The development and improvement of computer-based process simulation packages over the past 20 years has provided process engineers with a powerful tool to use in the design of complex metallurgical plants. The use of such modelling tools has enabled the design of process plants that minimise operating and capital costs whilst optimising plant efficiency and recovery. Almost every new project developed in the current market is underpinned by a simulation of the process. In line with engineering best practice this simulation should be based on laboratory/pilot plant test work results and sound assumptions. Any errors that are not identified in the development of the process simulation may have significant effects on the final design and operation of the processing plant. Developing a simulation of the process in a comprehensive, logical and auditable manner is thus essential in ensuring the simulation accurately represents the expected process plant behaviour. A methodology that ensures these requirements are met has been developed by SNC-Lavalin Australia and is described in this paper. The methodology includes the major review stages of data collection, model planning, model building and optimisation, model review, scenario testing and options development, and model reporting. All of these stages should incorporate comprehensive client interaction and review by a suitably qualified representative. In applying these methodologies SNC-Lavalin Australia ensures that the process simulation model developed can be confidently utilised in the design of the process plant, and in the estimation of operating and capital costs, whilst ensuring that engineering best practices are met.

The development of a coal project must pass through a number of phases, taking it from a preliminary evaluation through to detailed mine planning. For each phase the cost of data acquisition and associated mining studies increases exponentially for linear improvement in confidence levels. Within each mine planning phase there are four main activities. These are the economic ordering of reserves, the development of optimum mining strategies, mine design and scheduling and finally the estimation and analysis of costs. The development of the optimum mining strategy is one of the most critical aspects of a mining evaluation and the application of economic criteria at this stage of the project is vital to the successful generation of an optimised mine design. A recommended method is the concept of Economic Ratio (ER) which expresses the likely cost of mining from a given location in a deposit in terms of the value of the product likely to be recovered. The most economic mining strategy will be to mine areas from low economic ratio to high economic ratio within the constraints of reasonable equipment application. When selecting equipment a particular machine should not be selected solely on comparison with other machines in isolation, but the total application must be analysed. In the final selection the decision should be based on whether or not it has a beneficial effect on overall project economics. The economic assessment must take into account the time value of money, so the real cost can be determined with adequate provision for capital and operating costs over different time spans.

IN presenting the following short paper the writer hopes to illustrate some uses of explosives in industrial work under conditions different to those prevailing on mining fields. This paper is based on experience gained at the Newcastle steel works of the Broken Hill Proprietary Company Limited. The management had decided that as soon as No. 2 blast furnace which is of an improved design was ready to be put into commission, No. 1 blast furpace was to be dismantled and reconstructed to a similar design to No. 2 furnace. This reconstruction entailed the removal of the brick lining of the furnace shaft, and, also the removal and disposal of the,"salamander" and hearth-lining. For the information of members who may possibly be unacquainted with the term "salamander," it might be explained that this term is used by iron metallurgists to denote the mass of iron and slag formed at the- bottom of the furnace, whilst in commission.The method of disposal depends upon the size and nature of the salamander, and in the case under review it was decided to bury it below the hearth of the 'furnace' to be reconstructed. A passage-way was made in the concrete walls of the cast house, and the sand-filling of the cast house removed sufficiently to allow of the concrete foundations of the furnace being reached. This passage-way was extended until the hearth was encountered. The next operation was the removal of the hearth-lining below the salamander. The removal of the concrete was not difficult...

