Noise induced hearing loss (NIHL) is the most common occupational disease among workers in the mining industry. Previous studies conducted by the National Institute for Occupational Safety and Health (NIOSH) have shown that approximately 90% of coal miners and 49% of metal/non-metal miners have a hearing impairment by age 50. The Mine Safety and Health Administration (MSHA) has determined that continuous mining machines rank first among all equipment in underground coal mining whose operators exceed 100% noise dosage. The conveying system is one of the principal noise sources on continuous mining machines, due to metal on metal impacts that occur between chain flights and the conveyor deck. A highly durable polyurethane coating has been developed for the chain flights to decrease noise generated by these impacts. A continuous mining machine retro-fitted with coated flight bars has achieved overall sound level reductions of 5-7 dB in a laboratory setting. This paper evaluates the effectiveness of this engineering noise control in reducing the noise exposure of continuous mining machine operators in an underground coal mine environment. The results show that the operator of a continuous mining machine utilizing the coated flights receives a predicted 35% reduction in total work shift noise dose.

Hand scaling is a physically demanding job and is responsible for numerous overexertion injuries in mining. This experiment studied rib scaling from an elevated bucket to examine force generation capabilities and electromyographic responses to a prying subtask. Subjects exerted force using two bars (steel and fiberglass) at five target heights. Work height significantly affected peak prying force during scaling activities with highest force capacity at the lowest level (p = 0.0188). Bar type did not affect force generation (p = 0.7843): However, use of the fiberglass bar required significantly more muscle activity to achieve the same force (p < 0.05). It was concluded that miners should scale points on the rock face that are below their knees, and reposition the bucket as often as necessary to do so. Additional research is needed to fully understand the impact of bar type on the physical demands of an entire scaling task.

Current certification testing of self-contained breathing apparatus includes tests with human subjects wearing the apparatus while exercising. During these tests, certain apparatus variables are measured during rest periods. Because of concerns that the present tests may not accurately simulate the stresses to which an apparatus is subjected in the field, the Bureau of Mines proposed new human subject tests. It was also felt that different measurement techniques would supply more reliable data on the apparatus response to these stresses. The Los Alamos National Laboratory was asked by the Bureau to evaluate the proposed tests and monitoring techniques. The major conclusions derived during this study are these: (1) The proposed tests are not too physically demanding. (2) As long as human test subjects are used, a minimum subject weight should be required for certification tests. (3) Important apparatus variables are the breathing resistance, temperature, and carbon dioxide and oxygen concentrations of the inhaled gas. (4) Continuous monitoring should be used, rather than monitoring only during rest periods. (5) New pass/fail criteria based on realistic estimates of the user&apos;s physiological requirements, as tempered by present and future engineering limitations, are needed. (6) When available, breathing machines, rather than human subjects, should be used for most certification testing. (7) A more realistic ergonomics test than that proposed is needed. (8) A gas leak test for the system and a facepiece leakage test are also needed.

The Mining Law of 1910 , with amendments of 1914 and 1928 , is at present in force in the Dominican Republic . The first and basic mining law of the Republic was passed in 1876 , and although numerous changes and amendments have been made from time to time , the new laws and amendments thereto have not changed the original or basic law materially . However , these enactments have materially changed the legal methods governing the exploitation of the mineral resources of this country and have added new regulations and requirements to those concerning certain specific minerals , etc. The original or basic law still exists as it was first promulgated to protect the rights of the Dominican Republic itself , the rights of the landowner , and the rights of prospectors in general . The Mining Law of 1876 remained in force , without amendment , until it was superseded by the law of May 25 , 1904 , an enactment modeled after the Mexican mining law and designed especially to encourage the investment of

