The annual reports of the supervising engineer of the seven sections comprising the Mining Division are assembled in the following pages and form the annual report of the division. In planning activities, the aim has been to adapt the work to changing conditions and needs of the mining industries and to avoid becoming bound to any particular type of investigation when others are found to be of more pressing interest.

This report describes a program to develop, design, fabricate and subject to environmental testing three prototype collection-sensing devices of an eventual mining-machine mounted automated monitor for the measurement of the respirable fraction of coal mine dust to determine both short-term as well as average mass concentrations over typical 8-hour shifts. The design of this instrument is based on collection by filtration and mass sensing by beta-radiation attenuation. The emphasis of this development program was to evolve a rugged, stable and reliable collection-detection head compatible with the environment to which An eventual monitor will be subjected. Laboratory testing of this prototype instrument was performed over a representative range of temperature, humidity, dust concentration and composition, shock and vibration. The results of this testing program indicated that the operation of the prototype version His compatible with these environmental conditions and that further development of this configuration into a field operational device is justified.

The increased costs of exploration and drilling of new oil fields and the continued success of water flooding in nearly depleted oil fields have created a demand for information on the results obtained from individual projects. The Bureau of Mines has published several reports concerning water-flood activity in the Mid continent area and at the request of the industry has continued to collect and disseminate this information. This report was written in response to these requests. It describes in detail the water-flooding projects in Anderson, Franklin, Linn, and Miami Counties, Kans., and includes methods of water treating and the results obtained. The production histories of each county and many water-flood projects are shown graphically from the date of the first development. Maps of most of the major projects, showing their status as of January 1, 1953 are presented also. The practice of injecting water to stimulate oil production was legalized in Kansas in 1935, and the first water-flooding project authorized in this four-county area was initiated by the Texas Co. in December 1935 in Linn County, Forty-nine projects2/ initiated in the area to January 1953 are estimated to have recovered approximately 10 million barrels of oil that could not have been produced by methods used previously. About 7,900 productive acres had been, or are, flooded by these projects, and approximately 1.36 million barrels of water had been injected.

Watershed Jll in Jefferson County, Ohio we instrumented in 1977 as one of three watersheds established for the purpose of investigating surface mining and reclamation effects upon local hydrology, sediment discharge, and sediment and water quality. Each watershed was less than 50-acres in size, and was in a different geologic setting within southeastern Ohio. Surface runoff and ground¬water levels were monitored. Samples were taken for sediment determination and chemical analysis prior to mining. Monitoring and sampling continued through the period of watershed disturbance caused by mining and reclamation activities, which began in May 1980 at Watershed Jll. A psuedo-postreclamation period followed the initial cessation of man-machine activity on the watershed. A second reclamation effort occurred in the fall of 1981 and was to be followed by a third in 1982 after observations ceased. A true final postreclamation period was not monitored at this site, because the erosion control practice (terrace diversions) failed after each reclamation. Watershed Jll was a small pasture and wooded watershed with sandstone and shale above the mined coal seam prior to mining. A clay layer under the coal supported a perched saturated zone, termed the top aquifer for convenience. A lower underclay supported a second saturated zone called the middle aquifer. A lower perched aquifer had been dewatered by previous deep mining. After about three years of premine data and about two and one-half years of mining reclamation and psuedo-postreclamation data, the following general observations may be made: 1. The mining-reclamation phase was very short, and the postmining period was characterized by erosion failures and remedial disturbances that kept the watershed condition and size in a state of change. It was impossible to collect sufficient data to confidently characterize the hydrologic-sediment-chemical aspects of the mining period or of a postreclamation period and, most importantly, of the future watershed after its various properties and characteristics have ceased adjusting to its severe disturbance and reconstitution. 2. A seeding of wheat followed by grasses and legumes was not a particularly successful reclamation practice in terms of stabilizing the new soil. Numerous rills and small gullies developed in spite of installed diversions. 3. Storm runoff rates and yields at the watershed outlet increased from the premine, (phase 1) to the mining-reclamation (Phase 2) periods, and remained at or near the Phase 2 level through the postreclamation (Phase 3a) period. 4. The top aquifer changed in physical and chemical character as a result of mining and was becoming reestablished as the project drew to a close; but it is impossible to predict its final configuration or character. 5. Dewatering of the top aquifer resulted in a complete cessation of baseflow because the middle aquifer water table lay below the elevation of the watershed outlet. 6. The top and middle aquifers were merged in one area of the watershed where the upper coal underclay was disturbed. 7. Failure of the diversion terraces and their outlet obscured the effects of the reclamation practice upon sediment concentration and yields. There was little difference in sediment concentrations between Phases 2 and 3a. 8. Drinking water standards were met by surface waters throughout the period of observation except for two samples that exceeded the nitrate-N allowable level of 10 mg/l. 9. In all Phase 3 surface-water samples, iron concentrations were within the limits established by OSM, and manganese concentrations exceeded the regulation level only once. pH fell below the lower regulation level of 6.0 between 10% and 20% of the time. 10. The chemical quality of sediments was generally about the same after reclamation as before mining, with the exception of organic carbon, which decreased.

