The 18th National First-Aid and Mine Rescue Contest was held in the Memorial Auditorium, Buffalo, New Vork, October 5, 6, and 7, 1959. The meet was sponsored by the Federal Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with State mine inspection agencies, management and labor of the mineral extractive industries, and other safety minded groups. The Arrangements Committee, as authorized by the General Committee, made a11 the necessary arrangements for conducting the 1959 contest. Members of the Arrangements Committee were: Harry Gandy, Jr. (chairman), National Coal Association; James B. Benson, Southern Coal Producers' Association; Charles Ferguson, United Mine Workers of America; George C. Statistical data on injuries in the metal and nonmetal industry of the United States first became available to the Bureau of Mines by collecting reports from the operators for the calendar year 1911. Since then reports have been collected annually. The present bulletin, covering the calendar year 1954, is the 31st publication (1933-34 was published as Bulletin 398) containing statistical data on injuries at metal and nonmetal mines and related plants, and it 1s the first such bulletin to be published since 1942. The last publication was Bulletin 461, Metal and Nonmetal-Mine Accidents in the United States, 1942. The unpublished statistics for 1943-53 may be found in the Appendix of this bulletin. The Bureau of Mines is authorized to collect data on injuries and related employment at metal and nonmetal mines, but there is no Federal law that compels operators to submit such information. Therefore, all materials submitted are voluntary responses to the Bureau's requests for information. The figures presented herein may not be complete for the entire industry, nevertheless, every effort has been made to make them so, and the data given are believed to be representative of the hazards to which metal and nonmetal workers are exposed. Moreover, the figures are comparable as between States-which is significant in view of the lack of uniformity among the States as regards classes of plants covered by State laws, classes of injuries covered by State reports, and other factors that tend to make it impracticable or impossible to compare the injury experience of one State with that of another or comprehend the relative importance of the various causes of injuries in the industry as a whole.

"INTRODUCTION Considerable interest was shown .prior to and during World War II in the winning of metallurgical-grade alumina from anorthosite, kaolin, siliceous bauxites, diasporic clays, and other aluminum-bearing ores. Laboratory and pilot-plant investigations were made on many of these ores by the Bureau of Mines, and a series of reports on them is being prepared. This report covers the tests made on the application of the lime-soda-sinter process to anorthosite, which is a mixture of albite, NaAlS1308, and anorthite, CaAl2Si208. Extensive deposits of anorthosite occur in the Laramie Range in Wyoming and extend into Colorado; other deposits are found in New York, with outcroppings appearing in Vermont, Maine, and Labrador.Anorthosito can not be treated by the Bayer process for the production of metallurgical-grade alumina, because excessive losses of soda and alumina occur from the formation of sodium-aluminum silicate due to the large amount (50 percent) of silica in the ore.RESULTS OF INVESTIGATIONSSmall-scale laboratory tests supplemented by pilot-plant runs have demonstrated that the alunina and soda occurring in the Wyoming anorthosite from the Laramie Range can be extracted and recovered satisfactorily by the lime-soda process. It has been shown that liquors containing approximately 95 gram of A1203 per liter can be consistently produced at Na20:A1203 ratios from 1.75 to 2.27, and that these liquors can readily be desilicated and carbonated to yield high-grade alumina trihydrate of quality comparable to that essential for cell-grade alumina. The optimum results were obtained with Na20:A1203 mol ratio of 1.03 and Ca0:Si02 ratio of 2.14 in the sinter when calcined at an average temperature of 2,444ºF. for 25 minutes."

Treat contaminated coal mine drainage to meet EPA and State water quality requirements. Approach A model (fig. 1) is presented for selecting, designing, and sizing one or several passive mine drainage treatment systems that can be used in remediation of abandoned mine lands (AML). The three principal types of passive mine drainage technologies for the treatment of coal mine drainage are an aerobic system, a compost wetland, and an anoxic limestone drain. The multistep approach presented here provides a simplified method to characterize the type and magnitude of the water quality problem and then to select either a single treatment system or a combination of treatment systems to address the specific site situation. How It Works Step 1. Discharge Characterization. Characterization of the discharge consists of measuring the discharge flow rate and collecting water samples at the point of discharge for chemical analysis. Both the flow rate and chemistry of a discharge can vary seasonally and in response to storm events. It is important to account for this variability by determining flow rates and water chemistry under various conditions.

