The hardenability concept has become widely used during the last few years for the choice and substitution of steels. Before the work of Grossmann,1 the systems for predicting hardenability from chemical composition could be used only over a narrow range of composition. Grossmann introduced a comprehensive system, which has been effective in calculating the hardenability of most types of moderate or low-alloy steels. However, occasions often arise that require the calculation of the hardenability of high-alloy steels from their chemical compositions. Experimental determinations of the hardenabilities of such steels indicate that the Grossmann system predicts much greater hardenabilities than are realized. The fact that cases do arise in which the Grossmann method does not apply indicates that the fundamental hypothesis of the system may not be generally applicable. It seems advisable to re-examine not only Grossmann's system but also the concept of hardenability itself. Hardenability If steel parts are to possess a martensitic structure after quenching, they must first be austenitized and then cooled through the pearlite and bainite transformation ranges sufficiently rapidly to avoid the formation of pearlite, bainite, and pro-eutectoid products.* If, on cooling, these transformations are avoided, the resulting structure can consist only of martensite (and retained austenite). The hardenability of a steel is measured in terms of the severity of the cooling conditions necessary to avoid the pearlite and bainite transformations. The less rapid is the cooling necessary to prevent the formation of bainite and pearlite, the higher is the hardenability. The pearlite and bainite reactions appear to be differently affected by the alloying elements. Not only is this indicated by the published isothermal transformation data, but recent work by Zener2 affords a rational interpretation of the differing effects of the alloying elements. Manganese,3 for example, appears to decrease the rates of the pearlite and bainite transformations by equal percentages, while molybdenum45 is approximately 10,000 times more effective in retarding the pearlite than in retarding the bainite transformation, on the basis of isothermal measurements. The velocities of the three possible modes of elastic wave propagation have been calculated for single-crystal copper at 1-deg intervals throughout the standard stereographic triangle. The results are presented as isospeed contours. The deviations between the direction of maximum energy flux and specimen axes are presented as arrows drawn on stereographic projections. The orientation factors associated with dislocation motion on the primary slip system only and also on all twelve slip systems have been calculated for all three elastic waves. The orientation factors associated with a longitudinal standing wave resonant specimen have also been calculated. The results of these calculatians are compared with earlier calculations on aluminum crystals and the relevance of these results to ultrasonic attenuation measurements is discussed. GREEN and inton' have recently outlined a procedure for determining the orientation factors for dislocation damping in single crystals. The stress field associated with a given mode of elastic wave propagation is resolved on the slip systems in which it is assumed the dislocations are vibrating due to this stress field. Since, at room temperature, slip has been observed on a limited number of systems in fcc and hcp metal crystals, it is assumed that these systems are the appropriate ones to use for the resolving process. This procedure has been applied to aluminum crystals by Hinton and hreen' and to zinc crystals by Henneke and Green.3 In the present paper the modes of elastic wave propagation have been calculated for copper crystals possessing orientations at 1-deg intervals throughout the standard stereographic triangle. The deviation of the energy flux vectors from the specimen axis have been calculated for each mode. The stress field associated with each mode has been resolved on the (111)(110) slip systems in order to determine the orientation factors for dislocation damping. MODES OF ELASTIC WAVE PROPAGATION For any direction in a linear homogeneous aniso-tropic material three elastic modes can be propagated. In general, each of these modes has both longitudinal and transverse particle displacements associated with it and thus are not "pure" modes. However, there is always one component which is greatest in either a longitudinal or transverse direction and hence the mode may be referred to as quasi-longitudinal or quasi-transverse, accordingly. Since 1882, world zinc production has increased. In contrast, US zinc production rose until about 1915, but since then has remained nearly constant, with a slight tendency to decrease. Production from the Tri-State district, the largest early source of zinc in the US, has gone down steadily; this decline has been balanced by a growth in the rate of other districts. These changes in US production are due to economic, not geological, factors. Recent exploration has located large minable ore bodies: additional deposits will undoubtedly be found in the stratabound carbonate rock and volcanogenic environments. A statistical analysis of the exploration effort in the Middle Tennessee district indicates that new discoveries can be expected there. Thus, the US is in an early stage of the production cycle for zinc. Of major mining districts in the US, only the Tri-State is exhausted under current economic conditions; large zinc resources of low-grade material, which would repay mining at higher prices or improved technology, are known to exist in that district .

