Opencast blasting is notoriously subject to variable blasting conditions, some of which are related to changes in ground conditions and some to human and equipment factors. As drilling and blasting constitute a high proportion of working costs, control in this area is crucial for good management. During a recent exercise, wireline logging of blastholes was shown to have the potential to provide invaluable data for optimising blasting control and design. The paper reports on the exercise undertaken, showing that serious misconceptions as to the borehole diameters, explosive densities and posi- tions of decking were quickly corrected using the method. Potential use in blast design is discussed, as are the cost implications.

Due to the increase of passenger traffic, a new station is proposed which is about 6.8km from south station. An underground connection line is under feasibility study for connecting these two stations in order to avoid the in- terference with surface traffic. An approximate rapid design system for tunnel liners and underground structures is presented which permits the effects of structure geometry and stiffness, rock quality in terms of its deformation modulus, and the applied system loading to be entered as data to produce direct designs conforming to stress limitations, optimum reinforcement requirements and restraints on section dimensions. An 'equivalent column' concept is introduced for modelling the rock mass in contact with the structure. Only the rock treatment is given in detail but the results of sensitivity analyses, with reference to rock quality, for a typical liner design are given and these results related to a number of empirical design approaches.

The major strata control considerations which affect the optimisation of roadway driveage in highly stressed strata is the performance of reinforcement placed and the extent of stress induced rock deformation. High development rates and opening stability requires efficient rock reinforcement and stress relief strategies which maximise the integrity of the rock about roadways created. Current studies demonstrate the capability to reduce lateral stress distributions across panels and research is aimed toward a higher capacity bolting system. It is the intention to provide industry with more efficient reinforcement and stress control alternatives which will allow high production development equipment to operate without the restriction of delays caused by poor ground Conditions.

To carry out its responsibilities the SECV needs to manage the visual environment effectively. Every land oriented decision effects what we see and the value in pursuing visual excellence is supported by informed opinion, widespread community interest and evidence of cost- effectiveness.By knowing how we perceive the landscape and then changing or conserving it we can assist in fostering a positive mental image of a countyside which is welcomed by the local and regional community.It is useful to examine key design elements and the value we place on visual impressions in relation to three significant SECV rehabilitation projects, at Loy Yang, Newport and Morwell Open Cut.

The Directional Drill Monitor (DDM) is an advanced instrument for real time in hole surveying. It was developed by Du Pont (Australia) to suit Australian gassy coal mining conditions. The instrument consists of three units: i. Down hole transmitter ii. Acoustic transducer iii. Data receiver processor unit (i.e. up hole unit). This paper describes the function of each unit in detail and highlights the importance of the DDM in long hole drilling efficiency. Surveying is carried out independent of hole depth. Each survey takes 2-3 minutes to complete, the frequency of surveying to control borehole trajectory is determined by the accuracy required for a particular hole.

Mine to mill optimisation is not a recently developed concept. It is one which is finally gaining greater acceptance in the Australian mining industry, possibly as a consequence of the downturn in markets and certainly made possible by the development of tools and techniques to measure and predict performance of mining equipment and milling plants. Fragment size after blasting has a major bearing on the performance of all aspects of mining and a major influence on the economics of the mine and mill. The process to optimise fragmentation consists of identifying the key factors, measuring their sensitivity through a modelling and trialing program and conducting economic evaluations on the changes on both the mine and mill. Management of the Ernest Henry copper-gold mine in Northern Queensland, Australia, has espoused the mine-to-mill concept and is actively pursuing excellence in blasting to drive down the total cost of mining. Ernest Henry has extremely hard, wet and heavily jointed geological conditions, and had high powder factors and a large percentage of oversize material reporting to the crusher or ROM stockpile. A blasting improvement program was undertaken between Ernest Henry Mining, Thiess Contractors and Orica Explosives to optimise the ore size distribution, particularly the oversize component, as a step to reducing production costs. Measures of success included bringing the rock breaker back from double shifts to part-time operation and increasing direct dumping into the crusher from 70 per cent to 92 per cent. Tools and technologies to predict and measure the performance of individual blasts are needed before it is possible to optimise fragmentation or the downstream processes. These include such specialised Orica Explosives tools as SABREX, POWERSIEVE, and POWERLINE and commercially available drill monitors. As important are the more common still and video camera, borehole loggers, measuring tapes, surveying equipment such as face profilers, and a high speed camera if possible. There are many tools which can be applied however it is rarely necessary or possible to use all of them due to time constraints and a point of diminishing returns. The critical point is knowing what the true parameters of the blast were compared to design -only then can the predictive tools be effectively utilised. Stage one of the program has seen gradual improvement as the understanding grew and practices have been implemented resulting in reduced bridging in the crusher, geological mapping with respective blast designs and the oversize component under control. This paper is about a process approach which links tools and technology to understand the fragmentation drivers and then to optimising the size distribution. Discovery 2000 is basically about data, its collection, management, assessment and dissemination. A major focus of Discovery 2000 is the collection of new geoscientific data. However, the Department is already a major source of data on the geology and mineral resources of New South Wales. These existing data when combined with the new data, will greatly enhance the knowledge of and information on the geology and the mineral development potential of New South Wales. This paper discusses some of the existing datasets and outlines how they can be accessed. It also gives an insight into the Department's strategy for data and information technology management.

