MR. CHAIRMAN, Members of the C.I.M., and Friends -particularly friends, because I am not entirely a stranger in your city. I was last here some five years ago and it has given me a great deal of pleasure this evening to be able to say "Hello" again to those I had met at that time, when Bourlamaque and V al d'Or were very busy centres of intensive and successful gold exploration. My remarks this evening have to .do with Canada's Place in the Atomic Age. They will be of a general nature but I hope to tell you ?enough to whet your appetite so that you may be provoked into per-.suing the subject further. Now, atomic developments have become quite commonplace. Words like radioactivity, reactors, nuclear fission, and so on are known to everyone, even the youngsters. I re-member two or three years ago one of my office boys came to me and said "Mr. Joubin, I would like a raise." I gave the request a few seconds of serious thought and finally said "Alright, Jimmy, we'll give you a raise." However, he made no effort to leave, so after a -couple of seconds more I said, "Is there something else ?" and he said "Yes, Mr. Joubin, could you make that raise 'radioactive' to the first .of the year ?"

Sixteen miners died tragically at the Paymaster gold mine at Timmins, Ontario in February, 1945, when a badly corroded hoist rope broke. The investigation of the Royal Commission that followed arrived at a number of recommendations (Investigations, 1947) aimed at avoiding future disasters of this kind. One consequence was the development, and legislated use in Canada, several decades ago, of powerful electromagnetic (EM) instruments for the nondestructive testing of mine shaft wire ropes. The authors have been involved for many years in the design, production, and testing of EM instruments (Geller and Udd, 1990 and 1992, Geller and Kitzinger, 1991, Geller et al., 1993). Since the mid-1990s particular attention was paid to the design and operational results obtained from the computer- controlled portable MagnographJ II wire rope tester (Geller et al., 1995 and 1998). In the present article the authors summarize further hardware- and software-related developments of this instrument. Further, an account is given of the results obtained from the most recent design known as the PermaScanJ testing system. This is also a computerized dual-function system. In it, however, the sensor head is designed primarily, if not solely, for permanent installation and for remotely controlled operation. This represents a basic departure from traditional designs, which were intended for ad hoc temporary installations. The remotecontrolled instrument described in this paper has now been in operational use for more than 4 years.

"Electromagnetic surveys were conducted over the Yava sandstone-hosted lead deposit in Nova Scotia to evaluate the usefulness of such surveys for detecting and mapping sedimentaryhosted metallic ore deposits. Both transient and multifrequency systems were used for that purpose. The deposit consists of three zones of disseminated galena which also contain minor amounts of pyrite and sphalerite filling the interstices of the sandstone grains. Each zone overlies a basement depression and is separated from the adjacent zone by an intervening basement high. A conductive shale layer underlies the galena-rich sandstone formation at all three zones.Because the concentration of galena (3070 to 4% ) and other sulfides is too low to affect the resistivity of the sandstone formations for detection by ground electromagnetic (EM) methods, the strategy for our survey was to look for areas of basement depressions and the presence of conductive shale in those depressions by EM depth soundings. The presence of the galena-rich sandstone formations could be inferred because of the close association of these two features with the deposits in the Yava area. Both transient and multifrequency EM systems were successful in mapping the basement depressions and detecting conductive shale at the three known mineralized zones. The technique, therefore, seems to offer good prospects for mapping similar stratabound sedimentary-hosted sulfide deposits."

