ENACTMENT of Public Law 290 by the 78th Congress authorized the U. S. Department of the Interior, Bureau of Mines, to conduct an experimental program to develop the technology for obtaining oil from oil shale. In adopting and later extending this legislation, the Congress recognized the impending necessity of supplementing ground petroleum reserves with synthetic fuels. Under the provisions of this legislation, the Bureau of Mines, among other things, was charged with the responsibility of developing mining techniques, methods, and equipment for mining the oil shales of the Green River formation of Colorado, Utah, and Wyoming.

In recent years interest has been aroused in flotation rate studies both from a technical and a more practical aspect. With increasing fineness of grind becoming a necessity in treatment of low grade ores, differences in flotation rates of various size ranges will assume importance in the evaluation of overall recovery results. Theoretical analysis of flotation kinetics was initiated by Schuhmann, who sought to define flotation rate of a given mineral and specified size range in terms of certain physical variables of the flotation system. Using as a basis for his analysis the bubble- particle encounter hypothesis previously advanced by Gaudin, Schuhmann writes for the rate of flotation (R,) of particles of average size x, [ ]

Data are presented which show that fractions of varying densities from the same coals are oxidized at different rates by nitric acid. From oxidation data, the approximate quantity of "bright" and "dull" components may be calculated. Definite relationships between oxidation rate and rank are shown for density fractions from at least two bituminous coals.

Since 1978, new tax measures affecting the mining sector have been relatively favourable, evidencing a moderately enhanced government awareness and sensitivity towards the industry's concerns. Today, although the industry continues to face a complex and sometimes capricious tax system, a wide range of tax provisions offer some excellent opportunities to the industry. This paper examines the basic features of the present tax environment, discusses some of the more important changes of recent years, and comments on the outlook for mining taxation in Canada.

An anhydrous chlorination process for the recovery of copper from chalcopyrite was investigated. Pelletized concentrate was reacted continuously with gaseous chlorine in a vertical shaft reactor at 550° and 650°C. While the copper was withdrawn with the rest of the metals as molten chlorides from the bottom, 99-x% sulfur was distilled from the top of the reactor. The molten metal chlorides were pulverized and dropped continuously into an upward flowing stream of oxygen. Over 80% of the iron chlorides were converted to oxides in a vertical free-fall reactor at 800° and 900°C while the copper chlorides passed through unoxidized. Copper was recovered in powder form by electrowinning continuously from chloride solutions using a diaphragm cell. The product sloughed easily from a titanium cathode and showed no iron contamination. Current efficiencies and power consumptions averaged 77% and 1.24 kw-hr per lb.

The hematite iron ore mines east of the Hudson River are confined to a strip of country ten to fifteen miles wide, commencing on the south, near Fishkill, running northeast through Dutchess County, and striking the southeast corner of Columbia County, extending into Litchfield County, Conn., known there as the Salisbury mines, cropping out again at and near West Stockbridge, Lanesboro, and Cheshire, Mass., also in Bennington County, Vermont. The ores are found in beds or deposits and in veins, with a limestone ledge on one side and slate on the other, from six to thirty feet from the surface. SOON after the Waelz plant for the fire concentration of low-grade zinc ores was put into operation in the early part of 1929 at Katowice, it was found that the conveyor equipment for transporting the hot residue from the furnace dust chambers was inadequate. Hand tram-ming with water cooling was used for a time, but that method was injurious to the workmen as well as costly. The problem was to find some practical mechanical means of conveying flue dust at temperatures of from 450° to 600° C. as it was drawn from the dust chambers. After considerable preliminary investigation it was decided to install pneu-matic equipment for conveying the hot materials to a central mixing plant, where it would be mixed with slime and from which it would be returned to the furnace feed hoppers. The first pneumatic equipment was installed in 1930, and has been in successful operation since that time. The pneumatic method of transportation has shown a considerable saving in operating costs over the former methods of dust handling and a decided improvement in working and hygienic conditions at the plant, through the elimination of the dust hazard. Additional pneumatic equipment was installed in 1933 for conveying the furnace fume from the baghouses to the roaster plant. At the same time pick-up lines were provided for collecting the cleanings from the vertical and horizontal cooling pipes that are between the furnace dust chambers and the baghouses. The latter installation has practically eliminated a dusty and costly hand-tramming operation.

