Water is a most remarkable substance, essential for life of all kinds. As well as needing water to survive, man has always used it for agriculture, transportation, recreation, and many other things. When our country was young and inhabited by few people, the streams, rivers, and lakes were able to provide all the clean water needed by man and take away all the wastes created. However, with our growing population and an ever-increasing demand for goods and services, the public, industry, and government at all levels have become acutely aware of the need to manage the nation's water resources more efficiently. Abundant energy from many sources has helped this nation to become the greatest industrial nation in the world. Coal has contributed a major portion of this energy, generating electricity, running railroads, and maintaining national security during wartime. The result has been the highest standard of living in the world and a time of widespread economic prosperity. The use of water in coal mining is somewhat different from its use in most industries. With the exception of water used in cleaning plants, for underground dust control, and for fire protection, most of the water en- countered in coal mining operations serves no useful purpose. In other words, it is an undesirable element and must be removed, otherwise it will interfere with operations, cause potential water quality problems, and may even stop operations by flooding. In the past, removing water from working areas of most mines was usually a fairly simple matter. Pumps with piping were installed at sumps or low spots in the mine and the water was pumped to the surface or to drainage control facilities constructed for the operation. Ditches were often used to collect and drain the water by gravity to the outside or to main sumps for pump discharge. In either case, the water was allowed to flow into the nearest stream or river. The concept of "water is water' was generally accepted without too much concern for what was in the water since low-cost products and services, rather than clean water, were the public demand.

The concept for a Mine Escape Vehicle (MEV) is motivated by the desire to enable personnel to evacuate a mine rapidly as the first and most desirable response to any underground emergency. Under a NIOSH contract, Raytheon UTD developed a conceptual design for a vehicle that coal miners could use to facilitate their rapid exit from an underground coal mine in the case of emergency, including fire or explosion. The vehicle requirements include the capacity to provide life support functions for a number of miners, operate in an oxygen deficient, low or no visibility atmosphere, and travel at speeds faster than miners can walk out of the mine. To develop the MEV concept, three primary tasks were identified and executed. The first task focused on developing a realistic concept of operations (CONOPS) and associated high level vehicle requirements. The second task identified and evaluated currently available equipment and technologies that could be applied to address the CONOPS. The final task developed a design concept that integrated the identified components for the five (5) MEV sub-systems to provide the foundation for future detailed engineering design and prototype construction. The resulting MEV design concept is centered upon retrofitting existing mine personnel carrier chasses with available, mine-worthy equipment capable of addressing the MEV requirements. This approach offers a practical and economic avenue to prototype development and delivery with minimum lead-time and risk. Furthermore, by integrating familiar and available equipment into the design and CONOPS, the resulting Mine Escape Vehicles should also be more readily accepted by the mining industry.

Only a few delimiting parameters have been established. This paper will discuss briefly the highlights of a functioning ion-exchange cloth. Since the discovery of 'potash in the Carlsbad area in 1926 and the start of mining operations in 1931, "first mining," operations have been carried on. This is a room and pillar system in which approximately 62% of the total ore is removed. Or the basis of ore reserves and rates of extraction, the life of the mine in the early; days was estimated to be well over 50 years, however, even with an increase by additional ore reserves, it became increasingly apparent that the life of the mine was being shortened considerably by increased production. Further cause for the shortening of mine life was due to the exceptionally weak back over the northeast quadrant of the main orebody which had .caved in on first mining up to a height of 8 feet. Thus, in 1953 the decision was' made to begin pillar pulling, also called, second mining or final mining, and in December of 1953 this program was started after much discussion.

The porphyry copper province of the southwestern United States and northern Mexico, is the largest copper producing region in the world. Most of the deposits occur in Arizona which now produces over 54% of the newly mined copper in the United" States. As the many recent discoveries are brought into production, Arizona's share of the nation's copper production will increase. The term "porphyry copper" as used in this paper includes all deposits of generally low grade disseminated copper mineralization amenable to bulk mining techniques. Therefore, copper deposits such as Pima-Mission, Twin Buttes, and Vekol where the copper mineralization occurs principally in the intruded rocks will be considered as "porphyry copper" deposits. Most of the deposits have been discovered since World War II, consequently, the southwest, and particularly southern Arizona is perhaps the most intensively explored area for copper deposits on earth. Most of the major natural resource companies in the United States and Canada maintain exploration offices in southern Arizona. To illustrate the success of exploration efforts, the location of porphyry copper deposits either known or producing prior to World War II are shown on figure 1 and the deposits discovered since World War II which are either in production or in the exploration and development stage are shown on figure 2.

