This Bureau of Mines report describes the evolution of modern-day blasting agent and slurry products and the state of the art of the usage of these products as it exists today. The steadily increasing consumption of blasting agents and slurries at the expense of cartridged high-explosive usage is related. Although safety is not covered in depth, reference is made to pertinent safety literature available. Product formulations, detonation reactions, and detonation products are discussed. Product terminology is defined and the significant differences between the relatively insensitive modern-day dry blasting agents and slurries and cap-sensitive high explosives are described. Blasting agent and slurry properties are discussed, as well as methods of determining and describing these properties, and specific types of products are also discussed with reference to their ingredients,-properties, and field applications. Increasing consumption of slurries, particularly in small-diameter boreholes, and the development of more cap-sensitive varieties of slurries are forecast although dry blasting agents should continue to dominate the market. The consumption of cartridged high explosives will level off or gradually decrease.

The combined production value of natural abrasives, which consist of tripoli, special silica stone, garnet, and emery, decreased in 1986. Shipments of processed tripoli increased slightly in quantity and 20% in value. Production of garnet, a common iron- aluminum-silicate mineral, decreased 12% in quantity and value. There was a 4% increase in the quantity and an 11% increase in the value of refined garnet shipped when compared with 1985 shipments, a new record high. Production of crude special silica stone decreased 7% in quantity and slightly in value, and shipments of finished special silica stone products decreased slightly in quantity and increased 229% in value. Production of emery, an impure aluminum oxide, increased 77% in quantity and increased 269% in value of product mined and shipped. [ ]

Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA) accepted written comments until July 23, 1976, and held an informal hearing on August 24, 1976, to receive oral testimony regarding an economic and inflation impact statement prepared by OSHA on the proposed standard for occupational exposure to inorganic arsenic. These written and oral submissions were to be used in conjunction with information supplied at 1975 hearings to promulgate emission standards. An in-depth study for the Environmental Protection Agency (EPA) assembled and interpreted comprehensive information on arsenic and its compounds and the effects of these substances on people, animals, and plants.2 Another study for EPA assessed the role of arsenic and its compounds in the environment and in the economy of the United States and evaluated the need for and the projected effect of controlling its production, use, dissipation, and emission.3

"The seventh National Safety Competition, that for 1931, conducted by the United States Bureau of Mines, was participated in by 350 mines and quarries operating in 34 States. Tables 1 to 5 show the relative standing of the various plants, Bronze trophies, known as the ""Sentinels of Safety,"" which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines were awarded to five companies, each company having established the best accident—prevention record within one of the five classes into which all companies were divided — namely, anthracite mining companies, bituminous—coal mining companies, metal—mining companies, operators of nonmetallic mineral mines other than coal mines, and quarries or open—cut mines. The trophies are awarded for one year and are then transferred to the winners of the succeeding year's contest.The outstanding feature of the contest of 1931 was the operation of a bituminous coal mine without a lost—time injury to any employee. While accident—tree records had previously been made by certain quarries, metal mines, and nonmetallic mineral mines, never before has such a feat been accomplished by a bituminous coal mine in the National Safety Competition. Whether or not such a record has been made by a bituminous—coal mining company not enrolled is the competition the writer does not know, but it is believed that the case referred to is unique among large coal—mining companies. The mine to which reference is made is No. 1 mine of the Phelps Dodge Corporation, at Dawson, N. Mex. To that company belongs the distinction not only of being the first coal—mining company among those enrolled in these yearly safety contents to operate its mine without an accident but also of occasioning the 'Sentinels of Safety' trophy for a bituminous mine to take its first journey west of the Mississippi River. For the past six years the trophy has been in West Virginia, Alabama, or Pennsylvania."

"Increased production of explosives in the United States in 1933 compared with 1932 is shown by statistics compiled by the Demographical Division, Health and Safety Branch, United States Bureau of Mines. The figures relate only to explosives used for industries purposes, such as mining, quarrying, and road building, and do not cover nonindustrial explosives, such as ammunition or fireworks. Industrial explosives include black blasting powder, permissible explosives, 5 and high explosives other than permissibles figures in the tables of this report were compiled from reports covering sales by the individual companies manufacture of explosives in the United States in 1933. Because of the close agreement among the several series of figures, the quantity of explosives sold is considered as reflecting production and consumption, and the three terms ""sales"", ""production"", and ""consumption"" are used interchangeably in the discussion unless otherwise stated.Of the principal industries that use high construction operations accounted for the largest percentage of increase in consumption during 1933; metal mining and quarrying also used more of this class of explosives than in the previous year. Coal mining is the chief consumer of permissible explosives; the figures for 1933 showed that bituminous-coal mining used a larger quantity than in 1932, and that anthracite mines also showed a small increase. Although a net increase of less than 1 percent in consumption was reported for black blasting powder, large increases in use of this class of explosives were reported for metal mining, miscellaneous types of work, and bituminous-coal mining. The computer program described in this user's guide provides for the static, three-dimensional, linear and nonlinear analysis of structural and geological systems by the finite element method. The guide describes the capabilities and general features of the program and shows how input is prepared. A number of recent advances in finite element theory and computer technology are incorporated in the program. Nonlinear material properties are provided for, including isotropic, anisotropic, and time-dependent material properties, gravity loading, simulation of a sequence of excavation or construction, and a slip or joint element. The finite elements include beam, rod, axisymmetric and plane quadrilateral, hexahedron, thick shell, axisymmetric and plane joint, and a three-dimensional joint. The program also has an automatic mesh generator to minimize user input preparation for continuum finite element meshes.

