At the Pittsburg meeting of the Institute, in March, 1910, the death of Mr. Metcalf was announced, and Col. H. P. Bope, of Pittsburg, delivered in memory of him a brief but eloquent address, which, though expressing the Norrow of Mr. Metcalf's friends, and, in general terms, the debt of gratitude which his country and his profession owed to him, was not intended to be a complete survey of his life and work. With Colonel Rope's permission, and with the aid of some of the statements in his address, I substitute for it, in our Transactions, this more cletailed, yet still inadequate memorial. As Colonel Rope justly remarked, the men who could do justice to this theme—such men as Jones, Chalfant, Bennett, Oliver, and Park—passed away before Metcalf, leaving him almost the last of the generation of great steel-makers who made Pittsburg the Sheffield of America, and who discharged a double function, as the rearguard of the old metallurgical practice and the ran-guard of the new. I knew many of them; would that I were better qualified to celebrate their achievements. William Metcalf was born Sept. 3, 1838, at Pittsburg, Pa., where his father, Orlando Metcalf, was an eminent member of the bar. At the age of sixteen, he entered the Rensselaer Polytechnic Institute, at Troy, N. Y., from which he was graduated in June, 1858: Returning to his native city, he became an assistant engineer in the Fort Pitt Foundry, of which he was made Superintendent in 1859. This famous establishment produced the largest castings and heaviest machinery then knolrn in the United States; and Mr. Metcalf's intense, intelligent and incessant study of his business prepared him as a manufacturer for a patriotic service to his country more valuable than, as a soldier, he could have rendered in the field. The call came in 1862, when the government needed, above all things, a supply of field, naval and siege artillery. The

The Palo Pinto limestone pools of Jones and Shackelford Counties were defined and almost fully developed during the year. A new Palo Pinto limestone pool was apparently discovered when the K. B. Nowels NO. 1 Pardue, S.F.I. and W. survey, south central Haskell County, was completed for a small well in Palo Pinto limestonc at 3395 to 3421 feet. In Haskell County, Amerada Petroleum Corporation's C. J. Kleiner, J. M. Cass survey, drilled to the Ellenburger with a total depth of 5607 ft., where it was abandoned. A Bluff Creek sand field of undetermined size was discovered by the Fain-McGaha No. 1 Dawson-Conway, P. G. Holcomb survey, which was chompleted for 37 bbl. at 1496 feet. The Cook field was extended by the Roeser-Pendleton B-113 Cook in sec. 113, E.T.R.R. Co. survey, the well being completed for 510 bbl. from Cook sand encountered at 1545 to 1568 feet. Several shallow pools of minor importancc mere also discovered in Shackelford County during the year. In Jones County the Lewis and the Steffens fields, in block 15, T. and P.R.R. Co. survey, were further developed during the year but the limits of the Steffens field were not definitely defined. The most, important discovery in Jones County was the Guitar field, where most of the wells that had been producing from the Cook sand were deepened to the Hope limestone, a new producing horizon. In Taylor County, the Bowles field, see. 28, B.A.L. survey, was defined arid proved to he of minor importance. The Goldsboro and Novice area, ill northwest Coleman County, continued to hold considerable interest because of the developments near the town of Novice, where new Ieases continued to be opened for production. In November, 1926, the American Engineering Standards Committee (now the American Standards Association) called a meeting of representatives of various professional societies and industrial, educational and governmental organizations to consider what action, if any, should be taken on the classification of North American coals. This meeting was called because a system for the use classification of coal, proposed by George H. Ashley, had been referred to the committee by the Coal Mining Institute of America. This meeting, at Pittsburgh, was well attended and was definitely in favor of taking up the whole question of scientific and use classification of coals, including all the various ranks from lignite to anthracite. The American Society for Testing Materials was recommended as the sponsor organization to take charge of the work and organize the sectional committee according to the rules of the American Standards Association. The American Society for Testing Materials proceeded with the organization of the sectional committee, holding a meeting in Philadelphia, June 10, 1927. Officers were elected, regulations adopted, and general plans for carrying out the work were outlined. The total membership of 28 comprising the sectional committee consists of 8 producers, 2 distributors, 9 consumers and 9 members representing general and scientific interest. From this committee three technical committees of 10 to 12 members each were organized: Scientific Classification, H. J. Rose, chairman; Use Classification, W. H. Fulweiler, chairman; Marketing Practice, F. R. Wadleigh, chairman. The Technical Committee on Scientific Classification was requested to formulate a system of coal classification based on chemical and physical properties of coal and with reference to origin and constitution. The Technical Committee on Use Classification was charged with developing a system of classification, if possible, based primarily on the uses of coal and commercial practice; this system to be correlated with the scientific system as far as possible and desirable. The Technical Commitlee on Marketing Practice was formed to collect and collate information on commercial practice for the benefit of the other two committees. For some years the Du Pont Company has utilized computer calculations to study the various theoretical properties of explosives. These studies have yielded valuable information on the effects of density changes or formulation changes on detonation rate, detonation pressure, explosion pressure, heat of explosion and numerous other properties, and have aided in evaluating the theoretical potential of explosives. In addition, a multitude of laboratory tests have been utilized for the evaluation of explosives. When comparing the computer data and the voluminous test data it became evident that numerous anomalies existed. Tests in rock were required to study explosives under borehole confinement. This fact was further emphasized after numerous field measurements showed that the borehole velocity of commercial explosives did not match the theoretical value but was dependent on conditions of field use. Since we are interested in the practical aspects of blasting, a program was initiated to evaluate explosives as used in commercial blasting. INSTRUMENTATION Most of you are familiar with the extensive work that has been done by the U. S. Bureau of Mines in their studies of strain measurements in rock. Early in our work we adopted procedures similar to those used by the Bureau of Mines. Strain pulses were measured by gages cemented in boreholes. Since we were primarily interested in the effect of explosives in the zone where fracture might occur, this system offered several disadvantages for Du Pont: 1. Cemented gages were expensive and not reusable. 2. When gage holes were used for several shots, there was considerable question as to the condition of the rock after the first shot.