"Hydrogen (H2) gas released during battery charging can result in cross-interference for carbon monoxide (CO) sensors used for early fire detection and compromise the integrity of the mine atmospheric monitoring system (AMS). In this study, a series of laboratory-scale and full-scale experiments were conducted to evaluate the responses of different CO sensors to H2 gas. In the laboratory-scale experiments, constant H2 concentrations in the airflow, from 100 to 500 ppm, pass through sensors. While in the full-scale experiments, increasing H2 concentrations generated as a byproduct from charging the batteries at the battery charging station rise to the sensors under different ventilation scenarios. The H2 concentrations at the CO sensor location were measured using H2 sensors and were correlated with the CO sensor response. The effects of ventilation and sensor location on the CO sensors responses were also analyzed. The results of this study can help mining companies to select appropriate CO sensors and improve the deployment of these sensors to ensure the safeguard of underground miners. INTRODUCTION As many types of battery-powered mining equipment such as scoops and shield haulers are used in underground mining operations, charging stations are required to charge the equipment batteries. These batteries are of lead acid chemistry. A safety issue exists with the battery charging stations as all lead acid batteries produce flammable H2 gas during the normal charging process. Overcharging or excessive heat can quickly cause batteries to produce even more H2. If H2 is not appropriately diluted or dispersed, it builds up, and the risk of fire and explosion increases. Mine Safety and Health Administration (MSHA) regulation (30 CFR Part 75.340) requires that battery charging stations should be housed in noncombustible structures or be equipped with a fire suppression system. When a fire suppression system is used, the battery charging stations must be ventilated with intake air that is directed into a return air course or ventilated with intake air that is monitored for CO or smoke using an AMS. The monitoring of intake air ventilating battery charging stations should be done with sensors that are not affected by H2."

Increasing capacity of bulk material handling systems creates difficult problems for accurate in-line material weight measurements. At the same time increasing system complexity and growing user demands call for more measurements. Precision in-line weight measurements for bulk materials are usually accomplished by application of conveyor belt scales. Belt scale accuracies listed by scale vendors are applicable for ideal situations with suitable conveyor design, belt scale location and calibration means. This paper attempts to provide designers and users with simple means to evaluate belt scale accuracy for practical scale installations. Based on known mathematical models simplified formulas for measurement errors are derived and discussed. These formulas allow for simple determination of achievable accuracy for alternative scale installations on the conveyor, conveyor designs, etc.

Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation's uranium. I've been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I'll discuss some of each type. I'll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won't take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson's Laws, Murphy's Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner's offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I'll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn't being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950's they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors' conference in December 1960, state mine inspection agencies, in the early 1960's, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. [A great number of papers have been presented at various Engineering Society meetings on the Unit Train subject. Moat are descriptions of facilities that have been constructed or are abort to be built. Many describe the facility as being the World's fastest, newest, largest, incorporating the latest technology and so forth, Many are duplications of installations that have been recently constructed, sort of carbon copies but perhaps arranged differently. The trend has been to incorporate loop tracks, rotary dumpers, indexers and, of course, the snivel coupler equipped unit train. How that the energy crisis has increased the use of coal, there has been a tremendous Increase in applications for permits to construct rail to river coal loading facilities. This paper is different. It does not describe any single existing facility, but is given to alert prospective terminal owners and engineers that there are items that require considerable study and evaluation beside merely selecting an indexer, car dumper, stacker, ship or berg loader and so on. An important item is the selection of the railway car which in turn can affect the selection of the method of loading and unloading. Let us list a few of the items that should be considered and discuss the areas that require examination:]

The amount of hydrophobic materials constituting the mineral froth strongly influences the froth viscosity. Higher froth viscosity on the other hand can retard the drainage of physically carried over hydrophobic particles. In phosphate flotation tests a direct correlation was observed between froth viscosity and recovery and an inverse correlation between froth viscosity and grade. Phosphate flotation tests in the presence of a silica depressant indicated that higher froth viscosity is an effect rather than a cause of silica particles reporting in the froth.

