Under conditions of high methane content in the seams and the descending of exploitation to greater depths, methane hazard control is becoming more and more difficult. This is due both to the amount of methane released and to the technical possibilities of diluting and capturing it. The removal of excess methane from mine workings only by means of the ventilating current has become a problem. Therefore many countries designate large sums of money for research work in the field of controlling dangerous methane accumulations and for introducing this control into mining practice. In Poland the Central Mining Institute is leading in this field. Its Safety-in-Mines Institute, Barbara Experimental Mine in cooperation with collieries has recently carried out interesting investigations on the distribution of methane concentrations in gobs behind the front of longwalls mined with caving.

Consolidation Coal Co. tested the agglomeration of fine coal using a laboratory pellet mill. The principal operating variables examined were feed coal moisture, coal size distribution, and additives to the feed coal. The moisture of the feed coal was found to be critical to both the pellet mill operability and the product strength. Coals, with feed moistures too high to pelletize, could be pelletized if mixed with lime or a water absorbent material. The addition of dry starch binder improved the product strength.

I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. "The tunnel sector is excavated into a rock mass heavily affected by tectonics, defined as a regional fault. The rock around the tunnel support undertakes the non – elastic deformation and gradually detaches from the rest of the non affected rock mass, moving inside of the excavated area and tending to fill up the whole space. The initial solution of using stiff support consisting in double steel ribs I12 with circular shape in the upper part and straight vertical pillars in the lower part has proved to be inadequate. Based on the calculations of the subsidence phenomena and a mathematical model, the proposed alternative support was provided by special circular steel ribs – SG-23 –that allows a limited rib deformation (by relative slip between the arch segments) in order to mobilize the contact between the rock contour and the inner face of the rib - not only for the deformed rib but also for the neighboring ribs. 1. Hydropower parameters).The Livezeni intake reservoir is provided by a gated dam located 1250 m downstream of merging point between Jiul de Vest river and Jiul de Est river. The dam is equipped with three radial gates with flap gates with a span of 12 m each and the height of (6 + 3) m. "To ensure that trains run safely, the performance of railway civil engineering structures is checked by periodic inspections. General inspection method has merits and demerits, but none of them offers the combination of high accuracy and quick inspection. In an effort to resolve this problem, West Japan Railway Company, the Institute for Laser Technology and the Railway Technical Research Institute jointly developed a remote laser sensing system as an alternative to the impact acoustics method for detecting defective concrete elements in tunnel linings. The proposed remote laser sensing system has two lasers, one to apply an impact to the concrete surface and the other to measure the vibration of the concrete generated by the impact laser. The impact laser is a high-energy pulse laser that induces vibration in the concrete. The detection laser has a signal beam and a reference beam. The signal beam reflects on the concrete surface and goes into the dynamic hologram crystal. The reference beam diffracts in the dynamic hologram and enters the detection sensor with the signal beam. The vibration of the concrete surface can be measured to detect the movement of an interference pattern. A prototype of the remote laser sensing system was developed as shown in Figure1. A vibration and acoustic insulators are equipped to remove a noise generated from a maintenance car or electric generator in this system. The proposed laser remote sensing system and the detection algorithm were verified with the help of field test conducted in a tunnel on the Shinkansen. An impact test using hammering was applied to obtain the accurate response acceleration on the surface of the concrete before application of the proposed method. In this test, the result obtained from the proposed method has good agreement with that obtained from the impact test by hammering. Consequently, it is verified that the proposed method can be used as an alternative to the standard impact acoustics method."

I would like to talk to you today about microbiological leaching or, the solubilization of metal values due to the action of Thiobacillus ferrooxidans. Bacterial attack of sulfide minerals has been going on for centuries but only recently was it discovered that the acid and iron often found in coal mine drainage is produced by bacterial action on the iron sulfides in the coals. Not until 1950 was it proven that bacteria were playing a role in the dump leaching of sulfide ores. B. C. Research became involved in microbiological leaching in 1955 while examining mine drainage from the copper-zinc mine at Britannia Beach, north of Vancouver. Since 1955, B.C. Research has maintained a continuous re¬search program on microbiological leaching which, due to its applied nature, was put under industrial sponsorship in 1962. Most of the information pro¬vided in my talk today has been gathered under this sponsored research program and I would like to express our appreciation to the many sponsors who have made our work possible.

Much has been written about hydrothermal alteration and the compositional changes induced by it in the wallrocks of mineral deposits, especially in alummino-silicate wallrocks. So much has been written and the descriptions so varied, in fact, that the casual reader frequently is bewildered by the extreme complexities and lack of uniformity, real or apparent. Certainly the mineralogy and chemistry of altered rocks are not as simple as most of us would like, but neither are they as complex in their principal aspects as pa of what has been written would lead us to believe. The trend until recently seems to have been toward greater complexity and hence greater confusion, but the straightforward presentation of Creasey (1959), it is hoped, marks a reversal in this trend.

