The added hazards to mining incident to oil and gas wells penetrating the coal measures in proximity to mine workings , have long been recognized in those fields where the extraction of oil , gas , and coal , has been in progress for a number of years . The history of these fields is replete with stories of serious mine fires , explosions , and miraculous escapes from both fires and explosions due to either oil or gas finding its way into the mine workings through the strata , or by mining into an unknown or uncharted and abandoned oil or gas well that had not been properly plugged . The Director of the Bureau of Mines , in response to numerous requests from coal operators and oil and gas operators , called a meeting in 1913 to discuss necessary precationary measures to take when drilling oil or gas wells through workable coal beds and to try, if possible . to formulate a set of regulations that might serve as a guide to those persons preparing regulations covering the drilling of oil and gas wells in the various coal producing States . This meeting was attended by representatives of the coal , oil , and gas industries , State geologists , State mine inspectors , and representatives of the Bureau of Mines . A committee was appointed to prepare a set of regulations , which was later published as U.S.Bureau of Mines Technical Paper 53 ; the discussions and results of the meeting werepublished as U. S. Bureau of Mines Bulletin 65 . Later , the American Institute of Mining and Metallurgical Engineers appointed a committee to draft a model law for the use of the legislature of any State concerned . This committee made its report on April 27 , 1928 . Several of the coal mining States now have more or less comprehensive regulations governing the drilling of oil or gas wells through workable coal beds , others have regulations that are inadequate , while some have no regulations . The State of West Virginia recently enacted a law containing reg lations which are the result of a comprehensive and careful study of the problem .

"Usually a newly developed machine leaves the factory ""on a wing and a prayer."" The manufacturer hopes that the operator will hasten to report defects. In turn, when the suggestions arrive the manufacturer makes the required changes and maintains close collaboration with the operator. Thus the history of our machines of today is written.Laboratory concentration tables are exceptions to growth by experiment and collaboration. Their operation never enters directly into the cost sheet; they are seldom used for longer periods than 10 minutes; and the experimenter, while hurrying to another job, accepts the table, good or bad, for a quick test on his ore. Thus we go back about 50 years when we use the preset in factory-built laboratory table.The Southern Experiment Station, Bureau of Mines, in cooperation with the University of Alabama, recognized the existence of a tabling problem net usually considered. Emerging laser technologies are quickly gaining acceptance in the industrial workplace. Besides the risk of human exposure, one safety concern with the more intense lasers is the potential for ignition of flammable gases, vapors, dusts, fibers, or flyings often found in hazardous (classified) industrial settings. In underground coal mines, lasers are being considered for remote measurement of explosive methane gas. Current federal safety regulations for underground mines contain no specific guidance for evaluating the safety of optoelectronic components such as diode lasers. The National Institute for Occupational Safety and Health is conducting research to help provide a scientific basis for developing appropriate safety guidelines for optical equipment in the presence of flammable methane gas and/or coal dust. One phase of the study is an experimental evaluation of methane-air ignition by laser heated small particles. Minimum observed igniting powers for laser energy delivered by 200-, 400-, and 800-um core diameter fiber optic cables and directed onto selected targets in methane-air atmospheres were 0.6, L l, and 2.2 W, respectively. Comparisons are made with other ignition phenomena, including heated wires.

The Bureau of Mines smelted samples of chromite ore and concentrate from the General Services Administration (GSA) purchasing depot at Grants Pass, Oreg., in a submerged-arc furnace to establish smelting conditions and the energy requirement to produce high-carbon ferrochromium. Raw material, in the form of ore, flux, and reductant, and electrical energy are available on the Pacific coast to smelt the chromite. The concentrate can be smelted without prior agglomeration by employing hogged wood (wood chips) as a major portion of the reductant. The energy requirement is relatively low, about 3,960 kw.-hr. per ton of alloy. The ferrochromium produced will contain about 60 percent chromium. In addition to the smelting data, a statistical summary of the grade and amount of chromite purchased during the stockpile program and estimated chromite reserves and production volume are given. It is estimated that 632,000 tons of Cr203 contained in chromite of all grades is available in the western coastal States. Of this total there appears to be sufficient metallurgical-grade and beneficiable ore to sustain a smelting operation for 25 years at a consuming rate of 25,000 tons a year, utilizing material comparable to that delivered to the Government stockpile.

