"This publication summarizes, for potential contractors and all other interested parties, the research, development, and demonstration of in-house and contract projects programmed by the Bureau of Mines for fiscal year 1982(October 1, 1981-September 30, 1982) under its Minerals Health and Safety Technology program. The objective of these projects is to provide an ordered and sequenced series of advance toward the Bureau's overall goal of providing the systems technology required to create a more healthful and safer working environment for the Nation's mining and minerals processing workersINTRODUCTION The Bureau of Mines conducts a balanced, continuing in-house research and development program to accelerate systematic improvements in health and safety conditions in U.S. mines. Part I of this report outlines the Bureau's present in-house effort to all interested parties; in particular, potential contractors can refer to it when submitting USP's (unsolicited proposals), thus avoiding proposing research that duplicates work being performed by the Bureau.It is the policy of the Bureau of Mines to utilize as fully as possible the capabilities of the private sector in minerals research, and to that endPart II of this report outlines the Bureau's current projected contract research needs.The projects presented were planned at the beginning of the fiscal year and are subject to change based on emerging priorities and availability of funds. Contingencies may require that a significant portion of the program be deferred into fiscal year 1983 (FY 83) or beyond. "The ordinance of March 27, 1919, contains provisions relative to the exploration for, Ind the exploitations of bauxite in the Colony of Surinam in Dutch Guiana.Permission to explore is limited to: Netherlanders; inhabitants of the Netherlands; inhabitants of Surinam; companies established in Netherlands, and companies established in Surinam.Holders of concessions for the exploitation of bauxite are limited to companies established in the Netherlands, or in Surinam, and these must reside in the Colony or must be represented the constantly.A permission or concession lapses: (a) when the holder ceases to have the required qualifications; (b) on the death of the holder where the assigns fail within one year to prove the required qualifications.Any dispute concerning the required qualifications must be decided by the Judge in the manner to be regulated by colonial ordinance.The Governor may, after consultation with the Privy-Council reserve tracts of land for the exploration and exploitation of Bauxite, either for the Government directly, or for concession under special provisions. These provisions shall be fixed by virtue of the colonial ordinances.Application for permission to explore shall be made in accordance with existing laws. Simultaneous applications, those made on the same day, must be decided by drawing lots; but an application for the concession for exploitation has preference ovor that for permission for exploration. On notice of objection to the drawing of lots, the Governor may in his discretion, declare the drawing null and void and order a re-drawing."

"The transportation of explosives, and especially their distribution from the supply magazines of the manufacturers or dealers to the mines, quarries, or other points where they are to be used, by means of horse-drawn vehicles is an old-time practice, and the records of accidents of the past show this to have been a hazardous undertaking requiring for safety the taking of many precautions not required in the transportation of other merchandise.Displacement of the horse-drawn vehicle by the motor vehicle for the transportation of explosives is increasing rapidly. A consideration of the facts that the vehicle is operated by an explosion engine, using easily vaporized liquid fuel; that the charges in the engine are fired and the vehicle lighted by electricity; and that the vehicle, being operated insulated from the ground, may accumulate static charges led to the conclusion that new hazards are being introduced into the transportation of explosives through the use of motor-operate& vehicles, and that therefore additional special precautions must be taken against these additional hazards.That accidents have already occurred in this use of motor-vehicle transportation is evidenced from the following examples:Recently in California a driver loaded a box of granular powder in the rear of an automobile truck and a box of electric detonators in the front. Suddenly, while traveling along a highway, the explosives detonated, demolished the truck, and blew the body of the driver into small pieces. No evidence was left to show the cause of the explosion, but it is assumed that a jar or other means caused the detonators to fire, and that they in turn detonated the explosive. It should be recognized that it is unsafe to transport detonators and explosives in the same compartment, and this rule should be strictly enforced. At present this rule appears to be either unknown or, at least, frequently ignored.There are usually so many possible causes of ignition or detonation of a truck load of explosives that it is often impossible to state definitely the exact cause in a given case. This is well illustrated in the following account of an accident: A trucking company was hired to haul a truck load of explosives about 200 miles. The driver had had experience in driving trucks of explosives, and it was stated that he inspected the truck carefully before leaving the garage. Eighty 50-pound boxes of explosive were placed in tiers on each side of the truck and 265 25-pound kegs of black blasting powder were placed in the center of the truck. The boxes were placed flat and the kegs were placed on end, arranged in tiers. While the truck was being driven along the highway there was a muffled explosion. When some men, who were about a quarter of a mile away, arrived at the scene the truck was in flames and they could get no nearer than 100 feet. The driver was sitting in his seat and had apparently been killed instantly either by shock or fumes. When the flames were finally quenched, the driver's body was recovered, badly charred. It was, found that several boxes of explosives had been thrown about 40 feet by the initial explosion but were uninjured. A total of half a ton of dynamite was recovered. The cover to the gasoline tank could not be found."

