INCE1 proposed that electrostatic attraction between oppositely charged particles was responsible for slime-coating. Del Giudice2 postulated the metathetic formation of a cementing compound. Wark3 suggested that prevention of slime-coating was related to peptization of the slime. [ ] In the experiments of Table I the technique employed was essentially that of del Giudice, with the difference that the particle was examined under a film of water rather than dry.4 In general, the polished particle was agitated for 2 min. in a pulp consisting of 12.5 grams of the slime (-200 mesh) and 50 c.c. of distilled water, washed in three baths of distilled water, and examined at 220 diameters with the Leitz Ultropak. Observations of Brownian movement were made at 850 diameters with dark-field illumination. Several of these experiments do not jibe with the metathesis theory. According to published solubilities,5,6 the lead salts of the anions in experiments [c] through g are more insoluble than lead carbonate, therefore should prevent the formation of lead carbonate on the galena surface. In experiment [i] the calcium oxalate, which presumably was on the calcite surfaces, should have permitted the formation of a lead carbonate cement by virtue of its greater solubility. Experiments [j] through m show that the addition of lime accelerates the deposition of quartz onto a galena surface. The writer is unable to postulate a satisfactory cementing compound, according to the metathesis theory, to explain this effect. THE results of an investigation of the ternary system iron-chromium-ilicon were reported in 1936 by the present authors.1 Partly for the sake of theoretical interest, and partly because of the possible commercial importance of these alloys, the present investigation was undertaken to determine the effect of some of the commoner elements likely to occur, deliberately or otherwise, in such alloys if made on a commercial scale. The elements thus added were carbon, nickel or manganese. The alloys studied were, therefore, parts of quaternary systems. This investigation was concerned primarily with the effect of these additional elements on .the alpha-iron phase and the boundary between this phase region and the alpha plus sigma two-phase region. The sigma phase is a ternary solid solution based upon the compound FeCr. The work was performed mainly by X-ray methods, but a number of microscopic examinations were also made and are reported. While isolated alloys in the composition ranges studied may have been discussed in metallurgical publications, no systematic investigation of any assistance to us was found. Of the earlier work, the investigations on the iron-chromium-carbon system and on the chromium carbides by Westgren and his coworkers,2,3 enabled us to identify the carbide phase. Several articles appeared after the present experimental work had been completed. Lucas and Wintrup4 determined the solubility of carbon ill molten iron-chromium-silicon alloys. Tofaute and his coworkers5,6 have made detailed studies of the iron-chromium-carbon system, which will he referred to later.

1. Healthy and active Local Section organizations are vital factors in promoting the vigor and growth of the Institute. 2. Activity on the part of Local Sections should be recognized and stimulated by appropriation of funds from the Institute's treasury; and these appropriations should be as large as is consistent with the relative needs for other activities. 3. As between different Sections, the amount of such appropriations should be based primarily on the extent of activities as reflected in the number and character of meetings held and the attendance of the members at such meetings. 4. In making a request for funds for any year, the officers of a Local Section should submit a report on the printed form approved by the Directors at their meeting on November 19, 1937. 5. A standing Committee on Local Section Appropriations, consisting of one past Chairman of a Local Section, one member of the Institute's Executive Committee, and one member of the Finance Committee, shall be appointed by the President and shall pass upon requests for appropriations and authorize payments within bounds of the budget. The committee will be guided by the principles herein outlined, always having in mind the vital importance of healthy, active Sections to the welfare of the Institute as a whole. 6: According to Article XI, Section 2 of the Bylaws, requests for appropriations shall be signed by the Chairman, Secretary and Treasurer of the Section. 7. Requests for appropriations must be in the hands of the Secretary of the Institute by February 15 of the year for which they are desired.

