A portable radon diffusion chamber has been tested with electrical collection of the radon daughter nuclei for enhancement of sensitivity. The detector size was small enough to be worn suspended from the belt. With a battery-supplied high voltage the sensitivity was found to be 1.43 tracks/cm2 per pCi-hr/l of ambient radon at Sot relative humidity. The track densities on the surfaces of the CR-39 plastic nuclear track detectors were found to be non-uniform, making difficult the determination of average densities with high accuracy. The fabrication of electrets for use in the detector was investigated in accordance with published techniques with negative results.

Problem: The National Institute for Occupational Safety and Health's [NIOSH] National Occupational Research Agenda (DHHS Publication No. 96 115) reports that approximately 50% of miners will experience hearing loss by age 50, compared to only 9% of the general population. The present investigation examines three antecedents believed to be associated with miner's use of hearing protection. Method: A posttest delayed posttest control group field research design was employed to assess antecedents toward wearing hearing protection. Results: Following the initial posttest, miners' attitudes and subjective norms were antecedents to intentions to wear hearing protection devices. Also, intentions toward wearing hearing protection predicted hearing protection behaviors. Approximately six weeks later, miners' attitudes and perceived behavioral control were each significant predictors of intentions to wear hearing protection and again, intentions were positively associated with hearing protection behaviors. Impact on Industry: Our results indicate that appeals to normative influences may be the most effective antecedent to employ when persuading coal miners to wear hearing protection. However, messages designed to impact attitudes and perceived behavioral control were also effective.

PART A. ELECTRICAL EQUIPMENT – GENERAL Paragraph 1. Electrical Equipment; Examination. All electric equipment shall be examined, tested, and properly main¬tained by a qualified person to assure safe operating conditions. The examinations and tests shall be performed at intervals not exceeding six (6) months unless otherwise specified in Parts A, B, C, D, and E. When a potentially dangerous condition is found on electric equipment, such equipment shall be removed from service until such condition is corrected. A record of such examinations shall be kept and made available to an authorized representative of the Secretary and to the authorized repre¬sentative of the miners in such mine. Each item of major equipment, in¬cluding substations, switchgear, load centers, and so forth except powered hand tools, shall be recorded separately. The record of such examination shall include all dangerous conditions found, corrective action taken, and name of examiner, and shall be signed by the person responsible for main¬taining the equipment in safe operating condition, who shall also be a qualified person. Paragraph 2. Electrical Work; Qualified Personnel. No electrical work shall be performed on electrical distribution circuits or equipment, except by a qualified person or by a person trained to perform electrical work and to maintain electrical equipment under the direct supervision of a qualified person. Disconnecting devices shall be locked out and prominently tagged by the persons who perform such work, except that in cases where locking out is not possible, such devices shall be opened and prominently tagged by such persons. In 1947 the Bureau of Mines, as an accident-prevention measure, decided to advocate the adoption of roof bolting (suspension roof supports) in coal mines where it appeared to be applicable. Subsequent experience has disclosed that the applicability of this support is more general than was first suspected; moreover, comparison of the accident records of mines before and after adoption of the roof-bolting method shows results that more than justify the effort and funds expended. The industry has responded enthusiastically, because roof bolting proved to be not only an accident-prevention measure but also one to increase productive efficiency. In some instances this increase in the productivity of men and machines has been almost incredible and has led many mining men to conclude that through some hocus-pocus they can now cast aside many or all of the time-proven rule of good mining practice. If this tendency is not counteracted, it could easily result in an increase of roof-fall accidents, which may outweigh the benefits of roof bolting and discredit an innovation in roof control that shows great promise of materially reducing our mining accidents. From an economic standpoint it may represent the margin between profit and loss in many mining operations. The purpose of this manuscript is not to propose an inflexible code or set of rules but to summarize the experience to date as a guide for those who have the responsibility for the installation and inspection of roof bolts. This experience consists of approximately 250 investigations of roof failure in which roof bolting was involved either directly or indirectly. It should be pointed out that many of these failures were controlled, occurring during experimental periods, and comparatively few of the accidental failures actually resulted in personal injury, yet a significant number represented potential hazards.

Disposal of sewage is an important part of mine sanitation. Improper... handling and.disposing of sewagerare conducive to the spread of disease and often add foul and nauseating odors to the mine air. The diseases spread by unsafe methods of disposing of waste in mines are typhoid fever, cholera, amebic dysentery, hookworm, and other intestinal diseases due to parasites. Sanitary toilet facilities, with a good sewage-disposal system, each maintained in good order at all times, should help to prevent the spread of diseases transmitted by intestinal body wastos. The metal and nonmetal-mining industries have recognized the impor-dma tance and need for disposing sewage properly; accordingly, facilities of some sort are installed and need today in most large mines. The coal-mining industry has given little thought to the disposal of sewage underground; however, in most mines of the anthracite industry, the inflow of large vol- unes of highly acid mine water and the extensive drainage system required to remove this water provide a natural means for disposing of sewage.

