THE Federal income tax treatment of expenditures for exploration and development for mines and other natural deposits (other than oil and gas) was materially changed by special provisions of the 1951 Act that are continued in the present 1954 Code." These present provisions for mines in stance they are the same as the 1951 amendments to the 1939 Code, Secs. 23 (cc) and (ff), respectively, except that for exploration the allowable annual deduction is increased to $100,000 (from $75,000) and minor changes in case of property transfers are made with respect to the four-year limitation. Before 1951 the statutes made no specific pro- visions regarding development and exploration for mines, but the rules were prescribed by Treasury regulations: 1) Before the mine entered the production stage, all development and exploration expenditures for mines, less net receipts, were to be capitalized recoverable through depletion or written off as losses when determined worthless. 2) After a mine entered the production stage, development expenditures were deductible as expenses-currently if ordinary expenses, but on a deferred basis if extraordinary in scope. This recognized the two separate periods, one before and the other after beginning of the production stage. There was no distinction between an exploration and a development period, but exploration was included as part of development.

AMONG the main interesting developments in the coal market have been the changes that have taken place between the consumer groups. Important signs of these changes began to appear many years ago, but in a modest way, and were apparent only to the few fuel experts making broad statistical determinations. It is doubtful, however, that any of these experts appreciated the significance of their early findings, and perhaps none had the imagination to consider how extensive these changes might be eventually with respect to solid fuels sales and distribution. (Reference here will be principally to bituminous coal.) Railroad Fuel Major changes in coal use did become pronounced after World War II, and it did not take an expert to see what was taking place and how serious the impact was likely to be. First, was the case of the steam and diesel locomotives. The railroads had been considered the best coal customers; they were steady and large purchasers and usually paid a better price than most others. Railroad fuel provided the basic mine realization and it often was the source for operating cash during general market slumps. It was the outlet for 20 pct of the bituminous coal production, as much as 110 million tons in 1946.

INTRODUCTION Creep of rock in situ, like most rock mass behavior, will be largely governed by the behavior of the natural discontinuities -- bedding planes, faults, and joints, in particular, Several past studies have investigated various aspects of the time-dependent deformation of rock discontinuities; examples include Amadei and Curran (1980), Engelder and Scholz (1976), Johnson (1975), Kaiser and Morgenstern (1979), Solberg et al. (1978), and Wawersik (1974). These studies have provided much insight into the general phenomenon, but they have also produced some inconsistent conclusions and left many unanswered questions. This paper will attempt to shed some light on one of these questions: What is the influence of stress level on the creep of unfilled rock joints? The discussion will follow a two-part approach to the problem: (1) laboratory creep experiments on small scale jointed specimens, (2) a simple theoretical mechanism to explain, at least in qualitative terms, some of the results from the experimental program. EXPERIMENTAL PROGRAM Uniaxial creep tests were conducted on intact and jointed samples of a specially formulated gypsum plaster "synthetic rock." Synthetic rock materials have several advantages over natural rock for long-term creep testing: (a) higher creep rates, (b) lower strength and therefore lower loading requirements, (c) simpler specimen preparation, and (d) more controlled and consistent properties. Gypsum based plasters have been used previously in studies of short-term strength and deformability of jointed samples (Patton, 1966; Einstein and Hirschfeld, 1973). Furthermore, Williams and Elizzi (1977) demonstrated that natural gypsum, at least, creeps in a manner similar to that of most other creep-susceptible natural rocks.

ABOUT three years ago at a coal mining institute meeting, it was predicted that mechanical load-ing underground would progress faster than either the electric coal-cutting machines or electric loco-motives had in previous years. This prediction has proved correct so far. In 1925 over 6,000,000 tons of,coal was loaded mechanically underground in the United States and it is estimated that the 1926 tonnage will reach 10,000,000. The use of electric mining machines and locomotives .has prepared the way for quick results. Most coal mines are now equipped with electric power and have a competent staff who understands its use. In spite of this advantage the introduction of the loading machines brings many new problems. Im-proved and concentrated transportation; doing the drilling, shooting, tracklaying and face timbering with company men instead of the former tonnage men; doing the work on the new basis in an economical and efficient manner; altering or modifying mining systems where necessary to further improve the work and reduce oper-ating costs; improving the percentage of lump coal and reducing the slack content where desirable; improving the cleaning of the coal and obtaining a more dependable .and uniform output are a few of the problems that must be met. Each of the different types of loaders now on the market has its particular advantages and disadvantages for a given mining condition. Even with the same mining conditions one type will work well under one ;system of handling, whereas another may favor another system or mining method.