"Printed circuit boards are potentially recyclable materials. Developing suitable methodologies for proper disposal and better utilization, brings major environmental and economic benefits. A methodology for copper recovery using heat treatment before conventional leaching is carried out. A comparison between conventional methodology and the one that includes incineration treatment is presented. It concludes about results and differences in terms of the percentage of copper leached over time. INTRODUCTION The rapid proliferation of electronic devices in the past two decades, has forced researchers to find a solution for one of the most toxic and hazardous materials, the printed circuit boards (Ghosh et al, 2015). For this, countless techniques have been developed, the methodologies includes hydrometallurgy, pirometallurgy, electrometallurgy or a combination between all of them. The amount of precious and base metals in its composition are very attractive and usable to implement methodologies that allow maximum recovery and recycling. This subject has been extensively studied and researched in order to provide solutions to the great problems generated by incorrect final disposal of this waste. Over 150 articles have been widely published in the last 15 years, covering large areas such as characterization of discarded printed circuit boards, health risks associated with processing and different routes of recycling have been analyzed to provide an overview understanding this issue (Ghosh et al, 2015). (Oh et al, 2003) performed a selective leaching of valuable metals from waste printed circuit boards by size reduction, magnetic and electrostatic separation, also leaching with sulfuric acid and hydrogen peroxide, achieving 95 \% of copper extraction. (Chaverra Arias, 2014) proposed a similar methodology to extract copper from electrical and electronic waste, performing similar processes and applying metallic copper electrowining as well as copper oxychloride precipitation. (Silvas et al, 2015) used hydrometallurgical processes for recycling printed circuit boards applying physical processing and copper extraction by selective leaching. (Kumar et al. 2014) conducted a leaching of metals from waste printed circuit boards using sulfuric and nitric acids. Also there have been proposed various methods for recovery of different metals including applying multiple metallurgical techniques that involve both living organisms and high temperature processes such as pyrometallurgical. The printed circuit boards are a very important source of copper, according to several authors mentioned above, the amount of copper on a printed circuit board can reach about 20 \%, because copper is responsible of establishing a conductive layer that will enable the connection between electrical and electronic components. This document proposes a methodology for recycling printed circuit boards and extract copper by selective leaching. The process that is carried out consist in a preliminary characterization and mechanical separation which will condition the material for further hydrometallurgical treatment that includes leaching in nitric acid media 3M."

More stringent dust standards, because of quartz in coal, have become a major compliance problem for the coal industry. Reducing quartz levels has become the major focus of the Bureau of Mines dust control research program. Results to date have identified hath the sources of quartz and prospective control technology. Control techniques are being developed for both room-and-pillar and longwall mining underground operations. Techniques include changes in face ventilation, mining cycle modifications, and better roof bolting dust control.

The mineralogy of the Joe Mann mine differs from that of other deposits of the Chibougamau area that are exploited by Les Nines Camchib Inc. It is characterized by very fine first generation gold and very coarse second generation electrum. Successful processing required adjustments of the processing flowsheet, which includes gravity, flotation, and cyanidation. A study of coarse gold liberation in the gravity/grinding circuit is described. Modifications to the flotation circuit and the reconditioning of a small capacity cyanidation circuit are presented.

Homestake crushing and grinding, practice-was completely revised during the period of 1951-1953. During the conversion, both crushing plants at the head frames the Ross and the Yates, were changes at each plant involved replacing the two 8K gyratories with a rebuilt, The flow sheet single thirty inch gyratory for primary crushing to four inch. The gyratory discharges to a seven foot Symons standard cone crusher set at 1-1/8 inch opening. The cone discharge goes to Tyrock screens fed by vibrating feeders. Screen openings, are l/2 inch by 5 inches: at the Ross. Plant, and 3/8 inch by 5; inches at the Yates. Screen oversize goes to a seven foot Symons cone brusher converted to the short head type; the crusher setting is 5/16 inch. Crusher, discharge; is closed circuited with the Tyrock screens, The above crushing installation delivers a minus 5/8 inch rod mill feed to the mill bins. The crushing revision eliminated the-180 heavy South African type stamps, which had previously reduced the 2 inch crushing plant product to a minus 5/8 inch feed for the 10 rod mills, and 8 ball and pebble.; mills, other revisions in the mill flow sheet, resulted in 3 identical units of about 1350 tons per day, capacity per unit, Each unit consists of an open, circuit 6 foot by 12 foot rod mill, fed from two 24 in by 48 inch vibrating feeders of the four feeders available per unit. A gathering belt delivers the ore discharge of the feeders to the Transportoweigher, which in turn discharge s, into the rod; mill feed spout. Rod Mill discharge is the feed for the 9 foot by 11 foot ball mill, The ball mill is closed circuited with a 16 foot by 30 foot Dorr Classifier. The Homestake make amalgamator, for coarse gold recovery in the ball mill circuit, made' necessary a 36 inch spiral conveyor between the classifier rake discharge and, the combination drum and double scoop feeder on the ball mill See Figure l - the flow sheet of the two stage grinding units.

