Leaching manganese-bearing materials with NaOH to remove caustic-soluble silica has been demonstrated as a method for upgrading manganese. Those materials containing opaline varieties of silica respond most readily. Spent leach liquors are regenerated by treatment with lime to precipitate calcium silicate and to reactivate the NaOH for leaching. ALL of our larger domestic deposits of manganese are very low grade, but estimated tonnages in these deposits are large enough to constitute a potential strategic reserve of manganese for emergency periods, provided these ores can be upgraded sufficiently to meet industrial specifications. Many types of processes have been suggested for upgrading these ores, several have been studied in pilot plants, and a few have attained limited commercial production for special purposes. The hydrometallurgical process to be described below proposes a leaching operation for removing caustic-soluble silica and other gangue minerals and consequently upgrading a manganese ore or flotation concentrate to a commercially acceptable moduct. It is known that some forms of silica and some silicate minerals are soluble in NaOH solutions under suitable conditions. This new process proposes to use NaOH for removing the soluble materials from manganese ores or concentrates and, as a result, upgrade the manganese content. Since spent leach liquors are not efficient leaching agents the liquor must be treated with lime to precipitate calcium silicate and reactivate the NaOH. Experimental Procedure Manganese-ore samples ground to —35 mesh were leached in iron containers into which the ore sample and appropriate NaOH solutions were placed. Flotation concentrates were already ground to —200 mesh. The slurries were then placed on a hot plate or into a pressure digester and stirred continuously during the period of digestion. Where the- digestion was performed at atmospheric pressures, water lost by evaporation was replaced at regular intervals to maintain approximately a constant volume of slurry. In the pressure digester, volume changes were not controlled. After digestion, the slurry was allowed to cool enough for easy handling, but it was filtered hot, 50" to 70°C, on a Buechner filter. Filtration under these conditions was satisfactory. The resulting filter cake was washed and dried. In most instances, a single leach would not produce maximum extraction of silica from the ore sample; consequently, the dried tailing was treated again in the same manner with a fresh solution of NaOH to obtain an additional extraction of silica. This procedure was repeated a number of times to get the maximum extraction of silica. Usually three or at most four stages of leaching were adequate for this purpose. This leaching procedure was used for obtaining the data reported in this paper on the effects of NaOH concentration, pulp dilution, temperature, and time of digestion on the efficiency of extraction of silica from the ore sample. The experimental procedure does not match industrial methods. consequently tests for counter-current leaching were set up. Data from these tests are not yet complete, but in a qualitative way they indicate that thickeners between stages of leaching will be satisfactory and that the quantity of silica in a leach liquor moving forward to a new solid has only a minor effect on the quantity of silica extracted from the new solid. A pilot plant is now being designed for operation in the near future to test and evaluate the merits of this process.

INTRODUCTION The financial structure of the mining industry has changed strikingly over the last thirty years. The changes that have taken place in the last ten years include both the acceleration of adverse trends in familiar balance sheet numbers and ratios, and the subtle but extensive increase in the complexity and diversity of funding sources, both on and off the balance sheet. The objectives of this paper are: 1. to briefly trace the evolution of trends in the mining industry's financial structure; 2. to focus in more detail on changes in the last decade; and 3. to analyze those trends both within the framework of capital structure theory, and in the context of changes in business and economic conditions. This survey focuses primarily on the mining companies listed on the major U.S. stock exchanges, since financial data for these firms are readily available. The producers of minerals are a diverse lot, however, and the quantitative data on "the mineral industry" as characterized in this survey fails to encompass the financial arrangements for the bulk of production worldwide, whether owned by governments or private-sector enterprises. Even large portions of the U.S. minerals industry - subsidiaries of still larger firms, medium-sized privately-held companies, and the small miners - were not included in the quantitative part of the analysis. THE EVOLUTION OF THE INDUSTRY'S FINANCIAL STRUCTURE In the aftermath of the business failures of the Great Depression, most borrowers and lenders considered minimal debt on the balance sheet the soundest policy. By the 1950's, however, a body of literature was developing which demonstrated that the use of leverage could improve the value of the firm, given a corporate tax structure which allows interest, but not dividends, to be deducted from income. Optimal Capital Structure The objective of undertaking a new project is to improve the wealth of the current owners of the firm. If internally-generated funds are insufficient to allow growth at the desired rate, the company can raise funds either by issuing new equity, or by incurring debt. The most attractive source is the one which will provide the funds for the lowest cost. Both stockholders and lenders expect to receive compensation for use of their funds at a rate which reflects two things: (1) the return they could earn in alternative investments, and (2) the riskiness of the projected return. Factors which increase business risk include the variability of demand, sales prices and input prices, and "operating leverage", or the proportion of fixed to variable costs. In addition, from the investors' point of view, the use of financial leverage concentrates risk onto the shareholders, because lenders enjoy a prior claim in the event of bankruptcy. So although financial leverage can increase a project's expected rate of return, and therefore, presumably, earnings per share, too much debt will be perceived as uncomfortably risky by equity investors, and have a negative effect on stock prices. In theory, then, there should be an optimal level of debt which the firm's managers should seek to obtain in its financial structure. The desirable proportion of debt should in general be lower for a firm with a higher inherent business risk. In addition to their own judgement, financial managers are sensitive to the attitudes of lenders, rating agencies, and investment bankers in setting financial targets (Scott and Johnson). In practice, financial structure will also depend upon the company's growth rate and level of profitability, and conditions in the capital markets at a given time.