The Bureau of Mines has conducted desorption work on fine coal particles at near atmospheric pressure. An apparatus Iris been developed that uses a capacitance manometer to measure desorption of methane from coal particles up to, 2 inches in diameter and pressures up to 1,000 psi. This will make it possible to duplicate the desorption process as it occurs in its natural underground environment.

The new MSHA diesel rules have stone mine operators looking hard at pos¬sible upgrades to their ventilation systems. There are existing methods to reduce diesel engine emissions (MSHA, 2001)(Head, 2001b),but many operators will decide that a ventilation upgrade is necessary is well. NIOSH hay several stone mine ventilation projects underway, but in the meantime a good information resource is the work done by the U.S. Bureau of Mines in the 70's and 80's on ventilation for oil shale mines. The Bureau conducted this research because oil shale mines were projected to be gassy and would, therefore, require a lot of ventilation air. The focus of this oil shale work was on the use of jet tans for lace area ventilation, and on stoppings that would he low Lost and leak-tight. The work also considered changes in mine design to reduce the number and size of stoppings. The findings are still applica¬ble to stone mines.

MFIRE is a computer simulation program that performs normal ventilation network planning calculations and dynamic transient-state simulation of ventilation networks under a variety of conditions The program is useful for the analysis of ventilation networks under the influence of natural ventilation, fans, fires, or any combination of these MFIRE simulates a mine's ventilation system and its response to altered ventilation parameters such as the development of new mine workings or changes in ventilation control structures, external influences (varying outside temperatures), and internal influences (fires) Extensive output enables detailed, quantitative analysis of the effects that the alteration will cause to the ventilation system The program was developed at Michigan Technological University (MTU), Houghton, MI, with support from the Bureau of Mines A personal computer (PC) version of the program was completed under contract for the Bureau by MTU The purpose of this report is to document the installation and use of the PC version of the program MFIRE

This paper introduces a technique for incorporating employee participation into the prevention component of a contingency plan. Companies sometimes focus so much energy on response that they forget to put resources into the basics of emergency prevention. The training program discussed here was designed to make employees part of the prevention system. Examples of training materials from the program are provided, a sample method for introducing risk assessment to employees is shown, and a strategy to address limited training time using short videos is explained. Methods for tailoring the training to any worksite and for specific risks are also included. The program is being designed and tested by the Pittsburgh Research Laboratory/NIOSH and employees of an underground coal mine. Examples are taken from the implementation of the program at the mine during the summer and fall of 1998. Results of the program evaluation and lessons learned during the implementation are discussed.

This paper introduces the fracture mechanics approach—a unique way to predict the stability of a coal mine panel. The technique uses analytic equations to calculate the stress, strain, and yield characteristics of coal support systems. It uses fracture mechanics to model almost every type of mine support structure. Another feature is a method that incorporates field-tested knowledge into the analytical analysis. For example, this technique can model the yield characteristics of a coal seam by combining empirical pillar strength equations into the analytic analysis. It may be possible to simulate multiple-seam mining by incorporating subsidence methods into the analysis. The method is simple and quick, which makes it attractive for stress analysis software. It should be more accessible to those in the mining industry who do not have expertise in rock mechanics or numerical modeling. Although the purpose of this research is for modeling coal mines, it should be adaptable to any mine in a tabular deposit.

The work described in this Bureau of Mines report was undertaken to fill a need of industry for high-temperature heat-content data for uranium tetrafluoride. Without such data, heat balance evaluations of processes involving this substance are seriously hampered. Measurements of the heat content of uranium tetrafluoride were conducted at temperatures from 298° to 1,350° K. The melting point and heat of fusion were determined. The results are presented in suitable tabular form, and representative heat-content equations are included.

Fire is a major concern for those who work in underground mines. A mine fire can occur at anytime and often results in a partial or total evacuation of mine personnel and could result in the loss of lives. Therefore, having a workforce that is well trained to prevent, detect, and fight a fire is important. This paper focuses on responders’ preparedness for fire. Responders in this context are considered the entire workforce and are categorized as first, second, and sustained responders and evacuating miners. Quality training enhances ones awareness of mine fire hazards and promotes self-confidence in combating fires and responding to emergencies. Early warning systems and other escapeway aids such as a through-the-earth signaling and communication system, lasers and strobe lights are also addressed. The technological advancements that have been made can improve the state-of-preparedness for responders to underground emergencies and increase the chances of survival for escaping personnel.

