The objectives of this paper are to introduce the International Code of Practice for Risk Management of Tunnel Works and to illustrate to the participants of the 13th Australian Tunnelling Conference 2008 how the insurance industry would like to see the future of tunnelling insurance. Tunnel construction projects have suffered large losses over the years as can be shown from various loss examples and a list of major losses over the last ten to 15 years. Since the consequences of insufficient risk control had to be borne by insurers, these losses have heightened the need for improved and adequate risk management measures so that insurance cover can also in future be provided for this hazardous industry sector. Observations are made as regards to the prevailing trends in the tunnelling industry, which contribute to the increase in risk and have adverse consequences for the insurance industry. To find a solution to this dilemma various options are examined with the suggestion of a Joint Code of Practice for Tunnel Works being agreed by all stakeholders, which would become essential to secure future insurance protection for such project work. The British Tunnelling Society has, in cooperation with the Association of British Insurers, developed such a code, which the International Tunnelling Insurance Group has now adopted for global application in international markets. The content and concept of this code is explained to establish a framework of understanding and applied risk management principles for tunnel works. This initiative also has the support of the International Tunnelling Association and the International Association of Engineering Insurers. The international application of this new code is demonstrated with a few examples, which also includes Australian projects. It is the aim that this code forms in future part of the insurance coverage for tunnelling works in order to put this risk segment on a more sustainable basis. For that reason the insurance industry is seeking the support of all stakeholders of tunnelling construction projects.

In recent years it has been more and more recognised that applied geology can be of service to the mining industry, and many mining companies overseas now have permanent geological staff as part of the operating organisation.Most of these companies insist that the geological department must pay for itself by the savings it can make in operating cost, and the growing use of the geologist is proof that such savings are made.The geological problems in every district are different, and a description of the problems and method of attack in a specified district is a useful addition to the literature of mining geology. Very few contributions, from the standpoint of the mining company geologist, have appeared in the Australian literature so that, although the operations of Bendigo Mines Limited are still in the development stage, and its geological work newly established, a description of the routine geological work at Bendigo should beof interest.Although most Bendigo mining companies have not employed permanent geologists, they have utilised geological guidance wherever possible, and a great body of data has grown up. Acknowledgment is made here to the valuable work of the Geological Survey of Victoria, especially the writings of E. J. Dunn, H. Herman, and H. S. Whitelaw, and the maps of Caleb Thomas and H. S. Whitelaw; and also to the work of independent investigators, notably Chief Geologist, Bendigo Mines Ltd.

Perhaps one of the most important conferences or symposia which our Institute has conducted, was the joint Aus. LM.M./AJ.M.E. meeting held in Canberra in May 1978, with the theme International Resource Management (Woodcock, 1978).We were privileged to witness active participation in the meeting by outstanding personalities from the mining and metallurgical industries of Australia and New Zealand, the United States of America, Canada and the United Kingdom and to hear addresses on subjects of international significance to the mining and metallurgical industries.Our Institute is one concerned with professionalism.The principal objects of The Institute as described by our founders include, "promoting the arts and sciences connected with the economical production of the useful minerals and metals, and the welfare of those in the industries, by meetings for social intercourse, and the reading and discussion of professional papers, and to circulate by means of publications amongst its members and associates, the information thus obtained".Sir Maurice Mawby (1968) said in his Presidential Address to the Institite, "the most important aspect of these objects was the promotion of the arts and sciences of the mining industry".Why is it then, that a large proportion of the papers given at the meeting in Canberra dealt with world wide social aspects of the mining and metallurgical industries, rather than the technology, the arts and sciences of mining and metallurgy as principal factors in international resource management?The answer is quite simple of course, and that is that the social and political factors are the principal factors which create the demand for basic raw materials and in the long term determine the costs and prices of the commodities which our professional abilities are drawn upon to produce.

