Magnesium International Limited (MIL) has broken new ground in their desire to integrate their mineral development activities in the Southern Flinders Ranges of South Australia in to the communities of the region, despite there being no statutory requirement to do so. In their efforts to define a magnesite resource adjacent to the proposed site for a magnesium metal processing facility, MIL opened their exploration program up for public consultation. In conjunction with the Port Pirie Regional Development Board (PPRDB), a community group was formed to review the impact of exploration and mining on the ecologically sensitive Southern Flinders region. This voluntary move towards full community consultation for mineral exploration was a first in South Australia and probably in Australia. The Community Focus Group (CFG) worked closely with MIL, Primary Industries and Resources of South Australia (PIRSA) and the Department for Environment and Heritage (DEH) in the development of an exploration program and Declaration of Environmental Factors (DEF) acceptable to all stakeholders. Collaboratively, the community concerns were discussed and addressed, with the community gaining a very comprehensive understanding of the exploration process and possible future mine development. A balance of social, environmental and economic factors was developed that was accepted by all parties and encapsulated in the final DEF for approval by the regulatory authority. The consultation process was a new experience for all of the stakeholders, each of them effectively exploring new ground in addressing information dissemination, risk management and the social versus economic equation. MIL developed not only a viable and acceptable exploration program but also substantially reinforced its position as a responsible corporate citizen with the Southern Flinders communities.

This paper summarises the information about current state of eco-environmental problems, geological disaster and mining waste causing during the process of limestone mining. By comparing the management experiences of limestone mines in other countries, management problems in China have been discussed and improved management options have been proposed here. The wide spread introduction of SAG mills into grinding circuits 20 years ago was the last development which had a major impact on the design and economics of comminution circuits. Single SAG mills were able to replace batteries of high maintenance and cost intensive crushers in order to achieve high throughput operations. Today, where the head grades of gold and copper ores are falling, there is again a strong need for a significant breakthrough to reduce investment and operating costs as well as improve metal recoveries. High-pressure grinding rolls is the new technology available to meet this challenge. HPGRÆs are state-of-the-art in several mining and minerals applications such as the grinding of iron ores and concentrates, and diamond bearing ores. Reasons for their success in these industries are overall cost reductions and improved product properties achieved by the application of high compressive forces. But these ores are relatively soft, with unconfined compressive strengths up to 150 Mpa.

A well-maintained and low cost mining operation today requires the use of condition monitoring techniques. At ERA - Ranger Mine oil analysis, vibration monitoring, infra-red themtography, and performance analysis have been successfully applied over the last four years to lower operating and maintenance costs. All condition monitoring is scheduled through a comprehensive in-house developed maintenance management system known as the Engineering Information System (EIS). (EIS) is used extensively at Ranger to ensure consistent frequency and recording .of all condition monitoring data. This paper provides an insight into the benefits of condition monitoring and explores the future direction for condition monitoring techniques at Ranger.

The first grant of land rights in Australia was pursuant to the Aboriginal Land Rights (Northern Territory) Act 1976. That Act has been at the core of the dispute between land rights and miners' rights. The mining industry believes that the Act, in giving a right of veto to Aborigines with respect to exploration and mining on Aboriginal land, has been responsible for a stagnation in exploration amd mining activity in the Northern Territory. In February 1985 the Commonwealth Government released for public comment its preferred model for national land rights legislation. The model has been opposed by the mining industry because it believes, first, that land rights is a matter which should be left to the States and, secondly, that the detailed mechanisms contained in the model constrain the industry in the manner of the Northern Territory legislation. Aboriginal leaders have opposed the model because it does not, in their view, measure up to undertakings given by the Commonwealth Government and, in addition, it provides for amendments to the Northern Territory legislation which are likely to result in the loss of the Aboriginal veto right. Are land rights and miner's rights compatible? The answer is yes provided all parties, including Governments, are prepared to talk and compromise and Governments recognise that the grant of land rights and any control by the Aboriginal people of exploration and mining on their land is not a substitute for raising the living standards of Aborigines as a significant group of disadvantaged Australians.