Business appraisals require, as additional information, the expected profit or loss implied by the physical summary. The early incorporation of knowledge gained through financial analysis computations can provide a means for economically resolving many common exploration and development problems. Examples of such applications from the activities of exploration planning, reconnaissance, land acquisition, and development planning are presented in this paper.

Flowsheet flexibility in new 750 TPH coal cleaning plant provides three unusual capabilities. Two compartment drum coarse H.M. washer can be adapted to provide two stage separation. Coarse section of plant can be operated without fine section when washing surface mined coal. Fine section can operate with flotation cells bypassed if strip coal oxidation kills the froth. Plant can be fed by belt from bulk storage, front end loader from storage piles and truck from the mines. Raw coal and each of four washed products can be fed by belts to three separate loading points on two separate railroads.

Agglomeration techniques have been successfully applied to commerical heap leach cyanidation operations for the recovery of precious metals from low-grade ores, mine wastes, and tailings. The major parameters important for successful agglomeration pretreatment of these feed materials are discussed. Several commercial agglomeration-heap leaching operations are described. Two of the operations converted from conventional heap leaching to agglomeration-heap leaching after coventional heap leaching proved unsuccessful. Heap performance before and after agglomeration is discussed. A fairly recent operation that began production using agglomeration-heap leaching technology is also described. Two operations that processed milled tailings by agglomeration are discussed. The tailings feeds could not have been economically processed by means other than agglomeration-heap leaching.

After accepting the invitation to make this appearance today, it occurred to me that the subject matter which had been assigned to me, namely, the purpose and role of an advisor, was, contrary to what; some people might think, a controversial subject. In my brief lifetime, I have discovered that the world is full of advisors; that is to say, there are many people who undertake to render advice concerning subject matters upon which they may, or may not be qualified to speak. It shall be my purpose today to set forth what now appears to be the function of the members of the Advisory Council to the U. S. Public Land Law Review Commission; and, in so doing, I hope that I do not offend the Commission or any other-member of the Advisory Council with whom I serve. It has always been my personal conception of the role of an advisor that he should tender advice when it is requested, and then only if he has prepared himself concerning the matter upon which the advice is being given. I am sure it was the Congressional intent at the time the Public Land Law Review Commission was established indeed it was the hope. of Congress--that those of us who were to become members of the Advisory Council were informed upon certain particular subjects and then at the proper time express our opinions upon these subjects-and, by the same token, not attempt to enter opinions upon problems with which we have no experience in theory or in actuality. Some wag once said that if Columbus had had an advisory council, he would still be waiting at the dock in Spain, and there is more truth than fiction in that statement. With this problem in mind, let us examine the purpose of the Advisory Council itself.

Introduction Pegasus Gold's Montana Tunnels mine is a large surface gold, silver, lead, and zinc mine located 37 km (23 miles) south of Helena in southwestern Montana. Milling operations commenced in late March 1987. The concentrator achieved full production in May that year after undergo¬ing several modifications and improvements. Production for 1988 is projected to be 2.48 t ,80,000 oz) of gold, 34.2 t (1.1 million oz) of silver, along with 8.5 kt (9400 st) of lead, and 22.6 kt (25,000 st) of zinc from lead and zinc concentrates. Mill throughput currently averages 11.7 kt/d (12,900 stpd), compared to the origi¬nally designed capacity of 11.3 kt/d (12,500 stpd). Cash production costs, net of bypro¬duct revenues for the third quarter 1988, were below $3.20/g ($100 per oz). The introduction of ore to the concen¬trator marked the culmination of 12 years ex¬ploration, evaluation, and development. Initial milling operations encountered diffi¬culties with the circuit as designed. As a result, several modifications and improve¬ments were made to the plant. This article is intended to assist other companies developing projects of this type and complexity. It discusses the mine's de¬velopment from feasibility and construction through start-up. The operation, as it exists today, is reviewed including the modifica¬tions and improvements made since start-up. History The mine is situated in Jefferson County, MT within the historic Corbin-Wickes min¬ing district. Underground mining began in 1864 and flourished until the early 1900s. Between 1864 and 1900 the vein deposits in the district produced about $41 million dol¬lars worth of lead and silver ores containing subordinate amounts of zinc, copper, and gold. At various times, three smelters were operated in the area.

