A foundation value engineering redesign is a collaboration between the project owner, original design team, general contractor, foundation contractor and redesign team. Without the acceptance and collaborative effort of all the stakeholders, the redesign process is doomed to failure. For the addition at the Hackensack (New Jersey) University Medical Center (HUMC) we had just such a collaborative effort for the drilled shaft redesign. For a successful redesign effort, the collaboration between the foundation contractor and their redesign team needs to fully exploit the contractor’s specific equipment and experience and convey how to apply this to the project as a whole to ensure everyone is confident that the project design goals are being met. For the HUMC project, applied load testing of the drilled shafts (bi-directional and lateral) were used to provide ultimate geotechnical design values for the redesign effort. By utilizing the contractor’s preferred equipment and the redesign team’s testing and application expertise, the redesign collaboration was able to enhance a good design and make it into a great project.

Zhengzhou Yellow River Highway Bridge, which is under construction, has a total length of 5550 meters with bored cast-in-place concrete piles as the foundations of its piers which have a diameter of 2.20 m with a length of approximately 65 m. This paper attempts, through the introduction of the said bridge's footing pile design and construction, mainly to give an account of the following points: 1) experiment and research on deep friction pile with a large diameter, 2) calculation of vertical carrying capacity of the pile with a large diameter, 3) analy­sis of horizontal forces the footing-piles of the column-shaped piers, 4) application of normal and reverse-circulation rotary drilling technologies to the construction of bored cast-in-place concrete piles with a large diameter and 5) applying super-sonic impulse on destruction detective device to examine the quality of the pile concrete.

Over the past 30 years, the authors have encountered numerous projects where recognizing the geology, soil properties and groundwater conditions, and considering alternative construction techniques have promoted efficient and cost-saving construction. The construction documents for these projects, produced by various engineering firms, provided basic information on geotechnical conditions. The authors became involved in each project either because there was a problem during design or construction or, as a contractor, won the project because they saw a value engineering opportunity to take advantage of the geologic setting of the project to design and build alternatives to what the designer depicted. Understanding the geologic setting is critical before planning and designing begins. Being able to work with the geology and the materials on site is preferred before specifying more costly and complex solutions, which often require the importing of materials and adherence to unnecessary and/or inappropriate specifications. Failing to understand the geology or not knowing all the techniques available for construction can lead designers to develop solutions that could be inappropriate. This paper presents several examples of value engineering and project performance enhancements developed through knowledge of basic soil mechanics and implementing innovative solutions. History and Background Most people attend DFI meetings, present their experiences, listen to others, and read articles and papers with the hope they can learn from others. Geotechnical engineers and contractors often interface with others in the execution of projects who have, at best, a rudimentary knowledge of geology and soil mechanics. Of course, there is a need for architects, bankers, and regulators, etc., but they typically do not have much interest in the nuances of geotechnical engineering, which relies on both art and science. Thus, significant time is spent educating counterparts in the need for comprehensive subsurface investigation programs and the intricacies of construction in the “dirt,” as they typically refer to soil and rock.

Renovation, rehabilitation, restoration and expansion of existing residential, retail, commercial, hospital facilities and historic structures requires assessment and evaluation of foundation systems of various ages. The concept of demolition and reconstruction in urban areas is often more challenging, costly, and even prohibitive in some cases due to historic regulations. The authors have been involved with numerous projects related to existing foundation assessment and retrofit, including: hotel and hospital expansions, historic Art-Deco hotel renovations and expansions, garage structure expansions, additions to prominent auction houses, casinos, printing facilities; high-rise structure foundation retrofitting; and forensic evaluations of existing building and highway structure foundation systems, and marine bulkhead sheeting systems. The use of non-destructive testing techniques, high-strain dynamic load testing, full scale pile cap load testing and 3-D laser scanning technology has proved to be vital in the assessment and evaluation process, as well as design of foundation retrofit alternatives. This paper presents various methods and techniques to facilitate a phased approach for re-use of foundation systems. These methods and techniques are illustrated through the author?s experience and selected case histories from projects with varied foundation and geologic conditions.