With the increasing rate of tailing production worldwide there is a growing concern about the hazards of tailings storage facilities (TSF). Past and current mining, processing and waste disposal strategies that focus on the extraction of the valuable minerals, and an economic assessment only, are no longer suitable. Social implications and environmental legacies must be included for effective evaluation. This is possible by using an integrated assessment framework to evaluate more alternatives, including the production of additional saleable and benign streams, alternative tailings treatment and disposal as well as options for reuse, recycling and preprocessing of existing tailings. Tailings are not viewed as a final waste product but as part of the resource. From the sustainability perspective the models developed in integrated research programs will contribute to more effective methods for assessing different scenarios and potential processes and lead to better environmental management, increased production of benign tailings and improved efficiency of water and energy use and thus more responsible resource stewardship of the ore resource.This paper presents preliminary results from a multiyear research program on integrated tailings management at the Sustainable Minerals Institute (SMI), The University of Queensland, called ‘Designer Tailings’. The project involves the gathering of experimental and observational information on tailings biogeochemical processes to design and modify the range of activities within mineral processing plants, upstream characterisation ore and gangue, and downstream tailings management for desired tailings properties and outcomes. Pipe umbrella systems have effectively been used as an additional support system in the working area in weak ground conditions during the last decades. Thus, a considerable number of applications accounts in urban tunnelling with shallow overburden. However, this support system is also successfully used when a tunnel alignment crosses fault zones, sediments, moraines or talus with overburdens from shallow to deep. The pipe umbrella support system itself is termed differently worldwide – synonyms are canopy tube umbrella method, umbrella arch method, or long fore-poling method.One main reason for the increase in application is that this support system closes cost-effectively the gap between reasonable, normal supported tunnels and tunnels supported with more expensive special techniques like horizontal jet-grouting or ground freezing. By using this system, many projects can be built more cost effective without decreasing the common level of safety.The pipe umbrella construction method is pretty young, so the knowledge about this system has been intensely researched in the last decade. This led to an enormous increase in understanding the interaction between support system and surrounding ground, the mode of action, and the important details for construction.Pipe umbrella support systems are applied in difficult ground conditions, so a special developed measurement arrangement was used to observe deformations ahead of the working face during tunnelling. The evaluation of collected data sets identifi ed that cased-drilling systems have clear advantages compared to predrilling systems during the installation process in weak ground conditions. This may become important depending on project requirements, so this difference must be considered in design as well as in the tender document specifications.

The Beverley uranium mine û now in production in the remote north of South Australia at1000 tonnes per annum û was established to meet a projected, but little-recognised shortfallin primary supply of uranium for the nuclear industry in the early part of the 21 st century. Inthe context of AustraliaÆs lack of bi-partisan support for uranium mining and the nuclearindustry, a four to five year window of opportunity existed from 1996 to establish the mine.During this period, Beverley achieved a number of firsts including: the first ISL mine inAustralia; the largest ISL mine in the world and the first to produce more than 500 tonnes ofuranium in its first year; the first to be established under a new Native Title regime in SouthAustralia; and the first to be established under a revised South Australian Mining Act.Beverley was brought into production against the background of: hostile opposition fromanti-nuclear activists; a suspicious and at-times hostile media; a regulatory and politicalcommunity that was unfamiliar with ISL mining; commercially unsophisticated Aboriginalgroups; an inexperienced engineering industry; and the vagaries of development in a remote,semi-arid location with neither population nor infrastructure. The lessons that can be learnedfrom Beverley showed that û like much in life û flexibility and timing are crucial.

"There is a tendency to treat mine roadways with fan installations as leak proof systems. Morecomplex ventilation arrangements are being installed in coal mines out of necessity or designand these can introduce additional hazards. This paper explores the leakage paths that can existaround fans and in particular the hazards these leakage paths may generate around undergroundfan installations. The behaviour or these leakage paths in the event of a fan failure has also beenexplored. Early detection of spontaneous combustion is essential, so understanding the leakage behaviour around fans especially boosters or main fans installed underground will assist in sett ing up monitoring locations in the correct places. If this behaviour is not fully understood then monitoring may be placed incorrectly, or trends may not be picked up until it is too late."

