The Rio Tinto (Mount Bruce Mining Pty Ltd) Koodaideri Iron Ore Project is located approximately 110 km north-west of Newman in the Pilbara region of Western Australia. During detailed ecological studies of the project area, a significant maternity roost (containing around 430 individuals) of the Orange Leaf-nosed Bat (OLNB) (Rhinonicteris aurantius) was discovered within the boundaries of the proposed mining area. The OLNB is listed as Vulnerable under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 and is listed as a Schedule 1 species under the Western Australian Wildlife Conservation Act 1950.With a good understanding of blast vibration attenuation in the Pilbara’s different geologies and in the absence of other known studies, it was considered that appropriate buffer distances between mining and bat colonies were not scientifically determined. Therefore, to inform the environmental approvals process that was underway, a series of seismic blasts was planned to assess and measure the sensitivity of the OLNB to trial-sized seismic blasting activities to develop a more scientifically based buffer zone for the protection of the OLNB. This was to be achieved by testing ground attenuation of the site and measuring any response from the OLNB to the firing of seismic charges. Rio Tinto sought the independent expertise of ecological consultants to evaluate and participate in the work to quantify the level of sensitivity of the bat colony and to outline the proposal to government authorities.After detailed risk assessment and project mapping, the seismic blasts were implemented, with the aim of firing individual charged and measured vector peak particle velocity (VPPV) at the OLNB roost cave, combined with monitoring OLNB disturbance activity within the roost that was invoked by the blasts. A series of six charges were fired with the VPPV ranging from 0.66 mms-1 to 18.70 mms-1. The OLNB activity was monitored using high frequency microphones, which detect bat calls emitted during flight. Under daytime conditions, the bats would normally be dormant, so the null hypothesis was for no calls to be detected if the bats displayed no disturbance behaviour. This work has improved understanding of mining activities (blasting) on the OLNB species, assisting in establishing mining exclusion zones that are based on scientific data, contributing to a sustainable future for both the environment and the mining industry.CITATION:Martin, D, 2015. Newstan Mine commenced mining operations in 1887 and has since undertaken extensive mining within the Young Wallsend, Great Northern, Fassifern, Borehole and West Borehole coal seams using a range of mining methods including board and pillar mining and longwall mining.Newstan Mine is planning to extend the existing mine workings using longwall and miniwall mining methods to produce up to 4.5 Mt/a of run-of-mine (ROM) coal for at least 25 years. The planned extension in the Main East and South West sections will involve developing new longwall panels and related mains headings. The new area contains higher specific gas emissions (SGE) than previously experienced at Newstan Mine. To achieve the optimum ventilation requirements for the longwall operation in this new area, a new ventilation shaft was designed to be constructed using the blind boring method in the South West Headings section.This paper presents the shaft design parameters and selection criteria for the construction of the new ventilation shaft, including the construction phase and the holing process to connect the shaft to the underground workings. Safety management, both personal and that associated with catastrophic hazard, helps to define the success of mining companies. Personal safety management, often categorised by slips, trips and falls, has been widely addressed, with numerous approaches successfully adopted. Catastrophic hazard can lead to a single accident (eg ground collapse, underground fires etc) causing multiple fatalities. Catastrophic hazard management in mining is an emerging discipline, and as such there are various pitfalls to demonstrate its effectiveness and success; it is much more than simply meeting regulatory requirements. Various standards, guidelines, and leading practices are available for reporting key performance indicators. While measuring and reporting safety related key performance indicators (KPIs) such as Total Recordable Injury Frequency Rate (TRIFR), Lost Time Injury Frequency Rate (LTIFR), are important, they often lack detail, and give little insight into the effectiveness of catastrophic hazard management strategies and controls. Catastrophic hazards are low likelihood, high consequence events, and as such demand a different management approach. Companies cannot use the suite of personal safety metrics to help demonstrate management of catastrophic hazards. In-field verifications have revealed that senior management commitment to safety is often clear, well organised, and resourced. However, there are often some inconsistencies between what management promotes and plan, to what the operational teams understand and implement. Communication and clear understanding of expectations were the common themes identified to help empower supervisors to reinforce requirements of catastrophic hazard management. A lack of specific, measurable, and time-sensitive goals and objectives for the short- or medium-term, making it challenging to track progress was another key observation. Development of an integrated, multi-disciplinary auditing process executed by an experienced team of technical subject matter experts, provided an in-depth understanding of the requirements of catastrophic hazard management. Areas such as underground fire prevention, explosive storage, electrical safety, mobile vehicle interactions, ground control, inrush, and shafts and winders management have substantial overlap and intertwined processes, and similar strategies for emergency responses. Auditing of catastrophic hazards and safety management systems compliance is only the first step in safety assurance. Completing operational performance audits in technical areas and benchmarking the site verification of safety management documents and verifications forms a critical part to clearly demonstrate industry leading safety practices. No longer is it the external inspection or regular hazard management plan review requirements that dominate, but rather the culture of continual hazard identification, management, controls verification, underpinned by improvement and follow-up verifications of the corrective actions.

