Many different methods of measuring the in-situ stress field have been developed in recent years. They are all based on the assumption of elasticity without allowing any viscoelastic deformation. By using the high resolution strain-measuring technique recently developed in the laboratory at Serata Geomechanics, many rocks were found to be viscoelastic. The viscoelasticity of rock media was found to be dependent upon the resolution of the strain measurement. The higher the resolution of the strain measurement, the greater number of rocks could be identified as viscoelastic. All rocks eventually exhibit viscoelastic deformation under high stresses relative to the strength of the material. Therefore, the conventional methods of elasticity become less reliable with increase of ground stress. In deep underground formations, even hard rocks become viscoelastic. At the same time, many ground formations near the surface are actually viscoelastic. A new method was developed in the laboratory to determine the in-situ stress field in viscoelastic rock media. Rocks in general exhibit a small amount of viscoelastic creep whenever mean stress and octahedral shearing stress are changed substantially from their initial states. Such changes take place around a borehole immediately following the drilling although they are short-lived. We developed a viscoelastic method of determining the in-situ stress field by relating the time-dependent behavior of the borehole with the tensor properties and stress field of the underground. China now leads the world in antimony production, having contributed during recent years something over 60 per cent. of the world's production. The history of the antimony industry of China dates back to 1897 when the Tai Shing Co. was formed, under contract with the Hunan Bureau of Mines, for the smelting of the ore to crude; and in 1908 the Wah Chang Mining & Smelting Co. was formed for the smelting and refining of the ore and crude to regulus. The writer was then asked to take charge of the erection and control of this first plant for regulus production in China and has, since then, been more or less connected with the antimony industry in this country. This paper contains the results of many years' experience in connection with the Wah Chang Mining & Smelting Co., Changsha; the Pao Tai Mining & Smelting Co., Wuchow; the Loong Kee Smelting Works and the To-Cheng Smelting Works, Hankow; as well as information gathered from various other small smelters, scattered in different parts of the Provinces of Hunan, Hupeh, Kwangsi, and Kwangtung. An idea of the growing importance of regulus production in this country can be gleaned from the fact that, within a period of about 8 years, the export of regulus from Hunan alone jumped from 3 tons in 1908 to about 6000 tons in 1915; that a production of about 23,000 tons of regulus per year could easily be effected from all the smelters, as tabulated below, most of which were erected a year or two ago under the stimulus of the war booms, if the price at Hankow were to stay somewhere about $900 (Mexican) per ton, half of what it was at its height, thus enabling the utilization of ores from the hinterlands of the provinces; and even under the present ruling of prices and the closing of the less favored smelters, the production of regulus should not be less than 12,000 tons per year.

By caving a block into the workings of its open pit and using the block as an ore transfer, the lnspiration Consolidated Copper Co. has solved a transportation and sizing problem, making possible a great expansion of open-pit methods as applied to Inspiration ore-bodies. FROM 1915 to 1948 the entire production of Inspiration Consolidated Copper Co. was supplied from underground mining. The sole method used was block caving. Underground haulage and hoisting facilities were designed and geared to large-scale production. Beginning in 1948 open-pit mining was substituted for block caving in a portion of Inspiration's Live Oak orebody. The idea proved so attractive that before the Live Oak pit had come into production, another pit on the Colorado orebody (now the Thornton pit) had been laid out and stripping started. It should be noted that these orebodies were not new and the entire program was one of changed methods of mining. Since part of these orebodies had already been mined by block caving methods, it must be recognized that haulage levels had been established under the area or adjacent to it. The orebodies lay on the south side of Inspiration Ridge, while the shafts, crushers, and treatment plants are all on the north side of this ridge. The existing main crushing plant was designed to take a maximum of 12-in. material, and all ore was sized to this dimension by passing through grizzlies in the stopes. In the original planning for open-pit work much thought was given to the transfer of ore to existing underground levels for haulage and hoisting from the regular shafts. If this could be done the necessity of crossing the ridge could be eliminated. Final decision called for cutting a road through the ridge, installation of a primary crusher at an elevation of 3968 ft on the north side of the ridge, and railroad haulage with existing facilities to the main coarse crusher. This decision was brought about by the difficulties of properly sizing