A methodology of environmental performance evaluation in mining developments is proposed, as well as guidelines and procedures for obtaining information to improve their environmental performance. Environmental performance is the results of the mining activities and their relation to environmental issues. If this evaluation is carried out on an on-going basis, it is possible to anticipate or to identify the formation and development of an environmental impact in its early stages. Evidence or trends identified by environmental evaluation provide valuable information to prevent further damage. The proposed methodology is based on the significant environmental aspects of a selected monitored job site by environmental indicators which are then compared with previously defined environmental criteria and targets or goals. The methodology procedures also take into account the environmental accounting of the investments and expenditures.

Asarco's newest concentrator near Troy, Montana, began operation in October 1981, and is presently milling ore at its design capacity of 7,710 metric tonnes per day. The underground room-and-pillar mine produces a readily floatable copper sulfide- native silver ore in a quartzite gangue. Major sulfide minerals are bornite and chalcocite with minor chalcopyrite; fine grained native silver occurs with the copper sulfides. There are also minor amounts of native copper and copper oxides in the ore. A rougher copper-silver concentrate is floated, reground and cleaned twice. Cleaner tail is scavenged, and the scavenger concen- trate is combined with rougher concentrate for regrinding. Rougher flotation tailing and scavenger tailing make up final mill tailing which is disposed of by spigotting into a tailing dam located 10.5 km from the mill site.

The Pasminco Century Mine (PCML) is located 250 kilometres north-north-west of Mt Isa in Queensland. As one of the worldÆs largest zinc mines, PCML comprises mining and milling operations at Lawn Hill, concentrate filtering and shipping facilities at Karumba in the Gulf of Carpentaria, and a 304 km slurry pipeline connecting the two operations.Mineralisation at Century occurs in the upper part of the Lawn Hill formation and is comprised of siltstones, shale and sandstone. Pyrite occurs immediately above the mineralised sequence, and throughout the footwall carbonaceous shale forming the lower proportion of the deposit. Zinc predominantly occurs as sphalerite (ZnS) and lead as galena (PbS). These sulfides are very fine-grained and may oxidise rapidly upon exposure. The pyrite, sphalerite and galena are the main potential sources of acid rock drainage (ARD) or heavy metal leachate at the mine site.To minimise the generation of ARD in the waste rock dumps, they are constructed in a specific manner and waste rock is classified into the following three classes based on competence and acid forming/consuming capabilities:Class 1: Competent rock, non-acid forming or acid-consuming material. Class 2: Non-competent, non-acid forming or acid-consuming material. Class 3: Acid-forming material. The generalised Waste Rock Dump Design for current operations comprises an outer zone of Class 1 material and inner zone with Class 2 and 3 material. Limestone is the Class 1 material used for both its structural support and acid neutralising capacity. Reserves of limestone at the mine site are limited. Net acid generation (NAG) tests confirm that a mix of limestone and shales can be net acid consuming.Field based and laboratory based trials have been established at PCML to quantify blending levels of limestone and shale that will produce leachates both neutral in pH and low in metal/salt concentrations. This paper will discuss the first six months results (of a two-year sampling program) from the trials.

The Hodgkinson Province numerical modelling project aims to develop an improved understanding of the physical conditions that lead to the localisation of goldbearing fluids within known systems and apply this understanding to the prediction of potential new sites of gold mineralisation. The project follows a series of stages from identifying the key parameters required to construct and test simulations through to reverse engineering of known deposits and ultimately applying the conditions identified in the preliminary stages to predictive simulations. Results of the modelling demonstrate strong geometric controls of the localisation of fluids during mineralisation. An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation.

A narrow (200-300m) zone of amphibolite facies metamorphic rocks underlies the Papuan ophiolite near the Musa-Kumusi divide, SW of Popondetta, Oro Province. The amphibolite rocks are bounded up-section, to the NE, by peridotite and gabbro of the ophiolite; and down-section, to the SW, by mafic greenschist, which in turn overlies blueschist facies mafic schists of the Emo Metamorphics.Amphibole compositions within the narrow contact zone show a strong chemical zonation which reflects a steep thermal gradient, with maximum temperatures >800¦C at the peridotite contact. The zonation is recorded in Ti content and A-site occupancy, relative to Al'¦

Saxonvale mine is a multi bench open pit coal mine developed to its Stage I capacity of 1.75 Mt/y of run of mine coal. Detailed engineering studies for the mine commenced in April 1980, approval to proceed with the development was received in July 1980 and first coal shipments were made in April 1982. The engineering and project management of the mine development was carried out by BHP Engineering. This paper outlines the design and site administration for the development and describes both the organisation structure and the control and administration procedures used by BHP Engineering to ensure that the project was Successful.

