The following notes describe a laboratory for metallurgical chemistry and technical analysis which I built late in 1903, while engaged, as constructing engineer, in erecting a pyrite smelter at the Afterthought mine, Ingot, Shasta county, California. This design partly supplements the paper of Mr. C. H. White, which was presented at the Atlantic City Meeting of the Institute in February, 1904.' The work of a chemist at a busy smelting-plant differs radically from the work of a student, who takes all possible care to have his analysis exact within hundredths of a per cent., and has plenty of time to devote to the operation. The works-chemist, having the shortest time in which to make his determinations, should have a laboratory arranged as conveniently as possible to save time in carrying out his work. By a conveniently-arranged laboratory, I do not mean an elaborately furnished one; but rooms suitably fitted up and supplied with the necessary apparatus to do the work expected from the chemist within the requirements of technical analyses. At the meeting after the dinner, the Chairman called attention to the work of Mr. Hoover in Belgium and spoke briefly of the assistance which' could be given him through the Belgian Kiddies, Ltd. Mr. Alonzo Kinyon read a paper on "Burring Powdered Coal" which so interested the members that many of them participated in the long discussion which followed. Prof. Harry B. Pulsifier then described the metallurgical plants about Chicago. He mentioned briefly the equipment and interesting features of 30 metallurgical plants of importance and stated that there were also 200 foundries in the district. He said that when number, size, quality and diversity of the plants are considered, the Chicago District is justified in calling itself the greatest metallurgical center on earth. An attempt has been made to explain the behavior of a pinched sluice in terms of the established theories of fluid mechanics and mineral processing. A method has been developed to calculate the underflow discharge by assuming a logarithmic velocity distribution and free gravity fall through the discharge slot. The concentration profile of solids over the depth of flow has been shown to comply with Bagnold's theory of dispersive shear, rather than turbulent sediment transfer. Even although the results can be explained qualitatively by the Bagnold theory, their complete quantitative analysis will not be possible until more work is done. Consequently, an empirical equation has been developed to predict underflow pulp densities. It has been shown that the process of the segregation of the heavier mineral beneath the lighter can be described by a first order law. From the results obtained, a computer model of the pinched sluice has been developed. This predicts the underflow grade, pulp density and flow rate in terms of the feed and operating conditions. The model can also be used to determine the effect of a change in operating conditions, and for the optimization of rougher, cleaner, and scavenger circuits.

The application of computers to the control and study of mineral processing operations such as grinding, classification and flotation has created an interest in simulation studies of these operations with mathematical models. Evidence of this interest is confirmed by papers presented at the 1969 International Computer Application Symposium held concurrently with the Fall Meeting of the Society of Mining Engineers in Salt Lake City, September 17-19, 1969. Proceedings of this symposium, entitled A Decade of Digital Computing in the Mineral Industry. were edited by Alfred Weiss and published by SME. Two sections of this book are devoted to computer application and simulation of mineral processing operations. In the area of comminution, several papers were presented at the International Computer Symposium. The size-discretized batch grinding model was described, and its application to the simulation of batch grinding, locked-cycle grinding and closed circuit grinding were discussed1. Freeh, Horst and Kellner2 approached simulation using a steepest ascent parameter-fitting technique, while Schoner3 considered the dependence of the elements of the mill matrix and classifier matrix on operating conditions, especially the feed rate.

Prior to World War I there was no Government stockpiling program. Prior to World War I1 relatively few items were included in Government stockpiling and the start of that war found most objectives for even these few materials far from complete. Profiting from the experience of materials shortages in two wars, Congress in 1946 passed the Strategic and Critical Materials Stock Piling Act, which stated that it is the policy to decrease and prevent wherever possible a dangerous and costly dependence of the U. S. upon foreign nations for supplies of strategic and critical materials in times of national emergency. However, as of mid-1950 few stockpile objectives had been achieved. Shortly after the start of the Korean War it was obvious that in the absence of adequate stockpiles, the defense program could not be successfully carried out without broad authority to expand supplies of strategic and critical metals and minerals and at the same time to channel limited supplies of these materials to essential defense purposes. Accordingly, in September 1950 Congress passed the Defense Production Act, which provided broad powers for allocating materials and for making arrangements, including financial, to expand supplies.

When externally mounted sliding-gate valves are used to control the flow of metal from ladles, none of the valve components are immersed in steel. In general, the refractories used to date in sliding-gate valves have been made of a high-alumina composition. Because these refractories replace the fireclay sleeves and clay-graphite heads used to construct conventional stopper rods, they represent a major change in the use of pouring-pit refractories, Changes in the well and lining of the ladle as a result of conversion to external flow control probably will not be as severe; however, the sliding-gate valve makes it possible to preheat to a higher temperature and to decrease the turnaround time, and materials more refractory than those currently employed, such as basic brick, might be used in these areas. Another area of pouring-pit refractories that has became quite important is the tundish used with continuous casters. The use of external flow-control devices on tundishes makes it possible to use the tundish for prolonged periods of time and makes the use of better refractories necessary. In this application, high-alumina and zirconia are finding acceptance.