and transferring to underground haulage large tonnages of coarse breaking oxide which lay on the upper benches of the proposed pit. Trucking over the ridge on a 7 pct grade would give a cheaper and more flexible operation in handling this material. The benches in the pits are laid out at 50-ft inter-vals and designated according to elevation above sea level. The lowest bench in the original pit was laid out at 3500-ft elvation. All haulage roads are on a 7 pct grade and a vertical lift of 468 ft was considered about the maximum economically possible from a cost standpoint. After 2 years' operation the advantages of pit mining, both from the standpoint of costs and flexibility of operation, became more and more apparent. Studies were then started to develop the extension of open-pit mining to more of the ore reserve than had been planned originally. The idea of transfer raises was again explored. Obviously, as elevation of the pit was lowered, shorter transfer raises would be needed to reach the main haulage levels. Transportation from the lower elevations to the rim of the pit by belt conveyor or skip hoisting was also considered. However, it was recognized that sizing would be required both for conveying and regulation of feed size to the main crusher plant. This would necessitate a fixed or portable crusher located somewhere in the pit. It was known that the sulphide ore at the lower elevations was softer and easier to break than the overlying oxide of the upper benches. This sulphide ore is very suitable for grizzly sizing. Calculations indicated that for ore mined on 3650 elevation, costs for trucking to the primary crusher, crushing, and delivery by railroad to the coarse crusher would equal costs for dropping the same material to the 600 level, hauling underground, and hoisting directly to the coarse crusher bins, provided a suitable method of sizing and transferring could be developed. Above 3650 elevation costs would favor surface haulage; below they would favor underground haulage. FRom time to time metal-mine engineers have inquired why anthracitc mines and their preparators are rarely operated on the two or three-shift basis. The subject may be approached as affecting: labor, development, the underground workers, the preparator, the outside workers, capital, the supply account, power consumption, the storage of coal over various shifts, railroad car supply, and the market. Labor From the start, the adoption of a plan of three full-shift operations in a day would cause difficulty with the colliery employees, for they have never worked on that plan and would show their resentment by suspending work. Even if they could be induced to work according to this schedule they would not be as efficient, for they would be working more or less unwillingly at hours at which they are accustomed to rest. Operation on a three-shift basis would necessitate triple manning of each working place, and dissensions would arise between the men, for each shift would claim that the preceding shift had taken undue advantage and had not left as favorable conditions as it had found. To obviate these disputes it might be [necessary to let out the work to a contractor, who would hire his helpers to mine out the chamber, or breast. The state mining law requires that a miner be put in charge of each working place. To conform with this provision he would have to hire three helpers and two miners to mine the breast. The labor unions have been trying to abolish the subcontractor in mine work and any method of working that would cause his return, however innocent in purpose, would result in labor disturbances. It might be possible to form partnerships of three miners working a place together, but these men would be quite likely to have frequent dissensions as to the proportion of work performed by each shift. Although furnaces constructed of refractory brick have been operated for many decades, there has always been an unfulfilled desire by the operators for a less arduous and more satisfactory method of patching weak spots and burned-out zones in order to postpone and to effectively extend the termination of a furnace campaign. Not only has this desire frequently arisen when small spots have approached incipient failure while the furnace structure as a whole was still in good condition, but also when larger areas showed signs of needing replacement. The available methods have been arduous, sometimes dangerous, inefficient with respect to the life of new refractory material used, and nearly always have necessitated interruption of the continuity of the furnace operations and therefore reduction in furnace production during the period of time required for the repair work. Most of these older methods have involved the replacement of masonry by refractory shapes in the weakened areas. Many attempts have been made to develop a method of patching the burned-out areas by spraying granular refractory material upon old surfaces. While some success has been attained in attempts to renew the grooved, corroded side walls and fettling, and the edges of hearths, there have been no known successful applications of the spraying method in patching the underside of arches of operating furnaces. The method developed recently at the Clarkdale smelter of the United Verde Branch of Phelps Dodge Corporation, at