"The Cerro Verde copper-molybdenum porphyry mine, majority owned and operated by Freeport- McMoRan Copper & Gold, is located 30 km southwest of Arequipa Peru. The concentrator, which produces copper and molybdenum concentrates, started operating in late 2006 with a 108,000 tpd design capacity, processing primary sulfide ore (mainly chalcopyrite and molybdenite). Plant capacity was recently increased to 120,000 tpd. The comminution circuit consists of one 60” x 113"" primary crusher, four MP-1000 secondary crushers in closed circuit with dry screens, four 2.4m x 1.6m High Pressure Grinding Rolls (HPGRs) in closed circuit with wet screens, and four 7.3m x 11m gearless ball mills in closed circuit with cyclones. The HPGR circuit is fed by the Secondary Crushing circuit product at a T80 of 35 millimeters, and the HPGR circuit product feeds the Ball Mill circuit at a T80 of 3000 microns.This paper describes operating experiences with HPGRs during these first four years highlighting improvements in operating practices and presentation of data regarding operational efficiencies, also discussed are the primary benefits provided by HPGRs such as production of micro fractured particles, reduced ore Bond Work Index, and reduced power consumption. Cerro Verde represents the first installation of HPGRs in both the copper industry and large scale hard rock mining."

Mantoverde is a heap leach-SX-EW operation that was commissioned in December 1995 at a production rate of 42,130 ton of copper per year and 5.4 million ton of ore per year. Copper production has been steadily increased to reach 62,000 ton in 2005. The forecast copper production for 2006 is 60,300 ton for an ore treatment rate of 9.5 million ton. A first dump leach operation was started in 1999 at a production rate of 1,922 ton of copper. A second dump leach operation was started in early 2002 at a production rate of 2,805 ton of copper. Dump leach production will be increased over time to as much as 24,000 ton of copper. Several improvements in the heap leach process have been implemented to cope with the higher ore throughput and copper production. However, the solvent extraction plant has remained unchanged which has resulted in a lower availability of raffinate solution and, as a consequence, in longer leach cycles. Different studies have been undertaken in order to optimize the solution management system at Mantoverde, including column test work aimed to reduce the leach cycle and solvent extraction plant modifications aimed to increase the raffinate solution availability. The test work program and the economical evaluations carried out, as well as the conclusions and recommendations obtained, are discussed in this paper.

We report rare earth element (REE) recovery using immobilized Serratia biofilm depositing metal phosphate via a robust enzymatic mechanism. Activity was approximately halved at pH 3.5 and restored at pH 5.5. REE(III) was recovered selectively against Th(IV) but the method was non-selective between different REEs (La, Y, Eu, Nd). Biofilms were active for a year (half life of ~ 3 months). The activity of aged biofilm was enhanced by pre-nucleation (‘priming’) with NdPO4 prior to onset of flow-through conditions. The use of different ‘priming’ metals and bacteria via a combinatorial approach revealed some REE selectivity through the selective exclusion of specific REEs.

"The production of heavy water, the moderator in a CANDU reactor, is examined following a flow sheet of a typical Canadian plant. The process involves the extraction and concentration of deuterium from natural water through a chemical exchange mechanism with hydrogen sulphide. Consequently, corrosion problems associated with sour environments – the use of hydrogen sulphide - are an everyday problem and have led to the development of a highly refined materials selection and testing program to prevent equipment from failing prematurely.IntroductionHeavy water is a naturally occurring compound in ordinary water and is formed from the combination of two deuterium atoms and one atom of oxygen. Deuterium is a heavy hydrogen atom which has a nucleus of on e proton and one neutron. Hence, heavy water is a combination of heavy hydrogen and oxygen and is chemically known as deuterium oxide. It looks and tastes like ordinary water but it freezes at 3.8°C and boils at 101.4°C. The molecular weight of heavy water is 20 as compared to 18 for ordinary water; the density of heavy water is ten per cent greater than that of ordinary water.Although heavy water and ordinary water exhibit only small differences in their chemical and physical properties, there are large differences in their nuclear properties, the most important of which is the neutron moderating ratio, used to measure the ratio o f the slowing down power to the neutron capture characteristics. For heavy water the ratio is 21000 and for ordinary water it is 50. This high moderating ratio is essential for achieving a high neutron economy. Heavy water is, therefore, chosen as the moderating and heat transport fluid in the CANDU reactor."

