This paper outlines the evolution of managing high consequence risk scenarios in BHP Coal, with particular focus on managing the stability of an endwall that is adjacent to a public infrastructure corridor running through a Central Queensland coalmine. BHP Coal developed a Geotechnical Consequence Register after industry failures identified shortcomings in traditional risk assessment practices. Traditional risk assessments consider the consequence and likelihood of a geotechnical event occurring under normal operational conditions. As such, the risk rating for a high consequence, low likelihood failure may fall within the acceptable range, even where a lack of meaningful geological data exists due to the area being off lease or outside of mining reserves. The Geotechnical Consequence Register lists all geotechnical failure scenarios of high consequence, identifies if current controls are adequate, and highlights if specific Geotechnical Management Plans are required. This case study reviews a failure scenario that was identified through the geotechnical consequence register. The scenario had previously been considered low likelihood and subsequently driving a low risk; however, the likelihood ranking was impacted by a lack of geological data outside of the mining lease and predominately informed by an acceptable historical slope behaviour. Additional exploration identified previously unmapped faulting which increased the risk rating. The requirement to develop a specific management plan resulted in an increase in the required factor of safety, design changes, the implementation of additional monitoring and a corresponding monitoring Trigger Action Response Plans (TARP). In the case study area, the initiation of a geotechnical instability was identified early through the increased monitoring program. The instability was successfully managed and any impact to the infrastructure corridor off lease was prevented. BHP Coal has used the Geotechnical Consequence Register for several years to identify and assess high consequence geotechnical failure scenarios. In some areas this has justified additional exploration, more stringent design acceptance criteria and an increased level of geotechnical monitoring. The process has been successful in ensuring that geotechnical risk is controlled in areas that often receive less attention than active production areas.

The potential for bulk diversion was identified and quickly implemented following the development of bulk sensing technologies applied to conveyed flows. In the early 1980s real time analysis of ash in coal was intended to improve the understanding and control of quality variability. By the end of the 1980s approximately 5% of coal analysers installed were being utilised for bulk sorting; diverting flows to create stockpiles to improve blending flexibility and boiler feed consistency, diverting waste material, or bypassing the beneficiation process when the coal met product quality criteria. In the 1990s bulk sensing and sorting utilising natural gamma detection was applied to conveyed waste in gold-uranium mineralisation and allowed ore to be recovered and processed that would otherwise have been discarded. Further applications developed in the iron ore sector where product quality ore could be diverted to bypass beneficiation and save significant unnecessary processing costs and improve recovery by avoiding process inefficiency losses. Plant capacity was freed up to be utilised by material that required processing. Similar benefits became evident in the phosphate industry and in base metals where multi-elemental analysis using Prompt Gamma Neutron Activation Analysis provides ideal opportunities to representatively measure 30 second conveyed increments at high accuracies. This has been successfully adopted in copper, nickel, platinum and lead-zinc to improve waste removal after primary crushing to eliminate unnecessary expense and improve plant efficiency. The benefits include increased output from existing operating capacity, significant reductions in consumable costs and generation of fewer detrimental waste streams. The paper outlines the technologies and discusses case studies covering the above commodities, demonstrating the immense value that representative real time measurement of conveyed flows can create. Measurement data concurrently provides multiple benefits in operational performance besides sorting, through ore reconciliation, ore blending, feedforward control and metal accounting, adding further value.

