The National Institute for Occupational Safety and Health (NIOSH) has been working with diesel emissions control technology and the underground mining industry for a number of years. Underground isolated zone studies provided the emissions reduction performance of all of the alternative technologies currently available. A NIOSH/MSHA guide is available which provides mines with information and a process for selecting diesel particulate filters (DPF). Recent NIOSH experience suggests that more attention may be needed in managing the issues associated with diesel emissions and their control. The author argues that a holistic approach is needed which involves several key mine operations departments or disciplines by positing that workplace air can be considered as the product of a complex manufacturing process and examining how that process could be managed.

The literature has been surveyed and values recalculated for the heats and free energies of formation of solid rare-earth compounds at 298° K. In most instances it was necessary to estimate the entropies. Thermodynamic properties of aqueous rare-earth ions have also been calculated. INTRODUCTION The accumulation of thermochemical data on rare-earth compounds in recent years makes it possible to review the subject and to obtain more consistent and more reliable information than was available previously.

Many inquiries are received by the United States Bureau of Mines for the names of elementary books on geology, mineralogy, methods of identifying minerals, prospecting, and similar subjects. In response to this demand the following brief bibliography has been prepared. As many of the inquiries are received from those who have limited technical knowledge of the subjects involved, the bibliography includes the simpler texts which present the subjects in nontechnical language. Other texts contain glossaries which define the technical terms used. A short note following the title indicates the character of each book, the number of pages, and the price. Thus, elementary mineralogists or geologists, prospectors, mineral collectors, nature students, or travellers may select the texts that best suit their requirements and their capabilities. To supply the needs of more advanced students, quite a number of the standard texts used in schools and colleges are included in a second group. A short list of books on economic geology and mineralogy has also been added.

Use of Salamon's stability criterion in underground mine design can prevent the occurrence of catastrophic domino-type pillar failure. Evaluating the criterion requires computation of the local mine stiffness and knowledge of the post failure behavior of pillars. This paper summarizes the status of the practical use of this important criterion and suggests important research to improve our capabilities. Analytical and numerical methods are used to compute the local mine stiffness. Work to date in computing local mine stiffness relies mainly on elastic continuum models. Further work might investigate local mine stiffness in a discontinuous rock mass using alternative numerical methods. Existing post failure data for coal pillars are summarized, and a simple relationship for determining the postfailure modulus and stiffness of coal pillars is proposed. Little actual postfailure data for noncoal pillars are available; however, numerical models can provide an estimate of post failure stiffness. Important factors controlling postfailure stiffness of rock pillars include the postfailure modulus of the material, end conditions, and width-to-height ratio. Studies show that the nature of the failure process after strength is exceeded can be predicted with numerical models using Salamon's stability criterion; therefore, a method exists to decrease the risk of this type of catastrophic failure. However, the general lack of good data on the postfailure behavior of actual mine pillars is a major obstacle. Additional back-analyses of failed and stable case histories in conjunction with laboratory testing and numerical modeling are essential to improve our ability to apply the stability criterion.

Application of Proposed Revised Standards 57.11-50 to Mines Surveyed 3.1 Subparagraph (a) 1 "Each mine shall have at least two separate and properly maintained escapeways from each working place to the surface which are so positioned that physical or environmental damage to one will not lessen the effective¬ness of the other, and which meet the requirements of travelways and man hoisting standards These escape¬ways shall reach to within 1000 feet horizontally or 300 feet vertically of each working place " 3. 1. 1 Discussion This section will deal with the 1000 and 300 feet distance requirements, Section 3. 5 will deal with the "environmental damage" provisions. During the course of the mine surveys, it became obvious that one mine's 1000 foot distance was nowhere near equal to another' s --not in the actual distance but in the time required to traverse that distance. This -Ls true for the 300-foot requirement as well. The most obvious example is that one could traverse down a 300-foot raise much faster than climbing up the same distance. The temptation is strong to recommend that the distance requirement be changed to travel times instead. However, this approach would unfortunately lead to a lot of subjective evaluations. Having a time requirement for an entire mine evacuation (Subparagraph 6) is one thing, time requirements and the requisite inspection proce¬dures for each working place are quite another.

