Following the Moura No 2 Wardens Court of Inquiry and subsequent changes to the Queensland Mining Legislation there is a requirement in Queensland coal mines for: a person with the recognised competencies to be appointed at each underground coal mine to the position Ventilation Officer; and the person is directly responsible for the implementation of the mine ventilation system and for the establishment of effective standards of ventilation for the mine. The Regulations require that an underground mine must have principal hazard management plans that provide for at the least the following: emergency response, gas management, methane drainage, mine ventilation, spontaneous combustion, and strata control. Other than strata control all the plans require the ventilation officer to have roles and responsibilities to develop, control, monitor and undertake actions in relation to these plans.There are also another 34 Regulations that either directly or indirectly requires the Ventilation Officer to take actions.The purpose of this paper is to outline the information that the regulators look for in sealing plans and the actions the regulators will take if the sealing does not go to plan (TARPs being exceeded).

Radar monitors are now widely used in surface mining for monitoring slope deformations and predicting failure events. Their introduction has facilitated better management of risk associated with slope failure during mining and therefore protection of personnel and equipment. However, a wellrecognised problem is that radar monitors only measure deformation directed towards the detector (line-of-sight bias). This bias can lead to misinterpretation of deformation size, rate and failure mechanism, and therefore miscalculation of failure volume, which can significantly impact safety and productivity. This paper presents recently completed research and field trials into the feasibility of using low cost vision systems to mitigate this issue. It has been demonstrated that by integrating a computer vision system with an existing slope monitor, high precision tracking of features in the field of view can be performed. Combined with assumptions on the deformation characteristics, the true 3D deformation vector can be estimated. The applicability of using this technique for monitoring iron ore mine slopes is discussed.

In recent years rehabilitation of mine sites has become a principal focus of mining legislation in Victoria. In previous eras, managed rehabilitation commenced, if at all, towards the end of mining operations. Planning for rehabilitation works now commences before an exploration licence is granted.The paper gives a brief overview of the requirements for rehabilitation under the Mineral Resources Development Act 1990, Extractive Industries Act 1966, and related environmental planning legislation including rehabilitation bonds and enforcement provisions.A brief review of the current taxation provisions is also included.

This paper gives a brief description of VirtuoBlast technology ù a new, automated and highly interactive stereo vision technology which has been developed in CSIRO Exploration and Mining. VirtuoBlast technology is an integration of three advanced technologies - close-range digital terrestrial photogrammetry, oblique stereo imaging or high-speed stereo imaging, and temporal-spatial image matching technique. VirtuoBlast has been developed for the automated 3D measurement of blasting through rapid collection, processing, analysis and visualisation of 3D data related to blasting. A major field trial has been undertaken in August 1998 at the KCGM super pit. The field trial involved three applications of the technology, namely, pre-blast 3D surface mapping; post-blast 3D performance measurement; and temporal-spatial modelling of dynamic blasting process. This paper presents some results from this trial with emphasis on the application of VirtuoBlast technology to pre-blast 3D surface mapping and post-blast 3D performance measurement. Application to the temporal-spatial 3D modelling of dynamic blasting process will be presented in a separate paper. Pre- and post-blast surface models derived using both VirtuoBlast technology and conventional field survey method are presented. The differences in results using the two mapping methods clearly show that the digital photogrammetric technique has many advantages over conventional survey methods. Results of pre- and post-blast from the field trial have demonstrated the potential of VirtuoBlast technology to efficiently perform pre-blast 3D surface mapping and post-blast 3D performance measurement of production blasts. Demonstrated applications of VirtuoBlast technology to automated 3D measurement of blasting are showing an exciting future in advancing blasting science and modern blast design. The basic technologies are in place, however, continued improvements to the functionality, robustness and outputs are needed. The challenge is to build on the current state-of-the-art, by developing techniques and hardware which can be easily transferred to and implemented by the mining community. Current and future research and development will see improvements in imaging systems, automatic image processing and 3D data analysis.