The Bureau of Mines established geologic factors affecting the mining of the Lower Kittanning coalbed to aid in coalbed minability studies and examined the occurrence of "wants" (places where coal is missing) and types of unstable roof rock strata. Trends established from mapping, including prediction of areas of high methane emissions, were extrapolated to unmined areas. "Wants" in the coalbed are of two types: Erosional and depositional. Erosional features occur where north-south-trending sand-filled channels cut into the coalbed. Variations in depositional environments have caused the coalbed to "split" into several thinner units. Slickensides, commonly indicative of unstable roof, are adjacent to and on the underside of sandstone channels; they were caused by differential compaction and by soft sediment sliding along the contact between the sandstone and adjacent shale. The frequency of unstable roof also increases where the interval between the Middle and Lower Kittanning coalbed is less than 30 feet. The zones of weakness at the contacts above and below the Middle Kittanning coalbed are the controlling factors for unstable roof in these strata. Methane emissions from the coalbed are controlled primarily by depth, fracture permeability, and rank of coal. Local geologic factors are coalbed thickness, associated rock strata, structure, and proximity to outcrop.

"INTRODUCTION The manganese deposits of the Drum Mountain area were investigated as two separate projects. The first was begun in November 1940 and completed in August 1941, and the second began in January 1945 and ended in May of the same year. The first project was initiated as part of the Bureau of Mines program for development of strategic minerals for national defense. Subsequent operations disclosed conditions somewhat different than were expected, and it was decided that additional drilling should be done to delimit the ore bearing horizons further.The more promising manganese deposits in the Drum Mountains are situated on properties known as the Staats manganese mine and the Pratt manganese mine. The property controlled by the Pratt interests is under lease to the Ward Leasing Co. The 1941 project investigated the deposits on both properties, whereas the 1945 project was planned to explore further the oxidized ore bodies of the Pratt mine, although one hole was drilled in an attempt to extend the carbonate ore body on the Staats property (fig. 1).ACKNOWLEDGMENTSIn its program exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Tax for Toxic Waste Cleanup. - The Superfund Act of 1980 became effective April 1, and provides that producers of certain metals and chemical substances are to be taxed in order to fund toxic waste cleanup. Industry will provide 88% of the 5-year, $1.6 billion fund. The Environmental Protection Agency will administer the Act, but the Internal Revenue Service will be responsible for collection of the industry tax. Under the Act, nickel companies, for example, will be required to pay a tax of 0.225 cents per pound on pure nickel products produced or imported into the United States. Standard for Exposure to Lead. - The Occupational Safety and Health Administration (OSPA) has announced a stricter standard on the test of a worker's exposure to lead. Effective May 15, in all lead intensive occupations with the exception of those at primary and secondary lead smelters, a worker would have to be removed from his work station if the level of lead in his blood tests out at 60 micrograms of lead per 100 grams of blood, instead of the previous standard of 70 micrograms. In the case of primary and secondary lead smelters, the ruling has been stayed until June 1, 1981, to allow time for further study.

A 5-hole pattern was drilled from the surface at a site near Oak Grove, Jefferson County, Ala., to degasify the gassy Mary Lee coalbed in advance of mining. Gas and water production was monitored for 1 year, 4 months to allow gas flow to stabilize fully. A thickened water stimulation treatment was designed and applied in one hole of the pattern to evaluate this degasification technique for the Mary Lee coalbed. A gas production rate of 70,000 ft3 /day after stimulation treatment indicates that the use of vertical boreholes coupled with hydraulic fracturing in advance of mining the Mary Lee coalbed would provide for more rapid degasification and could provide a possible source of natural gas.

