well as by State and Federal agencies, reveals little or no change of chemical quality attributable to uranium mining and milling (Gesell, 1977; Kallus, 1976). This conclusion is based on 586 samples collected from 198 stations over a period of 39 years, but primarily from 1961 to 1975. The State monitoring program by several agencies is continuing, but data reporting and interpretation is lagging. One survey (Itin, 1975) showed that none of the mine water from the 10 lakes that were sampled was suitable for human use. The lakes were also unsuitable for irrigation due to mineralization of the water by sulfate, chloride, and TDS. One of the 10 was suitable for stock watering.

Even though wet processes were used in coal preparation plants prior to 1941, dewatering coal was not a problem then because the finer sizes were uneconomical to recover and were considered waste. However, during the war years the scarcity of raw materials necessitated the utilization of every pound of natural resources and coal plants began seeking an economical mans of recovering fine coal. Early efforts to this end concentrated primarily on centrifugal dewatering devices. Such equipment produced good results but was relatively expensive. In 1944, a method was devised utilizing a vibrating screen fitted with a profile wire deck rather than the standard woven wire cloth deck. This machine came to be referred to as a dewaterizer. Results obtained with the dewaterizer approached those of the centrifugal equipment, but at a lower capital cost, Their use reduced either the number of centrifugal units required to follow the dewaterizers or the required energy input to heat dryers, In some cases they eliminated the need for any further dewatering equipment.

Mining haul trucks comprise the majority of the equipment used in underground limestone mining operations and are known to emit high levels of noise. A previous study conducted by the National Institute for Occupational Safety and Health (NIOSH) indicates that 70-90 percent of all miners have a noise-induced hearing loss (NIHL) great enough to be classified as a hearing disability by retirement age. These results demonstrate the public health need to protect the hearing of workers in the mining industry, including haul truck drivers. ng of workers in the mining industry, including haul truck drivers. Cab enclosures present an opportunity to isolate the haul truck operator from both truck and other noise in the mining environment. A total of twenty-five haul truck cabs were studied which were divided into three style (treatment) categories determined by soundproofing features and technology for noise reduction: old-, new-, and retrofitted-style. This study examines the contribution of cab acoustics, operator performance, and maintenance to noise reduction for each cab style. Dosimeters were used to measure 8-hr time weighted average sound pressure levels (TWA8 SPLs) inside and outside the cabs to determine if different acoustical treatments affect cab attenuation. Adherence to the Mine Safety and Health Administration (MSHA) Permissible Exposure Limit (PEL) of 90 dB TWA8 (with a 90 dB threshold) was used as the main indicator of overall noise reduction achieved. Dosimetery results indicate only 2% of the samples exceeded the PEL, but samples could still be reduced much further. Descriptive and comparative statistics indicate that noise levels inside the new-style cabs are significantly lower than the other two cab styles. Also, data suggest that there is no difference in noise exposures when comparing the old-style to retrofitted cab styles. Operator influence (opening doors and windows) was a significant factor for increasing noise exposure. This paper demonstrates that properly designed cabs can achieve major noise reductions, but noise levels could still be reduced much further below the MSHA PEL. New-style cabs, equipped with modern noise-reduction treatments, exhibit much lower noise exposures than the other two cabs styles, and the effectiveness of the current noise-reduction treatments for retrofitted cabs is questionable. Haul truck driver observations indicate that improved noise exposure reduction training is needed. Finally, specific targets for future noise reduction research are suggested that will further contribute to the prevention of hearing loss for haul truck operators.

