A STUDY by J. R. Low, Jr.1 on the effect of quench aging on the Charpy-impact specimens of semikilled 1020 steel disclosed that a decrease in cooling rate from 1275°F raised the transition temperature. This was demonstrated in his investigation by controlling the cooling rate of impact specimens to duplicate that of a heavier plate and com- paring the properties with air-cooled specimens and quenched specimens. The transition temperature of the samples that had been cooled at a rate estimated to be similar to that of an air-cooled 3/4 in. plate was approximately 45ºF higher than the quenched samples. The transition temperature of the air-cooled series was between that of the slow-cooled and the quenched series. HAPPILY, a large group of the non-ferrous fraternity have long valued a personal association with the new Chairman of the Institute of Metals Division. Many others who will meet him, either officially or unofficially this year, will find themselves sharing the enthusiasm with which he has been welcomed to his new office. Albert A. Smith, Jr., was born at Butler, N. J., on Dec. 28, 1904, and moved to New Haven in time to initiate his preparation for Yale University on the home grounds. After receiving a B.S. degree cum laude in 1926, he stayed on for graduate work at the Hammond Laboratory under C. H. Mathewson, and was awarded an M.S. degree in 1928.

T HE new Secretary of the Institute has been asked to address the members through the medium of MINING .AND METALLURGY, and it is perhaps well that he should do this at the first opportunity after his election. The duty of the Secretary, as the present incumbent understands it, is that of attempting to carry on the functions of the Institute in a manner that 'will tend to make it serve its most useful purpose. What is its most useful purpose or purposes? This was concisely answered by Dr. Joseph W. Richards in the June issue of MINING AND METALLURGY under the title "Why is the Institute?" And yet its most useful purposes are not 'fixed ideals or definitely determined things, they vary from year to year, changing with the development of the nation, conforming to needs and anticipating future requirements. Many men of many minds cannot always see eye to eye. The ideas or ideals of one may seem trivial to another, an obvious necessity to one is an entirely useless activity to the minds of others. A number of the activities upon which the Institute is now engaged might have been looked won, a few years since, as uncalled for, unnecessary, and un- desirable. The participation in public affairs was one of these questions. The publication of three volumes in one year may have been a questionable thing to do, but it was an achievement. A monthly magazine that will pay for itself by carrying the Institute's message to its members has its detractors, and yet to many members it seems one of those things that are quite worthwhile. Fortunately, we have a large membership, and fortunately the majority of an intelligent body of such size is apt to have in common many ideas that are right and proper. Tyrone-a complete mining and concentrating facility built by Phelps Dodge Corp.-straddles the Continental Divide where surface water on either side flows in opposite directions although all water is taken from and returned on the northwest side of the Divide. At the outset, Tyrone was saddled with a problem of an adequate water supply, and the Gila River some 23 miles distant appeared to be the logical source. This in itself presented a major obstacle to Phelps Dodge because of the distance water had to be pumped and because of an adverse head which had to be overcome between the Gila River and the two 4-million-gal-capacity terminal water supply tanks at the mill. Having acquired water rights on the Gila River and in order to control the seasonal fluctuations in water volume, the company built the Bill Evans, off stream, earth-filled dam. This reservoir will contain 2100 acre-ft of water when full and it was constructed by the Hamilton Construction Co. for Phelps Dodge. The dam impounds fresh water for the Tyrone plant's use and four vertical turbine pumps (4500 gpm each) lift the water 275 ft from the Gila River into the reservoir. Since construction, Phelps Dodge has optioned the lake to the New Mexico State Game Commission for recreational purposes. In addition to the lake, land around the reservoir has been optioned to the State Game Commission for public use. The lake has already been stocked with trout and by next summer some keepers should be available for the taking.