A metallographic study of the isothermal products formed between 750° and 285°C was made in an Fe-7.9 wt pct Cr-1.11 wt pct C alloy, and a time-temperature-transformation diagram was determined. The study shows that the austenite decomposes into three different products: pearlite above 540°C, ferrite and carbide between 540° and 300°C, and lenticular bainite below 300°C. No upper bainite forms in this alloy. The results are discussed in terms of carbon diffusion models for upper bainite formation. AUSTENITE transforms into several products depending on the temperature, composition, and rate of cooling, and the various transformation products have been a source of controversy for a long time. Since the classical study of Davenport and ~ain' extensive work has been carried out. The present study concerns the isothermal transformations in an alloy which was used for a detailed investigation of bainite crystallography and provides information supplementary to the work of Lyman and Troiano who studied austenite decomposition in steels containing 1 pct C and varying amounts of chromium. Their work showed that increasing the amount of chromium in high-carbon steels had the effect of depressing the B, temperature and of shifting the TTT curves to longer times and lower temperatures. They further found that if the chromium content is increased in a 1 pct steel to about 9 pct no bainite would form even after a period of 100 days. However, a preliminary investigation by the present authors showed that bainite plates do form in steels containing about 8 pct Cr and 1 pct C. In view of this and some results from a thin-foil electron microscope investigation of the bainite formed in the present alloy: it was considered desirable to investigate the other isothermal products as well. EXPERIMENTAL PROCEDURE The alloy used in the present investigation was obtained from a triply vacuum-melted ingot prepared from high-purity materials. Chemical analysis for the alloy verified the composition to be Fe-7.9 wt pct Cr-1.11 wt pct C. Metallographic observations were made on i by i by « in. specimens which were aus-tenitized at 12 50°C for 50 to 60 hr in evacuated quartz capsules and then water-quenched. Since the M, temperature for this alloy is below room temperature, the homogenizing treatment produced a completely austenitic structure consisting of very coarse austenite grains (ASTM #0-1). Several samples of the austenitized specimens were metallographically prepared and observed for any proeutectoid carbide separation. It was found that all the carbon was in solution. The water-quenched specimens were upquenched and given isothermal treatments at temperatures between 285" and 750°C for varying periods in molten salt or lead baths. The specimens were then water-quenched, and those showing less than 5 pct transformation were used for plotting the beginning of the austenite decomposition. To ensure the removal of the disturbed layer, the mechanically prepared specimens were electropolished in a 1:6 HzS04, CHSOH solution for 10 to 15 sec at 20 v. Final polishing was done with a vibratory polisher using 0.05-p alumina. Various etchants including nital, ferric chloride, and hot ferricyanide (Murakami's reagent) were used to bring out details in the different transformation products. The ferricyanide etch was used whenever the preferential etching of carbides was desired.