Dust concentrations inside and outside enclosed cabs on several types of mining machinery were measured by the Bureau of Mines. Results indicated that properly enclosed cabs can offer significant dust protection for machine operators. Recommendations for improvements in cab technologies were discussed.

"INTRODUCTION This report is another of the series on the effect of drouth and low water on the pollution of streams by coalmine drainage. A previous report3 dealt with work on Bennett Branch of Sinnanahoning Creek, Pa. This report deals with the results obtained during a similar study of Black Lick Creek, Two Lick Creek, and Yellow Creek. All of these belong to the same drainage system. Two Lick Creek is a tributary to Black Lick Creek, and in turn Yellow Creek is a tributary to Two Lick Creek, as shown in Figure 1.Black Lick Creek was of such a volume that a seasonal investigation was not entirely feasible. Yellow Creek was found to have mines only near the mouth, except a few of status unknown to the writer at the extreme head-waters, and the stream was also more or less inaccessible for regular and frequent sampling. Two Lick Creek was found to be most suitable of the three.ACKNOWLEDGMENTThe work reported has been carried on under the direction and with the advice of Dr. R. R. The U. S. Bureau of Mines conducted an investigation to determine the cause of the deterioration of Portland cement during storage and transportation , and to discover a means of preventing it . All available printed sources of information on this subject have been examined and a bibliography has been compiled . The subject has also been discussed with the leaders in the cement industry ; the present report is the result of their cooperation , and is based principally on information thus obtained . Deterioration of Portland cement during storage over any considerable period of time has long been noted ; closely related to it is deterioration of cement during transportation, which involves not only the time factor of storage but also exposure to varied climatic conditions . Deterioration in both cases is due to hydration of the cement by absorption of moisture from a humid atmosphere , or by exposure to actual rain-fall . After hydration cement possesses no cohesive power ; the degree of deterioration is directly proportional to the degree of hydration . The amount of deterioration of Portland cement during storage has been accurately determined in an investigation by the Structural Materials Research Laboratory , in cooperation with the Portland Cement Association . Cement stored in a shed in cloth sacks retained 80 per cent of its original strength after three months storage ; 71 per cent after six months ; 61 per cent after one year ; and 40 per cent after two years . The deterioration of Portland cement during storage and transportation was noted particularly in France during the World War . Information concerning cement used by the American Expeditionary Forces was furnished by Lt. Col. H. S. Spackman and Major E. C. Eckel , U. S. R. , who had charge of practically all matters concerning cement used by the A. E. F. The cement used by the A. E. F. came from the following sources : 42,000 tons was French , Swiss , and Spanish cements ; 120,000 tons was English cement ; 55,000 tons made in plants operated by the A.E.F .; 500 tons ( Not over) from America . Deterioration was most marked in cement from the first source .

" Oil shale contains little or no oil as such , but it contains an organic material from which oil may be produced by destructive distillation" . This statement , or others conveying the same meaning, appears in many popular and techni cal articles on oil shale . It is based on the belief that the ordinary solvents of petroleum have but little action on the organic substances contained in oil- yielding shales , although on distillation these same shales may yield upwards of 50 gallons of crude shale oil per ton . A 50 - gallon shale thus yields by distillation 18.73 per cent of its weight as oil ( assuming the specific gravity of the oil to be 0.900 ) , although only a relatively small part of this can be recovered by extraction with such solvents as chloroform , carbon tetrachloride , and the like . In the course of certain experiments designed to determine the solubilities of different shales after they had begun to yield oil by distillation , it was found desirable to determine the quantity dissolved from certain unheated shales by various solvents , at or near the boiling points of these solvents . The method used and results obtained are presented below. These experiments were made in connection with the oil - shale investigations being conducted by the U. S. Bureau of Mines , in cooperation with the States of Colorado and Utah .