Working in urban environments presents unique logistical challenges beyond those typically associated with traditional geotechnical design and construction. These challenges can include constrained sites with limited access and laydown area, vibration concerns for adjacent structures, and the need to complete work within limited schedules. When challenging geotechnical conditions like variable bedrock elevations are present, the need to balance performance requirements with logistical constraints become the driving factor when selecting deep foundation systems. This paper focuses on the deep foundations used for a new elevated pedestrian bridge at a major health care facility in Tampa, Florida. In addition to the technical design requirements, the owner required a deep foundation system that could offer low vibrations, rapid production, and clean installation to limit impacts on their properties and the public roadway that separated them. The paper describes the project specific geotechnical and design conditions, describes Ductile Iron Pile design, and focuses on how installation of the system addressed the unique logistical challenges. In addition, the implementation of a full-scale load testing program to assess compression, uplift, and lateral design capacities is presented. This paper represents one of the few published references for Ductile Iron Piles on projects in the United States.

The most challenging scope of any bridge project in marine or inter tidal zone is to construct sub structure like well Foundation, group pile, pile cap etc. Similarly, it also affects the marine environment/ecology to a great extent. Understanding the level of difficulties and aiding to provide an environment friendly solution, various options are analysed to overcome these and found mono pile to be the best alternative in this context. Generally, the foundation type of any bridge constructed in river, marine or intertidal zone in India is preferred for group piles. For the first time, monopile is being accepted as the foundation of bridge in India at Mumbai Coastal Road Project. The diameters of the monopiles used in this project are 2.5 m and 3.2 m. Hence, the challenges involved in monopile construction and experiences to overcome it are worth to share. Here, a brief discussion on environmental, geological issues and the needs of monopile as the foundation of bridge has been discussed. Furthermore, the monopile construction stages and confirmation of monopile capacity through different load tests have been elaborated.

"This paper describes the design and construction aspects of the foundation support for a 57-story building currently under construction in lower Manhattan. The site is located near the East River with subsurface conditions consisting of about 40-ft [12.2-m] of unsuitable historic fill and soft plastic clay underlain by about 130-ft [39.6-m] of dense sand resting on bedrock. A mat foundation supported on unsuitable soils improved by jet grouting was selected for the project. Design concepts and selection of the engineering properties of the improved and natural foundation soils are discussed. The results of quality control testing and methods to verify design parameters during construction are presented.INTRODUCTIONNew York City (especially Manhattan) is known for its skyline of high rise structures. The geologic conditions in the New York Metropolitan Area influence the selection of foundations and feasibility of high rise construction as noted by Horvath (2013). These conditions include varying depth and quality of bedrock, multiple glacial events during the Pleistocene Epoch, and the effects of human modifications to the subsurface environment. Clusters of relatively taller buildings are generally located in Lower and Midtown Manhattan where sound crystalline bedrock is at relatively shallow depth beneath the ground surface and shallow foundations rest on the bedrock surface. In recent years the use of more costly high capacity driven piles or drilled caissons and deep basements has enabled the high skyline to spread to other areas."

A full scale test has been conducted to determine ground bearing pressure under rig tracks. The track loads were recorded in real time using Liebherr's Ground Pressure Visualisation system, and the vertical stress induced in the ground was measured with pressure cells embedded in the ground. It has been found that the recommendation of EN 16228 regarding determination of the track length is oversimplified. The contact length should dependent on the susceptibility of the working platform. It has been also demonstrated that the corrected pressure distributions under the tracks influence the dimensioning of the working platforms. As a result, the designed working platform may actually be less secure than is shown by conventional calculations.