The recent description provided by Scott (1981) of the Ardlethan alteration systems is of particular interest as it draws attention to the analogy between Ardlethan and the porphyry tin systems of Bolivia (Sillitoe et aI, 1975).During 1978-1979 a parallel study of the mineralization confirmed that the extensive alteration pattern relates to a series of breccia pipes which provide access channelways for the mineralizing solutions (Clarke, 1979). Many of the results reported by Scott are difficult to interpret without this concept and this short discussion is intended to provide additional perspective to the proposed porphyry tin model.The breccia pipe systems are centred upon each of the major mineralized zones (Wild Cherry, Carpathia, Stackpool and White Crystal) and with the exception of the White Crystal collapse breccia the major pipes are of the hydrothermal intrusive type. They range considerably in size and shape and at least two ages of formation are revealed by their cross cutting relationships at the Stackpool, Carpathia and Ardwest regions. Individual pipes or groups of pipes have distinctive alteration/infill characteristics and the entire system can be viewed as a complex porphyry tin system evolving with time. The recognition of pipes of different types and ages reveals a situation considerably more complex than suspected by Scott, and hence both the geochemical data and modelling require reinterpretation.For instance, the geochemical data contained within Tables 2 and 3 (Scott, 1981) relate to two separate breccia pipes which correspond to the South Cherry and Ardwest ore zones respectively. Although it is probable that both pipes are temporarily identical it is important that the geochemical data be viewed in context. The brecciation is extremely difficult to recognize and it is probable that the chemical compositions given represent mixtures of altered fragments and rock flour, together with material precipitated from solution as matrix, along microfractures, within small vughs, etc.

My closest personal connection with the problems of rehabilitation comes from two years spent on a project at Weipa. At the beginning I am fairly certain that the engineers did not understand the mental processes of the ecologist they were dealing with. I am absolutely certain that the ecologist did not understand the minds of the engineers. This form of the two cultures problem is the root of some of the matters that lie behind this lecture. It is possible to establish a stabilising cover of vegetation on virtually any land surface, short of a cliff. While the biologist knows this he also knows that the physical and chemical nature of a given acre of land combines with climate to define quite sharply just what plants can be grown there. In the case of land after mining the range of plants may be quite limited. The engineer, and his masters in the accounting section, seem (in my experience) to expect that rehabilitation can be carried on with equal speed and facility in any location. This belief commonly leads to a situation where rehabilitation is not considered until mining is well under way. True, the mine must be proved as an assured profit- earner before money can be justified for the non-productive (to the miner) expense of rehabilitation. But when the miner finally starts rehabilitation he does not always get a convincing and speedy result. Furthermore, the failure may not be easy to overcome. This is even more likely to be the sequence of events if the miner wants, or is obliged, to specify the exact type of vegetation to be produced, e. g. commercial forest, pasture,' or the original native vegetation.

