NO industry or group of industries is more deeply interested in the influence exerted by atmospheric dust than that concerned with the getting of coal and of metalliferous ores. The coal miner in the past has mainly been interested on account of the part played by coal dust in the occurrence of explosions; but investigation is revealing that coal miners experience, at least on certain coal fields, unduly high mortality ascribed to lung diseases, some part of which may reasonably be attributed to dust inhalation, and that a small group of men employed in sinking shafts and driving roads through sandstone rocks experience troubles identical with those that afflict many metalliferous miners. Coal Mining The Registrar General for England and Wales issues information every 10 years concerning the mortality experienced in various industries. The records dealing with coal mining are of particular interest, since they are given separately for each of the largest fields. When examined they exhibit the coal miner with a favorable death rate on the whole when compared with all other occupied males; but they reveal great differences on the different fields; thus the Lancashire miner in 1900-2 had a comparative mortality from all causes of 1006 as against a figure of 675 for the Nottinghamshire and Derbyshire miners, and in 1910-12 of 941 as against 570 for Nottinghamshire. When mortalities due to four only of the great causes of death are subtracted from the total the differences are greatly reduced; these four causes are phthisis, pneumonia, bronchitis and accidents. Thus for 1910-12 more than one-half of the mortality in Lancashire, 478 out of 941, is so accounted for, but less than one-third of the mortality in Nottinghamshire, 184 out of 570; the latter fraction compares with that for all males, 293 out of 790. Exactly why the accident mortality varies thus with those for the lung diseases has not been determined; the fact, however, points to an interesting association between health and so-called "accidental" occurrences.

Pilot plant studies have been conducted on a variety of iron ores of differing composition and grain size to test their amenability to dry autogeneous grinding and dry magnetic concentration. A general description of the pilot plant and its equipment is given with particular reference to the Aerofall mill and the dry magnetic separators developed by the Ontario Research Foundation. Test results are reviewed in detail with emphasis on power consumption, mill speed, the use of ball charges, types of ores, moisture content, separator speeds, and design. In 1957 the Ontario Research Foundation installed a pilot plant (Fig. 1) for the study of dry autogenous grinding and dry magnetic concentration of iron ores. A 61/2-ft Aerofall mill was installed as the dry autogenous crushing and grinding medium. The Cavanagh fast drum and the Double Helix, two dry magnetic separators developed at Ontario Research Foundation, were also installed. Iron ore samples of 10 to 150 tons have been investigated. These ores varied widely in mineralogy and grain size. Taconite (-325 mesh), fine-grained magnetite (200 to 325 mesh), and medium-grained magnetites (65 to 150 mesh) have been treated with varying degrees of success. Lately, considerable research has also been conducted on the metamorphosed magnetite-hematite complexes of the Labrador Trough. Operational and metallurgical data have been compiled from these tests. The effects of ore type, air flow, mill speed, and ball charge on mill operation are discussed. Metallurgical data are also presented to illustrate the operation of the dry magnetic separators. PILOT PLANT DESCRIPTION Fig. 2 depicts the normal flowsheet used. Minus 6-in. ore from a vibrating feeder is fed to the 6%-ft Aerofall mill powered by a 50-hp 550-v induction motor. The main blower, a 25-hp 550-v fan rated at 7000 cfm, draws air through the mill. Restriction programs in important raw-materials industries in foreign countries have been abandoned after lengthy trials. Presumably, failure has been a logical consequence of the attainment of objectives of the restrictive schemes in the early periods of their administration in defiance of economic law. In general, the chief objective has been the elevation of prices of the products of these industries. More conservative plans have sought the maintenance of a price structure that was in jeopardy at the time restriction was initiated. The course of the administrat'ion of restrictive measures can be traced by the result's of restriction, viz.: the creation or maintenance of highly profitable prices; the over-expansion of productive facilities; the accumulation of inventory; and finally, by the collapse of the price structure, which invariably has led to abandonment of the restrictive scheme. The theory and practice of restriction as applied to industries that have tried it are too well known to need detailing here. Restraint of Production of Crude Oil Regardless of the record of the catastrophic outcomes of restrictive measures in other industries, our industry has not been deterred from attempting restriction of crude-oil production. The assumed bases for success of our restrictive plan are clear. They follow from the fact that the physical characteristics of the petroleum industry differ from those of other industries that have tried restriction. Its raw material is a highly essential substance, a natural, exhaustible resource. The extent of its reserves is unknown, a fact that arouses the cooperative spirit of conservationists. At no time before the inauguration of restriction had its developed reserves been sufficient to supply more than the requirements for a few months without the help of new drillings. To a considerable extent its discovery involves the element of chance. Its economic production seems to require an unnatural relationship; namely, cooperation among competitors, because it is a fugitive resource, capable of moving from under one owner's property to underlie another's. Thus its recovery presents intricate legal questions concerning property rights.