Clarkdale, Aria., and described in this paper, has been found to be not only convenient and successful with respect to patching vertical or inclined surfaces, but has met with a marked degree of success in patching the parts of furnace arches that are exposed to flame, the successful result being obtained without interruption or interference with the continuity of furnace operations. In the course of some experiments more than five years ago, made for a totally different purpose than the investigation of the oil used, I placed a small quantity of a transparent yellow lubricating oil in a bomb-like vessel and heated it to a relatively high temperature. At the end of the experiment I removed the oil from the vessel and was amazed to find that instead of bearing any resemblance to the oil which I had put in, it now had the appearance of ordinary crude oil. The green color by reflected light and the rich red-brown by transmitted light were so unmistakable as to at once lead to further investigation. I subjected the material to fractional distillation, and the surprise which I experienced at the appearance of the oil, changed to amazement when I found that it yielded, on distillation, 15 per cent. of gasoline and 30 per cent. of burning oil, and that its constitution resembled crude oil quite as much as did its appearance. Furthermore, the gasoline and kerosene distillates which it yielded were of a clear water-white color, entirely without treatment with acid or alkali, and were entirely free from the odor familiar in "cracked" petroleum distillates. The result of this experiment was quite too remarkable to be credited without further confirmation, and I at once filled the vessel with some of the same oil that I had used before, and again heated to about the same temperature that I had previously used, and for the same period of time. Upon opening the vessel and removing the contents I found, not the material resembling crude oil that I had obtained before, but apparently only the same oil that I had put in, somewhat darkened in color, but nevertheless far different in appearance from the material obtained in the previous experiment. Evidently some condition existed in the first experiment that had not existed in the second test, and here began a series of tests in which I sought by the change of one variable after another to arrive at the identical conditions which must have existed in the first experiment. The picturesque little mining town of Grass Valley, nestled in the foothills of the Sierra Nevada mountains, at an altitude of 2500 feet, has been for 43 years the scene of uninterrupted activity and prosperity, as the center of a mining district which was intimately associated with the pioneer days of California, and the discovery of gold by James W. Marshall, in El Dorado county, in January, 1848. Although placer-mining was inaugurated in Nevada county as early as 1848, the first quartz ledge was not located until the summer of 1850. Discoveries made on Gold Hill and Massachusetts Hill increased the excitement in quartz-mining, and hastened the erection (during the same year) of the first mill operated in the State. At the close of 1864, the district had produced $23,000,000 in gold, and all the well-known properties of to-day had been discovered and worked. The Eureka-Idaho, the North Star, and the Empire mines were in active operation ; and to-day we still find them equipped with large crushing-plants, operating 80 per cent. of all the stamps in the immediate Grass Valley district. Of the mines just named, the North Star possesses the most recently constructed mill, a description of which, the writer believes, may prove of interest to members of the Institute engaged in the milling of goldores. During the year 1386, operations at the North Star mine (the property of the North Star Mining Company) had reached such a stage of development that the necessity of a crushing-plant at the mine became imperative, and early in October the erection of a 30stamp mill was in progress. The building designed to contain 40 stamps was speedily erected ; and within sixty days the large structure was under cover. GEOLOGICAL problems are approached from a geometrical (space relations) viewpoint, a kinematical (time sequence) viewpoint, or a dynamical viewpoint. The first two require sound training in conventional geology and in field methods. The third approach requires a solid foundation of chemistry, physics, and mathematics. Modern training for geologists should include close integration of basic sciences with geological principles. INTRODUCTION Our knowledge of the earth has increased tremendously during the last half century. We know more about its surface configuration, the distribution of its natural resources, the procession of living forms that inhabited it in the past, the chemical composition of its oceans, the areal distribution of its surface rocks, the movements of its atmosphere, and so on. Not only do we know more facts about the earth, but we have a better understanding of the processes that take place on and within it, such as the nature of earthquakes, the thermodynamics of the atmosphere, the chemical equilibria involved in the formation of igneous rocks, the mechanics of stream flow, the dynamics of the earth's origin, and so on. Many sciences contributed