The Bureau of Mines Helium Research Center has developed a computer program for solving two-phase equilibria data for binary mixtures and for evaluating thermodynamic functions of interest, including all critical points. This computer program was used to calculate equilibrium points on the PVTu surface for the helium-nitrogen system as predicted by the Van der Waals equation of state. Numerical values are tabulated and illustrations are presented for 1,279 equilibrium points and for quantities needed to construct Ponchon diagrams. Equilibrium ratios as a function of pressure at constant temperature and of temperature at constant pressure-are also shown graphically. In addition, saturated partial molal volume and partial molal enthalpy data are given. It is shown that the Van der Waals helium-nitrogen system exhibits retro-grade condensation of the second type for liquid helium concentrations of about 0.07 mole fraction or less and pressures below about 45 atm. It is also shown that the critical point is at a -maximum value of pressure (at constant temperature) and of temperature (at constant pressure).

DOMEST1C production of carbon black in 1963, remained at about the same level as in 1962. Carbon black produced by the furnace process increased 2 percent to 1,880 million pounds in 1963 and accounted for 91 percent of the total output. Channel black production continued to decline and was 14 percent less than a year ago. Shipments during 1963 totaled 2,098 million pounds, a 1 percent increase for the year. An increase of 88 million pounds in domestic sales was partially offset by a decrease of 72 million pounds in carbon black exports. Total value of carbon black production in 1963 was $148 million. The average value per pound was 7.18 cents or 0.12 cent per pound more than in 1962.

The face area of a continuous mining section of an underground coal mine is the most dangerous area in the mine. Workers there are at nearly twice the risk of death or disabling injury than those in other parts of the mine. Despite extensive training of miners and improved equipment and mining methods, fatality and injury rates have remained constant during the past few years. It is clear that advanced research is necessary to apply new technologies or modify work procedures to solve the continuing problem of the loss of lives and the numerous injuries at the mine face. A U.S. Bureau of Mines research program is developing a Reduced-Exposure Mining System (REMS) that relocates personnel operating the mining machinery at the face away from the hazards to a nearby haven of relative safety. REMS uses proven technologies of computer automation and robotics to help control the operation of the mining machines at the face, while personnel are moved away to a nearby, safe control room. In this protected, well-ventilated environment, they can supervise or control the operation of the machines while viewing what the machine is doing using video and graphic display monitors.

As the use of electricity becomes more and more general in mining opera- tions, interest in regulations governing its application becomes greater. During the past year the electrical section of the Bureau of Mines has made a study of State regulations now in force relating to the use of electricity in coal mines. Technical Paper 271, entitled "State Mining Laws on the Use of Electricity in and about Coal Mines", has been published as a result of this study. The present paper represents a compilation of all laws relating to accident prevention with respect to electrical circuits. This group of regulations is perhaps the most important of any that relate to safety in coal mines. Its importance is shown by reference to accident statistics in Bulletin 115, (Fay, A.H., Coal-Mine Fatalities in United States, 1870-1914, Bureau of Mines, 1916), which show that about 77 per cent of the fatalities due to electricity in and about coal mines were caused by direct or indirect contact with trolley or other power circuits. In actual number this means that of 710 men killed by electricity, 546 were killed by contact with electric wires. Undoubtedly, a large percentage of these accidents might have been prevented had the wires been properly guarded. The compilation follows:

This volume summarizes the contract work performed over a nine-month period by Westinghouse Electric Corporation on a Cost Plus Fixed Fee Contract for the Department of Interior's Bureau of Mines. The contract has been extended primarily to carry out improvements recommended for equipment produced under the contract for communicating with and locating trapped miners. These improvements will enhance the performance and utility of this equipment for operational use in actual mine emergencies. An additional complete set of the equipment will also he furnished to the Bureau under this extension. The work of the basic contract was to design, produce and test hardware in accordance with the Westinghouse response to a Bureau of Mines Request for Proposal which was based technically on recommendations of a study performed for the Bureau by the National Academy of Engineering (NAE). On account of the extent of the fire , the expense involved in reopening the mine and the opportunities afforded for determining the effects of depleted air , a description of it is worthy of record . This paper is a summary of a more complete report , prepared by the writers , which will be published by the U. S. Bureau of Mines .

