MINE operators today are paying increased attention to the mechanization of drilling operations as an important factor in increasing efficiency and decreasing costs. Recent progress in the design of drill jibs for mounting on drill carriages, or jumbos, has done much to advance the mechanization of mining methods. This progress has introduced new opportunities in the application of "jib jumbos" that are worth serious consideration. An attempt will be made here to classify the various types of jumbos and drill mountings available for level development and flat stope work, t6 indicate applications, and to measure their effectiveness in relation to their cost. The data here are based on a wide variety of field usage, and are offered only to point up, in a general way, the relative efficiency in proportion to cost. It should be remembered that any contemplated jumbo installation must be studied to determine what type of installation is most suitable, considering ground conditions, loading, timbering and haulage equipment, service available, and attitude of manpower. Early Drill Carriages: The advantages of some sort of a drill carriage were recognized at the time rock drills were introduced. In drift or heading operations where a fairly standard drill round and cross section were anticipated, as well as in flat bedded deposits where standard slabbing rounds were used, track and crawler-mounted drills found an early application. These first drill jumbos were little more than drill carriers, designed locally and manufactured with materials at hand. Of comparatively simple construction, function, and low capital cost, they usually consisted of a hinged column which supported one or more drills on arms or universal bars. When the column was pivoted vertically, the drills were moved into position. Screw jack extensions reached from the column to the roof and floor to hold the drill rigid. In some cases, particularly in tunnel jumbos, enough weight was carried that rail clamps or roof jacks were sufficient. Many of these column and arm-type jumbos, usually equipped with air and water manifolds, steel racks, and staging for drillers, are still in use today. Some have employed air or hydraulic extensions for securing the columns. They offer the equip-saving advantage of having all the necessary out, ment together, and they un be moved i and t. set up and torn down as a unit. Boom-type Jumbos: When the advantages of to column-type jumbo were seen, operators could to realize the further gains possible. More time could be saved with mechanical assistance to position api drill vertically. A rack on the column and a pinion on the arm for raising and lowering the drill in the manner of a quarry bar were tried with some success. The most outstanding solution to the vertical handling problem was reached with the boom-type of jumbo. Here two or more machines were mounted on a cross arm at the end of a boom that was pivoted at the rear of the track. This was raised and lowered by various mechanical aids. Occasionally air or hydraulic power was used. Nearly all of today's wagon drills use this boom-type principle. Boom jumbos represent a savings in time and physical effort expended in raising and lowering the drills. The boom must be balanced by the roof of the truck which is secured by rail clamps or type jacks. The most successful application of areawhere this of jumbo has been in the Tri-State area where multiple long-feed machines are used on caterpillar-mounted, boom-type jumbos for slabbing

INTRODUCTION The overall importance of the minerals industry during the next 20 years was highlighted In "The Global 200 Report to the President" (Barney, 1982) in the following terms: "The industrial and agricultural processes that are taken for granted today would be severely disrupted of any one of dozens of critical minerals ceased to be available in dependable, reasonably priced supply. Supply in turn has become highly energy intensive and international In scope ...... because resources are not uniformly distributed geographically, political considerations (also) become an Important determinant of price and trade patterns." In attempting to determine Australia’s contribution of bauxite raw materials to the world of the future, this paper necessarily also concerns itself with the alumina and aluminium industry to which it supplles the raw material. It is an industry which is energy intensive, International in scope and heavily influenced by political considerations. The aluminium industry has shown a remarkably rapid growth during the past 20 years (Fig. 1).

This paper presents the results of an investigation of the stability of the mass flow rates and average pellet size in the different streams of an industrial-scale balling circuit. The variables in this study include water content, drum speed, and fresh feed rate. It was found that both the mass flow rates and pellet diameter are greatly disturbed when a change, positive or negative, in any of the variables takes place. For most of these disturbances to be damped down, a period of 1 hr or so is required. When a disturbance in the feed rate was made, the transient period extended to more than 1% hr (the duration of the experiment). It was observed that there is an interaction between the drum speed and moisture needed for producing an acceptable green ball product. The moisture content of the product pellets was found to be a function of the pellet size, with the larger pellets retaining a higher moisture content

Results of two years of leaching of 160 metric tons of low grade industrial copper sulfide waste in a large (40` high 10` diameter) thermally insulated tank at the New Mexico Institute of Mining and Technology are analyzed in the light of a previously developed model of the waste leaching process. It is shown that the model is verified in all major aspects and that the parameters in the model that characterize the leaching of a particular sulfide waste are usefully constrained by the results of the tank leaching experiment. The similarity between waste leaching parameters determined from the tank experiment and from interpretation of the leach behavior of test dumps constructed of similar waste encourages optimism it may be possible to predict the leach behavior of field dumps from suitably interpreted column experiments using the computer model developed.