The sudden and untimely death of Dr. Charles R. Van Hise, late' president of the University of Wisconsin, was one of the greatest losses, not only to the educational world and science of geology, for which he was a great leader and pathfinder, but also to the world of mining and allied interests, for which he was an adviser and helper who blazed trails and pointed out paths of development, which the practical men of englneering and industry will follow long after his death. To the general public, Dr. Van Hise stood as a great educator who conceived and wrought out a new idea in the people's university .of .a commonwealth and as a great active mind that could not be held within the bounds of education and science but, by its own bigness and broadness, was forced into the contemplation of the larger affairs of the nation. To the engineering profession, dr. Van Hise will be remembered as a tireless worker who solved some of the most complex problems in geolpgy and the development of mineral resources and recorded these findings In a form that is of lasting value to those who follow him in similar labor. In this combination of thinker and worker, educator and economic student, scientist and practical engineer, lies Dr. Van Hise's contribution to his generation. As an educator, Dr. Van Hise attained perhaps his widest recognition, for in the University of which he was president he evolved and accomplished a new idea, which caused it to be called, in 1908, by President Eliot of Harvard, "the leading State University." At the time of his death, Nov. 19, 1918, he was just completing fourteen years as president and forty-three years as student and teacher in the University. His entire life of 61 years had been devoted to his State and its University. He was the first alumnus of the University and the first Wisconsin-born citizen to become its president—and he enjoyed the longest term as president of the institution. Since his graduation from its College of Engineering in 1879, he had been constantly a member of its faculty. As Chief Justice John B. Winslow, of the Wisconsin Supreme Court said at the time of President Van Hise's death, " Wisconsin has had many able sons, men who have served their Country and their State with ais-tinguished honor in various fields of effort, but among them all none, I believe, has rendered greater service in his time than President Van Hise. The University will be his true monument, for to him, more than to any one person, we owe the present commanding position of that, great Institution." What his "new ideal of a State University" was maybe best expressed in the words which he used to outline it in his inaugural address in 1904. "I shall never be content until the beneficent influence of the University of Wisconsin reaches every family of the State. This is my ideal of a State University. When the University of Wisconsin attains this ideal, it will be the first perfect State University.... The University of Wisconsin desires to prevent that greatest of all economic losses to the State, the loss of talent. To prevent this loss of talent, the University must not only provide for those who come to Madison for instruction, but must go out to the people of the State with the knowledge which they desire and need." Hence it was said early in his administration that "the boundaries of the State are the campus fence."

THE quarters provided for the session on Milling Methods, Monday afternoon, Feb. 17, were filled to capacity. Galen H. Clevenger presided and notables, such as A. W. Fahrenwald, A. O. Gates, F. A. Thomson, W. L. Zeigler and others who had not graced a milling meeting in New York in recent years, or per- haps even never before, were actually present and spoke "in person." The first paper, by A. W. Fahrellwald (T. P. 275), entitled "Classifier Efficiency ; An experimental Study," was summarized by the author, who clearly showed the inconsistency of determining the efficiency of a classifier by means of sizing tests, especially where the material classified consists of a mixture of minerals of different specific gravities. In place of sieve analysis the procedure recommended involves the use of a glass settling-tube which is considered to give ideal classification and thus serve as a standard against which mill classification will be compared and relative efficiency calculated. This procedure sounds logical. Perhaps the greatest difficulty may lie in securing an ideal classifier acceptable to every one.

A S detailed studies of mass transport in hetero- geneous systems are made, a knowledge of the chemical diffusion coefficients in various liquid and solid phases is necessary to understand the kinetics of any total reaction. For example, in zone refining some information must be available about the diffusion coefficients of various species in the liquid and solid regions near the moving interface. In liquid-liquid reactions, of which slag-metal reactions are of particular interest to metallurgists, the diffusion coefficient of a transferring species must be known accurately in both phases in order to predict a transfer coefficient for the over-all process. In attempting to assess the contributions of Antoine Gaudin to the profession which he illuminated for almost a half-century, we will need to examine a very broad canvas. He was active in three significant areas: as a teacher; in research, both through his own endeavors and those of his students; and as a consultant to the mining industry and to the Government. Beyond these specific contributions, there was the major personal influence he had on scores of students, friends, and colleagues in the profession. If a single measure of the man's contribution is to be found, it will be the extent and direction in which he influenced the practice of his profession. To find this we should examine the state of miner- al processing