To George Orwell the year of 1984 was the inspiration for a book. To most New Zealanders it was the year that the fourth Labour Government was elected to power. It was also the year that the review of mining legislation commenced. While Orwell's book and the election of Labour are clearly events of some historic note, one could be excused for classifying the review of minerals legislation somewhat differently in terms of its present achievements! Since the review began it has led a tortuous path through a rapidly evolving policy environment to a point three years hence where no major policies have been determined.

The Ohaaki Rhyolite and the Rautiwiri Breccia are two volcanic units occurring in the shallow and deep parts of the Broadlands-Ohaaki geothermal system. Alteration of these units by chloride waters results in distinct mineral assemblages that also have distinct whole rock compositions. The Ohaaki rhyolite is altered to an assemblage dominated by quartz, adularia, illite and pyrite as a consequence of silica, potassium and sulfur metasomatism. Locally, these rocks contain up to 0.5 ppm Au. The Rautiwiri Breccia by contrast is altered to an assemblage dominated by albite, adularia, quartz, illite, chlorite and pyrite in association with modest sodium metasomatism. Whole rock oxygen isotope compositions of altered rocks range between 3.3 and 7.5 ë, and are generally lower compared to their fresh rock equivalents having values of 9.5 to 10.6 ë; the result is broad pattern of lower values with increasing alteration intensity.

Higher bed height up to 680 mm, including 30 mm hearth layer of sized return sinter and high suction below the grate bars up to 1400 mm WG have resulted in increasing the productivity to a level of 33 t/m2/day and reduced coke rate to a level of 46 kg/tonne sinter. The ferro-wastes like blue dust, flue dust, mill scale, collection from dust catcher and gas cleaning plant, etc have been successfully added in charge mix to produce quality sinters. In this paper, brief description of the work done at Regional Research Laboratory (CSIR) in last few years and two case studies are discussed including the successful development of pan sintering units.

Bioleaching of Weathered Saprolite - Heavy Metal Adaptation Mechanisms of Aspergillus foetidus Nickel laterite ores remain important to the future supply of Ni and Co as they contain the bulk of known nickel and cobalt reserves (80 per cent and 90 - 95 per cent respectively). Current commercial extractions of Ni and Co from nickel laterite ores are energy intensive and operational costs are high. Microbial leaching of oxide ores has the potential to offer a much needed step-change in the technology for processing laterite ores. Biological leaching of low-grade nickel laterite is based on a non-traditional leaching of oxide minerals using heterotrophic micro-organisms. The organisms solubilise metals by excreting organic acids; these acids then form complexes with heavy metals. Optimisation of the process in in-situ application, however, has been hampered by the toxicity of the heavy metals that are being leached by the organisms. Our recent study has shown that organisms are able to develop tolerance towards heavy metals by adaptation. This study examined the extracellular metal detoxification mechanisms of A. foetidus in 0.2 per cent (wt/v) to 0.7 per cent (wt/v) of weathered saprolite ore. To support our analysis, FTIR, CHNS and microscopy were used to confirm the participation of specific functional groups in the extracellular detoxification process.

Consents Required for Overseas Persons Overseas Investment Regulations 1974 Foreign investment proposals must be reviewed by the Overseas Investment Commission to ensure that these are in accord with national interests. Consent must be obtained from the Commission for: 1. New investment proposals which include: a. An overseas person acquiring 25 per cent or more of any class of share in a company. b. A New Zealand company issuing shares to an overseas person where this will result in that person owning 25 per cent or more of the company. c. An overseas person acquiring business assets for consideration in excess of $100 000. d. An overseas person commencing business in New Zealand. 2. Borrowing in New Zealand: An overseas person must obtain consent to raise funds in excess of $300 000 in New Zealand. 3. Borrowing Overseas: New Zealand incorporated companies must obtain consent to borrow overseas. Current policy is borrowing will be approved where the loan is for a specified fixed term of one year or more.

Post-metamorphic structural evolution of Otago Schist resulted in a pattern of northwest and northeast striking faults and fractures cutting the basement rocks. These faults have been reactivated several times since Mesozoic metamorphism. Gold-bearing quartz veins which have been exploited sporadically over the past 130 years are almost invariably hosted by northwest striking structures, and most exploration has been focussed on these structures. There is evidence for hydrothermal activity and mineralisation along some of the northeast striking structures, although there has been very little work done on these structures. Our study is attempting to characterise the hydrothermal processes in the northeast structures, in comparison to the northwest structures, in order to see if further detailed exploration is warranted. There is evidence for both normal and reverse senses of movement on northeast striking faults, and some of the faults have evidence for early ductile deformation overprinted by later brittle structures. Northeast striking structures host stibnite mineralisation in places, and faults are locally silicified or extensively impregnated with ankeritic carbonate. Sulphides are rare in veins, but do occur in some hydrothermally altered host rocks. Hydrothermal haematite accompanies extensive silicification along the Manuherikia fault zone near Alexandra. Anomalous gold concentrations occur in some hydrothennal zones, and in downslope sediments in some localities.

