THE various methods of treating pulp in air-agitation tanks offer problems for experiment and study which are fascinating as well as practical. The usual method heretofore has been to fill each tank in turn, agitate the mixture the required period and then discharge the treated pulp into a storage-tank, from which it. is drawn to the filter as required. A later method is to run the pulp from the tube-mill, classifier, thickener, or settler into the first of a set of tanks, and thence continuously or in series through the remaining tanks, finally drawing off the pulp to a continuous filter, or to a pulp-storage tank if the filter is of the intermittent type. It is this method which I propose to discuss here in a preliminary way, with the idea of going exhaustively into the examination of the results of a series of experiments in a later paper. It may be of interest to note that the design of a cyanide-plant has recently been completed in which the estimated cost of the agitation-tanks, storage-tanks, and pumps was 30 per cent higher for the charge-agitation arrangement than for the series plan. The first question in studying the series method is, "What is the actual period of treatment undergone by the pulp?? One first supposes that by chance some of the pulp may get through with little or no treatment, while other portions may stay in the tanks a needlessly long period. The former is not probable or even possible, and the latter is, practically, true to only a limited extent. The greater the number of tanks the greater is the percentage of chance that all the pulp will be treated equally. Without going into the mathematical analysis of the problem (which is of little value, since it is based on problematical premises), its important terms may be clearly grasped by thinking of, or " visualizing," the conditions when,

The mining laws relating to winding-ropes in some of the German provinces are very strict, and severe tests have to be periodically made to see that the ropes in use come up to the prescribed standard. A few notes on the method of testing the ropes and the results obtained may be of interest to the members of the Institute. Permission must be given by the Inspector of Mines to put up a winding-plant; and previous to installation a full report made by the manager, clearly setting forth all details of the shaft, the pit-head, engines and appliances appertaining thereto has to be sent to the mining officials. Accompanying each subsequent report, further details, such as the name of the firm supplying the rope, construction, quality of steel, date of installment, weight per meter, length, particulars of the safetycatches, cages, etc., must be given. At least one spare rope must be kept at ever? shaft ready for use in case of emergency. The rope must hang in the shaft, with cage attached, not less than twenty-four hours before it is used for winding; and it must have undergone a severe test in the manner hereafter described. The laws prescribe that when a rope is continually in use it must be tested every three months; but if the rope is only used every few days it must be tested at least every six months, in the presence of the superior officer; and notification of the date of testing has to be sent to the Bergrath two days before the test is made, in order that he can personally superintend the operation if he chooses. Should winding have been stopped for a long time, it is not necessary to test every six months; but before the rope can be used again it must be tested.

Article IX of the Bylaws constitutes the basic instructions to the Nominating Committee The first duty of the Nominating Committee is to select a candidate for Director and President-elect It is desirable that the successive Presidents from year to year be men of differing professional interests so selected that over a period of years each major group in the Institute will be represented in the Presidency a number of times bearing some reasonable relationship to the numerical strength of that group in the Institute In Section 2 of Article IX it is stated that "a sufficient number of Directors be selected on the basis of geographical districts so that each district will have at least one representative" These districts, as now established, are shown in the accompanying map There are ten districts including the New York metropolitan district Each of these districts is entitled to one Director, except the metropolitan district which is entitled to six Each year each district, the term of whose officially recommended Director expires, shall suggest a candidate and if desired an alternate candidate to the Nominating Committee to fill the vacancy If a candidate and an alternate are suggested they should preferably have different Divisional or Branch affiliations The Chairmen of the Sections In the district shall constitute a committee to select the candidate or candidates The Sections shall rotate the chairmanship, as shown in the Appendix to this instruction It is desirable that in filling a quota vacancy in any district, the selection be made from the name or names suggested by the district