Good afternoon, fellow members of the international mining community. I appreciate the opportunity to participate in this special three-day, international gathering, and to join with you in honoring one of my very good friends, Doug Fuerstenau. It couldn't be more fitting to have this kind of event to mark Doug's 60th birthday. You know, in addition to his faculty position at the University of California in Berkeley, Doug is a member of the Board of Directors of our Homestake Mining Company. So it is a double pleasure for me to help pay tribute to one of the outstanding academicians of the mining industry as well as a man with whom I work closely in running Homestake. I have been asked to talk about "The Future of Precious Metals," but I will concentrate my remarks on gold. Since the theme of this Symposium is "Challenges in Mineral Processing," what I'm going to talk about is a challenge that relates especially to a major problem faced by those of us who process ores to recover gold. I noted that in the Scope of this Symposium, it stated: "the mineral industry is currently facing many challenges to improve the economics, operating efficiencies and environmental concerns of the mineral processing system." I couldn't agree more with that statement. I think that a need exists for us to address this situation as it involves gold. And who better to consider this than the worldwide leaders of mineral processing research here assembled. I start with the premise that we need a new method for cyanide use or a chemical to replace sodium cyanide entirely. For this purpose, a method of numerical analysis on the water behavior in the ground at the concerned mine area was developed and the mine water flows were simulated. Diesel powered underground mining equipment is presently the most productive, safest and efficient equipment used in underground mining operations. The widespread application of this equipment to underground mining is restricted, however, largely because of the difficulty of controlling the diesel engine exhaust emissions. This paper briefly examines control devices currently available for underground application, and also discusses the theory and mechanics of controlling diesel missions with particulate traps and filters.

The trend to higher solids paper coating and to neutral/alkaline papermaking is causing an above average growth in the use of calcium carbonate as both a paper coating and a paper filling pigment. These developments are expected to continue well into the 1990s. Thus, calcium carbonate will account for a somewhat larger percentage of total paper pigment volume. Nevertheless, overall growth in paper tonnage coupled with an increase in filler pigment percentages will create a demand for larger quantities of other pigments as well. Kaolin will continue to be the dominant paper pigment by far, with continued growth though at a somewhat slower rate than calcium carbonate.

Artificial Intelligence research has produced several tools for commercial application. Neural Networks, Fuzzy Logic and Expert Systems are some of the techniques that are widely used today. Artificial Neural Networks (ANNs) are excellent predictive, pattern recognition, and data analysis tools. In the mining industry, ANN techniques are being used commercially for real-time process control applications. Modeling of spatial data, ore reserve estimation, tunnel design, longwall stability prediction, and geologic roof classification are additional application areas in which neural networks have been applied successfully. A standard back-propagation algorithm was used to train a series of neural networks for a real-world predictive task. After training and optimizing the neural network architecture, performance of the network is measured on an independent validation set. Results indicate a correlation coefficient of up to 84 % between the actual and predicted values. A neural network model is developed for learning the spatial continuity of a mineral field and, consequently, for predicting sulfur values given coordinate values. The neural network performed not only satisfactorily, but in some cases performed better than the kriging model.

However, the coal industry's historical management practices must change to remain viable? The practices of the current day efficient coal mine manager are reviewed and examined using W. Edwards Deming's definition of management. The statistical tools, including Pareto Charts, Control Charts and Scatter Diagrams, which identify the problems management must approach differently to increase productivity at a coal mine, are discussed.

Hydrometallurgical processes are not free of environmental regulations. A clear understanding of the regulations under which the minerals industry operates delineates processing requirements at early stages. This paper deals' with federal environmental regulations with emphasis on the hazardous waste regulations promulgated in May, 1980. The procedure of EP toxicity test and an example of the test are described. Brief account is given of the current trend and future outlook of regulations.

From a mining point of view the Portland Cement Industry falls logically into the Industrial Minerals Division. Portland Cement manufacture requires four principal materials, lime, silica, alumina and iron. The usual source of lime is limestone. Silica sources include clay, shale, quartz, sandstone and sand. Alumina is usually provided by selecting a silica source with a suitable alumina content such as clay and shale. "Cement Rock" is occasionally found in which all four ingredients are found in natural combination or sufficiently close that only minor adjustments are required. In the absence of iron oxides a white cement can be produced. All raw materials used in Canada contain some iron and in most plants further minor quantities of iron are added to promote fluxing, hence the typical grey colour of Portland cement. The modern period in cement manufacturing started in 1824 when Joseph Aspdin of England patented a process for the manufacture of a modified hydraulic cement which he called "Portland Cement". Hydraulic cements are cements that harden under water. Although natural cements, made by calcining and grinding natural argillaceous limestone were produced in Canada as early as the 1830's, Portland cement was not produced in Canada until 1890, about 18 years after it was first made in the United States.