to the sum total of this knowledge, including such established disciplines as geology, geography, physics, chemistry, astronomy, biology. Out of this accumulation of new knowledge grew also a group of new sciences, such as seismology, oceanography, meteorology, volcanology, hydrology. Collectively these latter are known as the geophysical and geochemical sciences, and to a large extent they began as branches of geology. Until the turn of the century, for example, the study of earthquakes (seismology) was a part of geology, although as early as 1846 Mallet, a physicist, had suggested that the subject could be investigated by elastic-wave theory. Comparatively little progress was made along these lines until the seismograph was developed near the turn of the century; since then, additional earthquake data have accumulated rapidly, but more important, the interpretation of these data essentially has kept pace with their accumulation. In similar fashion, meteorology was generally considered a branch of geology as recently as one or two decades ago. Considerable progress had been made in such aspects as weather forecasting, but the science dates its recent rapid rise from the year 1911, when Bjerknes first applied the principles of dynamics to the analysis of air masses. The rapid development of such disciplines as oceanography, volcanology and hydrology was due in part to the application of principles of chemical equilibrium, of dynamics, and of thermodynamics to earth problems, by men who were essentially physicists or chemists by training. The last half century, therefore, and particularly the last two decades, saw the influx of numerous chemists and physicists into the realm of the earth sciences. The first systematic attempt of the National Museum to gather material representing the economic geology and metallurgy of the country was made in connection with the Centennial Exhibition. The department may be considered as having originated then, althongh it was not formally inaugurated until December, 1882. Previous to the Centennial, all the illustrations of economic geology had been included in the mineral collection, and the illustrations of metallurgy were so very few that they had also been included with the minerals. When the museum began its collections for the Centennial, the subject of the mineral resources of tile United States was placed in the hands of Professor Wm. P. Blake, who was eminently fitted to undertake the work by his experience at various international exhibitions and his extensive acquaintance with the mining industry of the country. Professor Blake prepared a broad and exhaustive plan for this purpose, and the very large collection shown at Philadelphia was well calculated to set forth the vast mineral wealth of the country. The history of the department proper may conveniently be divided into three periods : first, the formative period, during which the Centennial material was mainly administered upon, ending Jnly 1, 1884, with the beginning of the preparation for the New Orleans Exposition; second, the New Orleans Exposition period, from July 1, 1884, to June 30, 1887, during which the collections for the New Orleans Exposition were made, exhibited at New Orleans, returned to Washington, and installed permanently in the museum; third, the southwest-court period, from July 1, 1887, to October 1, 1889, during which the collections were arranged in the southwest court of the museum.

The study of the creep of metals under conditions of prolonged loading has received the attention of many investigators for several years and almost innumerable papers have been published on the various aspects of the subject. As it appeared that much could still be learned from a study of single crystals, the present work was carried out to study the effects of temperature and conditions of loading upon the properties and deformation in tension of single crystals of alpha brass containing about 70 per cent copper and go per cent zinc. In particular, it was hoped to obtain information from tests below and above the recrys-tallization temperature of the material, so that properties such as elastic limit, yield point or critical stress, and manner of deformation might be compared for tensile tests at an ordinary loading rate and for prolonged loading. Accordingly, short-time tensile tests and creep tests were made at room temperature, 300°, 500° and 700°F. The two latter temperatures are above the lowest possible recrystallization temperature of polycrys-talline 70-30 brass. Previous Work Clarke and White1 have made creep tests of some copper-zinc alloys, including 70-30 brass, and copper-zinc-tin alloys at temperatures both below and above the recrystallization temperature of the materials considered. Hanson and Wheeler2 have studied the flow and fracture of single crystals of aluminum for short-time and prolonged tensile loading over a range of temperature extending from room temperature to 400°F., their experiments being made without consideration of the orientations of the test specimens. Extensive creep and fracture tests on single crystals of lead at room temperature have been made by Betty3 and by Baker, Betty and Moore." Results of the last-named investigation were published while the present work was in progress. Miller5 examined the elastic limit of