Kaiser Steel Corporation's Eagle Mountain mine is located in the Colorado Desert, 60 miles east of Indio, California. Iron concentrates from the mine are shipped by rail 164 miles to the' Company's steel mill at Fontana, and also to Longbeach, California for export. Temperatures are typical of the lower desert ranging from a high of 120 degrees in the summer to a low of 25 degrees in the winter. The average, annual rainfall of about two inches comes mainly as cloudbursts during the summer months. From its inception, the Eagle Mountain mine has had the problem: of breaking its mine rock. Practices followed from 1949 until 1962 were very costly, did not produce uniformly good fragmentation, and were incapable of sustaining, high production. During this period, every conventional type of explosive was tried and found to be unsatisfactory for one reason or another.

To help management keep key machines or processes at peak efficiency, draglines, shovels and blast hole drills have been equipped with micro- processor based monitors. The dragline and shovel monitors log operating data such as energy consumption, bucket position, cab rotation and the clock time of key elements within each cycle as well as maintenance information. The output consists of maintenance and management data such as the number of cycles, average cycle times, swing angles, depths and downtimes. Extensive experimentation has shown that a blast hole monitor can provide a log of each blast hole in which the hard to fragment zones are indicated. The logs are printed on board the drill and serve as the design basis for decked loading of the holes. As a result, the fragmentation of the overburden has improved markedly with the same or less powder consumption. Meeting of Oct. 23, 1914.-It was voted to take no action concerning the proposed amendments to Article VIII, Sections 2 and 3, but that they be sent to the membership, as provided by the Constitution, together with a statement of the arguments for and against the proposed changes. It was voted that the following proposed amendment, which had been unanimously approved at the annual meeting of the Institute on Feb. 18, 1914, be sent to the membership as provided by the Constitution, together with the approval of the Board of Directors of this change: Article III, Section 1, paragraph 3, sentences 2 and 3: substitute the following: "Any Member, Junior Member or Associate in arrears for two years shall be dropped from the rolls unless the time for payment is extended by the Directors. A Member so dropped may be reinstated by the Directors on paying the arrears of clues and other indebtedness with which he was charged on the books of the Institute it the time he was dropped. A Member or Associate thus reinstated shall receive the Transactions for the back year for which he pays." It was unanimously voted to extend the sincere thanks of the institute to Samuel A. Taylor, Chairman, and to each member of the several Committees of the Pittsburgh meeting, for the enjoyable and successful meeting which they brought about.

The following notes were taken on a trip through northern Korea in the fall of 1910. We started with about 19 Korean ponies, and as many Koreans, from Shin Anju, on the railway from Seoul to Antung. We passed through the ancient walled city of Anju, and thence up the valley of the Anju river. We then crossed over to the north into the Kalsan drainage, thence over another divide to the Chasung river, and finally reached the old Korean copper-smelting camp of Tong Jom— in all a distance by trail of about 200 miles. The return trip was made with ponies to Mampochin on the Yalu river, and thence' down the river in a junk to Antung. The route of travel is shown on the sketch map, Fig. 1.

Slope stability has now become a practical tool in the design and operation of open pits. The selection of slope angles is a critical decision that can have far-reaching effects on the accumulated cash flow and the overall profitability of a mining project. Slope failures can now be dealt with in a number of ways. Two methods - the total removal and the partial unloading of a failing zone-have been practiced for many years. However, with the refinement of monitoring techniques, open pits can now learn to live with a slide and even turn a potential loss into a gain. There are various techniques, such as presplit blasting, drainage systems, and artificial stabilization, which can be applied immediately in an existing open pit to improve the stability of the pit slopes. The technology of slope stability will play an important part in the future mining of low grade, previously marginal orebodies, which will have to be exploited if the mineral needs of the world are to be met.

During the past 15 years, rock mass structural properties have become acknowledged as the focal point for rock slope design. Re- search into the methods for measuring and incorporating structure into the design effort has taken many directions and has produced a variety of useful techniques. Among the findings at Kennecott has been the realization that structure-controlled instability can be categorized as regressive or progressive depending on the relative geometries of slope and structure and on the strength characteristics of the structures. It was further identified that a failure condition can initiate as regressive and in time become progressive should external stimuli increase or structure characteristics be altered due to extensive displacements. The transition point has been shown to be a useful indicator of the expectable collapse time. This paper defines three fundamental failure types as dictated by structure and offers discussion on the practical value of such a classification to slope design and failure control. Several prominent examples of failures typifying the categories of structure- controlled instability are discussed. An application of f allure prediction based on the regressive-to-progressive transition point is described.