"Ground freezing was successfully used to create an impermeable barrier wall along 3,000 feet of the downtown Seattle waterfront as part of the Seattle Seawall Replacement Project. This $360 million re-development involved removing the original 1930-era seawall and replacing it with a new, seismically resistant concrete wall supported on fill soil improved by jet-grout. The replacement wall was one of the largest construction projects in the state of Washington at the time. Ground freezing is typically used as both a structural shoring wall and groundwater cutoff. However, at this project it was used primarily as a cutoff wall to stop groundwater seepage into the 16-foot deep excavation from the landside areas.The project was divided into ten boxes (sections), each typically 200 to 600 feet in length. Only a few boxes were under construction at one time to reduce the impact on tourist-dependent local businesses. Soil conditions in the freeze zone consisted of sand, gravel and silt fill with abundant wood and debris. Tidally influenced groundwater, much of it contaminated, was difficult and expensive to control using wells during initial stages of construction. For all subsequent stages, a frozen soil wall extending to about 35 feet in depth was used to stop groundwater seepage into the excavation. An additional benefit of ground freezing included elimination of potential settlement beneath nearby buildings, utilities, and the Alaskan Way Viaduct that would likely have occurred with the use of conventional dewatering wells. The frozen soil wall crossed more than 130 buried utility locations (including water, sewer, storm, electrical, fiber optic, phone, gas, steam) with no damage. The frozen soil wall was very successful and limited groundwater influx from the landside to the seawall excavation to a negligible amount so that pumping, storage and treatment of contaminated groundwater was essentially eliminated."

"A refinery expansion project for Marathon Petroleum Company in Southern Louisiana required existing medium to large pipe racks to be expanded for additional capacity. Foundation modifications were necessary in order to add levels to the existing pipe racks. New piles were added and existing pile cap foundations were expanded. Several different pile types were considered. Custom designed large diameter helical piles were chosen, because they can be installed quickly with low overhead restrictions, produce minimal soil spoils, and are cost effective. The load capacity required for piles was higher than typical, off-the-shelf helical piles. In particular, the lateral load capacity demand was high due to wind loads of a hurricane prone region. Methods used to design and size helical piles are summarized including capacity to torque ratio estimation for composite helical piles. Pile load testing was performed in order to confirm design capacities of the helical piles under axial and lateral loading. Measured axial and lateral deflections compared well with predicted values. This case history evaluates the effectiveness of modern helical pile design methods within the context of a real and practical example.INTRODUCTIONAs the capacity of modern installation equipment increases, large-diameter helical piles are being used to support higher loads in more diverse applications. Currently, large-diameter high-capacity helical piles are used for electrical power transmission, power generation, high-rise buildings, bridges, and industrial applications. This case study regards a 2.5-mile pipe rack modification project within an existing refinery. One of the many challenges for engineering and construction of refinery revamp projects is determining how to effectively expand the capacity of existing foundations for additional equipment, piping, and other facilities. Custom designed large-diameter helical piles provided an effective solution to the challenges faced when expanding the capacity of existing pipe racks."

Major bridges crossing mighty rivers must be constructed in flowing water. Constructing the sub-structure in water has been a challenging job for contractor. Special construction techniques with marine fleets to be adopted for waterfront construction. Enabling works like temporary piling platform and cofferdam used for pile and pile cap construction. Apart from this, enabling works like load out jetty to transport the materials from land to water; temporary walkway for access of workman to work location; temporary access bridge for construction vehicles movement; temporary liners for tower crane foundation; Concrete block to act as dead man anchor for barge movements were all required by the contractor for smooth functioning of site as per construction schedule. Investment in enabling works by contractor plays a significant role on profit margin of the project and of course with utmost safety. Design of enabling works for waterfront structures involves hydrological data like afflux, bathymetry survey, current force, scour depth and wave force to be taken cautiously for safe and economic design. Type of foundation and pile/well cap top level corresponding to water levels shall influence the construction scheme. Usage of geotechnical software like Wallap and Plaxis required for enabling work design to enhance the safety of the structure. Bathymetry and soil condition play a critical role in design and construction of enabling works. Water Discharge quantity in river along with water levels like low water level, high flood level, seasonal fluctuation of water levels has a great impact on design of enabling works. Establishing enabling works for waterfront construction near to an existing bridge is an additional challenge for the contractor. Along with design, constructing the enabling works in water requires special construction methodology and sequence of work. This paper shall provide insights on overview of design and construction of enabling works for waterfront construction.