Mining operations have large power requirements. The biggest consumers of energy are the drives for the mills located in the concentrators. Assuming that the decision is made on how many mills are needed and how big these mills will be, it can be determined how these mills should be driven. The decision as to which drive should be applied depends on design limits for different mechanical or electrical drives, anticipated operation modes, capital expenditure optimisation and lifecycle cost optimisation.The task for the engineer specifying the drive equipment is to select a drive solution that can debottleneck the operation, avoid interruption of production and enhance the reliability of the process. At the same time, the engineer must choose a design that enables cost optimisation either in a single investment or in relation to the total cost of ownership (TCO).This paper outlines different mechatronic or electric drive alternatives for tube or horizontal mills applied in the mining industry, along with their advantages and disadvantages. In underground mines experiencing dynamic events, there is an ever-present challenge to design and maintain a capable ground support system. One key component of ground support systems is surface support, which serves the essential roles of retaining failed rock and transferring forces generated by surface displacement to rock bolts or other support elements. Observations underground show that in many instances, standard mesh panels alone do not provide sufficient dynamic support to retain substantial bulking failures imposing displacement onto mesh, and in such cases Mesh straps and W-straps may be employed. Determining the performance of surface support elements proves to be difficult, with a multitude of variables at play in the underground environment. Quite comprehensive work has been completed on laboratory testing of surface support systems; however, very little work has been conducted on in situ dynamic testing of Mesh straps and W-straps. In 2019 in Western Area’s Flying Fox Mine, in situ dynamic testing was conducted on a series of Mesh straps and W-straps using Sandvik’s in situ Dynamic Test Rig (DTR). The testing regime applied impact energies from 5.1 to 15.3 kJ to Mesh straps and W-straps. The performance of the straps that did not fail was a maximum absorbed energy of 9.3 kJ and 14.2 kJ for the Mesh straps and W-straps respectively. The testing successfully demonstrated the ability of Sandvik’s DTR to test not only rock bolts, but also surface support elements, creating new testing and research possibilities. The testing also provided important design guidance data that is not practicable to obtain using laboratory dynamic testing facilities.

The Runruno Gold Project is located on the island of Luzon, approximately 200 miles north of Manilla in the Philippines. The mine is an open cut operation and uses the proven BIOX® and carbon-in-leach (CIL) processes to recover gold, and the ASTER™ process for detoxification of the CIL residue prior to discharge to the Residue Storage Impoundment (RSI). Work to date has defined a mineral resource of 1.39 million ounces (Moz) of gold, and the operation will produce 96 700 oz of gold per annum over a mine life of 10.4 years. The BIOX circuit is designed to treat 140 000 t/y of concentrate with a design capacity of 404 t/d of concentrate at a design sulfide sulfur grade of 17% S2-.The Runruno BIOX Plant is the first application of the Outotec BIOX Generation III design principles, focussing on ease of operation and maintainability. During development and implementation, the project team focussed on identifying opportunities to optimise the capital efficiency while not compromising on the operability or overall efficiency of the process or the equipment. The BIOX plant also incorporates the latest developments in the design of the BIOX agitators for more efficient mixing and gas dispersion. This paper will discuss some of the critical aspects and decisions taken during the development and implementation of the BIOX Process at the Runruno Gold Project. The paper will highlight some of the factors affecting the commissioning process as well as the improvements seen through the introduction of the Generation III BIOX design principles. The requirement for secondary egress from underground workings has long been regulated in Australia. Escape way systems have evolved from simple airleg rising ladders and timber ladders to steel galvanised ladders and more recently fully enclosed polyethylene ladders.The polyethylene ladder, Safescape Laddertube, was introduced to the underground mining industry in 2010. It is an enclosed cylindrical modular plastic ladder