Plenary Address Zinc is a trace element in all igneous rocks and its background geological occurrence roughly follows iron but at much lower concentration. Living matter reflects this abundance and zinc is an essential trace element for complex life forms. Thus, environmental issues include zinc deficiency in soils and/or water - and thus in local diets - and zinc toxicity evident in natural or modified ecosystems. Increased knowledge of the role of zinc in plant and animal metabolism emphasises the need to manage, within guidelines based on naturally occurring abundances, the concentrations of zinc in water, spils and in the food chain. Although recognition of the natural variability of zinc concentration provides some basis against which environmental protection standards might be set, the measure of environmental `pollution' is more commonly taken as the degree of change to natural, background levels, attributed to the particular land or water use activity. There is little doubt that the vision (Spectre) of Voisey's Bay has completely spooked the Northern Hemisphere view on nickel to the exclusion of considering any other future nickel project. Voisey's Bay orebody is of world-class and will influence world nickel and cobalt supply for a very long time - but - has the world yet started to consider the enormous cost of acquisition and development of this find or the nickel price it will need to attract to cover these costs and its operating costs and keep its bankers and shareholders happy. That price will be the critical factor in determining Voisey's effect on world nickel and will be critical in ranking other new projects aimed at making up the nickel short fall created by the on-going demand for austenitic stainless steel. In my view, there is little doubt that some if not most of these `other' new projects will be developed in the South West Pacific from lateritic Resources.

Trade unions are people. As organisations they exist to represent the needs and interests of their members; that is the workforce. Thus one of the underlying objectives of the trade union movement has been and will continue to be: achieving from management recog- nition that the labour input to the production process - whether that be in the factory, office or service context - is made up of individual people who can not be treated as just another factor of production. The essential difference between labour input and other factors of production such as capital and raw material is the "humanness" of the individual entities which make up a firm, company or industry's labour supply. Recognition of the "people" input to the production process has essentially two aspects: humanisation of the workplace and the treatment of labour as human beings who have a role to play both within the workplace and within broader society.

Government geoscience may be categorised by objective under three headings: Applied Research for Geoscientific Framework Studies, Resource Inventory, and Technical Advice. In Queensland, the Department of Resource Industries is active in all three categories. Under the program-based management system adopted in 1987, three Programs, namely, Geological Survey, Mineral Resources Development, and Energy Resources Development and Utilisation, have geoscience responsibilities.Prime responsibility for geoscience resides with the Geological Survey Program, which provides a geoscientific framework for mineral and energy exploration and the development of the State. Simply stated, the Program goal is to provide geological information when and where it is required. Geological Survey work also encompasses aspects of resource inventory and technical advice, complementing the work of the other two Programs. This role has a 122 year long tradition, for geoscientists of the Geological Survey have been engaged in investigations designed to facilitate the identification and utilisation of the mineral, water and energy resources of Queensland since 1868.

Investment decisions in the Australian mining industry are often made without awareness of the impact of risk on project outcomes. A fundamental change in thinking is required to move away from the traditional attitude of æcushioning the blowÆ towards a measured approach to project risk. Such an approach involves quantifying and understanding project uncertainty so that investments may be shielded from downside risk while at the same time exposed to upside potential. Communication and collaboration between study teams and corporate financial managers must be improved before the industry can improve its project investment record. Monte-Carlo simulation provides a way to quantify and understand investment risk, but its accuracy depends on how well the variability of input parameters is estimated. Research in this area is currently centred on quantifying uncertainty in mineral resource estimation using new conditional simulation techniques, but a less-rigorous method can be applied in practice to begin the education process and develop the required awareness at board level.