Our Western Australian Operations are a signatory to the WA Cleaner Production Statement, through which we provide a Cleaner Production Plan to the State Government on a voluntary basis. This paper describes in general terms AlcoaÆs goals, achievements and directions in applying Cleaner Production to enhance business performance in the economic, environmental and social dimensions. Quantification of the benefits and tracking of progress in quantitative terms is a key challenge for the future

The Institute of Geological and Nuclear Sciences is undertaking a mineral resource assessment study of the Coromandel region, due for completion in July 2000. A key part of the study is the assembly of a geographic information system (GIS), a computerised tool for layering, analysing and presenting spatial information. The GIS is being assembled with ArcInfo/ArcView software and to date includes layers for a digital terrain model, an aeromagnetic map (open file mining company data), a geological map (from the QMAP project), areas of hydrothermal alteration, locations of mineral deposits (GERM database), stream sediment geochemical analyses (REGCHEM database), and a lineament map derived from satellite remote sensing data.

In support of the development of its Liberian iron ore project, ArcelorMittal Mining Research and Development (AM Mining R&D) has performed characterisation and beneficiation test work on drill core samples received from the proposed mine area. In addition to this, a sinter feed product was composed by blending and processing the drill cores in order to predict sintering performance of the ore. This article presents the methodology used to prepare the drill core blend for characterisation, as well as describe the sinter pot trial. A variety of cement raw materials occur within the Cenozoic sequence in Northland. These form the basis of Golden Bay Cement's cement manufacturing operation at Portland, Whangarei. High grade limestone is taken from the Whangarei Limestone formation, which has been shown to have been sub-aerially weathered and developed mature karst features prior to deposition of the overlying allochthon sediments. In this instance, remobilisation of allochthon sediments following uplift and erosion is inferred. At Portland Quarry, argillaceous limestone is extracted from deformed thrust sheets in the allochthon sequence. Quarry operations have been designed to handle the steep asymmetric folds, thrust faults and fracture zones that affect the resource.

The aim of this study was to investigate the possibility of leaching zinc from the tailing (-2 mm) of Angouran flotation plant using sulphuric acid. The tails were first calcined at 800¦C for one hour. The effect of factors such as stirring rate, temperature, initial acid concentration and solid/liquid ratio, on zinc extraction were studied. The results obtained show that at the best conditions, about 91 per cent of zinc were leached using a stirring rate of 800 rpm, a reaction temperature of 50¦C, a 30 minute reaction time, a 100 g/L initial sulphuric acid concentration and solid:liquid ratio 1:6 g/ml. The P85 of the feed material was about 150 ¦m and acid consumption was 600 kg/t.

Whether you are an employee, contractor or consultant working in the mineral industry, there are pressures to deliver the best possible performance. Technical professionals are usually driven by an internal desire to perform to a high standard because of personal pride in their profession, but there are an increasing number of external requirements to demonstrate that the actions taken were based upon reasonable grounds and that the work conformed to current best practice. People expect these best practice procedures to be followed and governments are now requiring those tendering for contracts to be registered in some way and to be participants in quality assurance schemes. One is not immune to these pressures just because you are working in a less legislatively sophisticated developing country in the circum-Pacific rim (pacrim) region.   Among the external pressures are the general ethical requirements of the professional body to which the person usually belongs, e.g. The Australasian Institute of Mining and Metallurgy (AusIMM), which are further elaborated upon in various Codes and Guidelines on specific matters, e.g. JORC (ore reserves reports) and VALMIN (assessment and valuation reports). These are outlined and discussed. Also, AusIMM's Chartered Practicing Status (CPS) Proposal is outlined in the context of other Pacrim countries approach to registering of technical professionals, which is a way of ensuring that minimum standards of qualifications, experience, competence and repute are demonstrable to ones employer (or client), peers and the wider community, including government.   Today, in the external working scene, there are many laws (particularly those applicable to the corporate and environmental spheres), with which contractors/consultants and even employees must fully comply, or else face criminal sanctions involving huge fines and imprisonment. These, too, are outlined and discussed. One must be able to mount a due diligence defence to avoid or mitigate these consequences.   Personal liability in the context of the day-to-day performance of one's duties has thus become a major concern to the technical professional and the ways in which it can be ameliorated, or insured against, are described. However, for some mineral industry practitioners, the problem is exacerbated because. of their general ignorance of the extent of their personal liability exposure. This paper intends to address this ignorance and to heighten general awareness of personal liability issues, as well as proposing some simple ways to limit this liability.