when he began his activities in the 19201s, the progress which has taken place over the past half-century, and the part his activities played in this advance. However, there is a provocative and broader examination which I have chosen to make instead. This is to examine the past century in mineral processing through the lives of three men who, by common agreement, stand on the heights, both in teaching and in their contributions to industry: Robert H. Richards, Arthur F. Taggart, and the man whose memory we honor this evening, Antoine M. Gaudin. Their careers, by coincidence, cover just a century. This is also AIME's first century, and the first century of mineral industry education in the United States. In fact, mineral processing itself on any significant scale in the country encompasses only a century and a quarter. BEGINNINGS OF PRACTICE IN THE U.S. Before the 1840’s, U.S. mining, except for coal and iron ore, was on a small scale and was confined to the eastern states, with processing practically nonexistent. The 1840's saw the beginning of Michigan native copper production, including ore dressing; the 1850’s, iron ore production in Minnesota; and the 1860’s, lead production and processing in Missouri. But the most explosive event was the California gold rush after 1848, which not only brought tens-of-thousands of fortune hunters to the West, but also catalyzed broad mining activities and processing within the following decades. Introduction Coal is found in every major geographic region through-out Alaska and in two offshore areas. Since about 1852, more than 100 small mines have opened and closed. In 1981 and 1982 production was almost entirely from one mine in central Alaska. Clearly, the utilization of Alaska's abundant coal resources presents political, economic, and technical problems that are far from solution. Location and Physical Features Figure 1 illustrates the geographical and geological similarity between Alaska and the western US. Alaska's Arctic region generally resembles Wyoming and the Dakotas. The Brooks Range is an extension of the Rocky Mountains. The central region of Alaska between the Brooks Range and the Alaska Range bears a general resemblance to the basin and range country of the western US. The southcentral and southeastern regions have a similar resemblance to the Sierra Nevadas and the West Coast. The Arctic, the central, and the southcentral regions have major coal fields. The southeast region has scattered occurrences. The topographic, climatic, and economic characteristics of each are different. These differences have a large effect on practical mining methods. Description of Alaskan Coal Coal deposits known in Alaska are almost all of Cretaceous or Tertiary age, much younger than the Carboniferous coal deposits of eastern and midwestern states. Consequently, most Alaskan coals have a higher moisture content and a lower heat value. Most Alaskan coals also have a much lower sulfur content. Low volatile bituminous, and anthracite coals occur in Alaska, but most Alaskan coals range downward in rank from high volatile bituminous to subbituminous and lignite. Alaskan coals are similar to coals of the northern Great Plains and the Rocky Mountains. Arctic Region Northern Alaska Coal Fields Northern Alaska coal fields are by far the largest group of coal deposits in Alaska (Fig. 2). Coal-bearing rocks extend from the foothills of the Brooks Range about 160 km (100 miles) northward to within about 80 km (50 miles) of the Arctic coast. The principal known occurrences are between the Colville River and the western coast. However, coal has been found eastward almost to the Canning River and westward under the Arctic Ocean. The northern Alaska coal fields are in a series of Cretaceous rocks that suggest a deltaic depositional environment. The beds tend to occur in series of up to eight or nine beds totaling 6-9 m (20-30 ft) of coal. However, beds 6-12 m (20-40 ft) thick have been reported, and beds 1-3 m (3-10 ft) thick seem to be relatively common. Including thin seams, coal in some places makes up about 10% of the stratigraphic section. However, no area has been explored in sufficient detail to block out any large body of reserves or to make reliable estimates of the total resource. Observation points in drill holes and along river and stream banks are few and far between. Coals in northern Alaskan fields tend to range in rank from bituminous, where moderately folded and faulted in the foothills, to subbittuminous in the gently folded rocks under the coastal plain. Coals toward the eastern extremities of the coal fields may be of Tertiary age and lower in rank, but the same general correlation between degree of folding and increase in rank can be expected. A partial differential equation was developed and programmed to compute the cumulation and flow of the liquid phase of a gas-condensate fluid. It was found that such cumulation near the wellbore may attain saturations permitting liquid flow within periods of the order of 1 day. The radius at which this saturation obtains advances toward the external reservoir boundary with continued recovery, although it may move only 2 to 5 percent of that distance during the productive life of the well. This relatively high saturation can cause a serious dimunition in delivery capacity. The pressure dilferential required for flow of gas through a formation with such saturation may be as much as three times greater than the corresponding differential in a formation where saturation is less than 2 percent. Because of the radial geometry, total reservoir pressure differential required for flow with a zone of relatively high liquid saturation about the well was indicated to be two to three times greater than without the saturation. INTRODUCTION A computing program developed by the authors 1 to integrate the partial differential equation for transient radial flow of gas-condensate fluids required a prevalued function, W(Po) = kD(p0)/M(p0)z0(Po).......