A bewildering array of process control instrumentation is currently available for mineral processing plants. For sequencing control, special purpose microprocessors or the process control computer can be used. Where continuous control is required, then the choice is between pneumatic controllers, electronic controllers, shared display micro- processor systems and direct digital control. The benefits of each system are discussed and the advantages of using direct digital control in mineral processing plants are outlined. The factors which need to be considered when selecting control systems for new plants are listed. Instrumentation systems designed by Fluor Australia are used as case studies to illustrate the selection process. For established plants, conversion to direct digital can be advantageous, and case studies are given. However, replacement of existing systems requires justification based on a productivity improvement which will allow the control equipment to be paid for within a specific time period. The growth of the mining industry around Australia over the last ten years has seen many open cut mines developed on shallow oxide reserves. Most of these have been gold operations, although there are some copper mines in the list, too. Many of these have exhausted their oxide reserves and have made the transition to underground mining to access their deeper sulphide ores. Other operations have reached or are approaching the point where the decision has to be made to go underground or cease mining. This paper discusses the issues involved in making the transition from surface to underground mining. The aim is not to discuss each of the issues exhaustively. This would take a conference in its own right. Nor is it intended to provide a primer on underground mining. Instead the aim is, firstly, to flag the issues which must be addressed when planning to make the transition from surface to underground mining and, secondly, to identify critical aspects of mine development.

In recent years the production of steel from directly reduced iron ore pellets has ex- panded rapidly. However continued growth will depend on an adequate supply of suitable raw materials for the various commercial gaseous and solid reductant processes now in operation. Al- though at present Australia does not produce pellets primarily for direct reduction, there is an increasing awareness of Australia's potential role as a supplier of high grade ores for export and/or domestic use. The properties and quality requirements of iron ore pellets made specifically for directre- duction (DR) are reviewed and the laboratory techniques and test methods used at the CSIRO Division of Process Technology for the evaluat- ion of potential DR feedstocks are described. At the present time most of the evaluation tests for DR pellets are extensions of those de- signed for existing blast furnace (BF) burdens. In the case of some physical parameters such as cold compression strength, abrasion index and cold strength after reduction this extension is quite satisfactory. In the measurement of para- meters such as reducibility, swelling and stick- ing tendency, however, it is necessary to deve- lop meaningful standardized tests so that ores and pellets can be ranked for DR performance. To do this, data from the laboratory tests and from operating plants must be correlated.

"In the design and operation of mineral processing plants, knowledge of the variability of ore properties and that of the expected metallurgical performance within the orebody is of great importance in order to avoid both production constraints due to inadequate design and less than expected metallurgical performance during operation. Of the many properties that determine the performance of downstream separation processes, such as flotation, gravity separation and leaching etc the liberation characteristics are of primary importance.Current methods of evaluating liberation characteristics of ores such as the use of Mineral Liberation Analyzer (MLA) and QEMSCAN techniques are expensive and suffer from the drawback that these tests are performed on comminuted particles at a given grind size and/or samples of product streams. This problem could be overcome by developing predictive models of liberation that can predict the grade distribution of comminuted products at any grind size based on texture of the parent rock. This paper discusses a procedure that has been developed to predict liberation using information obtained from a sample of the parent rock such as drill core, based on Barbery’s liberation models. The required characteristic statistical functions have been evaluated from image analysis techniques using scanning electron microscope (SEM) images of the parent rock and narrowly sized comminuted particles. Such information can then be used in a predictive model to predict or explain the variability of metallurgical performance at various grind sizes used in future operating plants. "As the cost in time and money of data from sensors and small-scale tests has reduced, additional challenges have arisen. Although many mine data sets are not big relative to those in other disciplines, they are complex in other ways, and becoming too large to manage efficiently on personal computers. In order to take advantage of the opportunity offered by increased data, a diverse team from Universidad de Chile and CSIRO Mineral Resources has developed a virtual geometallurgical laboratory to support the computational requirements linking data acquisition with data-driven business decisions. A particular focus to date has been the development of user-guided workflow ensembles to enable comparison between plausible geometallurgical hypotheses.A case study has been undertaken using publicly available data from the Rocklea Dome iron deposit in Western Australia. A hypothetical mining schedule was produced from geochemical and hyperspectral drill core/chips data via the following steps: data preprocessing, exploratory data analysis, geochemical interpolation, block modelling, ultimate open pit design and scheduling. The key outcome of this study was the integration of workflow stages through new plug-in methods or modification of existing software. This paper focuses on the significant impact that geological information has in relation to the valuation, both equity market and accounting records, of mining companies. There are many different measures adopted by investors and analysts in valuing mining companies. In particular, focus is primarily on calculation of profit as it is the authors primary expertise. The importance of geological information to the calculation of profit (and to many other measures of a mining company performance) is not always understood by the geologist. The aim of this paper is to raise the awareness of geologists (particularly those who are competent persons under the JORC code) of the impact that reserve statements û and changes to û have on profits. This is the first time that this subject has been presented directly to geologists. Similar versions of this paper have been presented at other forums where other important users (directors, auditors, accountants, analysts, investors) or preparers of financial statements have been made aware of the importance of the geological information. In essence, all mining companies prepare annual financial statements, which are adopted by directors and audited. The major items that require judgement generally revolve around two areas û commodity price outlook and the accuracy of reserves and resources. Reserves and resources are important, and that there is undoubtedly a lack of understanding about the assumptions and accuracy of reserves and resources by accountants, directors and auditors, and a general lack of understanding by geologists as to how the information that they prepare is used. Across the globe the majority of mining companies are listed on stock exchanges (with the main exception being nationally controlled mining companies û eg Codelco). In a very simplistic manner, I have divided all mining companies into three types: exploration plays û these companies are still in the finding or proving modeÆ and typically the stock market and investors rely on geological information and remaining cash in determining their assessment of the company; single mine companies û the major items that investors and the stock market look for are reserves, inferred resources, commodity price outlook and discounted cashflow calculations; and multiple mine companies û the investment community and stock market are looking at reserves, inferred resources (generally to a lesser extent at this stage), commodity price outlook, discounted cashflow calculations and profit and loss accounts. Regardless of the type of company, the equity markets, including analysts, try to determine appropriate valuations for mining companies. In doing this the major two areas that require judgemental consideration are the commodity price outlook and the level of reserves and resources. Generally speaking, most mining companies have a strong understanding of their cost structures û in particular their cash costs as distinct from their accounting costs of production û and therefore this area generally gets less consideration than the other two matters mentioned above.