Reduce the respirable dust exposure of the roof-bolter operator when downwind of the continuous miner, particularly in mines where respirable dust standards are more stringent because of silica in the respirable dust. Dust Sources If roof-bolter dust levels are excessive, the bolter dust collector should first be checked to ensure that it is operating properly. (Technology News No. 219 provides information on how to spot and repair bolter dust collector problems). If the roof-bolter dust collector is operating properly and dust levels are still excessive, then the source is most likely a continuous mining machine operating upwind. In many sections, the roof-bolter operator must work on the return side of the continuous miner during part of the production cycle. The National Institute for Occupational Safety and Health?s Pittsburgh Research Laboratory conducted a full-scale test of a composite polyurethane-aggregate seal in a hydrostatic chamber at the Lake Lynn Experimental Mine. This composite seal consisted of a polyurethane and limestone aggregate core that was formed between two concrete block walls. In the hydro-static chamber test, water is used to pressurize the seal. During the test, the maximum average water pressure the seal was able to withstand was 18.9 psi. Further, the seal began to yield at an average water pressure of only 17 psi. At the time of the test, the minimum seal design requirement was 20 psi under 30 CFR4 75.335 (2005). Therefore, based on this test, the seal did not meet the regulatory minimum design requirement. Uniaxial compressive tests conducted on samples from the polyurethane-aggregate core revealed that both the compressive strength and the elastic modulus of the material were much less than that for polyurethane only with a density of 10.0?12.0 lb/ft3. The significant reduction in the strength and stiffness of the polyurethane-aggregate mixture results from the formation of a soft polyurethane foam around each piece of aggregate. The formation of the soft foam seems to be caused by residual moisture from the aggregate. The moisture also caused the density of the polyurethane in the polyurethane-aggregate mixture to be less than the design requirements. The lower density of the polyurethane in the mixture, along with the formation of zones of pure polyurethane only, resulted in the overall seal density being less than the design requirements. During seal construction, steps were taken to control the moisture, but were not successful. An analysis of the seal failure showed that the calculated shear stresses at failure and the estimated shear strength of the polyurethane-aggregate mixture are fairly close. This suggests that the strength properties of the polyurethane-aggregate mixture along with a weak zone of poorly bonded aggregate controlled the maximum pressure the seal could withstand. At the time of the seal testing, the minimum design requirement was 20 psi, as specified at 30 CFR 75.335 (2005). New emergency temporary standards for seal designs were promulgated on May 22, 2007, with a minimum requirement of 50 psi under specified conditions. However, it will be shown that the evaluation of the polyurethane seal performance as designed to meet the older 20-psi criterion can be relevant to the design requirements under the new standards.

This Bureau of Mines report is a background study of severance taxes on mineral production. The rates, bases, and other features of State severance tax legislation as of March 1978 are presented, as are the amounts of State severance tax collections for fiscal year 1977, Some statistical comparisons between severance tax collections, total State tax collections, and total value of mineral production in the States involved are presented to portray the relative importance of severance taxes both in State tax revenue systems and in mineral industry revenues. A general discussion of the purposes and principles of taxation, the unique nature of a mining enterprise, the various types of taxes imposed on mineral production, and the character and rationale of the severance tax and its impacts on mining firms sets the severance tax in perspective. A bibliography of materials on the severance tax is included.

Cameroon&apos;s mineral industry continued to be dominated by crude petroleum. The country&apos;s economic development depended on the production and export of crude oil. Oil output was estimated to be 56 million barrels in 1984 compared with 47 million barrels in 1983 and 39 million barrels in 1982. The country&apos;s only refinery processed approximately 16,000 barrels per day of crude oil in 1984, operating at slightly over 50% capacity. This volume, however, supplied the domestic need for motor fuel and heating oils. Cameroon&apos;s economy continued to expand despite problems and setbacks stemming from the attempted coup of April 6, 1984. Gross domestic product (GDP) growth in 1984 was 6.5%, the same rate as in 1983. Offshore crude petroleum production was the chief factor in the sustained economic growth. The country also maintained a relatively strong balance-of-payments position through oil exports. Investment, ranging up to 25% of the GDP, greatly contributed to sustained growth. The oil sector contributed approximately 14% to Cameroon&apos;s GDP in both 1983 and 1984.

