THE Institute assembled on Tuesday evening, October 24th, in the hall of the Franklin Institute, Mr. Frank Firmstone, VicePresident, in the chair. Mr. J. Price Wetherill, of Tremont, Pa., read a paper on An Outline of Anthracite Coal Mining in Schuylkill County, Pa. The paper was discussed by Messrs. Coxe, Rothwell, Heinrich, Harden, and Symons. The second session was held on Thursday evening. Mr. A. L. Holley, Chairman of the International Committee, appointed by the Institute to consider the nomenclature of iron and steel, offered the following report of the committee, signed by all the members: WHEREAS, The recent production of soft, cast, malleable compounds of iron by the Bessemer, the Siemens-Martin, and the crucible steel processes appears to demand a new nomenclature of iron compounds, for the following reasons: 1st. The term "steel," by which these soft products are commercially and professionally designated in England and in the United States, does not completely distinguish them from previously existing "steel which would harden and temper. 2d. A nomenclature recognized in all languages seems desirable, as well for commercial as for scientific purposes, especially as lawsuits, already commenced, depend on the meaning of the term " steel." 3d. Although homogeneity, due to fusion, is usually recognized, and is by this committee recognized as the most definite characteristic of both hard and soft steel, this quality may be equally well expressed in other terms, thus leaving the old term, " steel," to define the malleable compounds of iron, which will harden and temper. Therefore, resolved, That this committee recommends the following nomenclature : 1. That all malleable compounds of iron with its ordinary ingredients, which are aggregated from pasty masses, or from piles, or from any forms of iron not in a fluid state, and which will not sensibly harden and temper, and which generally resemble what is called " wrought iron," shall be called Weld Iron (German, Schweisseisen; French, fer soudé). 2. That such compounds, when they will from any cause harden and temper, and which resemble what is now called puddled steel," shall be called Weld Steel (German, Schweiss stahl; French, acier soudé).

IN the course of the development of the phase equilibrium diagram for the system Zr-Cr,' the structure of an as-cast allov having the composition ZrCr2 was analyzed and established to be isomorphous with MgZn2 (C14, hexagonal lattice, 12 atoms per unit cell). In a recent paper on the same system, Hayes, Roberson, and Davies' report for the ZrCr2 phase an isomorphy with MgCu2 (C15, cubic lattice, 24 atoms per unit cell). It appeared that this conflict might be resolved by assuming a high and low temperature modification for ZrCr2. That this was the case with the phase TiCr2 has recently been demonstrated by Levinger." Specimens of ZrCr2 annealed at 1200°, 1100°, 994", 900°, 834", 800°, and 700°C, respectively, and subsequently quenched were examined by X-ray diffraction analysis. It was successfully demonstrated that a transition from the MgZn, structure at lower temperatures to the MgCu, structure did occur at some temperature between 900" and 994°C. Table I lists the observed structures at the various annealing temperatures. In Table II, a summary of line spacings and intensities is given for each of the allotropic modifications. The first six lines of the MgCu2 structures have been located in the table to illustrate the close similarity between the patterns. Lattice parameters of the two modifications were calculated by a least squares solution of equations for interplanar spacings for a series of high angle lines. The results are as follows: MgZn2 type - c = 8.262 kX, A = 5.079 kX. MgCu2 type — a = 7.195 kX. It is interesting to note that TiCr2 behaves in reverse fashion yn that the MgCu, structure is the low temperature modification and the MgZn2 structure is the high temperature modification. MANY of you who are interested in the manufacture of iron and steel, have no doubt heard of the "Wheeler process for combining iron and steel." Mr. Wheeler has formed a company, styled the "Combination Trust Company," whose business is to grant licenses for the use of this patent process in producing what he calls "iron-clad steel." It has been proposed to apply it in the manufacture of car or wagon axles, also to shafting, having steel cores or centres covered with iron; to tubes of steel with an inner and outer skin of iron ; to structural purposes, such as girders and beams; bridge and tie-bolts, where the strength of the iron and the rigidity of the steel would be desirable. In answer to a request from Mr. Wheeler, permission was accorded him to make some experiments at the rolling mill of the Philadelphia and Reading Coal and Iron Company, at Reading, Pennsylvania, with a view to manufacturing some steel-headed rails. In making this kind of a rail two difficulties are encountered. If the iron is brought to the requisite heat to weld properly, the steel is likely to be burned ; if the steel is cared for, to prevent burning, the several layers of iron are not brought up to the proper welding heat. Mr. Wheeler claimed that the steel slab covered with iron which be furnished for the head of the rail could not be injured by any heat to which it might be subjected in the ordinary course of heating the rail-pile. He claimed, also, that by this method the porosity, which he thought was characteristic of all solid rails of Bessemer steel, would be overcome. Four steel slabs were furnished for this experiment, being Bessemer steel of .61 carbon, made at the Edgar Thomson Steel Works, and covered with iron in one of the Pittsburgh mills. The slabs were in section seven inches wide by three inches thick, and the iron covering was one-eighth to three-sixteenths inch thick. Each slab was placed on a pile of iron made up in the ordinary way for a rail fifty-six pounds per yard and thirty feet long. The heating was under the personal direction of Mr. Wheeler, and

