THE morning session on mining methods with R. M. Raymond as chairman was devoted mainly to papers on explosives and the discussion of these papers. A paper on the numerical index of the re-sistance which rocks offer to the penetration of a drill bit was also read. The first paper, "Relation Between the Oxygen Bal-ance and Propulsive Strength of Eight Gelatin Dynamites" by G. St. J. Perrott, N. A. Tolch and J. E. Crawshaw, was presented by Mr. Perrott, super-intendent of the Pittsburgh Experiment Station of the U. S. Bureau of Mines. In this paper which is the beginning of a series of publications on explosives, Mr. Perrott stated that the attempt was made to put down in quantitative form the facts which have been known to explosive engineers for a long time. Eight samples of 40 per cent gelatin dynamite, with oxygen content varying from + 15 to - 36 per cent of the theoretical amount necessary to form complete combustion with all of the combustible elements were tested. The experimental work showed that a bal-anced explosive did not give the greatest propulsive strength-but the most favorable range was from - 8 to - 25 per cent oxygen. The experimental work also brought out the fact that the wrapper of a stick of dynamite enters quite completely into the explosive reaction, and gelatin dynamites from which the wrapper had been removed developed less strength than the a same explosive with the wrapper. The second paper, "Effect of Oxygen Balance of Gelatin Dynamites on the Gaseous Products of Det-onation," by G. W. James and G. St. J. Perrott, was also presented :by Mr. Perrott. The first portion of this paper is given over to a discussion of the relative merits of different types of apparatus for testing and analyzing the combustion products of dynamites. Three types were used (1) the Bichel gage, (2) the Crawshaw-Jones apparatus and (3) the Hercules tank. All three of these types were used in testing dynamites whose oxygen balance varied from-35 to + 6 per cent.

Law is as old as civilization. In its early stages the so-called law of the jungle, "the survival of the fittest," was entirely operative. Man was quite largely a law unto himself and was likewise his own lawyer. As civilization developed and individuals segregated themselves into bands or communities, man-made laws became a reality, the individual sacrificing certain privileges for the benefit of the band or community in which he was privileged to live. Our present system of law is a continued development of that process. Very early in this development the exigencies of the occasion called into being classes of individuals who were given to study the laws then existing, and this group became known as lawyers. They advised what could or could not be done under existing laws. They were the aggressors in formulating new laws and principles under which the communities must live. Concurrently with the development of the law and the lawyer, the engineering profession was born. In our early civilization, each man was his own engineer; he built his own home, constructed his own bridge, and provided his own means of conveyance. As civilization became more complex, technical study was required to consummate projects and thus meet the requirements of an expanding community. The engineering profession assumed this burden. Both groups were human and thus susceptible to human mistakes and errors. It was Macaulay who said: "The world generally gives its admiration not to the man who does what nobody else ever attempts to do, but to the man who does best what multitudes do well." BiRth of Petroleum Industry In 1859, by the completion of the Drake well in Pennsylvania, the petroleum industry as we know it was born. Its rapid progress since that time has been both extraordinary and remarkable. The zeal of the individual operator to secure all possible oil in the shortest time, even to the extent of bringing into possession a part of the oil underlying a neighbor's property, developed unnecessary drilling, wasteful methods of recovery, great loss of gas, the early abandonment of property with much unrecovered oil thereunder. Homestake's Bulldog Mountain Operation near Creede, Colorado, in the San Juan Mountains at an elevation of nearly 2,750 m (9,000 ft), is subjected to short summers and long cold winters. Creede’s history dates back to 1889 when silver ore was discovered; and by 1892 production of over a million dollars per month was being shipped from mines located along the Amethyst Fault. The Bulldog Mountain Fault remained relatively untouched by the early prospectors. The United States Geological Survey recognized the potential of this fault in 1960, which led to the staking of many claims over the structure. Homestake leased properties in 1963 and in mid- 1964 a tunnel was started at the 2,956 m (9,700 ft) level with encouraging mineralization being encountered. In 1968 a decision was reached to build a flotation mill of 318 mtpd (350 stpd) capacity. The erection of the mill was completed in early 1969, six years after the first exploration was begun. Since initial start-up, extensive drifting has been done on several separate levels. Two underground hoist installations serve the various levels and many thousand feet of vertical mining operations. Due to the unconsolidated nature of the vein, a new unique underhand cut-and- fill mining method was