The Ekati Diamond MineÖ is CanadaÆs first diamond mine and is located 300 kilometres northeast of Yellowknife in the Northwest Territories. The development of the mine supports sustainable development through the integration of environmental, economic and social considerations with the broad aim of minimising environmental impacts while maximising opportunities and benefits to northern residents and northern businesses. The environmental assessment and regulatory processes for the Ekati Diamond MineÖ were the most extensive seen in the NWT to that date; in Canada only uranium mines receive more attention. In addition to the regulatory requirements, an Environmental Agreement was negotiated with the Governments of Canada and the Northwest Territories to address environmental concerns not covered by existing legislation and regulation. Under the agreement an Independent Environmental Monitoring Agency was set up to oversee the regulatory process and implementation of the Environmental Agreement. Environmental stewardship is implemented through an Operational Environmental Management Plan, part of which includes effects monitoring programs for wildlife and aquatics where available traditional ecological and scientific knowledge are integrated to broaden our understanding of the tundra environment. A Socio-economic Agreement was concluded with the Government of the Northwest Territories to maximise employment and business benefits to the north. Voluntary and confidential Impact Benefits Agreements (IBAs) were also negotiated with four Aboriginal groups who use the area where the mine is located. The intention of the IBAs is to foster development initiatives and a partnership thereby helping to insure that benefits from the project flowed to the Aboriginal groups despite a lack of settled land claims in the region. All these were completed before commercial production in October 1998. Employment targets of 62 per cent residents of the Northwest Territories and 31 per cent Northern Aboriginal have consistently been met thereby ensuring benefits flow to residents of the Northwest Territories. In 2000, $316 million was spent to support operations at the Ekati Diamond MineÖ. Of this, 82.2 per cent of total spending and 26.6 per cent total northern spending was northern and northern Aboriginal businesses, respectively. The environmental and socio-economic monitoring results are reported annually to the responsible government agencies and potentially affected Aboriginal groups. To date, there have not been any significant adverse environmental effects documented and socio-economic targets have been met.

Use of Impact Crushing for the Enrichment of Low-Grade Colemanite Concentrates This paper presents the results of an investigation into the enrichment of -25+3 mm low grade colemanite concentrates exploiting differential breakage properties of various minerals associated within the ore sample. Boric acid production process requires concentrates containing at least 42 per cent B2O3, hence concentrates below this grade either stock piled or further treated to increase B2O3 content. The low grade concentrate is obtained as a by-product of Emet Colemanite Concentrator and the B2O3 content may vary around 37 - 38 per cent. The sample used in the experimental studies assays 37.52 per cent B2O3. In the experimental procedures the sample was crushed using a laboratory size horizontal shaft impact crusher and the products were classified into different size fractions by screening so that any improvement by size could be observed. In the tests the effects of parameters such as the revolution speed of the crusher and heat treatment was checked. Test results prove that boron contents show a tendency to increase as the particle size decreases. As a result of the experimental studies a colemanite concentrate assaying 42.13 per cent B2O3 is produced with 76.55  per cent recovery. Arsenic content is seen to change inversely proportional with the B2O3 content of the concentrate such that it drops from 1016 ppm from the as received sample to 676 ppm in the concentrate.

With the bell-less top (BLT) charging system replacing the centuries old double bell charging method, the furnace efficiency has been greatly improved together with considerable reduction in the furnace down time and operational problems. But still there are many draw-backs which need further attention to achieve better efficiency and operational effectiveness. The performance and operational problems of the BLTs have been highlighted and possible solutions to overcome some of the major problems are discussed.

Changes in feed size distribution can have significant effects in rod mill grinding. The product sizing resulting from wet batch milling of a tin ore showed little influence on fines production after truncating the feed at either the coarse or fine end. The addition of fine material caused a less amount of fines to be produced and a possible increase in grinding at coarse sizes, although this is complicated by the changing feed size distribution. The changes in feed size distribution caused no tendency for preferential grinding of the cassiterite.