The year 1928 has been marked by scattered but considerable wildcat drilling considering the overproduction prevalent in the oil industry. This wildcatting has resulted in the discovery of oil in one interior salt dome, several small fields producing from serpentine, Taylor marl, and Austin chalk, and two new fields producing from the Edwards limestone, one of which in the Bruner or Salt Flat area of Caldwell County promises to be of major importance if not quite as large as the Luling field. Fig. 1 shows production by fields for 1928, compared in the case of the older fields, with that for 1927. New Production From Salt Domes Boggy Creek Dome This salt dome was discovered in 1927 by core drilling and deep tests recommended on the evidence of surface geology. A large block of acreage controlled by the Humble Oil & Refining Co. covers the dome. Since the discovery of the deep-lying salt plug and oil on the flank of this dome in 1927, development has proceeded slowly. Since most of the acreage is controlled in a large block by one company there has been no intensive competitive drilling. Approximately 8 producers and 16 dry holes have been drilled. Production is from the eastern equivalent of the Woodbine and Eagleford horizons of the Mexia district, and has been found extending in a northeast-southnlest direction across the River Neches on the southeast flank of the dome. One of the best wells, the T. H. Jones No. 2, had an initial production of 90 bbl. per hr., and others have made from 100 bbl. per day to 50 bbl. per hr., but production of the better wells has either been shut in or choked down to less than 2000 bbl. per day. At the end of the year the daily average, production was about 2500 bbl. from 8 wells. Considerable gas pressure is present and one well, the Elliot Clark No. 2, drilled in 1927, was shut in with an estimated wet gas production of over 5,000,000 cubic feet.

Having had charge during the past year of the operations of the New River Coke Company, the second largest, if not the largest, coke-producer in this district, my attention was called particularly to the yield of coke from the coal as coked in a bank of beehive ovens, as the record showed that this yield, while believed to be well up with the practice of the district, was much lower than the analysis of the coal indicated it should be. The coal is well known to many members of the Institute, and the scope of this paper does not include a discussion of its occurrence and development. It suffices to say that the New River district comprises the mines working on the coals of No. XII. or the Conglomerate Series of the Rogers brothers, which are located on New river and its tributaries, and which find an outlet for their product east and west over the Chesapeake and Ohio Railway. The New river through this section carries the drainage from an extensive peneplain in which it has formed a very striking and stupendous canon, probably the most striking east of the Mississippi river. The only practical access to this territory is by means of this canon and the Chesapeake and Ohio road, and the opportunities for development by other lines may be considered as nil. If it were not for the fact that this road, farther west, reaches and develops entirely different coals, which are found in other measures, the New River district might properly be spoken of (as is now done at times) as the " C and 0. field." The ores now milled at the Midvale concentrator of the United States Smelting, Refining & Mining Co. come mostly from the company's mine in the Bingham district, about 18 miles west of Midvale. Custom ores from this same district and from other western mining districts are also milled at times. The Bingham ores consist of galena, pyrite, chalcopyrite, and sphalerite in a gangue of quartz, quartzite, limestone, and porphyry. The percentage of chalcopyrite is small, usually about 0.5 per cent., while the galena, pyrite, and sphalerite combined constitute about 60 per cent, of the total ore. These three minerals vary considerably in amount and, at times, all three are somewhat oxidized. The ores also contain gold and silver, the former being mostly in the pyrite while the latter is generally with the galena. The crystallization of the economic minerals varies from fairly coarse to extremely fine. The ores are carried to Midvale by the Bingham & Garfield and the Los Angeles & Salt Lake railroads or by the Denver & Rio Grande Western railroad, in 50-ton, steel, full dump cars. The milling problem is to recover the silver-bearing galena, the gold-bearing pyrite, and the chalcopyrite in a product suitable for the lead smelter and containing the least possible amount of gangue and sphalerite and then recover the sphalerite in a product suitable for a zinc smelter. The minerals are recovered partly by water concentration and partly by water concentration combined with electrostatic treatment. Gravity Concentrator The gravity concentrator has a capacity of about 465 tons in 24 hr. The mill buildings are of wood. The mill was built in 1905 to handle approximately 90 tons in 24 hr.; since that time several additions have been built and various changes have been made in the flow sheet. During the year 1939, Mexican production totaled 42,479,000 bbl.; a daily average of 116,381 bbl. or a little over 2 per cent of the estimated world production. The Mexican Government operates 100 per cent of the refining branch of the industry, 100 per cent of the domestic distribution, 