Nano-phase titanium carbide was synthesized by Mg-thermal reduction process using a novel route of Mg-thermal reduction. The processes are based on I) feeding of TiC14+CxC14 x = 1, 2 ) solution into liquid magnesium, 2) Mg-reduction of metal chlorides, 3) TiC formation by the reaction of released Ti and C atoms, and 4) vacuum separation of residual liquid phases of Mg and MgCl2. In this study, the process for titanium carbide production with composition close to stoichiometry and the minimum content of impurities was optimized with the various process parameters such as concentration of initial solution, its feeding rate and reaction temperature, as well as a kinetic study.

WHAT I would like to do is to talk for a while tonight about the Canadian mining industry in wartime-at least, the Canadian mining industry as viewed through the eyes of the Metals Controller. There is nothing quite like the Canadian system in the system of controls in the United States, because the Canadian Controller combines the functions of a good many of the organizations here. I think the nearest counterpart would be the Divisional Chiefs of the WPB-although they have perhaps less authority and operate in a somewhat narrower field. My own field, as you know, is the metals and minerals-all of them, as a matter of fact, with the exception of steel and iron and coal and oil. And as I am responsible for supplies not only from domestic sources but also from foreign sources, I exercise most of the functions of the WPB and some of the functions of the Board of Economic Warfare. As my department is also responsible for stock-piling and for the financing of new operations, I therefore exercise some of the functions of the Metals Reserve and also of the Defense Plants Corporation. Being an administrator under the Wartime Prices and Trade Board, I also have the same function in relation w the price of metals as the OP A. The Canadian system of controls is compact, relatively simple, and I believe reasonably efficient. I think two of the reasons for that are that both the Controllers and the Directors of production are clothed with very wide authority, and also the fact that all the buying for the three arms of the service is done through the Department of Munitions and Supply, of which we are a part.

"The Iron Ore Company of Canada treats up to 125,000 t/d of iron ore at its Carol Concentrator in Labrador City, NF.A complete water balance study in the concentrator was done to show how to reduce the consumption of fresh water, to improve metallurgy in the magnetic separation (mag) plant, and to help reduce maintenance costs for the reclaim water and tailing pumping systems.The study showed that more than 60% of the water used in the mill was internally recycled dirty water from dewatering cyclone overflows, and that water reduction was closely tied to the effective use of these internal reclaim pumping systems. In addition, new operating parameters were set for the 4 -15,000 USGPM reclaim water pumps which should save over $100,000 per year in maintenance costs.IntroductionThe study described in this paper was set up for the purpose of lowering water usage in the concentrator, and to reduce tailing and process water pumping costs (operating and maintenance). Another benefit was also expected, namely, to improve magnetic separation efficiency through better water and density management of magnetic separator feed streams.The procedures selected to perform this work were: ( 1) to prepare accurate, as built flowsheets of the entire iron recovery process, including fresh and process water systems, (2) to calculate normal material balances in all circuits at full production, (3) to use the computer spreadsheet model so generated, to evaluate specific ways to reduce water consumption and (4) to re-evaluate metallurgical performance and operating parameters in the light of this information.Overall control of the 28 spiral iron recovery lines was found to be excellent because automated start up and shut down of the individual lines had been incorporated in the design from the start. Because production rates can vary due to sales requirements, mine and mill maintenance delays and hardness variance, the mag plant (which treats spiral tailings) must deal with a wide variety of operating conditions. Good water management therefore is a key item in achieving high recovery of the fine free magnetite which is too fine for recovery in the spirals.In order to make the study as accurate as possible, process data for major flows was reviewed by metallurgical staff and then by mill supervisors. The operating picture of the concentrator so generated was judged to be a good estimate of the mill at full production. By changing key inputs, the variance of process water demand and tailing slurry produced for several other operating conditions were studied.The usefulness of this exercise has prompted this present presentation to be made. Older plants by nature have undergone many revisions as operators have worked through ore changes, market changes, labour cost increases and the availability of new equipment, to improve their operation. Sometimes therefore it is necessary to stop and reassess what is happening in a plant in order to continue the never ending work of process optimization. The techniques used here were ideally suited to the gravity/magnetic concentration flowsheets used, but there is no reason why similar studies could not be done in other process plants.The authors of this paper hope that this experience at IOC will be helpful to others who face similar challenges in the pursuit of excellence in their processing plants."