IT appears that in the earlier days of anthracite coal mining, 1824-25, the Lehigh region mined 76 per cent. of all the coal sent to market. During the same period Wyoming sent 12 and 5 per cent. respectively, whilst the Schuylkill sent 11 and 18 per cent., the number of tons marketed being in those days very small indeed. In the year 1828 the Schuylkill region mined over one-half of all the coal sent to market, and continued to do so for thirty years (with the exception of the year 1831), until 1858 ; since that date the pro¬duction has declined very steadily in comparison with the other regions, until, in 1876, it was only 34 per cent. Wyoming, in the year 1820, was mining 40 per cent., but the production of all the regions was very small ; in six years it declined to 5 per cent., increased to 34 per cent. in 1831, declined to 10 per cent. in 1838. Since which time the increase has been gradual, until 1873-75 Wyoming produced over 50 per cent. of all the anthracite coal sent to market. In 1867 the production exceeded that of Schuylkill, and has continued to do so since that time. In the year 1876, during the existence of the " coal combination," Wyoming lost 9 per cent. ; during the same time Lehigh gained 7 and Schuylkill 2 per cent. over their relative production of the preceding year, the decrease of Wyoming being two and a half million tons, the increase of the Lehigh one million, the decrease of the Schuylkill nearly three-quarters of a million. The extraordinary production of the Lehigh region at a time of decreased demand and in opposition to an agreement with the other regions to limit the supply to the supposed demand was the cause of the disagreement which ultimately broke up the combination of the great coal-producing and carrying companies. Some 30,000 people attended from 50 countries. Over 600 exhibitors brought with them a billion dollars of mining technology, ranging from tiny high-precision valves to giant off-highway trucks. Twenty-seven technical sessions with more than 100 papers covered the gamut of mining advancements. It was a grand display of industry vitality just to power the huge exhibit area required 22,000 kW of electricity each day, and support services for the exposition created more than 1000 daily jobs for local labor. Unquestionably, Las Vagas knew the miners were in town for the American Mining Congress' International Mlining Show.

Ross The first meeting of the Columbia Section was held on March 24, as a part of the 1916 Northwest Mining Convention which was held under the -auspices of the Spokane Mining Men's Club assisted by the Spokane Chamber of Commerce, the technical program being in charge of the Spokane Engineering and Technical Association assisted by the local sections of the A. I. E. E., A. S. C. E., and A. I. M. E. The program of the successive sessions was carefully arranged with view to its application to mining, and in addition to the technical program there were exhibits of ores, minerals, devices, etc., of interest to the delegates, who numbered over 500. A portion of the program was also arranged with special reference to the requirements of the prospector and miner. A reception, a banquet, a complimentary luncheon, a regular daily call' of the Stock Exchange, a visit to the High Schools and to one of the substations of the Washington Water Power Company and to the Union Iron Works kept the visitors entertained, the ladies being looked after by a special committee of ladies who held open house during the entire week. Several important resolutions were passed by the Convention and one by the Columbia Section, A. 1. M. E. With Stanly A. Easton, chairman, presiding, the Columbia Section, American Institute of Mining Engineers, occupied the time between 2.00 and 5.30 p.m., March 24th, the Moorish room of the Spokane hotel being filled with members and their guests. "The Apex Law and the Mineral Surveyor" was a paper presented by F. W. Callaway and generally dis-cussed because of its local application in the Coeur d'Alenes, the conclusions being reached after expensive litigation between two of the large mining operators in that district.