designed for use in underground escape ways and access ways. Since its first installation in May 2010, the Laddertube has been installed in 43 mines across four countries, totalling 8800 m of ladders installed to December 2013.The Cracow Gold mine is one operation using Laddertube, located 500 km north-west of Brisbane, Queensland, Australia. Upon discovering and developing both the Empire and Roses Pride orebodies, a safe and economically viable secondary egress system and surface primary ventilation exhaust shafts were necessary to support development and production activities to these workings. The need arose to merge these two critical requirements together between surface and underground mine workings some 200 m and 400 m respectively for each orebody. Neither egress has intermediate access points within their full service length from top to bottom. Several options were considered, the preferable and most feasible method adopted was Laddertube.The longest egress length requiring Laddertube within the two vertical surface exhaust shafts was 400 m long, within a 3.5 m diameter shaft. Due to the length of the vertical Laddertube system in both egresses, personnel are to be assisted by mechanical means using the Extended Ladder Climb Assist system.The Gossan Hill mine also uses Laddertube for their escape ways. Part of the Golden Grove operation, Gossan Hill is an underground sublevel open stoping mine located in the mid-west of Western Australia.With a considerable mine life remaining and a history of acidic water and stress related deterioration in vertical openings, the mine operators sought an escape way solution that would provide for the long-term needs of Gossan Hill. Laddertube was selected due to its non-corrosive properties and the ability to fill in around the ladder way to provide stability to the raise opening.Laddertube is a recent development in escape way systems, and is effectively being applied in a variety of operations, meeting the specific needs of underground mines.CITATION:Durkin, S, Hawkins, B and Lawrence, V, 2014. "The requirement for environmental approvals and associated environmental impact assessments (EIAs) is now commonly regarded as a key milestone and body of work during project development. EIAs can be undertaken at various phases during project development, generally either:\ during the scoping or prefeasibility studies, where limited project information is available and the mitigation and management measures of the EIA become a set of criteria and commitments that control project design during the feasibility study, as an iterative approach whereby mitigation and management measures are developed through an integrated process with the engineering team, and measures are included in the feasibility study cost model following the feasibility study, where detailed project design information is available, the cost model is complete, and the EIA is an assessment of a fixed project with limited opportunities for mitigation and management measures to be integrated into engineering design. This paper investigates the advantages of integrating EIA into life-of-mine planning during the feasibility study phase, using the Tampakan Copper-Gold Project (the Project) as a case study. The Tampakan Project is located in the Philippines on the southern island of Mindanao. The Project involves the proposed development of three main areas of infrastructure:a large-scale, open pit copper-gold mine and associated mine site infrastructure (including tailings and mine waste storages, fresh water dam, concentrator, etc) a power station, port and filter plant (PPFP), located approximately 60 km from the mine a pipeline and transmission line linking the mine and PPFP sites.Examples of engineering measures developed through an iterative process to mitigate and manage predicted environmental and social impacts include design of water management infrastructure, modification of the disturbance footprint (eg roads realigned to avoid critical habitat) and realignment of project infrastructure to minimise impacted water catchments.CITATION:Blunt, J and Jones, J, 2012. A new high intensity flotation process 'FASTFLOT' is explained and its theoretical advantages compared with other flotation systems are discussed. The results of initial FASTFLOT testing on the zinc roughing circuit at Pasminco Mining, Broken Hill South concentrator are presented and compared to recent plant data. The comparison suggests that on roughing duties, the FASTFLOT process yields superior concentrate grade while requiring less than one third the residence time of a conventional mechanical cell plant. Strategies for FASTFLOT deployment are also presented.