"SYNOPSISTailings volumes, disposal systems, effects of dam failures, construction materials, and concentrator process water volumes are discussed. Earth dams and tailings dams are discussed in detail. Some of the fundamentals of soil mechanics relating to earth dams are presented. Brief notes on optimization are presented. The development of a triplex meter for earth dam instrumentation is described. The advantages of the hydro-cycloned dam over the spigotted dam are outlined. INTRODUCTIONThe realistic and responsible recognition of the pollution problem, combined with the grossly increased volumes of waste material from large modern mining operations, has emphasized the demand for safe tailings dams at minimum cost.Tailings may be defined as the waste material from a mining operation after the process of concentration in which the minerals have been extracted for commercial use. The present revenue from the Canadian Mining Industry is slightly over $4,000,000,000 per year and it is estimated that the quantity of tailings produced exceeds 300,000,000 tons annually. In many instances, the volume of tailings from a mining operation is greater than the volume of crude ore mined on account of the small quantity of valuable mineral recovered during concentration, and on account of the ""swell factor"" resulting from the processes of drilling and blasting, crushing, and grinding of the crude ore. Some of the larger mine tailings deposits contain over 200,000,000 cubic yards and the associated tailings dams are among the largest man-ma.de structures in the world."

"The above committee sent out a questionnaire to the gold mines for the purpose of learning what units and methods are currently in use in the mines as the first step in an attempt to agree on standard units to be used in any papers or reports that may be given to other mines or presented at meetings. The next step is to try to arrive at acceptable standard units for reporting and methods of making tests. It was suggested by Mr. J. Jardine of Eldorado Mining and Refining that the use of the metric system should be seriously considered. It was also brought out that there was no intention of having any mine change their methods to the standard for internal reporting as this would involve too much change. However for external reporting there shouldn't be too much difficulty in converting to the accepted standard units.On the following pages are the reports of those mines that replied to the questionnaire.MALARTIC GOLD FIELDS LIMITEDP.A. "During the diametrical compression test, the tensile stress generated near the loading plate is influenced by the contact area between the loading plates and specimen. However, very few studies have determined the contact area. Theoretical or analytical models have shown that for an orthotropic material (i.e., with material properties that differ along each of three mutually orthogonal twofold axes), the maximum tensile stress is generated at the center of disk when the angle of the principal material direction to the loading direction is close to ?/4. The maximum value is almost constant, regardless of the contact area. Conversely, the maximum tensile stress is generated near the loading plate when the angle between the principal material direction and loading direction is small. The maximum value decreases as the contact area increases. Therefore, in the latter case, the influence of the contact area on tensile strength measurement of is significant.In previous studies, the distribution of stresses applied on the loading plate is assumed to be a uniform load. In reality, the applied stress is highest at the center of loading plate and seems to decrease with distance from center. The applied load disappears at the edge of loading plates. In this study, in order to satisfy this boundary condition on the loading plate, the cosine curve is adopted as the distribution of load applied on the loading plates in a theoretical model of the diametrical compression test. Furthermore, the elastic solution using boundary conditions shown in this study is used to obtain the tensile stress distributions on the loading axis for an orthotropic circular plane. These distributions are compared with empirical results obtained under uniform loading with a loading plate or concentrated loading in previous studies."