The Bureau of Mines is using characteristic X-rays produced by proton bombardment of a solid surface to provide quantitative compositional analyses of surface layers of metals. An integral X-ray yield equation has been developed that quantitatively relates the measured X-ray yield to the thickness of thin films ranging from less than a monolayer to several thousand angstroms. The use of the integral yield equation is demonstrated for the growth of a thin film by vacuum evaporation. Results are presented that show haw proton-induced X-ray emission (PIXE) has been used to determine the oxidation kinetics of iron that had been implanted with several different species of heavy ions. The sensitivity of PIXE for the measurement of very-thin-film growth kinetics is demonstrated from studies of the effect of fractional mono-layer coverages of sulfur on the initial oxidation kinetics of iron. Results are also presented in which PIXE has been used to study the redistribution of alloying elements in components of a gas turbine that had fractured due to corrosion fatigue. By combining PIXE with low-energy ion sputtering, quantitative composition depth profiles of surface layers are obtained. Examples are presented for the profiling of iron samples implanted with 25-kev nickel ions and for a platinum coating on an Fe-5Cr substrate.

The sudden, violent collapse of large areas of room-and-pillar mines poses a special hazard for miners and mine operators. This type of failure, termed a 'cascading pillar failure' (CPF), occurs when one pillar in a mine layout fails, transferring its load to neighbouring pillars, which causes them to fail, and so forth. Recent examples of this kind of failure in coal, metal and nonmetal mines in the U.S.A. are documented. Mining engineers can limit the danger presented by these failures through improved mine design practices. Whether failure occurs in a slow, non-violent manner or in a rapid, violent manner is governed by the local mine stiffness stability criterion. This stability criterion is used as the basis for three design approaches to control cascading pillar failure in room-and-pillar mines-the containment approach, the prevention approach and the full extraction mining approach. These design approaches are illustrated with practical examples for coal mining at shallow depth. Cascading pillar failure {CPF) in room-and-pillar mines can go by many other names, such as `progressive pillar failure', `massive pillar collapse', 'domino-type failure' or 'pillar run'. In this kind of failure when one pillar collapses the load that it carried transfers rapidly to its neighbours, causing them to fail, and so forth. This failure mechanism can lead to the rapid collapse of very large mine areas. In mild cases only a few tens of pillars might fail; in extreme cases, however, hundreds, even thousands, of pillars can fail. CPF can have catastrophic effects on a mine, and sometimes these effects pose a greater risk to health and safety than the underlying ground-control problem. Usually, the CPF induces a devastating air blast as a consequence of the displacement of air from the collapse area. An air blast can disrupt the ventilation system totally by destroying ventilation stoppings, seals and fan housings. Flying debris can seriously injure or kill mining personnel. The CPF might also fracture a large volume of rock in the pillars and immediate roof and floor. In coal mines and certain other mines this can lead to the sudden release of large quantities of methane gas into the mine atmosphere; a methane explosion might result from the CPF. CPF is at the far end of the spectrum of unstable pillar failure. At the other end are slow `squeezes' that develop over days to weeks and, because of their slow progress, do not pose an immediate danger to mining personnel. There is ample warning time for men and machinery to get out of the way of the failure. In a CPF, however, the failure progresses so rapidly that men and equipment cannot be evacuated in time. Significant seismic energy is released as a consequence of the rapid failure and collapse. CPF should not be confused, however, with coal-mine bumps and rockbursts. In some cases the damage can appear similar, but the underlying mechanics are completely different. As will he shown later, the mechanics of CPF depend on the applied vertical stress and the post-failure, i.e. strain-softening, behaviour of the pillars. In a CPF pillars shed their applied load rapidly and have very little residual strength after failure. The collapse itself may release significant seismic energy, but otherwise the mine is seismically quiet. Alter a CPF the openings in the affected mine workings have usually closed completely. In contrast, coal-mine bumps and rockbursts occur in seismically active mines. Research has shown that coal-mine bumps and rockbursts are seismic events induced by mining that damage underground mine workings. Bumps and bursts are thus a subset of a much larger set of mining-induced seismic events.[ Only some of these seismic events damage mine workings; fortunately, most do not. The mechanisms by which a mining-induced seismic event can lead to a damaging coal-mine bump or rockburst is still a significant research area.2 After a bump or rockhursr the affected mine workings may or may not be completely closed. For example, in the coal-mine bump described by Soler and co-workers2 the mine workings remained open even though the pillars were destroyed during the bump event. Because CPF differs from a coal-mine bump or rockburst, the design approaches to control their occurrence also differ. The design recommendations developed here apply to CPF and not to bump- or burst-prone mines. Cascading pillar failure examples Unfortunately, CPF has occurred in room-and-pillar coal, metal and non-metal mines. The most infamous example is the Coalbrooke colliery in South Africa, where 437 miners perished where [si >1 3at1ttsumsus7car kky vArtMixiL7i nesafr tramwsamn ures] on 21 January, 1960.1 Table I summarizes the mining dimensions of 13 examples of rapid pillar collapse in U.S. coal mines. All occurred during the 1980s and 1990s, and all happened suddenly or without significant warning. Most resulted in air blasts and damage to the ventilation system. Table 2 gives the mining dimensions of six room-and-pillar metal and non-metal mines in the U.S.A. where failure occurred in all probability by the CPF mechanism. The collapse areas can be huge. Fortunately, some of these failures gave advance warning. At the lead-zinc mine slabbing from pillars and roof falls began four weeks prior to the main collapse.3 At the copper mine considerable rock noise and smaller failures preceded the main collapse by five days.5 At the copper-silver mine it is not known if nature provided a warning.6 Evidently, the trona mine collapsed without warning.7,8 Rock noise and other failure warnings preceded the silica mine collapse by three weeks. v The presence or absence of warnings at the salt mint is not known. to Most of these collapses induced a substantial air blast; damage to the ventilation systems was limited, however, to bent airdoors and a few downed stoppings, except at the trona mine where extensive damage to the ventilation system resulted.