The ERMS Process was developed during four years of testwork by Austpac Gold NL to overcome the severe metallurgical problems of the ilmenite atWestport, in the South Island. These deposits have been known for about one hundred years. They were originally mined for gold, and only later attracted attention as a possible source of titanium minerals.   The resource is of world scale and may exceed 20 million tonnes of contained ilmenite. Similar deposits occur at Barrytown further south and together these areas would constitute an important opportunity for export-oriented mineral development, if a viable beneficiation technology were available. Further processing is essential, as the composition of the ilmenite is well below market specifications.

A series of in situ pull tests has been conducted to determine the holding capacity of the standard SS46 Split Set Stabilisers. The experiments have been conducted in a wide range of geological conditions ranging from bedded rock to blocky ground. The results presented in this paper indicate that cement grouted split sets bolts are likely to provide up to three times the initial bond strength per metre of embedment length provided by the ungrouted bolts. The increased load transfer capacity of the grouted bolts provides an alternative for permanent excavation support using split set stabilisers.

The Clyde Power Project, and its Clutha Valley Development forerunner, has taken widespread investigations for various hydroelectric purposes both along the valley floors upstream from Alexandra and on the higher schist terrain. As part of this work the nature and extent of many of the alluvial deposits have been resolved and the ages established with varying precision. Gold values have been approximately appraised in some areas as an element of environmental assessment.

At Sams Creek a gold-bearing, peralkaline granite pophyry dyke intrudes Ordovician-Silurian metapelite and quartzite. The granite porphyry dyke has a thickness of up to 40 m, extends discontinuously for about 8 km, and intrudes thin lamprophyre dykes along its contacts. The granite dyke and gold-bearing sulphide and quartz-siderite veins within it have been deformed and recrystallised during several phases of folding, the youngest of which is Early Cretaceous.   The unaltered granite porphyry is composed of phenocrysts of perthite, arfvedsonite, aegerine and quartz in a groundmass of the same minerals, with accessory ilmenite, rutile and fluorite. K-Ar dates of amphibole from the granite gave ages of 226 and 246 Ma, but these ages may be a minimum due to resetting during the thermal and deformation events that have affected the area. Unpublished Ar-Ar data on amphibole from the granite show disturbed spectra with high temperature steps around 300-315 Ma, which is consistent with the age of A-type granites in the Buller region. Further age dating of primary and hydrothermal minerals in the granite is continuing. At least three stages of hydrothermal alteration have been identified in the granite. Stage I alteration is characterised by high fO2 magnetite-siderite ¦ biotite, which is cut by thin quartz-pyrite veinlets (Stage II). These are cut by Stage III sulphide, quartz and siderite veins, and pervasive silicification represented by quartz-perthite-albite-rutile ¦ pyrite-siderite-sericite assemblages overprints the earlier alteration stages. Lamprophyre is altered to a siderite-chlorite-sericite assemblage. Stage III sulphide veins are composed of arsenopyrite + pyrite ¦ gold ¦ galena ¦ sphalerite ¦ chalcopyrite ¦ pyrrhotite ¦ graphite, deposited by low fO2 H2S fluids. The gold contains 18-30 wt% Ag and up to 1 wt% Bi. Temperature of vein formation was estimated from vein quartz fluid inclusion homogenisation temperatures (Th 260-355oC, average 330oC), arsenopyrite-sphalerite thermometry (310-365oC) and quartz-albite stable isotope thermometry (340oC). The altered granite and the veins have been deformed, and recrystallised and competent sulphide minerals are fractured and brecciated. Alteration and mineralisation are confined to the granite porphyry and adjacent lamprophyre.