A plasticity theory for anisotropic geologic media has been applied to the problem of quasi-static wedge penetration of rock under confining pressure. Numerical evaluation of the governing system of stress equations in the transversely isotropic and orthotropic cases using representative material properties shows that the consequences of initial anisotropy for the penetration process are by no means trivial. In the transversely isotropic case, a threefold increase in the vertical force required for penetration to a unit depth occurs as the inclination of the axes of anisotropy are rotated through 90° with respect to the penetration path. The horizontal force required varies from zero to a maximum at approximately 60° then back to zero as the axes of anisotropy are rotated. The maximum is of the order of magnitude of the force required in the isotropic case. Similar results are observed in the orthotropic case. Practical aspects of the post-elastic phenomena associated with anisotropic rock indentation within the context of drilling problems include: bit yaw, hole deviation and bending stresses in the drill rod, all of which vary with strata dip but which can be quantitatively evaluated given the bit geometry, interface friction and rock properties. In a broader context, the analysis reveals the necessity for well conceived experimental work and sound theoretical research concerning post-elastic behavior of geologic media as a function of confining pressure, the effects of induced anisotropy, and the variation of strength parameters with loading path changes in the post-elastic range.

The purpose of this paper is to explore relations between the distribution and composition of uranium deposits on the Colorado Plateau and mineralogic, chemical, and lithologic aspects of their host rocks. The paper also appraises the host-rock sandstones as possible sources of elements in the uranium deposits. Other possible sources of elements are not discussed. Uranium deposits on the Colorado Plateau consist largely of sandstone and small amounts of mud-stone impregnated with uranium and vanadium miner- als and a suite of minor accessory minerals containing copper, lead, zinc, silver, iron, cobalt, nickel, yttrium, molybdenum, selenium, and arsenic, in addition to other elements locally. The deposits consist of clusters of closely spaced ore bodies which commonly aggregate several thousand tons, but range in size from less than one ton to several million tons. With only rare exception, the deposits show no close relation to fractures. The ore bodies are generally tabular in layers nearly parallel to the bedding in the host rocks, or they cross bedding at large angles to form roll structures. Absence of fracture control necessitates that the ore and associated elements were transported to the deposits by way of interstitial pore spaces in the sandstones. This points to the general process of lateral secretion as a possible mechanism of ore formation, and suggests the host-rock sandstones as a possible source of the metals. Roll structures in the ore

ON July 2 the Krupp plant in Essen was occupied by the French. The City of Frankfurt, on the edge of the Mayence Bridgehead was surrounded by the French. French infantry and cavalry occupied some more towns in the Ruhr. These moves were apparently in the way of reprisals. The Bank of England on July 5 raised its discount rate from three per cent. to four, per, cent., the lower rate having previously prevailed for almost exactly a year.. The advance appears to have been inspired by the reserve ratio, but especially owing to the fact that the low rate in the London market had led to the out-flow of funds from there to other markets. Philip Snowden brought up again in the British .Parliament his motion in favor of the condemnation of the capitalistic system and the substitution of socialism. The motion was put to vote and was defeated by large majority, only the members of the Labor party voting for it. The Allies and the Turks finally came to an agree-ment at Lausanne, the Turks getting about all for which they asked. It would be tiresome to record the details. The main fact is that the Turks, after having been ejected from Europe in 1918, are now going to return. Russia agreed to the settlement respecting the Straits. The Soviet Government of Russia formulated and adopted, subject to ratification, a constitution for the United States of Russia, which appears to be patterned after the constitution of the United States of America and the unwritten constitution of Great Britain. The important thing about this seems to be that it definitely reunites the constituent parts of the old Empire, the semi-independence of the Ukraine being surrendered.

Following investigations by the Denver Bureau of Mines on drying fine coal in the entrained state, Texas Power & Light Co. employed the fluidized technique to upgrade Texas lignite for use in power plants. Because of the rapidly rising cost of natural gas in Texas the company agreed to cooperate with the Bureau of Mines in studying further the upgrading of lignite by low-temperature carbonization, since potential value of the tar would help off- set the cost of fuel. Considerable interest was aroused, therefore, when Aluminum Co. of America decided to use dried lignite in its 240,000-kw power plant at Rockdale, Texas, operated by Texas Power & Light. Carbonization of coal before burning in a power plant is not new. Plants in Germany have been operated for many years on carbonized brown coal and lignite briquets produced in large integrated plants. Large-scale experiments in carbonizing pulverized coal with hot flue gases were made 30 years ago at Milwaukee, and many inventors have proposed other processes. In the U. S., technical and economic problems have prevented successful operation of large plants on carbonized coal, but new techniques of handling solids in fluidized beds may overcome these difficulties, particularly if the higher volatile noncoking coals are used.