Several shale-hosted Pb-Zn-Ag deposits have been discovered in the northwestern Brooks Range, Alaska. Best known among these are the Red Dog, Drenchwater Creek, Lik, Ferric Creek, Hot Dog Creek, and Competition Creek deposits. They occur in a tectonically disturbed sequence of of Mississippian to Triassic shales, argillites, and cherts, and most are spatially associated with volcanic rocks. The sulfides are hosted in shales as disseminations, banded layers, massive lenses, and crosscutting veins. Detailed geologic descriptions of sulfide prospects in the Brooks Range were given by Tailleur (1970), Nokleberg and Winkler (1978), and Plahuta and Robinson (1979). Lange et al. (1980) discussed the formation of the deposits, the nature of the mineralizing solutions, and the temperature of formation on the basis of sulfur isotope studies. More recently, Harrover et al. (1982) detected a correlation between sulfide mineralization and high-temperature formation of charts associated with the sulfides by oxygen Isotope and chert crystallite size determinations.

There is just as inspiring and imaginative a territory in the develop¬ment of uses and application--and no one in our base metal industry but would hope that our educational processes would fertilize those springs of inspiration that lie dormant in us all, toward the- imaginative conception of new uses--lead roofing cloths or felts, non-tarnishable copper utensils, further zinc solid state application. 1.1 INTRODUCTION This chapter seeks to provide an overview of important factors involved in the implementation of heap leach technology as a vehicle for gold extraction from its ores. Toward this end, brief discussions of the various elements important to this process are presented here. Topics covered in this chapter include a brief history of the process; basic chemical reactions responsible for the process ; characteristics of ores amenable to heap leaching; location of the greatest concentration of heap leach projects in the U.S.; heap leach components, methods, regulatory/permitting considerations; and economic considerations. Most of these subjects are treated at much greater length in subsequent chapters. Thus, this chapter serves as a summary for those which follow, in addition to providing the reader with a feeling for those topics which may be of most immediate interest. 1.1.1 History of the Process Modern Day Precious metal heap leaching technology has developed over the past decade, although the principles of heap leaching per se, as well as those of gold extraction through cyanidation have a long history (see discussion below). However, it is in the past 10 years that heap leaching has developed into an efficient method of treating oxidized gold and silver ores. It has proven to be both an efficient way to extract precious metals from small, shallow deposits, as well as an attractive way to treat large, low- grade, disseminated deposits. Heap leaching has several advantages compared to conventional milling (i .e., crushing, grinding, and agitation leaching). In general, these advantages include simplicity, lower capital and operating costs, shorter start-up times, and less intensive environmental regulatory concerns. A possible disadvantage of currently existing heap leach technology is a potentially lower percentage of metal extraction being obtained from the ore than would be the case with conventional milling (Potter, 1981; Hiskey, 1985; and Thorstad, 1987) The actual principle of heap leaching has a long history as inferred previously. For example, mines in Hungary recycled copper-bearing solutions through waste heaps in the mid-sixteenth century (Hiskey, 1985), and Spanish miners percolated acid solutions through large heaps of oxide copper ore on the banks of the Rio Tinto around 1752. By 1900, leaching operations were employing such techniques as leach/rest cycles to maximize copper recovery (Taylor and Whelan, 1942; Thorstad, 1987). Copper dump leaching is currently

Miners working in underground mines where diesel equipment is used are exposed to exhaust pollutants. These include carbon monoxide (CO), carbon dioxide (CO,), nitric oxide (NO), nitrogen dioxide (NO2), sulfur dioxide (SO2), hundreds of different hydrocarbons (HC) and particulate matter. Evidence from animal inhalation studies and limited epidemiological investigations have led the National Institute for Occupational Safety and Health (NIOSH) to recommend that ‘... whole diesel exhaust be regarded as a potential occupational carcinogen ...’ NIOSH further stated that ‘... the excess cancer risk for workers exposed to diesel exhaust has not yet been quantified, but the probability of developing cancer should be decreased by minimizing exposure…’ The International Agency for Research on Cancer(IARC) reached a similar conclusion, saying that ‘... diesel engine exhaust is probably carcinogenic to humans.’ Before these declarations, there was insufficient evidence concerning the carcinogenicity of diesel exhaust. It was well known, though, that diesel exhaust caused less severe problems, such as headache, eye irritation and unpleasant odors. In 1988, a milestone was reached in the Mine Safety and Health Administration (MSHA) regulatory process. An advisory committee recommended a three-tier approach to regulating diesels used underground-approval of diesel equipment, safety and health. Diesel particulate matter may be specifically regulated. In addition, ambient air quality standards are being proposed that will establish a new standard for CO2 and lower the permissible exposure limits for the NO2, CO, SO2 and formaldehyde emissions that originate from diesels and other sources. Additional safety and emission restrictions are also proposed for diesel engines in coal mines. The goal of the US Bureau of Mines (USBM) diesel engine research program is to minimize the health and safety problems associated with underground diesel equipment use. Part of this program is focused on reducing exhaust emissions from diesel-powered equipment used in underground mines.