Large scale fluid extraction from the Latrobe Group in the Gippsland Basin is occurring as a result of offshore petroleum production and coal mine dewatering in the Latrobe Valley. Groundwater extraction in the Latrobe Valley exceeds recharge and is causing an expanding area of declining hydraulic head in the Latrobe Group, and regional land subsidence which is well documented. Recently the government water sector completed the installation of a network of Latrobe Group monitoring bores in the remainder of the onshore part of the Gippsland Basin. The bores situated along the coastal area show a steady decline in hydraulic head of about 1 m/year which can be attributed mainly to petroleum production.

The development of the carbonization of brown coal briquettes to produce a hard char suitable for use in place of imported hard coke has continued in Victoria, and an experimental carbonization plant has recently been commissioned at Morwell by the Gas and Fuel Corpora.tion to assess the prospects for the commercial production and marketing of hard char in Victoria. The char offers advantages in its very low ash content and its uniform lump size, while the indications are that it could be marketed at a price competitive with that of imported hard coke. The hard char is unique amongst metallurgical fuels in combining a high reactivity with high physical strength, and research by the University of Melbourne into its utilization in foundry cupolas for melting iron has shown how modifications could be made to take advantage of these properties. An 18 inch experimental cupola has been built to test in practice the predictions made from this fundamental research.INTRODUCTIONSteady development has continued in Victoria from the promising laboratory researches at the University of Melbourne which were reported to the 1955 Annual Conference of The Institute (Worner, 1956). This work had shown that a hard lump char could be produced by the high temperature carbonization of standard industrial briquettes by careful control of the heating conditions, and that the special briquetting techniques adopted in Germany were unnecessary with Yallourn brown coal. Continuation of this research has led to the refinement of carbonization techniques and has increased the strength of the char until it has equalled that of conventional metallurgical cokes.

THIS has been a much-neglected branch of engineering. With the majority of industries labour is the chief item of trouble and expense. Anything that will reduce trouble and increase efficiency is well worth considering. It is only of recent years that any attempt has been made on a scientific basis to improve conditions sporadic attempts having been made from time to time, privately and by law. Some have been successful, others unsuccessful not necessarily the fault of those who initiated the ideas, though naturally mistakes were made in some cases for want of experience, but those whom it was desired to benefit were not always prepared for the change, and by their distrust hampered schemes instead of assisting them.Man power is generally more expensive than machinery, though there are exceptions, such as when a small amount of work has to be done in a place where machinery does not exist, and it would not pay to instal any or where labour is cheap, and skilled workmen are scarce as in some tropical countries. When machinery is first introduced it generally causes the suspicion that it will deprive men of their work. It may cause men to vary the conditions of their work, and in some individual cases, when men are unable to conform to changed circumstances it may result in a certain amount of hardship; but, after all, the less competent must not hold back progress for the general good. Mineral ownership determination is not always straight forward as in many cases the relevant details are not recorded on the latest Land Transfer title held in the local Land Registry Office. To determine mineral ownership can be difficult, time consuming and expensive especially in a confused sector. Non statute minerals can be owned by the Crown, Land Owner or other persons. Statute minerals (Gold, Silver, Petroleum, Uranium) are always owned by the Crown and thus present no problems. In simple terms the only accurate and reliable method of determining the mineral ownership under subject land is to historically search back to the first registration when the land and minerals were definitely intact. Then carefully ascertain from the evidence gathered along the way to the present day whether any legislation or private agreement altered or affected the status quo.

Interest in industrial minerals in recent years has increased to such an extent that it has taken them into the mainstream of the Australian mineral industry. Notwithstanding that time series data on the values of production, exports, and imports show that industrial minerals are overshadowed by metals and energy minerals, their contribution to the national economy is important and more significant than would seem to be indicated by the statistics. Whereas the ex mine value of metals generally includes some processing (at least to a concentrate stage), most industrial minerals are valued at little more than their extraction cost, in addition to which such costs are generally low because most industrial minerals are exploited in low-cost surface operations. Consequently, values of mine production of metals and industrial minerals are not strictly comparable in that values of mine production of metals tend to be overstated Short term growth of the industrial minerals sector is assured because of several new projects already commissioned but not yet reflected in the statistics. Longer term growth is also assured, based on various other major projects that are likely to come on stream in the early to mid 1990s.

