In October 2005 Phelps Dodge mining, a US based company, visited several Australian mining companies and mine sites to ascertain the current applications of risk management methods in the organisation. The results of this review, documented by the author, indicated a ælayeredÆ approach from high level site or major hazard analysis through to face level, æstop and lookÆ, methods. The approaches of several companies were summarised in one simple layered model. This model is helpful to other sites and companies to identify potential improvements but also offers an image of best practice that may assist with the governance of OH&S by both company boards and community regulators. The issue is particularly relevant as we discuss national consistency in mining regulation. This paper examines the layered model, the company and site approaches that helped define the model, as well as the suggested implications of the layered model to governance.

Renison Limited produces high and low grade tin concentrates at an annual rate of 5000 tonnes of contained tin metal. In spite of the fine average cassiterite grain size, emphasis is placed on gravity concentration methods to produce a high grade final product. Cassiterite flotation is considered and operated as a gravity circuit scavenger responsible for approximately 15 percent of recovered tin metal as a fine grained low grade concentrate. Metallurgical problems mainly result from ore-type variations which may be aggravated by a number of circulating loads. The rationalisation of circuitry is being studied to provide more effective control by operators and to allow exploitation of current control and modelling techniques.

Current research at the CSIRO, Division of Applied Geomechanics, into the mode of response of fill as a structural component has been based on model tests for prediction of behaviour and field observation of critical parameters. The procedure is summarised in four stages: (a) define the specific fill function (b) postulate the mode of failure (c) use models to quantify the conditions (d) monitor critical parameters to check or update the analysis in (c). The above procedure is used to postulate the failure modes of each of the possible func- tions performed by fill materials. Analytical techniques, or lines of investigation, are described for each of these modes and specific reference is made, where, possible, to an exis- ting mine environment.

This paper describes the design and construction of twin 400 m long road tunnels as part of the Northern Motorway Extension Project in Auckland, New Zealand. Construction of the tunnel civil works is now completed and installation of mechanical and electrical systems is well underway. The tunnels are expected to be open for traffic at the end of 2008. The paper will address the design aspects of the project including: tunnel alignment and cross-section, geotechnical conditions and rock support, waterproofing and concrete lining and fire and life safety. The paper will cover the bored tunnel section, the cut-and-cover tunnel section, cross passages and portal structures. The design brief included a requirement for the tunnels to be a gateway to Auckland and this required particular attention to be given to the visual appearance of the finished tunnel structure. The final arrangement of the portal structures and a requirement for recesses in the concrete lining for emergency cabinets, deluge pipework and cable runs, reflects these requirements. The tunnels were excavated by a roadheader and road planer using a heading and bench. Initial support was provided by a combination of lattice girders, cement grouted rock bolts and steel fibre reinforced shotcrete. The permanent lining consisted of installation of a drainage geotextile and waterproof membrane, followed by cast in situ unreinforced concrete. Each portal consists of a cut-and-cover section. This paper describes the tunnel construction methods, including the particular requirements for safety, the environment and community relations. The tunnel is fitted with a compartmentalised deluge system for fire fighting purposes. The tunnel control centre is incorporated into the control centre for Auckland Harbour Bridge, some 30 km from the tunnel location.

The addition of a thallous salt to the cyanide leach of a calcined pyritic concentrate causes a marked increase in the"rate of extraction of gold. This probably is due to the activation of passive gold by.th,e. thallous ions'.''Lea'd, bismuth, and mercury salts, which should produce ' a, similai effect, fail to do so. It is postulated that'this latter result, together with'the reprecipitation of silver at low cyanide levels, is due to the presence of soluble sulphide. The use of thallous salts to reduce leaching time is discussed briefly.

The explosion at Appin Colliery on July 24th, 1979, demonstrated the need for a large scale facility to simulate an underground type explosion and study its effects. The effects of an explosion cannot be established quantitat- ively using small scale models. A gallery was constructed for this purpose at Londonderry Centre and commissioned in Feb- ruary, 1980. It is 50 metres long, 2.7 metres in diameter, capable of withstanding an internal pressure of 210 kPa and is the only facility available for this purpose in Australia. The gallery has provided valuable inform- ation on blast effects of explosions in tunnels and is to be used for testing the performance of explosion arresting devices, further invest- igation of explosion effects, research into basic explosion phenomena and instrumentation development. Additionally, it will provide a demonstration facility for training purposes.

The Bendigo Goldfield is located in the state of Victoria, Australia, and is one of a number of quartz-reef fields that make up the greater Central Victorian Goldfield. At Bendigo gold particles are characterised by their very coarse nature, ranging from below 100 to over 10 000 ¦m in size. Some 60 per cent of the gold occurs in particles greater than 1000 ¦m in size. This characteristic ensures that the mineralisation is very challenging to both sample and evaluate. Diamond drilling provides a measure of geological structure, but is a poor measure of in situ grade, understating it by up to 75 per cent. Drilling combined with on-reef development, bulk sampling and geological interpretation has been used to define Indicated Mineral Resources. For grade control, a balance had to be sought between sample representivity, cost, turn around time and practicality. Sampling of extreme nugget effect deposits generally requires the use of bulk sampling in order to be representative. However, the cost and turn around time is significant. As a result, a 50 kg micro-bulk sampling system has been introduced that attempts to overcome these problems by providing a fast, practical method that can discriminate between ore and waste. As the mine passes into production, grade control will increasingly become dependent upon geological data collection and interpretation.