D. Turnbull—In the opinion of the writer the most interesting result described in this paper is that the distribution of tin with respect to solidification temperature has several fairly well-defined maxima. It appears that each peak may be associated with a catalytic impurity of some rather specific composition. Recently we have obtained some additional evidence in favor of this viewpoint in experiments on the supercooling of lead droplets coated with different surface films. The distribution of lead droplets, ostensibly coated with lead sulphate, with respect to solidification temperature exhibited two distinct and reproducible maxima, one at 20" supercooling and the other at 47". On the other hand, when the droplets were ostensibly coated with halide films, no solidification was perceptible until the aggregate was supercooled more than 55". Upon further cooling a single well-defined peak centering at 60" supercooling was observed. Since the particle size distribution was the same in these two sets of experiments it appears that the most reasonable interpretation of the results is that the sulphate surface film or its reaction products with lead are much more effective in catalyzing the nucleation of lead crystals than are lead halide films. C. S. Smith (authors' reply)—Dr. Turnbull's experiments with lead drops coated with various surface films are most interesting. However, before drawing conclusions from the cooling curves described in the paper as to the existence of a few nucleus types effective at a few different temperatures, one must consider the state of subdivision of the liquid metal. In the A1-Sn alloy used, the tin was not in uniform droplets but tended to collect in three distinct shapes—in long interconnecting prisms along grain edges, in somewhat elongated interdendritic branching pools. and in isolated droplets. A single nucleus will solidify only the metal in contact with it, and the heat evolved will be proportional to the connected volume. A uniform distribution of nuclei of random effectiveness in such an alloy will cause peaks on the specific heat curve on cooling, which correspond to the volume distribution of tin and tell nothing about the nucleus type. In any real alloy both effects will be combined, and it seems impossible at present to distinguish between them. M. B. A STUDY of passivity in chromium-iron alloys holds considerable interest, both because of the present-day practical importance of the stainless steels, and because of the scientific importance attached to the mechanism of their corrosion resistance. Upon the discovery of the passive chromium-iron alloys in 1912, it seemed logical to attribute the observed phenomenal corrosion resistance to a thin, continuous, protective reaction product on the surface. The product was thought to be Cr2O3 or a similar oxide containing both chromium and iron. This mechanism seemed likely in view of Michael Faraday's conjecture that passive iron is not reactive in concentrated nitric acid because of an oxide on the metal surface.† Since 1912, data have accumulated that permit a further exploration into the nature of passivity and provide a new approach to the problem. A summary of the facts lends considerable weight to a mechanism based not on physical protection of an oxide or similar compound, although such compounds may be present on the surface, but to a change in tendency of surface metal atoms to react chemically. This change in reaction tendency is ascribed to chemisorbed films that effectively satisfy residual valence forces of the metal surface, but do not appreciably disturb the positions of metal atoms in the lattice. In other words, formation of a new lattice such as that of an oxide is not a necessary condition for this type of passivity. The decreased reaction tendency of the metal by reason of chemisorbed films can thereby account for low reaction rates of the stainless steels in many media, as well as a noble galvanic potential as is observed. Substances capable of adsorbing on the stainless steels, and hence accompanying the property of passivity, are typically oxygen, nitrites or chromates, but are not in any sense limited to these. Other elements and compounds can also chemisorb, and therefore may also play a major part in the mechanism of passivity in specific media. The mechanism of passivity based on chemisorption or activated adsorption begins with the interpretation Langmuir proposed for his experiments concerning adsorbed oxygen on tungsten.1 He found that adsorbed oxygen was tightly bound, remaining on the tungsten surface above temperatures at which WO3 rapidly volatilizes. The most recent group of papers on the general subject of lead smelting were published in AIME Transactions, vol. 121, in 1936. The lecture deals with changes which have taken place in the Past 30 years in this industry. The subject matter covers the essential steps of charge preparation, sintering, blast furnacing, dross treatment, refining, and slag fuming together with the subsidiary or associated activities of analytical procedures, dust and fume collection, maintenance, and hygiene. IN 1936 the AIME published Transactions, vol. 121, entitled "Metallurgy of Lead and Zinc". In the preface to this volume the chairman of the Committee on the Reduction and Refining of Lead and Zinc, Carle R. Hay ward, said in part: ... since the World War few papers of major significance have appeared on the production and refining of lead and zinc, although many improvements in technique have been made, which have attracted little attention because they were merely developments of existing practice. Other changes of a more radical nature have also been made, but... they have been given little publicity. It seems appropriate, therefore, at this time that the AIME should sponsor a volume on lead and zinc metallurgy... . That the publication of this compilation was timely is attested by the rapidity with which the surplus stock was depleted. It has now become a collector's item. Although a comprehensive monograph on the occurrence, extraction, refining, and uses of zinc was published by the American Chemical Society in 1959,' one could almost repeat Professor Hayward's words to describe the present situation in the literature of lead reduction and refining. So it is my intention today to discuss briefly some of the changes and improvements which have taken place in the metallurgy of lead in the interval since the publication of vol. 121. The lead blast furnace, which made its appearance in America about 1870, is still dominant in the reduction field. However there are other reduction methods in use today in special situations. In those rare circumstances where the material to be treated is very high grade, consideration might be given to the Bolidens electric furnace method2 or the Lurgi self-fluxing process3 or possibly to the rotary ore hearth. It sometimes happens that old knowledge is forgotten, or half-forgotten, and its rediscovery is hailed as a great new advance in technology. Autogenous grinding affords such an example. The oldest-or apparently the oldest-commercial application of continuous autogenous grinding on a large scale outside of South Africa occurred at San Juancito, Honduras, where a total of more than two million tons of silver ore were ground autogenously with complete success from 1918 to the early 1940's. The history of the San Juancito silver deposits begins in 1880 when- the New York and Honduras Rosario Mining Co. started mining silver at a rate which soon reached two million ounces of silver annually. In 1912 the Company's first mill, located in the village of San Juancito, was shut down and its equipment transferred to a new cyanide plant. This plant, constructed on a mountainside near the mine, was equipped with tube pebble mills in which Normandy or Danish pebbles were used initially.