TWENTY-FIVE years ago the training of an engineer was of interest solely to the educator and to the student entering the field. At that time the engineer's position in society was relatively simple. His training emphasized design and operation and he expected to enter industry to handle the engineering problems of raw materials production, mechanical and product design, and the operation of power plants, factories, transportation and communication systems, and similar phases of industrial activity. He was not concerned with or particularly interested in the problems of management, administration, sales, publicity, industrial relations, or of legislation. To a large degree he was content to leave these matters to self-made businessmen, or men trained in law, finance, or commerce. That period in the evolution of the engineer is now history. It is generally conceded that the modern world is dependent upon engineering technology for its day-to-day survival. The continued operation of facilities on which mankind relies is dependent upon the functioning of mines, utilities, chemical plants, and other factories, all of which require the knowledge and the skills of trained engineers. AT the meeting of the Board of Directors in March 1945, plans were discussed for a special General Meeting to commemorate, in an appropriate way, the founding of the Institute at Wilkes-Barre, Pennsylvania, in 1871. It was decided that seventy-five years of growth, progress, and achievement; of service to the profession, to the mineral industry in all its branches, and to society at large should be fittingly celebrated. Harvey S. Mudd, then President of the Institute, was authorized to appoint a General Committee on Arrangements as well as necessary working committees. On June 6, 1946, Louis S. Cates, as President, at a special meeting of the Pennsylvania-Anthracite Section at Wilkes-Barre, officially announced plans or a three-day meeting to be held at The Waldorf-Astoria, in New York City, September 16-18, 1946. Four major sessions to be addressed by eminent speakers had been-planned in some detail to constitute a "World Conference on Mineral Resources." The U. S. Department of State had dispatched a 1500-word airgram to all its diplomatic posts giving worldwide publicity to the scope and importance of the meeting; and formal invitations had been issued to more than 150 institutions in 40 foreign countries to send official delegates. These included scientific and engineering societies, educational institutions, and sundry government agencies connected with the mineral industry. However, about a month later it was found necessary to postpone the celebration. The reason was an unforeseen expansion in the requirements of the United Nations for hotel living space in New York to accommodate delegates to the meeting scheduled to start September 3; and, of course, U.N. delegates would be given priority. It was decided to postpone the Celebration-conference to the week beginning March 17, 1947; t6 devote the first three days primarily to the Celebration; and to follow it with the technical sessions, committee meetings, and other functions, that are regular features of the Annual Meeting. To accommodate the combined "show" it would be necessary to hold some of the Annual Meeting sessions at another hotel;

INTEREST in developing White Pine, considered since 1942, was renewed by the Korean conflict and its shortage of domestic sources of copper. In view of this Morris F. La Croix, president of Copper Range Co. of Boston, and of its wholly owned subsidiary, White Pine Copper Co., worked an agreement out with Government officials. Essentially the contract called for a construction loan of $57,185,000 at 5 pct interest, with $13 million additional supplied by Copper Range. Defense Materials Procurement Agency contracted for 243,750 tons of copper from the first 275,000 tons produced, at a base price of 25.5& per lb, the contract to expire Dec. 31, 1961.

PLANS for the World's Engineering Congress in Japan are rapidly taking shape. The Congress itself will be held in Tokyo in the week beginning Oct. 30, and will be followed by a second week of short excursions to points of interest, and this, in turn, by a two weeks' excursion through the Inland Sea and to Manchuria. Aside from the time each may desire to spend in Japan, from 30 to 42 days, according to route, must be allowed for travel from New York to Tokyo and return, with correspondingly' shorter time from intermediate points. In the winter of 1941-42, muscovite mica was discovered by a young prospector, Justin Purdy, in the township of Mat-tawan, Nipissing District, Ontario, a few miles north of the small settlement of Eau Claire, which lies on the main Transcontinental Highway (No. 17) between Mattawa and North Bay. Muscovite had been known for many years to occur in the general Mattawa region, and various small efforts at production had previously been made by individuals working scattered deposits in the area. These minor activities, however, had never led to production of any consequence or the discovery of any important mica bodies. The Purdy finds were made in a heavily timbered, mountainous area lying about three miles north of the low-lying settled land along the highway, and in a section not hitherto prospected. The mica taken by Purdy and two partners from surface outcrops proved so remarkable in point of size of trimmed sheets that the find attracted considerable attention, and the area surrounding the three claims taken up by the prospectors was quickly blanket-staked by various interests. Though a number of other mica-bearing pegmatite dikes were found later on these stakings, none proved as rich as those on the original Purdy ground; very little commercial mica was obtained from them and attempts to develop them were short-lived. Purdy and his partners sold their initial production to dealers in Ottawa and Hull, where the Canadian mica industry long has centered. Young Purdy, unfortunately was killed in a motor accident in the early summer of 1942. His father continued mining operations for a few months and produced and sold a considerable amount of mica. In October 1942 the Purdy holdings were acquired by lnspiration Mining and Development Co. of Amos, Quebec, which had been active in staking in the area. This company formed a subsidiary, Purdy Mica Mines, Limited, to develop the property. Under the energetic management of Joseph R. Norrie, rapid progress was made, and production soon attained important proportions. Realizing from the outset the unusual character and potential value in the war effort of the Purdy discovery, the Metals Controller, Department of Munitions and Supply, at once arranged with the Department of Mines and Resources for an official geological report on the area, and also drew the attention of the War Production Board in Washington to what seemed likely to prove a highly important source of strategic-quality mica. Officials of WPB were sent up in the Summer of 1942 to inspect the property, and so impressed were they with the possibility that it might become of high