The project is undertaken by Elgas Pty Ltd, a 50 per cent joint venture between AGL and BOC, to store 65 000 t of LPG in underground storage at Port Botany, NSW. The contractor, Concrete Constructions Pty Ltd, elected to use drilling and blasting techniques. The project specification called for the following works to be excavated: Access Shaft:122 m (out of 140 m total depth), 6.0 m diameter (selected by the contractor),Operation Shaft:125 m (out of 150 m total depth), 4.0 m diameter,Water Curtain Gallery:500 m (Later extended by additional 270 m), 4.0 m wide and 3.5 m high,Storage Caverns:910 m, 14.0 m wide, 11.0 m high,Top Heading:14.0 m wide, 5.5 m high,Bench:14.0 m wide, 5.5 m high,Connection Galleries:250 m, 5.5 m wide, 5.5 m high.A total of 156 000 cubm of rock to be excavated.

Peak Gold Mine is a new gold and base metal mining project being developed by Enterprise Metals (a 100 per cent subsidiary of CRA) at Cobar in the centre of New South Wales. The Cobar district has a long history of copper and gold mining operations stretching back to the 1870s. Extensive gold and base metal mineralisation was discovered at the Peak in 1981 below a series of gold mines which had been active around the turn of the century. Evaluation of the deposit through the 1980s led to CRA's decision to develop the project for production at a capacity of 450 000 tonnes per annum in late 1992. The project has been developed with a green fields approach despite the long history of mining in the local area. This approach has lead to several innovative ideas being trialed at the site which are expected to result in the operation being a low cost producer of gold and base metals.

This paper examines the importance of examining the relationship between biology and geochemistry when designing a biopile to treat alkaline soils impacted by petroleum hydrocarbons. At a site in Nevada a large, unlined pit was constructed in a loamy sand soil and filled at regular intervals with a mixture of jet fuel, lubricating oils and waste solvents which were set on fire by the local fire department for training purposes. During its period of operation numerous chemicals were also dumped into the pit for disposal purposes, including dichlorobenzene and various chloroethylenes. As a result of these activities a large groundwater contaminant plume was formed. As a part of the site remediation process a decision was made to perform a limited source removal and excavate the top three to four metres of contaminated soil from the burn pit and place it in an engineered biopile. The location of the training pit is in a heavily mineralised basin where the background sulphate level in groundwater exceeds 5000 ppm. Due to naturally occurring biodegradation of the petroleum hydrocarbons a large portion of the sulphate was converted to sulphide which deposited in the soils as marcasite in the anaerobic soils. The initial attempt at soil remediation was to use a forced air treatment scheme that had worked well in small scale laboratory testing. Unfortunately, when attempted in the field on a large scale, marcasite reacted with atmospheric oxygen resulting in internal biopile temperatures exceeding 90¦C resulting in the virtual sterilisation of the soils without remediation occurring. In order to solve this vexing problem Pintail Systems, Inc developed an anaerobic culture that allowed the pile to be operated under anaerobic conditions. Within three months the biopile successfully demonstrated on a large scale significant biodegradation of the refractory petroleum hydrocarbons.

Land surface deformation can be caused by underground mining activities. The maximum subsidence normally occurs directly above the location of the excavation of the coal seam. In the case where the longwall mining technique is applied, the magnitude and shape of the subsidence bowl are constrained by the longwall structure (pillar). This paper describes the use of satellite radar interferometry for monitoring surface subsidence due to underground mining, as a cost-effective geodetic technique and complementary to conventional ground surveying techniques. This paper uses data acquired by the current generation of SAR satellites û the European ENVISAT and the Japanese ALOS û to monitor ground subsidence in the southern highland coalfield in New South Wales, Australia. An accumulated DInSAR subsidence mine map is produced using six successive ALOS acquisitions. The results are post-analysed with the aid of geographic information systems (GIS) and validated using ground survey data.

The expansive, open cut iron-ore mines in Western Australia typically experience few days of rain per annum, often amounting to less than 250 mm. Unlike mines where rainfall is frequent, they may be less prepared for extreme rainfall events. Such events can cause erosion, flooding and sedimentation, drainage alteration, spoil and stock heaps wetting and effect slope stability. Such impacts may threaten personnel safety, infrastructure, and production. The CRATER (‘Climate Related Adaptation from Terrain Evaluation Results’) framework collates and interprets a mine’s pre-existing data and semi-quantitative information to assess vulnerability to, and ultimately plan to avoid or minimise, flood-related hazard to infrastructure, people, downtime, environment and revenue. Outputs assist decision makers to design investment strategies for minimising mining operations’ vulnerability to climate. Previously developed for smaller, wetter mines in Queensland’s coal region, the outputs provide a hot-spot map, fault tree analysis and an assessment of the mine’s capacity to adapt. The multicriteria evaluation (MCE) within a geographic information system (GIS), equally suits iron-ore mines’ siteconditions (elevation, slope, drainage, soil and vegetation) to identify critical inundation areas. Hotspot results provide target zones for in-depth fault-tree analysis that, in turn, present a range of sitespecific adaptation options. Rainfall-intensity and the number of rain days since the 1970s have increased over central and eastern parts of the Pilbara Region. While tropical cyclones may become less frequent, they are projected to increase in intensity. Although some parts of the Hamersley Ranges receive more than 500 mm per annum, rainfall in the Pilbara is generally very low. Therefore, experience of the impacts of extreme rainfall events in the constantly changing topography of Western Australia’s iron ore region may be sparse. Minimising potential effects can be proactively assisted using CRATER.