zinc single crystals at and above room temperature by means of creep tests, while Miller and Milligan6 reported the results of tests designed to show the influence of temperature on elastic limit of single crystals of aluminum, silver and zinc. The behavior of iron crystals under static tensile loading at room temperature was reported by Gensamer and Meh17 while the present investigation was in progress. Their specimens exhibited a well-defined yield point, below which no appreciable creep could be detected. The manner of yielding proved interesting, as the shape of the creep-time curve for the iron crystals differed from the common type of crcep curves. Elongation did not begin immediately, or at least was initially very slow. The rate of elongation then increased continuously and finally decreased to zero. This S-shaped type of elongation-time

It has been reported recently1 that the hardenability and toughness of forging steels may be improved appreciably by the use of complex deoxidizers containing titanium, aluminum, and vanadium. In the light of these results, an investigation of similar deoxidizers containing various hardening and grain-refining elements was proposed. These deoxidizers included three manganese-silicon-aluminum-titanium al- loys with and without boron and calcium, three titanium-aluminum ferroalloys with vanadium, molybdenum and zirconium, respectively, an aluminum-zirconium ferroalloy, and plain ferroboron. Their approximate compositions are given in Table I, and the results obtained so far in the investigation of their effects on steel are presented in the later parts of this paper. Method of Using Deoxidizers The deoxidizers listed in Table I were used in three series of 0.40 per cent carbon steels, which were melted in a small basic-lined induction furnace and cast in the form of I7-lb. ingots about 2.75 in. square. The basic charge for each heat was 10 lb. Armco iron and 6 lb. of clean low-carbon sheet-steel scrap. When melted, this charge was deoxidized with 15 grams of ferrosilicon, then about 500 grams of pig iron was added to give the desired carbon content. After the pig iron was dissolved, nickel shot and high-carbon ferrochromium were added if required, and additions of 80 per cent high-carbon ferromanganese and 50 per cent ferrosilicon were made to provide the proper amounts of those elements. Aluminum was added to every heat 2 min. after the silicon, for grain-size control and preliminary deoxidation. One minute later the special deoxidizer was added to the clean bare surface of the molten steel, and 2 min. afterward the steel was poured into the ingot mold, using a hot-top and pipe-preventing compound after pouring to decrease the depth of the shrinkage cavity. The special deoxidizers were used mostly in the form of about ½ to¾-in. lumps,

The progress made in recent years in the art of dispersion-hardening has naturally led to an intensive study of alloy systems capable of yielding supersaturated solid solutions at ordinary temperatures. In general, the investigations have been confined to rather precise determinations of solubility limits and to experimental approaches designed to furnish more complete information regarding the rate and nature of precipitation under appropriate thermal conditions. Efforts are being made to focus more sharply on the atomic changes that are a direct consequence of the instability of the supersaturated solution. Here precision X-ray methods have come to be of considerable importance because lattice parameter measurements indicate very precisely the concentration of solute atoms in the solvent lattice. In spite of the general acceptance of parameter values as a criterion for the placing of solubility limits, it may be suggested that no thorough appraisal has been made of the several factors that conceivably may affect such measurements. More specifically, little attention has been devoted to the significance of surface energy conditions, specimen size and method of preparation, with particular regard to the genesis of the grains and the surface concentration changes as a consequence of heat treatment and etching. Stenzel and Weertsl recently published the results of a detailed study of precipitation reactions in aluminum-rich copper alloys. They found that, although copper lowers the lattice constant of aluminum, a 5 per cent copper alloy quenched from 150" and 225' C. had parameter values unquestionably higher than that of pure aluminum. Their results seem to substantiate, at least qualitatively, the earlier work of von Göler and Sachs,2 who indicated a parameter value, for the same alloy annealed for 24 hr. at 200° C., some 0.0008Å. larger than that of pure aluminum. Hanson and Wheeler2 have studied the flow and fracture of single crystals of aluminum for short-time and prolonged tensile loading over a range of temperature extending from room temperature to 400°F., their experiments being made without consideration of the orientations of the test specimens. Extensive creep and fracture tests on single crystals of lead at room temperature have been made by Betty3 and by Baker, Betty and Moore." Results of the last-named investigation were published while the present work was in progress. Miller5 examined the elastic limit of zinc single crystals at and above room temperature by means of creep