The use of operational research in mining is illustrated by simple examples of the techniques of simulation, linear programming, theory of sampling, and experimental design.Statistical simulation of the delays in answering telephones was used to compare the efficiency of alarm systems in collieries, and to determine stock control policy for a bin in mucking, filling, and tramming operations. Linear programming was used to help minimize transportation costs between collieries and washeries. The theory of sampling was applied to separate and balance the components of error introduced at the' various stages in the collection and reduction of routine samples of coal, and to the assessment of errors of estimates of grade in orebodies from drill samples. 'l'he principles of experimentaldesign were used to compare wear of different conveyor beltings and costs of battery and diesel locomotives in underground transport.INTRODUCTIONIn operational research some of the procedural techniques and professional attitudes of mind found among scientists and, in particular, mathematicians and statisticians, are applied to operational problems in industry ranging from policy making in the broadest sense to the humblest sampling procedures. These apply in mining equally with other industries.Anyone who reviews a procedure critically and in a systematic way may legitimately claim to be doing operational research. There are many avenues for potential liability facing the Mining Industry today. Liability for breaches of environmental statutes such as the Resource Management Act 1991 and the Hazardous Substances and New Organisms Act 1997 include not only financial penalties but imprisonment and perhaps even more significantly will affect the reputation of the Industry. The potential for liability is not restricted to the employees that cause the actÆs to which liability attaches, but also potentially affects all the levels of management and even the company itself. There is also potential for liability through common law actions which can be utilised in cases of environmental harm. These should not be ignored by the Mining Industry. The Mining Industry must take a proactive approach to minimise exposure to potential environmental liability. This can be achieved by undertaking comprehensive environmental management initiatives and policies.

Modern minerals projects face serious challenges in earning and maintaining acceptance by their key stakeholders. Factors which underpin effective response to managing these challenges include consideration of public affairs issues from the earliest planning stages, building robust alliances with a range of influential partners, developing a level of transparency in all operations and decision-making and integrating activities towards resolving key strategic issues. Effective community relations is vital and there are a number of elements common to the best approaches. These include senior management support and involvement, appropriate involvement in project decisions and activities by community members and company responsiveness to community expectations. The project's operations manager and executive team must fully commit to developing the capability and processes to meet these challenges. They require a whole of project response and it is not an option to manage them peripherally.

The Australian lead-zinc industry faces a future in which the world market is likely to show at best only minimal growth and in which there will be increasing competition. Its production facilities use mature technologies employing expensive labour and increasingly costly energy in a country which demands the highest standards of environmental performance. Returns on investment are already unsatisfactory.Technology for survival would appear to indicate a need not only for more efficient capital, labour and energy usage combined with improved environmental performance, but also flexibility to handle more complex materials than the traditional, virtually single metal concentrates. This offers the potential for improved overall economics from the mine onwards, but will demand efficient separation and by-product recovery processes.In the lead industry these problems are being addressed in several emerging technologies. With zinc, the situation is less clear.

The title of this paper implies, and the text explicity states, that Sen and Spottiswood (1984) have found a new mineral species related to geocronite and jorganite. I believe that there is inadequate justification for this claim.The X-ray powder diffraction pattern reported by the authors exhibits a close similarity to that of geocronite, as stated by the authors, which suggests a close structural relationship at the very least. It is therefore reasonable to recalculate the results of the microprobe analysis reported by them to atomic proportions on the basis of the geocronite formula. This calculation, whether based on the formula used by Sen and Spottiswood (1984), or on one derived from a crystal-structure analysis (Birnie and Burnham, 1976), namely Pb18 (Sb, AS)11S46, with a total of 86 atoms, gives the results shown in Table 1.

Process control applications to the unit operations in both the Lead and Copper Smelters are reviewed. The basic aim of this control is to smooth plant inputs to produce an output of consistent quality in terms of chemical composition, temperature and physical properties. Most effort has been put into the process bottlenecks, namely in the process baghouse of the Lead Smelter and in the Copper Smelter reverberatory furnaces. The method of approach is discussed, firstly extensive plant measurement and data logging plus identification of factors which most affect the unit operation and secondly control of these factors to smooth out variations. This has been possible due to the development in-house of on-line instruments to measure the critical variables and the external use of computers for plant control. Some of these instrument developments are also briefly discussed.

Tonnes per Hour - Kilowatts per Tonne Tonnes of Mesh Size Produced Kilowatts per Tonne of Mesh Size Produced - Terms often heard in discussions of grinding mill and grinding circuit performance. All of them only tell a partial story as none of them relate to a fixed reference or overall standard measurement. Tonnes per Hour gives the production rate relating it to a specified or desired rate set as a goal or objective. As such it does not take into account changes in feed size, product size or grindability. Kilowatts per Tonne which accurately stated is kilowatt hours per tonne brings power consumed into the picture which is related to grindability but still does not take into account changes in feed size and product size without which power changes do not necessarily reflect the complete effect of changes in Grindability.