Privately-owned companies considering investing in the resources sector can optimise their investment decisions by adopting a systematic technical assessment of acquisition assets, similar to the approach commonly adopted by public financial institutions and publicly-listed companies.Technical due diligence provides a process to identify key geological, mining, geotechnical, metallurgical, environmental and social risks and opportunities and determine the most likely business case and valuation of assets. Technical due diligence is commonly carried out in parallel with legal, commercial and financial due diligence, often involving the acquirer, to maximise the understanding of the investment.There are significant advantages in investors conducting a comprehensive technical due diligence, which typically involves site visits and project assessment to international standards by an independent, multidisciplinary team of experts. The outcomes provide the opportunity for the investor to make early, informed decisions and to understand and manage risks.Technical due diligence may be carried out at several stages: when considering and weighing up a number of investment options, prior to and during a transaction or immediately post-transaction. In the first stage, the outcomes will inform the choice of investment and, more particularly, whether there are any fundamental flaws in the projects being considered. In the second stage, due diligence outcomes can inform the level of investment and approach to risk management and planning. Most mining operations have been happy to live in blissful ignorance of what their equipment is really capable of. Shareholders have been shown increasing tonnes output per employee (due to rationalising employee numbers). It is now known that the best practice for large mining trucks is 52 per cent higher than average or best practice for excavators is 41 per cent higher than average, or 38 per cent in shovels or 35 per cent with draglines, etc. The data is available. The bell curve of performance is flat. Substantial underperformance is rife. If you are working in or supplying equipment or services to one of the majority of operating mines that donÆt achieve best practice surely you want to know why. Or maybe you donÆt? For many mining people this sort of knowledge could be dangerous to their career so keeping the MD or CEO in the dark is a good option. Many suppliers donÆt want the performance of their equipment benchmarked? Mining consultants donÆt have the data so they are happy to keep guessing. Unfortunately, many Business Improvement or Business Excellence projects are about ticking the participantÆs æcareer boxesÆ. The first step to capacity utilisation is knowing what the capacity is. Even then people and culture will get in the way. People are the biggest hurdle to capacity utilisation. This paper will discuss what the mine of the future (and today) will need to do to utilise the productive capacity of its assets. It is not just benchmarking. It is not just automation. It is not just technology. It is about engaging those people who impact on equipment performance; right from the operator up to the Mine Manager. Doing it better involves a process to facilitate change and a culture which says it is OK to try even if you are wrong.

The Goonumbla district of central-west New South Wales, Australia, hosts four significant porphyry Cu-Au deposits that contain a combined probable ore reserve of 71.7 million tonnes at 1.2 per cent Cu and 0.5 g/t Au. Mineralisation in the Goonumbla deposits is associated with narrow, pipe-like intrusions of quartz monzonite porphyry, in which several intrusive phases have been recognised. Five textural characteristics have been used to distinguish the various intrusive phases recognised in the Goonumbla porphyry deposits: (1) phenocryst abundance; (2) nature of the groundmass; (3 and 4) proportion and mineralogy of the mafic and non-mafic phenocrysts; and (5) the presence or absence of anhedral quartz grains in the groundmass. In addition, each intrusive phase is classified according to its estimated original quartz, alkali feldspar and plagioclase contents. Features common to all of the intrusions are that they contain two types of plagioclase and two or three types of K-feldspar phenocrysts in variable proportions. Most of the intrusions also contain apatite micro-phenocrysts. The groundmass textures range from aphanitic through granular to euhedral K-feldspar in a quartz matrix. With only one exception, all of the intrusive phases recognised are either quartz monzonite porphyry or mafic (>5 per cent mafic minerals) quartz monzonite porphyry. The exception is a biotite - phyric monzodiorite, which occurs in the basal portions of one of the deposits. Textural variants of intrusive phases at Goonumbla have been investigated to establish whether specific combinations of characteristics indicate mineralised intrusions, while others suggest barren ones. Some correlations between intrusion types and Cu and Au grade have been recognised. Prediction of fragmentation by blasting is most commonly based on theassumption that a single distribution of pre-existing discontinuities is present within a blasted rock volume and that the underlying mechanism of failure is tensile failure. It is assumed that the tensile stress field created by a blast initiates and extends radial cracks around the blastholes. Interaction between radial cracks from different blastholes and the free surface creates rock fragments. In reality, fragmentation of the rock occurs due to two mechanisms.One is related to the compressive-shear failure of the rock (mainly rock matrix) close to the blastholes, while the second mechanism is the previously mentioned tensile failure of the rock mass. The secondmechanism of failure occurs in the form of extension of the larger cracks in the region beyond the crushed rock, and this type of fragmentation occurs after the crushing phase. In the case of hard rock or blasting where the extent of crushing is minimal, the currently used prediction methods give a reasonably good result. However, there are many blasting conditions where the amount of rock crushing is significant. In the case where fragmentation of the given rock volume occurs dueto two different mechanisms, modeling of the rock fragmentation with a single distribution function is not appropriate. To model the fragment size distribution generated by two different mechanisms, it is necessary to use a two-component fragment size distribution function and a scaling parameter that will determine the proportion of the fragmented volume created by each mechanism. The purpose of this paper is to present results of blast fragmentation modeling based on two mechanisms of failure. The two-component model (TCM) utilises experimentally determined parameters from small scale blasting and parameters of the Kuz-Ram model, for more accurate prediction of the complete rock fragment size distribution curve. The methodology is such that it is possible to predict complete fragment size distribution, including fines, of ROM product for a future mine, at the feasibility phase of mine design.