The manual gravimetric drying moisture determination methods currently employed by most mineral processing plants fail to provide timely and accurate information required for automatic control. The costs associated with transporting and handling concentrates represent a major portion of the overall treatment price. When considering the cash flow of a mining operation that is governed by both the smelter contract, with moisture penalties and the quantity and quality of the concentrates shipped, any tool that provides real-time feedback on the process is vital (Edwards, RP 1994). The introduction of an on-line moisture sensor would become a welcome addition to the process control field instrumentation package now applied. A novel on-line determination system for ore concentrate moisture content would replace the tedious manual procedure. Since the introduction of microelectronic-based control systems, operators have strived to reduce the treatment costs to the minimum. Therefore a representative and timely determination of on-line moisture content becomes vital for control set points and timely feedback. Reliable sensors have long been on the æwish listÆ of mineral processors since the problem has always been that you can only control what you can measure, (Konigsmann, 1990). Today, the task of moisture determination is still done by the classical technique of loss in weight utilising uncontrolled procedures. These same methods were introduced in the earliest base metal concentrators. Generally, it is acceptable to have ore concentrate moisture content vary within a range of seven to nine percent, but controlling the moisture content below eight percent is a difficult task with a manually controlled system. Many times, delays in manually achieving reliable feedback of the moisture content results in the moisture varying from five to twelve percent before corrective actions can be made. This paper first reviews the traditional and widely available methods for determining moisture content in granular materials by applying physical principals and properties to measure moisture content. All methods are in some form affected when employed on mineral ore concentrates. This paper introduces and describes a unique and promising novel on-line moisture sensor employed for mineral processing de-watering applications, which not only automates the tedious tasks but also results in reliable moisture feedback that can be used in the optimisation of the de-watering process equipment such as pressure or vacuum filters and fuel-fired driers. Finally, two measurement applications will be presented to indicate the usefulness and to summarise the measurement requirements for the proposed method of employing drag force and mechanical properties of the material itself to determine the moisture content. The commercial model of the equipment is described with the features and benefits to the users summarised.