A premature detonation of an explosive charge occurred on January 30, 1961, at a face being prepared for blasting in the underground Jefferson Island Salt Mine, Diamond Crystal Salt Co., Jefferson Island, Iberia Parish, La. The accidental blast injured the powderman fatally; his helper was injured also, but recovered. The accident represents the first fatality reported to the Bureau of Mines in connection with the use of ammonium nitrate-fuel oil (AN-FO) blasting agents in underground mining in the United States. Representatives of the Bureau of Mines Explosives Research Laboratory, Pittsburgh, Pa., and field representatives of the Bureau's Health and Safety Activity conducted the investigation, upon request of the manufacturer of the ammonium nitrate being used and with concurrence by the mine management.

THIS CHAPTER of the Minerals Yearbook (Volume III) contains overall injury experience for coal mines, both anthracite and bituminous, coke plants, petroleum and natural gas, peat, and asphalt and related bitumens (native); metal mines, their metallurgical plants, including ore-dressing plants and primary nonferrous reduction plants and refineries; nonmetal mines; nonmetal mills; sand and gravel operations; slag (iron blast-furnace) plaints; and stone quarries and their related pants. Volume I of the yearbook contains a chapter showing injury experience and employment data treated separately by metal mines, nonmetal mines, quarries and their related plants, metallurgical plants (ore-dressing plants and primary nonferrous reduction plants and refineries are shown separately), nonmetal mills, sand and gravel plants, and iron blast-furnace slag plants. Volume II contains injury and employment experience in the fuel industries (coal, coke, petroleum and natural gas, asphalt and related bitumens (native), and peat. Injury and employment data are submitted voluntarily for the mineral operations through an industry canvass made by the Bureau of Mines, except for the coal industry, whose reports are mandatory. Information published in this chapter is the result of this canvass. Figures presented in this chapter for 1961 are preliminary except for anthracite, peat, coke, petroleum and natural gas, asphalt and related bitumens, and slag. These preliminary data, with the exception of bituminous coal, are a summation of reports received by May 31, 1962, from the operators showing their injury and employment experience. Estimations of injury and employment experience are not included in these preliminary data.

"INTRODUCTION Slate has earned a high reputation as a roofing material, carefully selected and properly placed it is rainproof, attractive, and extraordinarily durable. Despite there qualities in its favor, the slate industry during the past 30 years has suffered marked reduction in volume of sales. An increase in building construction and general improvement in business will doubtless bring renewed activity, but considerable ground has to be recovered before the industry can become prosperous. Influences tending to dwarf this long-established industry producing materials of world-wide reputation are analyzed briefly in the following pages in the hope that they may be rectified.HISTORY OF SLATE PRODUCTIONFigure 1 shows graphically the rise and fall from year to year of sales of roofing slate since 1885. In quantity, the peak was reached in 1902, and the most serious decline was from 1912 to 1918, sales at the end of this 6-year period being only one third those at the beginning. Unlike most building materials, slate experienced only a slight recovery in volume of sales during the post-war period, 1920-29. The value closely parallels the volume up to the World War period. Subsequently, however, as unit values increased the aggregate value rose sharololy above the volume curve, attaining in 1928 the point reached in 1903, although the Lumber of squares sold was scarcely one third as great. The increased unit value was due partly to larger sales of heavy architectural grades."