Some years ago the writer's attention was called to the fact that rolling-mill scales from auriferous copper do not have the gold content proportional to the gold contained in the copper from which they are derived.' So, later, he made a few simple experiments, which are described herewith. In order to test the gold movement on the changing surface of a copper plate under the influence of oxidation, plates 6 in. by 8 in. by 1 in. (15.2 cm. by 20.3 cm. by 2.5 cm.) of converter copper, refined, of 99.29 per cent. purity, and leaded copper with a content of 95.65 per cent, copper, were obtained. Ten cuts were made through the thickness of the plates along the longitudinal center and the silver and gold content ascertained in each of the 10 samples in both plates, as shown in the accompanying illustration. The assay results, recorded in Tables 1 and 2, show that the gold distribution is relatively uniform in both plates, while silver has greater variations, especially in the leaded plate. The plates subjected to oxidation were placed in a red-hot muffle for about 2 hr., two small scarifiers being used as supports. Arranged alongside each other, they nearly filled the width of the muffle, and so were practically under equal conditions of heat and draft. The accurate observance of the time was not possible, however, because of other work, but the time of the exposure of each plate in a pair was identical. At the end of each period, each plate was plunged into water and completely freed of scale, which was carefully collected, dried, weighed, and analyzed. Samples of the plates had also been taken of the molten metal and duly analyzed. Table 3 contains the analytical data for the two plates and their several sheets, or layers, of oxide scales. These figures show that in the oxidations of the converter copper the silver is fairly uniform, while the gold is highly irregular and especially low in the first layer. In the oxidations of the leaded copper plate, the silver and gold contents are variable; however, this irregularity is due to two different causes. The

NOTE BY THE EDITOR.-This resume of a Technologic Paper which is published in full by the U. S. Bureau of Standards, is brought before the membership of the Institute with the object of affording an opportunity for the open discussion of results of an investigation by the authors named above, of some phases of the manufacture of steel rails which are of great importance to manufacturer and consumer alike. This resume will be presented at the Pittsburg Meeting of the Institute. Discussion is invited, by either members or non-members of the Institute. The discussion may be sent in writing to the Editor, in advance of the meeting, or should preferably be presented in person at the meeting. To those who desire to discuss, copy of the full Technologic Paper (No. 38), as published by the Bureau of Stanaards, will be sent upon request addressed either to the Bureau of Standards, Washington, D. C., or to the Editor, American Institute of Mining Engineers, 29 West 39th Street, New York, N. Y. Summary of Researches and Conclusions The main objects of this investigation were to determine, from measurements taken at representative rail mills, the present American practice regarding the temperatures at which rails are rolled; to demonstrate the ease and accuracy with which such temperatures may be measured, without interfering in any way with the manufacture of the product; to find out what the "shrinkage clause" in rail specifications really means; and, finally, to determine some of the physical properties of rail steels, particularly those of interest in manufacture, some of which seem to be insufficiently known as yet. 1. Ingot Temperatures.-Measurements made in four mills show that ingots for rails are rolled at temperatures ranging from 1,075° to 1,150° C. (1,965° to 2,100° F.), and that, in a series of 20 to 40 ingots, the variation in temperature from one ingot to another is only 10° to 20° C. 2. Finishing Temperatures.-Rails are finished at temperatures ranging broadly from 880° to-1,050° C. (1,615 to 1,922° F.), but usually ranging within 50° C. of 935° C., and occasionally above 1,100° C.