A twin high-rise project site in Century City posed several foundation engineering challenges for the design team. One portion of the twin high-rise project site was required to utilize top-down construction in order to allow a driveway to remain open during construction of the project’s 40-foot deep excavation. The challenge was compounded by the need to utilize a mat foundation to support the high-rise construction and yet have temporary drilled shafts through the mat foundation area that would not create excessive differential settlement. This was accomplished by constructing a deck supported by eight drilled end- bearing drilled shafts with Osterberg load cells and five 7-foot-diameter end-bearing drilled shafts. The Osterberg load cells served to verify the capacity of each of the drilled shafts and preload the soils at the drilled shaft tips. The 7-foot-diameter shafts were constructed with bond breakers to prevent skin friction but instead mobilize end bearing (for settlement compatibility with the surrounding mat foundation). After the drilled shafts were placed, then top-down construction began beneath the driveway, leaving the driveway supported on the drilled shafts. Construction challenges included drilling of the shafts through previously abandoned tieback anchors from an adjacent parking structure basement, as well as cemented layers within the rock materials. The paper describes the use of the various analytical methods used to calculate capacities and check settlement compatibility, the construction and testing methods utilized, and the construction challenges encountered. INTRODUCTION Wood Environment and Infrastructure Solutions, Inc. (hereafter referred to as Wood) performed a geotechnical investigation for the New Century Plaza currently being constructed in the Century City District of Los Angeles, California. The New Century Plaza project consists of the construction of two new towers (designated as North and South Buildings) and the rehabilitation of the existing Hyatt Regency Century Plaza Hotel. The existing hotel tower is 15 stories in height above the existing grade and is underlain by four subterranean basement parking levels. The new North and South Buildings will stand approximately 46 stories in height above the existing grade to accommodate residential use. The new towers are planned west of the existing hotel. The site was previously occupied by the existing hotel subterranean parking structure and overlying podium structure, and a loading dock in the southwest portion of the site. The former western portion of the podium and subterranean parking structure west of the existing hotel building western edge were demolished to allow for new subterranean levels, a new podium structure, and the new towers. The lowest floor of the proposed subterranean level required excavation on the order of 35 to 80 feet.

New York City is an urban environment with a history spanning over 200 years. The coastline of New York has changed over the years. In the East River, old bulkhead and remnant of relieving platforms together with variable bedrock elevations pose challenges in the design and construction of deep foundations. This paper presents a Case History of high capacity deep foundations along the Franklin D. Roosevelt (FDR) Drive on the Upper East Side in New York City. The project consists of a ramp that overpasses the FDR Drive allowing heavy trucks to access the Marine Transfer Station (MTS) facility built over the East River. Large diameter drilled shafts and mini-piles socketed to bedrock were designed and constructed. Remnant of old bulkhead was encountered at the site and a Ground Penetrating Radar (GPR) investigation was completed during the subsurface investigation phase of the design. This paper discusses details of the subsurface investigation program and design methodology of the high capacity drilled shafts and mini-piles. It also describes construction methods and results of Osterberg Load tests documenting the field values of skin friction through the rock socket. Other construction challenges include construction and drilling rock sockets for drilled shafts over sloping bedrock. 1. INTRODUCTION New York City is a renowned urban city that always calls for the most delicate, yet complex, and robust superstructures and most importantly substructure designs. The historic preservation of this large 200 years old city of 319 square miles is ever changing. Shorelines are often extended to accommodate new infrastructure and very often many miscellaneous structures are discovered below the ground surface. The East 91st Street Ramp was constructed to provide access to the East 91st Street Marine Transfer Station over FDR Drive and York Avenue. Another alternative ramp will be relocated to the South Bound (SD) of the FDR Drive at 92nd Street. A subsurface exploration program was completed in accordance with the New York City Department of Design and Construction (NYCDDC) general requirements, Section 4.5, to perform subsurface investigation along the FDR Drive in Manhattan, New York.