The choices of an uranium mill flowsheet are pri- marily determined by economic feasibility with plant location and regulatory bodies playing a lesser but still important role in this determination. The host ore bodies will determine the leach pro- cess to be used for basic uranium extraction. Im- mediately following this decision, the method of leaching has to be determined. These can be: - Atmospheric leaching - Pressure leaching - In-situ leaching - Heap leaching The three previously stated criteria lay important parts in this decision. In the case of atmospheric or pressure leach and once the soluabilized uranium has been liberated from the host gang material, liquid solids separation becomes the major criteria. Three process flowsheets are available; they being: -Countercurrent decantation - Countercurrent or co-current filtration - Resin in pulp Following liquid solids separation, concentration and precipitation become the next variable choice. They being: -Solvent extraction - Fixed bed ion exchange - Fluid bed ion exchange Lastly, washing and drying of the precipitated product to remove impurities can be carried out by either filtration or centrifugation. With the exclusion of milling circuits, grinding circuits, flotation circuits, and calcining processes, we have 240 variations of the flowsheet between leaching and a dry washed precipitate. Of this total, filtration in one form or another and in single or multiple applied forms has application in 144 streams. This paper intends to discuss four (4) facets of the total flowsheet in which filtration is applied, following grinding and prior to calcining. They are: - Leached pulp liquid solid separation - Tailings dewatering - Pregnant solution clarification - Yellow cake washing and dewatering

The Cascade Range of Washington can be considered metallogenetically to be primarily a copper province. Structural and chemical data compiled from examination of numerous copper occurrences in the Cascades indicate a marked parallel of physical conditions for sulfide deposition. In probable order of significance, the environmental criteria are as follows: 1) adjacent or subjacent, postregional metamorphism high-level intrusive activity, most commonly in the time range from 15 million years to 30 million years; 2) transverse northeast trending structural belts which obliquely cut the northwest regional trend of the range; 3) potassium-silica wall rock alteration; most important of the alteration suite of silicates are orthoclase secondary biotite and quartz; 4) the intersection of northwest trending and northeast trending structures. The varying geologic environments in the Washington Cascades present a complex setting for the sulfide deposits. The North Cascades are comprised of predominantly pre-Tertiary metamorphic rocks invaded by Tertiary calcalkaline intrustive rocks. The Central Cascades, lying south of the North Cascades, exhibit a younger, higher level geologic environment comprised of predominantly early to middle Tertiary volcanic rocks and subordinate sedimentary rocks which are intruded by Tertiary calc-alkaline igneous rocks. Although the Tertiary Cascade intrusions are dominantly quartz dioritic, copper mineralization is commonly found in rocks of quartz monzonite to granite composition. These acid rocks appear to be the product of late stage magmatic K alteration of the original quartz diorites. Sulfide concentrations are considered to be in part dependent on the degree of K-silicate activity and the intensity of transverse structural deformation.

About a year and a half ago, at the San Francisco meeting of the American Chemical Society, in connection with the excursions to local smelting-works, I had occasion to show some lantern-slides illustrating the recent commercial development of electrical methods for precipitating the suspended matter from smelter-smoke, the underlying phenomena of which were clearly brought to the attention of the technical public by Sir Oliver Lodge as long ago as 1884. In the .Journal of Industrial and Engineering Chemistry, August, 1911, most of these views were reproduced, together with an account of the work from its beginning up to July, 1911. To-day I wish particularly to show you some of the further developments of the work since that time; but in order to make these clear they will be prefaced by a brief abstract of the article above referred to. The removal of suspended particles, from gases, by the aid of electric discharges is by no means a new idea. As early as 1824 we find it suggested by Hohlfeld ' as a means of suppressing ordinary smoke, and again a quarter of a century later by Guitard.2 These suggestions, which do not seem to have stimulated any practical study of the question, were soon entirely forgotten, and only brought to light again by Sir Oliver Lodge: many years after he himself had independently rediscovered the same phenomena and brought them to public attention4 in a lecture before the Liverpool Section of the So-