Current attitudes by exploration companies towards working on another party's exploration permit or equivalent vary widely. That this is so is due to the virtual absence, on the one hand, of anything in the mining legislation in any jurisdiction that establishes what are the exclusive rights to explore, as opposed to apply for a mining tenement, that the grant of such an authority conveys on the holder, and on the other hand, of any code of ethics or set of guidelines to proper practise. By contrast, in most states and territories, if not all, it is an offence to enter onto a mining tenement, other than to cross it, without the consent of the holder, although until recently most field personnel would have been unaware of this and most explorers would have transgressed at one time or another. A similar vacuum exists where aerial surveys are concerned. There are in fact no guidelines. It has always been assumed that a party wishing to carry out such a survey was free to do so, without even an obligation to notify the holders of any tenements or permits in the area to be surveyed, let alone make available to them any data from the survey. Concepts of 'geophysical trespass' now being tested in the US also raise the possibility that data won from adjoining ground using geophysical techniques may be privileged. Attitudes now appear to be changing. In the absence of legislation or any code of practise, what does the industry regard as ethical behaviour? Do we need to define the rights and obligations of various parties more clearly, and if so, what should they be and to what extent will it be necessary to confirm them by legislation as opposed to adopting a code of practise? Will the existence of such a code in fact improve corporate practise?

The Carajßs Province presents several volcano-sedimentary sequences that comprise the Itacai·nas Supergroup. The rocks represent bimodal volcanism, and clastic and chemical sedimentation in relatively unstable basins subject to recurrent structural events with subsidence and volcanism. The Grpo Parß Group represents one of these sequences with mafic volcanic rocks that enclose discontinuous jaspilite lenses, with development of large high-grade orebodies (Fe >65 per cent). This unit is named the Carajßs Formation and presents peculiar characteristics compared to other iron districts in the world, thereby departing from the classic Lake Superior or Algoma iron formation types. Owing to the dense vegetation, lack of outcrops and harsh landscape, the structural analysis of the district can only be accomplished by combination of regional field work, detailed structural work on the open pits, and remotely sensed image interpretation, in this case Landsat ETM7, JERS-1 images and the SRTM digital terrane model. The regional trend of the several sequences of the area is approximately N-S and the structure is dominated by a flattened flexural fold system with axes moderately dipping WNW, intersected by several strike-slip faults subparallel to their axial plane. The Serra dos Carajßs represents an s-shaped synform-antiform pair, herein named the Carajßs Fold. This regional structure is partially disrupted by the Carajßs Shear Zone that divides it in the northern (Serra Norte) and the southern (Serra Sul) Ranges and also probably prepared the terrane with the development of pathways for mineralising hydrothermal fluids forming large high-grade massive iron bodies. Syntectonic granitic bodies played an important role in the structural evolution of the area as well. They caused localised ductile flattening deformation and thermal contact metamorphism in surrounding terranes. The Estrela pluton, for instance, was responsible for the discontinuity of the regional trend between the Serras do Rabo and Leste. The Carajßs Province is regionally the upper crustal product of a very shallowly eroded dome-and-keel geometry of Neo-Archaean volcano- sedimentary units intruded by syntectonic calc-alkaline intrusives and overlying pre-existing infracrustal rocks. The lithostructural data suggest continental-margin back-arc basin development and closure in an oblique collision belt, with N-S shallow crustal shortening, parallel to the inferred pre-existing strike of the stratigraphy.

The heterogeneous reactions of carbonaceous materials with oxidising gases are basic to all combustion phenomena and to many gasification processes. The carbon- carbon dioxide reaction at elevated temperatures (Reactivity) plays important roles in many metallurgical operations like iron blast furnace and ferro-alloys smeltings, zinc and lead smelting, alumina reduction, cupola operation and direct reduction processes. The stoichiometry but not the mechanism of the reaction between CO2 and carbon is represented by the equation (Boudouard reaction) CO2 + C 2CO (1) This reaction is more complex than that between carbon monoxide and metal oxides, which involves essentially a transfer of oxygen from the oxide to carbon monoxide to generate carbon dioxide without any change in gas volume, whereas the volume of the product gas of Equation (1) is twice that of the reactant gas. In the present paper an attempt has been made to review critically the reactivity measurements of various carbonaceous materials in carbon dioxide atmosphere. Steps in C-CO2 reactions, surface reaction mechanism, role of mass transfer on reaction kinetics, dynamic oxygen exchange reaction and rate equations and rate controlling steps are discussed. Various methods of reactivity measurements with their pros and cons are also presented. Effects of pertinent process variables on the reactivity of carbon are also described in detail.