(1) related to cumulation of condensate in pores of the reservoir as pressure declines. Methods were available for relating mobility to saturation, saturation to liquid-vapor volume ratio, liquid-vapor volume ratio to pressure and, hence, mobility to pressure to obtain W(pD). However, certain assumptions had to be made in advance of program execution concerning movement of the liquid phase and change in radial distribution of liquid saturation as recovery progressed. Because reservoir fluid mobility and related pressure gradients are markedly dependent on liquid saturation, it was desirable to eliminate the necessity for these assumptions and in this respect improve the reliability of a result obtained by integration. Experimental research was begun to determine the relationship of variables that control the reservoir flow of low liquid-vapor ratio fluids. With the porous medium partly saturated, permeability to a two-phase flowing fluid could not be measured because the viscosity was unknown. Viscosity could not be measured without knowing permeability of the liquid-containing medium; but mobility, the ratio of permeability to viscosity, was measurable. This property, and liquid-vapor volume ratio of the flowing phases, have values determined by nature of the fluid and porous medium and, in addition, were found to be pressure, velocity and saturation dependent. A program developed by Kniazeff and Naville 2 for computing multicom-ponent, two-phase flow used polynomials to represent saturation dependence of permeabilities for gas and for liquid phases, and an effluent viscosity constant under reservoir conditions. The authors developed a program based on a partial differential equation of similar mass balance origin but designed to represent distribution of an unlimited number of components between gas and liquid phases utilizing the experimental information available as to variable dependence. Attention was given to liquid-vapor volume ratio of the flowing phases, a property which is essential as a liquid saturation boundary condition. A program for computing implicitly saturation increase at uniform intervals along the drainage radius was combined with an existing program for calculating pressures, and the two were used alternately in an iterative solution for both saturations and pressures. Endeavoring to meet the requirements of more oil created by the war effort, the oil industry of Kansas in 1944 maintained a level of exploratory and development work well above the average of previous years. During the year, 1866 test wells were drilled, of which 838 were completed as new oil wells, 89 as new gas wells and 939 as dry holes. These figures compare with 895 new oil wells, 32 new gas wells and 834 dry holes for a total of 1761 tests in 1943. Thus, there was a marked decrease in the number of new oil wells, and an increase in the new gas wells and dry holes. The total daily initial potential of production discovered by the successful wells amounted to 494,689 bbl. of oil as compared with 736,297 bbl. in 1943. The increase in unsuccessful tests and decrease in the daily initial potential of production has caused considerable comment and speculation among the oil operators of the state. This tends to confirm the fact that each year it is becoming harder to find the remaining oil fields. The total number of wildcats drilled in Kansas was 651 in 1944, including the so-called "extension wildcats" (more than 1/2 to I mile from known production). Of this number, 410 are classified as "rank wildcats," being more than one mile from production. The total of 651 compares with the total of 577 for 1943, showing an increase in wildcat drilling of 74 test wells: Of these tests, 81 were successful in finding new oil fields or substafitially extending known areas of production, and 20 either found new gas pools or extended old ones. The ratio of dry holes to producing wells among the "rank" wildcats was approximately 10 to I (372 dry and 38 successful). This compares with a ratio of 10 to I in 1943, 11 to I in 1942, and 6 to I in 1941. A compilation of the results obtained by 34 active companies, including all of the major companies, reveals that their efforts accounted for 286 rank wildcat wells, of which-37 found oil or gas, making a dry-hole percentage of 87. Approximately 55 per cent of all, tests (pool and wildcat) were failures. Thc Kansas Nomenclature Committee of the Kansas Geological Society named and classified 43 new oil fields and 8 new gas fields during the year. The discovery wells of the new oil fields had a total initial potential of 18,358 bbl. for a per well average or' 427 bbl. The average initial potential per well in 1942 and 1943 was 894 and 419 bbl., respectively. With nearly all wells producing at their economic capacity, the total production for Kansas during 1944 totaled 101,896,704 bbl., which compares with total runs of 107,709,679 bbl. in 1943. Production of natural gas during 1944 reached a new high record of 135 billion cubic feet. This compares with 122 billion cubic feet for 1943, and 98 1/2 billion cubic feet for 1942. The large Hugoton field of Southwestern Kansas accounted for about half of the total gas produced. Hardenability (multiplying) factors for carbon, mongonese, silicon, chromium, nickel, and molybdenum have been developed for hypereutectoid low-alloy steels in which bainite is the first subcritical transformation product. These factors permit the calculation of 95, 80, and 50 pct martensite hardenability from chemical composition when steels with spheroidized structures are quenched from 1475°, 1525°, and 1575°F. The strong contributions to hardenability of the less expensive elements, silicon and manganese, suggest their use to obtain additional