IN beginning my remarks, may I make it entirely clear that since January 4, 1947, I have not been a member of the United States Delegation to-the United Nations Atomic Energy Commission I am speaking, therefore, in purely a personal capacity. Because of the interest of the engineering profession with reference to uranium, and because of the title assigned me for this talk, I am going to assume that you know what the United States Plan is for the control of atomic energy. At best, in the limited time, I could only summarize, at the risk of giving undue emphasis to the items mentioned, and at the risk of omitting many important parts of what seems so far to be a complete and well-rounded Plan for meeting the problem. I will aim to comment upon those aspects of the Plan that continue as problems and involve apparent, or obvious, misunderstandings and contrary views The control of atomic energy represents not only a problem but a challenge-both faced by- all the peoples of the world It involves a new approach to the problems of the kinds that arise between nations, problems that have not ever been solved even by international treaties in their efforts to outlaw weapons of war. These efforts range from the Kellogg-Briand treaty to outlaw war, and its obvious failure to prevent World War II, to the interdiction by the Pope of the use of the crossbow in the days of the Crusades. Exploitation drilling in the majority of the larger fields was suspended and existing production kept within predetermined limits by beaning. Most of the smaller fields were shut down entirely. The depth of producing levels varies widely in the different fields. Shallow fields with drilling depths to 500 meters (1650 ft.) are still numer-ous as well as those with depths between 500 and 1000 m. (3300 ft.). A few of the newer fields reach greater drilling depths. up to 1600 m. (5250 ft.). The deepest exploration well drilled to date (Djambi field, South Sumatra) reached a depth of 2332 m. (7650 ft.) before abandon-ment in March, 1930. The specific gravities of the various crude oils produced range between 0.65 (86.2° A.P.I.) and 0.95 (17.5° A.P.I.). The lighter crudes have a high gasoline content and fuel oils are derived from the heavier crudes, which usually are rich in paraffin.

Coal mining in the State of Washington offers many interesting problems for the mining engineer, due to the varied physical conditions occurring in different fields, and often in, the same mine. The different coal seams worked in the same mine commonly require different mining and transportation methods for economical operation. The coal measures have inclinations ranging from 5° to vertical, and in the same mine the dip of the coal may vary from 30° to 50°. In all fields, the seams are extensively faulted, folded, and sheared. The quality of the coal produced ranges from brown lignite to bituminous- coking coal, the following being typical analyses: Lignite Sub Coking Coal bituminous Moisture 23.5 14.30 0.57 Volatile hydrocarbon 31.0 33.03 23.57 Fixed carbon 37.4 41.30 65.55 Ash 8.1 11.37 10.31 100.0. 100.00 100.00 Very little of the coal contains as much as 0.75 per cent. sulphur. The brown lignites occur mostly in Lewis and Thurston Counties, and, as a rule are very cheaply mined. This coal has been successfully used in locomotives of the Oregon & Washington Railroad, after equipping them with specially designed fireboxes. The sub-bituminous coals occur in all the coal-mining counties. Their cost of production varies widely, according to the character of the formations, the pitch, and the wall conditions. This makes a fairly good steam coal, but the lump is used mostly for domestic trade, after grading into lump, nut, and pea.