Due to the perceived potential to extract the second economic manganese seam at its Black Rock Operations in the Northern Cape Province, South Africa, Assmang commissioned an investigation with respect to mining method and sequencing of the two orebodies in 2007. Based on this initial study into multiseam potential, conditions and impacts, the rock engineering aspect was expanded to determine conceptual rules to govern the extraction of both manganese seams using the normal bord-and-pillar layout implemented at this operation. This work included the theoretical analysis using basic pillar design practices and numerical modelling, including the use of Map3D, UDEC and Phase2 codes.In 2013, Assmang launched a large-scale investigation into the potential to increase mine output from all possible manganese sources at the operation. Included in this investigation was the requirement to confirm or modify the conceptual multiseam extraction rules to implementation. As part of this confirmation process, stress measurements, borehole camera audits and additional numerical modelling were performed at a particular site on the operation where a limited extraction of both seams had been undertaken. Tongkuangyu Copper Mine is currently the only mine in China employing block caving. It comprises two large orebodies known as the No 4 orebody and the No 5 orebody. They are approximately 50° in dip angle, 80 to 240 m in width and 800–1000 m in strike length. The two orebodies are separated by a distance of 110–130 m. Production with block caving originally, ie Phase 1 project started at Tongkuangyu from the first undercut at a depth of 200–300 m below the ground surface and designated as Lift 810 m in late 1989 and has continued to the present. During the last 25 years Tongkuangyu has mined three lifts: Lifts 810 m, 690 m and 530 m. The previous two lifts utilised a slusher process with an annual designed production rate of 4 Mt. In this context the lift name represents the elevation of track haul level.The Tongkuangyu Phase 2 project serves for two lifts (ie Lift 530 m and 410 m) under the elevation of 690 m and the annual designed production rate is 6 Mt. Since the orebody is approximately 50° in dip angle, it is originally designed that production at Lift 530 m is comprised of one main extraction level and two auxiliary extraction levels in the footwall and undercutting is started from one end of the extraction footprint forward to another end, which is from north-east to south-west.Production at Lift 530 m started from March 2011 and reached to 6.39 Mt in 2013 and 6.9 Mt in 2014. Additionally, Tongkuangyu improved block caving processes and used modern mining equipment, which differ from the previous two lifts. Blastholes for undercutting and drawbell-preparation are now drilled using jumbos. The blasted ore is transferred to the underground crushing station via 10 t electric load-haul-dumps (LHDs) and then delivered to surface via a belt conveyor 3200 m long.Due to increasing ground pressure, a consequence of mining depth increase, stress abutment and inadequate support, significant damage occurred at the Tongkuangyu Copper Mine with production at Lift 530 m. This resulted in significant production delays and rehabilitation costs. A series of improvements have since been implemented including an advanced undercut sequence and increased ground support. "It has long been recognised that the barometer infl uences areas of underground coal mines that havebeen sealed off from the current, or active, mine workings but it appears litt le formal research hasbeen done on how the barometer aff ects the goafstream sample point. Based on statistical analysis of samples from a number of mines from Queensland and New South Wales it can be concluded that there is a direct correlation between the barometer and oxygen concentration at a goafstream sample point. To help mitigate some of the high consequence hazards within the underground coal industry and protect the health and safety of the persons within that environment, many monitoring tools are utilised. A control recognised in management plans prescribed under New South Wales and Queensland legislation is the need to conduct monitoring to identify the early warning signs of spontaneous combustion. One of the monitoring tools utilised involves a bagsample being collected from a goafstream sample point then returned to the surface for analysis.When the sample is incorrectly collected, the resultant analysis from a gas chromatograph provides litt le value to the persons charged with the obligation of operating the coal mine at an acceptable level of risk. This, therefore, increases the probability of spontaneous combustion leading to a loss of equipment, mine and in the worst case, life. When the sample is collected correctly, the analysis presents early warning signs of low level oxidation allowing corrective action to be taken, to prevent the oxidation accelerating to spontaneous combustion. The eff ect the barometer has on this sample point should be recognised and the knowledge imparted to persons who conduct sampling to remove a variable in the bag sample collection process. This will ensure the persons operating the mine have a bett er understanding of what is happening within their longwall goaf."