Today's subject of discussion, "OSHA AND ITS PROBLEMS", must be covered in the time allotted with a slight tongue in cheek approach, for if one is to believe that the "problems of OSHA" can be covered in a twenty minute review, he, himself, has one of three problems: 1. He has residual combat fatigue left over from World War II. 2. He is an egomaniac. 3. He is afflicted with both of the above. Clearly, the difference between divinity and humanity lies in their work. All human endeavor is plagued by errors and omissions, and unless one would be so facetious as to equate bureaucracy with godliness, our government-sponsored ventures seem to receive more than their share of missive missles with which to combat the ills of our society. Coming from an industry known for its undertaking of gargantuan projects, I feel capable of looking at things from the big picture perspective. No one would deny that the massive influx of government, both in the monetary and supportive personnel roles, has accomplished much. But only we, as tunnel constructors, have moved countless mountains of muck, placed endless yards of concrete and engaged the public on numerous fronts and in spite of all, at times have even made a profit! Profit! What a dirty word in our society today. It makes one shrink back from the filthy overtones dripping with the cloying scent of decay. Never shall we judge the success of our government programs with such a slimy yardstick as profit. No, for that which has been conceived in the bowers of Camelot, the measure must be more elevating and inspiring. Something to bring a proud bearing to our efforts! Introduction The English word "sedimentation" is derived from the Latin verb "sedere" meaning to sink down. As a mineral processing unit operation, sedimenta¬tion has been defined as the separation of a suspension into a supernatant clear fluid and rather dense slurry containing a higher concentration of solid (Brown, G.G. 1960). Sedimen¬tation has been historically subdivided into thickening, which has the primary purpose of increasing the solids content of one of the thickener prod¬ucts relative to the feed stream, and clarification, which has the primary purpose of removing solids from the feed stream to produce a product essentially free from particu¬late matter. There is no absolutely precise distinction between these subdivisions and in certain applica¬tions, both objectives can be accom¬plished. Major Design Factors The capacity of conventional metal¬lurgical sedimentation devices is a function of slurry throughput and its attendant settling rate. Important factors, recognized by early investigators (Taggart, 1972), which influence the settling rate of a given metallur¬gical slurry include: Feed dilution or solids-liquid weight ratio Size and shape of the particulate solids Specific gravity differential between the solids and liquid phases Presence of electrolytes and/or flocculants Pulp viscosity Slurry temperature In addition to the foregoing histor¬ical factors, recent investigators have noted (Pearse, M.J., 1977) that other parameters which may have an influence upon settling rate and, thereby, thickener performance include: Method of flocculant application Particle size distribution Particulate wetting characteristics Feeding arrangements Rake speed and type Existence of convection currents Wind disturbance Evaporation All of the above factors should be examined and the effect upon thick¬ener performance brought about by manipulating the factor over the expected operating range should be determined if performance optimization is desired.

