In the Unfederated Malay States, with the exception of Johore, the rights of suzerainty, protection, and administration were transferred by giam to the British Government in 1909. In the States of Kelantan, Trengganu, Kedah, and Perlis, the rulers are assisted by State Councils and by British advisers appointed by the British Government.3 With respect to Johore, the largest, richest, and most highly organized of the Malay States not in the Federation, the treaty of December 11, 1885, with Great Britain, defined the relations of the State to the British Govern- ment and allowed the Maharaja to assume the title of "Sultan"; an amendment to this treaty (May 12, 1914) provided that the Sultan should be advised by a British officer, the General Adviser. ...... The political organization of the States is reflected in the mining legis- lation, Johore being the only one having a comprehensive code. The real gross national product (GNP) expanded by 2.3% during the second quarter, down from the anomalous 4.4% growth rate in the previous 3 months. If the expansion continues through October, it will have lasted 5 yr and become the second longest in 40 yr.2 As in the first quarter, improvement in U.S. exports played a role in the continuing--albeit slow--growth. More than 2 yr of declines in the dollar relative to currencies of other industrial countries have contributed to a slight reduction in the trade deficit in real (volume) terms, as real net exports of goods and services rose $1.9 billion (table 1). Exports grew a strong 12.1% while imports, which had fallen the previous two quarters, rose 7.4%. Manufactured goods and petroleum products accounted for most of the second quarter import increase. The American Petroleum Institute estimates that the volume of crude oil and refined products imports in the first half of 1987 surpassed those in the same period last year by 7.5%, reflecting falling domestic production and higher than expected demand. Expenditure on durable goods--those that last at least 3 yr-by both consumers and producers also contributed to the second quarter expansion. Personal consumption of durable goods rose 9.0%, after having fallen the two previous quarters. Motor vehicle purchases accounted for most of the second quarter increase and the first quarter decrease. Sales of automobiles surged in the last quarter of 1986, as consumers rushed to capture the sales tax deduction that was eliminated on January 1. Sales fell in the first quarter of 1987, but have now moved closer to the trend line exhibited in the first three quarters of 1986. Automobiles accounted for half the 0.8% July gain in retail sales, and two-thirds of the 1.4% June gain. Producers durable equipment purchases also rose this quarter, accounting for the increase in nonresidential fixed investment.

Up to 1914 almost all of the world's supply of potash came from Germany and Alsace. With the cessation of shipments from Germany during the World War the importance of a domestic suppler was evident. During the past 15 years the United States has been working toward the establishment of a domestic potash industry which would end foreign dominance in this commodity. The Federal government has taken an active part in this program. As its share in the work, the Bureau of Lines has ascertained the potash resources in certain district's through core drilling and has engaged in a comprehensive program of research on the extraction of potash from its various minerals. Until the passage of the Winter bill (H. R. 496) by Congress in 1928 the Bureau of Mines had not been able to give any consideration to the western ores, wyomingite (leucite) and alunite. With the massage of this bill, however, the ray was opened for the extension of the potash studies to cover these materials.

The principle objective of the research effort described herein was to identify as rapidly as possible a practical trapped miner location system. Much effort has been expended in the past on the development of a highly sophisticated seismic location system [1] for trapped miners. Field tests of this system have shown that the location accuracy is limited by a combination of seismic velocity anomalies, timing errors, and in general by the relatively weak nature of the signals received at the surface. It was first felt that similar propagation anomalies would be experienced by electromagnetic systems, but to a greater extent than the seismic. However, preliminary tests performed by Westinghouse on the Operations and Maintenance Program, Contract No. H0210063 in 1971 and 1972, indicated that an electromagnetic solution to the location problem may be more feasible than a seismic solution. Thus a more concentrated effort was launched in 1972 and 1973 to more completely determine the feasibility of electromagnetic location systems for trapped miners. Two different approaches to the location problem were undertaken on this program: (1) A pulsed electromagnetic system was developed by the Special Systems Division of Westinghouse in Baltimore, and (2) a Continuous Wave (CW) System was developed by Westinghouse Georesearch Laboratory (WGL) in Boulder, Colorado. Part I of this report will deal only with the development and results of CW Location System developed by WGL. The CW Location System was field tested at three eastern coal mines and at one western hardrock mine. The maximum overburden depth penetrated during these tests was 990 feet at the Robena No. 4 mine near Waynesburg, Pennsylvania. The earth conductivity at this mine was measured to be 1. 1X102 mhos/m, which combined with the deep overburden make this mine representative of expected worst case conditions for a coal mine EM location exercise.