A gold mine in southern China has transitioned from an open pit operation to a fully underground mine. An overhand mining method is used which requires the mined stopes to be filled with backfill having an unconfined compressive strength of at least 0.35MPa. Tailings from the process plant is deposited into separate flotation and Carbon in Leach (CIL) tailings storage facilities. The tailings has a high fines content and the thickener on site could only produce a dilute flotation tailings at a solids content of about 30 wt%. This resulted in two undesirable outcomes: the density of flotation tailings in the Tailings Storage Facility (TSF) was significantly lower than planned so that the TSF could not store the life of mine tailings and that the backfill product had to include a high percentage of manufactured aggregate and increased cement content to achieve the required strength. This paper presents results of a tailings study which identified that the flotation TSF would be capable of storing the remaining life of mine tailings if an amended backfill product made up of 100% of flotation tailings could be introduced. A 100% tailings backfill with the addition of 8% cement was developed by classifying the tailings and using the coarser fraction in the backfill. This backfill allowed 60% of the flotation tailings to be placed underground and only the remaining 40% in the flotation TSF. A new thickener was designed and installed to thicken the tailings and rheological testing of the tailings, using a closed loop pilot plant, provided parameters to upgrade the underground reticulation system to deliver cemented backfill to stopes throughout the mine and to deliver thickened tailings to the TSF. BHP BillitonÆs new rotary iron ore car dumper installation at Finucane Island (Port Hedland) was constructed to increase the total capacity of the port facility from 110 Mtpa to 120 Mtpa and to allow for incremental capacity increases in future. The arrangement of the dumper is similar to other car dumper installations existing on site. To construct the facility, approximately 120 000 m3 of material was excavated in six months, to a total depth of 22 m. The saline water table was nominally 6 m below ground level and the materials excavated varied depending on depth, ranging from sand to mangrove muds. There was a need to retain the sides of the excavation and limit the amount of water from entering the excavated area. This was required to allow excavation to progress and had to be maintained during construction of the permanent concrete and steel facility. The excavation was backfilled progressively as construction progressed. Various retaining wall methods were investigated with the preferred option being sheet piles secured by walers and ground anchors. Detailed electronic models were developed and assessed to complete the final design arrangement. Dewatering bores around the perimeter of the excavation removed the groundwater to intercepted sumps within the site. A strict and methodical program was developed to monitor the integrity of the temporary works and the quality of the groundwater. The works were completed on time despite the following challenges being encountered: availability of resources and equipment, movement of mobile plant on æboggyÆ materials, difficulty driving sheet piles into material at depth, drilling of ground anchors to 32 m, grouting of ground anchors, greater than expected groundwater flows, and the risk of hydrocarbons within the groundwater. The lessons learned from the use of the retention system and, in particular, the associated construction challenges overcome, provide a sound basis for similar work in this buoyant resource market. The conference paper describes the temporary works options investigated, design considerations and processes, construction methodology and challenges encountered, and the monitoring systems developed. Lessons learned are also discussed.

This paper outlines the aims, objectives and means by which a life of mine land use plan was established for Comalco's bauxite mine at Weipa. Comalco realises the need to strategically plan for future mining activities and still minimise the impact of operations on the natural resources of the region. With this realisation long-term forward planning has been implemented to improve the Company's ability to select future sites for mining, industrial use, agriculture, town expansion and conservation purposes.The knowledge of mineral, water, soil and animal resources has expanded dramatically in the past decade. During 1990 Cornalco purchased Geographic Information System technology which has allowed previously collected resource data to be presented in map form. These maps as part of the Life of Mine Land Use Plan are both information based and strategic which can be efficiently updated. The maps allow a broad audience from engineers, geologists, environmental scientists and site managers to government officers and the general public to comprehensively view and scrutinise the operations.