Aid mine operators as well as mine inspectors in making quick but sufficiently accurate measurements of the rock dust content of coal/rock dust mixtures. The Problem Past research has shown that accumulations of volatile coal dust in underground coal mines can be rendered non-explosive by dilution with chemically inert rock dust (usually limestone). Consequently, rock dusting is required by law in U.S. underground coal mines. However, mine officials and inspectors have no quick and reliable means to determine whether enough rock dust has been applied to achieve a mixture that is in compliance with the law. Even the compliance tests used by the Mine Safety and Health Administration (MSHA) are slow and involved. MSHA assures that a mine has been rock dusted adequately by collecting samples from rock dusted areas of the mine and sending the samples to a laboratory for analyses of the inert-dust content. The analyses may not be completed for more than two weeks, during which time the mine in question might be inadequately protected against coal dust explosions. To solve this problem, the Bureau of Mines devised a quick, simple and reliable device that can immediately determine the rock-dust content of a mixture of coal and rock dust.

The Bureau of Mines has developed probes to be used in emergency mine rescue operations by being lowered through a borehole drilled into an underground mine. Various probes can provide two-way voice communication with trapped miners, continuous mine atmosphere monitoring, temperature indication, and television searching capability. At present, an infrared imaging probe is being developed for "seeing" through coal smoke.

"Since the beginning of the petroleum industry in 1839, up to within two or three years ago, these has been a dearch of engineers who have had the fundamental technical training also sufficient practical experience so that they could compete with practical men. Need for Technical Investigations in Industry: As in the early stages of the mining industry, the petroleum industry has been rather slow in realizing the need for technical assistance and investigators in the development and production of oil lands. The rapid increase in consumption, however, during the past few years has accentuated this need more than anything else could have done. When it is realized that our production cannot longer keep pace with the demand, it is easily understood why it is imperative that be instituted which will tend to conserve and prolong the supply of oil from the fields now known. It is interesting to note from preliminary production figure given cut by the U. S. Geological Survey, for the year 1919, that the United States produced about 430,000,000 barrels, an increase of 22,000,000 or 6 per cent over 1918 production and also there was imported, chiefly from Mexico, a little over 52,000,000 barrels, making a total of 430,000,000 barrels, to satisfy the trade demand in the United States of which almost 6,000,000 barrels was exported. Stocks were not materially increased.Other significant facts regarding our petroleum industry, are that just recently the U. S. Shipping Board in soliciting bids for 24,000,000 barrels of fad oil to meet prospective needs, received bids for only 1,500,000 barrels at prizes ranging from 75 to 90 per cent higher than was paid last year. One large company on the Pacific Coast has stopped its export trade, and has notified consumers,of gas-engine distillate that they will no longer make deliveries of this product. This will materially affect the farmer, in many instances, through his use of the truck and tractor."

"In the course of another investigation4 during 1926 and 1927, samples of water collected from a few abandoned coal mines indicated that their drainage was usually lower in acidity than water from active mines in the same locality. In order to determine whether this condition might have a bearing on the advisability of sealing abandoned mines, a number of such mines were visited, samples of drainage were collected, and as much information- as possible was obtained from officials of the mining companies and older residents of the district. The results of this work are the basis of the present report.The authors are indebted to E. W. Robertson, F. F. Spowart, J. H. Nagle, and W. D. Adams of the Northwest Mining & Exchange Co.; E. M. A great many of the abandoned mines examined are in this bed, and nearly all of the present active ones are. The Upper Freeport bed is also mined to some extent, and a number of the abandoned mines formerly worked this bed. As only three active mines are now (1927) working the Upper Freeport, the comparison of acidities is necessarily limited. Of these three, one had been idle since 1922 until shortly before it was sampled.The location of most of the mines was already known from previous work, but some of them had to be located by following up streams known to contain acid waters. A sample of the- outflow was collected in self-sealing bottles known as ""citrate bottles"" for the determination of dissolved oxygen by the Winkler method.5 Another sample was taken for the determination of acidity according to standard methods of water analysis.6 Ferrous iron was determined at the mine or very soon after taking the sample by titrating with a standard solution of potassium permanganate in acid solution. The hydrogen-ion value was determined by a standard double-wedge comparator.7From the total acidity values in each sample, which are the most important values, the total iron was calculated on the assumption that acidity as sulphuric acid was due to dissolved ferrous sulphate. This assumption is commonly made for mine waters, but is inaccurate to the extent that free acid is already present, and some of the iron is present as ferric, rather than ferrous, sulphate. The amount of ferrous sulphate may be a rough measure of the extent to which oxygen is lacking within the mine. The permanganate titrations just mentioned showed what part of this total iron was in combination as ferrous sulphate, and the difference .was assumed to be that in combination as ferric sulphate, after correcting for the amount of free acid already formed as shown by the titration values."