"Gas hazards may be divided into two principal classes- namely (1) inflammation and explosions; (2) asphyxiation and poisoning. Inflammation and explosion are prevented first by adequate ventilation so that gas sufficient to propagate flame or explosion can not accumulate, and second, by avoiding sources of ignition such as open lights, flames, sparks, electrical arcs, short circuits, or sparks. Ventilation is also the best preventive measure against asphyxiation and poisoning from toxic gases. When men must enter unventilated or poorly ventilated places containing poisonous or asphyxiating gases, suitable gas masks, hose masks, or oxygen breathing apparatus should be worn. As a rule, loss of life and property from gas hazards is due to ignorance of the properties and hazards of various gases commonly used, and consequently a failure to use proper measures for eliminating and meeting these dangers. It is the purpose of this paper to describe briefly the common gases and vapors with respect to the hazards involved in their use and to discuss the necessary precautions and methods for avoiding these dangersLight, heat, and power are prime essentials of our modern industrial civilization. The combustible gases and vapors used for the production of these necessary elements of our existence comprise the largest and most common group of domestic and industrial gas hazards. Almost every individual in his daily life subject to possible danger from asphyxiation, fire, or explosion due to one or more of these gases. For evidence one need only refer to the daily newspaper where headlines such as the following are frequently seen; ""Family asphyxiated by carbon monoxide from gas heater;"" ""Schoolhouse wrecked by gas explosion in basement;"" ""Man killed by automobile exhaust fumes in his garage;"" ""Fireman overcome by smoke fumes in basement ""Woman"".""Boman severely burned by accidental ignition of gasoline used in cleaning gloves;"" and 'in recent Years we often see ""Building wrecked by explosion of still in residential district.""It will be noted that these accidents are due to inflammation, explosion, or asphyxiation. Any combustible gas or vapor, when mixed, with air or oxygen within certain limiting proportions, will explode on ignition. The violence of the explosion varies with respective proportions of air and gas, and with the degree of confinement of the mixture. For example: Mixtures of natural gas and air containing between 4.5 and 12 per cent natural gas will explode, or propagate flame throughout the mixture without the continual presence of the source of ignition that started the inflammation. Tables show the relative frequency of violations of certain provisions of the Coal Mine Health and Safety Act of 1969 in particular areas of concern, such as circuit breakers, grounding, and permissibility. Owing to changes in State mining laws, the Maryland Bureau of Mines requires all mine foremen to have a thorough, practical knowledge of mine gases and the limitations and use of recognized gas-detecting devices. This requirement involves immediate training of second-grade mine foremen and aspirants to qualify them for certification under the new law. Cooperation of the Federal Bureau of Mines was requested, and a plan for training was discussed and adopted. The methods used in Maryland aroused unusual interest by participating individuals, and the final results were very satisfactory. Consequently, it is thought that this plan will be of interest and assistance to other organizations faced with the need for such training.

Objective Provide mine safety personnel, MSHA, and equipment manufacturers with a comprehensive, up-to-date, and well-documented database of metal and nonmetal mine fire incidents in the United States from 1950 to 1984 and perform a statistical analysis of these incidents. The data-base is designed for use by mine engineering and safety personnel to aid in determining especially hazardous practices or conditions.

The direct method test was developed for general mine safety applications by the U.S. Bureau of Mines in the early 1970&apos;s to measure the gas content of coal samples obtained from the relatively shallow depths of eastern U.S. coal mines. Over time, applications for gas content data evolved which required increasingly accurate desorption values. It became evident that some of the inherent weaknesses in the original direct method test could best be addressed by abandoning the water displacement based desorbed gas volume measurements. The ideal gas law based modified direct method (MDM) and associated desorbed gas volume measurement apparatus was developed to provide the most accurate desorption values possible for rock samples obtained from any gas-bearing strata. The MDM has a number of significant advantages, including: (1) increased accuracy, especially for low gas content samples, (2) a test apparatus with an integral sampling port to facilitate the collection of uncontaminated gas samples, (3) an inherent head space effect correction in the periodic MDM desorbed gas volume calculations, (4) measurement of positive and negative desorbed gas volumes, (5) elimination of differential gas solubility effects as a source of error inherent in the water displacement methods, and (6) a compact and rugged test apparatus that along with the elimination of the ?glassware? required for the water displacement methods, facilitates its use in the field.

More than 50,000,000 tons of bituminous coal and probably about the same quantity of anthracite are cleaned annually in the United States by wet methods. The water, fine coal, and impurities from the water used for washing ordinarily are recovered by moans of various forms of settling tanks. Settling and clarification may be hastened markedly, thereby greatly increasing the capacity of clarification equipment already installed, by the addition of substances to the washery water that cause the fine particles in suspension to agglomerate and thus settle more rapidly. This phenomenon, although well known and applied in other fields, has been used at only a few coal washeries in the United States. It is widely employed, however, as an aid in the recovery or disposal of fine coal or impurities, as a means of preventing, stream pollution, and to enable reuse of washery water at many plants in Europe. Pioneering work in the United States has been done principally by two companies -- the Pittsburgh Coal Co., in Pennsylvania, 6/ and the Pacific Coast Coal Co., in Washington.