THE outstanding fact in connection with dust disease in the United States at present is the growing recognition of its seriousness by state officials and by the more progressive operators of mining, metallurgical and allied industrial plants. The same may perhaps be said of labor in some of its better organized centers, but the average independent non-union workman continues, as of yore, to suffer the toll of disability and even of death from dust inhalation without realization of the source of his ill-being. Progress in the betterment of the handling of sufferers from dust disease and of the conditions creating dust hazards in mining and allied industries is pursuing a course similar to that of the now widespread campaign against accidents, in which the risk is more obvious, more severe, and was naturally recognized sooner. The coming on of dust disease is generally relatively slow and its immediate effects not infre¬quently masked by or attributed to other diseases. Marked exceptions to this general rule have occurred in districts where the dust is particularly pernicious, such as the Rand and Joplin; yet such exceptions, unhappy in themselves, opened the eyes of medical men, and of those in other localities charged with the responsibility for the welfare of industry, to the much more widespread if less spectacular hazard. existing from the inhalation of dust in all rock-excavating operations and all industrial operations creating inorganic dust, whether it be crushing and grinding, sand-blasting, granite-cutting, or what not. Advancement to date in the United States in prevention and treatment has been slow, yet the record shows that quantitative methods for determining the degree of hazard and means for decreasing it were being developed as far back as 25 years ago; and that more rapid progress may be looked for from now on. The Thunder Mountain mining district is in eastern Valley County, Idaho. It is of undefined extent but nearly all of the development is confined to the ridge between Monumental and Marble creeks in unsurveyed T. 19 N., R. 11 E. (Fig. 1.) The district is still remembered among the mining men of Idaho because of the ill-advised rush there in 1902, but available evidence indicates that optimism regard-ing the future development of the gold deposits of the district is warranted. The former disappointment arose from the fact that many who took part in the early rush hoped for bonanza deposits, whereas the district is characterized by large masses of low tenor. In 1926 the writer,, assisted by C. Y. Behre, 3r., incidental to other work in the region, devoted four days to the detailed examination of the then access-ible workings in the district. Tha major workings in the Sunnyside, Venable, Standard and H-Y mines, most of which were still in good shape, were examined., Surface exposures at the Dewey were studied, but the main workings there have long been caved. The time available did not permit more than a cursory examination of the surface at a distance from the mines. Sufficient data have been gathered, how-ever, from published and unpublished accounts, production records and mine maps so that the major features of this deposit, by far the most productive in the dis-trict, can be summarized. The kindness of Messrs. Dan McRae and R: A. Davis in making available information regarding the mines of the district, a rd of these men and others in recounting early history and their observations in now inaccessible workings, have aided materially in preparing the present paper. A brief summary of the salient characteristics of the district has already been published.1/ Cir-cumstances have contributed to delay in the publication of the full official report, which will contain mine maps and ?such other detailed data as could be ontained. In view of the present interest in gold deposits it seems desirable to present here a summary of results of the study.

THE, prices of crude petroleum and its derivatives have shown an upward trend from 1915 to 1920, and a downward trend from 1920 to 1923, see Table 1. Over the former period, oil prices were dominated by the rapidly increasing demands and inflation incident to the war and its aftermath, while over the latter period oil prices were influenced at the outset by deflation and then by the conditions of overproduction that have characterized the past three years. The purpose of this paper is to analyze the broader features of the more recent price movements in the petroleum industry and to relate these features to basic economic conditions in the industry. INDEX NUMBERS OF OIL PRICES The analysis and comparison of price movements may be facilitated by converting actual prices into relative prices, or index numbers, with 1913 taken as a base of 100. In this way, the various price groups are expressed as percentages of the 1913 prices and may thus be readily compared with one another or with the average prices of other commodities similarly expressed. Table 1 gives the index numbers representing the average prices of crude petroleum, gasoline, kerosene, fuel oil, lubricating oils, and all commodities. The last named is the index of all commodities as published by the U. S. Bureau of Labor Statistics and .is widely accepted .as the official measure of the general price level. The index numbers of oil prices were calculated by the writer from weekly quotations published in trade journals.

WITHIN the last three years, aerial mapping has made wonderful progress. Its three sources of development in North America may be enumerated as follows: (1) The work of the U. S. Army Air. Service and Corps of Engineers at the McCook Experimental Field, Dayton, Ohio. This is generally regarded as the backbone of this class of endeavor in the United States. (2) In Canada, a great deal has been accomplished in a practical way by methods that have not even been tried out in the United States. Under the leadership of the late Doctor Deville, the Dominion Land Surveyors have turned out reconnaissance maps of large areas at very, small cost. (3) Private capital has contributed a great deal toward development of aerial mapping in a practical way in the United States. Prominent in this regard stands the Fairchild Aerial Surveys, Inc. which has spent large sums in research and development work, especially in the construction of aerial cameras. Its camera is, at present, the official camera of the U. S. Army and Navy Air Services, also, of the Canadian and Brazilian governments. Aerial photographic surveying is a flexible process and adapted to a variety of uses. To date, it has proved. of direct practical value for engineering projects such as reservoir and power transmission surveys, railroad location, drainage, harbor front studies; also, for many commercial purposes, tax assessment, city planning, forest surveys, and lawsuits. In a few instances, aerial photographs have been used successfully by geologists as base maps on which to record field observations, thereby dispensing with pacing and compass surveys. There is reason to believe that, eventually, the aerial map will find wide application in the work of geologists. The reason for advancing this opinion is that aerial maps have, in other fields, proved more complete as regards detail than maps made by standard processes of surveying and drafting, and often are more accurate than the latter. At the present time, five distinct uses are being made of aerial photographs: There is the "oblique" photograph taken at an angle with the horizon; it is used extensively for illustrations in newspapers, magazines, and advertisements. Also, for reconnaissance purposes, it has been found of great practical value. For illustrating reports of engineers and geologists, it offers many obvious advantages. In the Canadian Surveys, maps have been compiled from oblique photographs.

