Officers of the Institute have been entertained by, members at nine meetings in different parts of the country during the months of March and April. Institute policies have been discussed by the officers and by members present at the different meetings, with the result of bringing about a better understanding of Institute policy among the members; it has also been made clear how various suggestions are viewed by members who are not all in close touch with Institute activities and with the policy of the Board of Directors. President Jennings devoted his remarks chiefly to an account of Institute activities in connection with Government service for the war, and presented an able address on the relations of labor and capital; with special relation to possible changes that may be necessary during the reconstruction period following the war. This carries forward the suggestion made by him in taking up the reins of government at the Annual Dinner on February 20, 1918, and makes available a paper which has aroused great interest at the different meetings; this address will be found on a following page. In referring to Institute activities in connection with the war, the President mentioned especially the Naval Consulting Board, the War Committee of Technical Societies, the War Minerals Committee, and the census of engineers prepared not only by the Institute in connection with the Bureau of Mines, but also by the American Society of Civil Engineers, the American Society of Mechanical Engineers and the American Institute of Electrical Engineers. He announced also the appointment of two committees, one on ferrous and one on non-ferrous metals, advisory to the Tariff Commission, and the appointment of a member of the Committee on the Excess Profit Tax, having especially to do with the question of excess profit taxes on gold mines. He also announced the appointment of a new committee known as the Committee on Industrial Organization, which will devote its energies largely to the question of relations of capital and labor and of "human engineering."

Heat-resisting chromium steels and alloys treated at 825° or 9.50°C (1527° or 1742°F) in a carburizing atmosphere exhibit an extensive carbide precipitation. This carbide precipitation may be succeeded by the FeCr a phase or by a carbide with a higher carbon content. Point analyses carried out with an electron mi-croanalyzer make it possible to study the depletion of chromium in the matrix after precipitation has occurred and to determine the chemical composition of carbides. In particular the content in the carbides of Fe, Ni, and W, elements which substitute Cr, can be accurately determined. HEAT-resisting chromium steels and alloys employed in the construction of gas carburizing and carbonitriding furnaces are subjected to a succession of oxidizing atmospheres during heating and cooling and to carburizing atmosphere during isothermal stage. Such a sequence of thermal cycling causes embrittlement and corrosion in the furnace materials. A quantitative study of the structural changes induced in the furnace materials has not received much attention in the past. However, utilization of the electron probe microanalyzer and other modern techniques has permitted a point analysis of the various phases formed and to follow their relative evolution. This paper gives results as regards the nature and composition of the carbide precipitation and the distribution of chromium in the matrix during only the carburizing periods. The structural changes subsequently produced during oxidizing periods will be presented eventually. METHODS AND MATERIALS Metallographic, X-ray diffraction and Castaing electron-probe microanalysis1 techniques have been employed to study carbide precipitation and evolution and the changes in the composition of the matrix in heat-resisting steels and alloys.

The agglomeration of hydrogen in pure aluminum and A1-Mg alloys has been studied through use of hydrogen introduced into the metal by cyclotron proton irradiation. Both the growth and dispersal of the agglomerates have been followed by metal-lographic techniques. During the cyclotron irradiation, agglomeration occurs at temperatures i 100°C for hydrogen concentrations as low as 1 ppm. On heating at elevated temperatures, 300°C to 600°C, intragranular agglomerates first coarsen and then disperse. The agglomerates formed at grain boundaries are much larger than the intragranular agglomerates; with hydrogen concentra- tions > 10 PPm, heating for 1 hr at 500°C results in extensive grain-boundary cracking. The hydrogen agglomerates have been shown to inhibit grain growth, but no inhibition of recrystallization has been observed. The ability of hydrogen to enter aluminum at a free surface, combined with its high-diffusion rate at elevated temperatures, accounts both for growth and dispersal of the agglomerates. The western public domain acquired by the United States through trcaties, as the result of conquest or purchase, was invaded after Marshall's re-discovery of gold in California, by an overwhelming multitude of prospectors and miners from all parts of the world. he mineral lands of the whole Pacific slope were practically unsurveyed. Congress, disgusted with the experiment of leasing mineral lands, which it had tried for 40 years, and abandoned in 1847, enacted no laws for the management of these public mineral lands, and the pioneers made their own laws governing mining titles. These local regulations applied at first to gulch-mining in the auriferous river-beds only; and they constituted a simple and practical system. adapted to the needs and means of primitive communities—significantly called " camps." They had the means of measuring distances, but not angles; they knew no property except personal property in the form of pickaxes, pans, supplies, camp-equipage, horses or mules, and mining rights. The earliest codes which they developed expressed what might be called the law of the lariat. With the lariat they measured the distance assigned to each miner along the gold-bearing gulch—a double portion to the discoverer, and a single portion to his successors, in the order of their coming. With the lariat, they hung, after such due process of law as was available, the rascal who stole a horse, or a bag of gold-dust, or a mining claim, or killed another man without giving him fair notice and a chance to defend himself. In these pioneer codes, adopted in mass-meetings and enforced by the same authority, two features concern us most: 1. They measured mining property by one dimension only. So many feet of the gulch, held by one man, meant a distance into either bank, and a distance in depth, extending as far as gold might be found.