"So much has been written on the ore genesis of the Comstock Lode that it is sufficient here to describe the original ores as consisting chiefly of quartz and some calcite. In places .a considerable amount of pyrite appears. There are also minor amounts of galena, chalcopyrite, and sphalerite. The chief silver minerals are argentite, stephanite, and polybasite. Most of the gold is native.A composite analysis of the ore; obtained by averaging the results from the early workings of several mines, is shown in Table 1.The history of the milling of Comstock ores from the Sixties to date would call for a review of the development of precious-metal metallurgy. However, a brief outline of the methods employed will give a better basis for studying the difficulties that are to be expected in the final retreatment of the remaining residues.In the earliest days amalgamation was accepted as the main recovery method. The large tonnage of good-grade ore from the Comstock Lode attracted the best metal¬lurgical talent of the time, and developed there the highest skill in the art of amalgamation, including the auxiliary chemical preparation of the ores and the mechanical operation. In this work 0.5 to 6.0 pounds of mercury was used per ton of ore. The mercury loss probably averaged about 2.5 pounds per ton of ore treated.The better grade of tailings from the ores milled were impounded, often near the works. In many cases the same tailings were reworked several times before they entered the main outflow waste stream that had its course down Seven Mile Canyon to the Carson River. Following the water course down the canyon the tailings were re-impounded, and, as metallurgy advanced, new plants were erected to again re-treat them. The most successful of these plants used forms of amalgamation, chlorination, and cyanide methods of recovery. To the tailings from the re-treatment plants, smaller tonnages of untreated tailings produced by milling lower-grade ore are continually added.Along the stream bed down the canyon a series of blanket runways were constructed, and each was independently operated for years by one or more men. All, or the heavier portion of the stream flow was run over the blankets; in this way much of the heavier concentrate, mostly sulphides and mercury products, was reclaimed.All of the residues finally entered the run-off flow along with the sewage from Virginia City and waste from the gas works, saw mills, and stables. As the accumulation along the bed of the Carson River became a nuisance, the lighter and better grade of tailings was impounded on the banks of the river. This accounts for the large dumps locally known as ""Douglas tailings."""

The tests described herein were made in the course of a series of experiments on coal-mine ventilation factors which the Bureau of Mines has beep; conducting for the past two years at its experimental mine near Bruceton, Pa. The object of the present tests was to determine the leakage of two air locks which had been placed in the experimental mine as hart of the equipment for tests on friction factors. Position of the Doors. The first or inner lock gas across the aircourse between No. 1 and No. 2 left butt entries, and forced the air through these butts. An air-measuring suction in No. 1 butt determined tae volume passing at tent point.

Proper design characteristics for a seismic system to locate miners during a mine disaster are considered in terms of a total system concept. Field hardware, processing equipment, operating personnel, deployment, training, and supportive R and D are necessary elements of the total system. Each of these elements is discussed and an indication given as to the requirements necessitated by each one. Hardware must be portable, rugged, and fieldworthy. Processing equipment must be simple to operate, expandable for future processing improvements, and ruggedized for field use. A small well-trained team must be available for quick response in times of emergency. Alternative deployment procedures are necessary to allow for a variety of situations including both ground and air delivery. Supportive R and D is used to support training and upgrading of the system.

"Among the surplus explosives left on band with the War Department was a quantity of that styled Trojan Grenade Powder, which was especially designed during the war for use as a bursting charge in grenades and for which naturally there would be very little military use in time of peace. With a view to its disposal through use in civil projects a quantity was sent to the Bureau of Minas explosives experiment station, where analysis showed that its characteristic explosive ingredient was nitrostarcn and that the powder bad the following composition:Trojan Grenade Powder appears as a dark gray granular substance, part of which is slightly pulverulent. The granules fairly hard. The explosive is not at all dusty, and has the consistency of granulated sugar.Nitrostarch is a substance produced by treating starch with nitric and sulphuric acids and in appearance it looks very little different from powdered starch. It resembles nitrocellulose and nitroglycerin in its constitution and explosive properties and has been longer known than either, it having been prepared by Braconnet in 1833. Nitrostarch explosives have in recent years been developed for industrial use in this country, they having been used to an extent in blasting in the Canal Zone, yet as this grenade powder was a special composition it seemed desirable that a complete series of tests should be run upon it. This was done, and the results are reported in the following table in comparison with those previously obtained in testing ammonia dynamite."