Improving economic conditions are reflected in the statistical picture of the petroleum and natural gas industry for 1933. Prices were better, demand was greater and the volume of production increased. The increase in the production of gas has been due mainly to the utilization of outlets to the new prolific gas fields of Potter and Tioga counties; of oil, to the growing demand for Pennsylvania grade lubricants. It should be emphasized that nowhere is volume of production more subject to control due to the extensive use of secondary methods of recovery and regional peculiarities than in Pennsylvania. A summary of developments in production for Pennsylvania in 1933 of necessity is brief. The data listed in Table 1 are all too few in number and not all that is desirable from the standpoint of accuracy. No state agency for the collection of data exists, no reports are compulsory. Nevertheless, because of the hearty cooperation of many individuals and public spirited corporations, it is believed that the data are as reliable as are obtainable at the present time. Furthermore, records of the past too often are lost, were never in existence or are fragmentary, to say the least. Illustrative of the condition is the fact that no thorough study of the oil and gas-producing regions has ever been made. The publications of the Pennsylvania Topographic and Geologic Survey upon the subject are noteworthy and valuable, especially the most recent one.' The Survey has been handicapped in the work by lack of time, personnel and funds in addition to the difficulties mentioned previously. It is obvious, therefore, that Table 1 cannot be completed for Pennsylvania. The data simply are not in existence. Officially there are 328 oil and gas pools or fields known by name and 58 distinct sands or horizons, one or more of which are productive of oil and gas in the various pools, but reliable data for only three general regions could be assembled.

The oil industry is at the parting of the ways in relating fundamental engineering concepts to legal interpretations and field practices. The old concept, based on an erroneous analogy to wild game, that oil and gas are migratory substances and belong to him who reduces them to possession regardless of their point of origin in the reservoir, has come to be quite generally recognized as the basis of many of the serious ills and extravagances of the industry. The chain of consequences resulting from this erroneous conception has been traced elsewhere and need not be recounted here. The important problem at this stage in the development of the industry, when laws are being revised by legislative action and modified by court decisions; when added powers are being exercised by voluntary committees and official regulatory bodies; and when the need for control of output has forced itself to the forefront, is to see to it that new law and action are based on sound engineering concepts. Reservoir Energy Common Property Since the study of gas instituted by the Marland committee of the American Petroleum Institute in 1927, a great mass of information has accumulated concerning the function of gas in the development and production of oil. This wealth of data leads to the conclusion that every oil pool contains three resources: Oil, gas and reservoir energy. I take it that the central problem of this symposium is the ownership of these three resources and that "source" and "utilization" are involved because of their bearing on ownership through the demands of equity and conservation. In order to facilitate the discussion, permit me to state categorically, that: The oil and gas in a particular tract should belong to the owners of the mineral rights in that particular tract, but the reservoir energy should be common property of all owners of mineral rights in the pool I take it that apportionment of oil and gas among owners according to the relative amounts that exist in place in their respective tracts is