It is now five years since I called the attention of the Institute to the industrial importance of the coal and the iron ores of the Hocking Valley in Southeastern Ohio, and in a pamphlet on the region published soon after, in 1874, endeavored to resume the principal facts then known respecting it, including the observations of the geological survey of Ohio, made and published up to the time by Professors Andrews and Wormley, together with an estimate of the probable future of the region, and its relations to the coal and iron markets of the country. Since that time the labors of the Geological Survey have included a further study of the coal by Prof. Edward Orton, the results of which will be awaited with much interest. I may say from my knowledge of them, that while confirming the general conclusions of his predecessors, he has been enabled to add much to our knowledge as regards the correlation of the various members in different parts of the coal-field; and to show more clearly the positions and the importance of the ore-beds in the Hocking Valley region. The only ore mined in that vicinity previous to 1874, was below what is called the Great Vein or No. VI coal, and to the west of what is known as the Hocking Valley coal-field, and although experiments in a few furnaces in the State had shown that this coal could be used with advantage in iron-smelting there was not a single blast furnace within the field. My observations at that time, however, impressed me with the abundance of iron ore, not only below but above this important coal seam, and I then ventured to express the opinion that this region, from its cheap and easily mined smelting-coal, its native ores and limestones, and its geographical position and relations to the great markets of the West, and to the supply of rich iron-ores from Lake Superior, was destined at no distant time to become a great metallurgical centre, where iron could be made more cheaply than at any other equally accessible point in the country. The object of the present communication is to report progress, and to state how far my observations made in the region 1st month have justified the predictions of 1874. The five years which have elapsed have been, as all know, most unfavorable to the iron trade, and especially to new enterprises in untried regions, yet they have not passed without important industrial developments in the Hocking Valley, where not less than thirteen blast furnaces have been erected