YOU have been kind enough to ask me to speak to you on "The War and Anglo-American Relations." A speaker always takes the liberty of putting his own interpretation on the scope of his subject. I am going to exercise that privilege, and try to look back over a generation of Anglo-American relationships and forward beyond the present war. I should like particularly to consider responsibilities as well as relationships. A more accurate caption for what I am going to say would be "Anglo-American Responsibilities.?? THE WAR WILL BE WON I am assuming that sooner or later we shall win this war. History and economics point to the same conclusion, that Germany has attempted the impossible and that the seeds of defeat are already sown. As to one ecof1:omic factor, I am already on public record as believing that Germany's oil supply is inadequate for the war she has launched. That opinion is unchanged. Aside from such tangible factors, moreover, I am convinced that the spirit of freedom is unquenchable, and that no combination of powers will be able to rout it from the British Commonwealth of Nations and the United States. Stronger even than this conviction is my faith in a God who will not suffer the defeat of man's aspiration to be master of his own soul. I am sure that all of you share that faith, and that we need not argue it. We can start with the assumption that the war will end in victory. The subject we are to consider, then, is the relationship of the English-thinking peoples during the conflict, and their joint responsibilities in the difficult days that will follow it. A CANADIAN-AMERICAN No talk on such a subject is worth listening to unless the audience knows the background and fundamental beliefs of the speaker. No human statement stands alone; behind and beside and within it are the ideals and the bias of the man who makes it. Because I am a stranger to most of you, I am constrained to talk about myself before I talk about more important matters. The review may be profitable, not because of the subject, but because it may illustrate the evolution of an attitude toward England.

"The Smoky Valley Common Operation is managed and 50 percent owned by Echo Bay Mine' s Round Mountain Gold Corporation. The other partners with 25 percent each are Homestake Mining Company and Case Pomeroy. The operation in central Nevada includes an open pit, 3-stage open-circuit crushing train and heap leaching on asphalt pads. Presently, about 18,000 tons per day of 0.039 troy ounce gold per ton are transferred to the leach pads, and a similar tonnage of leach residue is transferred to a waste dump. One million tons of ore are being leached at any one time.Gold and silver cyanide are adsorbed from pregnant leach solution on activated coconut shell carbon granules. Pressure stripping desorbs values from loaded carbon to electrowinning solution.Three electrowinning cells are operated in parallel. Each contains six cathodes. Each cathode includes about 40 troy ounces (2.7 pounds) of Number 2 medium coarse steel wool. The wetted area of each cathode is about 24 by 30 inches. Solution flow is 2 to 3 gallons per minute per electrowinning cell. Average current flow is 25 amperes per cathode. The voltage is controlled in the range of 3 to 4 volts to maintain desired amperage.Twice a week two cathodes are pulled from each cell and drained. Each cathode is split into four portions. These are put in a steel pan coated with WD-40 and dried overnight.Each dried cathode portion is put into a paper sack. Each group of four sacks corresponding to a cathode is weighed together. The typical weight ratio of loaded cathode wool to new cathodes is 9 or 10 to 1. To each sack is added 35 troy ounces of silica, 45 troy ounces of anhydrous borax, 35 troy ounces of nitre, and 5 troy ounces of fluorspar. The sacks are taped shut."