The systems contributing to the cost analysis, and the flow of data input and output related to these systems, are brought into focus in Figure 6. The various sub-systems of the Master Design Simulator provide the raw operating data basic to the cost model which, operating independently, accumulates the raw input, assigns costs to this data by standard or modified costing procedures, manipulates the costs into standard formats and outputs the data for managerial evaluation. Cost Modeling Direct costing methods are not complex in the sense that elemen¬tary arithmetic is employed using the same basic relations for each cost category. The basic cost model relations described above are illustrated in Figure 7. The greatest difficulty encountered in the transition from a dy¬namic systems simulation model to a costing model is the time frame of the input and output data. Dynamic simulation models utilize a small time increment, on the order of seconds or fractions of seconds, to analyze system operations and interactions. On the other hand, for cost computation and reporting, the smallest relevant time unit is the shift, with reporting periods expanding to days, weeks, months, and years. Complications arise in the accumulation of data for the various report periods due to the use of the Gregorian calendar by modern so¬ciety. The potential for simulation for the life of the mine, possibly in excess of 50 years, increases the complexity of the costing process

The Federal Bureau of Mines investigated, on a laboratory scale, a technique for recovery of silver from pregnant solutions generated in the hydro-metallurgical treatment of complex base-metal sulfide concentrates with oxidizing chloride media. This technique provides a means for recovery and simplified reduction of accessory silver to metal from chloride solutions. The method consists of adding NaI or KI to the solution to precipitate AgI, which is then contacted with Na2S to produce Ag2S and to regenerate the iodide salt solution. Silver recoveries range from 99 pct with 20 pct excess iodide precipitant, to 92 pct when the theoretical stoichiometric amount of precipitant is employed. The Ag2S product can be reduced to silver metal by contact with aluminum chips in NaOH solution followed by purification with conventional fire refining techniques.

The face ventilation measurement method developed by the Bureau of Mines involves releasing a small volume of tracer gas (SF6) on the off-curtain side of the working face at the start of the mining cycle. At the same time, gas bottle samples are taken in the immediate return airway. The gas samples are analyzed, and a curve is drawn of SF6 concentration versus time. From this curve, the percentage of gas removed per time is calculated. A curve showing a high percentage of the tracer gas removed in a short period would represent a well-ventilated face. The face ventilation measurement method was tested in a full-scale mine entry model. Subsequently it was used underground to evaluate the spray-fan ventilation system and in an MSHA test facility to test machine-mounted scrubbers. The method was shown to be a simple and effective way of evaluating face ventilation systems.

"INTRODUCTION The use of wet drilling with adequate ventilation has largely controlled production of dust in drilling rock; however, in some operations, such as shaft sinking and modern tunnel driving, when each of a number of drills is operating in a small cross-sectional area, it is at times difficult to ventilate well enough to keep the dust concentration within desired limits.Some chemical compounds, known as wetting agents, when added to water in small quantities reduce the interfacial tension and make it possible for the solution to wet dust particles more effectively than water alone.This report presents results of tests on the effectiveness of two wetting solutions in reducing the amount of dust produced by wet drilling in basalt.ACKNOWLEDGMENTSThe tests were conducted at the Bureau's Mount Weather Testing Adit, Mount Weathe, Va. The methane gas emitted from coal samples collected from the conveyor belts dumping into silos was measured by the Bureau of Mines. Approximately 50 pct of the total gas desorbed into a sealed can within 1 week was released during the first 24 hours. No simple correlation between the gassiness of the coal stored and the methane concentration in the silo open space above the coal was found. This was probably because the gassier coals were stored in open-top silos, which were better ventilated. Although the methane concentration in the open space above the coal pile was less than 1 pct for all 34 silos investigated, a methane measurement in the coal pile showed that high methane concentrations can exist. The methane released in the pile appears to accumulate and not liberate freely into the open space above the coal pile. Probably this gas is released during reclaiming operations, but further research is required to substantiate this claim.

Coal-bearing beds underlie 23,000 square miles, about one third of Missouri's total area. Twelve out of more than twenty named coal seams have been or are being commercially mined. The remainder are too thin for commercial production. The coal is high volatile bituminous, with reserves estimated to be six billion tons, 1.24percent of U.S. coal reserves. Coal-bearing strata are generally thin seams which can be up to five feet thick. Typically, mined seams are about 28 inches thick. Coal deposits were first mined in Missouri in the 1840s, with the coal used primarily for domestic heating and blacksmithing. Production increased with the introduction of steamboats on the Mississippi. Coal production in 19 17 was six million tons. Production has steadily declined from a high of nearly seven million tons in 1984 to 2.3 million tons in 1991. Declining production is the result of several factors, including competition from other energy sources and the high sulfur content of Missouri coal. Today, coal-fired electric generating plants are the biggest consumers of Missouri coal. The Missouri regulatory program was conditionally approved November 21,1980, and fully approved January 17,1983. Its Abandoned Mine Land program was approved January 29, 1982.