For a number of years the Bureau of mines has conducted semi-annual surveys to determine the changes in the characteristics of the motor gasoline being sold in the United States. The Bureau of Mines surveys, from April, 1917, to January, 1943, indicated a progressive decrease in the end point range. The survey for July, 1923 showed an interruption in this progressive decrease. This interruption, as shown in Table 1, in the line marked "Difference," was apparently a definite one, for the data obtained in the surveys of July, 19233, January, 19244, and the present one, apparently substantiate it. The figures in Table 1 were obtained by averaging the end points of the least volatile and most volatile samples of gasoline. For example, of 850 samples analyzed in 1919, the 10 per cent (85 samples) having the highest end points and the 10 per cent having the lowest end points were grouped, and the end points of each group averaged. These averages are represented in the table as the "Maximum 10 per cent" and the ?Maximum 10 per cent," respectively. The same scheme was used on the succeeding surveys.

Most stone mines are limestone mines, but a substantial minority are marble, sandstone, and granite mines. These mines differ from most others in that entry widths are 30 ft or more and entry heights are 25 ft or more. Such mines, developed with room-and-pillar methods, have large open areas that can make ventilation and dust control more difficult. Because of the difficulty of ventilating stone mines, improved ventilation is a major focal point of this chapter. However, the chapter also covers the control of dust from drills, blasting, and crushers. Another part of the chapter covers enclosed cabs, an effective dust control technique for some workers. BACKGROUND The major dust compliance problem in stone mines is caused by silica (quartz) in the rock. Mines in high-silica rock, 8% or more, are far more likely to have a dust problem than those where there is less silica. Geographically, the limestone in the Northeastern and South Central United States has higher silica than the rest of the country. Chekan and Colinet [2002] have analyzed Mine Safety and Health Administration (MSHA) dust sampling results [MSHA 2001] from the stone industry. They have concluded that, on average across the United States, the workers exposed to the highest dust concentrations are rotary drill operators, front-end loader operators, truck drivers, and crusher operators. However, there are many regional differences. Also, occupations that work outside of cabs, such as blasters, roof bolters, and laborers, can be exposed to high dust levels.