Under its program of advancing minerals technology, the Federal Bureau of Mines has developed a laboratory apparatus for continuous separation of minerals according to their dielectric properties. The unit consists of a rotating wire grid drum electrode and a fixed curved wire screen electrode positioned 3 mm apart. By applying high voltage across the electrodes, which are immersed in a dielectric fluid medium, a high-gradient electric field is produced. The high-dielectric-constant minerals are attracted and conveyed through the separator by the rotating drum electrode, whereas the low-dielectric-constant minerals settle through the fixed electrode. In typical tests, a sample of Montana chromite ore containing 43 percent chromite was concentrated to 72 percent chromite with 90 percent recovery.

One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. North American mining companies are lagging behind their global competitors in participating in the outstanding opportunities in India. The Indian government has liberalized foreign equity participation in the mining sector by up to 50% and, in some cases, even higher. Delegates from Europe, North America and South Africa learned this at an information seminar held in London, England, Attendees were welcomed by L.M. Singhvi, the UK's high commissioner for India. He introduced a government of India delegation headed by B.P. Baishya, minister of steel and mines. Singhvi is an eminent jurist and leading constitutional expert. He reiterated the soundness of India's legal system. He also outlined the recent Investment Protection Treaty between India and the United Kingdom. Baishya emphasized thee geological diversity and strengths of India's domestic market with its population of more than 920 million people the second largest in the world after China and its reservoir of skilled labor. He also outlined the potential of India's untapped natural resources. The private sector is the backbone of the Indian economy. It accounts for 75% of gross domestic product (GDP). The current minimum program of the new United Front government envisions 12% growth in the industrial sector, 7% in GDP and direct foreign investment of US$10 billion a year. "Mining is an area that can attract a sizable part of this investment," Baishya said. "Projected growth of the Indian economy will require increasingly large quantities of basic raw materials, such as coal and base- and precious-metals to meet the needs of domestic and export markets." Administration of India's mining sector is divided into the Ministry or Mines for regulating and developing the country's mineral resources, five public sector Mining Enterprises, the Geological-Survey of India (GSI), the Indian Bureau of Mines (IBM)and 25 states and seven Union Territories. The GSI is the second oldest (founded in 1851) and the third largest organization of its kind in the world, Baishya said. It has geologically mapped more than 90% of India's 3.2 million kmz (1.2 million sq miles) at a scale of 1:50,000. Several promising mineral projects have emerged from regional exploration programs conducted by GSI and the Mines and Geology State Governments. IBM recently completed a national mineral inventory. It covers 13,000 deposits/prospects of 61 nonferrous minerals. GSI also compiled a similar inventory on 61 coal fields. India is attractive to exploration companies for several reasons. These include favorable geology, accessible locations and a large mineral database. India also has many experienced geoscientists with well-equipped and efficient laboratories, Baishya said. Secretary to the Ministry of Mines A.C. Sen emphasized the largely untapped-geological and mining potential of India. He also discussed the new vistas that have opened up opportunities for exploration and mining. India has large quantities of mineral reserves, Sen said. Its vast Precambrian Shield - like those in Canada and Australia - is endowed with gold, platinum group and base metals, as well as coal and industrial minerals. Annual mineral production is valued at more than US$7 billion. Sen pointed out that India is the largest single consumer of gold. And domestic gold prices command at least a 20% premium above international prices. Recent diamond, gold and base-metal discoveries and prospects uncovered by GSI have generated investment interest from abroad, he added Delegates heard that the Indian Constitution gives the central government the job of framing legislation and the regulation and development of minerals. This ensures that mineral laws are uniform throughout the country. However, the right to grant mineral concessions, such as prospecting licenses and mining leases, rests with the minerals' owner. In India's case, that is the state government. The Indian government has formulated several guidelines that regulate the granting of prospecting licenses for large areas. ? The central government will consider the requests of state governments for the granting of prospecting licenses for areas exceeding 25 kmz (9.6 sq miles). But the license must include a provision to conduct aerial prospecting of the area. ? Any prospecting licensing area should not exceed 5,000 kmz (1,930 sq miles). for a single license. And the total area held by one company should not exceed 10,000 km2 (3,861 sq miles) for the whole country. ? The grant of larger areas will be linked to a mini- mum expenditure commitment on physical targets. State governments will monitor these expenditures. ? The granting of large areas for prospecting will be linked to a schedule of relinquishment.