The Anaconda Co.'s Geological Department at Butte, Mont., was started early in the Company's history because of litigation involving vein ownership and extralateral rights. The problems, some of which were resolved in courts, were many because of the large number of veins and lode locations. Defensive action was required to prove ownership and protect against illegal exploitation of the downward and extra-lateral extensions of the ore bodies. In many cases it was necessary to define the outcrop of the vein and to show that its apex was within the boundaries of the lode claim. Exhibits illustrating geology were needed to present the cases clearly, and these could be made only after careful inspection and mapping of the underground workings by competent geologists. Also, The Anaconda Co. was one of the first companies to recognize the worth of skilled mining geologists and the value of accurate records in the search for new ore. The department was organized in 1900 by H. V. Winchell who, with D. W. Brunton, worked out the methods. Reno Sales was Chief Geologist from 1906 until 1948 when he was succeeded by V. D. Perry, the present Chief Geologist. Under their direction, F. A. Linforth, M. H. Gidel, C. H. Steele, E. P. Shea, C. C. Goddard, Jr., and W. A. O'Brien enlarged the scope of the work and improved the technique.

A rock mechanics instrumentation and monitoring program was implemented during pillar extraction at Gulf Mineral Resources' Mt. Taylor Mine, the deepest uranium mine in the U.S. Three types of monitoring were employed: (1) drift convergence around stopes (using a portable tube extensometer), (2) stress changes in pillars (using vibrating wire stressmeters in horizontal boreholes), and (3) load changes in haulageways under stopes (using vibrating wire load cells in jack stands). Results include convergence-time graphs, convergence contour maps, stress-time graphs, a stress increase contour map, load-time graphs, and abutment load limit maps. Major factors influencing results include (1) size of pillars around the extraction area, and (2) presence and orientation of a major fault adjacent to one extraction area. These factors, combined with pillar extraction, produced evidence of load transfer over 120 m from a stope measuring only 55 m x 45 m. Vertical stress increases of 7 to 17 MPa (1000 to 2500 psi) within 60 m of the stope were obtained using the stress- meter manufacturer's method. The fault apparently prevented load transfer in the down-dip direction but increased load transfer in the up-dip direction. Convergence rates of up to 1.3 cm/day (0.5 in/day) were measured at two stations. Instruments were generally reliable despite adverse underground conditions. The instrumentation and monitoring program at Mt. Taylor provided a warning system against ground control problems and a characterization of ground behavior for future development and extraction of pillars. Recommendations are made for future mining and instrumentation practices.

IN October last, I was call upon to examine a copper deposit in the South Mountain, near the Pennsylvania and Maryland boundary. The specimens shown me contained oxides and carbonates with native copper, and were similar to some that had been described to me some years ago as existing at the Luray Gap in Virginia. An examination of Rogers's Report on the Geology of Pennsylvania, led me to expect to see his so-called "Primal Formation," such as exists throughout the southeastern district of the State. I was therefore much surprised on arriving at the summit of the Western Maryland Railroad to find myself on familiar ground. Instead of the "Primal" as I had known it in Southeastern Pennsylvania, I soon decided that the rocks were identical with the "Lake Superior Copper Formation." My visit was unfortunately a short one, part of two days, and in that time I had to pass over a good many miles, but I saw sufficient to convince me that instead of the Lake Superior Copper Formation being a local geological feature, it would have to be considered as a widely extended series of rocks. I was unable to even approximately estimate the thickness either of the trap zone or other members, schists and slates, of the series. In an article on the Copper Range of Michigan, prepared by C. P. Williams and myself in 1862, and published, in vol. xxxiv of the American Journal of Arts and Sciences, we endeavored to divide that range into zones, according to the character of the traps. During 1967, the Metropolitan Sanitary District of Greater Chicago adopted a policy of land application as a method of using the solids produced in the wastewater treatment process. Research by the Agronomy Department of the University of Illinois, several demonstrations on farm land, reclamation of acid strip-mine spoils, fertilizing a land fill, and reclamation of an alkaline sand waste pit showed the value of using wastewater solids to reclaim marginal and submarginal lands. To launch the Solids-On-Land Program, 10,000 acres of land in Fulton County, Ill., was purchased, part of it previously strip-mined for coal. The Sanitary District initiated a water monitoring program, constructed holding basins, leveled the land, awarded a liquid fertilizer transportation contract, installed a distribution end application system, and began application and crop production. During 1972, the Sanitary District completed the first year of application and harvested the first corn crop. The corn yielded 60 bu per acre while the previous year in a demonstration field it yielded 56 and 13 bu per acre, respectively, on treated and untreated strip-mined land.