Geometallurgy aids the understanding of orebody variability through the integration of geological and processing information, thereby enabling spatial mapping of processing (eg comminution or separation) performance across a deposit. In order to do this, estimates of quantitative geometallurgical attributes are needed so that continuous downhole profiles can be generated for each attribute, providing vital data for the development of processing domains through geostatistical modelling. However, as traditional comminution tests are high cost and/or require large samples, current practice typically results in insufficient data density and distribution of comminution indices making it difficult to model and map deposit scale variability. The aim of this work was to find a method to estimate comminution indices based on data that is widely available at mine sites. This data includes mineralogy and chemistry of drill core samples, plus logging information such as lithology and alteration. Work to date indicates that comminution parameters such as semi-autogenous grinding (SAG) Power Index (SPI), Bond Work Index (BWI) and A*b (Julius Kruttschnitt Mineral Research Centre (JKMRC) drop weight test (DWT) Index) can be modelled using chemical and/or mineralogical data. The estimated hardness indices can then be propagated into the mine site database and used in the definition of processing domains that map inherent variability across a deposit. This abstract discusses a heap leach copper mine that was failing to perform and as a result was not meeting targeted production. The mine had numerous technical challenges including: high water inflows, low levels of geotechnical monitoring, performance issues with mining, resource model and grade control reconciliation issues, and unexplained low levels of performance from the heap leaching operations. A team from various organisations with specialist skill sets including: a forensic accountant, the owner’s representative and a mining engineer, was arranged to visit the site. The task was to investigate the situation and determine what could be done to turn the performance of the mine around. After an initial assessment in late 2018, efforts were directed to better understanding the operations and improving the performance of the site through preventative management. A key part included the creation of production forecasts that could be achieved that would help restore confidence in the operations. Uncertainty in the mine achieving production forecasts and the performance of the heap leaching operations were contributing to the decline of the operations. Investigations uncovered the fact that while the resource model could reliably predict total copper, a lack of sequential leach data meant the accurate prediction of soluble and insoluble copper species, both important for heap leaching, was difficult to do with any degree of certainty. The crushing and mining contractors also appeared to have suffered somewhat from a lack of management by the owner’s team and performance had affected the production of copper. Collaboration and management were used by the team to understand and stabilise the operations. Ongoing collaborative efforts by the management team, site personnel and contractors resulted in a positive outcome for the owners and their mine – and could at yours.

The binary indicator coding of assay and lithological data according to a single criterion or multiple criteria is a powerful technique for representing mineralised shapes through the modelling of probabilities. This can be as simple as using a single indicator to model the probability of occurrence of a condition, usually a grade threshold or a lithology, but it can also be used with a number of categories. Case studies are presented to show the power of this approach, where the geological controls on mineralisation or on the distribution of a rocktype or alteration, often coupled with mineralisation, are unclear. The categorical approach is often used as a de facto grade filter in disseminated or stockwork mineralisation. The ultimate expression of the indicator formalism is in multiple indicator kriging (MIK), where a conditional distribution of probabilities is generated for each estimation panel. This has applications in recoverable resource estimation, as the input for continuous or categorical simulation, where the distribution of sample grades is multimodal, or when there are superimposed mineralisation events with different orientations. However, in some cases, MIK is being used as an excuse for ignoring a quality geological interpretation. Examples from the public domain show the abuse of the categorical and MIK approaches to modelling probabilities, together with a plea for greater consideration of the geology.

"Ventilation models are invaluable tools for both prediction of routine daily ventilation changesin an operating mine to circuit performance expectations at the mine in 20 yearsÆ time. Arguably ventilation offi cers are becoming increasingly reliant on maintaining an accurate ventilation model with which to do their work. This paper relates to the practical assessment of the accuracy and thus ability of a mine site ventilation model to be reliably utilised on such varied tasks. The author's experience shows that in some cases the incumbent model is found to be in a state of tune that demonstrates a mine wide detailed assessment of branch resistances is simply not required. The money spent on a detailed mine wide ventilation survey that is not required would be far bett er served purchasing much needed monitoring equipment, rather than fixing something that is possibly not even broken. The term ænot rocket scienceÆ has been incorporated into the title of this paper because it appears that many practitioners believe that circuit validation is diffi cult. As long as clear att ention to detail is paid to the actual data collection process then drawing an accuracy comparison between the circuit performance and the model performance at any particular point in time, is really very simple. This paper will show a manner in which a circuit can be analysed to determine its actual state of health by using various diagnostic tools and tips. It will help ensure that subsequent work scopes to address any highlighted model defi ciencies can be more effi ciently scoped and targeted. It will hopefully remind operational people that such self assessments can easily be done æin houseÆ if the appropriate steps are followed."