THE THIRD and most important item on the Phelps Dodge agenda for the development of new ore supplies involved the site of the company's initial venture into Arizona, the old mining camp of Morenci. By the purchase of the Arizona Copper Company's holdings in 1921, Phelps Dodge had obtained control of virtually the entire Morenci district, including town, public utilities, and, above all, the huge mineralized area that had once been divided between numerous competing companies. Because of this rigid concentration of ownership in the hands of one organization, Phelps Dodge was able to plan and successfully carry out a program of greater magnitude than any Arizona mining company had previously under- taken. The immense deposit of low-grade ore, usually referred to as the Clay Orebody, had been known to the mining companies of Morenci for many years. Pioneer exploratory work, both by the Arizona Copper Company and later by Phelps Dodge, revealed that the deposit, mostly of light-gray porphyry rock, lay under a hard capping from two hundred to five hundred feet thick. The American Institute of Mining and Metallurgical Engineers was the first American technical organization to consider steel-rail specifications and sections. If I am not mistaken, the first contribution on those subjects to the Proceedings of the Institute was presented by Prof. Thomas Egleston, in 1874, and was entitled "Investigations on Iron and Steel Rails made in Europe in the Year 1873.1" The next contribution was Dr. C. B. Dudley's report of his investigation for the Pennsylvania Railroad of the wear of steel rails in their tracks, in 1878, which contribution led to a very memorable discussion that extended through several meetings.2 In 1880, Mr. C. P. Sandberg3 presented an article on rail specifications and inspection and rail sections. This was followed, in 1881, by A. L. Holley,4 in his exhaustive report on the then used American rail sections. The next contribution, I believe, was made by myself' at the Buffalo meeting, in 1888, on steel-rail specifications, which I followed,6 in 1889, by a paper on steel-rail sections. Since that time there have been numerous contributions to the Transactions of the Institute in relation to the manufacture of steel rails. The American Society of Civil Engineers officially took up the investigation of the relation of rail sections to the wear of car wheels in 1888. In the prosecution of this work, the Society appointed a special committee, whose labors extended through several years and resulted in an exhaustive report to the Society in 1893.7 Later, another committee was appointed to consider specifications for the manufacture of steel rails; the labors of this committee extended over a period of several years, a final report8 being made in 1910. It was my fortune to be the secretary of both of those committees.