The Bureau of Mines study described in this report was conducted in the Denver, Colo., area (1) to summarize existing conservation practices as related to the most beneficial utilization of deposits of sand and gravel; (2) to identify the conflicting positions of the aggregate producer, the mineral owner, nearby residents, and local government officials responsible for determining land status and for issuing operating permits; and (3) to show the need for planning in Denver and in other expanding communities toward obtaining the benefits of conservation of our rapidly dwindling mineral resources. In order to determine the effects of urbanization on the Denver aggregate industry, interviews were held with owners of sand and gravel operations, with producers of concrete and bituminous pavement, with city and county planning and zoning personnel, and with representatives of various interested organizations. The conservation and ultimate utilization of deposits of construction raw materials near expanding urban areas can best be accomplished by long-range land-use projection and the requesite cooperation of technically advised planning and zoning administrators, government officials, mineral producers, and land developers.

The literature on radium is already voluminous, but mcuh of it is too technical to be intelligible to the average reader, and there is no single publication that covers certain economic features of the radium industry. As a result of the renewed interest in the possibilities of domestic carnotite deposits a number of requests have been made to the Bureau of Mines for information, more particularly with reference to the business aspects of the industry. In order to meet this apparent need, the present paper has been prepared from material available in the files of the bureau. The technical data are compiled from various sources and are believed to be reasonably dependable, but the attempt has been not so much to achieve meticulous scientific accuracy as to brim; together facts of industrial significance and popular interest. GENERAL DESCRIPTION Radium is a brilliant white metal that melts sharply at about 700°C. and volatilizes appreciably at that temperature. With an estimated specific gravity of nearly 6.0, it is more than twice as heavy as aluminum and 25 per cent lighter than irons. Although it has been isolated in its metallic state, it is not used in that form, partly because it tarnishes rapidly even in dry air (forming a nitride), partly because of the greater expense of reducing it to metal, and partly because of the difficulty of dealing with such minute quantities of material. It is used always in the form of its compounds, the most important of which from the vie point of utilization are the bromide, chloride, and sulphate.

This summary of State laws or explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful In determining whether relevant statutes exist, and In locating them quickly,-with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

Between 1986 and 1989, at the request of the U. S. Bureau of Land Management, personnel from the U. S. Bureau of Mines Western Field Operations Center studied the highly-mineralized, 25,335-acre, Crack Canyon Wilderness Study Area (UT-060-028A), to evaluate its identified mineral resources. The 16-mi-long, 2-mi to 4-mi-wide stud/ area is on the southeast side of the San Rafael Swell, about 40 mi southwest of Green River, Emery County, southeast-central Utah. The study area is underlain by Mesozoic sedimentary beds. Uranium, the principle mineral resource, occurs in two formations. The principle uranium deposits are in mudstone, sandstone, and conglomerate lenses in the 22-mi-long outcrop of the Triassic Chinle Formation which parallels and straddles the northwest boundary of the study area, Some small low-grade uranium occurrences and an extensive gypsum deposit are hosted by the Jurassic-age rocks that underlie the southeast part of the study area.