Tests were conducted in plexiglass and Rockite models to determine if crater blasting could be improved by changes in charge geometry or by alterations to the borehole. Circumferential grooves were placed at various locations in the borehole in an attempt to control the initiation site of the crater. Grooves located at or above the top of the cylindrical charge had no effect on the resulting crater. Grooves placed too low in the borehole were successful in controlling the initiation site but the growth of the fracture system was not sufficient to reach the upper surface. Grooves located at a height of two thirds of the charge length were quite successful in that resulting craters were bigger by at least a factor of six than the normal crater. Testing was conducted in Rockite models to investigate charge geometry. Spherical charges in ungrooved boreholes resulted in crater sizes that were three times larger than those caused by cylindrical charges.

PT Nusa Halmahera Minerals (PT NHM) is an Indonesian joint venture company owned by Newcrest Mining Limited (75 per cent) and PT Aneka Tambang (Persero) (25 per cent). PT NHM operates two underground gold mines, Kencana and Toguraci at the Gosowong mine site in North Halmahera District, North Maluku Province, Indonesia.On 8 February 2016, a major ground movement occurred in the K-Link orebody of the Kencana underground mine, effectively blocking the only two access ways to the stoping area. Following mine clearance, it was found that a Solo production drill rig operator, who had been drilling in the Level 10 Extraction Drive was still underground, cut off from the rest of the mine by the ground movement.Communication, nutritional and logistic supply to the trapped operator was established with the breakthrough of two diamond drill holes. A range of technical expertise and opinions from both on and off-site were sought and two options were chosen for implementation of the rescue operation. The applicability of environmental geotechnics for erosion management is increasing in importance worldwide. The environmental impact of mining and evolving environmental legislation has been receiving increased attention worldwide in the last two decades (Bradfield, Shultz and Stone, 1996). The potential impacts associated with unstable spoil dumps from mine operations is the focus of concern both by the mining industry, environmental legislative agencies and members of the public. This is because of the need to increase the reliability of erosion prediction and in the minimisation of costs for spoil dump design. Engineered slopes of mine spoils may be stable at the end of construction, but they can deteriorate over time. Engineering design of mine spoil dumps seeks to reduce the potential for such erosion damage through correct selection of an initial stable landform scheme (Goh, 1997). The design of mine spoil dumps must also conform to the specifications of evolving legislation. The Queensland Environmental Management Overview Strategy (EMOS) states that, for minimised degradation of the surface area due to erosion during the development of a project, the erosion rates should be between 12 - 40 tonnes/hectare/year and that the depths of rills and gullies be limited to less than 30 cm (QDPI, 1988). The aim of engineering design is to ensure the long-term stability of the spoil dumps. The implementation of effective planning and operating procedures through recontouring and grading assists in the reshaping of spoil dumps to a safe, stable and non-erodible environment.

Mined-out limestone/aggregate quarries in Japan contain many high and enormous pit walls. Many precious resources are abandoned in these final pit walls. In addition, there are many mines which are located in or near populated areas in Japan. Utilisationof the potentially useful under- ground space at mined-out sites is a topic relevant to the practice of surface mining. This paper describes and discusses the concept of underground space utilisation and tunnelling systems, referring specifically to geotechnical/ tunnelling parameters.