ALTHOUGH a number of articles appeared during the war advocating the use of cadmium in lead-tin solders, very little information of value can be found in the literature regarding the properties of solders containing cadmium. In most of the published articles the cadmium seems to have been considered merely as a partial substitute for tin in a tin-lead alloy rather than as an essential constituent of a ternary alloy. The primary object of the substitution of cadmium for tin was to lessen the amount of tin required, at a time when the latter was scarce and high-priced, and thus to produce a cheaper solder. While this object was accomplished, the new properties resulting from a change from a binary lead-tin alloy to a ternary lead-tin-cadmium alloy were not given proper consideration in many cases. For the past few years, the American Smelting & Refining Co. has been marketing a very considerable amount of cadmium in the form of lead-tin-cadmium alloys for use as solders for certain special purposes, and the successful use of these solders suggested that if more extensive knowledge were available concerning the properties of lead-tin-cadmium alloys of various compositions their field of usefulness might be materially extended. The investigation described in the present paper was undertaken to obtain this information and, by means of tests under conditions approaching those of practical use, to determine the suitability of cadmium solders for various purposes.

(Butte Meeting, August, 1913.) 1. Character of Gases which Caused Helmets to Get Out of Order. DURING September, -1911, the fire area in the Lowell mine continually increased and gases resulting from the fire came through the upcast shaft. These gases contained such a large percentage of sulphur dioxide that the men were unable to go up and down on cages, and, within a comparatively short time, repairs in the shaft were found to be necessary. Since the fire was in sulphide ores and extended into certain timbered sections, the gases contained varying amounts of SO2 CO2, and perhaps, at times, CO. The temperature in the shaft was generally about 97°, and the relative humidity from 97 to 99.5 per cent. The corrosive action of the fumes became apparent when the cables had to be changed more often than usual, the heads of lag screws .in the guides of the shaft disappeared, and the cages needed frequent repairs. It also became necessary to repair two compartments of the shaft by putting in 150 ft. of new guides between the 600 and 800 levels and lag screws in nearly all the old guides from the surface to the 800 level. 2. Ordinary Methods of Testing Helmets which were Unsatisfactory. These conditions required all work to be done by men wearing oxygen helmets. The Draeger type was tried, and was used until all repairs were completed. At first the helmets were. tested for air circulation and air tightness and the injector was tested by water gauge according to the methods recommended by the Draeger Oxygen Apparatus Co. Six arrangements, covering .these different tests, are illustrated in the catalogue and circulars of the company.