"In-situ wet grab sampling and post-installation coring of soil-cement structures are typically carried out for Quality Control (QC) and Quality Assurance (QA) of deep mixing (DM) schemes. Wet grab sampling and testing is used to provide data to indicate that performance requirements are being met during production, in advance of coring, which typically occurs at 28 days or later, following installation. While unconfined compressive strength (UCS) tests from wet grab samples provide good production indicators, industry practice often requires that acceptance criteria of soil-cement structures be based on UCS results from representative core samples.This paper outlines the approach adopted for field sampling and QA/QC testing carried out in highly variable subsurface conditions at a site located in northern British Columbia (BC), focusing on postinstallation soil-cement coring and strength testing for an extensive deep mixing scheme. A discussion on suitable methods of coring soil-cement structures and appropriate selection of samples for testing that are representative of the in-situ soil-cement structures is provided. This paper also discusses the selection strategy adopted for verification of strength and modulus parameters used for design, providing spatial and time coverage, as well as the acceptance criteria implemented, and provides comparisons with published industry recommendations.BACKGROUNDAn extensive deep mixing ground improvement scheme was completed for the development of a Liquefied Natural Gas (LNG) Facility to be located in Bish Cove, BC, Canada. The deep mixing scheme was implemented to treat very weak native deposits in-situ to support two mechanically stabilized earth (MSE) walls up to 20 m (66 ft) high, and their associated bulk earthworks. Within the DM area, the subsurface conditions were highly variable, ranging from deep (up to 21 m (69 ft) thick) deposits of very soft to soft clayey silt to silty clay, overlying layers of dense to very dense gravelly sand to sand and gravel, to compact deposits of silty sand (up to 15 m (49 ft) thick), overlying dense sand and gravel. Bedrock was encountered beneath the granular deposits and generally comprised granodiorite with occasional andesite dykes."

The project was to develop an area within the existing West County Wastewater Treatment Plant which would enable the construction of a new Raw Wastewater Pump Station (RWPS) with a footprint of approximately 85 feet by 190 feet and a foundation depth of about 82 feet below grade and a new Short- Term Detention Basin (STDB) with a footprint of about 80 feet by 130 feet and a foundation depth that varied from approximately 3 to 24 feet below grade.. The excavation support system had to be designed to withstand both normal and the 100-year flood elevations. A Reinforced Soil-Cement Wall (RSW)was chosen to provide a hydraulic barrier which consisted of a single row of soil-cement elements installed along the perimeter of the area to be excavated. Steel wide flange beams were installed on 4 foot centers to support construction loads and be resistant to the lateral forces of the soil and hydrostatic pressures. The RSW was installed to a maximum depth of 104.5ft using a triple-auger drill rig with mixing paddles with a 2ft key into weathered shale providing a cutoff wall consisting of 53,150 square foot of treated soil. The project was to provide the initial design of the excavation support for the pumping station excavation support system and groundwater cutoff. There was 534 linear foot of soil-cement-bentonite wall installed and 106 - 80 foot long W21 x 121 wide flange beams installed on four foot centers into the alignment of the wall. Each element was drilled down into the weathered shale to obtain groundwater cutoff. Derek R. Guthrie Water Quality Treatment Center Pumping Package is the site for a new pumping station that will service Louisville, Kentucky residents. After unplanned long term exposure into the winter, the effects of freeze thaw cycles were evident.

"For Berth 22 modifications at the Port of Oakland, nearly 600 octagonal 24-inch ‘diameter’ precast-prestressed concrete piles were driven, some piles over 160 feet long. Prior to production pile driving, an indicator/test pile program was performed, which included extensive use of dynamic load testing with (Pile Driving Analyzer (PDA) & CAPWAP analyses. The indicator test-pile program resulted in requiring significantly longer piles than the original design based on subsurface borings. The cause of this discrepancy is investigated in light of the available geotechnical information, soil mechanics principles and standard techniques for pile capacity computations. Several interesting phenomena emerged. These include relatively low resistances offered by crushed rockfill than would conventionally be assumed, non-homogeneity of an apparently uniform formation and the effects of jetting on pile side friction. Also revealing was the significant increase in capacity between 1 and 3 weeks of driving for long piles in clay. Recommendations were developed for pile capacity for future use as “lessons learned”.IntroductionThe foundation for the replaced Berth 22 structure at the Port of Oakland in California involved driving approximately 570, 24-inch octagonal precast prestressed concrete piles. A plan and a section for the pile locations are presented in Figure 1.The ultimate loads on the piles used in the design are presented in Table 1 – the loads are quite heavy.The foundation design was followed by an extensive Indicator Pile Program. The contractors (Manson Construction Co. of Richmond, California) opted to use a Delmag D62-02 diesel hammer (Rated Maximum Energy – 165 kip-feet). Per the project specifications, the same hammer was used for both indicator and production pile driving. The production piles of appropriate lengths were ordered based on thr results of the Indicator Pile Program. A number of interesting results were found from the Indicator Program, which is discussed in this paper."