INTRODUCTION Several major factors introduce uncertainties into the assessment of radon progeny exposure to miners using time-weighted average radon progeny concentrations: uncertainty in the measurement of radon progeny concentrations in specific areas, assignment of an individual miner's time to those areas, variation in radon progeny concentration between measurements and potential human errors involved in calculating concentrations and handling data. The currently available grab-sampling methods for determining working level were analyzed to determine the magnitude of the uncertainty due to each of these factors. For all measurement methods studied, the variation in the airborne concentration with time in operational areas of a mine is the dominant factor in the uncertainty in determining annual radon progeny exposures for individual miners. Uncertainties relating to accuracy of the method and precision of measurement were found to contribute a significantly greater portion of the total uncertainty than human errors. Under normal conditions, if the technicians performing the measurements are conscientious and well trained, human error contributes little to the total uncertainty of the radon progeny exposure determination. The primary goal of radiation monitoring is the reduction of radiation exposure to the lowest reasonably achievable level below regulatory limits. Monitoring personnel in mines should be trained not only to obtain accurate estimates of miner radiation exposures but also to recognize and, when possible, to implement correction of situations which result in unnecessarily high radon progeny exposures. ESTIMATION OF UNCERTAINTY DUE TO HUMAN ERRORS Human errors affecting the assignment of annual radon progeny exposure to individual miners can be placed in two categories: those related to the measurement of radon progeny concentration in specific mine areas and those related to estimation of occupancy time for individual miners and transcribing data to permanent records. The former are specific for the measurement method used; the latter are common to all methods. Errors in Determination of Working Level All systems for determining radon progeny concentration require measurement of several parameters, which include volume of air sampled, count rate and decay time. These quantities and appropriate constants are used in a basic equation, specific to the system, which estimates working level. An unintentional random mistake in measurement of any one of these parameters or in the selection of proper constants will contribute to the uncertainty in the determination of working level. In our analysis of human error we separated each measurement method into a sequence of independent operations, with each step subject to operator error. For each operation we estimated the probability of occurrence and the consequence of errors to obtain a resulting uncertainty. Certain types of errors result in specific consequences. For example, we assumed that an error of 5 seconds in timing of a 5-minute sample results in a fractional error of 1/60 (1.7%). Other types of errors can result in a range of uncertainty. Transposing digits read from a scaler can produce errors ranging from near zero to approximately 60%. In these cases we calculated the statistical variance for the distribution of errors. We assigned the square root of the variance divided by the mean as the consequence factor for that type of error. This is essentially the same as a coefficient of variation. The product of the probability of occurrence and the consequence factor is the fractional uncertainty in the measurement due to that particular error. The total uncertainty due to human errors is calculated by taking the square root of the sum of the squares of the uncertainties generated by all manual operations. Uncertainties Due to Human Error for the Kusnetz Method One of the techniques most commonly used to estimate working level in U.S. uranium mines is the Kusnetz method. A generalized way to express the equation used to compute WL by this method is: WL = (Net Alpha Counts)/(V)(ST)(CT)(E)(K) where: V = sample flow rate in liters/min ST = sampling time in min CT = counting time in minutes E = absolute counting efficiency K = Kusnetz conversion factor (dis/min-L per WL), as a function of decay time in minutes. The example of human error analysis presented here is based on the Kusnetz procedure having a timing sequence of 5 minutes sampling time, 40 minute decay time, 2 minute counting time. During the sampling procedure a stop watch is used to determine the timing interval. We assume that it is common to make small timing errors of a few seconds, but larger timing errors occur infrequently. Errors greater than 30 seconds are considered to be essentially non-existent since we assume that the

The term "potash" denotes a family of minerals and compounds of potassium, containing greatly varying percentages of that element. In commercial usage, most of the potash products are used in agriculture, where they are used to furnish potassium, one of the three basic elements for plant growth; the other two being nitrogen and phosphorus. Potassium's contribution to plant life is principally as a stalk strengthener, and if soils can no longer supply this basic element, then crop failure is inevitable without nutrition supplied from fertilization. While agriculture uses some 95 per cent of the potash produced, other industries require highly refined potash, for the manufacture of soaps, dyes, pharmaceuticals, synthetic rubber, insecticides, photographic film, and other products. Until the mid-nineteenth century, world agriculture had three options related to the potash content of soils: 1) crop rotation and pasturing to attempt to minimize the loss of potash in harvesting, 2) abandoning depleted and exhausted soils (part of the reason for the vast migration of populations in Europe and Asia), and 3) burning forests for the use of the ashes, and concentrating the nutritional value by boiling the ashes in large kettles, for "pot - ash". With the discovery in the mid 1800's and exploitation of potash from underground deposits in Germany, the beginning of the modern potash industry was established, but American potash requirements remained substantially dependent on German production until the 1920's, when oil drilling in the Permian Basin of New Mexico