developed. This procedure is the reverse of the normal cut-and-fill and proceeds from the top down under cemented sand fill, which, while expensive, has greatly reduced s toping hazards. Prior to 1977, a considerable quantity of silver was lost in the slime fraction of the ores processed because of oxidation and other inherent characteristics of individual minerals. Due to Homestakefs favorable experience in treating the slime fraction of the Lead, South Dakota gold ores, experiments with leach methods to recover silver from the slimes by Carbon -In -Pulp offered' the potential for additional silver recovery. Work was begun on the Carbon-In-Pulp plant in April 1976 and completed in December of that year at a cost slightly exceeding $2 million. The C. I. P. plant was designed for 136 mtpd (150 stpd) of current plant slimes plus 227 mtpd (250 stpd) of slimes dredged from the old tailings during the summer season. The sand fraction of the flotation

THE possibilities of finding new oil pools in Oklahoma and Kansas are far from promising. In 1916, the only new pools of importance were the Franchot pool near Bixby, the Garber, and the Billings pools in Oklahoma, and the Virgil and Utopia fields in Greenwood County, Kansas. In the first 8 months of 1917, a small pool of unknown extent was opened south of the Stone Bluff pool in Oklahoma, and a pool near Casey, Paunee County, Oklahoma. In Eastern Kansas, interest has been. caused by the sinking of new wells near the old Iola pool, but nothing of magnitude has yet been found. The outlook for new pools is far from encouraging, especially as geological surveys have covered all of Oklahoma and Kansas. There are a few areas where geological surveys throw little or no light on the subject, as exposures are poor, but the chances of finding new pools in such areas are slight indeed, if one can judge from the past history of such areas. So far the geologists have based their opinions largely upon the presence or the absence of geologic structure, such as anticlines, domes, and terraces, but some pools will most certainly be found where no surface structure exists, but where local changes in the sand body favor oil accumulations. However, the possibilities of new pools off structure are small, as fully 90 per cent. of the oil pools are on definite structure. In the past, it is estimated that one test in 150 "wild cats" or new tests has brought in a new field. The writer feels safe in asserting that the proportion will decrease still further, so that but one out of 500 new tests may bring in a pay well in a new area. From now on the principal field of work in Oklahoma and in Kansas will consist in developing the present pools. The years 1915, 1916 and 1917 saw the high peak of Oklahoma and Kansas oil production. The Eldorado and the Augusta oil fields present the largest possibilities for continued production in Kansas. rr has long been suspected that sulphur has a small but finite solid solubility in iron, but up to the present more accurate data have been lacking. The survey given by Hansen' illustrates the divergence of data and opinions. Solubilities between 0.01 and 1.5 pct have been suggested, and opinions vary regarding the effects of temperature and phase transformations in iron on the sulphur solubility. The extent of solid solution and its variation with temperature might be expected to be an important factor in the occurrence of hot shortness in steel. Therefore, the object of the present investigation was to study this problem more systematically. It was furthermore hoped that solubility data for sulphur might contribute to an understanding of the factors which determine solid solubilities in general. Experimental Procedure The present work was based on the measurement of the chemical activity of sulphur in the solid solution by means of equilibrium with a mixture of hydrogen and hydrogen sulphide. When the solid solubility limit is reached, the sulphur activity in the iron becomes equal to that in the coexisting sulphide phase. A gas mixture of a controlled H,S/H, ratio was passed over pure metallic iron heated to a temperature in the range 900" to 1500". The amount of sulphur absorbed by the iron was determined by analysis, and from a plot of percentage of sulphur vs. gas composition the sulphur activity and the solubility limit were determined. As the rate of diffusion of sulphur in solid iron is very small, often several days were needed to be sure that equilibrium conditions had been established. To produce a gas flow with less than 1 pct H,S of constant composition for several days, was in itself a problem. The most satisfactory arrangement was obtained by a continuous synthesis of hydrogen sulphide from the elements. This was done in the part of the apparatus shown to the left in Fig. 1. Surveying what was done in 1929 in meeting problems of oil-field equipment corrosion, one is struck by the fact that fewer meetings were held for discussion of these problems and fewer papers written than in any year since the subject engaged the attention of petroleum engineers. This does not mean that progress has not been made, for a great deal actually has been accomplished. Recommendations that accompanied field reports have been put into actual trial and some results obtained are gratifying. The type of papers prepared also has undergone a change, for they