The necessity for protection against the hazards of lightning manifests itself from time to time in the mining industry by reason of loss of life, damage to electrical equipment, fires in surface structures at mines, and accidents in the handling and use of explosives. This paper is intended to assemble, correlate, and present some of the salient. points embodied in the available literature on the subject and at the same time give some factual data concerning instances of such loss of, life and damage to property, with special application to the mining industry The annual loss of life and destruction of property by lightning is considerable; the former may be prevented to a limited extent, though use of common sense as to exposure is required and not always followed; the latter can be prevented to a considerable degree. The manufacturers of electrical equipment,, through improved types of lightning arresters,, have done much toward the protection of electrical equipment, with consequent safeguarding of life and of property. Education based on unfortunate experiences has gone far to discourage the handling of explosives and blasting accessories during thunder storms, especially in open pits and quarries, and to a much smaller extent in underground workings. The lowly lightning rod plays an important role in the protection of certain types of buildings (especially isolated buildings), stacks, monuments, and other structures. LIGHTNING PHENOMENA In 1751, Franklin proved that lightning was simply a visible display of electricity - an extended spark; and until a generation ago little had been added to his exposition, to define the various phases of the phenomenon. Symmetry theory, based on ground work established in the study of single crystals and experimental procedures utilizing ultrasonic pulse velocities of spherical specimens plotted on equal area polar projections, enables the direct identification of a material's elastic symmetry system and the determination of its orientation, as well as the position of the elastic coordinate axes. The method is especially useful for elasticity studies of polycrystalline and amorphous materials for which this knowledge of symmetry is a prerequisite in determining the independent elastic constants. Projections based on theoretically derived velocities are given for a single crystal from each of the major crystallographic symmetry systems except the triclinic. Projections based on experimentally derived velocities are given for one brass and several rock spheres.

The Rickard mine in York County, S. C., named for the original owner, Alexander Rickard, was operated about 50 years as. No records are available of the quantity of corundum shipped. Pratt states, "Many tons were picked up from the surface and shipped." The mine was visited on August 6, 1943, by the author, accompanied by Gilbert W. Withers of Atlanta, Ga. Investigation of the property was begun by the Bureau of Mines after some initial work by the Mi-Cor Corp., a company organized by Gilbert P. Withers of Atlanta to explore the property. In conducting the Bureau program, 754 linear feet of trenches were dug, 110 feet of old drifts cleaned out and examined, and 38 feet of shaft retimbered.

This report describes the preparation characteristics of anthracite from the Mammoth and Holmes veins in Schuylkill County, Pa., as determined by the Federal Bureau of Mines laboratory separations at specific gravities of 1.50 to 1.90. The Holmes vein anthracite contains approximately 13 percent ash, and the Mammoth vein contains about 9 percent as fed to the breaker. Crushing Broken, Egg, and Stove sizes from each vein produces Pea-size anthracite of lower ash content than that contained in Buckwheat No.1 size and smaller. The Buck-wheat No.5 size has the highest ash content of all the sizes examined. Potential recovery from a mixture of the two veins as received at the breaker, separated at 1.90 specific gravity, is approximately 64 percent of the feed at 11.0 percent ash. The same materials separated at 1.80 specific gravity yield about 61 percent with an ash content of 10.1 percent. All rejects are from the Holmes vein, because the entire Mammoth material is less than 10.0 percent ash.

To expediate the transfer of technology from Bureau laboratories into new products and processes that enhance the economic competitiveness of the U.S. mining and minerals industry in world markets. Background The U.S. Bureau of Mines and various members of the industry are concerned about the current technology challenge to the minerals industry in the United States. They arc working together to delineate ways of enhancing the mineral industry's technology base. More emphasis is being placed on collaboration between the government, academia, and industry to formulate the innovative revolutions needed to maintain our technology edge. Through these partnerships, real issues and problems can be identified, the industry's needs as customers can be defined, and research and development activities can be tailored to meet these needs. Now is an especially exciting time in research because some special opportunities exist to encourage private industry to capitalize on Federal laboratory research and development. These opportunities arc called CRADA's. What Is A CRADA? The Congress recently enacted a mechanism that enhances collaboration between industry and government through the Technology Transfer Act of 1986. A key lea lure of this Act is a provision through which Cooperative Research and Development Agreements or CRADA's can be developed to encourage industry and government to work together and stretch their research budgets. By entering into a CRADA, a private, non-Federal company can cost-effectively perform research by sharing the costs of this research with the Federal Government. The agree¬ment involves no transfer of funds from the Government. The Government agrees to provide personnel, services, facilities, equipment or other resources (but nut funds) and the non-Federal party agrees to provide funds, personnel, services, facilities, equipment, or other resources needed to conduct a specific research or development effort.