Longwall mining has historically been considered an application for only deep reserves. This has changed in the recent past as longwall has become competitive with surface mining. Many resources marked for stripping now he in the domain of longwall. Today, the best longwall mines compete with strip mines operating in even the lowest stripping ratios. Longwall mining has become more widely applicable than it ever has been in the past and it is now generally considered the method of choice in situations where high levels of coal production are required. But the best way to use longwall mining has become less certain with the opportunities that highwall access provides. Wall-to-wall mining is the use of retreating longwall developed from and retreating toward a highwall. As a surface mine reaches its ultimate highwall, the opportunity for longwall punch mining or wall-to-wall mining is obvious. There are several clear operating advantages to operating a longwall in this way and where highwalls are available, the best economic decision will generally favor planning a direct approach. Yet wall-to-wall is not applicable in every situation even when highwalls are available. Moreover, the advantages of wall-to-wall mining do not always justify the cost of trenching or box cuts to access coal . However, many tactical advantages of operating from the highwall can be realized with the use of specially equipped blind drilled or raised bored shafts. This paper discusses novel techniques for a shaft assisted mining system which permits the addition of conveyor structure and mine systems from the surface to the face for advance and retreat mining with longwall, shortwall or room and pillar panels.

Sophisticated pit optimisation software has allowed mine planning engineers to generate mining outlines that consider the numerous factors that have a major effect on the success or otherwise of a mine plan. The outlines are generally generated using a range of values for which one can assume a fixed mining cost and a variable revenue. During analysis, the expected costs and revenues are used to investigate the cashflow and sensitivities. Ultimately, the final pit and incremental outlines, or shells, are selected for a given expected price. This paper proposes an alternative method for incremental pit shell selection that considers the risk the mine be prepared to accept. The life of mine is divided into a number of Business Risk Periods (BRPs). The BRP represents the period of time over which the owner is prepared to invest capital. During each BRP, the mine will then operate at a selected investment cost which is generally equal to or greater than the minimum required to meet production targets. In this way, a robust mine plan can be produced which allows the mine to react to change without having to alter the incremental shell limits while maintaining a strategic risk profile. This paper will summarise factors to be considered in selection of the BRP and the incremental pit shells within the BRP.

An overview of flotation reagents used in sulfide and non-sulfide separations, from an industrial perspective, is given in this presentation to highlight the current applications knowledge. The historical and theoretical aspects, which are well documented in numerous books and reviews, will only be highlighted, when necessary, to support the theme of this paper, viz critical analysis of reagent research, design, selection and optimisation with an emphasis on relevance to plant needs and practice. The three types of flotation reagents; viz collectors, frothers and modifiers, used currently in the industry are briefly reviewed; pitfalls and gaps, arising from somewhat arbitrary and reductionistic practice in reagent applications, are identified; and the impact of environmental regulations on current and future reagent development is discussed. The importance of frothers and modifiers, which have received less overall attention than collectors, is highlighted. The need for a rational, holistic (or ætotal systemÆ, ætop-downÆ) approach for reagent design, selection and optimisation is discussed with a view to provide remedies for pitfalls and a platform for filling gaps in reagent chemistry and applications, and to develop reagent technology that can deliver robust solutions to plant needs. In order to assess whether polysaccharide depressants are strongly or weakly and reversibly bound to the surface of talc, a series of experiments was conducted on New York talc in which the floatability of the talc in a microflotation cell was determined. The talc was conditioned in solutions of carboxymethyl cellulose (CMC) or guar gum in 10-2 ionic strength Ca(NO3)2 or Mg(NO3)2. The talc was then washed with four successive aliquots of water, or cation solution, to try to remove the polymer and the flotation response of the talc was assessed. CMCs of different charge (DS) were used to assess the effect of charge on the strength of bonding. The results show that CMC and guar gum could be removed to a large extent from the talc surface by washing with water (the floatability was restored), however very little could be removed from the surface by washing with cation solution. The higher charge CMC was easier to remove from the talc planes in the absence of cations than the lower charge CMC. Thus CMC bonding to talc has been shown to be irreversible or very slowly reversible only if cations are present, implying that cations are necessary to keep the polymer bound to the surface of the planes to effect depression. The presence of ions in solution also had the effect of maintaining surface coverage of the talc by guar gum.
