Comprehensive world mineral industry investment data do not exist, but limited material published on aggregates of in vestment in some elements of the world mineral industry suggest a continued up-turn in the investment level, at least in market economy countries in 1989. Steel industry investments in Organization for Economic Cooperation and Development (OECD) countries are not yet available for 1989 but, as shown in table 6, increased by 22.1% in 1988, after showing a decrease of 5.2% (revised) in 1987. The pattern of investment ups and downs varied during 1988 within country blocs and economic alliances showing no particular trends. Investment in the steel industry by the United States increased by 58.3% between 1987 and 1988 and was 1 1.9% higher than the previous highest amount invested during the 1984-88 period but was still 41.5% less than the amount invested in 1983. Investment in the steel industries of the European Coal and Steel Community (ECSC) dropped again in 1988 from the revised amount for 1987, which became the first drop after several years of steady growth in what became the expanded ECSC in 1986. This drop in 1988 was the result of lower investments by Denmark, France, the Federal Republic of Germany, Ireland, Italy, Luxembourg, the Nether- lands, and Spain, investments grew or remained level in Belgium, Portugal, and the United Kingdom in 1987 and 1988. A decrease in investment in the Canadian (-26.6%) steel industry was offset by in- creases registered by the members of the European Free Trade Association (EFTA) of 31.7%, by Japan of 19.8% by Turkey of 22.4%, and a slight increase by the nations of Latin America. If data for the world steel industry as a whole, including those of the centrally planned economy countries, were available, the same pattern presumably would be shown as that reported; that is, it would remain fairly stable, with increases in some countries being offset by decreases in others. However, the lack of comprehensive information on the centrally planned economy countries makes it impossible to determine whether the overall trend was up or down despite recorded increases or decreases in production of the materials involved. During the past 15 years the Bureau of Mines has made and published several hundred analyses of typical petroleums and has developed a system of interpreting the analyses and of classifying crude oils. In describing crude petroleum frequent reference is made to the "base" of the oil, a usage the petroleum industry has found convenient. As part of its general study of the characteristics of crude oils, therefore, the Bureau of Mines has developed a system of classifying them according to "base." This system as first published in 19274 was limited to four classes and in its original form is no longer considered adequate. Since the system was first published the Bureau has analyzed a large number of crude oil-, including representative samples from nearly every important producing field in the world, and has found that the system of classification could be revised and amplified to advantage. The revised system is presented herein. Bulletin 2916 states that many oil producers and refiners use the word "base" much as it is used in pharmaceutical work. For example, the "base" or "basis" of an ointment or salve is the fatty material (lard, petroleum, or lanolin) used as a vehicle or carrier for the active medicinal principles. Apparently many of the pioneers in the petroleum industry considered crude oil similar in nature to these medicinal products in that it consists of a semisolid, nonvolatile base and 1 volatile portion can be distilled off to make gasoline, kerosene, and other products. Many crude oils when chilled slowly deposit a waxy material (paraffin); this fact may have been one reason for the use of the term "paraffin base" in referring to such oils. Almost all of the petroleum first discovered in the United States was of this nature; not until the oil industry was extended to California and along the Gulf coast was petroleum found that contained no wax but apparently did contain asphaltic material Accordingly, these oils were known as "asphalt-base" oils. The use of this term, however, seems unfortunate, as better-grade oils of this type contain little if any asphalt; the descriptive term "naphthene base" now seems to be a more desirable term than "asphalt base." The term "intermediate base" is also used commonly in referring to oils intermediate in oharacteristios between those of paraffin and naphthene base.