In his paper entitled, Development of Hindered-Settling Apparatus, Dr. Richards has related the history of the development of the hin-dered-settling classifier and given illustrations of the several types of this apparatus which he has designed.' An earlier paper,2 Close Sizing Before Jigging, shows the nature of the hindered-settling phenomenon and the results which it produces. In the first-mentioned paper Dr. Richards describes the method of getting hindered settling and shows the relation that the constriction bears to the classifier. The question of proper ratios between the area of the sorting column and the area of the constriction opening Dr. Richards leaves open, aside from certain statements as to the ratios which have been found to give good results in practice. While working with a hindered-settling classifier of the type now in use at the Boston & Montana Reduction Plant of the Anaconda Copper Mining Co. a number of interesting facts were brought out which have thrown considerable light on the question of proper ratio between the area of the sorting column and the area of the constriction and which will be made the subject of this paper. Free and Hindered Settling.—If a mineral particle be dropped into a vessel containing still water, the particle will sink in accordance with the laws of free settling in water, which are as follows: 1. Of two grains having the same specific gravity but differing in size, the larger will settle in still water at the greater velocity. 2. Of two grains having the same size but differing in specific gravity, the heavier grain will settle at the greater velocity. From these laws it becomes evident that the velocity of settling depends primarily on the specific gravity and the size of the mineral grain. SINCE the adoption by the U. S. Bureau of Standards several years ago of specifications for standard 100- and 200-mesh sieves, frequent requests have been received that this Bureau test and certify sieves of other sizes than these. With a view to the adoption of a series of standard testing sieves which might be of use to all industries making fineness tests, this Bureau for .two years has been studying the question of such a standard screen scale. Various scales that have been proposed were considered, and information was sought of representative firms in the various industries interested as to their requirements. Manufacturers of sieves have also been consulted as to the desirability of different screen scales and the practicability of their manufacture. As a result of this study of the question, a conference was called at the Bureau of Standards, Apr. 20, 1916, of representatives of various committees of the American Society for Testing Materials, American Society of Civil Engineers, American Institute of Mining Engineers, American Foundrymen's Association,. [Mining and Metallurgical Society of America, American Water Works Association, American Institute of Metals and the American Spice Trade Association; also representatives of the Committee of Revision of the U. S. Pharmacopoeia, the U. S. Geological Survey, the U. S. Bureau of Mines, the U. S. Office of Public Roads and Rural Engineering, the U. S. Office of Grain Standardization and the U. S. Bureau of Standards; also representatives of a number of private firms engaged in industries in which sieves are used, such as the glass, the drug milling, the abrasive, the asphalt, the mining, the spice, the chemical, and the graphite industries; also representatives of the firms in this country manufacturing wire cloth and sieves. The paper "Design of Surface and Near-Surface Construction in Rock" by Deere, Hendron, Jr., Patton, and Cording discloses a principal difference between civil and mining engineering as applied to openings in rock. Generally, the civil engineer considers an opening as an asset, where a mining engineer finds that most of his openings are a liability. The openings, or rock surfaces, treated in the paper by Deere and coauthors are designed for lasting stability and the foundations for dams, the diversion tunnels, abutments, and surface excavations are expected to be stable for long periods or provide continuous access and other useful purposes. Except for those openings used for the transportation of men, materials, ore, and for ventilation, the mining engineer finds that his underground openings serve no useful purpose once the mineralized rock has been removed. Usually, these openings create problems such as reduced ventilation efficiency, added requirements for scaling, sealing, and other tasks necessary to maintain or isolate the openings. The surface openings and mine plants present another liability to the mining engineer. After the product has been removed from the earth, the abandoned pits or strips, tailing ponds, dumps, and buildings sometimes become hazardous, unsightly, or occupy surface areas that could be used for other purposes. As a general rule, the various disciplines involved in rock mechanics have different objectives and uses for openings; however, the basic concepts regarding the design or control of openings in rock are similar for each discipline. The review by Deere and his coauthors contains examples of the duplications in this technology, and, in