Since 1933, the Coal Mine Rating Schedule in Pennsylvania has provided credits in the Workmen's Compensation insurance premium rates for the use of safety hats, goggles and shoes. In that year, the worth of such protective clothing had just been well established and satisfactory articles were being made by a number of manufacturers. Standards for these three items of safety clothing' were written in the Rating Schedule and have been little changed through the years. The credit in the premium rate for a bituminous mine is $0.14 for hats, $o.08 for goggles, $o.08 for shoes. In order to earn such credit, it is necessary that all the employees in the particular mine be equipped with safety hats, goggles or shoes, as the case may be. In fact, it is not unusual for mines to qualify in all three categories, thus earning a rate reduction of $o.30 per $100 of payroll. These credits have been a decided stimulus to the use of safety clothing, and at present insured bituminous mines are credited as follows: Hats........ 63 per cent, or 22,600 employees Goggles..... 28 per cent, or 10,000 employees Shoes....... 44 per cent, or 15,800 employees Of course, many other employees wear these protective articles but they are in mines that are not fully equipped and so are not given the rate credit. The growth in use of this equipment has not been spectacular but it has been steady, as shown in Table I. An interesting thing about this is that it covers virtually all of the small and medium-sized bitumi- nous mine operations in Pennsylvania. A number of large operations are included, but many large mines are self-insured. It is difficult to keep alive interest in safety work in the smaller mines: first, because employment of safety engineers is out of the question and the one or several mine officials employed are often concerned only with production; second, because the life of many small mines is brief, so that safe conditions although established do not last long. Conditions as to safety in mines of this class rest chiefly with inspectors of state mine departments and of casualty insurance companies. One of the important hazards in coal mining is the danger of ignition of explosive mixtures of methane and air or coal dust and air, or both, by the explosives used in blasting the coal. It has long been recognized that certain explosives are more dangerous than others in this respect. ' In America and abroad, government testing stations have been established for officially passing on the suitability of explosives for use in coal mines. In this country the Federal government is given no power to enforce the use of the approved explosives but merely publishes from time to time, through the Bureau of Mines, those explosives which have passed the tests necessary to place them on the list for use in coal mines. In spite of this lack of police power, the increase in the use of permissible .explosives since the promulgation of the fist list in 1909 has been rapid. In 1912, only 8 per cent. of the explosives used in coal mines were permissible; in 1925, this figure had increased to 25 per cent. While the past record of permissible explosives has been most gratifying, it is very desirable that we pave the way for further improvement in explosives and blasting methods by learning more about the mechanism of ignition of gas and coal dust by explosives. To this end a considerable amount of investigative work already has been carried out and a large amount yet remains to be done. It is the purpose of this paper to discuss briefly the effect of the characteristics of explosives and method of loading in the borehole on the liability of a blown-out shot to ignite explosive mixtures of gas or dust. For an account of the methods by which an explosive is tested for permissibility for use in coal mines, the reader is referred to Schedule 17-A of the U. S. Bureau of Mines. The future of the Witwatersrand depends upon the possibility of mining and milling profitably the large tonnage of relatively low-grade gold ores known to exist in that area. The problem must be solved if the existence of the gold-mining industry in South Africa is to be saved and continue. To show that this disaster may be avoided, or at least postponed for another decade or longer, the following official statement is of interest: "There is a fairly large area of possible orebody on the East Rand of whose value and depth from the surface we have some though not very accurate knowledge. There is a far larger area south of the Central Rand which probably carries much payable ore, but at depths that at present appear too great to mine. Finally, there is a narrow strip of country over 100 miles in length stretching south from the Rand to Klerksdorp and beyond, which may contain large ore-bodies. The Witwatersrand rocks outcrop over portions of this ground and in places conglomerates occur in it that carry small bodies of payable ore. There is reason to believe that conglomerates of the Witwatersrand system exist over all this strip, though they are for the most part covered by later sediments. It seems probable also that there are large blocks of payable reef in this belt, at any rate in the area that lies close to the present western limit of the developed mines. The structure in this neighborhood is however very complicated and to prove the orebodies will be both difficult and costly." Ores in the Witwatersrand It should be explained in this connection that the conglomerates mentioned here were originally old gravel beds now consolidated into bedded sedimentary rocks, very hard because strongly cemented with secondary silica. The gold exists in this cement and is rarely found in the pebbles composing the rock or bed called locally reef. It is important to realize that these gold deposits are beds; not veins as generally understood by mining engineers and geologists. In addition to these low-grade ore reserves we have also to consider the ore left behind in the old stopes of the upper levels near the surface,

CUBA'S lateritic iron ores, occurring on the northern coast of that island, though known to the Spaniards. did not receive any general attention until the close of the Spanish-American War. Preliminary studies of these deposits at that time indicated that the limonite contained small percentages of nickel and chrome, and it ryas subsequently discovered that although the average nickel content was only approximately 0.6 per certain limited areas of ore were suffiniently high in nickel to be considered commercial provided a suitable process fur its recovery could be developed. Early in 1937, Pardners Mines Corp. began a series of investigations which led to the development of such a process. Coincidentally, this company acquired option' on certain properties in the Levisa Bay and Moa Bay regions and conducted a systematic campaign of exploration by test pits and hand-auger holes in the course of which an aggregate of 90.000.000 tons of ore was developed in eight deposits.

Previous articles in this column have defined the manpower situation as it. applies to the coal industry. There is at present a shortage of experienced managers, mining engineers, technicians and skilled workers. The extent of this shortage is controversial, but it is sufficiently important to have received the serious attention of coal industry people at all levels. It has also been discussed by union officials, educators, government agencies and trade publications as well as other communications media. Discussion is not enough, however. A plan of action is needed. Some suggestions for such a plan are presented here. First, the coal industry must interest itself in government training programs. The U.S. Government (primarily the Bureau of Mines and HEW) is planning to spend or is spending millions of dollars to educate and train technicians, inspectors, engineers and miners. The new Federal Health and Safety Academy at Beckley, W. Va., for example, will involve an expenditure of $20-30 million for the physical plant alone. There are encouraging signs that the present hierarchy in the Bureau of Mines intends to seek the advice of mining educators on some of these projects, but industry should also demand a voice in the policy to be followed in making these expenditures.