"The bridge across River Mandovi in Goa is a cable stay bridge structure proposed parallel, along existing bridges for regulation and reduction of vehicular traffic; the entire bridge structure is supported on pile foundation socketed in rock. This paper describes drilling related issue encountered during execution of pile where bed rock varies considerably from factual geotechnical investigation, which in turn affected the productivity of bored piles socketed in rock then chiseling is advocated for rock socketing with limited number of blows based on penetration resistance of rock encountered or equivalent energy principle to increase the productivity and also to avoid excess chiseling which otherwise would have fractured the rock mass below and around the pile tip resulting in increased settlement of pile subjected to design load. Contractor decision on socket length have been taken without compromising either quality or productivity; the paper presents various procedures and the equipment involved for installation of pile in rock along with the conclusion related to termination of pile in rock and also the lessons learned in process.INTRODUCTIONPile foundations are generally used to transfer heavy loads in deeper bearing stratum if the soil immediately beneath the base of the foundation does not have sufficient capacity. The bridge across River Mandovi, Goa is in its construction phase as a part of the development plan of Goa State Infrastructure Development Corporation Ltd (GSIDC). The project was awarded to M/s. L&T Construction, Heavy Civil Infrastructure; subsequently the geotechnical investigation was awarded to M/s L&T Geostructures.The client has specified the foundation of the bridge as rock-socketed. Rock socketing is generally done to achieve higher bearing pressure through concrete-rock shear interface which many building codes permit. The design and construction of rock socketed pile foundation entails a detailed analysis and judgement on the superstructure loads, predominant geological conditions as well as ground water levels. The termination of pile is normally based on thumb rule of half to three times the pile diameter into the rock. Quite often the criteria is based on chisel penetration rate (Gandhi,1990) In fact, this is the key factor to consider appropriate and economical depth of embedment of pile into rock stratum which necessitates enormous understanding on the type and quality of rock strata encountered which may significantly influence the selection of suitable rotary rig for pile installation. Such criteria are site specific and also applicable for the set of equipment used for the particular project."