INTEREST in the reserves of phosphate rock in the United States and their proper conservation has recently been aroused by hearings held in different parts of the country by the "Joint Committee to investigate the adequacy and use of phosphate resources of the United States." This committee was appointed within a few days after a Presidential message to Congress on the same subject, dated May 20, 1938, and began to function almost immediately. Hearings were held in Washington, D. C., Pocatello, Ida., Wilson Dam, Ala., Knoxville, Tenn., and Lake-land, Fla. The resulting testimony, when published, comprised a volume of 1182 pages.1 At the earlier hearings held in Washington and Idaho the seeming disparity between the great reserves of the West and the smaller reserves in the East led to some suggestions as to the desirability of curtailing or even prohibiting the exportation of phosphate rock so that eastern pro-ducers, becoming alarmed, cooperated in making available for the use of the committee information hitherto closely guarded. This informa-tion has provided an opportunity for new studies by official agencies, for a restatement of the reserves of Florida and Tennessee, and for some modification of figures for the Western States. The writer, representing the Federal Geological Survey, was given free access to the Florida material and has prepared for publication a report,2 some features of which are summarized in this paper. The Tennessee material was studied by Dr. G. I. Whitlatch,3 of the Tennessee Division of Geology. Prof. J. Stewart Williams,4 of the Utah State Agricultural College at Logan, has published a recent study of the phosphate resources of Utah and the writer has given some further study to reserves of western phosphate from the viewpoint of including material of lower grade than that hitherto considered.

FROM the engineer's standpoint, labor organizations are of interest in so far as they 'affect efficiency, maximum production and unit cost, and in this respect the earlier labor organizations' which existed in the age of the Guilds were ideal, inasmuch as they stood ' for competency of the apprentice and close cooperation ' between employers and employees. In later years the tendencies of the labor organizations have gone in the opposite direction and, instead of cooperating 'with the engineer, they usually oppose him on the mistaken theory, that labor-saving devices reduce forces, and costs; in this respect, the united Mine Workers of America have been particularly active and, to a very great extent, successful.

Y.:—I think Mr. Bache has put his finger on the chief source of the danger of dust-, or gas-and-dust, explosions in collieries. 1 mean the persistent determination of the miners' unions to increase their weekly wages by the excessive use of explosives. This would not be feasible if coal-miners were paid by the day; but this form of payment is, for many reasons, not economically practicable; and the universal practice is to pay for the winning of coal according to the quantity produced. If the miner, by using a large amount of powder, can throw down a large amount of coal without corresponding labor on his own part in undercutting and drilling, he will receive more money for less work, provided he is paid for everything—merchantable coal, worth-less dust, slate, and " bone "—resulting from such a method. My attention was called to this matter many years ago by an admirable report of Prof. W. B. Potter, a past- President of the Institute, on the conditions obtaining in this respect in the Illinois coal-field. It was made very clear in that report that considerations of danger to workmen or loyalty to employers could not be relied upon to prevent miners from employing this perilous and wasteful method of increasing their own immediate receipts. So far as I know, only three remedies have been attempted, namely: the enforcement of discipline as to the methods of mining; the refusal to pay for dust, etc., produced by the miners'methods; and restriction upon the use of explosives, effected by requiring the miner to purchase them from the employer, at a price so high as to make it unprofitable for him to use them in excess. All of these attempted remedies have encountered the bitter opposition of the miners' unions. The enforcement of discipline has become almost impossible, if discipline be (as it should be) understood to involve punishment for the violation of rules when no disaster has followed. I

ENGINEERING COUNCIL has passed, not out, but upward! Therefore, its recent wake was conducted by itself as a joyful occasion somewhat in advance of its official demise. Council held its last meeting in Washington, Dec. 16, 1920. Business was transacted with dignified gravity in the forenoon. During the afternoon calls were made upon the chiefs of technical bureaus of the Government: the Chief of Engineers, U. S. Army; Chief of Yards and Docks of the Navy Department; Director of U. S. Reclamation Service; Director of U. S. Geological Survey; Director of Bureau of Mines. The Council pronounced them, each and all, able men and true. But what of the evening? Well, there was a dinner at the Washington Hotel. Twenty-six men gathered around a flower-strewn table-not a casket. As guests, there graced the festive board the hosts of the afternoon calls, and a number of members of the new American Engineering Council. The body about to be apotheosized-otherwise known as Engineering Council-was both jocular and reminiscent. Rewards were bestowed and appreciations expressed. To the man who had for three long years borne the burden of chairmanship and whose financial recklessness made possible the Washington office and the movement for a National Public Works Department, the following "note," duly engrossed and signed, was given, accompanied by "The Song of the Council Crew."