tests, while Miller and Milligan6 reported the results of tests designed to show the influence of temperature on elastic limit of single crystals of aluminum, silver and zinc. The behavior of iron crystals under static tensile loading at room temperature was reported by Gensamer and Meh17 while the present investigation was in progress. Their specimens exhibited a well-defined yield point, below which no appreciable creep could be detected. The manner of yielding proved interesting, as the shape of the creep-time curve for the iron crystals differed from the common type of crcep curves. THE Cornucopia gold quartz veins form a parallel vein system traversing metamorphic and granodioritic rocks. Field and petrographic evidence suggests that metasomatism has played an important role both in the emplacement of the granodiorite and in the formation of the veins. Structurally the veins appear to be related to the major tectonic features of the Wallowa Mountains and to be narrow shear zones rather than filled fissures. Petrographic studies indicate a complex history of formation starting from initial alteration along fractures or joints followed by recurrent fracturing and a quartz-forming stage, and closing with continued shearing and microbrecciation, which permitted the upward percolation of the later ore- forming solutions. The precipitation of ore minerals from these solutions formed ore shoots. Postmineral effects include the injection of Tertiary basaltic dikes, a slight amount of cross faulting, and some movement along the planes of the veins as well as oxidation.

It has been reported recently1 that the hardenability and toughness of forging steels may be improved appreciably by the use of complex deoxidizers containing titanium, aluminum, and vanadium. In the light of these results, an investigation of similar deoxidizers containing various hardening and grain-refining elements was proposed. These deoxidizers included three manganese-silicon-aluminum-titanium al- loys with and without boron and calcium, three titanium-aluminum ferroalloys with vanadium, molybdenum and zirconium, respectively, an aluminum-zirconium ferroalloy, and plain ferroboron. Their approximate compositions are given in Table I, and the results obtained so far in the investigation of their effects on steel are presented in the later parts of this paper. Method of Using Deoxidizers The deoxidizers listed in Table I were used in three series of 0.40 per cent carbon steels, which were melted in a small basic-lined induction furnace and cast in the form of I7-lb. ingots about 2.75 in. square. The basic charge for each heat was 10 lb. Armco iron and 6 lb. of clean low-carbon sheet-steel scrap. When melted, this charge was deoxidized with 15 grams of ferrosilicon, then about 500 grams of pig iron was added to give the desired carbon content. After the pig iron was dissolved, nickel shot and high-carbon ferrochromium were added if required, and additions of 80 per cent high-carbon ferromanganese and 50 per cent ferrosilicon were made to provide the proper amounts of those elements. Aluminum was added to every heat 2 min. after the silicon, for grain-size control and preliminary deoxidation. One minute later the special deoxidizer was added to the clean bare surface of the molten steel, and 2 min. afterward the steel was poured into the ingot mold, using a hot-top and pipe-preventing compound after pouring to decrease the depth of the shrinkage cavity. The special deoxidizers were used mostly in the form of about ½ to¾-in. lumps,

When this study was started very little information was available regarding the physical characteristics of West Virginia coals. This was particularly true of friability and of crushing strengths of the coals. Some work had been done on specific gravity studies but the available information applied to only a few coals. In practically all coal-classification systems thus far proposed, the predominating factors of classifications are largely based on the chemical characteristics of the coal. Recently some investigators have pointed out that a classification based on chemical and physical properties of coal might serve to place coals in their proper group better than classification systems based on chemical properties alone. One of the aims of this study was to obtain some data on the physical properties of coal which might help to classify West Virginia coals. The Samples Fig. I shows where the coal samples were obtained and the approximate division line of the high and low-volatile coal fields of the state. The relative geological horizons of the coal beds tested are shown in Fig. 2. In securing samples of coal for friability and specific gravity tests, it was the aim always to obtain a representative sample of lump coal produced at a particular mine. The samples were obtained from the loading boom, the railroad car, or the mine cars. Wherever it was possible to secure samples from a loading boom they were taken from it by taking shovelfuls of coal from the loading boom every minute until about 200 lb. of coal was obtained. If there were no loading booms used at the mines sampled, the coal sample was taken from a loaded railroad car by systematically taking shovelfuls of coal at definite intervals over the whole top of the car until about 200 Ib. of coal was obtained.