Many mining operations rely on bulkheads to provide a barrier between impounded water or slurry and active mine workings. However, bulkhead failures could cause and have caused catastrophic flooding that puts the underground workforce at risk. The National Institute for Occupational Safety and Health1 (NIOSH) in collaboration with the Mine Safety and Health Administration (MSHA) is conducting research to evaluate the adequacy of existing design practices for water and slurry bulkheads. A key component of this research effort is documentation of the performance history and design parameters for bulkheads installed in underground coal mines during the last 20+ years. This research is part of a larger effort to develop general design guidelines and procedures for constructing and maintaining bulkheads that will help to ensure their long-term structural integrity, while significantly reducing the inundation risk for miners. This paper presents the results of NIOSH’s research to identify state-of-the-art bulkhead designs, including design criteria, leakage monitoring systems, and emergency warning systems. Underground observations and evaluations of existing bulkheads suggest that the most important design factors influencing their performance are the interface of the bulkhead with the surrounding strata and the potential magnitude of the hydraulic pressure to which they may be subjected. When a bulkhead has failed, leakage has generally been through the surrounding strata or along the bulkhead/strata interface, with the failure potential along the interface increasing with hydraulic head. It was also determined that development of a monitoring program to ensure the long term structural integrity of bulkheads is an important safety consideration. Current monitoring procedures range from weekly visual inspections to constant monitoring via pressure transducers and fluid level indicators. Where possible, these devices are used in conjunction with a computer based mine monitoring system to alert mine personnel when an emergency condition exists at the bulkhead installation.

INTRODUCTION A two-dimensional approach for modeling narrow-vein deposits using the TECHBASE® software was implemented at Sunshine Mining for its use in the evaluation of mineral properties. This 2-D approach prevents the overestimation of high-grade tons typically associated with the use of fixed 3-D blocks and reduces the size of the model in computer memory. The method consists of constructing a two-dimensional model oriented along the average plane of the mineralized structure. This approach works well for single, multiple and intersecting veins with the condition that each vein is roughly planar with variation in dip or strike less than 30" in order to maintain a reasonable resolution in the process of projecting data onto a plane (Figure 1). Also, a precise identification of the hanging-wall and foot-wall location is critical in ensuring an accurate representation of the vein. By using various modeling techniques, the two-dimensional model estimates metal content, thickness, tonnage, economic and dilution parameters which will be ultimately used in the identification of minable reserves. The following is a generic description of the steps involved in modeling a steeply dipping vein. DATA ENTRY A typical project database consists of drillhole coordinates, survey information, assay data and any other quantitative or qualitative data. This database can be created inside the software or imported from any spreadsheet. TECHBASE® utilizes the concept of "fields" and "records" (columns and rows) for storing data. The use of "calculated fields" enables the user to expand on the manipulation of the database with minimum memory requirements. Another important feature of TECHBASE® is the ability to replicate the structure and format of the "tables" for its use in another project and the capability of running a series of repetitive tasks by means of batch and "runlog" files.

Power generation systems that promote energy security and environmental benefits are highly desired and pursued by a number of government and industry programs. Gasification of coal, other fossil fuels, or biomass has the technical promise of high efficiency and low or zero emission. Gasification for the purpose of electrical power generation has been researched, developed and demonstrated over the last 20 years, but for many reasons is not viewed as economically competitive. This paper describes a coal-based gasification technology well suited to mid and long-term goals of secure, environmentally clean energy. The technology should be adaptable for use with other carbon-based fuels including biomass and a full range of fossil fuels. The new zero emission gasification process is sponsored by ZECA Corporation, a continuation of the Zero Emission Coal Alliance (ZECA). ZECA has completed process design and engineering to assess the viability of a concept originated at Los Alamos National Laboratory, and the creation of a business plan to define paths for advancing the technology toward a near-term goal pilot plant. The zero emission carbon (ZEC) technology includes hydrogasification, the production of hydrogen and the carbonation of lime with CO2. For the power generation base case, the hydrogen is used in high temperature coal compatible fuel cells to produce electricity and the carbonate is calcined to produce a pure stream of CO2for sequestration. This paper provides the status of work with the ZEC technology and the availability of crucial equipment, materials and required testing. Discussions are presented for future actions to accelerate the technology assessment, testing and demonstration of a ZEC plant. Brief remarks are provided on complementary projects dealing withCO2separation and gasification costs.
