The mining ordinance of Costa Rica dates from 1830. In spite of the numerous attempts to enact a new ordinance , it has been so much amended and reamended during the hundred years of its existence either expressly or , more often , by implication , and sometimes by Executive Decrees of which the validity has been called in question - that in most cases no one but a lawyer thoroughly conversant with Costa Rican mining practice could properly advise with reference to it . The present attempt at a digest of these laws is based on the 1929 edition of Bolandi and Johanning - the only source available in Washington . Apparently this edition has no official character , and the editors themselves often made surmises although one would think that definite facts would be available in Costa Rica where it was published .

PRODUCTION of bituminous coal and lignite increased substantially in 1964. There were upward trends also in consumption, average value, exports, mechanization, and productivity. However, a significant decline in employment continued. Production.-The output of bituminous coal and lignite in the United States in 1964-487 million tons-was 6 percent greater than the 459 million tons produced in 1963. The gain was attributed largely to expanded consumption by the electric utilities, greater use at coke ovens, and an increase in exports.

The U.S. Bureau of Mines studied the interaction of longwall shield supports and adjacent strata at the Meigs No. 31 Mine in southeastern Ohio. Twenty-three legs of twenty shields at midface were instrumented with pressure transducers and monitored for 11 weeks. During the project, leg setting pressures were reduced twice to determine the effect of setting pressure on shield-strata interaction. No correlation was observed between setting pressure and leg loading rates. The shield loading profiles were consistent with a model in which the roof consists of two zones, a thin immediate roof loading the shields well below the typical setting force and a main roof zone essentially supported by the coal and gob and loading shields through its convergence. This model was used to develop an equation for estimating average loading rates at the site. The only variable of the equation is time, and the equation consists of an exponential term to account for the immediate roof loading and a linear term to account for main roof loading. The equation gave good correlation with average loading rates, but the variation in loading from cycle to cycle was too great for the equation to give good predictions of individual cycle loading rates.

Early in 1936 the Interstate Oil Compact Commission and other groups interested in forecasts of demand for petroleum requested the Bureau of Mines to make a physical inventory of crude-oil stocks in the United States. Occupational exposure to whole body vibration has long been associated with increased incidence of low back pain and low back injuries1. A number of studies have investigated transmissibility of seat pan vibration 5, 6. While transmissibility has been well researched, the mechanism by which vibration may induce injury has not been thoroughly studied. Winter et al. identified increased reflex response delay after vibration exposure and speculated that muscular fatigue may be the cause of this increase9. However, a mechanism has yet to be demonstrated completely. A potential mechanism that may explain the increased risk is neuromotor habituation. Muscle spindle organs have been shown in the extremities to be sensitive to muscle and tendon vibration. Rapid length changes in muscle have been shown to result in kinesthetic illusions as the regular firing of the muscle spindles is interpreted as muscle lengthening4, 7. These illusions have also been demonstrated in the paraspinal musculature2. With removal of vibration, research in the extremities has demonstrated increased positioning errors, probably due to neuromotor habituation8. In this research, it has been hypothesized that neuromotor habituation after exposure to occupational vibration will increase positioning errors. It is further hypothesized that these errors can be shown to be linked to increased reflex response time. Such increased reflex response time could, in turn, decrease spinal stability and increase low back injury risk. Methods Both positioning error and sudden load response were measured before and after exposure to 20 minutes of 5 Hz, 0.223 m/s2 RMS seat pan vibration. Subjects were asked to sit on an unpadded seat without a backrest. Throughout the whole body vibration period, subjects were instructed to put their hands on a stable hand rest and feet on an adjustable stable footrest. The subjects were instructed to assume a comfortable and relax sitting posture for the duration of the exposure. Positioning error was measured using an active-active reposition sense protocol. Electromagnetic markers (Motionstar, Ascension Tech, Burlington, VT) were used to track trunk motion. With markers attached to the skin at the T10 vertebra, the S1 vertebra and manubrium, trunk flexion (the angle from vertical of the line connecting T10 and S1) and lumbar curvature (the difference in inclination of the T10 and S1 markers) were tracked. In the reposition sense protocol, subjects were asked to maintain an upright trunk flexion and to rotate their pelvis and lumbar curvature to assume a target lumbar curvature. In the protocol subjects completed training trials, where they were asked to match their lumbar curvature using a visual display, and assessment trials, where they were asked to reproduce the lumbar curvature from memory. After two initial training trials, training trials and assessment trials were alternated for a total of 3 assessment trials. Reposition error was defined as the absolute difference between the target lumbar curvature and the lumbar curvature the subject assumed during the assessment trials.