Stuck drill rods (often referred to as bogged rods) in production ‘upholes’ are a common problem in the underground mining industry. Bogged and broken off drill rods have the potential to fall out of the hole without warning, posing a serious hazard to personnel and equipment below.Current industry practice to alleviate this hazard can be to either grout the hole in order to lock the drill rods in place, or to ‘plate over’ the hole with a rock bolt. Each of these operations seriously delays mine production as both require demobilisation of the production drill and mobilisation of alternative personnel and equipment to address the hazard. Both methods have been assessed for safety and efficiency and were found to be expensive, time consuming and in the case of plating over, ineffective.To address the safety and efficiency short-comings of the traditional practices, the long hole plug (LHP) has been developed to safely secure the lost rods in the hole. The LHP when struck by falling drill rods behaves similar to an expansion shell anchor transferring the axial forces from the falling drill rods horizontally into the rock mass. It is installed using standard production drills allowing work to safely continue with little interruption.Extensive testing has been carried out on the LHP in the laboratory and underground at the Rosebery mine on the west coast of Tasmania, Australia. Testing has included static pull testing, full scale drop testing and underground trials.The outcome of this work has proven the LHPs ability to add safety, volume and cost benefits to the Rosebery underground operation and it is currently in use at that site. Fine-grained coal tailings slurry undergoes only limited settling and self-weight consolidation, and tends to remain slurry-like and unsuitable for conventional laboratory consolidation testing. In addition, constant rate of loading consolidation testing is more representative of the continuous disposal of tailings slurry into a tailings storage facility (TSF) than conventional step loading. The laboratory consolidation testing of coal tailings slurry under a constant rate of loading has been carried out in a purpose-built, large-scale, slurry consolidometer, instrumented with load cells and pore water pressure (PWP) transducers. In the slurry consolidometer, the rate of loading may be varied to represent the actual rate of rise of the tailings in the TSF. A slow rate of loading increases the test duration, while too fast a rate of loading may build up very high excess PWP, without achieving significant consolidation. For the particular fine-grained coal tailings slurry tested, the rate of loading in the slurry consolidometer is varied to access its effect on the development and dissipation of excess PWP. One of the most significant technical and practical challenges facing the tunnel construction team on the Legacy Way road tunnel project in Brisbane, Australia was how to erect the prestressed precast concrete slabs to form the smoke duct in the tunnel boring machine (TBM) tunnels.An essential part of the tunnel ventilation system, the smoke duct extends the full length of the 4.6 km-long twin two-lane tunnels. The vast majority of the tunnels (approximately 4.3 km) were constructed using two 12.4 m diameter double-shield TBMs. The refurbished Herrenknecht machines broke several world records on the way to completing the tunnel excavation works in just over nine months. With the excavation complete the focus turned to solving the complex civil tunnel fit-out challenges. A key component of the civil fit-out of the tunnels was constructing the smoke duct in the TBM tunnels, which was designed as a precast solution.The slabs, which each measure 8.62 m long × 2.0 m wide × 200 mm thick and weigh close to 9?t, need to be erected above cast in situ corbels whilst other tunnel finishing works continue. The space-proofing clearance offered by the design to the support corbels below and the precast segmental lining above was in the order of only 100 mm.This paper tells the story of how the Transcity Joint Venture (JV) tunnel fit-out team comprising some of Europe and Australia’s leading tunnel construction specialists drew upon the global strengths of the existing JV member companies and the global reach of leading TBM manufacturer Herrenknecht to develop an innovative system in solving this challenging problem. The Clem Jones Tunnel (formally known as the North-South Bypass Tunnel), a A$2.88 billion road tunnel project in Brisbane, Queensland, was successfully completed almost seven months ahead of schedule. The project included two parallel 4.7 km long road tunnels, 740 m of intermediate roadway access ramps and two auxiliary ventilation tunnels. The tunnels incorporate intelligent tunnel systems, best practice fire and life safety standards and typical civil tunnel elements.Over the duration of the project the Parsons Brinckerhoff (PB) and AECOM (formally Maunsell) design joint venture (MPB) were Lead Designers to the Leighton Contractors and Baulderstone Bilfinger Berger Joint Venture (LBBJV). Construction of the toll road commenced in September 2006 and was completed in March 2010, with the tunnel opening then. Contributing to the success of this project was the continued support the lead designers gave throughout the construction period.This paper will focus on some of the structural elements that contributed to the success of the project – in particular the cable tunnel structure, a small precast, culvert shaped element under the pavement of the mainline tunnel, and the fit-out of the Gibbon Street shaft which were designed to be constructed in a combination of precast and in situ concrete.The cable tunnel was incorporated early in the design phase and runs the length of much of the tunnel. This paper will outline the challenges faced by the designers with implementing this system which provided significant construction advantages, among which were being able to install a separate ventilation duct during construction and to start fitting out the mechanical and electrical conduits and drainage system while tunnelling was still underway.The Gibbon Street shaft had a length and width of 20 m by 40 m and an overall depth of 38 m. A 20 m high structure of precast and in situ concrete was constructed in the base to accommodate mechanical and electrical equipment and provide a take-off access for the southern ventilation tunnel. The construction purpose for this structure was to provide a junction between the tunnel boring machine (TBM) and the roadheader-style tunnels, a staging platform for commencing the roadheader tunnelling, and a platform where the TBMs could be dismantled and removed.The design was assessed and reviewed many times throughout the construction process to address the needs of each of these stages. Innovative use of precast concrete was used to minimise construction time.Additionally, the designers provided support to the construction team from the time of design completion through to the tunnel opening. This meant that the changes to the design and adjustment of construction loadings could also be assessed. The fi nal outcome resulted in an efficient construction sequence and a project that has provided an excellent outcome for the client, stakeholders and community.