Discussion of the paper of E. G. Woodruff, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 78, June, 1913, pp. 1001 to 1010. F. A. LINFORTH, Butte, Mont.:-I have not had an opportunity of reading this paper thoroughly, but I would like to call attention to the possible use of the contours on fault planes. It is obvious that if the contours of fault surfaces call be determined, we will be able to determine the axes of the hollows in the fault surface. It seems probable, and there are examples to point to the accuracy of, the assumption, that the axes of these hollows may be the direction of movements on the faults, and if that is true it will aid materially in locating faulted ore bodies or the shoots of ore on the opposite sides of faults. A few such contour maps of faults have been attempted on some of the faults of the Butte district, and those faults which are believed to have the nearly normal movement exhibit for the axes of these hollows a line nearly up and down in the plane of the fault, but in those cases where the throw is believed to bee nearly horizontal we find that the axes of the hollows are almost horizontal lines. In other words, the movements on faults, I believe, would be more nearly indicated by the larger grooves in the fault surfaces than by the small slickensides and minor hollows that are seen, so that contour maps might be valuable in geology in that way. C. W. GOODALE, Butte, Mont.:-I received a letter from Mr. Woodruff asking me to take part in the discussion of his paper, but I have not had time to give the paper any study. I can certainly add my opinion to that of all the engineers here that the topographic maps of the government are of great aid to the engineer. When I visit a new district, the first thing I do is to see if that district has been covered by the U. S. Geological Survey avid if topographic map has been issued. And I find that some of the younger engineers frequently come into my office to see if I have such maps. I know in some cases the reports made out by engineers contain copies of these topographic maps, or clippings from them. I am sure that. the topographic maps furnished by the government are of very great value to our engineers.

The amenability of a given vanadium ore to any given treatment depends largely on the mineralogic combinations of vanadium in the ore. Quantitative data on vanadium mineralogy provide not only an objective basis for selection of proper treatment, but also may eliminate many time-consuming amenability studies whose results are empirical, at best. Vanadium is distributed through the interstices of mineralized sandstone ores in the form of oxidized vanadates, reduced oxides, and silicates. Oxidized vanadates, e.g., carnotite, tyuyamunite, etc., are most readily beneficiated by simple acid leaching. Reduced oxides are more slowly solubilized, but relatively amenable to most acid treatments. The layered silicates, roscoelite, mixed layered mica-montmorillonite, and chlorite, are least amenable to most acid extractions, and constitute an assemblage of vanadium- bearing clays that are common to many sedimentary deposits. Vanadium is combined principally as layered silicates in the clay fractions of many sandstone ores. Mineralogic studies in this paper are largely confined to clay minerals, and to their amenability characteristics in low pH liquors.

INTRODUCTION The Climax Mine is located on the continen¬tal divide, on Fremont Pass, about 145 Km south west of Denver, Colorado. Molybdenum, along with the by products, tungsten, tin, and pyrite are produced from both the open pit and under¬ground operations. The underground operation utilizes a panel caving mining system, and produces in excess of 27,000 mt per day. In the mid 1930's, the Climax mine began changing from a grizzly level layout to the slusher drift system which is still in use to¬ day. Over the years, the slusher drift layout has been refined to correct, improve, and sim¬plify minor operational problems. In common with most older hardrock mines, the development equipment used at Climax was the standard rail mounted, pneumatic mining machinery. This type of equipment remained in use, at least to some degree, until about four years ago. For production, 112 Kw electric slushers were used, while mine traffic was rail with trolley locomotives. Twenty-six fields were found in the Texas Gulf Coast in 1940 as compared to 17 fields in 1939. Of these, 14 were oil fields and 12 were gas and distillate. About 150 wells were drilling at the end of the year. Production for the year 1940 amounted to 104,127,247 bbl. as compared to 100,-253,937 bbl. for 1939. Considerable wildcatting for Wilcox production featured the exploration, but discoveries were few and the type of fields found mainly gas and distillate. On the whole, the program was discouraging. New Fields Alta Lomu. Galveston County.—The Alta Loma field was discovered on May 20, 1940, by the Stanolind Oil and Gas Company's No. I John A. Hulen, which blew out at a depth of 9166 it. and ran wild for several days, with an estimated production of 400 bbl. per hour of 36" gravity oil from a sand in the top of the Frio. Water soon appeared but the well produced more than I3o,ooo bbl. of oil between May 20 and June 10, together with a large amount of salt water. Later the well was killed and recompleted on Nov. 23, for 276 bbl. of 34" gravity oil per day. Probably this was the most sensational discovery of the year, although development to the end of the year was disappointing. The discovery was the result of reflection seismograph work of the Stano-End Oil and Gas Co., the principal leaseholders. Bailey's Prairie, Brazoria County.— Glenn H. McCarthy9s No. I W. B. Munson was completed in a lower Frio sand from perforations 11,345 to II,349 ft. for 8 bbl. of fluid (50 per cent black oil, 27" gravity, and 50 per cent B. S. and W.) on Sept. 24, 1940. It was finally recompleted as a gas well from perforations 11,631 to 11,651 ft., on Oct. 9, 1940. The well had been drilled to a total depth of 11,860 ft. This well produced for only a short time and the area is at present inactive. Blessing, Matagorda County.—The Texas Company's No. I A. B. Pierce was completed from a Frio sand from 8265 to 8300 ft. on July 8, 1940, for an initial production of 29 bbl. of distillate, I 1/2 million cu. ft. of gas. One other gas and distillate well was completed in 1940. Borden, Wharlon County.—J. F. Hutch-ins' No. 2 A. P. Borden Estate was completed on Feb. 11, 1940, for 108 bbl. of 35,6° gravity oil, from a Frio sand at 4758 to 4771 ft. This is the second well drilled in the area by Hutchins. Two other wells in 1940 were failures and there was no activity at the end of the year. Dyersdale, Harris County.-The Dyers-dale field was opened by the completion, on Sept. 15, 1940, of H. C. Cockburn's No. I G. Burkitt from a sand in the top of the Frio, through perforations from 4067-4072 ft., for 240 bbl. of low-gravity oil. By the end of the year the field had been fairly well outlined and did not appear to be a major discovery. Duck Bay, Calhoun County.—Coronado Oil Company's No. I Welder, alter having drilled to 10,002 ft., perforated casing from 5654 1/2 to 5659 it. and was completed for 60 bbl. of 36.8° gravity oil On July 27, 1940, from a Miocene sand.