now deal with things accomplished rather than recite damages and suggest possible remedies. Some of the most notable work pointing the way for future solution of many pipe line problems is that done for the U. S. Bureau of Standards by Dr. K. H. Logan and Dr. Gordon N. Scott, dealing with tests of pipe coatings and reports on soil conditions. Many facts of great importance have been isolated and defined by these two men, not only indicating what may be done in some instances to retard corrosion, but showing that things formerly considered of importance have little bearing apparently upon the practical results. All-aluminum Storage Tanks In April, 1928, an all-aluminum 500-bbl. field storage tank was put into actual field use in Crane County, Texas, together with another tank of the same capacity but made with steel bottom and lower section of side sheets and aluminum upper ring of side sheets and deck. In April, 1929, after a little over one year's use these tanks were opened and examined by a group of engineers and chemists. The results of the test were enlightening. Other tanks made entirely of steel and used in the same battery with the two test tanks had some of their side and bottom sheets destroyed by corrosion in six to nine months, but the all-aluminum tank was in actual use for 18 months before holes were found corroded through the bottom, when the tank was examined for a second time in September, 1929. OXYGEN, nitrogen and hydrogen are present in' practically all metals in one or more of the following forms: (1) molecular gas in blowholes or blisters, (2) combined in nonmetallic inclusions such as nitrides, oxides or silicates, and (3) in solid solution in the metal. Gaseous elements, in some of these forms, are encountered in practically all metals and alloys but possibly have received most publicity in connection with iron and steel. In fact, the entire steel industry depends upon the control of the oxygen content during the refining process, as well as in the finished material, and it was only after the adoption of the use of efficient deoxi-dizers such as manganese that the production of good steel with a low carbon content became possible. In normally clean, sound steel the amount of hydrogen is negligible and the amounts of oxygen and nitrogen vary from a few thousandths to a few hundredths per cent. However, many of the effects attributed(27,31,40,41,53,54,55.56,62) ? to the presence of these elements are important and at first glance appear to be out of proportion to the amounts of impurities involved. The presence of oxygen is believed to affect the solubility of carbon in austenite and ferrite and thereby to affect the structure of the iron or steel. Such properties as strength, hardness, ductility, elastic .limit, impact resistance, magnetic permeability, tendency toward caustic embrittlement, irregularity in carburization, the cutting life of, tools, certain corrosion phenomena, the presence of flakes, seams, bands, ghost lines and hair cracks, and the tendency to age-harden, all have been attributed to the presence of oxygen.

MEETING OF SAN FRANCISCO SECTION Twenty members were present at the meeting of the San Francisco Section, May 20, 1919. Chairman Bradley being in Alaska, vice-chairman, T. A. Rickard, presided. Prof. Frank H. Probert gave a short account of the activities of the governmental commission, consisting of himself, George S. Rice, and F. G. Cottrell, which recently visited Europe, and studied the coal, iron, salt, and chemical industries. When the work is finished reports will he issued. He gave a resume of the history of. the changes in nationality of Alsace-Lorraine and 'described the importance of the region for coal, iron, and potash. With the return of these provinces France will have an annual output of more iron ore than she has coke to smelt it with; hence, the importance of the Saar coal field. With these new mines France will take the predominant position in the iron and steel-industry formerly held by Germany. Many details were given of the devastated mines of France, and of their former value, production and the destruction that overtook them. Noteworthy is it that much of the damage was done as late as Oct. 28, 1918, for the express purpose of ruining the country industrially. The damaged area of the Valenciennes coal basin embraced twenty-four concessions, three were damaged by artillery bombardment, but have resumed operations since the' armistice, nine had their surface: equipment destroyed by battle, pillage, and sabotage, while twelve concessions at the eastern-end of-the field suffered from wilful, systematic destruction. Of the 285 shafts in the district, 172 were flooded either by: turning surface streams into them, or, by wrecking the cuvellage; thus, admitting water and quicksand from the water-bearing strata above the coal measures. Two hundred and thirty-five surface plants were damaged, many of them to such an extent that they must be scrapped. These properties gave employment to 135,000 men before the war and, even admitting the remote possibility of getting workmen, the terrible destruction and devastation makes housing and living a difficult problem. It will probably be from 3 to 5 years before the mines are drained and information obtained as to underground conditions; to attain the pre-war output may require from 12 to 15 years.