In steelmaking processes, it is known that P2O5 in dephosphorisation slags often exists in solid solutions between Ca2SiO4 and Ca3P2O8, <C2S-C3P>SS, and thus the solid solutions play an important role in the dephosphorisation reaction. Hence, the knowledge of thermochemical properties, ie phase relations and activities of components, in slags containing <C2S-C3P>SS are necessary for the effective removal of phosphorus from hot metal. In this study, the P2O5 activities in <C2S-C3P>SS were measured through the gas equilibrium method. In the present experiment, oxide samples were equilibrated with Cu-P liquid alloys at 1573 K under a stream of Ar + H2 + H2O or Ar + H2 + CO2 gas mixture in which oxygen potential was fixed and then equilibrium phosphorus concentrations in the Cu-P alloys, [mass%P]Cu, were analysed with ICP-OES.

This paper presents an analysis on the dynamic adsorption of frothers and collectors onto air bubbles in flotation. The analysis was carried out using the theory on the surfactant transfer by diffusion and adsorption. The bubble size was considered when solving the diffusion equation for the dynamic surface excess. The adsorption kinetics was modelled employing the Langmuir adsorption isotherm and its extension with the inclusion of the lateral interaction of the adsorbed molecules (the Frumkin adsorption isotherm). The numerical computation was applied to solve the governing equations. The dynamic adsorption of the surfactants was measured in terms of the dynamic surface tension for sodium dodecylbenzene sulfonate (SDBS) and Dowfroth 250, using pendant bubble tensiometry. The results show that for air bubbles with diameter of the order of 1 mm, the bubble size effect on the dynamic surface tension is small and the solution of the diffusion equation for a planar gas-liquid surface can be used to describe the dynamic adsorption onto the air bubbles. The experimental data obtained with SDBS were well described by the Frumkin adsorption isotherm and the molecular diffusion. The model description for the experimental data obtained with Dowfroth 250 required the kinetic equations. The paper is relevant for further analysis of the role of the adsorbed surfactants in the particle collection.

In the past two and a half years, over 40 000 metalliferous mining and related services personnel have been trained through an Australian Generic Safety Induction system. This is almost half of AustraliaÆs metalliferous mining related workforce. This remarkable industry acceptance and delivery of safety courses is supported by Acacia Resources, Great Central Mines, Homestake, Newcrest Mining and WMC Resources, amongst hundreds of other mining, exploration and major contracting and services companies. MARCSTA; the Mining and Resources Contractors Safety Training Association (a pro-active not-for-profit self-help group of 24 major contracting companies) developed this generic safety induction. MARCSTA set out to find the æcommon groundÆ necessary to help address the evident safety problems and cost of re-training that were plaguing development of an internationally competitive and productive export industry. The incredible expansion of Australian mining during the decade fuelled a need for out-sourcing, resulting in much larger numbers of contractors on-site. At the same time, changes within Australian legislation, community expectations and the development of huge fly-in/fly-out operations and widespread skills shortages led to a rapid labour turnover and a higher paid workforce. Many Australian mining houses also ran international operations, particularly in South East Asia and head hunted people across the world. The skill levels fluctuated and fell at some local operations. Employers could no longer rely on systematic in-house training of permanent employees to improve safety and productivity as workers could and often did move on. Serious discrepancies in both quality and quantity of safety induction training and work practices occurred. Repetitive, boring and ineffective safety training became an embarrassing and costly burden for companies and workers alike. Then a spate of mining deaths sparked highly publicity, workforce concern and a demand for improvement from government, unions and corporate stakeholders. MARCSTA recognised it had to develop a high-quality safety-training program to satisfy the needs of all employers and be acceptable to others within the industry. This induction system had to be flexible enough to meet differences in legislation between states and industry sectors and be portable to enable cost and time savings for the new transient workforce. Changes in the last two years as a result of evaluating and incorporating various Taskforce inquiries into underground mining fatalities later led to the development of the MARCSTA Underground Safety Induction. This logical development added to the run away success of MARCSTAÆs General Safety Induction and was seen to be essential for many surface mines that were planning to develop underground operations. There are many lessons that MARCSTA learnt during its development that Pacific and South East Asian mining operations can benefit from. The most important of these are the support of stakeholders within industry and the recognition of higher safety and health expectations from workers and government. This goes hand-in-hand with the productivity and return on investment expectations of companies and their shareholders.