96 per cent of the crude production and 92 per cent of the total exports. No discussion of the Mexican petroleum industry in 1939 is adequate without reference to the "expropriation" of the foreign-owned oil properties in Mexico by executive fiat on March 18, 1938. The forcible seizing of the properties culminated a long series of efforts on the part of the Mexican Government to obtain control of the oil properties developed through foreign initiative and with foreign capital in Mexico. The heart of the issue is whether the Mexican nation or any nation may with impunity confiscate the legally acquired properties of American citizens. The Department of State of our Government has in its communications to Mexico emphasized the fact that its "expropriation" of American properties was confiscatory because Mexico had failed to make "adequate, effective and prompt compensation"; that the taking was no less confiscatory "because there may be an expressed intent to pay at some time in the future," and that, consequently, "Mexico has assumed and continues to assume to exercise a right without compliance with the condition necessary to give such exercise a recognizable status of legality." Mexico has professed its willingness to pay for the oil properties but at the same time through its Supreme Court it has declared that the owners or lessees do not have the exclusive right to extract and dispose of the oil in the subsoil. This is a reversal of the Mexican position with respect to oil as set forth in the Mexican mining laws, affirmed by Mexican Supreme Court decisions, and as clarified in the Warren-Paync and the Morrow-Calles agreements, as well as in diplomatic correspondence. THE most unsatisfactory occurrences in the experience of a manufacturer are those from which he suffers damage and learns nothing useful. That there are such incidents, and that they occur with annoying frequency, is unfortunately true. An accident which can be understood and explained always carries some consolation with it. However bad the copnsequencee, one finds comfort in reflecting that they might have been worse, and that the knowledge of how to avert a more disastrous calamity from the same cause is worth what it cost. But when an accident occurs, which remains unexplained after anxious days of investigation and sleepless nights of reflection, and which is as liable to occur twice or twenty times, as once, very little satisfaction of any kind can be extracted from it by the most philosophical victim. Three such incidents have come under my notice in one establishment. Fortunately none of them were attended with very serious consequences, as no one was hurt, and the damage to property was slight; but in each instance, loss of life and great destruction were escaped by so narrow a margin as to make them extremely disquieting. I have recorded them in the hope, that from the experience of others maybe gained what my own careful investigations have failed to reach-—satisfactory explanations. The first of these curious occurrences was the bunting of a 16-inch pipe carrying air under a compression of about 1 pound. The pipe was made of light galvanized iron with soldered seams. Into it a rotary fan-blower delivered air, and from it smaller pipes were carried to the furnaces. The blower was run continuously. Neither the main pipe nor its branches had any connection with the gas conduits. Both air- and gas-pipes delivered into the furnaces; but although the gas was under much higher compression than the air, there appeared to be no good reason why, having free escape in case of leakage, it should ever make its way back into the air-pipe. More than a quarter of a century has passed since the introduction of the machine known as the Blake crusher, the invention of Eli W. Blake, of New Haven, Conn. Although originally designed for breaking stone for road-metal, its importance for crushing ores of the precious metals, and those of iron, copper, and zinc, as well as emery, phosphates, plaster, etc., mas soon recognized, and for many years its use has been world-wide, and its construction so well known that no special description of it is deemed necessary. Following its introduction, many different machines for the same purpose, containing the same essential features of upright convergent jaws, one of which is movable with respect to the other, hut having some slight modification of such movement (generally a rubbing motion) or of the non-essential method of imparting motion to one or both of the jaws, have been offered to the public for sale and use, but have, as a rule, in time disappeared from the market. If we seek for the reason of the success of the Blake crusher, aside from its simplicity of construction, we shall find it in the adherence to the principle of crushing by simple pressure and careful avoidance of attrition. In this lies the economy of power and of wearingsurfaces. To reduce any hard and brittle material to a fine powder by many different methods—by attrition, impact, or percussion—is a comparatively easy matter; but to accomplish this by the employment of either of the above-mentioned principles involves such a consumption of wearing-surface? (generally iron) or of power, that the numerous devices that have hitherto been presented to the public as solutions of the problem of fine crushing have proved utter and complete failures when tested with reference to the power employed and the wear of iron in doing their work.. THE constitution