At the time this matter first came up in 1912, the National Malleable and Steel Castings Co. had seven basic-bottom open-hearth furnaces in its plant at Sharon, Fa., using fuel oil, then costing about 2½¢ per gallon. The fuel was satisfactory but its cost fluctuated widely, therefore the use of pulverized coal, which had been successful in the cement industry and in some metallurgical furnaces, was suggested. After a thorough investigation, and an actual trial on one of the open-hearth furnaces, to be certain that the siliceous ash in the coal would not seriously affect the basic slags, the management of this company approved its adoption and a complete installation was started. The conclusion had been reached that the success of the operation depended on pulverizing the coal to greater fineness than had thus far been accomplished, and all equipment was chosen with this in mind. A coal drier was deemed essential, and one of ample capacity and efficiency was selected, which has done all that was expected of it, working without failure and with very small maintenance cost, and is still in operation. Pulverizers The company demanded a pulverization of at least 90 per cent through a 240-mesh screen, with consistent results, and a machine was chosen that was grinding other materials than coal to the fineness desired. The control of fineness was obtained through a vacuum separator, and was governed by the size of the separator and the number and construction of the valves necessary to expand and direct the air current. These valves can be set to obtain any degree of fineness desired, and the result is consistent. Two machines were installed, each capable of producing 2½ tons per hour, 95 per cent through 240 mesh. These machines have done everything expected of them, have run continuously, and are still in operation. Relatively few data have been collected on the rates of diffusion in ternary solid solution systems. In general it does not seem worth while to gather extensive data for such systems until the factors that determine the rates of diffusion in binary systems are better understood. But the rates of diffusion in a ternary system of limited solid solubility, in which the terminal solid solution is in equilibrium with an intermediate phase and may thus be represented as a quasibinary system, represents a case of special interest. In this case, where by reason of the association of the two solute metals in an intermediate phase a special attraction of the two solute atoms may be safely assumed, some interaction of these atoms during simultaneous diffusion in the solvent lattice might be expected. It has frequently been proposed that molecular solid solutions exist in quasibinary and in other ternary (and binary) solid solutions. There is no direct evidence for such solid solutions; arguments based upon the supposed anomaly in certain physical properties1 are hardly important; unexpected density relationships have proved deceptive;2 suggestions of molecular solid solutions have been made on the basis of solution laws in their application to certain systems, but without result;3 attempts to find lattice parameters in the solid solution Al-MgZnz, which cannot be calculated from the separate effects of magnesium and zinc and might therefore be taken as evidence for a molecular aggregation, have given negative results.* Fundamentally, methods for the determination of the state of molecular aggregation in solution depend upon the kinetic behavior of the particles constituting the system. If it could be shown that the two solutes in a quasibinary ternary system diffuse in molecular proportions, despite a radical difference in the separate rates of diffusion of each solute when diffusing alone in the solvent lattice, some basis for the concept of molecular solid solution would be afforded. The Presidio mine of The American Metal Co. is situated in the "Big Bend" region, some 45 miles over state highway south of Marfa, a station on the Southern Pacific R.R. It lies 20 miles by road north of the Mexican border, in semidesert surroundings typical of this general section of the United States and the adjoining part of Mexico. All supplies are hauled in by truck from Marfa under contract. The concentrates and precipitates produced by the mill are carried by the same trucks to Marfa, from whence they are shipped, respectively, to the El Paso and Selby plants. History The mine was discovered about the year 1880 and was soon thereafter taken over for development by some army officers stationed at Fort Davis, Texas. It was later operated by the Presidio Mining Co., which treated the ore in a small pan-amalgamation mill from 1883 until 1913, when a cyanide plant was erected which has been in continuous operation ever since. When the present company, a subsidiary of The American Metal Co., Ltd., took over the mine in April, 1926, the ore-bearing zone had been worked for about 2200 ft. to the east of I the outcrops down the dip of the formation, at which point it is at a I vertical depth of 500 ft. below the surface. Up to that time the mine had produced some 1,150,000 tons of ore averaging about 17 oz. silver. After a development campaign the company started milling again in February, 1927. Since then the production has been approximately 4700 tons per month of ore; of which the yearly average grade has varied from 19.7 to 23.2 oz. silver, $0.20 to $0.50 gold, and 2.0 to 2.5 per cent. lead. No other property in this district has ever produced tonnage of any importance.