hardenability in hypereutectoid low-alloy steels. DURING the past decade a number of investigators'"11 have carefully developed information which permits calculation of the hardenability of medium -carbon low-alloy steels from chemical composition and grain size. Of the methods that have been used for studying the chemical composition of coal, attack by reagents has not, in general, yielded much information. Most of the reagents used have been strong oxidants such as nitric acid or Schulze's solution. The use of a milder oxidizing agent, such as air at low temperatures, enables progressive changes in the character af the coal substance to be studied and thus helps toward an understanding of its constitution. British bituminous coals frequently have a banded structure. These bands (of four types) can be separated one from another and have been found to possess markedly different chemical characteristics, even when taken from contiguous portions of the same lump coal. It has been found convenient to give each of the ingredients of banded coal a distinctive name, more or less descriptive of its appearance, and the study of the chemistry of bituminous "coal" in England has resolved itself into a study of each ingredient separately. The coal chosen for this work was taken from the Top Hard seam at East Kirkby colliery, Nottinghamshire, a detailed chemical analysis of which has been recorded by Baranov and Francis.' The banded structure was well marked and the bands could readily be separated. The research was confined to the brilliant vitreous bands (vitrain), the dull hard bands (durain) and the "sooty partings" main); for previous work had shown that the fourth type, to which the name clarain has been given, is intermediate in character, chemically, between vitrain and durain. The method of experiment was, briefly, to draw a slow current of moist air through weighed samples (50 gm.) of the three ingredients, vitrain, durain, and fusain, in the form of powder (through a 60-mesh and on a 90-mesh sieve) contained in glass tubes which could be maintained at a constant temperature during prolonged periods. IN the early period of steelmaking, ingot structure and segregation were of no practical importance. Crucible melting required very small ingots that gave little segregation, and a small inserted hot top prevented pipe. As larger ingots were poured from bessemer converters and open-hearth furnaces, segrega- [ ] tion, piping, and gas evolution became increasingly important. The techniques of making semikilled and rimmed ingots were developed with little knowledge of the actual mechanism of the process. The first studies of solidification were made by the Brearleys1 and Gathmann,2- who used stearine to show the effects of shrinkage and mold shape. Fig 11-1 is a picture of a series of stearine ingots at various stages of solidification. • One effect of the British devaluation of the Pound Sterling, with its resultant lowering of the pay limit, was the addition of considerable tonnages of previously marginal ore in gold mining. Crown Mines, Ltd., reported that 1,245,000 tons of such ore had been added to available reserves. But for devaluation, a steady decline in ore reserves had been a feature of operations during the previous ten years, and would have continued. •Loree Colliery of the Hudson Coal Co. is using a Humphrey spiral cleaning plant to meet requirements of the state in the matter of stream pollution. However, the process is producing a salable product. •Noranda is considering plans for constructing a commercial sized unit designed to produce elemental sulphuric acid and sintered iron oxide from pyrite. Test plant results have indicated the No. 5 ore zone can be treated by the new process economically. •A magnetic fluid clutch, and magnetic amplifiers for motor and generator control, have been developed under Navy contract by Vickers' Electric Division, in St. Louis, Mo. This constitutes the first commercial production of the clutch recently developed by the Bureau of Standards. •Fuel experts estimate coal production will run up to 500 million tons this year based on the expectation that business conditions will continue to be good. They also expect that in the future the use of coal will increase by 50 pct over today's level. These expectations are based on the fact that it provides the bulk of the heat, light, and power for making steel, for manufacturing, and for generating electricity as well as the development of the coal burning gas turbine and processes for making gas, gasoline, and oil from coal. •Entombed miners may benefit from a two-way communication system which utilizes the earth's strata as a network for electric signals. The use of FM radio waves makes this possible. The invention includes a portable transmitter-receiver unit kept near the face, and a more powerful portable equipment of the same sort above ground. In use, two probes on wires from the apparatus are driven into the earth. • The Union of South Africa has launched a uranium production project which government leaders think will help the West maintain world atomic supremacy. Experiments under way in the pilot plants are expected to lead to the establishment of a chain of processing factories along the Witwatersrand in which uranium will be reclaimed from gold tailing. •Recent developments in mechanized mining at the Bureau of Mines oil-shale mine near Rifle, Colo., have lowered mining costs to 29 cents per ton of shale. The cost of producing crude shale oil from 30-gal-per-ton-shale, using the new mining and processing techniques, would be about $1.50 per barrel. This is 500 lower than any previously stated price. • COMINCO is planning to open the old Bluebell lead-zinc mine near Nelson, B. C., on a 500-ton-per-day basis. The old workings will be pumped and a 970-ft incline sunk. A mill will be constructed at the property.