"One phase of the Bureau of Mines' work in the field of health and safety is the promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To promote the development of such devices the Bureau has established schedules of minimum requirements for oxygen breathing apparatus3/ gas masks/, supplied-air respirators5/ (hose masks, airline respirators, and abrasive blasting helmets, hoods, or masks), and mechanical-filter respirators6/.Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules.As a prerequisite to such submittal, the Bureau requires a statement that the device is completely developed and of the design and material the manufacturer believes suitable for a finished marketable device; that the device has been subjected to inspections and tests such as described in the schedules, and that it met those requirements when tested by the manufacturer or his testing agency; and a. statement regarding the nature, adequacy, and continuity of control of the quality of the respirator. If the manufacturer can satisfy these requirements, and if the device, when tested by the Bureau, meets its requirements, a certificate of approval is granted by the Bureau of Mines. The approved devices bear distinguishing marks that indicate that they have been approved, the purpose for which they are approved, and the limitations of their use. If it is found at any time that approved devices purchased in the oven market and tested do not meet the requirements of the schedule, the Bureau may rescind that approval. Lists7/ of approved devices are published periodically for the convenient information of the public.Respiratory equipment may be divided into two main groups: (1). Those that afford protection by removing atmospheric contaminants and (2) those by which a respirable atmosphere from an uncontaminated source is supplied to the wearer.The devices that protect by the removal of contaminants may be divided into two subgroups: (1) Those that protect against gaseous contaminants and (2) those that protect against particulate matter. There may, of course, be combinations of these two.The devices by which a respirable atmosphere is furnished to the wearer also may be divided into two subgroups: (1) The self-contained type, by which the supply of oxygen, or material from which the oxygen can be generated is carried by the wearer, and (2) the hose type, by which air is supplied to the wearer through a hose or tube."

The Bureau of Mines performed laboratory experiments to evaluate the triboelectric effect of particulate-laden gas streams on polyethylene pipe at various velocity, humidity, dust-size, and dust-load conditions. Charges in excess of 10 kV were produced on the outside and inside surfaces of laboratory pipe samples, when exposed to 40 pct relative humidity (RH) gas stream containing coal dust. However, no charges were produced in laboratory tests that duplicated the over 75 pct RH and dust-free gas streams found in working underground pipelines. Bare cop- per wire, which is wound around the polyethylene pipe in a 1-ft (31-cm) spacing and grounded, eliminated the charge on the outside surface of the pipe, but not on the inside of the pipe surface,

To develop effective noise controls for continuous min-ing machines (CMMs) to reduce worker noise exposure. Background Noise-induced hearing loss (NIHL) is an occupational illness caused by chronic exposure to excessive sound levels. For underground coal mine workers, NIHL continues to be a serious health issue. Analysis of hearing loss data suggests that by retirement age, 70%?90% of U.S. coal mine workers will have a hearing impairment. Operated in the confined spaces of underground mines, large industrial mining equipment often produces sound levels that can be harmful to workers. Of all equipment used in underground coal mining operations, CMMs account for the most noise overexposures. To reduce the occurrence of noise over-exposures, engineering noise controls must be developed for the CMM.