The famous Golden Mile of Kalgoorlie in Western Australia was, between 1888 and 19ft, one of the richest and most important gold camps in the world. Annual production, which reached a peak of nearly 1,300,000 oz. in 1903, however dropped to below 400,000 oz. after 1920.Depression seized the camp, and many mines closed down. The output from this old field is now steadily mounting under the stimulus. of a higher price for gold. In 1935 300,000 oz. of precious metal were recovered and the future is bright. Total production from the field is 21,400,000 oz., whereas something like £23,600,000 have been paid in dividends.The Golden Mile has been studied by many geologists. Their somewhat diverse findings were published for the most part in the Australian technical press which, unfortunately, is not sufficiently represented in foreign libraries.The following article is based on an eighteen months' study in the district for Gold Mines of Kalgoorlie Ltd., preceded by four years' experience with almost identical rock types in the, Porcupine district of Ontario. THOUGH the literature on the chamber process is considerable, it mostly refers to European conditions. Owing to the demand for acid for flotation and leaching at the mine, it may be necessary to work the process under other conditions. Consequently, some results obtained during the chlorination days at Mount Morgan, within the Tropic of Capricorn, may be useful for reference when working in a similar climate. Though the chambers must be protected against tropical storms, thorough ventilation should be provided, with plenty of space between the chambers, which are almost invariably crowded together. Not only does the space assist in the cooling of the chambers, but it is very desirable during repairs, when lead andtimber have to be hoisted up. The connecting flues between the chambers, which are fairly efficient mixers and condensers, should be round, supported from above, and with the least possible timber about them. Their position and arrangement deserve careful attention. Lattice work will be sufficient protection for the sides of the chambers, and the roof should be high and well ventilated. The Mount Morgan plant, crowded and not well situated, consisted of seven chambers (four over 50 ft. in length), one Glover tower 7 ft. 2 in sq. x 20 ft. high, one Gay Lussac 9 ft. sq. x 30 ft. higb, also one 5 ft. diam. x 25 ft. high. There was one pipe column 4: ft. sq. x 14 ft. 6 in. high. The chambers were run as one unit, and were much lower than those usually constructed in Europe-less than 15 ft. high. Provided that suitable timber can be obtained, 20 ft. is quite low enough. It should be quite satisfactory to use round poles for the studs, and so admit more air space between studs andlead.

The Hill 50 Gold Mine is situated at Boogardie, 3 miles on a bearing of 295 degrees from; Mount Magnet township. Mount Magnet lies 300 miles north-north-east of Perth, Western Australia (Fig. 1).The older workings of the mine may be identified with those of Sirdar, Gold Mining Lease 696M The Sirdar had been worked before 1902 though no records remain, and irom 1903 to 1912 about a thousana tons at a grade of 6' 2 dwt. was extracted annually; by the end of 1918 6,225 oz. of gold had been obtained from the milling of 17,852 tons of ore. In view of these yields, and the length and width of the lode, this mine was early recognized as one of the most promising in the district. From 1919 to 1924 the ground,including G.M.L. 1282M, was held as Mt. Zion G.M.L. 1183M.The Hill 50 Gold Mine N.L. company took up the workings as Hill 50 G.M.L. 1282M in 1934 and have continued operations to the date of writing. To the end of 1956 the Hill 50 Gold Mine had yielded 982,106 tons of ore for a return of 448,'602 fine oz. of gold.The mine has been described by: J utson (1915), Feldtmann (1920), Johnson (1949), and Finucane (1953). Finucane (1953) details the mine structure to a depth of 414 ft. The author was able to examine the mine to a depth of 1305 ft. Detailed main level mapping to the 1060 level and a detailed surface examination have revealed aspects of the structure which were previously obscure.