Discussion of the paper of Lewis T. Wright, presented at the New Haven meeting, February, 1909 (Trans., xl., 492 to 495). J. PARKE CHANNING, New York, N. Y. (communication to the Secretary*):-Mr. Wright, in his introductory paragraph, says: " It is commonly believed by metallurgists that in copper-smelting, the copper in the slags, which is irreducible by continued smelting, is retained in the form of 'prills' of matte." On a recent visit to Greenwood, B. C., I was discussing with J. E. McAllister, the general manager of the British Columbia Copper Co., and the former metallurgist of the Tennessee Copper Co., this very question; and he held strongly to the idea that the copper in slag was in two forms-one portion contained in occluded matte and the other as an oxide. He believed that this same rule would apply to the silver in the slag. From my experience I am strongly inclined to agree with Mr. McAllister; and it appears quite reasonable that in furnaces treating oxidized copper-ores, and to a less degree in furnaces treating sulphide ores, there is always bound to be present a certain amount of copper oxide and silver oxide, which will behave like any base and get into the slag as such. We all know that in Arizona, in the early days, when it was customary to produce black copper, because the ores were nearly all oxidized or carbonates, and sulphur was scarce, the slags as a rule carried 2.5 per cent. of copper and seldom ran less than 1.5 per cent. of copper. The economic point was determined by the extra coke necessary to produce the reducing action. In connection with the extra saving in copper, Arthur L. Walker, now professor of metallurgy at Columbia University, and formerly general manager of the Old Dominion Copper Mining Co., at Globe, told me that with coke at $60 per ton it never paid him to make slags containing less than 2.5 per cent. of copper. *Received Oct. 8, 1909.

(communication to the Secretary*) : It may not be amiss to point out that the top-pressure in iron blast-furnaces is largely affected by variations in the temperature of the gas. I find in my note-books, cases in which the pressure was from 9.25 to 9.5 in. of water when the material in the furnace was low (after dinner-hour), which fell to from 8 to 8.5 in., when the furnace was again full, and the gas consequently cooled. The chief cause for this effect is, that, at the higher temperature, there is a decrease in the weight of the gas in the descending-leg of the siphon formed by the down-comer and the chimneys. It does not seem probable that there is any direct relation between top-pressure and quantity of flue-dirt. Top-pressure, at any given moment, measures the " head " necessary to discharge the gas then passing, against the resistances of pipes, valves, etc., in the gas-conduits between the top of the furnace and the mouths of the chimneys, and can be increased at will by closing, more or less, the valves, or dampers, at the stoves and the boilers. The question of relation between top-pressure and flue-dirt can be settled very easily by direct experiment, working alternately with gas-valves open, and partly closed, and noting the top-pressures and the respective quantities of fluedirt collected. The quantities of fine ore blown away, as shown by Mr. Grammer's tables, are astonishing to one who has had no actual experience with Mesabi ore and hard driving. Flue-dirt, in the sense in which he uses the term, was unknown at anthracite furnaces so long as the working was normal; when it did occur, it was always an incident of scaffolding and bad work, and was no doubt caused by an increase in the velocity

The success of European experiments in melting iron and steel with gases resulting from the decomposition of steam by incandescent coal, has encouraged me to design, with the valuable assistance of Mr. George S. Dwight, a plan for producing and burning these gases in a manner economical and efficient for metallurgical purposes. That this direction is the right one, is demonstrated by the repeated efforts made in practice, to introduce as much steam as possible with the blast in ordinary producers, thus displacing a certain amount of nitrogen. Such attempts, however, must always be limited by the cooling influence of the steam. PROF. HENRY Louis, of Armstrong College, Newcastle-on-Tyne, England, a distinguished member of this Institute and other technical societies, has recently sent to the Institution of Mining Engineers, and to the Institution of Mining and Metallurgy, in Great Britain, a communication, the substance of which is as follows Prof. Louis calls attention to the absence of any recognized English term for the definite description of a frequent phenomenon-namely, the oblique position of an ore-body in the plane in which it. lies. In this connection, Prof. Louis says that in America the term " pitch " has been occasionally applied to this relation, and proposes that, in the literature of ore-deposits, it shall be hereafter restricted to this particular meaning, the angle of the pitch, like that of the dip, being always measured from the horizontal, and the dip being always taken at right angles to the strike, while the pitch is taken on the plane of the dip, in the direction of the strike. Thus, for example, in a vein or bed striking N-S., and dipping, say, 45° E., there might be an ore-body, the axis of which pitched northward, at an angle of 45° below the horizontal line, as measured on the plane of the inclosing vein or bed. If the term " pitch " had this universally recognized meaning, the situation could be simply and perfectly expressed by its use, in connection with the general data of strike and clip. As Prof. Louis says ?This suggestion has a certain practical value, and is not merely academic. Every mining engineer of practical experience in such types of ore-deposit will have met with cases, in which a vertical shaft has been sunk with the object of cutting the deposit, but has missed it, because the dip alone has been taken into account, while the pitch has been overlooked." He adds the acute observation that such an oversight is much likelier to occur with regard to a condition not definitely desig-