IN preparing a sample of refined lead for analysis, it is necessary to exercise great care to avoid contaminatien, as the amounts of the various impurities present in market lead are very small. The lead is cut into convenient-sized pieces, which are flattened out with a hammer, so that, on putting tbe lead through the rolls, strips of about one inch in width and Ij32iu. in thickness are obtained. The hammer, anvil, and rolls should be carefully cleaned before use. The strips oflead are cut up into pieces of about one inch square. If the lead is roIled out very thin and cut up into small pieces there is considerable risk of the acid acting too violently and causing loss through frothing over. A blank assay on all the reagents used should becarried right through, along with the actual analysis of the lead. This is of the greatest importance, particularly with regard to the determination of such impurities as iron, sulphur, arsenic, and antimony.METHOD OF ANALYSISThe method of analysis is as follows: Take two lots of 600 gIm. each, place in a large beaker, add 2000 cc. distilled water and 750 cc. concentrated HNOs. Cover with a clock glass and warm on a hot asbestos plate until all action ceases. (If any white precipitate forms, filter off and examine for Sn and Sb.) Add 420 cc. H2S04 (1-1), and stir well while adding the acid: Allow PbS04 to settle, pour off the clear liquid into a 12-in. porcelain evaporating dish, and start evaporating down, the dish being placed directly on an 8-in. ring gas burner. Wash the precipitate three times by decantation using approximately 1200 cc. hot water for each washing, and stir well...

It is a very great privilege for me to be able to address you tonight and I am deeply sensible of the honour which has been done me. I am equally sensible of the inadequacy of my training for the position of President of your Institute.May I say at once what a very great pleasure it is to have so many members from the mainland States visiting us here in Tasmania. We do hope that you will find pleasure and profit in your stay.Since the Annual Conference is always held in the vicinity of one or other of the great mining fields, it has become the practice for the Presidential address to review the history of the particular field and t(j) indicate its place in the economic structure of the country.I propose to follow this practice and to try and present to you a short picture of thÇ mineral industry as it has existed in Tasmania. None of the information is new it is available in diverse and remote geological reports and in publications such as Witham's Western Tasmania and the more recent Peaks of Lyell. The last composite approach was written twenty years ago by P. B. Nye and published as a Geological Survey Bulletin.I have enjoyed preparing this address because on occasion I find it refreshing to look back and see what was known and what was accomplished in the days when the going was a little tougher than it is now, and to speculate upon the reasons that drove men to do what they did. GHD-Black & Veatch (GHD-BV) have completed design and specification of the ash thickening plant at Tarong Power Station, including operation of a pilot plant. Construction of the plant is in progress and commissioning is planned for early-2004. The objective of the new plant is to convert the low concentration (lean phase) ash slurry currently generated by the power station into concentrated slurry which will then be pumped to the existing ash dam. Water recovered from the lean slurry will be returned to the power station for reuse. The drivers behind this project are to extend the life of the ash dam and to reduce water pumping costs. A maximum flow of 1000 litres per second is expected in the thickening plant. The process involves a screening phase, which removes large material that could cause blockages or equipment damage. A 50 metre diameter thickener then concentrates the screened lean ash slurry to 55 - 60 per cent w/w solids. In addition, the thickener plant will allow the harvesting of floating cenospheres (hollow, spherical ash particles) from the lean slurry. Cenospheres are currently collected from the surface of the ash dam and drained on a pad adjacent to the dam. The new system will use a surface skimmer to remove the cenospheres from the thickener and transfer them to settling ponds for further classification. The settling ponds simulate the detention on the existing ash dam, and allow entrained fine ash and slow settling cenospheres time to settle. As settling occurs in ponds, the slow settling cenospheres can be completely recovered whereas when they settle in the dam, the opportunity for recovery is lost. Cenospheres are a valuable by-product produced during the combustion process, and recycling of this material reduces the waste generated by the power station. Water recovered from the thickener drains to a three megalitre reservoir. Water is drawn from the reservoir for thickener plant service water and various other uses in the power station. The bulk of the water is used to sluice ash from the power station to the thickening plant. In the current configuration, surface water from the ash dam is reused but must be pumped several kilometres back up to the power station. The dam also holds an inventory of several thousand megalitres of water and has significant evaporative losses. Therefore the current raw water make up demand is substantial. In addition, some areas of the power station traditionally using raw water will be modified as part of this project to allow the use of recovered water, further reducing the raw water demand. The design incorporates many features of sustainable water management. By more effectively recovering water from the lean ash slurry, the amount of raw water make up required by the system will be significantly reduced. This method of water recovery provides a more sustainable and energy efficient ash-transport mechanism.

Much of the data required for the evaluation of mine design is obtained from bore cores. It is essential to collect data that is useful and not to overlook features which might have adverse effects upon the mining practices and which might not be readily discernible to the untrained eye when examining bore cores. Interpretation of the data has progressed from the use of single-value properties, such as ultimate compressive strength or Young's modulus, to the utilisation of most measurable quantities. The simulation techniques used employ physical and mathematical models for prediction of mining conditions or strata behaviour. The application and capabilities of these methods to mine design are discussed.