This report on the physical and chemical properties of typical crude oils of Oklahoma is the sixth in a series of preliminary chapters of a bulletin covering the producing districts of the United. States. Preceding reports* may be obtained on request. The details of the methods used in this survey in collecting samples, making laboratory tests, and interpreting results are discussed in the first three papers. If any errors or omissions are noted by readers, it is hoped they will be brought to the attention of the Bureau of Mines for correction before the appearance of the permanent report. Samples of Oklahoma crudes analyzed in this report were taken from those fields representing the major production of the State. The Oklahoma Geological Survey designates 172 different oil and gas fields in the State, S1 being in Osage County, 14 in Tulsa County, 14 in Okmulgee County, 9 in Washington County. The list of samples collected by the Bureau of Mines represents only 5 fields in Osage County - Bigheart, Burbank, Hominy, Osage Junction, and Pershing - yet these samples, together with those from adjoining fields, are representative of nearly all crude produced in the county. Samples of fine coal refuse were obtained from 11 coal preparation plants throughout the United States. These samples were characterized by ash analysis, particle size, and mineral composition. From the characterization, geographical locations, and the dewatering equipment being used by the plants, five sites were selected for obtaining bulk fine refuse samples. The selected coal preparation plants were using for final dewatering thickeners followed by: a vacuum disc filter, a filter press, a belt press filter, a centrifuge, and a settling pond. None were using thermal drying. The moisture content of the final cake varied from approximately 23% to 50% depending upon the feed material, flocculant addition, and the type of equipment. The filter press gave the lowest moisture content followed by a belt press and then either a centrifuge or vacuum filter. The centrifuge products were all dried to an approximate 5% moisture in a thermal dryer.

"Two in vitro systems are being developed to model initial stages in the interaction of respired dusts with the acinar region of the lung. Incubation of quartz and kaolin with dipalmitoyl glycerophosphorylcholine, a major component of pulmonary surfactant, suppresses the prompt C)1otoxicity of both dusts as measured by in vitro enzyme release from pulmonary macrophages or assay by erythrocyte hemolysis. Additional data is presented to quantitate the detoxification of quartz and kaolin by dipalmitoyl lecithin. Subsequent incubation of lecithin treated dusts with phospholipase enzymes results in partial to complete restoration of the assayed cytotoxic potentials, dependent on the lipase activity applied, the incubation time, and the mineral. Restored cytotoxic potential is due to removal of the prophylactic lecithin surface coating and/or due to residual lysolecithin which is produced by the partial enzymatic digestion of lecithin. Data is presented on the contribution of each mechanism to the restored toxicity. Again, this is dependent on the mineral used, the lipase activity applied, and digestion time. Additionally, a system is under development to challenge pulmonary macrophages in culture with native and surfactant treated dusts. A preliminary test of the dipalmitoyl lecithin - quartz rabbit pulmonary macrophage system is presented to illustrate the method.IntroductionRespirable quartz dust exposure is known to cause librotic lung disease; respirable clay dust exposure is less likely to do so as indicated by epidemiologic data on occupational exposures and by animal model studiesP·7) The hypothesis that damage to pulmonary macrophages in the acinar region of the lung by respired dusts is an early event in the disease process requires consideration because kaolin clay and quartz dusts are comparably cytotoxic to pulmonary macrophages in vitro.(3•9)"

The U.S. Bureau of Mines is conducting investigations to improve design methods for mining volcano-genic massive-sulfide (VMS) type deposits in environmentally sensitive regions. This study was conducted at the Greens Creek Mine, which is typical of many VMS-type deposits throughout southeast Alaska, and served as a case history for computer modeling and structural analysis. Results indicated that the finite-element design method provided reasonable comparisons with both the anticipated regional stress regime and the measured deformational response of the underground accessways. Investigators concluded that reasonable accuracy can be expected for stability analyses of proposed mine design scenarios at this mine using the results of this preliminary study.

This Bureau of Mines report discusses the principles of using computers to draw maps and plot geologic data of mining areas. The types of maps that can be drawn by a computer are reviewed, using as examples two separate areas where poor roof and gas emissions caused mining problems. Such maps can be used not only to help identify problem areas, but also to predict areas where problems could occur, thus giving mine operators time to work out solutions prior to mining. The average cost of a computer-drawn map for a mine property is less than $100, including computer time and man-hours for data preparation.

This report describes an in situ combustion project and three waterflood projects in Allen, Anderson, and Wilson Counties, Kansas, that will be visited during the 1964 annual tour of the Kansas-Oklahoma Waterflood Association. Among the unique features of the projects are the movement of heavy crude oil through the reservoir and into the wellbore with energy furnished by burning a portion of the crude oil therein. Another feature is the simultaneous injection of C02 and water, through separate tubing into input wells during early development, to increase injectivity at moderate pressures, Discussion of individual projects includes information on their early history, source and treatment of injection fluids, oil production-decline curves, and the results of water injection on oil production.

