T 0 effectively evaluate property damage that is claimed to have been caused by blasting activities and in order to lay the proper foundation to build the best legal defense, identification of the actual causation for the damages are necessary. For the past twenty years, engineering personnel from VCE, Inc. (previously Vibration Control Engineering, Inc.) have been evaluating claimed blasting damages with pre- and postblast inspections, with analysis of seismic levels, blasting amounts at given distances, and with other engineering considerations. In addition to these evaluations, they have also documented other causes for damages which are of the types that are often claimed as blasting damage.

Some few years ago, when the cruiser “Brooklyn” was passing through the fairway to the southwest of the Battery, the ship being fully equipped with stores, etc., and therefore at her maximum draft, she grounded quite heavily upon some obstruction, and received injuries which necessitated her docking at the Brooklyn navy yard, where extensive repairs had to be made on her damaged bottom.

Presplit blasting in strip mines is aimed at creating a safer wall to work under during the coaling operations. Good quality presplits are also necessary for effective throw blasting and drainage of the blast block. A less obvious but important function is full coal recovery. Optimum Colliery has been experiencing rock freezing against the presplit highwalls. The rock formed in patches along the highwall and trapped coal beneath it. The material that was &ozen comprised the rock between the back row of holes and the presplit and was often up to 3 m thick (the stand off distance between the back line and the presplit). The cozen rock formed predominantly along the bottom halfor bottom two thirds of the highwall. Along the top portion of the highwall, the presplit crack was usually well formed with visible barrels. This problem, or similar variations of it, is common on many South African strip-mine operations. Investigative work was carried out at Optimum Colliery to correct the problem. This paper presents the information and measurements that were made and discusses the solutions that have been applied to solve the problem. It was found that there were two independent causes for the tiozen material, with each contributing more or less to the frozen rock along the highwall. It was found that the presplit was not forming properly in places, especially closer to the bottom of the highwalls. The reasons and the solutions are presented. The second cause was found to be associated with reduced detonation velocity in the back line holes coupled with low confinement from long delay periods. Emulsion explosive that is sensitised with air bubbles was found to be prone to this phenomenon near the back of high-energy blasts. A change in the explosive formulation in the back-line holes, together with reduced delays in the back line, has resulted in significant improvements. The details are presented in this paper.

Close-in blasting occurs every time the use o f explosives for excavation or demolition requires the surpassing of the commonly accepted cosmetic damage criteriain order to arrive at reasonable and practical explosive weights per delay. One of the many effective blast design procedures consists in establishing a reasonable charge weight per delay with respect to scale, geometry, costs, requirements and constraints of the project. Once this reasonable charge weight per delay is determined, it’s environmental effects have to be estimated with respect to the surroundings.

Over the last few decades, water-based explosives and their precursors, despite their apparent insensitivity, have been involved in a number of accidents around the world. A large proportion of these accidents occurred when these emulsions were pumped either for their manufacture, transport, or handling. In Canada, this has led to the development of “Guidelines for the Pumping of Water-Based Explosive”, which state that “using pumping pressures well below the laboratory measured minimum burning pressure (MBP) of the corresponding emulsions or watergels is a good safety practice”. However, in the above document, there is no description on how the MBP should be measured. In the last few years, a research program at the Canadian Explosives Research Laboratory (CERL) in collaboration with Orica has been focused on the development of a validated measurement protocol for realistic MBP measurements.

Modern mining has been dominated by the drill-and-blast method for more than a century. There have been steady improvements in drilling technology, explosive products, methods of initiation and integration of the two techniques but the essential cyclical nature of drill-and-blast rock excavation naturally limits continuous improvements in cost and productivity. Dynamite and safety fuses, compressed-airdriven tools, and most of the crushing and grinding machinery in use today were all developed before 1900. Moreover, virtually every mechanized mining system used today was in use by the late 1950’s.

The Florida legislature allocated funding for the Florida State Fire Marshal (FSFM) to review the applicability of the United States Bureau of Mines (USBM) Report of Investigations (RI) 8507 blast vibration limits with respect to Florida and its soils. The study also discusses whether the current blasting vibration limits set by statute are still appropriate, including a review of measured vibration amplitudes and frequencies, structure responses, and theoretical analyses of material strength and strains.

The Finnish Defence Forces Technical Research Centre (PVTT) studied the effect of shape of boost-er to its ability to ignite insensitive (IM) plastic bonded explosive (PBX). Therefore an explosive fac-tory produced 20 insensitive (IM) plastic bonded explosive (PBX) charges for the tests. The mass of each of the charges was exactly 9.2 kg (20.3 lb). The charges were equipped by two different type of boosters; RDX and PETN. Both the explosives contained some parts of plasticizers. The weight of all the boosters was exactly 300 g (0.66lb). On the bases of their shape, the boosters were also divid-ed into two different groups, cylindrical and “pancake”. In the middle of the “pancakes” there was also shaped a small cone in such away that the detonation could accelerate to its full speed after the charge was ignited. For decades, traditional hydraulic engineering approaches have been used for sizing stream channels when stream relocation efforts have been necessary to allow for the advancement of quarry and other surface mining operations. These approaches have been based on various ydraulic models to design channel cross sections and slopes that could pass the required regulatory design storm such as the 2-, 5, lo-, 25-, 50-, or even loo-year events. Designing the stream channel to handle these more extreme ,storm events would often lead to large channel designs which required extensive bank and channel bottom stabilization techniques including concrete, rip rap, gabions, or other expensive approaches. The constructed channels often required ongoing maintenance to remove accumulated sediment and other debris which would settle out and reduce the hydraulic capacity of the channel.

British Columbia (BC) is Canada’s most western province. The landscape in BC is amongst the most beautiful and pristine in the world. Along with its beauty come vast mountain ranges, coastal rain forests, swamplands, deep river valleys, and almost every type of landscape imaginable. These all have, or at one time had, logging roads constructed. Some of these areas should never have had roads constructed due to poor drainage and unstable slopes, but some of the roads could be considered engineering masterpieces. To navigate a vehicle the size of an off-road logging truck down the side of a mountain with an 80°h side slope or greater can be a hair-raising experience. Not to mention coastal rains and/or high elevation blizzards. These factors collectively make logging BC’s most hazardous occupation. People are seriously hurt, sometimes even killed everyday.