BEGINNING in December, 1933, and continuing to the close of April, 1934, large sums of money were expended in the states of Pennsylvania, Ohio and West Virginia through the conduct of Federal and State Civil Works Administration, financed by the Government as a part of the President's recovery program to furnish employment to mine employees idle as a result of the economic depression. PURPOSE OF THE PROJECT The protection of the public health against the pollution of public water supply by acid mine drainage was the incentive that prompted the request that the sealing of abandoned bituminous coal mines be made a Federal project. A paper before the Central Section of the American Water Works Association, Wheeling, W. Va., on Aug. 24, by E. S. Tisdale, Chief Engineer of the West Virginia Department of Health, tersely says: In October, 1933, the combined experience of the U. S. Bureau of Mines and the U. S. Public Health Service and the States of Pennsylvania, Ohio, West Virginia and Kentucky resulted in a report being filed in Washington, first with the Public Works Administration and later with the Civil Works Administration, where it was favorably acted upon, calling for these governmental agencies under the direction of the U. S. Public Health Service to expend $1,500,000 in a unified effort to seal abandoned coal mines in Pennsylvania, Ohio, West Virginia, Kentucky and six other states farther down along the Ohio river. The report referred to was embodied in a petition that was signed by the chief engineers of the State Departments of Health of the several states contiguous to the drainage area of the Ohio River. The project as established under Federal supervision became interstate with respect to the several states involved, and upon the termination of the Federal project on Feb. 15, it was authorized as a State C.W.A. project, effective Feb. 20, under the supervision of the State Departments of Health and the State C.W.A. Administration, which continued to March 29, and was succeeded by the S.E.R.B. of the R.W.D. from April 2 to April

Growth of the Society When the Institute was born in May, 1871, it was given the name American Institute of Mining Engineers. Yet from its conception a few months earlier, its genetic code clearly carried the message that metallurgy was equal in importance to mining. Thus, the "call" for the initial meeting, which was sent out in April of that year by three mining engineers, Eckley B. Coxe, R. P. Rothwell and Martin Coryell, gave this first objective of the proposed organization as: "the more economic production of the useful minerals and metals." And this call concluded: "Anyone who may have devoted himself to a particular subject connected with either mining or metallurgy, and who may be possessed of new facts in reference to it, would greatly aid in furthering the objects of the proposed association by preparing a paper giving the results of his experience." In response to this call, a group of 22 men assembled in Wilkes-Barre, Pa., for a 3-day meeting beginning May 16, 1871. On the first day, a set of 20 "Rules" was adopted, of which Number 8 read, in part: "The words mining engineers in these rules comprehend engineers connected with mining and metallurgy." On the second day, 18 officers were elected, of whom nine were not present. Moreover, as if to emphasize that the words about metallurgists were to be taken seriously, one of those elected in absentia was the president, David Thomas, a Welshman who had founded the Thomas Iron Co. and who built the first anthracite-fired, hot-blast furnace in this country. The second meeting of the Institute, held in Bethlehem, Pa., in August, had a more metallurgical flavor, and the third meeting, in November, was held in what was then one of the great steel-making centers of the country - Troy, N. Y. This was the home of the Albany and Rensselaer Iron and Steel Co., which held the American rights to Bessemer7s machinery patents. And it was here that the great American steel master, Alexander L. Holley, carried out a series of experiments that led to improvements in the design and method of operation of the Bessemer vessels. It was at this meeting that Holley and Henry Marion Howe, then a "student" at the Albany and Rensselaer plant, were admitted to membership.