INTRODUCTION Of all the numerous geological hazards that threaten the well-being of urban areas in the United States, probably none is so widespread, persistent, and diversified as surface subsidence (HRB-Singer, Inc., 1977). Simply defined, subsidence is the vertical displacement or sinking of the ground surface caused by either natural phenomena or man's activities. The downward movement, however, can be accompanied by horizontal movement, strain, tilt and even by a locally upward movement. Damage to structures and the environment can result from any of these movements. Extracting subsurface materials, fluids and solids, accounts for most man-induced subsidence in the United States. Among all the mining-related subsidences, the collapse of voids created by underground coal mining has been the major cause in inflicting surface damage (Comptroller General of the United States, 1979). Subsidence from coal mining may occur within a few weeks or be delayed for years, depending upon the mineral layer's depth below the surface, the overlying rock strata's characteristics, the extent and methods of mining that were employed, and the time deterioration of pillar and mine structure. Unless underground resources are not mined or control measures are implemented to prevent or minimize damage, some degree of surface subsidence and its accompanied deleterious effects are often inevitable. The ways to control the subsidence and minimize surface damage may include: 1. Precautionary measures built into new structures or surface features. 2. Preventive works applied to existing structures or surface features. 3. Mine design incorporating special underground layouts. 4. Any combination of the above measures. Upon the enactment of Public Law 95-87, the Secretary of the Interior, through the recently created Office of Surface Mining (OSM), was authorized to promulgate rules to regulate mining reclamation including subsidence control. Proposed on September 18, 1978, these rules were finalized, following public comment and hearings, on March 13, 1979, as part of the permanent regulatory program for the regulation of surface mining and reclamation operations which include the surface effects of underground mining. On January 28, 1981, Secretary Watt of the Department of the Interior issued an order to re- quire all agencies to identify with recommendations all regulations which are believed to be excessive, burdensome or counterproductive. Also on February 17, 1981. President Reagan issued Executive Order No. 12291 requiring all Federal agencies to conduct a regulatory review to make a determination that each promulgation of a regulation is clearly within the authority delegated by law and consistent with Congressional intent (Federal Register, 1981). As a result, OSM initiated the regulatory reform to revise the permanent regulatory program. Following a brief discussion of the technical aspects and the effects of subsidence on man and his environment, this paper presents a historical overview of how rules and regulations are used to govern the subsidence related problems. The development of the regulation of subsidence under Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act) are also discussed, including the new regulations being developed under the regulatory reform program. SOME TECHNICAL ASPECTS Am EFFECTS OF FINE SUBSIDENCE An extensive historical review of mining subsidence is given by Zwartendyk (1971) and Shadbolt (1978). Comprehensive technical presentations have been given by Henry (1956), King and Whetton (1957), Hall and Orchard (1963). Muller, et al. (1968). Grard (1969), Voight and Pariseau (1970). Kapp and Williams (1972), Cummins and Given (1973), Brauner (1973) , and NCB (1975). A theory of surface subsidence due to underground mining was perhaps first fundamentally stated by a French engineer, Toillez, in 1838, and formulated by a Belgian engineer, Gonot, in 1839 (Goldreich, 1913, cited by Zwartendyk, 1971). L. C. UREn,* BerkelEy, Cal. (written discussion).—I heartily concur with Rlr. .Fobs concerning the need for advanced courses on various phases of Petroleum Engineering. I think that his criticism is probably true of most of the engineering schools that are specializing at all in Petroleum Engineering, that is, that most of their so-called graduate courses are not of graduate caliber but are merely more specialized aspects of undergraduate subjects. It would undoubtedly be to the advantage of the petroleum profession if more advanced work could be offered in a few of the leading engineering institutions so that there would be something substantial to offer graduate students wishing to return after a period of undergraduate work, for additional training. There is no doubt but that a better trained engineer, more useful to the oil industry, could be secured from schools offering such advanced training. The problem of adpting our instruction to fit the needs of engineers trained along other lines who wish, after completion of their undergraduate work, to enter thc petroleum engineering field, is a more difficult one. It has been my experience that such men are usually sadly deficient along certain lines and that they are really not prepared for