The National Institute for Occupational Safety and Health investigated how the starting of induction motors may cause nuisance tripping of short-circuit protection on coal mine power systems. This research had a dual purpose: 1) to identify how motor-start waveforms differ from those for short circuits and 2) to devise a method to provide short-circuit protection without intentional time delays to account for motor starts. This technology will help ensure that surface temperatures of energized electrical apparatus will not exceed gas or dust ignition thresholds when short circuits occur.

This regional report covers the mineral industries of Canada and 40 countries and territories in Latin America and the Caribbean Basin. Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Latin America and Canada have a rich and diversified endowment of mineral fuels, metals, and industrial minerals. Tables 1 and 2 provide a summary view of Latin America and Canada's output of its major mineral commodities in world mineral supply in 1991 (revised) and 1992. Table 3 shows the relative importance of a selected group of minerals produced in Latin America in the world mineral economy.

No mines are active in the Hunter Mountain Wilderness Study Area (WSA), and no mineral resources have been identified in the WSA. However, the Monarch Mine has low potential for silver, copper, tungsten, and gold resources in quartz veins; the Shirley Ann Group and Sal Group have moderate and low potential, respectively, for silver, lead, and copper resources in skarn; claims overlying the Eureka Quartzite have low potential for silica resources; and the Tourmaline N1-4 Prospect has low potential for tourmaline resources in quartz monzonite. Copper, lead, silver, tungsten, molybdenum, wollastonite and garnet occur in skarn zones between monzonitic and carbonate units. Silver, tungsten, and copper also occur in quartz veins within monzonite. Known metallic mineral deposits are small, erratic and discontinuous. The J. 0. Mine, adjacent to the northeast corner of the WSA, may contain as much as 26 million tons of subeconomic wollastonite resources. The crest of an open pit to produce that resource would extend into the WSA. No information exists on geothermal potential because no exploration has been done in the area. No occurrences of energy minerals are known within the WSA.

The work was done in the cooperative microscopic service laboratory at Salt Lake and represents the results of cooperation between the United States Bureau of Mines, the Utah Copper Co., and the University of Utah.

The Bureau of Mines Helium Activity has developed a computer program for use in the reduction of pressure-volume-temperature (PVT) data obtained with a Burnett compressibility apparatus. This program includes important modifications and extensions of some of the methods currently used for treating these types of data and yields statistical information that cannot be obtained from any other published work. The methods of calculation make use of a general nonlinear least-squares technique developed at the Helium Research Center. Because of a need to investigate different functional forms for representing the compressibility factor isotherm, 2, the computer program has been written in such a way that the only additional coding required is the so-called compressibility function subroutine. This subroutine defines the analytical form of Z and certain of its partial derivatives. The program described herein is believed to be the most advantageous for use in treating isothermal Burnett compressibility data.

"INTRODUCTION North Carolina has been the leading producer of mica in the United States, accounting for roughly 50 percent of the Nation's output. The producing area is a belt some 100 miles in width lying in the Mountain and Piedmont sections in the western part of the State. Ashe, Watauga, Avery, Mitchell, Yancey, Buncombe, Haywood, Jackson, Macon, Transylvania, Rutherford, Cleveland, and Lincoln Counties supply the bulk of production, while small amounts have been produced in Gaston, Catawba, Burke, Wilkes, Yadkin, Stokes, and Person Counties.To assist the operators and expedite the production of mica during the recent emergency, the Bureau of Mines drilled four of the more promising mica properties in this State. The results of this exploratory program are recorded in this report.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. "PURPOSE OF REPORTMany bituminous coal-mine officials realize that coal dust presents an ever-present coal-mine explosion hazard, and that persons forced to breathe large quantities of it may be more subject to respiratory infection than persons working in less dusty atmospheres. As an outgrowth of the realization that coal dust should be allayed at its source, many mining companies have expressed the desire to install dust-allaying equipment, and in a number of mines, water or wetting solution is being applied on the cutter bars of mining machines, on mobile loaders, belts or conveyors underground, and tops of mine cars. Spraying equipment also has been installed on dumps to allay dust during dumping operations. Dust-allaying equipment has not been standardized, however, because manufacturers have found that many prospective purchasers of such equipment have different ideas. These manufacturers wish to standardize, so far as feasible, the types and placement of such equipment. Many mine officials, although interested, do not know the best or most effective methods for allaying dust.For a number of years the Bureau of Mines has advocated allaying dust by applying water or, more recently, water modified by a wetting agent on the cutter bar of mining machines and by applying water to loaded and empty mine cars in order to keep as much dust as possible from spilling onto the haulage roads. In recent years this Bureau has also advocated applying water with or without a wetting agent during mechanical loading of coal and during unloading of coal from trackless cars or buggies and from elevating conveyors. It has now become apparent that specific arrangement of pipes, hose, and nozzles should be standardized to at least some extent. It is the purpose of this report, therefore, to give in detail suggested arrangement of dust-allaying equipment in the hope that both manufacturers and mine officials will have available dust-allaying equipment with maximum efficiency to do the desired work."