A group of prominent engineers and contractors of Chicago and vicinity have cooperated in forming a Joint Committee on Military Engineering. The founders are members of all of the leading engineering and contracting organizations of Chicago, including the local branches of the national engineering societies. The purposes of the Committee are to further military preparedness among engineers, contractors and their associates by the following means: (1) Courses of lectures; (2) assigned reading; (3) studies and practical instruction in military engineering;. (4) assisting engineers to qualify as officers in the National Reserve Corps of Civilian Engineers; (5) urging enlistment in and support for engineer troops of the National Guard and such other organizations as the Government may create; (6) furthering instruction in military engineering in training camps and the attendance in them of those qualified; (7) by such other means as from time to time may be deemed advisable. The Joint Committee has already prepared a program covering the vital points outlined. To date the program is practically complete for a period extending from April 20 to July 25. Something of interest will be taken up each week, including lectures by Lieutenant-Colonel W. B. Judson, Engineer Corps, U. S. Army; two lectures by Major P. S. Bond, Engineer Corps, U. S. Army; Lieutenant-Colonel Mason M. Patrick, Engineer Corps, U. S. Army, and several exhibition drills, terrain exercises and inspection trips under the direction and guidance of various officers of the Engineer Troops of the Illinois National Guard. IN an article published in the Iron. Trade Review 1 I gave a convenient arrangement for the installation of wet and dry bulb thermometers for use in making moisture determinations in the air being blown into a blast furnace, and also gave a chart for use in obtaining moisture values from the thermometer readings. The data from which this chart was prepared were obtained from the tables in use by the U. S. Weather Bureau.2 The work of Carrier 3 has shown that these tables are somewhat in error. He has recalculated the values for moisture as referred to, wet and dry bulb thermometer readings, and he has prepared a psychrometric chart from the values thus obtained. This work has priced the subject of psychrometry upon a correct scientific basis. I think it is proper that we should recognize the importance of his work and give him credit for one of the most interesting and valuable researches that have been published in recent years. Blast-furnace men are not ready to use, as he suggests 4 a value expressed in grains of water accompanying a pound of dry air. However convenient this may be for heating and ventilating work and other engineering problems, there are several reasons for preferring the use of a value expressed in grains of water in a. cubic foot of mixed air and water vapor, in connection with combustion phenomena and the effects of moisture on blast-furnace operation. During the driving of the main haulage level at the Copper Mountain mines of the Canada Copper Corpn., Ltd., near Princeton, B. C., some very rapid driving was done, though no claim for a world's record is made. Conditions, however, were unfavorable for economical operations. The cost of power was high, for the fuel was of poor grade; besides, during the time the work was in progress, very little other power was needed so that most of the power cost was charged against the footage. The transmission line consisted of No. 4 galvanized iron wire with the result that the line lass was considerable. The voltage transmitted was about 30,000. The plant was operated under a lease, which was due to expire about the same time this work was supposed to be completed; an extension was refused, therefore speed was most important. The plans called for a straight adit 2900 ft. (884 m.) in length. At a point 2800 ft. (853 m.) from the portal, two raises were to be put up to the next nearest workings, a difference in elevation of about 800 ft. (243 m.). One of these was to be a two-compartment hoistway and the other a zigzag ore pass, or muck run. A location for these raises had been determined by a number of diamond-drill holes, but the material to be penetrated by the adit was not known. Joseph Esrey Johnson, Jr., had already achieved rare distinction as an able metallurgist, clear thinker, brilliant author, and wise consulting engineer to bankers and operators; he had achieved the essentials of a great career when death cut short his activities on Apr. 4, 1919, in the forty-ninth year of his age. He belonged to a family of iron blast-furnace men and mine managers. His father, Major J. E. Johnson, after serving with distinction in the Army of the North, identified himself with the iron mines and blast furnace at Longdale, Va., with which he was connected during almost his entire business life. It is significant that, during those troublous times of reconstruction in the South, he enjoyed always the affection and respect of his neighbors and associates alike. From him his son obtained not only a thorough training in blast-furnace practice and iron mining, but great personal courage and force of character. His mother, who survives both her husband and sons, possesses rare intellectuality, humor and a tenderness and human sympathy which those who were privileged to know well J. E. Johnson, Jr., recognized beneath his exterior of aggressiveness and will power. In a recently published analysis of the qualities which characterize the world's great men, three traits stand out preeminently; viz., independence, courage, and intellectuality. Each of these characteristics J. E. Johnson, Jr., possessed in extraordinary degree. His early education was obtained under a private tutor at Longdale, and this circumstance probably enhanced , a natural tendency to independence of character and individuality which, however, under the control of his

THE Chivor emerald field is situated on the eastern slope of the Andes in the Department of Boyacá, at an elevation of about 8000 ft. above sea level. It overlooks the Llanos (plains) of the Orinoco and is watered by many streams flowing into the Rio Meta, the Orinoco's largest tributary. The Rio Meta is navigable from the Orinoco to a point within about 50 miles of the Chivor district and may eventually prove to be the reasonable outlet for the future development of this part of the country. The topography of the district is extremely rugged and mountainous (Fig. 1), the difference in elevation between two points on a mining claim 1 km. square being sometimes as much as 4000 ft. The ground is covered with dense forest growth and the available timber is suitable and sufficient for mining purposes, but it is becoming gradually depleted by Indian clearings as the country around the mines becomes settled. The many streams combined with the rough topography give good possi-bilities for hydroelectric power. The center of population nearest to Chivor is Bogota, the capital of the republic and a city of some 300,000 inhabitants; the distance is two and one-half days' travel. The first stage of the journey from Bogota, is accomplished by rail to Chocontá, some 4 hr. travel. From Chocontá the journey is made in the saddle, one night being spent in Guateque. The latter is a small town and the nearest post office to the mines, being some 10 hr. ride distant. The roads are mere bridle paths, in parts hazardous and almost impassable in the wet season. All supplies brought to the mines, other than those produced locally, are carried by pack mule; mule freight from Chocontá costs 3 centavos1 per pound. The climate of the Chivor district is healthful and bracing. The wet season begins in March and concludes in November, the remaining months being dry. The annual precipitation is about 150 in. The temperature throughout the year is nearly constant, varying from about 45° F. to about 65° F. shade temperature. The rains are cold and unpleasant, and for the greater part of each day in the wet season the country is shrouded in dense mist.