the more advanced work in Petroleum Production Engineering until they have gone back over the work which they have missed in their undergraduate training. I note that Mr. Fohs suggests that other eastern and western colleges not now stressing Petrolelim Engineering, should be encouraged to take up advanced work of this character. With this, however, I cannot agree unless the institutions arc also prepared to offer a full sequence of undergraduate work on which the more advanced courses may be superimposed. Whether or not there is a need for additional engi-ncering colleges entering the petroleum engineering field is an open qucstion. I believe that we arc turning out enough petroleum engineers at the present time and that none of the six institutions now specializing in this field arc overcrowded. Morc-ovcr, they are fairly well distributed over the country, though there may be room for an additional school in the field in the eastcrn section of the United States. F. W. Padgett, Norman, Okla. (written tliscussion).—Assuming that the stnclcnt has the proper fundamentals, that is, general science and a knowledge of the technology of the industry, then the problem is: What courses should be offered from the graduate standpoint? Measurements of gravity with gravimeters have come into increased use in this country and abroad in the past five years. Probably 100 to 125 gravimeter parties are working in the United States alone. In oil exploration, gravimeter methods have relegated the gravity pendulum definitely to second place, if not third, and now closely rival and possibly surpass the torsion balance in many applications. Gravimeters have lately been applied in mining, although it is doubtful whether they will ever replace electrical or magnetic methods in this work. Notwithstanding the widespread application of gravimeters, there has been no article covering the entire field in the domestic or foreign literature. The purpose of this paper is to meet the demand for comprehensive engineering information on the subject. The working principles of a number of gravimeters will be illustrated and treated in relation to the action of corresponding seismometers and astatization methods. The mathematical discussion of theory has been confined to the most necessary fundamentals and been given in as elementary form as possible. A description of calibration methods constitutes the last part of the paper. The symbols shown at the top of page 197 will be used in equations throughout the paper. Dynamic and Static Gravity Methods Methods of measuring gravity fall into two groups: dynamic and static methods. The first group involves the measurement of time. Examples are: determinations of the period of oscillation of a pendulum, measurements involving the free fall of a body, and comparisons of gravity with the centrifugal force of a rotating body. Measurements in the second group of gravity methods are concerned with deflections of certain indicators when the force of gravity is in equilibrium with another comparison force.

Large cryslals of high-purily iron (99.996+ pcl) cannot be obtained by the usual strain-ameal technique. Repealed phase transformation by thermal cycling prior to crilical deformation improves the capabilily of cryslal growith but fails to yield satisfactory crystals. Imperfect columnar crystals can be produced by the phase-transition method. The addition of a small amounl (0.005 wl pet) of nilrogen IT was reported'-4 that for metals of very high purity the usual procedures of the strain-anneal technique fail to produce large crystals. This was eliminates practically all the difficulties in crystal growth by the normal strain-anneal procedures. An actual example is presented, showing that most parts of a strip have been converted into a large crystal by this method. The addition of nitrogen, which can be removed from iron with less difficulty, is believed to be more desirable than carbon additions for the same purpose. thought to be due to the strong tendency for recovery in the high-purity metals: hence the critically strained matrix undergoes polygonization instead of recrystallization upon annealing for crystal growth. Tunneling in coal mines includes driving the main haulageways or roadways which serve as the development entries. Although constituting the lifelines of these mines, little attention has been paid to development entries in the United States in terms of systematic pre-construction planning and design. Coal mine tunnels, as the terminology is used in Europe and elsewhere, are understood in the United States to be the main development entries, either in room-and-pillar mining or in longwall mining. These development entries are not tunnels in the traditional sense since they usually are of a multi-entry type involving entries and cross-cuts, and their intersections. Thus, the design of coal mine tunnels is intertwined with the design of coal pillars. This paper summarizes the results of a three-year research project aimed at improving the design of development entries in U.S. coal mining. A design approach has been developed for this purpose and design procedures for roof support in main entries and for pillar sizing are proposed.