particular, the common approaches used by civil and mining engineers. Tube stills having demonstrated their usefulness for refining operations, the later developments in their design have been in the direction of improved thermal efficiency. The earlier designs operated with low furnace temperatures and large volumes of furnace gas because the fuel was burned with much excess air. It was quite possible to provide sufficient heating surface to lower the temperature of the flue gas to within 150" of the temperature of the inlet oil, or when inlet-oil tempera-tures were high to have the flue gas escape at 300" or 350" F. by using the heat remaining in the flue gas from the still to preheat the air supplied for combustion. But even so, the thermal efficiency was low because of the large quantity of air used for combustion. The large quantity of excess air was required to burn the fuel in the furnace at a temperature low enough to prevent overheating the furnace walls and overheating of the oil. Supplying heat to the tubes of the heating surface at a rate beyond the capabilities of the oil to absorb, except with a considerable difference between the temperature of the inside of the tube and oil passing through, would result in overheating the tubes and the oil in contact with them. For these reasons it was very necessary in the older types of tube stills to burn the fuel with large quantities of excess air, resulting in low thermal efficiency despite the low flue-gas temperature. Neglecting loss by radiation, the thermal efficiency could be improved only by burning the fuel with less excess air, but it was necessary to accomplish this without upsetting the furnace temperature conditions existing when large quantities of excess air were used. There are several methods of bringing this about, such as controlling the furnace temperature by returning a proportion of the flue gas to the furnace, or by exposing direct to the fire a heat-absorbing surface so located and proportioned that sufficient heat will be absorbed by radiation to prevent excessive furnace temperatures.

THROUGHOUT the Colonial era, Philadelphia was easily the leading city of North America, and it still held that position at the end of the period, with a population of about 25,000, though closely pressed by Boston, which had slightly over 20,000, and New York, which had nearly as many. It was the center of a region in which mineral industry was important. Thomas Rutter's bloomery, built in the Schuylkill valley in 1716, was quickly followed by many others, and during the Colonial period at least 20 blast furnaces, 45 forges, and iron- works of other types were built in eastern Pennsylvania, which easily led all the other colonies in iron manufacture. During the Revolutionary period others were erected as far west as Fort Loudon, in the Cumberland c alley.6 After 1800 the rapid development of the anthracite mining industry profoundly affected Philadelphia's development, since transportation of the coal was then necessarily by water,, and the streams of the anthracite regions mostly flowed into either the Schuylkill or the Delaware Rivers. With an abundant near-by supply of coal and iron, with the seat of government, which had been there since 1774, and with a national Bank established there in 1791, one would have seemed safe in prophesying, at the beginning of the nineteenth century, that Philadelphia would permanently remain the leading city of the United States. Education in Philadelphia was at first wholly in the hands of the Quakers, who had established a "Public School" there in 1689, but in November 1739 George Whitefield, who had created a sensation in England by his preaching, though only 24 years old, passed through Philadelphia on his way to Georgia to found an orphan school there. ON FEBRUARY 13, 1953 the Miami Copper Company signed a contract with the United States Government, through the Defense Materials Procurement Agency, whereby it under- took, with a base price of 27.359 per lb (subject to escalation based on wage scales and wholesale-price indices), to exploit a new ore body in its mine in Gila County, Arizona. Recoverable ore was estimated at 23,000,000 tons, averaging about 0.677 per cent copper. Moreover, the proportion of oxidized copper, difficult to recover by flotation concentrating, was so high that an average net recovery of only ten pounds per ton (0.5 per cent) was expected. The company proposed to mine the ore by the underground method known as undercut block-caving. Unfortunately the ore body, as has been true of all Miami's ore bodies, lay so deeply buried that no possibility existed of adopting opencut mining as has been done in recent years at Miami's neighbors, Ray and Inspiration. Probably the most distinctive characteristic of Miami's operations has been the extent to which it has developed and improved methods and equipment for underground mining. True, necessity was a potent stimulant, because its available ores since 1926 have been exceptionally low-grade; so, if the enterprise were to survive, it was necessary to keep costs at the minimum. This fact does not detract, however, in any way from the remarkable achievements of Miami engineers in conducting efficient and low-cost underground mining.