Hunt, Chicago, Ill.:—It has been my good fortune to know of this development of Mr. York's for some time, and I think he will permit me to say that this is not the first demonstration that he has made of his method for rolling difficult shapes, and which, as he has stated, had in the past been regarded as practically impossible. I have good reason to know that Mr. York has been successful on other lines, because I myself went through a period of professional disrepute for having reported favorably on his methods, which received discredit up to the time that it was practically demonstrated that his claims were true ones. Years ago Mr. York built a mill at Duluth, Minn., for the production of structural shapes, and notably of what might be called balanced beams—beams that did not have flanges of restricted width. His scheme was to produce beams with flanges so wide that they could be used in place of built-up beams. The mill, of course, went through the difficulties that such a mill would have to encounter. I mas called upon to make an examination of the property and report. These beams were rolled on a universal mill—a mill which would admit of various-sized sections without change of rolls. I was convinced that Mr. York could do it, and I so reported. Having received condemnation and ridicule for having taken that position, later on I was glad to find that Mr. John Fritz had come to the same conclusion, and had so reported. I concluded we both could rest content, while awaiting developments. Later still, as we all know, there was another difficulty that Mr. York met with—namely, that the architects or structural engineers would not accept his proposed sections. That is still a great difficulty in America. Later, the Grey mill came into successful operation in Luxemburg, producing such sections, which are being used in England and on the Continent. (communication to the Secretary) : Mr. Potter has made reference to our practice at the Edgar Thomson works in the direction of increasing the life of the lining, and mentions the product of one of our furnaces as having reached a total of 370,000 tons. It may be interesting to know that this furnace has been put out of blast with a record of 452,685 tons, after a run of three years and nine months. A companion-furnace to this will produce, hefore the present year is ended, half a million tons. As Mr. Potter has quite correctly designated this as " the newest problem in furnace-practice," a description of the construction of this furnace lining may be Welcome to members. The bricks used in the lining are 9 and 134 inches long, with the requisite quantity of straight and key-shapes to turn the circle. There bricks are well suited for enclosing the numerous bosh-plates used for cooling. The bosh-plates (the efficient fortress of the lining) extend from the top of the tuyere arch to the mantel, and are inserted in rows, 18 inches to 2 feet apart. These form a perfect defence against encroachment on the bosh-lining, and leave the bosh at the end of the blast of the same thickness as at the beginning. The protection afforded by these bosh plates is the principal cause of the increased duration of the furnace-lining. But it must be noted that the shape and material of the plate are essential elements. The most serviceable plate is that made of bronze or copper. We have tried every form of iron plates without obtaining satisfactory results. These were replaced with bronze plates, built into the lining, which gave excellent results so long as they did not leak; but when this occurred, as it did in time, the water was shut off, and, since the plates could only be removed with difficulty, they were allowed to burn off. This permitted encroachment on the bosh-walls, which thus became enlarged beyond the limit required for economical practice. WHEN I was an undergraduate at the Columbia School of Mines, the mining curriculum was subdivided into two major branches's known respectively as the Metallurgical and the Geological Options, which diverged rather widely as the course progressed. When I duly elected the Geological Option, I believed, I am sure, that this divergence would continue throughout the years. The facts have proved otherwise. The mining industry is a closely knit entity in which the search for its raw materials, called mining geology, cannot be separated from the conversion of these raw materials into marketable form, called metallurgy. The mining geologist searches for materials which the metallurgist can utilize, and only such; and whenever an advance in metallurgy opens the gates for new materials, the geologist's problem is correspondingly modified. No better instance of this relationship can be given than that seen in the Salt Lake region in recent years. Our mineral industry here is of long standing. The three principal tributary districts, Bingham, Park City and Tintic, were discovered in the 1860's and have been vigorously and intelligently developed for many decades. Their production has made the Salt Lake valley one of the world's great smelting centers. The maintenance of this industry has for years depended upon the continual development of new orebodies to take the place of those being extracted. Intensive exploration in the old districts has been supplemented by prospecting in outlying districts of lesser prominence. . Many new orebodies have been discovered, such as those of the Daly West, Silver King, and Judge mines in Park City, the Utah Apex in Bingham, and the Sioux, Colorado Chief Consolidated and Tintic Standard in Tintic. New mines in other districts have been discovered also, but without affecting the dominance of the three major districts. In all cases discoveries, to be of value, had to be of ore amenable to treatment in the available metallurgical plants. This meant that, for the most part, zincy ores, both oxide and sulfide, must remain untouched, and also that ores high in iron and ores high in silica had a fictitious value, either high or low, set by the balance of these