THE modern anthracite breaker or washery uses almost completely a wet method of preparation, which requires, roughly, 1 gal. of water per minute per ton of production per day. The entire anthracite industry uses about 320,000 gal. per min. of water for this purpose or 800,000 tons of water per day. As this water leaves the breakers, it contains fine solids-coal, slate, pyrite, and clay-and is then called silt or slush; as slush is the term most commonly used, it will be employed throughout this paper. The solid content of the slush will be referred to as solids. In the earlier days of anthracite mining, little coal was washed, less crushing was employed, and virgin coal was mined exclusively. As a result, the slush problem was not acute because of the relatively small quantity and the coarseness of the solids. Such slush as was produced could usually be easily impounded and retained or could be discharged into streams without any appreciable pollution being apparent. The character of the fine waste from the breakers, changed materially as its quantity increased until now about 40,000 tons of slush solids are produced daily. Second mining and robbing operations materially increased the quantity of fine solids delivered to the breaker in the mine car. The demand for chestnut, stove and egg sizes, to the exclusion of grate, steamboat, and lump sizes, require finer crushing of the mine-run coal with a consequent increase of fine solids in slush. The use of rice and barley sizes removed a considerable tonnage of coarser solids from the slush but left great quantities of fine solids difficult to retain completely and store and long considered of no possible fuel value. Despite the efforts of the coal operators, the slush solids have found their way into the streams causing, in some cases, serious pollution. The Water Supply Commission of Pennsylvania published, in 1916, a report on Culm in the Streams of the Anthracite Region,1 from which the following is taken: About 40,000,000,000 gal. of water carrying 10,000,000 tons of fine culm are discharged into the water-courses direct, flushed into the mines, or disposed of by various means on the surface. THE Birmingham district of Alabama has utilized the slag from its blast furnaces consistently since the earliest development of the slag industry. Today there are producers of slag cement who started business in 1900, and who have, under a progressive policy, expanded the number of their products to meet present demands. There are producers of slag aggregates and other crushed slag products who have been successful for periods of over thirty years. There are at the present two companies, Cheney Lime and Cement Co. and the Southern Cement Co., manufacturing puzzolan cement; two companies, Birmingham Slag Co. and Woodstock Slag Co., making slag aggregates and by-products; one company, Tennessee Coal, Iron and Railway Co., a subsidiary of the U. S. Steel Corporation, producing ground open-hearth basic slag for soil conditioning. Two companies, the Sloss Sheffield Steel and Iron Co. and the Woodstock Slag Co., make slag concrete in ready-mix plants and one company, the Superock Company, manufactures fine and coarse slag aggregates under a new granulation process. No Portland cement is made with slag as an ingredient, because dolomite is used so extensively as a blast-furnace flux that the magnesium content of the slag is excessive. Sources Of Slag In the Birmingham district there are 22 blast furnaces, of which the majority are in blast. The present production is 165,000 tons of pig iron monthly; the production in 1935 was 1,297,960 gross tons1. There are also two blast furnaces at Gadsden and one ferroalloy electric furnace at Anniston. From these two sources is obtained slag to approximately 1.1 tons per ton of pig iron.