"Greater reliability of mineral deposit and reserve estimates can be attained through better quality control of the data and information acquisition, and the estimation processes. This paper reviews the following key requirements:1. greater awareness of the significant figures of both data and estimates, and better understanding of the probabilistic aspects of the estimates, their confidence limits and margins of error;2. greater reliability of the information that supports the estimates, by more explicit and more rigorous methods and standards for data acquisition and for interpretations;3. more quantitative estimations of geological/mineral continuity, based on improved three dimensional sampling patterns and the use of geostatistics; and 4. better integration at the project engineering and mine production stages, of the mineral deposit characteristics and mining method constraints, for more efficient mineral recovery and mine quality control.RÉSUMÉUne plus grande fiabilité des estimations des gisements et des réserves minières requiert plus d'emphase sur le contrôle de la qualité de I ‘acquisition de l'information et du processus d'estimation. "Dome Mine's No.8 shaft is located about 1 km northeast of Dome's No.3 shaft and mill complex in South Porcupine, Ontario.No.8 shaft was brought into production in 1984 to hoist ore and waste for the complete mine as well as to service the mine from the 1600 level and below. Access above 1600 level is provided by No. 3 shaft.The rectangular shaft has six compartments consisting of two skips, a cage, counterweight, manway, and a service compartment. The over-all size of the shaft is 14 ft 7 in. by 20 ft by 7 in. (Fig. 1). A 7th compartment for shaft deepening is incorporated in the bottom 500 ft of shaft. The shaft is 5470 ft deep. The loading pocket is located at 5300 ft and the dump 61 ft below the collar.Surface facilities consist of a concrete headframe and a structural steel hoistroom which houses the cage and production hoists . The service hoist is a 12-ft diameter double drum, with one 1750 HP DC motor, and the production hoist is a 15-ft diameter double drum with twin 1750 HP DC motors.Both hoists have a single clutch and a single reduction gear train built by Orenstein & Koppel, and equipped with Canadian General Electric drives. "The Jinfeng gold mine is one of the three gold mines that Eldorado Gold has in China and it is the second largest gold mine in China. The mine is located in a relatively remote and mountainous area in the southwestern Guizhou province. The orebody is similar to the Carlin type deposit in Nevada. The mill throughput was designed to treat 3,600 tones per day. The ore comes from open pit mining and underground mining, and is fed to one-stage jaw crushing. The crushed ore is stockpiled, reclaimed and then fed to the SABC grinding circuit. After classification with hydrocylones, the ore is floated, and the resultant concentrate is oxidized biologically in a process known as BIOX®. The oxidized concentrate is then washed in a CCD circuit and finally leached with cyanide in a CIL circuit for gold extraction. Jinfeng produces about 180,000 oz of gold per year.This paper introduces operations and modifications of SABC circuit over the past three years, and then describes some technical characteristic of the SAG mill and other circuits in the processing plant.Major modifications and improvements on the SABC circuit are described in the paper, including:1. Impacts of grinding ball and mill liner with respect to material selection, quality, hardness, manufacturing methods, and interactions between mill liner and grinding ball.2. Effect of milling operation parameters on milling efficiency.3. Impacts of SAG mill scats and modifications of grate size to improve mill throughput.4. Design and construction of a pebble crushing system, and recycle the crushed scats to the SAG mill to improve mill throughput.With the above-mentioned modifications, 20% increase over the design in mill throughput has been realized over the past three years, and operating cost has been significantly reduced. However, some issues still remain, and thus process modifications and technical innovations are still needed."

"The Scheelite Dome tungsten-bearing skarn property, central Yukon Territory, is in metasediments in contact with a quartz monzonite intrusion. Contact metamorphism to biotite-muscovite- andalusite hornfels and calc-silicate hornfels is superimposed on low-grade regionally metamorphosed rocks represented by quartz-mica pelitic schist and muscovite-biotite pelitic schist.Metasediments are likely Precambrian in age, even though Rb-Sr whole-rock analyses indicate an early Paleozoic age (511±41 Ma); this apparently too young radiometric age is due to partial loss of radiogenic strontium during regional metamorphism. The minimum age of the quartz monzonite intrusion is Cretaceous at 90.4±2.6 Ma (K-Ar on biotite) and its initial 87Sr/86Sr ratio is 0.7121. The high initial ratio of the intrusion is due to the addition of radiogenic strontium from the metasedimentary country rocks and perhaps an underlying older basement.Scheelite-pyrrhotite-chalcopyrite mineralization occurs in diopside-zoisite skarn pods within the calc-silicate hornfels near the quartz monzonite intrusion. The source for lithophile tungsten is probably the same as for the granitic magma, namely Precambrian sialic basement.IntroductionThe Scheelite Dome tungsten skarn property is within the Mc-Questen map-area (NTS: 115P/16),28 km northwest of Mayo, Y.T., at latitude 63°47' north and longitude 136°15' west. The property can be reached by helicopter or by four-wheel- drive vehicle from Mayo.This paper summarizes the geology of the Scheelite Dome property, which has been described in a general way by Little (1959) and Cathro (1969). Geological mapping and sampling were done by the first author (nee Steffler) during June 1979. Field work was supplemented with detailed work at the Department of Geological Sciences of The University of British Columbia during 1979 and 1980 (Steffler, 1980). Whole-rock chemical analyses were done by Cominco Ltd."