"The experimental flotation work described in this paper was undertaken to test the conclusions derived from a previous microscopic and chemical study of several samples of converter slag. That study3 resulted in the conclusion that approximately 90 per cent of the copper content of a converter slag wad in either the sulphide or metallic form, and that if the slag were cooled slowly the copper-bearing material would be in particles of such size that they would be freed from silicate and magnetite grains by grinding the slag to pass a 150-mesh sieve. If this were true, it should be possible to separate the copper-bearing grains from slowly cooled, converter slag by the flotation process.Many attempts, of which the author has seen no published account, have been made to treat slags, especially converter slags, by flotation. In every case these trials have been made with chilled slags, in which, as shown in the preceding report, the copper-bearing material is top finely disseminated, to be freed by any reasonable degree of grinding.The flotation tests described in this paper have shown that it is possible to recover by flotation about 30 per cent of the copper content of a converter slag containing 3 per cent copper and to obtain flotation concentrates which have a copper content of 35 per cent.Acknowledgment is made to G. The project investigated the impacts of coal and mineral storage piles on both ground and surface water quality. The study consisted of two major tacks, Task 1 had two phases. The first phase was field investigations in which ten cons and mineral stockpile sites (5 coal, 5 mineral: phosphate, lead, copper, iron, uranium) across the country were visited to determine the actual impart of coal and mineral stockpiles on writer quality. The second phase of Task I was a series of leaching experiments in which drainage from the ten coals and minerals was controlled and monitored to survey the extent to which storage piles release toxic ions to ground and surface waters. Task IT was n review of pollution abatement techniques with three generic treatment examples applied to lead-zinc ore, eastern coal, and uranium ore stockpile leachate. Major conclusions drawn from the completion of Tasks I and II include: water quality impacts are site specific, there is n high correlation between sulfide content of u material and its solution potential, and the selection of the best treatment alternative for n specific coal or mineral storage area must be based on site-specific criteria, pilot studies on representative leachate samples, and sound engineering design.

This investigation was undertaken to obtain basic information necessary for the design and operation of a plant for recovering metallic values from nickeliferous laterite and serpentine of the Philippine Islands. It was divided into three parts: (1) Mineralogical studies and preliminary mineral dressing tests; (2) electric smelting of the ores, upgrading of ferronickel by blowing with oxygen, smelting laterite slag to produce crude iron, and the production of mild steel; and (3) nickel and cobalt recovery from upgraded ferronickel. Results of the investigation indicate that it should be feasible to recover nickel, iron, and possibly cobalt products from the laterite and ferro-nickel from the serpentine. Mineralogical studies were made on representative fractions of the laterite and serpentine tonnage samples and on five selected samples; mineral dressing tests were made only on laterite. The nickel occurs principally associated with hydrous iron oxides and chemically combined with serpentine; garnierite was the only discrete nickel mineral identified, and it was found in a highly decomposed serpentine. The bulk of the cobalt was found in wadlike manganese oxide material. Approximately twice as much chromite was found in the laterite as in the serpentine, By mineral dressing techniques, laterite was separated into two fractions: one fraction contained over 90 percent of the nickel and cobalt, and 83 percent of the iron; the other fraction contained 74 percent of the chromium. A cobalt concentrate (1.1 percent Co) was produced by a scrubbing and sizing procedure.

The Mouat mine, Nye, Mont., was reopened in 1953 by the American Chrome Co. under a Defense Minerals Production Administration contract. Operations were terminated in 1961 after completion of the contract. Mining methods employed during this period are described in detail, and cost data are presented by years for 1953 through 1959. Ultramafic rocks of the Stillwater complex in Montana contain the largest domestic resource of chromite, and the Mouat mine has been the largest producer. Mine reserves were estimated in 1960 to be about 4.4 million tons containing 22.5 percent Cr203. The chromite deposits occur as a series of overlapping bands or lenses roughly paralleling the steeply dipping layers of the complex. Only two of the chromite layers have proven to be of economic importance. One layer is 2 to 1.6 feet wide; the other is 3 to 8 feet wide. Shrinkage stoping was generally used throughout the mine, but various methods of ore breaking, scope drawing, chute construction, etc., were tested to improve output and lower costs. Long-hole stoping proved to have limited use. Breasting down benches, developed outward from the center of the stope with air-leg drills, was satisfactory only in wider scopes. At the close of operations, the company had standardized the use of lightweight stopers to advance a flat back by breaking from a centrally located face. Mining costs were reduced 47 percent during 7 years of operation.

This is one of a series of paper's being published by the Bureau of Mines on placer mining; it is written as a supplement to Information Circular 6788, "Placer Mining in the Western United States, Part III", by E. D. Gardner and C. H. Johnson which was published in February 1935. Since Information Circular 6788 was written (1933), considerable advance has been made in the technique of mining placer gravels with power shovels and draglines. Although new washing plants continue to be built in accordance with untried designs the trend of new installations is toward proved equipment. A substantial number of plants are now being operated successfully (1937).

A survey was made of accident data and operating practices related to overloading and uneven load distribution on haulage trucks in noncoal open pit mines. Safety and economic aspects were analyzed. A bibliography of the literature was prepared. Review was made of available or projected systems for weighing or load indicating that might be applied to haulage trucks. A model specification was prepared for an overload detection system. Several promising systems for overload detection were identified. One was installed and tested briefly in a 170-ton rear dump truck in a copper surface mine.