The determination of suitable and safe annealing temperatures is one of the most important problems arising in the operation of a copper rolling mill. Certain of the larger mills have worked this problem out for themselves and in these mills the operation has become more or less standardized. In some of the mills pyrometers are used to measure the temperature of the annealing furnaces and careful watch is kept to see that overheating does not take place. In a considerable number of the mills, however, dependence is placed entirely on the judgment of the operator. The almost total lack of literature bearing on this subject seems sufficient warrant for the publication of this paper. ' The discussion of this subject naturally divides itself into two parts: (1) The effect of annealing temperature on physical properties; and (2) changes in the microstructure of refined copper due to cold rolling and annealing. I. The Effect of Annealing Temperature on Physical Properties For the purpose of investigating this phase of the subject six test bars were selected, varying in oxygen content between the limits of 0.036 and 0.070 per cent. The method of thermal analysis, so important in the development of metallographie science, has of recent years been falling into disuse owing to the development of other physical methods which give result's easier of interpretation and which can be used for the study of either equilibrium or transitional conditions because they do not require a continuously changing temperature. Nevertheless thermal analysis remains useful in the study of reactions that take place rapidly, and the simplicity of the experimental technique and the general availability of the apparatus involved are point's in its favor. Theoretically, thermal analysis is capable of giving specific and latent hat measurements and therefore should permit the study of reactions on a more fundamental basis than any other method. It is, however,difficult or impossible to obtain quantitative heat measurements from cooling curves obtained in the usual way. Even if the furnace containing the sample is cooled or heated at a linear rate, or if a gradient furnaec is employed to maintain a constant rate over a large range of temperature, the heat flow from or to the specimen depends on its previous history, for the difference of temperature between the specimen and its surroundings varies. The emissivity of the specimen surface, moreover, is unlikely to be constant. The able mathematical analysis by Russrll,1 although it prevent,s misinterpretat,ion of data, has an effect rather the reverse of that intended, and leaves the reader doubtful of the possibility of ever obtaining quantitative results from thermal curves. Nothing can be done to apply thermal analysis t'o the study of equilibrium conditions of reactions that arc not completed at rates of temperature change above about 1° C;. per minute, and this unfortunatetly excludes most solid transformations in alloys.† For the determination of liquidus

To me, as to many other students of railroad needs, the necessity for reducing the dead weight in railroad rolling stock, both passenger and freight, has been apparent for, many years. The problem of weight reduction of passenger cars is so entirely different from that of freight cars, is so much more to the fore at the present moment and would seem to be so much nearer solution, that I shall confine myself in these remarks to the former. On the surface of things there would appear to be no close association of thought between the decline in traffic on the railroads, which is largely responsible for their present deplorable financial condition, and new metal alloys. It sounds like a trick riddle a school boy might propound to his parents. But that there is a relationship between the two, and one that bids fair to be of great mutual benefit to the railroads and the makers of .high-strength metal alloys, I hope I shall be able to show before I have finished. To make the situation understandable to those who are not entirely familiar with the problems of railroad management, and, who feel that the railroads have not moved as rapidly as they should in the direction of greater use of newer materials and newer appliances, I shall have to review briefly the course of recent railroad history. If in this part of my talk I seem to the professional man to be a little off key I feel sure my remarks will be fully appreciated by the business man who cannot understand why he is not making better headway in selling things to the railroads. To do this I shall have to go back to war times for a moment.

Metallurgists have looked at fractures macroscopically for many years and have evolved a vocabulary in which such words as "cleavage," "brittle," "shear," "ductile," "granular," "fibrous," and "silky" are used to describe the appearance of the fractured surface; but the meaning of these words in terms of metal structure is not well established. Observations of the structural meaning of "brittle" and "ductile" fractures in plate steels have been made, notably, by Kramer and coworkers1 and by Tipper.2 Grossman3 has studied the fracture of tempered martensite and combinations of ferrite and martensite. Notwithstanding these and other less concerted attacks on the problem, present understanding of fracture rests more on assumptions and logic than on experiment. It is the purpose of this paper to add a little to the growing fund of experimental observations of the nature of fractures in steel. The particular fractures to be described were obtained in conventional impact testing of an ordinary structural steel shape. In impact tests of the Charpy