IN the past few years many men, including technically trained engi-neers, have been asphyxiated in metal mines, coal mines, tunnels and surface wells where a few relatively simple precautions with regard to ventilation and air testing would have saved them. Death from mine gases is analogous in some respects to death from poison and from drowning. The respiratory passages of a victim who has breathed oxides of nitrogen from burning explosives are badly irritated and a few hours or even a day after exposure he may develop a quick and fatal pneumonia; if, however, he enters without respiratory protective apparatus an atmosphere deficient in oxygen (a condition that may occur in unventilated or poorly ventilated parts of all underground mines) he collapses and if not rescued dies more quickly and surely than a lone nonswimmer who falls suddenly into deep water. An example of an atmosphere virtually without oxygen was demonstrated by an air sample taken by a Bureau of Mines engineer wearing oxygen breathing apparatus in a Cripple Creek shaft some years ago, during the recovery of the bodies of two victims of asphyxiation; analysis of the sample by the Pittsburgh laboratory of the Bureau showed the presence of 18.40 per cent of carbon dioxide, 0.27 per cent of oxygen, and 81.33 per cent of nitrogen, although the atmosphere apparently was clear and normal. In a mine one can pass from good, breathable air to an atmosphere that will kill as quickly as one can dive from a board to deep water below.

INTRODUCTION The Tsumeb Mine is situated in the northern part of South West Africa, approximately 335 air miles north-east of the port of Walvis Bay on the Atlantic Coast, and 240 air miles north of Windhoek, the capital of South west Africa. The mine came into operation in the early 1900's and has operated continuously since then except during the two world warm and the depression years of the thirties, Tsumeb Corporation purchased the property in 1947, installed a new plat, and ham built a modern tom. In addition to the concentrator which began operations in 1948, a copper smelter was started in 1962 and a lead smelter in 1963, Tonnage of ore treated in the concentrator has varied through the years, reaching a maximum of 70,000 tons per month with a current mined tonnage of approximately 50,000 tons per month. Copper concentrates, lead concentrates and zinc concentrates are produced, and for a number of years the production of a germanium enriched concentrate was an important feature of the operation, Both copper and lead concentrates are smelted in Tsumeb, while the zinc concentrates are shipped overseas. Ore change, and the installation of the smelters in Tsumeb have necessitated modifications in the concentrator operation. IN a recent paper1 the authors presented information on a refinement of the Rohn type of creep test with data on pure iron that exemplified the behavior of the apparatus. The present paper extends that work to nickel and cobalt and to the examination of the comparative high-temperature properties of two widely used commercial alloys. Careful attention has been given to the effect of plastic deformation in decreas-ing creep rate, using the elementary metals iron, nickel and cobalt for purposes of analysis. In any, endeavor to develop new materials for high-temperature service one soon encounters a real problem as to the sort of test to be employed in evaluating the commercial possibilities of the alloys. At one time it was considered satisfactory to determine the tensile strengths at elevated temperatures and to use these values as a criterion for the commercial application of the alloys. More recently the proportional limit has been used as a means of classification. Data obtained from a form of bend test has also shown promise as providing a "merit index" of high-temperature serviceability.2 Koerber and Pomp3 state that since the influence of testing time is small, the high-temperature yield point of steel furnishes sufficiently reliable and concordant values up to about 350° C. SUMMARY A detailed analysis of nickel, copper, and cobalt recovery from manganese nodules shows simple rates of return of 9-15% in 1985. A sulfur dioxide roast process yields a slightly better return than an ammonia leach technique. Nodule tonnage predictions tend to be over-optimistic and more conservative forecasts show that market penetrations are only significant for cobalt and manganese. However, cobalt prices are unlikely to fall to the level of nickel. Between now and 1985, cobalt is expected to be in balanced to tight availability. INTRODUCTION Deep-ocean manganese nodules are one- to two-inch concretions which cover 2040% of large areas of the ocean bottom. Commercial targets far these black, potato-like nodules are located in the North Pacific at water depths of 5,000-6,000 m. in a belt roughly midway between Hawaii and Mexico. However, good grade nodules are not solely limited to this belt as areas southwest and northwest of Hawaii, as well as in the Indian Ocean, contain concentrations of acceptable grade manganese nodules. Some 90% of the nodules are found half-buried on the deep ocean bottom. A siliceous-ooze host soil combined with low sedimentation rates, certain ocean currents, and possible geo- thermal effects are favorable factors far nodule formation. Discussion of the paper of BENJAMIN F. TILLSON, presented at the NEW York meeting, February, 1915, and printed in Bulletin No. 9S, February, 1915, pp. 505 to 528. T. E. STURTEVANT, * New York, N. Y.-Mr. Tillson's paper on hammer drills is of much interest to me. Early in 1909 I was invited to make tests of our drills at the Franklin mine of the New Jersey Zinc Co. The first drill that we tested gave very poor results. This was a drill having a hammer piston 1¾ in. in diameter and 3 ¼ -in. stroke, the hammer piston weighing about 6 1b., the 1 ¾ in. diameter being exposed to pressure at either end. Although this drill has given excellent results as a sinking drill, its performance as a stoping drill was poor. This was one of the surprises of the limestone as spoken of by Mr. Tillson. This led me to further investigation, and a second drill was developed, with a much lighter piston and a somewhat longer stroke, that gave better results. In the design of this drill, no attention was paid to the cost of construction, our whole attention being given to the increase in drilling speed and reduction of the quantity of air used. The first drill of this type had a piston weighing about 2 ½ lb. and a stroke of 3 ¼ in. The piston was made with a hammer-bar extension, and the cylinder was made with two diameters of the bore, one in which the hammer-bar extension moved and the larger one in which the piston head moved. BECAUSE the rich La Colorada orebody of the Cananea Consolidated Copper Co. does not outcrop at surface, after its discovery (by churn drill) and before mining was begun, a large amount of development work was done to learn the shape and extent of the ore and to provide for eco-nomic and effective mining. As these openings progressed, the actual shape of the orebody became known and with this knowledge came the realization that mining this rich and unusual deposit without loss of ore or danger to workmen presented several difficult problems. This paper will describe one of these problems; namely, the handling of an inverted cone-shaped core of barren rock, on the periphery of and below which the ore occurred. It was clear that as the ore was mined out from around and under this inverted cone of rock, weighing about 3,000,000 tons, it would hang over the workings, held suspended only by its own tensile strength and threatening to crash into the stopes below with disastrous results to men and mine. The method of mining developed during the years 1928, 1929 and 1930 anticipated and provided for the eventual collapse of this core of rock. In November 1936 the core settled clown gradually on the edges of the stopes, descending a total of about 50 ft. vertically. The men in the stopes had ample to warning and no lives were endangered. There were no air blasts in the mine. The core broke loose from its top support at the 500-ft. level along old fracture planes and evidently is crushed to the ninth level. Movement was of short duration; the following shift went to work in the stopes as usual. No ore was lost.