It is self-evident that the availability of well qualified and experienced people to manage mining operations is vital to the success of an individual mine and to the ability to develop new mines either in Australia or overseas. For larger operations the term "mine manager" is here used to denote a range of positions within an individual company. Thus "mine managers" may be people managing individual mines at one geographic location with overall management provided by other "mine managers" in the roles such as mine super- intendents, production managers, general managers, etc. Smaller operations may have only a single level of management nominated as "mine manager".

The nature of exploration in Australia is reviewed from its inception to the present time. It is seen as consisting of three phases: the first, prospecting; the second and third, mainly company-based activity. The first yielded the discoveries on which the mining industry was originally built. The great recent growth of the industry has been due mainly to the discoveries of the third. The technical, organisational, legis- lative and other aspects are reviewed. The overall result has been a very great increase in the known mineral resources and, viewed collectively, exploration is seen as providing the principal means of assessing, evaluating and building up the nation's mineral resources.

Geology is generally treated as a æfront endÆ step in mine development. After infill drilling, the majority of resource estimation, mine-planning, development, mineral processing strategies and operational procedures are planned and implemented with little geological input, particularly in open pit operations. However, significant benefits in overall costs, cash flow, and technical risk reduction can be realised when sound geology is utilised more rigorously throughout the mining process. This under-utilisation of geology in the mining process has arisen due to a combination of factors:A lack of interest in, or knowledge of the full mining process by geologists. Few geologists fully understand where their inputs make critical impacts on downstream users. As a result of this, geologists generally do not focus their inputs towards areas of greatest value added, ie addressing issues critical for other members of the mining team. Most importantly, few geologists effectively communicate their results to the downstream users of their geology models. The results are that the potential benefits of geology, and the appropriate status of geology in the mining industry, are not fully realised. It is fundamental to realise exactly what geologists do. Geologists constrain geological processes and geometry. All geoscientific tools at the geologistsÆ disposal are geared towards one of these goals. An emphasis on geological processes is present throughout the exploration process, whereas in the resource estimation and mine development process an emphasis on geometry is required. The mining process is a web of disciplines that are attempting to optimise development of a resource to provide value to shareholders. Yet few people within these disciplines have a full appreciation of this web, and where sound geology inputs can add value through various feedback loops. Geology inputs do not end at the resource estimation stage, nor are they relegated to grade control implementation. If geologists have an appreciation of the mining process and close liaison with the other disciplines such as geostatistics, geotechnical engineering, hydrogeology, and mining engineering, they can significantly benefit project costs, timelines, and constrain technical risk by addressing their issues at the earliest possible stage. Furthermore, the mining process is not a single pass timeline, but an iterative process where the exploration, resource definition, mine planning and mining loop is continually repeated over the life of a project. Therefore, the potential inputs of geology are critical throughout the mining process. Effective communication of the impacts of geology inputs on downstream users is often lacking on mining projects. The most effective way to communicate geological results is through where it impacts most û project risk. Focussing all geology inputs and communication in terms of potential material risk allows the geologist to be more effective in contributing value to the mining process, and allows the downstream users of geology inputs to better constrain the risks associated with their aspects of the mining project. Through a program of geologists:taking an interest in the entire mining process and identifying critical areas for geology inputs to downstream users (the geologistsÆ clients); focussing geology inputs to address the potentially material issues on mining projects; and communicating their inputs to the æclientsÆ in terms of technical risk, geology will be much better integrated into the mining process. As a result, the potential benefits of geology throughout the mining process will be realised, and the status of geologists within the mining process will be elevated to a more pivotal position.

Epicentres of recent shallow earthquakes in the region (3-12¦S, 126-150`E) were plotted to identify the various plate boundaries in the region, in particular the southernmost one marking the northern edge of the Australian plate. New and published fault plane solutions were examined to determine the style of faulting and state of stress along the Australian plate boundary. From east to west the boundary is first a subduction zone along the Solomon Islands, then a spreading centre across the Solomon Sea, a zone of compression and left lateral strike slip along the Papua Peninsula, almost pure thrusting across the centre of New Guinea and lastly left lateral strike silo through Irian Taya to the outer Banda Arc. The principal stress is very consistent, trending NW to NNW in a near horizontal plane, from the triple junction of the Pacific, Solomon Sea and Australian plates in the east to the Banda Sea in the west. Only along southern Solomon Sea plate margin which is a divergent boundary, is the stress different in type and direction.