Hulen, which blew out at a depth of 9166 it. and ran wild for several days, with an estimated production of 400 bbl. per hour of 36" gravity oil from a sand in the top of the Frio. Water soon appeared but the well produced more than I3o,ooo bbl. of oil between May 20 and June 10, together with a large amount of salt water. Later the well was killed and recompleted on Nov. 23, for 276 bbl. of 34" gravity oil per day. Probably this was the most sensational discovery of the year, although development to the end of the year was disappointing. The discovery was the result of reflection seismograph work of the Stano-End Oil and Gas Co., the principal leaseholders. Bailey's Prairie, Brazoria County.— Glenn H. McCarthy9s No. I W. B. Munson was completed in a lower Frio sand from perforations 11,345 to II,349 ft. for 8 bbl. of fluid (50 per cent black oil, 27" gravity, and 50 per cent B. S. and W.) on Sept. 24, 1940. It was finally recompleted as a gas well from perforations 11,631 to 11,651 ft., on Oct. 9, 1940. The well had been drilled to a total depth of 11,860 ft. This well produced for only a short time and the area is at present inactive. Blessing, Matagorda County.—The Texas Company's No. I A. B. Pierce was completed from a Frio sand from 8265 to 8300 ft. on July 8, 1940, for an initial production of 29 bbl. of distillate, I 1/2 million cu. ft. of gas. One other gas and distillate well was completed in 1940. Borden, Wharlon County.—J. F. Hutch-ins' No. 2 A. P. Borden Estate was completed on Feb. 11, 1940, for 108 bbl. of 35,6° gravity oil, from a Frio sand at 4758 to 4771 ft. This is the second well drilled in the area by Hutchins. Two other wells in 1940 were failures and there was no activity at the end of the year. Dyersdale, Harris County.-The Dyers-dale field was opened by the completion, on Sept. 15, 1940, of H. C. Cockburn's No. I G. Burkitt from a sand in the top of the Frio, through perforations from 4067-4072 ft., for 240 bbl. of low-gravity oil. By the end of the year the field had been fairly well outlined and did not appear to be a major discovery. Duck Bay, Calhoun County.—Coronado Oil Company's No. I Welder, alter having drilled to 10,002 ft., perforated casing from 5654 1/2 to 5659 it. and was completed for 60 bbl. of 36.8° gravity oil On July 27, 1940, from a Miocene sand.