Widespread wildcatting for new supplies of natural gas and the beginning of importation from the southwest characterized the petroleum industry of West Virginia during 1944. Within the state, drilling for oil did not increase but. more gas wells were completed than in any previous year since 1937. Out of 40 wildcats drilled there were 25 gas discoveries and 15 dry holes. No commercial oil was found in the 40 wells. The proved limits of several oil pools were slightly extended by marginal drilling, resulting in 1300 acres of new oil territory, although no distinctly new pools were found. At least four new gas pools were assuredly discovered and various successful wildcats indicate future pools or wide extensions. The new proved gas territory, in definite new pools and definite extensions, is about 34,000 acres. A considerable net decline of proved oil has occarred and probably a slight decline of proved gas reserves. The account of operations, as gathered from trade journals and other reporting services, shows that 918 new wells were drilled, resulting in 71 oil wells with 613 bbl. of daily new production; 577 gas wells with 305,372,000 cu. ft. of daily open flow, and 142 dry holes. Also, 107 old wells were drilled to deeper sands, with 22 bbl. and 12,327,000 cu. ft. of added production. On the new wells the oil average was 8.6 bbl. per well per day, and the gas average was 529,241 CU. ft. per well per day. On new wells the ratio of dry holes to completions was 15.47 per cent. On deeper drilling the ratio of failures was 19.63 per cent. Production of oil for the year was estimated by the Oil Weekly as 3,069,000 bbl., as compared with 3,349,000 bbl. in 1943. Production of natural gas for the year is estimated by the author as 200,000, 000,000 cu. ft., as compared with the U. S. Bureau of Mines final figures of 223,789,000,000 cu. ft.t in 1943.

It has been suggested to me that some data, bearing on the treatment of silver ores in Southern Arizona, would be in accord with the objects of the present meeting. I have, therefore, made a few notes, gathered from practical experience at some of the best known works of that district. Presuming the general arrangement of a silver mill to be familiar to members, the subject having been repeatedly brought to the notice of the Institute, it is my aim in the following description of the modus operandi at the different mills to which I would invite your attention, to give simply such salient points of the apparatus as have a direct bearing upon results, together with the cost of materials, labor, etc. I have gone somewhat deeply into detail in my descriptions of machinery, thinking that possibly some of our members engaged in this branch of the profession might find something of interest among them. In an industry such as silver milling, where the various works are scattered over a vast extent of territory, and the conditions under which results are obtained are subject to the greatest variations, it is essential to go into rather minute details in describing plants, processes, etc., in order to afford a clear idea of the operations. Not only should results be given, but also the means by which such are attained. The milleralogical and chemical constituents of the ore, and its physical properties, throw a flood of light upon the success or failure of a process Figures representing totals I have subdivided as much as possible, so that the cost per ton for labor, castings, chemicals, etc., are apparent. Unless all these Factors are known, no accurate comparison can be drawn, since in this branch of metallurgy, more perhaps than in others, the weakness of any one link in the chain of operations demoralizes the remainder. This paper gives observations on ground movement and subsidence resulting from pillar drawing in the Lick Run section of Montour No. 10 mine of the Pittsburgh Coal Co. adjacent to solid coal owned by the U. S. Bureau of Mines at its Experimental mine in Snowden Township, Allegheny County, Pennsylvania. The investigation was planned by George S. Rice, chief mining engineer of the Bureau, who arranged the necessary cooperation with Dr. L. E. Young, vice president of the Pittsburgh Coal Co. Engineers of that company placed permanent monuments on the surface to establish the boundaries of the coal owned by the Bureau and to furnish fixed points to which all levels were referred. Engineers of the Experimental mine staff then covered the ground under observation with a checkerwork of monuments made of oak pegs set into the ground at 50-ft. intervals in two directions at right angles to each other. The level of these pegs was determined first from Dec. 