and structure of the hydrous forms of aluminum oxides and hydroxides have been studied in the laboratory of the Depart¬ment of Chemistry at Rice Institute for almost three decades. Progress reports have been made from time to time 13,17,18 summarizing and evaluating the existing state of knowledge concerning the complex inorganic system A12Oa-H2O. X-ray and electron diffraction analysis, together with dehydra¬tion isobars and isotherms, have been the most useful methods for increasing the understanding of the structure and interrelationships of the various forms of alumina and aluminum hydroxides. The purpose of this paper is to bring up to date the information now available, in the hope that a clearer understanding of the structures of these materials may prove useful in aiding mineralogists and geologists in studies of the genetic significance of the aluminum hydroxide minerals, and possibly of the closely related clay minerals. Early investigators found the system alumina-water to be confusing, since, prior to X-ray diffraction examination, it was not possible to clearly identify and characterize the various crystalline forms. One could not be certain as to whether or not different investigators were working with the same chemical individuals. In later studies, including some from the authors' laboratory, addi¬tional confusion resulted from difficulty in preparing pure samples of the various aluminum hydroxides and in obtaining relatively large crystals of dimensions above the colloidal range of particle size. Even at present, it is difficult to establish sets of interplanar spacings for the several forms of the aluminum hydroxides, as illustrated by the 29 different X-ray diffraction pat¬terns listed in a current publication. The nomenclature of the aluminum hydroxides is also extremely confus¬ing, inasmuch as two different systems are employed by large groups of in¬vestigators. Plans are being made to formulate a uniform system of nomen¬clature but in this report the designations employed will agree with previous papers from the same source.13,17,18 Four forms of crystalline aluminum hydroxides may be considered to be well defined and recognized, which, together with hydrous alumina "amor¬phous to X-rays," comprise an exceedingly complex inorganic system. IN this paper I shall attempt a description of the successful extraction of coal from this property after it had been on fire for probably fifty years, or more, and after attempts, made at various times, which had still left considerable coal behind. The Richmond coal-field has a well-founded bad reputation, arising from the circumstance that many of its collieries have had to be abandoned, from time to time, if not entirely, on account of fires, caused by spontaneous combustion, to which the character of the coal in this field renders them peculiarly liable. While I fully assent to the opinion that this trouble lies in the nature of the coal, which is highly bituminous, and the seams of which are, moreover, divided by slaty bands, through which, as also in the coal, iron pyrites is more or less disseminated, often in microscopically small particles, I must, nevertheless, declare that many lamentable disasters, causing great loss of life and property, could have been avoided if a suitable system of mining had been pursued in all the collieries. If this could not have been done from the beginning of mining in this section of country (the history of which can be traced back to over one hundred years), at least experience enough existed upon this subject thirty and forty years ago to dictate the avoidance of the dangers to a considerable extent. It is therefore necessary here to refer first, in a few remarks, to the character of the coal deposits, particularly in this immediate neighborhood, the Midlothian being one of the oldest and most extensive mines, and some of its coal being much subjected to spontaneous combustion. I must also refer to the history of former managements to explain more clearly the results which were arrived at. The object of the present memoir is to pot on record some practical experiments by the writer in smelting a silicions native magnetite with no other flux than the silicates of its own gangue.' This work was undertaken in the spring of 1878 for Messrs. Naylor & Co., of' Boston, to whom I am indebted for the privilege of here communicating its results, these having hitherto only been simply announced.* So far as I am aware these are the first instances of the kind ill this country that non-calcareous; or rather non-carbonatbed, magnetite have successfully been used strictly alone as self-fluxing ores in the blast furnace; that is, without the addition of' calcareous flux in the form either of limestone, quicklime, calcareous ore, or basic (calcareous) slag. Previous to the spring of 1878, when the Chateaugay magnetic ore was first brought to illy notice. its use had been limited to Catalan forges, after " separation " at the ore bed. The blooms and billets made from it in the several forges of Messrs. Weed $ Williams, and of Mr. Williams, were well known in the trade as among the best in the market. Tile Chateaugay ore beds proving of great magnitude, and the ore exceptionally low in phosphoric acid, it commended itself for blast-furnace purposes to Messrs. Naylor & Co., who employed me to blow-in the charcoal furnace at Pittsford, Vt., on this ore in the spring of 1878, a previous trial of this ore in the same furnace in the fall