The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.

"It has long been recognized that the properties of polycrystalline substances are not the same as those of single crystals. These differences are especially marked in metels and metallic minerals, and are of greatest practical importance in metal working and ore treatment. The property changes encountered in passing from a metal single crystal to a poly-crystalline aggregate are the same as are produced by cold-working a metal or by the precipitation of a disperse phase. Hence, we may logically assume that the property changes are all due directly or indirectly to the formation of interfacial area or internal surface. Our problem, then, is to ascertain the physicochemical state of the metal atoms at such internal surface and show how this physicochemical condition accounts for the pronounced changes of mechanical, magnetic, and electrical properties that accompany increased internal surface.GENERAL CONCEPT OF INTERNAL SURFACEIn 1678, Huyghens attempted to explain the double refraction of calcite by postulating that crystals were built from a regular arrangement of ellipsoidal particles. Over 100 years later, Abbé Hauy concluded from his studies of cleavage that crystals might be built from small units, but the units were of the same shape as the entire crystal. This idea, which was prevalent in mineralogical thought before the advent of X-ray spectrometry, was discarded when the great success of Bragg made it appear that the chemical atoms were in reality the elements of structure. In the further development of X-ray technique, however, C. G. Darwin, in England, and P. P. Ewald, in Germany, found it necessary to postulate crystal units con¬taining many atoms. The latter gave the name of mosaic crystals to those so constituted. The individual units are supposed to Possess the ideal atomic arrangements revealed by the X-ray but are not oriented with respect to one another."

The 1965 Lignite Symposium, the Louth in a series and the third sponsored by the University of North Dakota and the Bureau of Mines, was held at Bismarck, N. Dak., on April 29-30, 1963. These symposia provide a forum for those interested in the technology and utilization of solid fuels, especially lignitic coals. As part of the meeting, a 200-mile field trip was taken including; inspection of (1) the 200-megawatt, pulverized lignit-fired Leland Olds plant of Basin Electric Power Cooperative, under construction near Stanton, N. Dak.; (2) the site of the Glunharold mine of the Truax-Traer Coal Co., Division of Consolidation Coal Co., where a wheel excavator was being assembled; (3) the operating Beulah mine of Knife River Coal Mining Co., subsidiary of Montana-Dakota Utilities Co., near Beulah, N. Dak.; and (4) the 400-megawatt, hydroelectric Garrison Dam powerplant, near Garrison, N. Dak.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. Drilling for roof bolting has created a new dust problem for the coal-mining industry. Drilling is inherently dusty, and control of dust produced by drilling vertical or nearly vertical holes is much more difficult than control of that produced by drilling flat or down holes.4/ Also, the dust produced by roof drilling differs in composition from that produced by drill-fur, or cutting the coal face because it contains a significantly greater amount of free silica and therefore presents a greater potential hazard of silicosis. Roof bolting has been practiced successfully in the mines of the St. Joseph Lead Co. in southeastern Missouri for over 20 years, but it was not until 1947 and 1948 that large-scale roof-bolting experiments were conducted in coal mines.5/ Although the need for dust control in conjunction with roof drilling was recognized from the beginning, the development and acceptance of roof bolting progressed so rapidly during 1949 and 1950 that solution of the dust problem lagged behind other engineering phases of the technique.