"The $200M rehabilitation of the more than 100-year-old Gowanus Flushing Tunnel and pumping station located on the Gowanus Canal in Brooklyn, NY required deep excavations in an extremely congested urban environment. The environment posed significant challenges, including: support of excavation for protection of existing structures, excavation through man-made fill while eliminating groundwater inflow due to potentially contaminated groundwater chemistry; discharge and disposal impacts; and potential settlement of surrounding structures. This paper will present the design and construction challenges associated with the construction of a new combined sewer overflow (CSO) chamberwhich included a jet grout bottom seal, to mitigate groundwater inflow during excavation. The foundation for the finished structure also included a unique system incorporating the jet grout bottom seal elements with deep jet grout columns (piles) acting as the foundation system for the final structure. Design and construction challenges included highly variable soil conditions such as man-made fill, obstructions from previous construction, presence of an organic stratum, and conflicts with existing timber foundation piles. The jet grout bottom seal was constructed in loose sands with the deeper jet grout foundation elements extending to bear on a dense sand stratum. Challenges associated with the bottom seal included grid spacing and construction sequencing. Wet in wet sequencing was used to mitigate potential windows in the bottom seal further complicated by shadowing from existing timber foundation piles.Introduction And BackgroundModernization of the Gowanus Tunnel Pumping System required deep excavations in the extremely congested urban environment of Brooklyn, NY. The project location is shown on Fig. 1 and 2. The focus of this paper is to present the design and construction challenges associated with the support of excavation, control of groundwater, and ultimate foundation support for the combined sewer overflow (CSO) bypass chamber extension. The project site was tightly constrained by adjacent, active roadways and underground utilities, as well as residential and industrial structures. Therefore, excavation support was required to limit ground movement and maintain the integrity of the surrounding facilities. Excavation depths to as much as 16 ft below ground level, 8 ft below groundwater, required that seepage and groundwater be controlled so as to minimize pumping and disposal of groundwater and maintain the surrounding groundwater levels to avoid potential settlement of adjacent roadways, utilities, and structures. In addition, the subsurface conditions required that the proposed CSO bypass chamber extension be supported on a deep foundation to avoid differential and total settlements that may be detrimental to the existing and expanded structure. "Annually thousands of deep foundations are constructed across North America supporting high voltage transmission line structures. However, a recent state of the practice survey by the Deep Foundation Institutes’ Electric Power Systems Foundation Working Group discovered that the electric power utility industry lacks consistent foundation design guidelines. The survey identified a wide variability in design assumptions, a minimal understanding of risk based analysis, and a need to standardize design methodologies. This paper summarizes the state of practice in electric system foundation design and proposes a framework for risk-based foundation design by accounting for uncertainty from both loads and resistances. Loads derived from electric system codes do not necessarily provide a compatible level of reliability for the design of foundations, as they are a mixture of probabilistic and deterministic values. Load uncertainty is derived from variability in weather conditions, structural models and material properties, typically accounted for by code derived overload factors. Resistance uncertainty arises from variability in natural soil properties, resistance models, subsurface construction techniques, material sampling methods, and limited observations. A consistent methodology is offered relating nominal resistance capacity (strength) to structure loads and service state criteria. Discussion also includes the need for risk-based assessments to account for non-structure load influences (fluvial loads, scour ground loss, liquefaction, etc.).INTRODUCTIONNearly 40 years ago the Electric Power Research Institute (EPRI) embarked on a major research effort to optimize reliability and economics of transmission line foundation design. Strategies focused on improvements in design models, site characterization, exploration strategies and testing to reduce uncertainty and variance in analysis. Transmission line engineers realized that safety and reliability advancements in design based on probabilistic approaches, with a focus on the unique nature of transmission line, could better control risk and cost.Some transmission line professionals took full advantage of these advancements, particularly where research led to improved software and models. Yet, even after two decades of extensive research, by 1995 the industry still had made little progress in changing design habits. The majority of designers were still characterizing sites via deterministic methods, using loads that may or may not relate to a consistent probability of occurrence, and applying a traditional global factor of safety approach (Phoon, et al. 1995). The following two decades have seen even greater developments in software and reliability-based analysis methods, but old habits seem to die hard as recent surveys show less than half of design professional quantitatively assess risk in their design process."

With the rapid expansion of urban transportation systems, tunnels and cut & cover structures are considered as the only solution in improving the urban space congestion problem in mass rapid transit system. Therefore, it is necessary to accurately design underground structures with realistic assumptions and considerations of design parameters like site geotechnical data, water table, surcharge load etc. Over conservative approach provides not only uneconomical design but sometimes it also causes overdesign of the concerned structures. Water table depth has a significant role in some design aspects of underground structures like floatation check, lateral and uplift pressure on the buried structure, etc. In current practice of tunnel and cut & cover structure design, water table is assumed to coincide with the ground level. Most of the Design Basis Reports & Outline Design Specifications directly mention consideration of water table at ground level for floatation check and load calculations, etc. However, the actual scenario is different in most of the cities specially in northern, central, western and eastern regions of India except the coastal cities. In the present study an attempt has been made to carry out a parametric study on the effect of water table depth in the design of a typical 6.3m outer diameter circular tunnel with 6m backfill. In this study, it is also attempted to establish an analytical method of calculating the most realistic consideration of water table depth instead of the present hypothetical assumption of considering water table to coincide with the ground level. The findings of the current study may be helpful to the researchers and practising engineers in design of tunnel and cut & cover structure for subways and metros.