of 1877 having proved abortive. This was therefore the first time that Chateaugay ore was successfully smelted in a blast furnace, although since well known as a blast-furnace ore possessing superior and exceptional qualities. The Pittsford furnace, although rebuilt in 1844, and subsequently improved by the former owner, the late J. One of the main functions of the United States Bureau of Mines is to obtain and disseminate information that will promote safety in and around mines, and the health and safety of employees engaged in mining. Serious health and safety conditions arising out of contamination of air in metal mines by dust, fumes from explosives and fires, and absorption of oxygen by timber and other causes, led the Bureau of Mines to cooperate with the United States Public Health Service in the study of dust occurrence and ventilation in metal mines in various parts of the country. A. J. Lanza, of the U. S. Public Health Service, and Edwin Higgins, mining engineer of the U. S. Bureau of Mines, in 1915, made a detailed study in the mines around Joplin, Mo.; their reports1 are now available. In 1916, 1917, and 1918, a similar study was made in the Butte, Mont., region by Doctor Lanza and D. Harrington, mining engineer of the Bureau of Mines; the reports of this investigation will be available soon. In 1919, the study was continued in some of the Arizona mines by D. Harrington, of the Bureau of Mines, and G. E. McElroy and R. A. Koronski, of the U. S. Public Health Service, the underground work being completed in June, 1920; these reports are now being prepared for publication. In the spring of 1920, the scope of the work was extended, with D. Harrington in charge as supervising mining engineer, and short studies were made in the mines of the Coeur d' Alenes in Idaho and around Oatman, Ariz. It is hoped soon to extend the work into mines of California, Nevada, Colorado, Michigan, and Minnesota, and ultimately to other states should the mining companies be willing to coöperate. KNOWLEDGE of a large number of the physical properties of the hydro-carbons is needed in the calculations and studies of the production engi-neer. Since experimental data on these properties of the individual hydrocarbons and their mixtures are available in only a relatively few cases, the use of generalized correlations has developed rapidly in the last decade. The generalized correlations of pressure, volume and tem-perature,1 enthalpy,2 and vapor-liquid equilibria,3 on the basis of reduced temperatures and pressures, are outstanding examples of this develop-ment. These correlations are of particular value to the production engineer interested in the flow of oil and gas, since they can be used to estimate the conditions under which segregation of phase occurs as well as the composition, density, and relative amounts of the phases. The technique of using the correlations for such estimations has been pub-lished by several authors¢ and will not be considered in this paper. A considerable number of data have been obtained to check the generalized pressure-volume-temperature correlations, and these data indicate that such relations hold for the hydrocarbons from methane to heptane. The accuracy is in general sufficient for most engineering pressure-volume-temperature calculations. However, the generalized correlations of enthalpy and vapor-liquid equilibria have in general been developed from the pressure-volume-temperature correlations by thermodynamic calculations and only a relatively few experimental data are available to check these calculated values. The calculations from pressure, volume and temperature are likely to lead to large errors in the calculated enthalpy and vapor-liquid equilibria. Thus, in the calculations of enthalpies, slopes of the pressure-volume-temperature data are employed, and determining these slopes can greatly amplify small errors in the original data. In the vapor-liquid equilibria calculations it is necessary to have the pressure-volume-temperature relations of the mixture, and the latter properties are much more questionable than those of pure components, particularly in the critical region. Of the various reagents employed in the flotation of zinc-bearing ores none have attained the wide popularity that is enjoyed at present by xanthates, copper sulfate and cyanides. This situation suggests the existence of an unusual dependence in the reactions of these chemicals and of sphalerite. A study of the flotative characteristics of sphalerite when using xanthates as collectors, as related to the chemical properties of copper salts and cyanides, has therefore been conducted at the University of Utah by the writer and his associates1 during the period of 1926 to 1929. In perusing the technical literature concerning the flotation of zinc ores and of zinc-bearing lead and copper ores, a striking and general lack of agreement as to the floatability of sphalerite was observed. The underlying cause for the erratic behavior of sphalerite has not been definitely ascertained but the presence in various proportions of iron sulfide in solid solution in the sphalerite has frequently been implicitly regarded as a major factor in this respect. Although the effect of iron sulfide in solid solution in sphalerite has not been investigated in relation to the behavior of sphalerite in flotation, it is likely that it is not as important a factor as was thought at one time. The variable float-ability of sphalerite has led to the use