DESCRIPTION OF OREThe ore consists, in general, of a very finely grained mixture of sphalerite, galena, and pyrite, with a gangue of quartz and schistose material, and contains about one ounce of silver to the unit of lead.Minor minerals are chalcopyrite, tetrahedrite, and ruby silver. The amount of gangue within the ore-bodies themselves is usually less than 20% of the weight of the whole. The ore is banded in a way that corresponds to the structure of the original schists, and is by no means uniform in composition-at one point, for example, blende may predominate, and a few feet farther on the body may become highly pyritic.Owing to the intimate association of the mineral constituents of the ore, it is very difficult to separate them from one another.Although this remark applies to ore from all parts of the field, the difficulty is particularly noticeable with Rosebery ore, the minerals of which are more intimately mixed, and are of smaller grain size than are the minerals of the Hercules ore.To effect a reasonably clean separation, it is necessary to grind the ore so that 90% passes a 200-mesh I.M.M. screen. Microscopic examination of the crushed product shows that 85% of the minus 200-mesh material is less than 30 microns in diameter, or, in terms of screen sizing, is minus 400 mesh. Particles under 30 microns are found to consist, of one mineral only, but in particles over this size separation has not always been effected. For instance, it is known that part of the galena and of the pyrite in the zinc concentrate is associated with sphalerite, and that part of the galena in the mill residue is associated with pyrite. There is only slight association between the minerals in the lead concentrate.

In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. A non-notified resource consent was sought which necessitated that environmental effects be shown to be æless than minorÆ, and resulted from robust science and a pragmatic approach to design. As part of the assessment of environmental effects, there was a need to understand the effects of boron concentrations on aquatic organisms (ie algae, plankton, plants and invertebrates) in the receiving environment. Boron is a naturally occurring element that is found in the form of borates in the oceans, sedimentary rocks, coal, shale, and in some soils but Waikato coals and ashes have particularly high boron content. Boron is an essential micronutrient for higher plants with interspecies differences in the levels required for optimum growth. As aspects of the ANZECC (2000) derived boron limits are based on toxicity of aquatic algae and plants to boron it was important to assess these components in the environment. The effects on the receiving environment of the Awaroa Stream were assessed using predicted water chemistry and comparing actual boron concentrations in a comprehensive and multifaceted reference-condition approach of catchment ecological indicators. In addition a toxicological-based assessment of boron and a re-calculation of the ANZECC trigger levels were undertaken and applied to the ecological indicators. The reference-condition approach revealed that habitat and overall water quality attributes at and between sites was more influential in determining the aquatic biotic communities than boron concentrations alone. There was no evidence of any gradient of changes in ecological indicators with changing boron concentrations, nor evidence of any residual effect of high historic boron concentrations on the aquatic biota.

This research concerns the mineralogical study of the physico-chemical reactions taking place at the pozzolan-binder interface. Lime binder/ pozzolan mixtures have been prepared for different natural zeolites. Analcime, phillipsite, chabazite, erionite, mordenite and clinoptilolite were mixed with portlandite and water, after which the progress in the reaction was quantitatively determined by thermogravimetrical analyses from three to 180 days. A first and important step was the thorough characterisation of the raw materials by quantitative X-ray diffraction (XRD), X-ray fluorescence (XRF), scanning electron microscope energy- dispersive X-ray (SEM-EDX) measurements of the zeolite minerals, Brunauer-Emmet-Teller (BET) specific surface area measurements, grain-size analyses and cation exchange capacity measurements. Beside these zeolite samples with varying Si/Al ratios, two clinoptilolite samples exchanged to the calcium, potassium and sodium form were studied and the difference in their short- and long-term reactivity was assessed. Also the difference in reactivity between identical clinoptilolite samples ground to different grain sizes, obviously having different specific surface areas, was determined experimentally. The results indicate that the external surface area only influences the short-term reactivity, whereas the cation content has effect on both long- and short-term. Na-exchanged samples combine clearly more portlandite in the first few days, whereas the reaction slows down afterwards compared to K- and Ca-exchanged samples. The early reactivity of the unexchanged zeolite samples could be explained by these two parameters, but their long-term reactivity seemed to be related to their Si/Al ratio. Samples with zeolites rich in Si reacted faster then their Al-rich counterparts.