"INTRODUCTION A soluble mediator has been described which is released from activated rabbit leukocytes and induces histamine secretion from rabbit platelets (Barbaro and Zvaifler, 1966; Siraganian and Osler, 1971). This factor has been isolated, characterized and named platelet activating factor, PAF (Bcnveniste et. al., 1972). PAF has since been chemically identified as l-0-alkyl-2-acetyl-sn-glyceryl-3-phosphocholine (Benveniste et. al., 1979; Demopoulous et. al., 1979).PAF is a lipid mediator of broad biological activity. It causes smooth muscle contraction, contraction of lung tissue and decreased FEV 1; while enhancing capillary permeability thus causing edema (Pinkard, 1983). In addition, PAF is a chemoattractant and can lead to inflammation.PAF has been reported to stimulate the release of lysosomal enzymes, leukotriene B,, and lipid metabolites from neutrophils (Smith et. al., 1983; Shaw et. al., 1981; Lin et. al., 1982; O'Flaherty et. al., 1984). The objective of the present investigation was to further characterize PAP-induced stimulation of granulocytes and to develop a bioassay, i.e. chemiluminescence, for screening PAF receptor antagonists and inhibitors of PAP-induced activation of granulocytes. The possible use of the chemiluminescence assay to monitor PAF synthesis by human granulocytes is also described.METHODSBlood was drawn from healthy volunteers into a blood storage bag containing CPD anticoagulant. Granulocytes were partially purified by dextran sedimentation and further purified by centrifugal elutriation as described previously (Jones et. al., 1980). Granulocytes obtained by this procedure were approximately 95 percent pure. The number of granulocytes in this preparation was determined using an electronic cell counter (Coulter Model Z1, Coulter Instrument Co., Hialeah, FL). Isolated granulocytes were used to monitor membrane potential, hydrogen peroxide and superoxide release, oxygen consumption, calcium uptake and, in some cases, chemiluminescence. Studies of PAF receptor antagonists were conducted using neutrophils isolated by density centrifugation. Briefly, blood was layered onto Mono-Poly-Resolving Medium (Flow Laboratories, McLean, VA) and centrifuged at 22 °C and 300 g for 30 min. Neutrophils collected from the second band of this gradient were at least 90 percent pure."

Accelerometers and pressure transducers mounted in suspension components can be used to monitor the ride of haulage trucks. Presently, it is difficult to tell what caused a jolt to the truck using either pressure or acceleration data alone. When information horn a Global Positioning System is recorded at the same time as shock pressures or acceleration data, then the exact location of an event can be determined. Mine management can then determine what caused the jolt to the truck.

Many of the support concepts currently used in the United States originated in South Africa. These products include the Hercules Crib1, Propsetter, MX Prop, Rocprop, and Spider Prop. Another recent development has been the introduction of hydraulic prestressing units, such as the Jackpot system, to various U.S. standing support systems. Several other prop-type supports with similarities to systems used in South Africa are in use in U.S. coal mines. Some exciting new developments that improve the installation and yield performance of props are also underway. In addition to prop-type supports, crib-type supports and single-unit systems such as the Can support are also frequently utilized in longwall tailgates in the U.S. The goal in U.S. support development is to enhance roof support capability while alleviating material handling barriers to reduce injuries associated with support handling and installation. Support products are generally full-scale tested at the National Institute for Occupational Safety and Health (NIOSH) in the unique Mine Roof Simulator load frame. The performance testing protocol is designed to simulate the full range of load conditions that occur in underground mining to identify the performance deficiencies and limitations of the support products. Once the products complete the performance evaluation, they are implemented into the NIOSH Support Technology Optimization Program (STOP). STOP is a window’s based software program that was developed by NIOSH for facilitating the design of standing roof support systems. STOP has become an industry standard to compare the performance capabilities and facilitate the application of these support products into various mining conditions. The purpose of this paper is to provide an overview of the support design and application philosophy in the United States.

The heat content above 298.15° K was determined for crystalline vanadium silicide of the composition V3Si. This substance has a minor thermal anomaly (probably a heat-capacity maximum) near 560° K; the extra heat absorption is about 50 cal/mole. The original heat-content data are presented, and smooth values of the heat content and the corresponding entropy increments are listed for the temperature range from 298.15° to 1,500° K. Equations representing the heat- content values and derived heat capacities are also included.

This paper is an overview of and introduction to the subject of dust explosions. The purpose is to provide information on the explosibility and ignitability properties of dust clouds that can be used to improve safety in industries that generate, process, use, or transport combustible dusts. The requirements for a dust explosion are: a combustible dust, dispersed in air, a concentration above the flammable limit, the presence of a sufficiently energetic ignition source, and some confinement. An explosion of a fuel in air involves the rapid oxidation of combustible material, leading to a rapid increase in temperature and pressure. The violence of an explosion is related to the rate of energy release due to chemical reactions relative to the degree of confinement and heat losses. The combustion properties of a dust depend on its chemical and physical characteristics, especially its particle size distribution. In this paper, the explosion characteristics of combustible dusts will be compared and contrasted with those of flammable gases using methane as an example. These characteristics include minimum explosible concentration, maximum explosion pressure, maximum rate of pressure rise, limiting oxygen concentration, ignition temperature, and amount of inert dust necessary to prevent flame propagation. The parameters considered include the effects of dust volatility, dust particle size, turbulence, initial pressure, initial temperature, and oxygen concentration. Both carbonaceous and metal dusts will be used as examples. The goal of this research is to better understand the fundamental aspects of dust explosions.