of fairly large amounts of cyanide to prevent its flotation in the case of certain ores, whereas mere fractions of that amount of cyanide, or even none at all, have been sufficient to achieve the same result for other ores2 Similarly, the amount of copper sulfate used to promote the flotation of sphalerite has been found to vary widely. Winters did the first experimental work in eliminating agitation during dissolution and adsorption and thereby demonstrated that the dissolution of gold by cyanide and its simultaneous adsorption by carbon take place essentially to completion in a stagnant pulp. Shortly thereafter, and as a result of the stagnant pulp experimental work, Winters and Chapman demonstrated that soluble gold, in a cyanide ore pulp, would migrate from the ore pulp through a perforated container and be adsorbed by carbon within the container. During the same year, the Eagle-Picher Mining and Smelting Co. erected a 25-ton capacity pilot plant at the Harquahala mine about 9 miles from Salome, Ariz. Experimental work at this plant comprised chiefly the stagnant pulp modification of carbon-cyanidation although considerable work was done in the grinding and activation of carbon, and testing various methods of extracting adsorbed gold from carbon. CHANGING trends in concentration, involving regrinding with the subsequent production of a finely divided, high-grade flotation product, presents a real problem to the modern copper smelter. In the treatment of such a material, handling difficulties are numerous and potential possible losses may be very great. In many plants, of course, preliminary roasting of the furnace charge remains an economical necessity. Under such circumstances, the operator has no alternative except to follow orthodox roaster reverberatory practice, though taking all possible precautions to avoid excessive dust losses and bad working conditions. In other plants, roasting is not only unnecessary but would be highly undesirable, and at best the charge would be merely dried before entering the reverberatory furnace. In the latter case the possibilities of raw charging loom large. The Miami plant of the International Smelting Co. handles the entire output of concentrates of the several mining companies operating in the Globe-Miami district. All of these companies produce a flotation concentrate which, at the Miami Copper Co. particularly, is all reground and is high in grade. In addition, the Inspiration Copper Co. ships a substantial tonnage of high-grade cement copper to the smelter from its leaching plant. Following the flow sheet of the original plant, all such material received was bedded, dried in Wedge furnaces and smelted in reverberatory furnaces. At times during the history of the plant it has been necessary to carry the drying operation further, to a partial roast, before reverberatory smelting. Since the charge contained over 80 per cent flotation concentrates, the handling of which in a dried condition was at best a dusty job, unusual precautions were taken to cut down dust losses. The Wedge furnace plant was equipped with a Cottrell treater and all hoppers and calcine cars were carefully designed to cut down dust loss in transferring the so-called calcine from hoppers to car and from car to furnace. In the furnace itself the dusting problem was a severe one. Arch erosion was very rapid and flues and waste-heat boilers rapidly filled up with a partly smelted flue dust.

12.1 -1. Introduction. Problems concerning slopes in soils and rock generally arise in connection with road cuts and open pit mines. The angle at which a slope will safely stand is of major economic importance to both the road designer and the open pit operator. Stable slopes in soils and rock are evaluated through two fundamental approaches, namely, soil mechanics and rock mechanics. The approach selected to make this evaluation depends upon the material in the slope. For the purposes of this chapter, only slopes totally in soil or totally in rock are considered. By definition, soils are unconsolidated accumulations of solid materials produced by mechanical and chemical disintegration of rocks or the accumulation of sediments (28); rock is defined as the hard, compact, natural materials composing the crust of the earth (10). The basic factors affecting slopes in soil or rock are similar, although rock strengths are orders of magnitude greater than soil strengths. In general, the strength of large masses of soil depends upon the texture of the soil, the particle size, cohesion, and resistance to tensile and shear stress; the strength of large masses of rock depends upon the strength of the rock and the defects, such as faults, fractures or joints, that intersect the rock. Further, some of the defects in rock are cemented or uncemented, and may be filled with materials that are strong or weak compared to the rock. In slopes of either soils or rock, the stability is presumed to be a function of the slope height, slope angle, the size of the excavation, and the stresses imposed on the soil or rock by tectonic and/or gravity forces, earthquakes, or other static or dynamic forces. In addition, both soil and rock slopes are affected by static and dynamic water pressures in the pores of soils or permeable rocks or in the defects in the rock behind the slope. Visual observations of slope failures also indicate that both soil and rock can deteriorate with time, and this deterioration may be caused primarily by weathering (27).