During the time period from 1990-2007, there were 1601 reportable fires that occurred in the U.S. mining industry (an average of 89 fires per year). The leading causes of U.S. mine fires include flame cutting and welding operations, frictional heating and ignitions, electrical shorts, mobile equipment malfunctions, and spontaneous combustion. The National Institute for Occupational Safety and Health (NIOSH) is conducting a program of research addressing metal/nonmetal and coal mine fire prevention, detection, management and suppression. In the metal/nonmetal area, work was focused on technology transfer and training, and research to reduce the number of mobile equipment fires and their hazards. In the coal arena, research is underway to determine the root cause of cutting and welding-related fires and to evaluate the effects of ventilation schemes relative to the spontaneous combustion risk in longwall mines. Relative to fire management, research is ongoing on remote mine seal installation and remote mine fire suppression technologies. Finally, research is continuing to develop comprehensive and usable smoke management techniques and to develop mine fire growth models, propagation, and suppression. This paper presents a summary of some of the mine fire research and provides an overview of the next phase of the NIOSH mine fire research program.

"SUMMARYThe Bureau of Mines has been investigating deposits of critical and essential minerals in the United States since 1939. Projects were set up on only the most promising properties. A preliminary examination of the Rio Grande property was made by Bureau of Mines engineers in July 1942 and the property was examined again in July 1943.The Geophysical Branch of the Bureau undertook a Geophysical survey of the area in November 1943 and was intermittently active in the district until June 1946. The major portion of their work was done from June 191 to November 1945. Favorable areas for exploration were recommended by the Geophysical Branch of the Geological Survey, 3/ and all holes were drilled in them.Two projects were set up by the mining branch in an endeavor to find ore bodies on the strength of the geophysical information."

FEDERAL Bureau of Mines. - The Bureau of Mines does not make assays or analyses for individuals or firms unless the samples are part of the ore-testing and ore-dressing investigations of the Metallurgical Division on representative ores from mining districts and of possible benefit to the entire mineral industry through published reports. All significant results obtained in this way are made public. Any mineral sample sent to this Bureau for simple identification will be examined.

The purpose of this work was to develop and field test improved knee protection for underground coal miners working in low seam mines. In a previous phase of this contract (Sanders, 1982), experimental knee pads were developed and field tested. The field test revealed several design deficiencies with the knee pads, and suggestions for improving the design were made. The work summarized in this report, therefore, consists of modifying the design and method of fabrication of the knee pads originally describes by Sanders (1982), and of field testing the improved design. The new prototype was shorter and wider than the original design, and used a neoprene pass-through strap design rather than a cloth strap molded into the pad itself. The new prototype was constructed by slush molding a hollow bladder that was then filled with foam. Initial reactions to the pads in the field test were very positive. However, after two months, the opinions about the new prototype became less positive. They were judged, generally, to be no better or worse than the pads usually worn by the field-test participants. Problems were encountered in the field with respect to durability. Water seeped into the inner cavity of many of the pads and caused the foam to deteriorate. It was concluded that it would not be cost-effective or feasible to significantly improve upon current commercially available knee pad designs.

"Stoppings in coal mines serve, important and. vital functions, such as coursing the ventilating current, sealing off abandoned or dangerous workings, sealing fire areas, and separating mines at boundaries. Stoppings may hold back water, but normally that is not their function; their design is, or should be very different from that of a hydraulic dap which is designed to a definite load, often a very heavy one, from one direction over an indefinitely long period. Hence, a dam usually requires an arched structure to resist hydraulic pressure, and it must be massive to meet vertical stresses due to heavy ground pressure.Stoppings are designed primarily to resist a pressure applied laterally through air or gases. Their strength cannot be stated without specifying the direction of applied load. A stopping may be placed in stress by proof pressure subsequent to erection, through extraction of pillars in the vicinity which may act direct, or by squeezing the ribs or heaving the floor. These forces act more or less parallel to the faces of the stopping and may be very great but measures must be taken suitable to each case, and it is impossible to allow for these in general specifications other than to call for normally good construction. A stopping is principally designed to resist the action of forces at right angles to its face, such as the shocks of blasting, the pressure of gas from instantaneous violent out bursts such as have occurred in certain British Columbia coal mines, sudden compression of the air by great falls of roof in closed spaces, and at time pressures that accompany an explosion of either fire damp or coal dust or both. This paper deals with the tests of pressures of explosions only."

The purpose of this investigation was to prepare a market survey of the refractories industry in California and Nevada (referred to in subsequent paragraphs as the region), and to determine the degree of self-sufficiency and the potential capacity for anticipated growth. The report includes estimates of the total annual refractories consumption, the quantity of refractories imported into the region, the tonnage of raw materials required for their manufacture, and the resources of fire clay and high-alumina minerals in the region.