This paper details the implementation of a new type of grade control system at the Black Star open cut mine in Mount Isa, Queensland. It explores the site requirements for grade control, what as previously in place and what the site required moving forward. It also details some of the features of the system installed and why it was chosen over other grade control systems available. Black Star open cut mine has been in operation since late 2004, and was developed to extract the surface extents of the Ag-Pb-Zn mineralisation previously mined in the Isa Lead Mine. Black Star is currently mining seven distinct orebodies in and around active void hazard zones and hence, its grade control requirements are very detailed and complex. The implementation of a new system to manage the model update and block out processes was, therefore, of critical importance to the site and required a detailed understanding of the requirements of the entire mining team from drilling through to geology, survey and production. Having previously run the grade control process using site specific æblack boxÆ scripts and macros, Black Star needed to implement a more open, auditable and flexible system, which allowed the geologists to control the process and make strategic changes as the situation demanded. MineSightÆs Axis Grade Control, with its flexible, generic framework for managing the process, met these demands. The easiest way to mine valuable orebodies is through the use of explosives and well-planned blasting layouts that produce fragmentation profiles designed specifically for conveyance equipment in underground mines. The design of blasting patterns is specific to not only the explosives being used but also the rock or ore type being fragmented. Many blasting designs are based solely on the experience of those developed for similar orebodies in terms of properties and orientation or individuals that have some blasting experience.The primary technical objective of this paper is to outline a unique methodology for determining underground blasting methodologies (developing specific blasting parameters) commensurate with explosive energies and rock/ore equations of state for a narrow-vein gold property located in Northern Quebec and for underground mines in general.The procedures developed are to define the desired fragmentation specification so that a specific thermodynamic break is generated, taking into account powder factor, energy factor, tonnages, explosive energies and distribution along with blasthole diameter and orebody orientation for a specific set of explosive and dynamic rock/ore properties. Determining dynamic modulus values for the ore using seismic sensors to measure P- and S-wave velocities, the aforementioned parameters will be utilised to set the design constraints to maximise recovery and minimise overbreak and dilution.New underground blasting software (AEGIS) will use thermodynamic break in conjunction with defined fragmentation profiles to create an array of blasting parameters used to design and plan ring layouts. This software will also allow mining planners, prior to drilling and loading a production blast, to appraise future intended blasting patterns to minimise the potential of diluting ore with host rock and the likelihood of damaging mine support structures.CITATION:Roy, D, Williams, T and Preston, C, 2015. The Golden Mile, which has been mined continuously for the past 100 years by both underground and more recently open pit methods, occupies an area of 1.2 km by 4 km adjacent to the city of Kalgoorlie Boulder in Western Australia (Figure 1). Large-scale open pit mining at the Kalgoorlie Consolidated Gold Mines (KCGM) Fimiston operations is currently extracting 7.8 million tonnes of oxide and sulphide ore for a total production of 522 000 oz per annum. The effectiveness of grade estimation techniques at KCGM has been examined with reference to existing 10 m bench sample data from all operating areas within the Eastern Lode System of the Main and North pits. The aim of the study was to recommend practical parameters for grade control estimation. The review included comprehensive variography and comparison of nonparametric estimation methods (Joumel, 1983) such as indicator kriging and probability kriging with ordinary kriging, leading to the development of improved grade control parameters and procedures for both daily quality control and short term mine planning. This paper reviews the geological, statistical, geostatistical, mining and modelling features studied in order to present KCGM&apos;s Mining Department with recommendations for improving grade control.