Alkali emissions are one of the environmental challenges facing alumina refineries. Queensland Alumina Limited (QAL) is undertaking a number of initiatives to continuously improve its environmental performance. One of these is a program aimed at the reduction of alkali emissions. Alkali emissions originate from a number of sources (eg elevated open tanks), and its level depends on a number of process parameters/ mechanisms (ie splash filling, thermal currents in tanks, streams discharged from a pipe, tank temperatures, atomisation) and climatic conditions (eg wind speed and direction, rain, etc). Under normal operating conditions, there is a continuous low level of alkali emissions from the plant. Certain vessels within the plant have been identified as major contributors to this level of emission, while certain activities within the plant contribute to a temporary elevation (æspikeÆ) of alkali emissions. QAL developed a method using phenolphthalein-treated pads to measure emissions within and outside QAL boundaries. These provide no information about mass emission rates but are important for detecting if alkali material is present. Since mass emission rates are important for determining if improvements in emissions are made, QAL identified the need to design an improved sampling method. Following the development and implementation of a sampling and analysis method to monitor alkali emission concentrations, QAL is conducting a number of feasibility studies evaluating a range of alkali emission reduction options. The alkali measurement method will be used to track and demonstrate progress in this environmental initiative. This paper will discuss the measurement method and emission reduction options being evaluated.

A mining companyÆs approach to managing the risk of theft of explosives and initiating devices should be underpinned by an organisation-wide policy developed with internal and external consultation. It should be based on the principles of sound proactive risk management, planning, monitoring and remedial action. This paper aims to provide mining (and construction)organisations with the rationale and many of the tools they need to control explosive security risks. As with all legislative compliance, they are best managed by incorporating the statutory and legal requirements into company policies, management systems and plans, operating procedures and culture. This is the approach that has been adopted in this paper. Trends we should expect: more prescriptive legislation and stricter government regulations; enhanced enforcement and more prosecution; more sophisticated detection systems, eg airports; additional compliance costs; additional vigilance on record keeping; improved risk awareness and risk communication; wider use of explosives policies, management systems and plans; and additional security staff with investigative skills.It should be noted that mining companies will be required to play their part in reducing the likelihood of explosives, intended for mining purposes, being wrongfully used to threaten, hold to ransom or to injure individuals or members of the public or to produce property damage. This will be done by putting in place safeguards to reduce the risk of theft of explosives while they are under their control. On that basis, this is a business risk assessment rather than a hazard risk assessment. A conclusion of this paper is that mining companies can and should play their part in reducing the supply of explosive materials that can then be used for illegal activities. In fact, mining companies have always had this duty, but now the stakes are higher û æcomplacency no longerÆ.

The U.S. Department of Interior, Bureau of Mines, is investigating the treatment of refractory gold ores. Chlorination in the treatment of refractory gold ores is applicable in many low-grade gold operations. When usable, this treatment provides an economic means of consuming sulfides and deactivating disseminated organic carbon. Chlorination, however, is a pretreatment technique that requires the neutralization of the chlorine prior to leaching the ore with cyanide. Research by the Bureau has extended the present chlorination technology to allow for the recovery of gold without the use of cyanide and allow treatment of some ores presently deemed untreatable by gold operators using cyanidation or chlorination/cyanidation techniques. Chlorination without carbon of two carbonaceous ores extracted between 1 and 20 pct of the gold; however, carbon-in-chlorine (CICL) treatments resulted in about 90-pct recovery with a reduction in carbon loading. A statistical design campaign for stripping metallic gold from the carbon loaded in a chlorine environment demonstrated elutions exceeding 90 pct.

New Zealand contract mining has been well established for close to 50 years. The opencast industry has grown from mining quantities of less than 1 million bcm per year in the 1950s to around 20 million bcm in the late 1990s. Trends here are following those in other countries with mining companies looking to contract out more of the so called traditional mining work. The key driver behind this trend is not unique to the mining industry, but is simply a matter of concentrating on doing a few things well. In the case of the mining company this has come to mean owning and developing orebodies and where appropriate, marketing mining products, and leaving owning and operating of mining fleets to the contractor. This has the effect of reducing risk to the mining company as well as lowering costs. Both can be achieved without losing control of the key elements of the operation. Optimising performance is simply a matter of identifying the key drivers behind performance, having the right plant and the right people at the right place and providing these people with the information they need to manage the operation.