INTRODUCTION Apart from local needs in the country's development, the interest attached to Turkish fuels grows chiefly out of the importance of the railway industry in Asiatic Turkey. Geographical conditions make of the tracks in this region the most essential link in a chain of world-girdling lines. By its position Asia Minor can be likened to a bridge in the through routes destined to connect European factories with Asiatic and African markets. An uninterrupted right-of-way from points in central Europe to populous Indian cities must necessarily pass through the valleys of Anatolia. Crossing thence the Taurus Mountains, its natural passage is indicated as the Mesopotamian lowland and the shores of the Indian Ocean. The purification of commercial-purity tantalum powder by vacuum sintering in the temperature range 2600° to 2860°C has been investigated. Mixtures of tantalum oxide and tantalum carbide were sintered at 1800° and 2200°C. Tantalum bars containing 1 pct additions of oxygen, nitrogen, and carbon. were sintered in the range 1800° to 2600°C. Anulyses were conducted on the sititeyed mixtures to determine the extent of removal of oxygen, nitrogen, and carbon at each sintering condition. The mechanism for remova1 of each impurity, and the conditions necessary for preparing ductile tantalum by vacuum sintering are discussed. INTEREST in the refractory metals has been stimulated in recent years by the need for structural materials capable of operating at temperatures of 1100°C and higher. These metals include columbium (niobium) (mp 2468°C), molybdenum (mp 2620°C), tantalum (mp 2996°C), rhenium (mp 3160°C), and tung- sten (mp 3415°C). In addition to its high melting point, tantalum possesses the advantages of forming a solid, nonvolatile oxide at temperatures of interest and of being ductile and easy to fabricate. The classic method of consolidating tantalum from powder refined from the ores is by vacuum sintering at temperatures on the order of 2600°C. This sintering treatment both densifies the compacted powder bars and purifies the metal by causing impurities to boil out. The present work was undertaken to provide more quantative data on the relationship between sintering conditions and purity and to determine the mechanisms of impurity removal.