The energy of the y-iron grain boundary was determined to be 850 ergs per cm2 at 1105°C. The a/a and the a/y boundaries possess somewhat less energy. The microstructures of several iron alloys are discussed in terms of the interfacial energy relationships. THE dependence of the shape of liquid interfaces upon their energies has been studied for some time.1"3 Recently, Smith' concluded that many of the microstructures observed in metals may be attributed to the energies of the interfaces between the grains and phases. While the energies of liquid surfaces have been measured by numerous different methods: only two attempts have been made to determine experimentally the energy of surfaces involving crystalline solids. Udin, Shaler, and Wulff8 used a procedure introduced by Berggren7 to measure the surface tension of solid copper. It consisted of determining the load required on a thin copper wire so that the surface tension was counteracted, and no net strain resulted. Bailey and Watkins8 sed a different technique and were able to determine both the surface tension of copper and the tension of the copper grain boundary. They measured the contact angle which liquid lead makes against a copper surface. They then calculated the above energies from the surface energy of liquid lead by using the Pb vs. Cu/CuY dihedral angle and the surface groove angle formed during thermal etching. They obtained a value of 1800 dynes per cm for the surface tension of clean copper and approximately 640 dynes per cm for the tension of copper grain boundaries. The former value was somewhat higher than Udin's value of 1500 dynes per cm. This paper includes a determination of the energy of the y-iron grain boundary. In addition, the micro-structural relationships of several other metallic and nonmetallic phases with iron were examined and an attempt was made to interpret the observed structures in terms of interfacial energy relationships. Theoretical Considerations In a three-phase material containing a solid and two liquids, there may be two solid/liquid interfaces, one liquid/liquid interface and one inter- granular interface. Liquid/liquid interfacial energies can be measured directly. Therefore, by determining the energy of such an interface and by measuring the required interfacial angles: the energies of the interfaces involving solids may be obtained.10 They may be shown schematically as in Fig. 1. The above procedure requires the following assumptions: 1—The interfacial energies are, in general, unaffected by boundary orientation, and 2— the shapes of the interfaces are unaltered between annealing and sectioning for microscopic examination. The first assumption is good to a first approximation as shown by Dunn and Lionetti11 except for a few critically orientated boundaries. Two conditions may alter the shape of a boundary upon cooling: 1—Precipitation of dissolved material upon one side of the interface, and 2—a change in volume during the transition from one phase modification to another. The former must be detected by microscopic observation. The latter may become appreciable in systems containing an interface between two liquids which solidify after annealing. However, possible movement of the two-liquid interface may be checked in the system diagrammed in Fig. 1 by measuring 8, for example, and comparing it with its value as calculated from the other interfacial angles by: tan8, C11 05 COS- o- + cos 8, cos- The choice of a suitable pair of liquids is limited by several factors. For the first time in several years, Chile is again opening its doors to foreign investment. In its new investment code, the Chilean government has announced its willingness to become a partner in joint Chilean-foreign projects for a number of government-controlled porphyry copper deposits at the developed, semi-developed, or prospect stage; and, that it will allow privately owned deposits or deposits discovered by new exploration to be developed with up to 100% foreign ownership. Three deposits of particular interest are: El Abra, with at least 300 million mt of +100% Cu; Los Pelambres, with at least 428 million mt of 0.78% Cu and 0.03% Mo; and Andacollo, with 350 million mt of 0.70% Cu and 0.015% Mo. (El Abra is almost entirely government- controlled; but both Los Pelambres and Andacollo are mostly under private ownership.)

The safety data presented in this paper are based upon replies to a Questionnaire sent out to representative mining companics. The authors feel that it is a fair cross section of the milling industry, in that the 17 companies, of the United States and Canada, reporting on 22 mills, are scattered from the Hudson Bay to the Mexican border and from coast to coast. These data concern the accident records of the various plants from 1939 to 1944, inclusive and the six years are divided into two periods. The first period (1939, 1940 and 1941) represents something of a normal operating condition. The second period (1942, 1943 and 1944) represents the period of time that was most affected by war conditions. During the second period there was a high labor turnover, inexperienced workers were numerous, women replaced men in many kinds of work, a labor shortage existed more or less throughout the industry, and supervision was pushed for peak production. All of the companies reporting compiled their accident experiences for these six years in accordance with the standards set up by the American Standards Association (New York, N. Y.), consequently the tabu lated data presented herein are comparable. The authors of this paper feel that the industry as a whole is greatly indebted to the personnel of the companies that furnished these data, which make this study possible for presentation. This survey covers a total exposure of 74,528,880 man-hours, with 105,471 man-days of lost time from 870 accidents. Safety Records In Table I, the safety record is shown of the various mills reporting. The severity rate is usually conceded to be the most vital statistical figure in safety parlance, therefore the participating companies are listed in order of their severity rate for the combined six-year period, under size of organizatiori. The table also shows the frequency rate as well as the frequency-severity ratio (F/S). As noted in Table I, most of the companies suffered an increase in both severity and frequency rates during the second period; only six of the 22 enjoyed an improvement. From correspondence with the various plants, it seems that a few had very little labor shortage or turnover, and these were not greatly affected. A few plants, anticipating the situation, strengthened their training facilities and actually were able to show a better experience during the second period. This gives great credence to the value of organized training in any safety program. The frequency-severity ratio (F/S) shown in the last column of Table I offers