Offshore minerals legislation has been introduced to provide jurisdiction over the exploration and recovery of mineral resources, particularly petroleum, from the territorial waters and parts of the continental shelves adjacent to coastal states. Ratificat- ion of the 1958 Geneva Conventions on the Law of the Sea has provided some measure of international agreement amongst signatory powers. Because the relationship of the Australian States to the Commonwealth in their federal system, the Australian offshore petroleum legislation is of particular interest. The customary role of the States in mineral resources management, which has extended to the offshore, is under challenge from recent unilateral Commonwealth Government legislative actions in the fields of mineral resources jurisdiction. Environmental considerations provide an additional issue, as yet unresolved, with the delay in submission of the Report of the Great Barrier Reef Petroleum Drilling Royal Commissions

The underwater test is now being used routinely to characterise explosives and initiators. However, several outstanding issues regarding the role of confinement and the usefulness of the test results in predicting expected blasting performance require further elucidation. This paper reviews the underlying principles governing the test, and highlights its relative advantages and disadvantages in product development and applications. It deals with topics of energy release, energy partitioning, confinement and efficiency, supported by illustrative examples from tests with various products and geometries. The results are analysed in terms of both the detonation parameters measured and their extension to predicting blasting performance in the field. It is emphasised, that just as with other performance tests, the results and conclusions are only valid under the particular test conditions employed, and over-generalisation of these results can lead to erroneous conclusions.

Occurrence data of Tastubian,Sterlitamakian, and Aktastinian (all of Sakmarian Stage of Early Permian) brachiopod genera are analysed by Q-mode cluster analysis, principal component analysis, and discriminant analysis based on presence or absence of genera. Five faunal provinces and their corresponding generic associations persisted throughout the Sakmarian Stage. The additional Sasian Province incorporating the Lhasa and Shan-Thai terranes became recognisable in Sterlitarakian and strengthened in òAktastinian, implying a Tastubian-Sterlitamakian rifting event, followed by subsequent northward drift and divergence from Gondwana, and convergence with Laurasia. The nature of Permian 'Tethys' is discussed on the basis of faunal migration and abrupt changes of faunal provinciality in Lhasa and Shan-Thai terranes.

The organisers of this function have suggested that this presentation should accomplish the following broad goals:set the technical tone for the conference to follow, implying some discussion of the æstate-of-the-artÆ of reserve estimation; and raise some current and common problems or deficiencies in our art in order to be thought provoking. As an engineer it is always easier to raise problems than to solve them with state-of-the-art. Consequently, I have had to limit the extensive list of problems that could have been discussed within this presentation. In regard to the state-of-the-art, this presentation will not be an esoteric discussion of the latest statistical estimation processes, although I intend to challenge those with skills in that area to address some of the thought provoking issues later on. The subtitle of the paper was established after reading an excerpt from æLife on the MississippiÆ by the American humorist Mark Twain in which Twain observed that the Mississippi River had become shorter during his working period on the River due to natural cut-offs and man made channels. Projecting into the future, he calculated that by now, Cairo, Missouri and New Orleans, Louisiana would become a single city with one mayor (the two cities are still separated by some 500 air miles). As a moral to this story Mark Twain observed that one can obtain: æwholesale returns of conjecture out of such a trifling investment of factÆ.