In studies of mine and tunnel ventilation conducted by engineers of the Bureau of Mines , various smokes are used to determine flow of air , direction of the currents , and the rate of mixing . The instrument for generating streams of sulphur trioxide (SO ) smoke , shown in the drawing herewith, has been found helpful , convenient and practicable for such purposes ; it is also especially useful in some places where fire for generating smokes is not permissible . The apparatus consists simply of a glass tube containing fuming sulphuric acid on granular pumice stone , attached to a rubber syringe bulb . When a squeeze of the bulb blows air through the tube , a stream of dense white smoke evolves, which follows and makes visible the air currents . The tubes after preparation are hermetically sealed to prevent deterioration . When ready for use , they are easily broken open at a file scratch for the purpose on both tips , and inserted into a rubber nipple at the bulb . Sometimes it is of advantage to attach them to a longer rubber tube leading to the bulb . Tubes of the size shown (about 1/2 inch outside diameter by 5 inches long) are usually sufficient for the needs of a day . Thereafter they cease to fume because the acid absorbs moisture from the air and looses its effectiveness . Smaller sizes of tubes and larger have been made , but the size shown has proved most practicable . Immediately after a person has finished using a tube it should be buried or disposed of in a place where it will not be touched by shoes or clothing, or come in contact with wooden floors , furniture , or metals , because the acid , which will eventually leak from the tubes , is highly corrosive . -- Reports of Investigations , Department of the Interior , Bureau of Mines .

The National Institute for Occupational Safety and Health (NIOSH) has recognized that Noise-Induced Hearing Loss (NIHL) is the most common occupational illness in the United States. The use of heavy equipment, the drilling of rock, and the confined work environment are some of the factors that contribute to high levels of noise exposure to workers in the mining industry. Every day 80% of the nation’s miners go to work in an environment where the time weighted average (TWA) exceeds 85 dBA. Moreover, 25% of the miners are exposed to a TWA noise level that exceeds 90 dBA, the Permissible Exposure Limit (PEL). Furthermore, a NIOSH analysis of a large sample of audiograms showed that at age 50 approximately 90% of coal miners and 49% of metal/non-metal miners have a hearing impairment. By contrast, only 10% of the non-occupational-noise exposed population has a hearing impairment at age 50 (Franks, 1997) (Stephenson, 1998). Simply stated, the majority of miners have a hearing loss by the time they retire. While NIHL is the most common occupational disease in this country, this problem is especially acute among workers in the mining industry. There are several barriers to reducing NIHL in the mining industry. These include: gaps in knowledge of noise dose/source relationships, the unavailability of effective noise controls, and needs for worker education and worker empowerment. A related issue is the difficulty of communication in noisy workplaces by both hearing impaired and normal hearing workers. The Pittsburgh Research Laboratory (PRL) at NIOSH has strategically developed a hearing loss prevention program for overcoming these respective barriers in an attempt to reduce NIHL in the mining industry. This paper provides an overview of the research program being conducted at the PRL.

The origin of gaseous hydrocarbons in coal, predominantly methane, can be traced to the natural processes of coalification. The higher rank coals or the more deeply buried seams retain more gas than low rank coals or shallow seams. It is estimated that up to 460,000 cubic feet of all types of gases are produced during the formation of one ton of coal (Cervik, 1969). The chief components of these gaseous products are methane, carbon dioxide, nitrogen and water vapor. Most of these gases escape during the various stages of decomposition but with eventual presence of overlying impermeable beds, there may be as much as 2,000 cubic feet of gas retained per ton of coal. Over geologic time, diffusion and other processes such as geologic disturbances in the earth's crust remove all but 500 to 2000 cubic feet of gas per ton of coal (Cervik, 1969). It is this residual methane which is of primary concern when mine openings are made in coal measures. Extensive data compiled by the United States Bureau of Mines reveal that some coal mines in this country emit up to 20 million cubic feet of methane per day (Spencer, 1970; Irani et al, 1972). Toxic, poisonous and respirable gaseous pollutants and explosive gases, predominantly methane, are injected into the ventilation stream from active sections and gobs. The liberation of methane in gob areas may, under certain circumstances, become extremely large. In some instances it may constitute up to 70 percent of the total yield of gas in a mine. Important contributions can be made to conservation of natural resources by recovering mineral values from primary and secondary metallurgical slimes and flue dusts. This applies particularly to ultrafine mineral particles that escape recovery by conventional mineral dressing. In the interest of economy and conservation the Bureau of Mines is investigating fundamental properties of ultrafine mineral values in slimes as a means of developing new or improved methods of mineral recovery. The work described in this progress report was carried on in the Bureau's laboratories at Rolla, Mo., from 1951 to 1953. The mineral material used as a subject for study was tin-ore slimes. DESCRIPTION OF TIN SLIMES The tin slimes consist principally of quartz, with appreciable quantities of tourmaline and sericite mica and small amounts of cassiterite, pyrite, hematite, and arsenopyrite. The tin content is approximately 0.5 percent.