IN THE December issue of MINING AND METALLURGY, attention was drawn to the February meeting of the Institute. The plans of the Committee on Arrange-ments have progressed considerably since that date, so that further announcements may now be made. The Mining Methods Committee has definitely arranged for at least three sessions. One of these will be devoted to a discussion of various methods used in sampling large low-grade ore deposits; a second will have for its leading subject underground transportation and mining practice as developed by the Anaconda Copper Mining Co., and the third will be devoted to the coal industry, particularly in reference to the percent-age of economic recovery under various conditions. The Mining Methods Committee will also hold a committee meeting, which will be open to all members, for the purpose of a discussion in reference to the symposium on mining methods which it proposes to hold at an early meeting. The Petroleum and Gas Committee is planning a two-day symposium. A tentative program was printed in the November number of MINING AND METALLURGY, and this, with a few changes, still indicates the plans of the committee. E. L. DeGolyer, vice-chairman of the committee, says Mining engineers and geologists should make every effort to attend the February meeting and hear the symposiums on foreign oil possibilities which have been arranged by the Petro-leum and Gas Committee of the Institute. No such comprehen-sive consideration of this subject as that planned has previously been attempted. This matter is extremely important to all persons who are users of petroleum or its products, and in our present civilization this classification includes every individual, but it is particularly important to the engineer who directs the production and use of power on a large scale. The United States produces currently about two-thirds of the world's oil but consumes more than it produces. We must look .to outside areas for part at least of our petroleum requirements and the future market, because even American oil will be influ-enced largely by the ease and freedom with which this outside supply may be secured. It is important to you to know something of foreign prospects and conditions under which they may be developed.

SOME time ago the writer needed a cheap, light, and portable hydraulic lift or crane, that would be universal in its application, and that might -be suspended from crane-arms, overhead tramways, beams, etc., and serve all the uses of ordinary hydraulic cranes. This was accomplished by the use of a closed cylinder of wrought-iron hydraulic pipe, provided at its top with the ordinary gland and stuffing-box, through the centre of which passed another similar pipe of slightly smaller diameter, forming in effect the ordinary plunger of the regular hydraulic crane. Over the top of this centre pipe or plunger or piston a disk of iron is placed with two arms projecting several inches from the rim, as may be required. Through these arms long iron rods pass, one on each. side, and are fastened in place by nuts screwed to a bearing immediately above and below the disk. These rods also pass through the enlarged head of the lift down through a casting which closes the bottom of the cylinder, which, at the same time, gives them a bearing, and they terminate at a point below the casting equal to the height of the lift of the crane. The rods at this point pass through a disk similar to the top disk and are similarly secured in place. A common hook arranged with a swivel passes through the centre of the disk, and on this hook the load is suspended. For a stationary hanging crane the apparatus is suspended by two rods passing through the head of the lift in similar manner to the two already described, at right angles to the first, and of sufficient length to let the first set play between them and rise to the full height which the plunger will allow. The second set of rods terminates in an iron disk similar to the one at the bottom of the first set, and a hook through this in turn suspends the entire apparatus. In order to adapt the lift to an overhead tramway, single or double, in place of the suspending rods, a projection or offset is arranged on each side of the head of the lift and a journal cast in, allowing the lift to be suspended on pivots arranged as follows

H. M. BOYLSTON, Cambridge, Mass.-I would first like to ask what machine Capt. Bellis used to make his tests on impact strength. I have made some tests with the Charpy impact machine, the specimen being supported at both ends and nicked in the middle, and, find that the results do not always agree with those obtained by the Izod and other machines. I would also like to ask what effect the composition and heat treatment of the tool steel had on the drilling of his rifle barrels, as compared, with the heat treatment of the steel itself? I notice that the analysis of the composition of steel used shows sulphur 0.050 and phosphorus 0.065; I should like to ask how those high limits of sulphur and phosphorus came to be allowed? I have some data which lead me to feel pretty certain that those high limits make for very unsafe steel in rifle barrels. It has never been explained to the satisfaction of all of us, why the manganese is so high: 1.22 per cent. I believe several reasons have been stated; among them, that it is high in order to compensate for the high sulphur, and also to increase the elastic limit and improve other physical properties of steel. Lastly, I wish to ask whether Capt. Bellis has tried any different methods of heat-treating his steel rifle barrels? Apparently these were all heat-treated before machining; has he had any experience with heat-treatment after machining, especially after drilling? Those questions may seem somewhat outside of the range of this -paper, but they are important, and if Captain Bellis can give us any information, it will be very helpful. Dr. J. A. MATHEWS,* Syracuse, N. Y.-The same subject was discussed here last year, and the earlier papers by Dr. Carle Hayward seem to indicate that nothing was gained by the length of time of 'tempering. (It should be borne in mind that his results were based upon electrical and magnetic measurements and not upon tensile tests.) That idea has been accepted as gospel by steel workers, until late years, and particu-larly in connection with alloy steels, on which there is no question that the effect of time of tempering is very marked.