Mine inspection in Alaska by the Federal mine inspector was somewhat handicapped during 1915,the inspector having to spend a large part of the summer and fall in examining the Matanuska coal field in connection with the designation of the Government reservations and the leasing units in that field. However, in addition to>this work, the mines in southeastern and southwestern Alaska were inspected by both Federal and Territorial inspectors, a considerable number of men near the Federal inspector's officeat Juneau were trained in first aid to the injured and in the use of mine rescue apparatus, the mines of the interior and of Seward Peninsula were inspected by the Territorial inspector, and a suit was brought in the name of the Territorial inspector for the nonreporting of serious accidents under the Territorial inspection law. The work of the Federal inspector was handicapped also by a lack of field assistants. This condition is likely to be serious, as preparations have been made for opening the Matanuska, Bering River, and Nenana coal fields, and a number of permits granting the free use of 10-acre tracts in other fields throughout the Territory have been issued. The need of a comprehensive inspection law and experienced engineers to safeguard the opening of coal mines by operators who are not familiar with coal mining and are using inexperienced help is obvious.

"INTRODUCTION The First Supplemental National Defense Appropriation Act, approved August, 25,, 1941, authorized the Bureau of Mines to investigate sources of raw, material for western production and appropriated funds for that purpose. Numerous iron deposits and prospects in the Western States were investigated. Among those selected for more detailed investigation were tile Apache and Chodiski deposits in Arizona.The United States Geological Survey had examined these deposits in 1929 3/ and estimated that ""the quantity of minable ore reasonably to be expected in this locality will reach 10,000,000 long tons, but it will require prospecting by core drill to demonstrate this quantity with certainty"". C. H. Johnson, a mining engineer of the Bureau of Mines, made a preliminary examination in October 1941 and proposed exploration of the Apache deposit Canyon Creek.A trench sampling project was set up, and work at the Apache deposit commenced in November 1941. Mapping, trenching, and sampling of outcrops was completed in March 1942. Trenches were laid out at approximately 200-foot intervals for about 9,200 feet along the iron outcrop east of Canyon Creek, and channel samples were taken across the iron formation. The outcrop also was explored by trenching and sampling along a 1,900-foot outcrop on the west side of Canyon Creek.The first diamond-drilling campaign at Apache was initiated in May 1942 and continued to January 1943, when work was suspended owing to depletion of funds. Six holes spaced at approximately 500-foot intervals and, 500 feet back from the outcrop on the east side of Canyon Creek were drilled through the iron formation during this period.While this drilling was in progress, the Chediski deposit was mapped, trenched, and sampled. The trenches were spaced at intervals of approximately 800 feet along 10,000 feet of the iron-ore outcrop."

The contract objective is the development of an Automatic Fire Control System for Mobile Underground Metal Mining Equipment. The Phase I Report, which described the projected data handling plan, was published on July 24, 1975. The Phase II effort covered the period from July 24 through December 2 and accomplished the following objectives: ? Acquisition of data in accordance with the project data handling plan. Data were acquired through visits to twenty mine sites in ten states and Canada; visits to Bureau of Mines and MESA facilities; visits to mobile equipment manufacturers; and an extensive literature search. ? Analysis of accumulated data which provided the following specific types of design inputs: selection of the type of mobile underground equipment found to represent the greatest overall fire hazard; typical operating conditions for the vehicle; characteristics of the reported fire experiences; and performance, cost and maintenance factors affecting potential purchases of automatic fire control systems for underground mining equipment. ? Development of the AFCS design concept. Utilizing the data analysis results and considering the state-of-the-art of fire control system components, a recommended design concept was developed with particular emphasis placed on the need for a low cost and reliable system. Design trade-off studies are provided for the recommended system and for four alternate system concepts.

In June 1929 the Bureau of Mines issued a 13-page information circular entitled "Mineral Wool," which was one of the first publications to present to the public Rome technical aspects of the mineral-wool industry. Since then several articles on the subject have appeared in the technical press as well as in publications of State organizations. Inquiries for information on mineral wool have continued to be received by the Bureau of Mines in large number, and in 1935 it was decided to make a field survey of the plants then producing and to collect therefrom technical data to be compiled in a paper for nubile distribution. With the cooperation of the industry, this survey was made, and Information Circular 6984, Mineral Wool, was published in January 1930. The issue was exhausted after a few months, and requests for copies continued to come to the Bureau. As opportunity arose, further field studies were made in American as well as Canadian plants. The present circular contains the essential information in Information Circular 6994 together with date from later field studies.