THE 143d* meeting of the American Institute of Mining and Metallurgical Engineers was held in New York, Feb. 19-22, 1934. It consisted of the annual business meeting, 45 technical sessions at which 217 papers were presented (more than ever before), two sessions of the Board of Directors, two meetings of Section delegates, three formal lectures, luncheon Monday, Tuesday and Wednesday for members and guests, three group dinners and five group luncheons, eight committee meetings, the annual reception and dinner dance, an informal dance, a smoke-dinner and the annual meeting of the Woman's Auxiliary. Attendance showed an improvement over the previous year, as follows: Total, 1534 in 1934, and 1475 in 1933; dinner dance, 543 and 426; smoker-dinner, 425 and 394; informal dance, 295 and 250; women's registration, 160 and 133; luncheons, 1034 and 734. The Coal Division held a general session and three sessions on Coal classification. It also met jointly with the Committee on Ground Movement and Subsidence. At the general session, John B. Dilworth presented a report of the Committtee on Methods of Valuing Coal Proper- ties and R. H. Sweetser a report of the Committee on Evaluation of Coal for Blast-furnace Coke. C. B Huntress, Executive Secretary of the National Coal Association, was the principal speaker at a luncheon on Monday, at which Eli T. Conner, Chairman of the Division, presided H. N. Eavenson, newly elected President of the Institute, and Edward W Parker, Secretary-Treasurer, of the Anthracite Institute, also spoke. The Executive Committee of the Division met Tuesday afternoon. The Sectional Committee on Classification of Coal met on Thursday morning and the Technical Committees on Scientific and Use Classification of Coal on Thursday afternoon. The Committee on Mining Methods held two general sessions, one for presentation of a half-dozen interesting papers on strictly mining subjects, the other on Aerial Transportation. Some fifty years ago, iron-ore was discovered near the town of Sheldon, Franklin County, Vermont, in a vein out-cropping on a knoll near Black Creek, which empties into the Missisquoi River a couple of miles away. A short time after this discovery, the owners, Mr. TV. 0. Gadcomb and Hon. Lawrence Brainerd, both of St. Albans, commenced mining (mostly by open cut), and also erected a Catalan forge, from which iron blooms were produced, most of which were worked into bar-iron and used in the neighborhood of the forge, while some were shipped by Lake Champlain to Troy, Albany and New York. But by reason of the lack of any railroad connections, and an insufficient demand for the blooms, this forge was subsequently abandoned, and the material used in its construction removed to other places. Mr. Keith, of Sheldon, used for many years a mixture of this ore with bog-ore from Swanton, in a charcoal blast-furnace, the product of which he consumed partly in his own foundry, shipping, however, a considerable amount to Troy and New York. Accurate data as to this enterprise are not at hand. The same vein has since been traced for some 20 miles, and some prospecting has been done 011 its outcrops at Berkshire, Enosburg and a few miles east of St. Albans; but the vein being small, only a few car-loads of ore were taken out from these places. The commencement of the St. Albans Iron and Steel Works in 1872, and the erection in 1877 of a ten-ton Siemens open-hearth furnace for the manufacture of steel rails, opened a new use for this ore. Young† (communication to the Secretary): Before the appearance of Mr. Scott's paper in these Transactions we were not specially interested in the investigation which he has started; but at his request we have endeavored to collect from musty records and the recollection of our old friends a brief chronicle of the progress made by this house. As 3000 instruments were manufactured by us before any descriptive record was kept, and 2000 more before the record contained more than a statement whether the instrument was a transit or a level, and sometimes its size, we approach the task with timidity, trusting that the reader will bear the difficulties in mind, particularly as the writer's predecessors, from whom, no doubt, the information desired could have been obtained, have passed away. Instruments for surveying were manufactured by David Rittenhouse, of Philadelphia, as early as 1760; but it was not until late in the first quarter of this century that there was any American market for an instrument outside of the ordinary surveyor's compass. With the advent of canals and railroads, and the more extensive development of the Pennsylvania coalfields, arose a demand for surveying-instruments to meet problems in engineering beyond the limited field of the compass. Modern advances in practically all lines of industrial develo1)ment have occurred in such rapid succession, and have been accepted so readily as accomplished facts, that a retrospect surprises us, by showing how comparatively few of the acknowledged factors of improved conditions may be considered as old. While these advances have not been confined to any country, they have been more pronounced in some than in others, and nowhere more so than in the United States, the population of which, having multiplied nearly three-fold between 1870 and 1910, demanded a proportionately greater increase in materials, supplies, and manufactured products. It therefore appears desirable to discuss mainly conditions in the United States, as concrete evidence of industrial progress throughout the world. Looking backward for but three generations, me mar