Unusual mining conditions prevail in the State of Washington because the majority of the coal seams lie on extra steep dips, and the roof and floor of the seams are of such a character as to require an excessive amount of timber- ing. The seams as a rule give off a considerable amount of methane, which makes good ventilation imperative. Due to physical conditions, supervision is costly and travel about the workings is difficult. Because of the facts stated, the accident rate has been above the average, and for some time considerable thought has been given the idea of making promotion of safety in and about the mines a responsibility to be shared equally by the employees and the management. With this idea in mind the legislature of the State of Washington, turing March, 1927, passed laws providing that safety committees be selected to function at the coal mines of the State and at the same time recognizing the fact that first-aid education is an integral part of any safety movement; legislation was passed making it mandatory to have all persons in and about the ines trained in first-aid administration. The provisions of the State mining law3 are as follows: "In every mine a general safety committee shall be selected, composed of the mine superintendent or manager of mines, one man selected by the employees or any association of employees in or around said mine, and a third member selected by these two. "The general safety committee shall elect one of the members to act as chairman and one to act as secretary. The duties of the chairman shall be to preside at all meetings of the general safety committee, enforce its rules and regulations and see that its business is conducted in a prompt and business-like manner. The secretary shall keep an accurate written record of the proceedings of all meetings, conduct its correspondence and post notices of regular and special meetings and other matters pertaining to safety. The duties of the general safety committee shall be to investigate all serious and fatal accidents; make bi-monthly.

The lowest number of fatalities from coal-mine explosions in the United States in any year since records have been kept was the total of 8 in 1949 and again in 1950. Even incomplete records as far back as 1870 reveal a larger annual loss of life from explosions. From 1890 to 1948 the lowest annual loss was 32 in 1946. A smaller total of 15 fatalities was reported in 1952. Figure 1 shows the total yearly loss of life from explosions in all coal mines since 1880. Those in anthracite mines alone are shown by the shaded area. The erratic variation of the chart line shows the difficulties that have confronted the industry in the struggle to control and eliminate mine explosions. Potential hazards have existed in marry mines without realization that only a small change in conditions could initiate a disaster. Many disasters causing great loss of life occurred in mines that had been regularly operated without incident for long periods. Although the number of coal-mine explosions causing great lose of life has been kept down in recent years, the exceptions still make the record anything but satis¬factory. There have been almost no widespread explosions for several years, but in a few instances many lives were lost from afterdamp. Although the violence and spread of mine explosions may be controlled, the loss of life may be heavy if many of the men happen to be in the path of the smoke and gases. For these reasons, the strictest controls must be maintained to eliminate all factors that might combine to cause even a small ignition of gas or dust.

The Bureau of Mines has been investigating deposits of critical and essential minerals in the United States since 1939. Bureau engineers made a preliminary examination of the Morefield mine early in 1943 and recommended investigation by trenching and diamond drilling, The Bureau of Mines conducted work from August to December of 1943, which indicated that the Morefield mine was a favorable location for an experimental mining program. The Bureau of Mines carried on such a program from September 1947 to March 1949. The property investigated is 30 miles southwest of Richmond in Amelia County, Va. (fig. 1). During World War II mica and beryl were shipped from the Morefield mine, but after the high prices and premiums paid during the war years were not available the mine was closed.

Sludge ponds of fine coal, fine soil, and water created behind large piles of coarse coal waste can present hazardous conditions; this is a Bureau of Mines report of the subsurface physical property data developed on the fine coal waste materials that make up the core areas of two typical coal waste impoundments. These data will help define more completely the engineering properties of this problem area of the structures. Additional calorific, chemical, and mineralogical data were obtained on the coal waste materials to determine possible uses or development of byproducts. The possibility of extracting alumina from coal ash was also investigated.

"INTRODUCTION The fuel requirements for industrial and domestic consumers in New England, in normal times, are supplied almost entirely by fuel oil, anthracite, and bituminous coal. A shortage of these fuels occurred during the war. This shortage was caused by (1) The diversion of oil to military uses; (2) the use of railroad and boat facilities that ordinarily would transport coal for the transportation of war materiel; (3) the inability of coal mines to apply the increased demand for coal which resulted from the conversion from oil to coal by domestic and industrial consumers; and (4) the increased demand of war industries for coal. Because of this critical fuel situation, an investiga¬tion was made of possible sources of fuel nearer to points of consumption in New England. Meta-anthracite, which is a satisfactory fuel for some purposes, had been mined in Massachusetts and Rhode Island many years ago. However, the introduction of freer-burning anthracite and bituminous coal into New England markets resulted in the abandonment of these mines.The coal mined in the vicinity of Portsmouth on Aquidneck Island, Newport County, R. I., had been used successfully for smelting copper ore and for fuel. It is reported that this coal is less graphitic than the material mined at Cranston near Providence, R. I. The coal is meta-anthracite and does not burn freely. However, improved equipment for burning coal has been developed, and if minable reserves of meta-anthracite should be found, methods of burning it probably could be devised.The purpose of this investigation was to determine sources of additional fuel. Since meta-anthracite mined at Portsmouth had been used with some success, an investigation was undertaken to determine the characteristics and continuity of the beds in this area."