In the use of free bubbles with precise temperature control and continuous pH measurement, the contact angle apparatus differs from all previous equipment. Experimental procedures differ sharply from the captive bubble method of introducing the gaseous phase in the three-phase system. When freed from the tube and captured by a solid surface, a bubble more closely conforms to the spherical ideal set up by the usual mathematical analysis of surface free energy or surface tensional relationships of the forces involved. The assembled equipment, Fig. 1, departs from the usual contact angle apparatus in providing: 1) water circulation for fixing temperature, 2) instruments to measure and record pH during testing, and 3) a system for producing and using free bubbles. The apparatus allows testing over a broad range of closely controlled conditions, and the use of free bubbles gives contact angles independent of operator manipulation, which was unavoidable in the older captive bubble method. A bubble released below the specimen rises through the liquid and contacts the mineral. If the mineral is gas-avid the bubble adheres, developing a finite contact angle.

Among the persistent experimenters of the present century no one man is more widely and favorably known in the metallurgical world than the late Peter Spence of Manchester, England, to whom we are indebted for many of the successful processes in the manufac ture of acids and alkalies, and for much of that perfection in me chanical detail which goes so far towards insuring success. For the past twenty-five years—a period covering the greatest changes in soda-processes and a revolution in acid-manufactures ef fected by the substitution of pyrites for brimstone—Mr. Spence was constantly engaged in perfecting the plant for the economical treat ment of pyritous ores; and no text-book has been complete without reference to his many inventions, patented or otherwise. The results of his labors for the past six years were not given to the public, by reason of the active competition existing among man ufacturers on the continent of Europe and in Great Britain ; but it was well known and conceded that the crowning triumph of his .life had been achieved in the successful working of his automatic desulphurizing furnace, which mechanically calcined "smalls" or finely crushed pyrites—the bugbear of all chemical manufacturers. IN the past 75 years industrial engineering has been highly developed in many fields, but the coal mining industry has just begun to realize its potential for cutting costs. To receive the maximum benefit, a company should apply industrial engineering from the time a new installation is contemplated, but the principles can also be used to reduce and control the costs of an established operation. One company that had been mechanized for seven years reduced its total labor cost 57 pct by industrial engineering. Of this reduction, 20 pct was brought about by a preventive maintenance, rebuilding, and scheduled lubrication program that eliminated 80 pct of the delay caused by mechanical and electrical failures. Thirty percent of the cost reduction was attributed to rearranging the work force into crews of the most effective size, changing working methods, and training all mine supervision in the principles of the cost reduction program. The remaining 7 pct reduction was brought about by a wage incentive program for all the men in the mine. The productivity of this coal mining operation was increased from less than 8 tons per payroll man to 20 tons. This increased productivity was brought about while using the same equipment, men, and supervision.

There seems to be in the public mind, and even in the minds of some coal-operators not experienced in mines subject to dust-explosions, a feeling that there has been somet-hing mysterious at the bottom of a number of recent American colliery-exploaions. It has been declared in cases of accidents in mines regarded as particularly well equipped, in which every preventive precaution was said to have been taken, that the explosions were incomprehensible, and resulted from causes beyond the present knowledge of the practical coal-operator. But it is safe to say that no explosion has taken place which could not be explained by reasons well understood by most operators. The U. S. Geological Survey Testing Laboratory, recently inaugurated at Pittsburg for the reported purpose of investigating scientifically the matter of explosions in mines, will discover no new explanation of explosions. It can, however, co-ordinate the previous investigations of similar boards in England and on the Continent; and it may do a vast amount of good by promulgating widely, and in a form comprehensible to the most unlettered miner, certain facts and obvious deductions that cannot but have an effect in reducing the number and extent of the mine-disasters which, in the last few years, have been so terrible in frequency and magnitude.

In May 1960, six months after conversion of one- half of the Uranium Reduction Co. mill from acid to alkaline leach, severe corrosion was encountered in the 112 stainless steel wash baskets in the resin- in-pulp portion of the uranium circuit. Fortunately the corrosion was limited to the stainless steel screen cloth and bolts. The frames were not affected. Each resin-in-pulp wash basket serves as a container and a vehicle for approximately 40 cu ft of ion-exchange resin. Four baskets are installed in each tank through which uranium-rich solution flows as the baskets move up and down mechanically in the tank. The ion-exchange resin has an affinity for the uranium in the solution which causes it to be deposited on the resin in solid form. By reverse action with different chemical solutions, the uranium may be stripped from the resin for further processing and purifying. This section is the first step in the actual recovery of the uranium.