"Surveying, and as a result, surveyors, have been around since the start of time, and it has been said that so has their methodology!The theodolite and tape have been the backbone of a time-tested practice that has led to ground breaking advancements such as electronic distance measurement (EDM), global positioning system (GPS) and positional laser scanning. However, it was the introduction of the unmanned aerial system (UAS) that has allowed mine sites such as St Ives to take the next step towards truly turning survey data into metadata.This paper will explain how the unmanned aerial vehicle (UAV) was adapted to meet the requirements of a mine site supporting a major open pit operation, and how the open pit mining team adjusted their planning and production processes to maximise use of the extra data and information available to them.The advantages of the system include point cloud surveys with corresponding large-scale up-to-date photography and computer generated high detail contouring of mined areas that are then incorporated into the mine plan. Precast concrete segmental linings have enjoyed widespread use around the world, and are the lining type of choice for tunnels constructed using a shielded tunnel boring machine. However, there is significant variation in the design of such linings from one country to the next in such areas as materials, geometry, fixtures and fittings, waterproofing and reinforcement to name but a few. This arises because the speed at which the technology has developed within some countries and regions has sometimes outstripped the transfer of such technologies to the rest of the world.This paper provides some insights into the variations in lining design in different parts of the world with the aim of providing designers and constructors alike a reference for the different methods adopted. It provides a context for these developments by briefly summarising historical reviews of this subject before looking at some of the developments around the world over the last 15–20 years. The developments are presented with some reference to the reasons for implementation, and the advantages and limitations commented on. Longwall mining is by far the most common method of underground coal extraction in Australia. Industry trends and expectations are placing increasing emphasis on the reliability and productivity of these operations. Longwalls are becoming wider and longer while retreat rates are continuously increasing due to significant improvements achieved in longwall equipment reliability and automation. This increased longwall productivity is placing significant emphasis on the reliability of longwall panel development.Although there have been significant improvements in the reliability of continuous miners and hydraulic drill rigs, the traditional resin-encapsulated bolt installation is still the principal method used in all major coal producing countries around the world. Anglo American realised that an opportunity existed to introduce an alternative roof bolt installation technique called ‘spin-to-stall’ (STS) into Australia. STS was first introduced by Anglo American Coal in South Africa, where it has been successfully used for over a decade, though implementation of South African STS resin in Australia has proven to be near impossible. Therefore, a new STS development project was initiated between Anglo American Coal and Jennmar Australia. In flotation, the selection of the size, number and type of cell for a particular duty depends on two important factors. Firstly, the required flotation residence time and secondly, the physical constraints of how much concentrate can be recovered for a given froth surface area and concentrate lip length. The residence time is influenced by ore type and characteristics such as liberation, kinetics and reagent dosage. The amount of concentrate that can be recovered for a given froth surface area and lip length depends on ore type and other characteristics such as particle size, specific gravity and mineral grade. Residence time is determined through a combination of laboratory-scale test work and design scale-up factors. However the critical froth transport parameters such as froth carry rate and froth lip loading cannot be determined in a laboratory. This is because the froth is scraped during a laboratory flotation test and thus does not exhibit natural behaviour, and it is not possible to scale-up froth transport distance or air rate. These values are generally compared via calculation to rule-of-thumb maximum values to establish if these values will be exceeded by the flotation cell selection.This paper first reviews these critical froth transport parameters and then discusses actual parameter values across diverse operating sites, with varying cell duties, cell sizes and types, orebodies and particle sizes. These values are compared against the industry rule-of-thumb to test the applicability of the rule-of-thumb to actual performance. Martabe gold and silver mine is operated by PT Agincourt Resources (PTAR) and is situated in northern Sumatra and comprises several deposits in steep terrain, and in a tropical climate, that are required to be developed in the optimal sequence for the best possible Net Present Value (NPV) return on the project. In addition, the waste rock from excavations and tailings from processing is a by-product to be scheduled and used for a number of purposes identified as part of life-of-mine planning. These uses include construction of the current integrated tailings storage facility (TSF) as well as future engineering construction and waste disposal projects which includes plans for a program of in-pit backfilling. These plans need to be aligned to ensure the waste rock and tailings can be contained relative to the production rate. Given that the site will have multiple open pit voids upon cessation of mining activities opportunities for integration of in-pit disposal of mine waste have now been assessed with technical studies to review the practicality of the approach with respect to operational challenges and conformance with closure planning requirements. This includes assessment of disposal of waste rock, tailings (including consideration of filtered tailings) and co-disposal of waste rock and filtered tailings.