The barite industry has made notable progress since the days when barite was used only as an adulterant in white-lead paints and the only method of mining it was with pick and shovel. The following chronological record may serve to show how this heavy white mineral has grown in importance in the national exonomy and at the same time to indicate development of methods for obtaining it. 1845. - Barite first, mined in Fauquier County, Va., for use as an adulterant in white-lead paints. 1850 (approx.). - French settlers 60 miles southwest of St Louis, Mo., discovered barite; called it "'tiff;' meaning white. It was mined and shipped to St. Louis for use in paint.

ONE OF THE many services rendered by the Federal Bureau of Mines is the identification and general examination of ore and mineral samples. Many of these, coming from almost every State in the Union, are clay and shale samples. Other Government agencies, State geologists, universities, and other laboratories are often requested to make similar examinations. This publication describes methods of testing these samples. An earlier paper, published in 1943, described Bureau of Mines methods of testing such clays.3 This paper was to be followed later with another (part II) that would describe much more thorough testing than did the rather general outline of part I. Part I has been out of print for some time and needs revision, and part II was never written; hence, the present publication is designed to include part I and also those additions intended as part II. The tests presented in part I were simple, requiring only the ordinary equipment to be found in any good chemical laboratory. The second publication was to include a greater number of test procedures and information on increasing the accuracy and precision of those previously given.

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The term "mineral" in its commercial sense has been defined as any organic substance found in nature having sufficient value sepa- rate from its situs as part of the earth to be mined, quarried, or dug for its own sake or its own specific use. Through the courtesy of the State Department, the Bureau of Mines has received a compreensive report on the jede industry of Burma, pre- pared by American Consul Winfield H. Scott, Rangoon, Burza. This mater- ial is the main basis for the present circular, although free use also has been made of reports on the jede industry in China and Germany by consular officers in those countries, to whom footnote credit is given. The word "jade" is said to be derived from the Spanish "piedra de ijada" (hijada) meaning, literally, "stone of the side," as jade was supposed to cure pains in the side; nephrite (a jade mineral) was named from the Greek word meaning kidney, because it was formerly warn as a re- medy for kidney diseases. To the Burmeso, jade is known as "Kyauksein," or green stone, and to the Chinese, all varieties of the material are referred to as "Yu" or "Yu-chi", According to Confucius, jade was symbolical of. justice, harmony, intelligence, and humanity, and the Chinese of today believe that by using ornaments made of this stone, the wearer is. protected from the "evil eye" as well as from diser.se. Ornaments of carved jade were known to the ancient civilizations of Mexico and Peru and to the peoples of other sections. of Central and South America, Jade ornaments also have been found in the lake dwellings of Switzerland and in Crete; thile in China, as far back as the Chou dynasty (B. C. 1122 B. C. 255) it was used in the production of various classes of precious vessels and as insignia of rank.

In the last several years, the coal mining industry has made significant changes in the design of longwall mining systems to make them more productive. Some changes, such as increasing the length of the coal faces and increasing the capacity of the face conveyors, have resulted in problems with achieving sufficient motor torque to start and operate the longwall face conveyors. Other changes, such as increasing the size and/or decreasing the percent impedance of longwall power center transformers, have resulted in problems with the short-circuit currents on the transformer secondaries exceeding the interrupting ratings of the molded case circuit breakers used to protect the secondary circuits. A survey of 24 longwall mining systems in northern West Virginia was conducted to investigate both problems. The results of the survey are presented and analyzed. Several recommended solutions to the problems are presented to enable the coal mining industry to design safe and productive longwall mining systems.

The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures.