This field in 1933 continued as in 1932, although to a much less extent, to dominate the drilling and production situation throughout the oil business. The 2466 producers completed in this field during the year are 28 per cent of such wells completed in the United States. The 2556 completions reported in the five counties within which the East Texas field lies are 21 per cent of all such wells reported in the United States. It follows that with such a command of the development situation, every other factor with regard to this field has an important bearing on the entire oil business. As a consequence, the important developments in the East Texas field are the important developments of the year. Very little new productive territory was added to the already known limits of this enormous field. On the other hand, drilling has shown that with a few very minor exceptions this field is a continuous productive area, with a regular outline and no "dry spots" other than that of a single well surrounded by producing wells. Drilling was confined to the already proven limits of the field. This consisted essentially of more adequate coverage of leases by wells, the meeting of required offsets and the drilling of a large number of small tracts which developed from subdivision of larger leases due to court action and other causes. The allowable throughout the year was, with minor variable factors, on a per-well basis. With the steady decline in per-well allowable after May, every operator was faced with declining

It is well known that, with the exception of the so-called " niter-and-nails " method, all methods used for the fire-assay of salphide-ores,* especially those of iron, zinc, lead and copper, are very tedious and require the constant attention of the assayer. The objections to the niter-and-nails method are: The liability of the charge to boil over, due to the presence of the' niter; the low results in silver (uncorrected); and the frequently large discrepancy between the actual weight of the lead button and the calculated weight. In many cases the buttons are too small to collect all of the gold and silver contained in the sample, while in others they are too large for cupellation. It was thought that, if these objections to the niter method could be eliminated, it mould give a method for the crucible-assay of sulphide-ores, and especially the low-grade ores of zinc and copper, which would be superior to any method in use at the present time. The only similar methods of assay are those of Perkins,t Rhead and Sexton,$ and Mitchell. The method of Perkins requires too much litharge for it to be a commercial success; that of Rhead and Sexton, utilizing the prelimiilary assay we found to be the best;—the charge for the final assay, however, was modified by having borax-glass added to it; also, the oxidizing power of the niter mas determined by a charge which difters from either the preliminary or the

The increasing complexity of modern mining technology makes it ever more difficult to decide on the 'best* way to solve problems in mine planning. Yet with escalating costs it becomes increasingly more important for the mining engineer to be able to evaluate quantitatively the implications of the 'what happens if' postulation on the efficiency and economics of exploitation. The use of a model of the orebody can yield an estimate, not just of overall expected results, but also of the sensitivity of these results to possible variations in the orebody. Estimation techniques, such as Kriging, will produce the expected value for the grade of ore at any given point, or over any given volume within a deposit. However, the actual grades mined during production will - of necessity - differ from the predicted values. These possible variations, and the sensitivity of the management decisions to them, can be investigated in detail by the use of simulation. An orebody can be simulated which follows the known characteristics of the deposit at any given stage in development. These properties might be the histogram of grade values, the semivariogram from the samples, the actual borehole assays, geological constraints and/or interpretation, topography, lease boundaries etc. This would be one possible 'realisation' of the deposit as dictated by the currently known data. If several of these simulations are carried out, each conditioned to the current knowledge of the orebody, then it is possible to gain an idea of the range of possible outcomes of any mining procedure or decision taken - all of which are equally likely. Not only can the best decision then be taken, but its sensitivity to the inherent variation within the orebody, and to the ever present estimation errors may be thoroughly studied.

THE petroleum industry of Indiana made somewhat notable progress during the year 1923, considering the number of handicaps it encountered. The price of labor and materials continued to have an upward slant while the price of crude oil took a decidedly downward course. In spite of these adverse conditions, the quantity production will closely approximate that of 1922, when it passed the million-barrel mark. The progress of the industry in Indiana should be considered fairly satisfactory as long as the present production is maintained. In other words, if the loss of production from the waning old wells can be offset by the production from the new for a period of 10 or 15 years longer, the industry may have cause for congratulation. SUB-TRENTON INVESTIGATIONS In recent years a number of tests of strata lying below the Trenton limestone have been made in Indiana. Several of these tests were completed in 1923. Indications of oil were reported by drillers from several horizons below the Trenton. The most satisfactory of these came from the St. Peter sandstone lying immediately below the Trenton limestone, but no production has yet been obtained from any of the Sub-Trenton horizons. Glen Valley Wells.-Two wells in Marion County were drilled into the St. Peter sandstone, 1 mi. north of Glen Valley and 9 mi. south of Indianapolis. About 30 ft. of sand saturated with a dense asphaltic oil was found in the upper part of the St. Peter sandstone in one of the wells, which contained about 10 per cent. of the light oils, or more easily volatile constituents, and about 90 per cent. of a dark, dense, asphaltic residue. The oil resembled the residue of an asphaltic petroleum from which the more volatile oils had disappeared.