trace the introduction and developmerit of canal- and steamboat-narigation ; railroad-transportation; artificial illumination beyond that f'urnished by candles and animal-oils; quick communication by mail, and subsequently by telegraph or telephone; the manufacture of iron, beyond forms of small dimensions; the production and utilization of steel in large quantities; the economic use of mineral fuel, oil and gas, etc. The practical coincidence of the fortieth anniversary and the 100th technical meeting of the American Institute of Mining Engineers, offers temptation to recall and compare the conditions of milling and metallurgy in or about the years 1871 .and 1911. A complete résumé would cover phenomenal changes in mining-methods and equipment by which the output of individual exploitations has grown from scores to hundreds and even thousands of units in equal time-intervals. In his paper on the calculation of harden-ability from chemical composition, Gross-mannl discussed the effect of most of the alloying elements used commercially. The purpose of the work reported in this paper was to determine the effect of several other elements on hardenability—arsenic, antimony, beryllium, cobalt, columbium, germanium, tellurium, tin, aluminum, and titanium—and to extend the range of composition of some of the elements studied by Grossmann—chromium, copper, manganese, molybdenum, nickel and silicon. Experimental Methods To determine the effect on hardenability, suitable amounts of the alloying elements were added to experimental heats and the hardenability determined by means of end-quenched hardenability specimens. The steels were melted in a high-frequency induction furnace with a basic crucible, using ingot iron as a base for some of the heats and S.A.E. 1015 for others. The alloying additions were made as ferroalloys or as metal, depending on the alloying element. Hundred-pound heats were split and poured into square, tapered, cast-iron ingot molds with hot tops. Aluminum was not used as a deoxidizer in most of the heats. The ingots were homogenized for 12 hr. at 1260°C. (23oo°F.) and forged into rounds of I½ -in. diameter. Louisiana experienced deeper and increased drilling during 1934, resulting in the discovery of five new fields: Bosco, Acadia and St. Landry Parishes; Lake Hermitage, Plaquemines Parish; Roanoke, Jefferson Davis Parish; Gillis, Calcasieu Parish; and Four Isle, Terrebonnc Parish. New sands were discovered at New Iberia, Iberia Parish; Lake Washington, Plaquemines Parish; Sligo, Bossier Parish; and in the Rodessa gas field, Caddo Parish. Other miscellaneous events worthy of mention are the continued leasing of prospective oil and gas lands in North and South Louisiana, extensive geophysical work in the Gulf Coastal area, and increased interest in the development of flank production on piercement type domes, resulting in the acquisition of flank acreage and the leasing of several shallow domes in the Gulf Coast and Interior salt-dome areas. The total oil production for Louisiana during 1934 was 32,529,082 bbl., an increase of 6,929,280 bbl. over 1933. The total daily production at the end of the year from 2421 wells was 102,752 barrels. North Louisiana During the year, 144 oil wells and 68 gas wells were completed in North Louisiana as compared with 111 oil wells and 47 gas wells during 1933. The North Louisiana oil production was 9,274,050 bbl. as compared with 10,023,580 bbl. during 1933, a decline of 749,530 bbl. The normal decline in the old fields and especially in the Zwolle area was partly offset by increased production in the Converse field, Sabine Parish, and by acid treatment of wells in the Zwolle, Converse and Caddo fields. There were no new fields discovered during 1934. During the year R. W. Norton enlarged the boundaries and reserves of the Rodessa gas field. A series of gas-bearing sands, was discovered in J. B. French, No. 1-B, sec. 34, 23 N. 16 W., below the oolitic lime found at 5500 ft. in which formation all previous wells had been completed. The total depth of this well was 5825 ft. Early in the year 1875, some difficulty was experienced in the " Old blast-furnaces " of the Cambria Iron Company, at Johnstown, Pennsylvania, arising from the increased use of native coke, prepared in Belgian ovens near the furnaces, in mixture with Connellsville coke, in the production of Bessemer pig-iron. This was the more surprising at that time, because a very caulplete coal-crushing and washing apparatus, after the Bradford plan, had just been put into successful operation, affording a pure coal for coke-making. It was confidently expected that this thorough cleansing of the coal would improve the quality of the coke and fit it for the increasing manufacture of Bessemer pig-iron. But the trouble with the native coke continued. Experiments in fuel charges-increasing and reducing them—failed to correct the irregular working of these furnaces. Increasing the charge of native coke produced abnormal heat at the top of the furnace, reducing it cooled the furnace below. At this stage of affairs, the Hon. Daniel J. Morrell, general manager of the Cambria Iron Company, requested the writer to make the requisite investigation to determine the nature of this coke-difficulty, and to ascertain why the Johnstown coke could not be used in blastfurnace work as well as Connellsville. This task at first did not appear to present any special difficulties, but subsequently it expanded into proportions that caused no little anxiety. The first effort was directed to procuring average samples of Johnstown and Connellsville coke.