This report presents a programme of work to demonstrate the use of a surface-based centralised computer control system for the remote monitoring and control of underground conveyors in a US coal mine. The system selected for demonstration was the 'Dynalink' Micro MINOS system which is manufactured by Hawker Siddeley Dynamics Engineering Limited. The site selected was Barnes S Tucker Lancashire No. 20 Mine located near Carrolltown, Cambria County, Pennsylvania. The system concept, operating and application software was designed and developed by the. British National Coal Board. The report describes the selection of the site, specification of the system requirements, commissioning, operation and evaluation of the system under typical US mine operating conditions. Experience with the system, based primarily on the system reliability and performance of conveyor control, was favourable. Mine management personnel felt that the system had successfully achieved its objectives and were keen to expand monitoring and control to other activities.

The Bureau of Mines actively conducted a well-coordinated research pro- gram during the past fiscal year on problems dealing with the production of oil and gas, transportation of natural gas, chemistry and refining of petrole- um, thermodynamic properties of hydrocarbons, and the processing and utiliza- tion of incombustible helium gas. These particular reserach phases, compris- ing the presently scheduled activities, are integral parts of a broad program selected soon after the war as suitable for Bureau of Mines study, to meet immediate needs for specific information on petroleum and natural-gas problems of national scope. Important progress was made and many technical reports were finished during the year. Several reports were published on gas-condensate production problems, one giving the results of laboratory tests of relative merits of various steels and alloys for rosisting the corrosion that occurs in high-pressure gas- condensate wells. Research was continued, using the Bureau's windowed cell, to determine the characteristics of gas-condensate fluids, and an important paper on the phase relations of these fluids at low temperatures was published. An important part of the Bureau of Mines petroleum production research program for many yoars has been the engineering study of type oil fields. This year reports waro completed on the Lake Creek, Sheridan, and West Rod River fields, Tex.; the Atlanta field, Ark.; and the Bogge field, W.V. Othor fields under study and for which reports will be issued are the Carthage and Now Hope fields, Tex., and the Weber pool, Okla. Spocial studios to determine the characteristics of the oil-gas solutions as they exist within the native reservoir rocks have been in progress in the North Lindsay field, Okla.; the Elk Basin field, Wyo. and Mont.; and the Rangely field, Colo. The North Lindsay study brought to light several un- usual physical proporties of the oil as it is found in this deep-seated reservoir. For instance, its viscosity is less than that of water, and more than 2 barrels of the initial reservoir oil must be produced to yield 1 barrel of "stock-tank oil." In the Elk Basin and Rangoly fields the oil-gas solution varies in composition within the reservoir, depending upon structural location. Engineering studies were continued on woll spacing and on drilling fluids with special emphasis on obtaining uncontaminated cores, or coros for which the flushing action of the drilling fluid can be dotormined accurately. In connection with research on production of oil by secondary recovery methods, progress was made in studies of conditioning water for subsurface injoction, of input ratos and pressures for water-flooding oil sands, and of the selective plugging the more permeable mediurs to prevent or retard channel- ing of the injected fluid. The availability of fuels for all types of internal-combustion engines still is tho primary resoarch project in potroleum chomistry and refining. This rosearch program is subdivided into a sorios of problems under four main topics: (1) Raw-material studios; (2) relationships of fuel consumption, proporties, and performanco; (3) utilization of potroleum products; and (4) analytical mothods, which include chomical and physical property detorminations.