When the suggestion was made by Major General Leonard Wood that the Institute assist in the formation of a National Reserve Corps of - Engineers, Dr. Drinker's name occurred first to the Board of Directors as the man who would be most capable of carrying out the proposed plan. Dr. Drinker has long been associated with work in connection with military training and is at present the Chairman of the Governing Committee on Military Training Camps Association which is having such important results at Plattsburg and other places in this country. As Chairman of the Institute's Committee on National Reserve Corps of Engineers, Dr. Drinker was a member of the Joint Conference Committee of the National Engineering Societies .on. this subject., He was an earnest worker in the movement, which, has finally resulted in definite legislation by Congress; whereby a Reserve Corps of Engineers is authorized in the new Army Bill which became effective July 1, 1916. Notice of the results of the work was sent to all the members of the National Engineering Societies early in July, and the and the Department of the United States has recently issued a circular which has been sent to all the members of the National Engineering: Societies, as well, as to many other engineers, outlining, the line, whereby engineers may enroll themselves in the Officers Reserve Corps. Dr. Drinker has, therefore, fulfilled the mission which he undertook when assuming the Chairmanship of the Institute's Committee. He now asks the permission of the Board of Directors to withdraw as Chairman and has requested that he be replaced in this position by Mr. Arthur S. Dwight, in; the belief that the Chairmanship of the Institute's Committee and, membership on the Joint Committee should be vested in a man ,located in New York City, for the better carrying put of the important work now before the Joint Committee. We are happy to say that Dr. Drinker has consented to remain a member of the Institute's Committee; but the completion of the first phase of his work; as,Chairman, should not be allowed, to pass without an expression of appreciation on behalf of the Institute for his services.

The pattern of the coal industry west of the Mississippi River, so far as its history is concerned, is entirely different from that to the east of the "Father of Waters." When the Louisiana Purchase was consummated, one of Jefferson's first thoughts was to ascertain what sort of a country had been purchased, and to that end he sent Lewis and Clark to ascend the Missouri River and to reach the Pacific Ocean if possible, but above all to bring back a report showing the character of the country, its mineral and other resources, inhabitants, etc. This first expedition was supplemented by others to various parts of the vast domain for the same purpose; years later, when transportation routes were necessary to hold and develop the western country, a number of expeditions were sent to explore possible routes for railroads. The records of nearly all of these explorers, as will be shown later, contain references to coal in many localities, the possible value of which was realized but its potential value remained dormant for many years until increasing population and methods of transport made markets available. Missouri was the first state west of the Mississippi in which coal was produced and the names of a number of places show that the French were familiar with the coal deposits there. Lewis and Clark, soon after they left St. Louis, passed "a remarkable Coal Hill on the Larboard Side, called by the French Carbonere, this hill appeares to Contain great quantity of Coal."1 This hill was about seven miles below St. Charles. No other outcrops were seen by them until they had passed the present limits of the state. The Louisiana Gazette of April 9, 1805 contained an article on "The Missouri," author not stated, which said, "the short stay we have generally made among the savage nations has prevented us from making those researches, which would have supplied us with a more extensive information respecting the various mines found on the borders of the Missouri; we know with certainty only those of iron, lead and coal." The iron formation of the Iron River, Crystal Falls, and Florence districts probably is not of one geologic age only but of at least two ages. The ores, therefore, are of different characteristics. But in general the geologic conditions that occasioned the development of the orebodies have been essentially the same throughout the district and the types and structures of the orebodies are very similar in different parts of the area. In general, the iron formation of this area has been folded into a series of close pitching synclines and anticlines; minor folds of many orders are included in the major folds. The pitching synclines have been particularly favorable places for the circulation of ground waters, which in such troughs have developed orebodies through the familiar process of leaching out the silica in the iron formation, oxidizing and concentrating ferrous iron compounds in the rocks. The iron formation of this area is interbedded with and has interbedded in it certain slate or slaty layers that, in addition to the foot wall of the iron formation proper, act as impervious layers in the pitching troughs, to direct and control the flow of underground waters. In most places, the entire iron formation in a structural trough is not altered into iron ore; the orebody may be lens-shaped and exhibit no folding in its layers, outline, or shape, but almost without exception such bodies have been developed in folds and because of the influence of folds, and structurally they occupy only one limb of a fold. Many orebodies occupy the entire trough of a minor fold and the structure of the fold can be traced throughout the orebody. Many definitely recognizable horizon markers in or associated with the iron formation occur in this district and serve as valuable guides to the engineer or geologist in exploring an orebody whether by drilling or underground mining development. Among such markers are the talc schist (an altered dolomite) and the Traders slate at the base of old Menominee iron formation proper, and the interbedded Brier slates and overlying Hanbury dates; and certain graphitic slates and gray-wackel in the Iron River and Crystal Falls area.