This paper examines the problem of optimising the life-of-mine costs of an underground mine, focussing particularly on the costs associated with the underground development needed to provide access to and haulage from the ore zones. This mine optimisation problem is modelled as a network and a solution technique is outlined. The effectiveness of this solution technique is then demonstrated by applying it to a prototype test example and some actual case studies. Finally, extensions of this technique to other underground mining problems are discussed.

Across the life-of-mine, water is both an essential commodity to mining, and one of the most significant hazards. In Australia, a land of drought and floods, availability of water is a critical strategic risk for mine sites and neighbouring stakeholders, with both insufficient water leading to curtailed operations and contested space, and extreme water closing operations through flooding of mine sites, transportation infrastructure and unplanned regulatory restrictions. In addition to these major strategic risks, water must be addressed in operational risk management activities in many different ways.This paper develops a set of categories for classification of water risks based on academic papers from the water in mining literature. These categories are applied to media content analysis of articles in International Longwall News (ILN) (an online coal industry news site) obtained with the search terms ‘water’, ‘rain’ and ‘flood’. Identified risks are discussed within the context of the life-of-mine. The paper uses these same categories to analyse the treatment of water risks in a new coal industry risk management body of knowledge called RISKGATE (http://www.riskgate.org, Minerals Industry Safety and Health Centre, The University of Queensland). The discussion of water risks in both INL and RISKGATE is compared and contrasted to pinpoint opportunities (and a roadmap) for further development of a specific RISKGATE water module for site-based operations. It should be stating the æbleeding obviousÆ to say that the most efficient method of recovery must be used during the testing and evaluation phases of an orebody. Furthermore, the company will be literally throwing away money by not using the most efficient recovery plant during mining. This is especially true in the case of a low concentration/high value commodity such as diamonds. Unfortunately, this economic recovery criterion is not always the driving force. Some inexperienced companies think that they can preserve capital by using cheaper, and generally less efficient, recovery plants to mine their product. This philosophy is invariably a fallacy. Furthermore, it is also important to use the correct sized plant for the proposed task. It is no use trying to use a small testing plant to treat large quantities of ore, as this may result in loss of recovery efficiency. The converse is equally true.

Mining law has developed in Great Britain (GB) over centuries, mainly in response to lessons learned after disasters and other major incidents. This has led to a culture of preventing repeat accidents, rather than predicting and controlling unsafe acts or conditions.This paper explains how, initially in response to a government drive to reduce the burden on industry, the opportunity was taken to review and reform all 48 sets of GB mining-specific law into a single document. In this paper, we developed and implemented a fuzzy logic expert system capable of evaluating the degree of sustainability within the context of gold mining operations. The newly introduced approach of evaluating sustainability in the gold mining industry has the merit of sufficiently handling diverse, sustainable, development-related qualitative and quantitative data owing to fuzzy logic technology capabilities in dealing with linguistic syntax. The economic, environmental and social indicator inputs were independently evaluated and then combined with the aid of fuzzy logic to provide an overall sustainability index on a scale of zero to one. A total of 66 independent indicators were identified and applied in our model. The novelty of this work lies in providing a coherent numerical and automated approach in evaluating sustainability in the context of gold mining operations. In addition, the model can aid policy- and decision-makers in arriving at consistent decisions regarding the degree of sustainability on various aspects of gold mining operations. The functionality of this model will be illustrated through several examples.