"INTRODUCTION At various times, North Carolina has supplied small quantities of brown-iron ore to the furnace o the South. Between 1917 and 1920, the quantity reported to the Federal Geological Survey was 126,000 tons. Most of this came from Cherokee County. 3/In furtherance of the program initiated by the Bureau of Mines to develop additional reserve of iron ore during the emergency, the Cherokee County deposits were examined by an engineer 4/ of the Bureau of Mines, and work was recommended on,12 properties.The project was begun in April 1944 and continued intermittently until April 1945, when work was stopped. During this period, eight properties were explored, and an additional property was mapped.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch; Lowell B. [The principle of determining volumes of liquid by alternately drawing in and discharging given quantities of the fluid from a confined space or compartment of known volume and mechanically counting the number of displacements is well established. This is true particularly in water measurement. For several years, oil meters employing the same basic principle have beer, used for gaging oil production from individual wells, groups of wells, and in some areas for metering the entire production from a property. Especially in areas where there is town-lot drilling and space for tankage in at a premium, oil meter have been used successfully to gage the oil. This facility has obviated the necessity of installing gage tanks. Oil meters also have been used in pip-line and refinery operations and in loading tankers. Present knowledge of the subject shows that positive-displacement oil meters can be used for measuring crude oil in the field and elsewhere, provided the meter-counter mechanism is in proper adjustment and the oil has been studied sufficiently to determine the proper factor to be applied to the volume as registered by the meter, making possible the adjustment for the shrinkage of the oil caused by liberation of gas from solution.]

This Bureau of Mines publication reviews 237 papery on radiometric prospecting, which is the measurement of naturally occurring radioactivity in the earth's surface and its application to petroleum and natural gas exploration. Many theories and documented surveys are listed in both support and refutation of this reported phenomenon, and the Bureau of Mines is conducting research to obtain direct field information in order to determine the statistical credibility of a radiometric method of predicting petroleum accumulation.

In research conducted by the U.S. Bureau of Mines, platinum-group metal (PGM) flotation concentrate from the Stillwater Complex, MT, was subjected to biooxidation using Thiobacillus ferrooxidans in an effort to break down the sulfide minerals and liberate the associated PGM's for subsequent chemical leaching. Bacterial preleaching oxidized up to 94 pct of the sulfide present, destroyed the PGM-bearing pentlandite [(Ni,Fe)9S8] mineralization, and dissolved most of the nickel in the concentrate. Cyanidation at 80° C proved to be the most attractive chemical leachant, removing 34 pct of the platinum, 76 pct of the palladium, 94 pct of the rhodium, and 97 pct of the gold from the biooxidized concentrate. Research also indicated that increased sulfide oxidation during the preleach phase led to improved PGM recovery in the subsequent chemical leaching phase.

Because of the danger to life and property in a coal mine if an oil or natural gas well should be accidentally intersected during mining operations, certain precautionary measures should be carried out prior to entering previously unmined areas. The locations of all wells both at the surface and at the depth of the coalbed should be accurately determined. The condition of the well should be learned from surface observations, and more importantly, from subsurface examination by geophysical logging devices where possible. It is also desirable to learn the physical properties of the hydrocarbon-bearing rock formation and the hydrocarbon fluids. The major hazard presented by oil or natural gas wells to mining operations is that of explosion and fire due to the rapid release of gas into the mine atmosphere. Wellbore pressure, the principal index of danger, should be determined by one or more of the methods described and by a service company such as those listed in the appendix. Because of high pressures involved and the consequent hazard, much emphasis has been placed on underground storage of natural gas in areas containing minable coalbeds. Maps are shown of the principal coal producing areas and the locations of currently active gas storage reservoirs. A checklist has been included of factors to be considered when mining coal in an area where oil or gas wells exist.