Flotation is one of the main concentration processes to purify kaolin clay via the removal of naturally occurring impurity minerals containing Ti and Fe. Currently, there are two types of collector chemistries used in the industry to float coloured impurity minerals. These are traditional tall oil fatty acids (TOFA) and specialty hydroxamate (AHX) based collectors. AHX based collectors have long been known to be the most selective collectors to float Ti and Fe based coloured impurity minerals (CIMs) as compared to TOFA based systems. AHX based collectors provide, not only improved selectivity and simplified process, but also more importantly, make it possible to treat certain kaolin resources that do not respond to standard TOFA systems. However, the relatively higher cost of straight AHX collectors has restricted broader application of these collectors in kaolin clay and other oxide flotation applications for a long time. Recent technological advancements, in both making and formulating AHX products more economically, increased the usage of these collectors in kaolin applications. Modified AHX products offer more economical alternatives and process options to provide high purity kaolin clay products for specialty applications based on cost-performance criteria. In this paper, the flotation performance of a series of newly developed AHX formulations is provided along with the characteristics of AHX flotation in general. In addition, flotation performance of earlier AHX collectors is provided based on published literature as background data.

In 2015, Ernst and Young (EY) ranked socio-political license to operate (SPLTO) as the fifth greatest challenge to the mining sector (EY, 2015). The EY report asserts that SPLTO will continue to present a risk to the mining sector in the context of ‘increased activism, digitally connected stakeholders and politicians who need to respond to general consensus’. While there is no consensus on a definition, SPLTO is commonly regarded as the ongoing acceptance or approval of an operation by affected stakeholders (Moffat and Zhang, 2014; Thomson and Joyce, 2008) as well as those stakeholders that can affect the operation (Graafland, 2002). Warhurst (2001) relates the process of stakeholders granting SPLTO to the establishment of meaningful partnerships between operations, communities and government based on a variety of factors that build trust between stakeholders.From these accounts, we can see that understanding stakeholder attitudes about company performance and impacts on stakeholders directly affected by an operation are important in any attempts to measure SPLTO. Understanding the level of acceptance of an operation within these stakeholders provides a good proxy or outcome measure of SPLTO. Moreover, trust seems to be a central variable in the translation of these experiences of an operation into acceptance. What the mine or company does, its behaviour, degrades or builds trust with stakeholders, and this then affects acceptance (Moffat and Zhang, 2014).In addition, a strong emphasis is placed on the nature of the relationship between companies and stakeholders as influenced by inter-group interactions. It is not just what companies do well or poorly with respect to environmental impacts, for example, that will determine trust and acceptance, but how the company relates to its stakeholders at personal and group levels.These relationships between communities of stakeholders and extractive companies are dynamic. Brown and Fraser (2006) recognised the importance of industry being able to respond to the changing nature of societal approval and acceptance, arguing that ‘business must have regard for evolving social attitudes and expectations if it is to maintain its ‘social licence’’.This paper will describe a series of five pilot projects conducted by CSIRO with Anglo American in Australia and South Africa to generate a real-time understanding of SPLTO to guide more reflexive and effective social performance strategies.CITATION:Moffat, K, Boughen, N, Brooks, L and Zhang, A, 2016.