16 to 30, 1929; again from May 25 to June 5, 1930, and finally from July 7 to 15, 1931. Observations were then discontinued because work had been stopped temporarily in this part on Montour 10 mine. General Conditions Fig. 1 is a plan of the part of the area under observation with which this paper deals. The mine is developed on a room and pillar system known locally as half advancing and half retreating. As Nos. 35 and 36 butt entries were advanced, rooms were driven from No. 36 and drawing of the room pillars followed their completion. When the entries reached the boundary, rooms were started from No. 35 butt beginning at that point, and all remaining pillars were drawn as rapidly as possible. The rib lines of Jan. 9 and June 13, 1930, were surveyed a week to 10 days after the first and second sets of levels were run, and there was some advance in that period. Does an idea have merit? What does it cost to implement? Can the concept be implemented successfully? The ultimate proof is to try, then see. However, when there are many millions of dollars at stake, blindly building and trying requires considerable courage. Owners and investors in retrospect might choose other less complimentary words. So we might ask, "How might we establish the feasibility of an idea or concept before committing large sums of money to the ultimate test?" From this basic and prudent question, has evolved the engineering concept of the feasibility study. A feasibility study is simply a systematic evaluation of an idea or concept to determine the prospects for success. In a literal sense, a feasibility study considers an idea in terms of its data base, "builds" the idea on paper, "operates" that idea, calculates the cost and benefits, then measures the probable success in terms of some economic, technical or financial standard. Feasibility studies can be quite modest in scope yet provide useful insights as to the viability of an idea. A study might be initiated only to examine the completeness or validity of the metallurgical data base. Another study could be a search for a workable idea or solution to an already-identified possibly troublesome problem. In this latter case, the question, "Will it work?" may be far more important than, "How much will it cost?" Feasibility studies are sometimes global in scope, involving several dozens of specialists and examining an entire "grass roots" mining complex. Other studies may be less ambitious but equally important in examining an expansion proposal or developing new operating techniques. Studies may be commissioned to remove plant bottle-necks, solve maintenance problems and so on. The terms study and feasibility study are used interchangeably in this chapter. They denote a systematic method to examine a proposed concept or idea. DATA BASE Typically, studies are initiated with a minimum amount of specific information and a maximum number of assumptions. DORSEY HAGER, Tulsa, Okla.-I have been asked why the Dexter region is dry. I would like to know myself. I drilled two dry wells on that same anticline which has production to, the east and west and south and north. That same anticline has seven domes that have been drilled and only three have proven productive out of the seven. In other words, you have one well-defined anticline with seven domes along its length, all mappable, all checked carefully, and only three of those seven have produced. Now why the others did not produce, I do not know. L. L. HUTCHISON, Tulsa, Okla.-There is no appreciable difference in the character or structure of the sands? DORSEY HAGER.-NO, I have never .been able to see any appreciable difference in the sands where we got production and Where we did not get it. I will say that the deepest wells we drilled, in the vicinity of Dexter, had no sands at the point where they got the production farther north. I. N. -KNAPP, Ardmore, Pa.-I first went to the Kansas-Oklahoma field in 1895 and occasionally thereafter until 1899, when I began drilling; for oil. I started close to wells that were producing gas and which, when drilling, lead made good oil showings in a sand above the gas. I thought these showings were good enough evidence of an oil pool for me without looking for any anticline and I made a paying development in what' I was afterward told by geologists was probably a synclinal trough. If I remember correctly Dr. Orton's report on the lola gas pool (about 1898) he distinctly said that he found no evidence of anticlinal structure and concluded from the records of a large number of wells that there, was a terraced structure of the productive gas sands, of which there were no surface indications.