UNQUESTIONABLY, manufactured gas will stage a comeback of such huge proportions as to dwarf its previous history. Timing will depend on two things: the diminishing supply of natural gas and the perfecting of processes for large-scale production of high-Btu gas from, coal. What the timing will be, and how soon the new era will begin for manufactured gas, no one knows. It may be just around the corner and it may be several years, but it is certain to come. It will depend on economic changes, and any major world upheaval might accelerate it tremendously. Supplemental gas for pipelines will come no doubt from two sources at least: (1) synthetic-fuel plants of the coal-chemical group, which produce chemicals and liquid fuels with a tail gas high in methane as a by-product; and (2) large-scale gasification plants, which will produce high-Btu gas entirely or as a major product with chemicals and liquid fuels as by-products. There is important activity at the present time, in the development of new processes and the improvement of those now in existence. The first large-scale gasification plants of the second category probably will be strategically located in the coal fields on or near the long-distance transmission gas lines, and these plants probably will operate jointly with large natural gas storage fields. Inasmuch as virtually all the major gas-transmission lines cross one or more coal fields, such locations will not be difficult to find. It will be a practical necessity to produce a high-Btu gas -that is, 750 to 1000 Btu-in order to maintain the capacity of the main transmission lines and local city distribution systems and further to eliminate the problem of appliance changeovers in the cities. If gasification plants on a medium or smaller scale prove to be economical, local gas utilities no doubt will consider .the construction of such plants to supplement their supply of natural gas. If low-temperature distillation processes like those now being developed by the Pittsburgh Consolidation Coal Co. are successful, and there is reason to believe that they will be, utilities that supply both gas and electricity to communities would find this method particularly attractive, as they could burn the char product directly under power boilers, thereby minimizing thermal

Discussion of the paper of DORSEY HAGER, to be presented at the Colorado meeting, September, 1918, and printed in Bulletin No. 138, June, 191S, pp. 1109 to 1118. WALLACE E. PRATT, Wichita Falls, Tex. (written discussion*).¬Mr. Hager has touched upon interesting problems related to the broad subject with which he has entitled his paper. As to the existence of the important structural feature in the buried Bend series, which Mr. Hager constructs from well-logs, and designates as the "Bend Arch," there seems to be general agreement among a number of observers. Indeed, M. G. Cheney1 and Robt. T. Hill2 have each published structural maps of the Bend Arch that do not differ essentially from the map shown in Mr. Hager's Fig. 1. The reflection, in the overlying, unconformable Cretaceous, of certain folds in the Pennsylvanian, with which the petroleum accumulations has to do, is an important observation on the part of Mr. Hager, since, as he says, much critical territory is covered by Cretaceous, and it is highly desirable that the underlying Pennsylvanian structure be mapped, if possible. If the folds in the Pennsylvanian are of post-Cretaceous age, then it should be possible, in spite of the intervening unconformity, to determine approximately the position of buried folds beneath the Cretaceous overlap. The idea of post-Cretaceous folding would not be out of accord with the suggestion by Carroll H. Wegemann that the folding of the Permian beds in southern Oklahoma was still in progress as late as the Tertiary.3 But most observers have related the folds in the Pennsylvanian and Permian beds at the surface, both in North Texas and southern Oklahoma, to the process of. emergence of the land area at the end of the Permian. It seems more probable that the reflection of Pennsylvanian folds in the unconformable Cretaceous which Mr. Hager observed is due to long continued persistence of stresses which were largely relieved at the close of the Permian, than that the principal period of folding was post-Cre-taceous; this being the case, it seems likely that only folds of greatest intensity in the Pennsylvanian will, be decipherable in the Cretaceous overburden, and that many promising structural features are so concealed by the Cretaceous as to escape detection except by drilling.