Emphasis is placed on Australian contributions, and their impact on gold metallurgy. Static attachment of bubbles to solids is contrasted with dynamic attachment in flotation cells. The times of contact during particle-bubble collisions in dynamic attachment are compared with the induction time determinations and the kinetics of thinning of the liquid films separating solids and bubbles. The thinning is examined mainly in terms of electrostatic and dispersion (van der Waals) contributions to the disjoining pressure existing in the films. The local heterogeneity (on a molecular scale) of charge distribution invariably present at all interfaces (even at conditions of zero zeta potential) calls for some means to minimize possible electrostatic repulsions which arise when the electrical double layer at the air-bubble interface begins to overlap that present at the solid surface, on encounter between particles and bubbles. It is postulated that dipoles of frother molecules, owing to their ability to "flip over" (polarise), replace localized electrostatic repulsion by attraction within fractions of a milli- second, as long as the structure of the frother molecules is sufficiently "bulky" to maintain diffuse films (of mixed collector-frother) at the air/liquid interface of bubbles. The relaxation times of dipoles (signifying their "flipping over" ability) have to be shorter than the collision times between particles and bubbles for particle-bubble attachment to be facilitated under dynamic Conditions.

This paper serves to outline the circumstances and causes of the air-blast that occurred at Northparkes Mines in November 1999. It describes the design of the mine, the geotechnical issues surrounding cave propagation and the cave monitoring systems that were in place prior to the event. A short description of the air-blast that followed a sudden collapse is given. Details of the risk assessment process that evolved during the rectification process are provided with their subsequent modification to form the core of a major hazard monitoring process. The system is in line with the recommendations given by the Coroner resulting from the inquest into the deaths of the four people who lost their lives during the air-blast.

For an exploration area with a predetermined grid of data points, a construction is given for elementary blocks which subdivide the entire area without omission or overlap, and with the property that each data point is situated at the centre of its corresponding block. The construction has a useful optimal property, and more importantly avoids an error which has been made recently in more than one publication.

The commonly used Stopes-Heerlen coal petrographic classification and nomenclature has over the years been subject to variable interpretations. This paper discusses the problem with specific reference to the inertinite maceral group. The effect of various interpretations of the Stopes-Heerlen system on maceral analysis is discussed and illustrated by means of comparative analyses conducted by a number of laboratories in Australia. An attempt is made to define the reflectance thresholds used by the authors to subdivide the inertinite group; the genetic and technological significance of these thresholds are compared. The difficulties of distinguishing structured and non-structured macerals of the inertinite group is discussed in terms of possible improvements to the present Stopes-Heerlen system by extending the classification to include transitional maceral types.

Geochemical exploration continues to play a significant role in new mineral discoveries inAustralia and elsewhere, including terrains where mineralisation is buried or otherwise obscured by regolith cover of various types. Transported regolith commonly restricts the migration of trace elements to surface, especially in arid terrains, presenting a range of problems for traditional geochemical exploration methods that employ surface samples. Regions dominated by transported cover include the northern parts of the Tasmanides in eastern Australia and the Yilgarn Craton which are variably covered by thick alluvium and Mesozoic to Cainozoic sedimentary rocks (Anand and Paine, 2002). Mining companies and operations across the globe typically target best practice financial management, along with a focus on economically driven mine plans. Not only is this inherent in running a successful mining business, but also critical in addressing investor scrutiny. The standards for social and environmental practices is less consistent than this, with most companies adopting standards that are driven through legislative and compliance requirements of the nations in which they operate. Although there is still room for improvement, Australian is a country that stands at the forefront of social and environmental legislation, driving more sustainable planning practices for mining operations, with an ever-increasing focus on mine closure considerations. Of the many nations yet to reach such a legislative position, Kazakhstan is a place where some companies are driving towards world class standards beyond what is government mandated. Mines are often located in remote areas that are not well served by æstiffÆ power grids. Radial transmission networks, high lightning incidence (eg in South Africa the Witwatersrand experiences seven to ten strikes/km2 per year), low short circuit strengths and diesel generation are not uncommon. All these factors result in the electric power supply to many mines being unusually prone to dips and disturbances. æLegacyÆ winder drives û cyclo converters and dc drives û convert power directly from the supply to the motor, with no intermediate energy storage element. Further, they rely on the supply network for commutation and are therefore sensitive to supply voltage disturbances. There is a high probability that a dc or cyclo mine winder will trip during a supply disturbance, often resulting in lost production time and call-outs for technical staff to reset or even repair equipment. In contrast, a voltage source inverter (VSI) ac drive stores a large quantity of energy (in the dc link capacitors) and is fully self-commutating. Hence, this topology is inherently more immune to supply voltage disturbances. Indeed, vendors of ac VSI mine winders make general statements about the superior performance of their drives during supply disturbances. However, the advantages have apparently not been previously quantified. This paper compares different winder drive topologies and their sensitivity to supply disturbances, considers categories of supply disturbances and quantifies the cost of the effects on the different drive types.