The Big Wainihinihi River and tunnel are located on the western side of the Southern Alps of New Zealand within the active Alpine Fault zone, which marks the boundary between the Pacific and Australian Tectonic Plates. The tunnel was built over 100 years ago to supply water for gold mining, but it now conveys water from a high-energy intake to a canal that supplies three of TrustPower’s hydro-electric power stations with a combined installed generating capacity of 10 MW. Part of the tunnel passes through an unstable 50° schist slope, which fi rst suffered a wedge failure in the 1929 Arthur’s Pass Earthquake and was reinstated in the mid-1970s for hydro generation. In 2008, TrustPower’s monitoring system showed that the wedge failure had remobilised and that urgent remediation was required.Harker Underground Construction (Harker) was awarded a design-build contract to restore the tunnel to service by tunnelling a new central section. Their geotechnical engineers, Peters and Cheung, reviewed the tunnel’s stability and proposed a new, safer tunnel alignment, deep behind the failure wedges. This work was based on their failure model, cost-benefit studies, and engineering geology completion mapping at the time of re-opening.Construction innovation was an important factor in ensuring the project’s success, as were detailed geological and geotechnical information, a robust methodology, strong client relationship and planning. To suit the varying rock conditions and restricted space, Harker combined a traditional drill-and-blast method with light-weight modular steel sets and timber supports to reduce construction costs and mitigate support risk. To make material handing easier in the tight conditions, a special electric locomotive was designed and built and blasting confi gurations were adapted to suit varying rock conditions in the highly fractured schist.The isolated site meant interesting and unexpected challenges, particularly communications and resources (both human and material). Despite that, the project was completed within budget, on schedule, and with no lost-time injuries.

Adopting environmentally acceptable practices in New Zealand is a crucial requirement for mineral wealth development. Recent planned expansions in the coal and gold industry have increasingly placed mining in the media spotlight. A lack of appropriate standard environmental guidelines has resulted in inconsistent responses and assessments of current and proposed mines. These inconsistencies have lead to delays in decisions on developing economic mineral deposits that may have only minor short-term impacts, and have also allowed unacceptable environmental management practices to continue elsewhere. A research collaboration between CRL Energy, Landcare Research, University of Canterbury and University of Otago aims to provide regulator groups and the mining industry with a unified approach to the requirements of the Resource Management Act 1991,the legislation that largely drives the nationÆs environmental policies and guidelines. The tangible outcome of this research program will be water quality and impact management guidelines integrated into a decision-making framework. The result of this unification will assist in the development of viable mineral deposits and minimise environmental impacts. The framework will be derived from a synthesis of three objectives. Objective 1 identifies potential water quality impact. This objective is based on a targeted geochemical study of the lithology and waterways of the West Coast and Southland regions. Objective 2 categorises the degree of impacts on the ecology of receiving aquatic ecosystems and determines the processes that drive aquatic ecosystem recovery. Objective 3 identifies best strategies to sufficiently manage impacted ecosystems, and to prevent future unacceptable impacts. Wide consultation with representatives of the mining industry and regulator groups will occur frequently during the development stages of the framework. It is anticipated that this multidisciplinary approach will provide a robust and coherent, standardised system that will assist in achieving industry and environmental targets.

The Mt Lyell Mine at Queenstown, Tasmania was re-opened in 1995 by Copper Mines of Tasmania Pty Ltd, a wholly owned subsidiary of Mt Lyell Mining Co Ltd. The re-opening followed over 100 years of copper and gold mining at Mt Lyell. Major changes in practice were implemented across the site. Preventing further damage to an already disturbed environment was a major priority. Sublevel caving, at a lower cut-off grade, replaced open stoping for the deep underground mining. Development and later stoping are handled by a contractor, National Mine Management Pty Ltd, in the largest underground contract awarded at the time. Large scale sublevel caving was new to Mt Lyell and not widely practised in Australia, requiring studies and systematic development of the method, particularly in drilling and blasting. Rehabilitation and upgrading of mine infrastructure have been and will continue to be a challenge. The mine has, since 1995, returned to being a stable producer with potential for growth.

æMining + Health in DevelopmentÆ is a project funded by the International Mining for Development Centre (IM4DC, 2012) to develop a centralised database of corporate sustainability initiatives for managing and improving occupational and public health, based on information extracted from social and environmental reports of major mining, oil and gas (MOG) companies. This register of materials has the potential to increase stakeholder awareness of the unique health risks impacting the minerals industry, employees, their families and surrounding communities, as well as to inform stakeholders on global industry approaches to health management.Data and preliminary outcomes from analysis of different MOG corporate sustainability reports on public health and disease management are presented for six African countries (Democratic Republic of Congo, Ghana, Mozambique, Sudan, Tanzania and Zimbabwe) and six Asia-Pacific countries (Indonesia, Mongolia, Pakistan, Papua New Guinea, Philippines and Vietnam).With the minerals industry facing ongoing rapid growth worldwide, including continuous expansion into developing regions, the æMining+Health in DevelopmentÆ project will inform industry, civil society and regulators of current health management practices and programming among the different sectors of the minerals, oil and gas industries and across various regional operations.