type, the specimens fail in a characteristic manner that depends on the steel and the temperature of testing. With ordinary structural and many other steel products, an appropriate range of testing temperature will cause a considerable change in the energy absorbed before fracture. This change is known as the energy transition and is accompanied, more or less closely, by alteration in the appearance of the fracture. At testing temperatures below the transition, the terms "brittle," "cleavage," or "granular" are used to describe the fracture; above it, "ductile" or "shear" are often used. Within the transition, the fracture changes from "brittle" to "ductile" by a progression in appearance, wherein the "brittle" portion of the fracture becomes restricted to a smaller and smaller central area of the fracture, as the testing temperature is raised and the "ductile" type of fracture is approached. All this is well known to metallurgists. The specimens under consideration are of the conventional V-notch Charpy type. They were taken from a structural steel shape of the following analysis: C Mn P S Si 0.17 0.46 0.009 0.029 0.03 Both longitudinal and transverse specimens were tested and examined. Fig 1 shows the energy values plotted against testing temperatures in the usual way. The curves for both longitudinal and transverse specimens show an energy transition, although the maximum energy absorbed at testing temperatures above the transition is greater in the case of the longitudinal specimens. Fig 2 illustrates the changes in the macroscopic appearance of the fractures that are associated with the energy transitions shown in Fig 1. Macrographs of the fractured surfaces of the specimens have been identified with the fracture ratings at intervals on each fracture curve. The numerical fracture rating on the ordinate of Fig 2 indicates the percentage of the area of each fracture that was considered to be "brittle" on macroscopic observation. Such rating of the fracture type in impact tests is now customary in many laboratories. Hereafter the specimens will be identified by reference to Fig 2 as 90 pct "brittle," 80 pct "brittle," and so on, in accordance with this macroscopic evaluation of the appearance of the fractured surface. The discussion of the fractures is divided into three parts. The first two are concerned with the mode of fracture and its relation to general structural features. The resulting material was characterized by large grains, approximately 0.5 mm in cross section and extending through almost the entire length of the specimen, parallel to the growth axis. In this investigation we have evaluated the mechanical properties of the unidirectionally solidified fec-bec eutectic Ni-Cr. The Anglovaal Group has released details concerning its new processes for recovering platinum group metals, stating that the Group's system, which involves batch processing and precipitation methods for these metals (PGM's), leads to faster recovery times, increased recoveries, and higher purities than the conventional process. Insofar as South Africa's Merensky Reef is concerned, the Anglovaal method of recovering palladium first (as opposed to platinum in the conventional process) enables it to use a much simpler process in the subsequent recovery of platinum and other metals. Because the processes give cleaner separations, the volume of material to be recirculated -and therefore the total volume of material in the recovery circuits- is reduced substantially.

CORNWALL, a Mecca for metal miners the world over, is easily reached from the southern coast of England. Passengers who land at Plymouth or Southampton can connect with a fast train from London called the "Riviera express," which traverses the beautiful counties bordering the English Channel. In Cornwall the traveler soon notices the pits and stock-piles of white china clay, and the metal mines, both placer and hard rock. The deposits are associated with granite batholiths, of which there are four principal ones, each a few miles in diameter. Tin mines are especially worked in the granite near its borders and also in the immediately surrounding Paleozoic slates. Copper and lead are no longer of importance here but tin is being produced steadily from several mines, with arsenic and tungsten as by-products. At the close of the war the man-power available. for these mines had been reduced to one-third of normal, and only now is it again reaching full strength. As mining in Cornwall antedates the Christian era, even a Nevada prospector would have to admit that "she's a permanent camp." SUB-TROPICAL CORNWALL Redruth and Camborne are industrial centers of the tin mining industry, but more tourist hotels are found in neighboring resorts such as St. Ives, a quaint fish-ing town on the Atlantic-side of the peninsula of Corn-wall, where the numerous cats descended from those mentioned in the ancient riddle-rhyme about St. Ives now occupy every doorstep and wall. Another charm-ing resort. Penzance on the shore of the English Channel, is known by name to the public through the opera "The Pirates of Penzance," but is of especial in-terest to students of nature for its palm trees and other subtropical plants, which thrive owing to the nearness of the gulf stream, although the latitude is that of northern Newfoundland, Winnipeg, and the northern end of Vancouver Island. Among the industrial plants at Camborne are those of Holman Brothers, Ltd., where drills and other forms of mining equipment are manufactured. At the Corn-wall School of Mines, which specializes on the district, the staff has assembled excellent collections of local ores, which repay study by a visitor.