This paper discusses considerations to be made for the selection of rock tunnelling machines, as opposed to drilling and blasting. A systematic approach is presented in terms of utilizing data frcm site investigations to accurately forecast machine performance for estimating and planning purposes and to help minimise associated risks. Useful rock index properties are identified, and correlations for predicting advance rates for roadheader and full face machines are presented together with a simple method of characteristing rock mass conditions for estimating machine utilization and the savings to be gained in support costs. Finally considerations for tunnelling in adverse ground, for advance probing and for large sized tunnels are outlined.

During its 28-year life the MHD ISP smelter has gone through two phases, each of about a dozen years. The first phase was a learning one; in the second phase the lessons were applied and throughput and production rose strongly. Early experience revealed the robustness and the flexibility of the Imperial Smelting Process. The experience was demonstrated by strong increases in the throughput of mixed lead-zinc concentrates and of secondary (oxide) zinc materials. Purchased material quantities rose from 175 000 tonnes/year to 200 000. The required capacity increase of the IS furnace to smelt the higher throughput was achieved by relatively minor modifications; for instance a change to the internal furnace profile gained an extra two square metres in cross sectional area. The furnace hearth area has remained practically unchanged over its entire history. The paper concludes that there is still more potential to be drawn from the process and MHD intends to sustain raw material input at a new level of 240 000 tonnes/year. However, this rate will have to be achieved under the imposition of more stringent environmental and product quality standards than ever before.

In the past various systems have been used to plan the extraction of ore from block cave operations. These systems have varied from rather sophisticated models with empirical ægravity flowÆ rules applied to the very rudimentary models where only the recorded mined tonnageÆs have been accounted for against the available resource. The normal requirement of these models has been to only plan the movement of ground through the drawpoints. Little cognisance has been taken of the other parameters that affect the total mining operations. The intended purpose of the linear program planning system is to not only include the management, resource availability and geotechnical constraints, but to also include the mining rules. The paper will discuss the various constraints that have been considered, and attempt to illustrate where the system better serves the production system than previous ones. A brief technical discussion on the linear programming system is included.

Cyclic voltammetry (CV) has been evaluated as a technique for monitoring the quality of an industrial zinc sulphate electrolyte. The basis of the method involves measuring a change in the polarisation of the zinc nucleation reaction at an aluminium surface and relating this to the impurity content and/or the overall quality of the electrolyte. Specifically, the technique aims to be able to indicate and quantify detrimental synergism between impurity elements, something which traditional analytical techniques are incapable of providing. The technique has found some success with regard to monitoring glue additions in a range of metal electrolytes. It has been found that investigations by a number of workers over the past 15 years have produced variable and often misleading results due to the inadvertent use of commercial purity aluminium working electrodes. It has been shown that impurity elements in the working electrode can give rise to a range of responses that are not obtained when pure aluminium is used and that the response is variable due to the lack of surface homogeneity of commercial purity aluminium electrodes. Furthermore, it was demonstrated that previous detection limits reported in the literature were based on the presence of additional peaks in the cathodic scan and not polarisation effects. The results of this study have shown that when a pure aluminium working electrode was used, the method was incapable of detecting any change in polarisation for an electrolyte containing three common impurities (Co, Ni and Ge), at concentrations that would significantly reduce optimum electrolytic performance. A range of methods was tried to sensitise the technique, including raising the temperature and acidity, and adding antimony in order to induce some synergism. In all cases the polarisation response was unchanged. Consequently, apart from the commercialised application for monitoring additions of antimony and levelling agents such as glue, CV has very limited application as an electrolyte screening technique.

It was once considered sufficient to revegetate old mine sites using grass or trees. At the commencement of the Stawell JV (SJV) operation in 1981, management determined that pre-existing vegetation would be replaced. This policy was somewhat 'ahead of its time'. The cost of rehabilitation at SJV averages $8000 per hectare. Rehabilitation of this calibre requires a practical understanding of local ecosystems.