THE data here given were obtained by 1500 tests made, by the United Verde Copper Co. to determine the most economical air pressure for the operation of hammer drills under the varying conditions of use, and to investigate the variation in drilling speed at different air pressures Twelve models of drills were used at gage pressures ranging from 40 to 130 lb. No effort was made to harmonize theory and practice; but rather to formulate empiric rules that would cover the. average variation of the results obtained. These rules on the performance of hammer drills, based on the air pressure as the main variable, however, are not necessarily of universal application, but they apparently satisfy the results obtained in this series of tests. The drilling conditions at this property vary widely; an average of twenty-one machine shifts to a 3-ft. (0.9-m.) round has been found necessary in some of the development work, while an, advance of 56. ft. has been made in seven shifts in the "oxide" ground. This range pre-eludes the adoption of one type of drill as a standard; consequently almost every kind of hammer drill sold in this country has been tested. At present, sixteen models are in use, of which two types of the heavy (150 to 160 lb.) mounted drills, one of the light mounted drill, one stoper, and two hand plugging drills are considered as standard.

The serious shortage of eastern gas coal and of coke for gas-making in Illinois and adjoining states during the winter of 1917-1918 was emphasized at the meeting of the Illinois Gas Association, March, 1918. The seriousness of the situation was of concern not merely to private interests but to the general public, which consumes gas for heating, lighting, and for important industrial uses. Some relief was thought possible if central district coals from Illinois, Indiana, and western Kentucky could be used generally as a substitute for eastern coal and coke in the manufacture of retort gas and water-gas. Already a little Illinois and Indiana coal was being used under special circumstances in Illinois retort plants and successful experiments with mixtures of Illinois coal and eastern coal had been conducted at the Decatur retort-gas plant by F. K. Ovitz of the U. S. Bureau of Mines and the Illinois Mining Investigations, with the advice and cooperation of a committee of the Illinois Gas Association. Consequently, it seemed desirable to continue experiments with central district coal in gas retorts, and with coal as a substitute for coke in water-gas generators, and to give publicity to the results and technical assistance to companies desiring to use central district coal. Other matters, of national importance were the prospective shortage of toluol and of ammonia for the manufacture of explosives, and the possibility of encouraging recovery of additional amounts from some of the plants in central states that were not contributing these substances. Results of work done by the Gas Section, Illinois Mining Investigations, under the advice of the Technical Committee, were pushed to early publication until the signing of the armistice lessened the importance of speed as a war measure. The first two publications listed below were distributed by the Regional Director of the U. S. Fuel Administration, through the Bureau of Gas. By-products and Public Utilities. No records have been found of coal in the old Spanish documents, although some mention of it probably exists in manuscripts. Coal was found in Mt. Diablo, in Contra Costa County, about five miles south of the San Joaquin River in 1852, but the first mine, the Teutonia, was located in 1858. The deposits are located on both sides of a high ridge, and vessels of 1,000 tons burden could ascend the river to the nearest point to the mines.1 In 1854, coal was found about four miles from Oroville, on the Feather River, in Butte County. Development work was started and in 1856 a mine was opened. From the description the coal was likely a variety of lignite and probably never amounted to anything commercially, as it does not appear again in the records 2 The more valuable mines at Mt. Diablo were opened in 1859 and 1860. By 1867 there had been 11 mines started and at that time five were in operation. The seam conditions were much disturbed and lack of knowledge of them caused much waste of effort and money. All of the coal excepting that used locally and in nearby towns, was shipped to San Francisco, and largely used for steam purposes. The first receipts were in 1861-6,620 tons. A railroad to the river had been constructed and opened in February 1866. The Corral Hollow field in Alameda County was found and prospected to a small extent in 1862. Two mines were opened but little work was done and the field was then abandoned. Good exposures were rare and the cost of underground exploration was then prohibitive. The Commercial mine produced coal in 1869 and 1870, but a fire in the latter year destroyed the tipple and communications to the mine. The Livermore mine was abandoned after 18 months operation in 1875 and 1876 and no other work was done here until the nineties. The dealings between concentrated capital invested in the conduct of our various industries and the combinations of labor known as "trade union organizations," have produced not only in the United States, but abroad, many novel methods of negotiation between employers and wage-workers. The size and strength of these organizations have destroyed the personal elements formerly governing the dealings between employer and employee, and have produced various forms of trade-agreements now in more or less successful operation. The difficulty, however, has been to secure consent of both parties to an equitable agreement. For this purpose there have been devised various forms of arbitration, either compulsory under the shadow of governmental legislation, or voluntary by mutual agreement. But these have not been altogether successful from a technical stand-point, for the reason that a compromise has generally been necessary, and in an effort to reach an agreement, terms have been made which have been neither fair nor satisfactory to either of the contending parties. The Anthracite Board of Conciliation represents one of the few thoroughly successful courts for the settlement of trade-disputes, if not the only one which has yet been evolved. The prestige of this board rests upon its successful treatment of the labor-troubles of the anthracite region for a period of more than eight years, and upon the fact that it has been able