Increasing contamination/impurity levels (including arsenic, antimony, mercury etc.) of concentrates is an issue of global commercial and health / environmental significance. With increasing environmental pressures at smelters, penalties for contaminants in concentrates continue to rise, accompanied by lower reject limits. There is a strong incentive for miners to investigate alternative means to remove contaminants in order to increase the value of complex ores and concentrates. This paper discusses the global problem of contamination in complex ores and concentrates, how the Toowong Process technology is a potential solution to this problem, and the opportunities this technology brings to the business of dealing with deleterious elements. Cannington Mine is an underground, hard rock, metalliferous mine located in North-Western Queensland, Australia. Weld mesh is installed to prevent the failure of rock from between the installed reinforcement elements. Corrosion reduces the capacity and life expectancy of mesh and presents a real hazard to underground personnel and equipment as it reduces the effectiveness of the support system. Corrosion influences the economics of the mining operation through the need to conduct rehabilitation of the ground support which involves re-installing new mesh or shotcreting over the affected mesh to protect it from further corrosion. The requirement for rehabilitation is determined by the geotechnical engineer based on an individual visual assessment with little or no engineering input. It was identified that a more quantitative method was required that considered the safety and economic risks involved. A project was undertaken to develop a simple method to evaluate corroded mesh and to provide selection criteria for rehabilitation. A weld mesh corrosion classification has been developed that relates the average wire diameter of corroded mesh to the remaining capacity of the mesh. Accompanying selection criteria provides recommendations as to when rehabilitation may be required based on the estimated residual mesh capacity, the remaining development life, and the level of personnel exposure.

Fibre reinforced shotcrete has long been accepted as temporary ground support in both mining and civil tunnel linings. Greater knowledge and understanding of shotcrete as an engineering material and advances in its quality have enabled designers to eliminate the requirement of a second pass lining. The initial shotcrete can be used as the permanent tunnel lining or be incorporated into the final lining design, rather than ignored and considered as sacrificial.For the initial shotcrete lining to become a suitable permanent tunnel lining it must be able to establish and maintain stability over time when subjected to all possible loads. To ensure this, best engineering practices are required during the design phase of the project to analyse; ground conditions including rock mass properties, ground and ground water quality, rock mass loadings, excavation sequencing, and construction methodologies.The increased durability of steel fibre reinforced shotcrete over traditional tunnel support, in the right ground conditions, makes it possible to achieve a serviceability design life of greater than 100 years (as required in most infrastructure projects). By specifying a good quality shotcrete mix and ensuring adequate quality control for batching, fibre dosing, preproduction testing, excavation sequencing, and application control, it is possible to eliminate the requirement of a secondary lining. The properties of a suitable permanent lining must be well established using suffi cient preproduction testing in combination with post application monitoring.A major benefit of steel fibre reinforced shotcrete in ground support applications is the removal of any requirement for workers to work under unsupported ground. Its use can also significantly reduce, if not eliminate, the manual handling associated with placing traditional reinforcement such as lattice girders and mesh. Both of these benefi ts are significant with the ever increasing focus on health and safety.This paper highlights factors that must be considered in the design and specifications to enable an initial shotcrete tunnel lining to become the permanent shotcrete tunnel lining.

F-Series reconciliations are formal comparisons of estimates and measurements of ore quantity and quality made at pre-determined points along the mining value chain. F1 is the ratio of ‘Depleted Grade Control Ore/Depleted Long-term Model Ore’ and validates the models upon which Resource and Reserve statements are based. F2 is the ratio of ‘Produced Tonnes and Grade/Depleted Grade Control Ore (-) Changes in Pre-Crusher Stockpiles’ and validates that the ore tonnes and grade delineated in the pit are being accurately extracted and correctly delivered to the processing plant. These factors provide important corporate assurance for a mining company by providing quantitative feedback on model-predicted tonnes and block grade estimates. Since 2009, BHPs Western Australian Iron Ore F-Series reconciliations have been calculated in a single, centralised sequel-server database. This software routinely collates data regarding mineral resource block model depletions, grade control model depletions, pre-crusher stockpile inventories and production tonnes and grade measurements and then calculates F-Series factors for both tonnes and product quality. This paper will present case studies where reconciliation factors were used to identify improvement opportunities leading to projects that improved our models and subsequent forecasts of production tonnes and quality. In addition, it will show how reconciliation factors are tools that monitor control during periods of rapid change and provide feedback on the effectiveness of improvement projects.

This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.