Geostatistical simulation has been widely used in mineral resource classification of metalliferous deposits based on international standards such as JORC code which is one of the most extensively used around the world for reporting the mineral resources and ore reserves alongside with objectives of the companies (Sadeghi, Madani and Carranza, 2015). However, the modeling process becomes challenging whenever the relationship between the variables of interest is complicated and cumbersome to model. This characteristic sometimes manifests itself in complex spatial and global cross-correlation measures, deeply depending on the formation and genesis of the deposit. The objective then is to generate the models that not only reproduces these significant characteristics, but also, it leads to a better understanding of a mineral resource estimation and successive decision-makings. In this respect, there are different approaches taking into account the spatial correlation structures, for which can be classified as independent simulation, co-simulation, and factor-based methodologies. In this paper, three techniques: Turning Bands Independent Simulation (TBSIM), Turning Bands Co-Simulation (TBCOSIM) and Projection Pursuit Multivariate Transform (PPMT); from those aforementioned approaches are selected to model two cross-correlated variables (Iron and Aluminum Oxide) belonging to an Iron ore deposit located in Brazil, in order to examine which methodology better reproduces the corresponding complexity in terms of local correlation measure. The Mine to Mill concept, as it has become known, is a philosophy which is being increasingly embraced by mining companies committed to increasing their profitability through better integration and global optimisation of their mining and processing operations. Autogenous (AG) and semi-autogenous (SAG) mills are the principal primary grinding devices currently in use, their performance is particularly sensitive to feed size distribution. Most efforts to-date have centred on modifying and controlling the run-of-mine (ROM) size distribution to maximise grinding mill throughput. The complexity of the interaction between ROM size distribution, primary crusher product and AG/SAG mill performance precludes the trial-and-error approach as an effective means of determining the optimum blast-induced fragmentation size distribution. To overcome this limitation, the Julius Kruttschnitt Mineral Research Centre (JKMRC) has developed modelling and simulation techniques that are able to accurately reproduce both the fragmentation processes during blasting and the subsequent performance of the comminution circuit. These models are tailored to suit local ore types, rock structure and comminution circuit design and calibrated using high quality field data. MIM Holdings Limited (MIM) have been particularly active in the Mine to Mill area and have instituted optimisation programs at three of their associated base metal operations viz Alumbrera, Ernest Henry and the Mount Isa Mines. This paper describes these programs with particular reference to the data acquisition and modelling phases, the predictions of potential productivity gains and the extent of the realisation of these gains to-date.

Significant developments in future mining systems, technology and best practices are emerging that are driven by issues relating to human resources, competitiveness, environmental and social responsibility, within the dynamics of globalisation. It is proposed that the definition of the role and attributes of the mining engineer in the mine life cycle needs to be viewed more holistically in the face of increasingly more diverse and complex responsibilities. These developments are motivating the need to consider a fresh approach to mining education and training at all levels for industry. A growing diversity and complexity of professional responsibilities is extending the mining engineerÆs broadly based skill set and reinforcing the need to play a central role within increasingly interdisciplinary teams. On the other hand, the imminent new technologies that will transform the mining process are prompting the assumption that more focused and specialised skill sets will be needed. A way forward is suggested that would first define a blueprint for the future mine, as an attempt to characterise the systems architecture, processes and organisation of the next generation mine. This can be the basis for assessing the nature of the workforce and distribution of responsibilities, from which can be inferred the skills and training requirements. In the context of the mining engineer, the paper explores how understanding such future requirements will enable more proactive development of a strategy for educational development. The paper then concludes by considering issues and lessons learned from some recent mining educational development initiatives underway in Australia and Canada that are shaping significant change.

Accidents in open pit mining have a high cost in lost time of person- nel, damage to equipment and installations, and lost production. The realities of export competition require that Mine Management sig- nificantly reduce the costs associated with accidents and workplace ill-health. Newer management approaches are proving effective in reducing the Total Cost of Risk through a strucured Occupational Health and Safety Programme exhibiting the following features: ò Formal Company Policy ò Accountability for OH&S performance clearly designated to each level of management and supervision ò Effective utilisation of a Mine Occupational Health and Safety Co- Ordinator and a Mine Occupational Health and Safety Adviser ò Development of realistic OH&S Objectives ò Training of Management, Supervision and Workforce in Occupa- tional Health and Safety ò Development and adoption of Safe Work Practices and Procedures ò Effective employee selection procedures, control of Contractors ò Monitoring of the health of the workforce ò Collection, recording and distributing information on all Mine inci- dents, accidents, injuries and damage ò Ensuring that the Mine environment is healthy and safe ò Effective Emergency Procedures to deal with injury, fire, rescue and other situations of risk ò Controlling those Mine hazards which cannot be removed ò Adopting a high standard of Occupational Rehabilitation ò On-going visible Management participation in the programme to ensure that momentum is developed and maintained. This approach requires that Occupational Health and Safety be given equal status with product quality, maintenance of plant and output per- formance; its implementation is rewarded with improved morale and major cost reductions.