Illumination plays a critical role in an underground miner?s safety because miners depend most heavily on visual cues to recognize hazards. Mobile mining machinery, located in the miner?s peripheral field-of-view (±10° to about ±60° off-axis), may pose potential pinning and striking hazards. The main objective of this research was to determine if there were peripheral visual performance improvements for the detection of moving objects when using cool-white light-emitting diode (LED) cap lamps as compared to incandescent (INC) light bulbs commonly used in miner cap lamps. The cap lamp variable of interest is the spectral power distribution (SPD); the illuminances were normalized by a diffusion filter. The second objective was to determine if age is a factor for peripheral visual performance. This is important because the workforce is aging ? the average miner age is about 43 years old. Thirty subjects participated in the study; ten subjects each in the age groups of younger (18 to 25 years), middle (40 to 50 years), and older (50+ years). Visual performance was quantified by the subjects? speed and accuracy of response to detect the rotation of high-contrast (white) circular targets located 3.83 meters (m) away at -20°, 40°, and 50° off-axis. The speed of detection and the number of missed target rotations (accuracy) were measured. The prototype LED cap lamp results were best with a 11% to 15% improvement compared to the INC and LED cap lamps respectively. Age does appear to be a significant factor. For the middle and older age groups?, target movement detection time increased 75% and 60% and the number of missed targets increased 500% and 450% respectively in comparison to the youngest age group. The results also suggest that target location is a significant factor. The subjects? target movement detection time for the 40° and 50° target movements increased 16% and 69% respectively as compared to the -20° target.

Horizontal stresses are caused by global plate-tectonic forces. During 1995 alone they were largely responsible for the closing of two longwall mines in the United States. This paper presents six case histories from Pennsylvania, West Virginia, Kentucky and Alabama. In each case, a mine encountered roof falls or difficult ground conditions at the headgate caused by horizontal-stress concentrations. The problems are detailed, and the control measures adopted are described. In most cases, nearby longwall panels without stress concentrations were trouble free. The paper also discusses detailed measurements that were made at two adjacent Pennsylvania longwalls. One headgate was oriented to avoid a horizontal-stress concentration, and the other was not. Eliminating the stress concentration dramatically reduced roof support loads and roof deformation. The paper concludes that proper panel orientation and sequence is the key to maintaining headgate ground control. The optimum orientation is not parallel to the maximum horizontal stress, as previously thought, but rather it is 20° in the stress shadow of the gob. Other stress-control techniques, including artificial support, are briefly discussed.

"The Bureau of Mines and the State of Colorado are cooperating in an investigation of the oil shales of Colorado. in this report the yields and the results of analyses of the oil and, gas produced from a number of oil-shale samples from the principal deposits of Colorado and other oil-shale States, are compared with samples from Scotland and Australia, where the oil-shale industry has had its greatest commercial development, and also with a sample from Brazil *here extensive oil-shale deposits are found shale samples were not selected as being representative of the different deposits, but they illustrate the wide variation in the nature of the organic matter of different oil shales.A further study is being made of the chemical composition of the shale, distribution of nitrogen and sulphur. in the products, temperatures at which organic matter decomposes, and the results will be presented in subsequent Papers, With complete data available on the chemical composition of the shales, it may be possible to explain some of the differences in the nature of the products from the various shales,Most of the work described herein was done under the supervision of M. J. Gavin. L. C. Karrick, formerly of .the Boulder laboratory, assisted in the work and gave many valuable suggestions."

This report covers the magnetic survey in the Redford-Clayburg area , which was part of a general survey of magnetite deposits in New York started in 1943 . Other areas being surveyed include the Star Lake district , St. Lawrence County; Russia Station district , Clinton County; Brewster district , Putnam County; and the Sterling district , Orange County. Only a relatively small portion of the area was covered by reconnaissance and detailed surveys . Results were promising enough to warrant additional work. Magnetic surveys of this type serve as a basis for selecting areas for diamond drilling by the Bureau of lines .