An oxide ore heap (80,000 ton assaying 2 per cent copper) and a sulphide ore heap (300,000 ton assaying 1·7 per cent copper) are being leached in series in a closed circuit system. The ore is friable and weatherseasily giving severe percolation problems. These were eased by applying liquors at 235 gal/min to trenches 2 ft wide and 6 ft deep along the full length of the heaps.Cementation recovery was improved from 20 per cent to over 80 per cent by regular intermittent agitation of the iron using a back hoe unit.Liquor pH is controlled by acid addition, and iron content is controlled by a bleed-off set according to predictions made from a pH-Eh diagram drawn for the liquor components. These controls, together with acyclic wetting and draining procedure, have raised production from 6 ton/week to 10 tdn/week of 80 per cent copper.

A study of the electrolysis of PbS in molten PbCl2 showed cathode efficiencies which increased with current density at fixed sulphide concentrations, and decreased with increasing sulphide concentration at fixed current densities. The anodically produced sulphur dissolved rapidly in the melt, the rate increasing with temperature and sulphide concentration. Experiments with diaphragm cells, made to determine the relative effects that dissolution of lead and sulphur have on the cathodic current efficiency, demonstrated that dissolution of sulphur was the major contributor to the lowering in efficiency.

Situated in the Greymouth Coalfield, the Mt Davy Block contains a significant resource of high quality bituminous coal suitable for use in metallurgical coking coal blends. The coal, which is all low sulphur, is seen as a complementary deposit to export coking coal at Stockton Mine.   Previous drilling by State Coal Mines (1948 - 1953) and Japanese interests (1970's) have been supplemented by Coal New Zealand drilling (1992 - 1993) and surface mapping. A mining feasibility study was completed in late 1993 and approval gained for the driveage of an exploratory tunnel to the target seam.   Following construction of surface facilities, tunnel driveage on a 1:5 decline commenced from Rewanui in May 1995 and to date about half the required length has been driven. When the seam is intersected a comprehensive geotechnical testing programme will be undertaken to assess the in-situ mining conditions. It is expected that the results will confirm the assumptions made in the feasibility study.   The Mt Davy Mine, at depths of 500 - 700 metres, will be the deepest underground coal mine ever inNew Zealand and in-situ stresses (orientation and magnitude) will be important considerations for mining engineering. The coal has a high gas content and suitable techniques for gas control and prevention/mitigation of coal outbursts will be necessary.   Mine development is scheduled to commence in mid 1998 and an annual production level of 500 000 tonnes is forecast. The coal seams will be developed by continuous miner and coal extraction will be by hydraulic monitor. Coal will be pumped to the surface and from Rewanui transported five kilometres to Dunollie either by truck or slurry pipeline. At Dunollie a coal dewatering plant, coal stockpile and rail loadout will be constructed.

Most geophysical and geochemical data collected during regional exploration programmes are in vector form (location, value), and have traditionally been presented and interpreted in a profile or contour map format. However, the human vision system can interpret data presented in image format much more easily and new information is often revealed by the judicious application of powerful interactive computer image enhancement techniques. This paper describes a practical demonstration of the application of such tools to gravity and resistivity datasets from the Central Volcanic Region of theNorth Island.   Filtering, contrast enhancement, relief shading, pseudo-colouring and then overlaying of the gridded datasets in image format has helped identify inter-relationships such as the association between many low resistivity anomalies (epithermal deposits or geothermal resources) and the edges of large gravity anomalies (calderas or grabens). Similar revelations should result from the application of these tools to the integration of other mapped datasets from geophysical, geochemical and geological disciplines.