Recent theoretical, experimental, and field studies conducted by the Bureau of Mines suggest that rock failures may be predicted and, in some instances, controlled. Theoretical studies that were later corroborated by laboratory and field studies predict that a seismic anomaly will precede rock bursts and/or roof falls in mines. The seismic anomaly is predicted to consist of an increase in the number of seismic events occurring in the immediate vicinity where the failure 1s nucleated. This increase will then be followed by a dramatic decrease of seismicity in a broad region that surrounds the location of the impending failure. The dimensions of this region allow a preliminary estimate of the time to failure (measured from the time the seismicity increase began) as well as an estimate of the energy that will be released at the instant of failure. Field observations indicating that this predicted behavior does precede rock bursts and a roof fall are presented in this report. Implications of results to the problem of failure control in mines that experience massive rock failures are discussed.

This is done to increase the potential capacity of the well and thereby increase its "daily allowable" production (see p. 9 ), to shorten the time required to produce the recoverable oil, and to increase the quantity of oil recovered ultimately from the reservoir. The porosity and. permeability of limestone formations seldom are uniform throughout the proved area, consequently the production capacities of completed wells vary considerably. Acid treatment of wells tends to increase production capacity and to equalize potential capacity. If offset wells already have been treated with acid, new wells usually are treated to protect the property on which they are drilled against drainage. This Bureau of Mines report summarizes the performance characteristics of a 30-day around-the-clock gasification-pelletizing test conducted in October and November of 1980 with North Dakota Indianhead lignite. Gasification was conducted in a commercial-size, 6.5-it-diam, Single-stage, fixed-bed, atmospheric pressure producer with a rated capacity of about 30 million Btu/hr. Iron oxide pellets made from a commercial hematite concentrate were fired with the low-Btu gas in a 2.8-ft-diam by 35-ft-long pilot plant rotary kiln at a rate of 900 lb of pellets per hour. Gasifier operations at fuel feed rates up to 3 tons of lignite per hour and hematite pellet induration with raw 160-Btu/std ft3 lignite gas are described.

THIS REPORT describes the occurrence, mining, and use of refractory clay in Colorado within Region III of the Federal Bureau of Mines, which includes the States of North arid South Dakota, Nebraska, Wyoming, Colorado, Utah, New Mexico, and Arizona. Field work by the Bureau of Mines, United States Department of the Interior, included examination of active and abandoned refractory-clay mines as well as a reconnaissance survey and sampling of numerous clay-bearing formations exposed in Colorado. Information from the survey and the sampling will help guide private industry in its search for virgin sources of refractory clay. Library research of published and unpublished reports from various Federal, State, and private sources was conducted during the early phase of the investigation. Most of the refractory clay mined in the Denver-Golden district of Colorado is not used for refractory purposes but is blended with other clays in the manufacture of structural clay products. The predominantly flint-clay de-posits in the Pueblo and Fremont County districts are mined and utilized chiefly in fabricating refractory products.

Methane sensors using principle of catalytic oxidation of methane are employed for determination of methane content in ambient air of coal mines. Certain foreign gases or vapors in the air poison the catalyst of the sensor effecting the sensor's response. After literature search of poison compounds of Pt and Pd oxidation catalyst, experimental studies of catalyst poison kinetics were made for three siloxane compounds, tributyl-phosphate, monobromotrifluoromethane, and hydrogen sulfide, selected as poison vapors. Concentration range of the poison vapors was varied in a range from 3000 to 0.1 ppb (v/v). Three siloxane vapors produced strong catalyst poison effect, followed by tributylphosphate, hydrogen sulfide and monobromotrifluoromethane for the high concentration level of the poison vapors. The poison effects are influenced significantly by concentration of the vapors. Threshold poison vapor concentrations where effect of the poison vapors on the sensor is minimal were determined experimentally. Experimental studies were made further for prevention method of catalyst poison by adsorption techniques. Use of activated carbon cloth inserted on the sensor's head prevented catalyst poisoning efficiently.