"The Bureau of Mines receives many inquiries concerning favorable areas in which to prospect for gold, procedure to be followed, equipment required, and allied subjects. This circular has been prepared for use in reply to these inquiries.Interest in gold mining and prospecting for gold remains steady. From time to time many people take to the field to search for new gold deposits. A large percentage of them have had no previous experience in prospecting for lode gold; this paper has been written with the hope that it might assist these newcomers.A majority of the metal mines in the United States have been discovered by qualified prospectors who were searching for valuable minerals at the time. Chance, however, always has played a large part in finding mineral deposits. Some of the discoveries of the past were made by men on other errands, such as rounding up burros or hunting game. Accidental discoveries of ore bodies have been made in building roads and trails and in excavating for mine struc¬tures. Evidence of ore has been brought to the surface by burrowing animals and by ants; gold found in the craws of fowl has led to discoveries of deposits. Important discoveries have been made by men who had no knowledge of rocks or minerals; on the other hand, many ore bodies have been found by experienced prospectors, sometimes after hundreds of untrained men had already passed over the ground.The prospector who carries on his work diligently and intelligently is of course more likely to be rewarded for his efforts than the lazy or unintelligent worker; nevertheless, it is obvious that if valuable deposits are not present at the place being prospected none will be found. Conscientious and painstaking efforts to trace gold to its source usually disclose nothing more valuable than some narrow, unworkable seams; however, many deposits that were developed into profitable mines were found by this method of prospecting. Although some prospectors have made several lucky strikes, many others have spent their working lives searching for gold without finding anything worth while. Probably only one prospector out of several thousand ever finds anything worth developing. Moreover, only 1 out of every 300 or 400 properties developed becomes a profitable mine.Prospecting was begun in the Western States in the fifties as the miners looked for the source of gold found in placers. The search for gold has been continuous since that time; the number of prospectors in the field at any one time, however, has varied greatly. Except in some desert regions, practicallyall of the placer fields now being worked were discovered by old timers; more-over, most of the important gold districts were found by early prospectors. Important discoveries of lode mines, however, have been made from time to time. Most of the area in the mining regions of the West has been searched many times by prospectors, and nearly all of the easily found deposits have been located, but it is reasonable to expect that new gold mines will continue to be found. Most of the future discoveries undoubtedly will be of deposits that do not outcrop. Prospecting for such deposits requires considerable digging.Several important discoveries were made in 1934. One of these, the Rogers-Gentry gold mine at the edge of Antelope Valley in Los Angeles County, Calif., was found by an experienced prospector on an old patented homestead a number of miles from the nearest producing mine. The initial discovery at this mine was an iron-stained, decomposed, silicous limestone outcrop, with no vein structure evident at the surface, near a small, barren quartz outcrop and a water seep. Another discovery, the Silver Queen gold mine, in the same general region and near Mojave, Calif., was found by an experienced miner on an open fraction 400 by 1,400 feet in size between two old properties that were thought to have been worked out years ago. Thirteen miners died as a result of 2 explosions in the Jim Walter Resources No. 5 mine near Brookwood AL in September 2001. Both explosions were ignited in intake air entries, and both were probably ignited by electrical equipment. With few exceptions, permissible equipment is not required in intake air entries of US underground coal mines Researchers with the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory. studied the electrical equipment ignition sources for the Brookwood and other w disasters to develop recommendations for preventing similar disasters Adherence to National Electrical code® requirements for flexible cords installed in hazardous (classified) locations may have prevented the second massive Brookwood explosion. The 30 CFR Part 7 requirements for battery assemblies should be reevaluated, taking into consideration United Mine Workers of America recommendations and the Zone 1"increased safety" standard requirements for battery assemblies, Class 1 Division 2 or Zone 2 explosion protection techniques are recommended for intake air equipment so that they do not present a methane air ignition source under normal operation before mine power is shut down during emergencies Battery powered circuits intake air that are likely to remain energized during emergencies should be protected by more stringent protection techniques, to protect rescue/recovery personnel.