ThE present paper proposes a mechanism of dislocation multiplication at internal inclusions or cavities and presents experimental evidence of such sources in zinc. Using an etching technique recently described by Damiano, Tint, and Herman1 to study the three-dimensional aspects of dislocations in bulk zinc crystals, an investigation was made of helically shaped and closed-loop etch patterns found to be associated with inclusions. Crystals containing 0.1 pet Cd and grown from the melt were deformed slightly by bending and then aged at room temperature to precipitate cadmium at the dislocations. The crystals were cleaved along the (0001) plane and then etched with Gilman's2 etch. Crystals were continuously viewed on the (0001) plane while the etching was in progress and numerous helical and closed-loops etch patterns were continuously recorded as shown in the sequences printed directly from the cine film in Fig. l(a) and (6). These etch patterns are not to be confused with the etch patterns previously reported by Damiano and Herman3 which revealed dissolution spirals on the (0001) plane of high-purity zinc crystals. In the present case, precipitates arranged in the form of closed loops or helicies are progressively uncovered by etching after suitable aging of cadmium doped zinc crystals. Viewed with dark-field illumination as shown in Fig. 2, portions of a helical figure and subboundaries were revealed simultaneously. Continuous viewing while the etching was in progress revealed in Fig. 1(b) that the short line segments observed on single photomicrographs were in fact continuous and described a helix which had its terminus at an inclusion. For the technological age in which we live, with the constant goal of further improvement in the efficiency of mechanized systems, the need for a replacement of the antiquated drill and blast method of shaft construction has been recognized. For over a decade now; the trend in shaft construction has been toward large diameter bored shafts using either raise boring methods or more flexible, rodless "down the hole" boring machine. The limits of conventional shaft sinking have been reached, the mining regulations are more stringent, and the environmental agencies more aggressive, all contributing to the growing need for development of the rodless shaft boring machine. In the last three years in the United States, world shaft construction records have been achieved using a V-Mole machine, designed by Mirth GmbH of West Germany, using American electrics and hydraulics. Shafts of 7.0 meters (23 feet) diameter, totaling 2,255 meters (7,400 feet) in depth have been constructed at high advance rates, yet with unusually low accident rates. Bearing in mind the high cost of today's mining labor and the inherent danger associated with conventional shaft sinking, this alternative method of shaft construction achieves a fast, competitive, low manpower requirement, whilst enhancing a safer environment for the labor force. Recent results have proven that program time savings of 50 percent over conventional shaft sinking can be achieved which can be directly translated into improved client cash flow projections and more accurate project budgeting.

THOUGH coal has been mined in this country for more than a century, no systematic effort was ever successfully made to ascertain the total amount produced. The production of the Cumberland Basin, Md., and the shipments from the anthracite fields of Pennsylvania, have been placed upon record, thanks to the intelligence sand foresight of Mr. C. Slack in the former case, and to the late Mr. B. Bannan in the latter. For some of the years between 1822 and 1842, the production of the Richmond Basin was reported by Mr. R. C. Taylor, but since that date till the author undertook this work it was impossible to obtain any statement of the production of this field. A few of the newer fields, such as that of Mt. Diablo, Cal., have been fully reported, and a few of the newer States have also had this service performed by some intelligent private individuals.; but no statistics of coal production have ever been collected either by the State or General Government, if we except the returns for the years 1869-70 of the census report. During the year 1875, by great exertions, I succeeded in obtaining, and July 3d, 1875, gave in the Engineering and Mining Journal what, "though not an accurate statement of our coal production," was " by far the most full and reliable that had ever been published." Though that report showed the production of bituminous coal to be 23,630,094 gross tons, or about six million tons more than had ever before been reported, it was in reality two and a half million tons below the actual output.