This bulletin summarizes the work conducted under the Bureau of Mines methane control research program during the years 1964 to 1979. This research effort was directed toward improving existing methods and developing alternative methods of reducing the explosion hazard during mining. The research was performed in three general areas: (1) basic factors that control the emission of methane into coal mines, (2) methane control during mining, and (3) methane drainage in advance of mining. Topics discussed in this bulletin include the magnitude of the methane problem; the equipment and instruments developed; the geological, chemical and physical parameters that control the movement of methane in coalbeds; the direct method of determining gas content; the estimates of gas content from adsorption data; and methane drainage, through shafts, through horizontal boreholes, through vertical boreholes, or through slant holes. Improvements in ventilation, control of methane in gob areas, and water infusion are also discussed, as is the potential use of coalbed methane as a supplement to natural gas supplies. This bulletin provides a comprehensive source of information on the accomplishments of the Bureau's methane control research program, on the technology developed, and on the direction of further research.

Clean energy production from coal, oil, and gas, and the development of these and other energy sources continued to be a major objective of the energy research program of the Bureau of Mines.3 In 1971 increased emphasis was placed on the production of fluid fuels and chemicals from coal. Advances were achieved in the development of the Synthane and Hydrane gasification processes for producing pipeline gas from coal (page 31), and progress was made in research on solid wastes utilization (page 2), and on liquid fuels production from coal (page 37); Coal mine safety, solid waste disposal and utilization, coal preparation and transport, and fundamental research on coal and related products also continued to be the subject of extensive research. Improved methods for extracting petroleum and natural gas without surface and subsurface pollution featured research on these vital fuel and energy sources. This research was highlighted by studies of the fracturing systems of reservoir rocks, including subsurface fracture mapping and new fracturing techniques to achieve optimum production of oil and gas (page 52). Of equal importance were projects on oil recovery by water or gas flooding (page 52), by steam injection (page 57), on the identification of oil spills (page 63), and on means to reduce vehicular exhaust emissions (page 66).

This study consists of four descriptive Sections covering respectively: a state-of-the-art literature survey on ungrounded and grounded power systems, a report on literature pertaining to human threshold limits of electric shock, an analysis of the performance requirements of isolated systems and a section on design and performance specifications for an isolated system the final section includes copies, and translations where applicable, of the most important articles on foreign mining practice as well as some technical publications which could be difficult to obtain elsewhere. Section 2 - Literature Survey In analyzing the available literature on ungrounded systems it became apparent that too strict an interpretation of Section 1.1 of the Contract would limit the survey in both period of time analyzed and in available literature which discussed several types of power systems. Therefore, the survey was expanded to cover approximately the past twenty-year period and to cover literature which addressed itself to both ungrounded and grounded power system operation. Section 2 gives a brief summary of this literature survey and lists the important papers and books which were examined.

[In report of Investigations 3452,5/ baling with roof movement in the Crucible mine, reference was made do to the fact tart timber decay was being studied at the time of writing. This roper, written after completion of that study, describes s the work and summarizes the data obtained. When the study of roof movement as begun at Crucible two ideas were advanced on decay Of timber by some of the officials: (1) That timber decay vas unusually rapid in the Crucible mine, and (2) that timber coated with rock dust decayed more rapidly than those teat were not so coated. There yore no records by which these ideas could be tested, and it appeared wise to make a limited; investigation particularly of the effect of rock dusting on decay, as rock dusting is an important means of preventing coal-dust explosions.]

The general nature of the special constructional features that are required to provide safety from explosion hazards on machines approved as permissible by the Bureau of Mines is fairly well known to mining men who are at all interested in safety. These requirements are outlined in the schedules under the provisions of which the investigations of such machines are conducted. Also, the method of conducting inspections and tests of such machines has been described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine Type Electrical Equipment for Permissibility, published in 1929. A more detailed knowledge of the special safety features of a particular machine is often useful and sometimes essential for inspectors, safety engineers, maintenance men, and engineers in selecting machines for a particular application. Three bulletins that give information of this nature have been-published by the bureau, viz., Bulletin 313, Permissible Storage-Battery Locomotives and Power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 382, Permissible Coal-Cutting Equipment. Report of Investigations 3309, Permissible Electrically Operated Air Compressors, which contains similar information, was issued in August 1936, and a Report of Investigations 3326, Permissible Electrically Operated Room Hoists, was issued in January 1937. Thus, the present paper is the third to give detailed information concerning permissible machines of types not included in bulletins, and covers all the rock-dust distributors approved prior to October 1, 1936.