"INTRODUCTION These safety standards for anthracite mines have been prepared for use as a guide for Federal inspectors. They are a revision of ""Tentative Inspection Standards for Anthracite Mines,"" published as Bureau of Mines Information Circular 7282 issued in May 1944 and used as a guide in Federal inspections. No provision made in these safety standards should be construed or operate to nullify any existing State statutes; they are intended to supplement the State statutes in the interest of increased mine safety. Mines are inspected in accordance with the Federal Coal-Mine Inspection and Investigation Act of 1941, Public Law 49, 77th Congress, H. R. 2082. Any unusual hazard noted by an inspector and not covered by these standards will be discussed in the inspection report, and suitable remedial procedure will be recommended.ARTICLE I. - SURFACE STRUCTURESSection 1. Breaker and cleaning plant.Electric switches and controls in breakers and cleaning plants should be enclosed.Where coal is dumped at or near air-intake openings, reasonable provisions should be made to prevent the dust from entering the mine.Section 2. Lamp houseNaphtha or other flammable liquids in lamp houses should be kept in approved containers or other suitable dispensers.Flame safety lamps should be permissible and maintained in permissible condition.Flame safety lamps should be properly cleaned, examined, and assembled by a qualified lamp attendant or other competent person before each period of use. The methods used and the funds available for the development and oper- ation of shall mines and the reopening of small abandoned mines frequently present problems that tax the ingenuity and resourcefulness of the mining engineer far beyond that required in the mass production from large deposits. The objective of this paper is to describe in considerable detail the means whereby engineers have solved local problems in reopening an abandoned mine at which equipment, facilities, and funds were limited... The Etowah Coal & Iron Co. Gadsden red-iron-ore mine at Gadsden, Ala., 18 of interest in this category since it is the only independent red-ore mine under active development in the State. All other red-ore mines in Alabama are owned or controlled by the large iron or steel companies. The The mine, located on the southwest end of Shinbone Ridge in the outskirts of Gadsden lies in an ares once productive. but now idle, for many years. ore is relatively highgrade compared with that in the Birmingham area, but the bed is thin and somewhat lenticular. The presence of a large blast furnace at Alabama City, 3 miles from Gadsden, and the growing scarcity of red-iron ore supplies for it offered inducements for reopening the mine in 1946. Up to the time this circular was prepared (1947) only a small quantity of ore (about 1,500 tons) has been produced and shipped to the furnace. A force of 14 men was employed in sinking the main slope and developing a third "lift" (a local term for level) 100 feet below the old mine workings.

THE INVESTIGATION of barrier pillars in the Western Middle field is part of the comprehensive study of the mine-water problem in the anthra¬cite region of Pennsylvania by the Federal Bureau of Mines (1, 2, 5, 6, 7, 8,9,10,11,1,2,15,16).8 The Western Middle field is in Schuylkill, Columbia, and Northumberland Counties in eastern Pennsylvania. It has an area of 120 square miles, is 42 miles long from Delano on the east to Trevorton on the west, and is 2 to 5 miles wide. In the Western Middle field are 58 underground water pools containing 38 billion gallons of water (5). Some of the pools overflow to the surface, and the water from others seeps into adjacent mines through permeable barrier pillars separating them from abandoned mines. Several active mines are interconnected to workings in abandoned mines, which are partly filled with water. These mines are separated by barrier pillars that are considered effective only below the altitude of the connections. In some abandoned mines, pumping stations maintain the water at altitudes where the hydrostatic pressure against the barrier pillars is not excessive and does not endanger adjacent active mines. If water in these abandoned mines is allowed to rise to where it can overflow into the active mines, it must be pumped from the active mines at lower altitudes; this materially increases the cost of pumping. It is estimated that from 1944 to 1948 approximately 30 percent of the water pumped to the surface was from abandoned mines.

The value of mineral production in Alabama increased 1 percent above the record high set in 1965. Alabama ranked second among the States in the production of bauxite, third in the production of masonry cement, native asphalt, and scrap mica, sixth in the production of portland cement, ninth in the production of iron ore, and tenth in the production of lime. The mineral industry of Alabama was dominated by the mining and processing of coal and stone, the manufacturing of cement, and the production of crude petroleum. These industries accounted for 87 percent of the State's total value of mineral production, compared with 85 percent in 1965.