To reduce the respirable dust generated by auger-type continuous coal mining machines. The Approach: Use water sprays close to the cutting bits on the auger so that coal fragments are thoroughly wetted as they are formed to prevent dust dispersal into the ventilating air. How It Works: The "wet auger" system of dust control uses water sprays distributed on both shafts of auger type continuous miners. This approach has been tested underground by personnel of the Bureau&apos;s Twin Cities (Minn.) Mining Research Center on a Wilcox Mark 20 continuous miner, in a cost sharing contract with Buchanan & Sons Coal Company, Inc. Personnel of the Interior Department&apos;s Mining Enforcement and Safety Administration collected dust samples and analyzed the data. A test machine was fitted with six sprays on each auger (see Fig. 1). Water flow rates from 8 to 12 gpm at pressures from 90 to 120 psi, or about 8 gallons per ton of coal mined, were required. Mining haul trucks comprise the majority of the equipment used in underground limestone mining operations and are known to emit high levels of noise. A previous study conducted by the National Institute for Occupational Safety and Health (NIOSH) indicates that 70-90 percent of all miners have a noise-induced hearing loss (NIHL) great enough to be classified as a hearing disability by retirement age. These results demonstrate the public health need to protect the hearing of workers in the mining industry, including haul truck drivers. Cab enclosures present an opportunity to isolate the haul truck operator from both truck and other noise in the mining environment. A total of twenty-five haul truck cabs were studied which were divided into three style (treatment) categories determined by soundproofing features and technology for noise reduction: old-, new-, and retrofitted-style. This study examines the contribution of cab acoustics, operator performance, and maintenance to noise reduction for each cab style. Dosimeters were used to measure 8-hr time weighted average sound pressure levels (TWA8 SPLs) inside and outside the cabs to determine if different acoustical treatments affect cab attenuation. Adherence to the Mine Safety and Health Administration (MSHA) Permissible Exposure Limit (PEL) of 90 dB TWA8 (with a 90 dB threshold) was used as the main indicator of overall noise reduction achieved. Dosimetery results indicate only 2% of the samples exceeded the PEL, but samples could still be reduced much further. Descriptive and comparative statistics indicate that noise levels inside the new-style cabs are significantly lower than the other two cab styles. Also, data suggest that there is no difference in noise exposures when comparing the old-style to retrofitted cab styles. Operator influence (opening doors and windows) was a significant factor for increasing noise exposure. This paper demonstrates that properly designed cabs can achieve major noise reductions, but noise levels could still be reduced much further below the MSHA PEL. New-style cabs, equipped with modern noise-reduction treatments, exhibit much lower noise exposures than the other two cabs styles, and the effectiveness of the current noise-reduction treatments for retrofitted cabs is questionable. Haul truck driver observations indicate that improved noise exposure reduction training is needed. Finally, specific targets for future noise reduction research are suggested that will further contribute to the prevention of hearing loss for haul truck operators.

"The O'Jack Mining Co.'s zinc and lead deposits in Jasper County, Missouri, have been worked intermittently since the early nineties; production from these deposits was greatest during World War I and II - 4,668 tons of zinc and lead concentrates. The deposits are in a sink-hole structure in which intense deformation has taken place and in areas of disturbance in the sheet-ground horizon.While high-grade ore was being mined, the operators sank seven churn-drill holes for the purpose of extending reserves. They then asked the Bureau of Mines to explore the deposit with the object of developing a reserve of lower-grade ore that could be mined by open-pit methods. Twenty-two holes were sunk. The methods of drilling and sampling and the logs of the holes, as of those drilled by the operators, are given later in this report.INTRODUCTION AND ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mined has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. "The Federal Bureau of Mines serves the mining industry by approving equipment that is designed to prevent explosion, fire, shock, or toxic hazards in mines when such equipment is used and maintained in a proper manner, through research, consultation, testing, and inspection, the Bureau studies machinery and component parts submitted by manufacturers and others. Before receiving the Bureau's approval as permissible for safe use in mines, equipment must pass exacting tests and must meet strict requirements established through research and experience and listed in the Bureau's various permissibility schedules. An important phase of the Bureau's research is the testing of diesel engines.Mobile diesel-powered equipment can be used safely in underground noncoal mines and tunnels when mechanical ventilation is provided to dilute and remove the exhaust gas and to replenish oxygen in the underground atmosphere. Safe ventilation is determined by suitable tests of each engine used in a diesel machine. This ventilation cannot be predicted safely, accurately, and economically from any general empirical relationship.In determining safe ventilation, the quantities of carbon dioxide, carbon monoxide, and oxides of nitrogen generated by a diesel engine must be ascertained. These quantities are related to the displacement of the engine, its speed of operation, the design of the combustion chamber, and the fuel:air ratio needed to produce useful power. At overrich fuel:air ratios, all diesel engines generate excessive quantities of toxic carbon monoxide and smoke. The results of engine tests are used to determine a maximum fuel-injection rate at or below which carbon monoxide can be controlled by a reasonable ventilation and smoke is essentially eliminated. Toxic oxides of nitrogen are related to fuel:air ratio and the design of the combustion chamber. Their concentration in the exhaust cannot be controlled by engine adjustments, and each engine appears to have individual characteristics concerning formation of these oxides. Production of oxides of nitrogen frequently is the most important factor in determining safe ventilation."