This paper presents an analysis of the production data for the period 1861 - 1953 from hydrothermal gold-silver deposits of the Hauraki Goldfield. To directly compare the metal content of the deposits a figure of ounces of gold equivalents (oz gold equivalent) is calculated from the value of the gold-silver bullion produced from each deposit. Frequency distributions for ore tonnage and oz gold equiv. appear to be lognormal and show a high proportion of very small deposits, with 90 per cent less than 100 000 tonnes. The deposits when plotted in order of size fall roughly on a smooth curve which suggests that the size distribution is not random. A large proportion (68 per cent) of the total gold-silver extracted from the Hauraki district was contained in the largest deposit û Waihi. A technique used for predicting undiscovered mineral resources is ZipfÆs law, which relates the size of an item to its rank order. The figures for ounce gold equivalents from the major Hauraki deposits fit ZipfÆs law remarkably well. Taking Waihi at 6.8 million oz gold equivalent as the rank one deposit, Thames is number five and Karangahake number seven. A Zipf plot indicates that down to rank 100 (68 000 oz gold equivalent) only 28 per cent of the total gold-silver resource in the Hauraki Goldfield has been extracted. A further 72 per cent or 25.4 million oz gold equivalent, including the deposits of rank 2, 3, 4, 6, 8, 9 and 10, are undiscovered. However, since some deposits will be deeply buried under younger rocks and others will be under the sea only a proportion of the total resource will be discoverable.

Recent exploration has identified the presence of detrital iron deposits (DIDs) associated with banded iron formation (BIF) units in the north-west of the Congo Craton, Gabon. The regional geology comprises a complex of granitoids and gneisses assigned to the Archaean Chaillu Complex, within which older slivers of lower amphibolite-grade greenstones are preserved including muscovite-biotite-garnet-bearing felsic schist, amphibolite and BIF. These units are typically overlain by several metres of residuum comprising colluvium, eluvium and duricrust. The residuum is overlain by a regionally extensive loess cover from 2 m to 10 m thick.The DIDs occur within the weathered residuum as mostly unconsolidated gravels with lesser canga (CAN) duricrust draped over deeply weathered hematite. Head grades are in the range of 45 to 52 per cent Fe. Fresh BIF, located from 30 to 50 m below surface, is comprised of magnetite-quartz±amphibole. The detrital iron gravels are comprised of rod- and plate-shaped clasts of hematite (martite)-maghemite-goethite composition, in a ferruginous sand to clay-sized matrix. The DID form ridges and plateaus that coincide with magnetic highs defined using high-resolution ground magnetic surveys.The field relations and petrography indicate that the detrital iron accumulations are the result of weathering (including enrichment) and erosion of primary BIF. This includes removal of quartz, further oxidation and re-cementation of BIF to form ferruginous caprock. This cap and the in situ oxidised BIF were subsequently disaggregated and liberated, and further weathered to form the detrital iron accumulations.Metallurgical test work on bulk detrital iron samples has shown this material can be upgraded to lump and fines iron ore products with grades of 62 to 65 per cent Fe using simple scrubbing and wet screening, followed by dense media separation of the -1 mm fraction, with overall mass yields from 75 to 85 per cent. There has been a strong trend over the past decade in hard rock mines towards the use of very high powered auxiliary (or secondary) fans; in many mines, the installed power for the secondary ventilation system now exceeds that of the primary ventilation system. This also reflects the trend to use two-stage auxiliary fans pushing air into a single ‘trunk’ duct that in turn splits into multiple branches with multiple outlets feeding multiple workplaces. This often produces a poor result in terms of face flows due to the high resistance, high leakage and badly managed duct outlets, as well as high fan capital and operating (power) costs, which in turn also results in a higher cost for the underground power reticulation/distribution systems. This paper explores the reasons why this trend exists and what ventilation practitioners can do to utilise less expensive systems that simultaneously deliver better workplace conditions. No one process, product or effect of the minerals sector can be viewed in isolation when addressing sustainable development. Meaningful assessments of the minerals sector require that its processes and production are drawn together in a generic framework that gives a holistic view of its performance and progress. Lifecycle Assessment is increasingly accepted as an appropriate means of constructing such a framework. It is a step beyond using the simplistic concept of the triple bottom line of social, environmental and economic performance to drive and communicate sustainable development. However, fundamental questions need to be raised about the scope and purpose of lifecycle assessment, such as what effects and performances should be assessed, for whom should they be assessed, and what performance indicators should be used and how should they be selected. The principles of eco-efficiency, industrial ecology, The Natural Step (TNS) and other pertinent philosophies and initiatives driving mineral sector sustainable development are outlined to support a lifecycle stewardship vision for the minerals sector. Articulating this vision through a holistic lifecycle indicator system showing inputs and outputs, natural partnerships, effects on community, environment and economy facilitates recognition of problems, opportunities and partnerships that can be usefully pursued.