The world's petroleum production in 1928 is estimated at 1,322,896,-000 bbl., an increase of about 62,000,000 bbl. over 1927, as compared with an increase of over 133,000,000 bbl. in the previous year. The daily average was close to 3,600,000 bbl., of which the fields on the American continent produced about 84 per cent. The most important development during the year has been the partial success of the attempts to temporarily control production without appealing to legislation and, as a consequence, the increasing realization that, in order to reach a permanent cure for this situation, some form of legislation is necessary to' make possible the conservation of the oil supply and the stabilization of the industry. The importance of such a control over American production is not merely local but worldwide, as the American oil supply is now and for years to come will be the controlling factor of the industry. United States.—Production in the United States, which in 1927 increased about 15 per cent. over the previous year, remained practically stationary in 1928, the total being estimated at 902,000,000 bbl., or 68.2 per cent. of the world's output. This uniformity in production during the last two years was due primarily to the curtailment of output from wells already drilled, it being estimated that the available or shut-in production at the end of the year was close to 500,000 bbl. per day, or equivalent to the combined production of Venezuela and Russia, the countries ranking second and third. Venezuela.—With a production estimated at 106,000,000 bbl., Venezuela has trebled its output in the last three years. The increase in 1928 was 43,000,000 which placed this country as second in rank, a position which it should easily maintain for years to come. The output could have been considerably larger had not the oversupply in the United States made it advisable for Venezuelan operators to enter into tentative conservation agreements. Russia.—In Russia, production has doubled in the last five years, and reached a new peak in 1928 with an output estimated at 87,800,000 bbl., or an increase of 10,000,000 bbl. over the previous year. "Only the coal of the Sunnyside district in Carbon County is coked. Two companies, the Utah Fuel Company and the Columbia Steel Corporation, operating adjoining mines at Sunnyside and Columbia, produce coke.The Utah Fuel Company has 819 beehive coke ovens at Sunnyside. Only 350 ovens are being operated at the present time, largely because the smelters which had been using Sunnyside coke changed their equipment from blast furnaces to reverberatory furnaces.The Columbia Steel Corporation operates a plant of 33 Koppers type by-product coke ovens at Ironton, near Provo. About 800 tons of coal are used per day to produce coke for the company's iron blast furnace plant pie ovens produce about 400 tons of coke, 12,000,000 cubic feet of gas, 9,000 gallons of coal tar, 3,000 gallons of benzol and several tons of ammonia sulphate per day.The total coke production for the State from the earliest output of record in 1880 until June 30, 1924, is 5,947,714 tons."

DURING the past 10 years, the safe and efficient lighting of the coal mines of this country has received an ever-increasing amount of attention. Several States have passed laws attempting to regulate the type of lamp to be used and the nature of the fuel to be burned, and the mining departments of coal-mining States have generally shown a keen and intelligent interest in this subject. The passage of the recent Employers' Liability Act in Pennsylvania has made it necessary for many coal-mining companies to take out liability insurance, and the companies underwriting such insurance have made it desirable for the insured to permit the use of, none but illuminants of established worth. While these conditions have not obtained for a sufficient length of time to permit the statement that the illumination of coal mines by portable lamps has been standardized, still, considerable progress has been made and the direction of future practice in this branch of coal-mining technology is very evident. Under these conditions it seemed that a review of the methods now used in coal-mine illumination, together, with a brief consideration of the principles underlying these methods, might be of some interest. Miners' lamps may be divided into three classes: The open light, the electric cap lamp and the flame safety lamp. It will be desirable to consider each of these classes separately, as each has properties peculiar to itself and one class is hardly comparable with another. In this country, without question, the open light is the most generally used of all miners' lamps. This fact is explained by the relative freedom of a large proportion of our mines from gaseous conditions, and by the admirable systems of ventilation installed in those that show a tendency toward such conditions. In the metal relines, the miner's candle has had and still has considerable vogue. Because of the small amount of ventilation usually supplied in metal mines, the freedom of the candle from any tendency to produce noxious gases or offensive odors, and the small amount of air it consumes, are. valuable assets, while, because

Application Of electric logs has been used in correlation of subsurface structure to determine the size and shape of the oil reservoir. Such a knowledge is hardly complete until saturation and productivity are determined for the various horizons. It is difficult to use electric logs successfully for this purpose because of the many factors that influence the curves. In this work an effort was made to establish an empirical correlation between formation resistivity for a series of electric-log curves and water saturation and oil productivity of sand. Electric logs were obtained by recording with 10 different electrode spacings through the same interval of a well. In the analysis of these curves all factors except two, a dependent and independent variable, were held constant. The interval studied had been cored and a large number of samples were analyzed in the core laboratory in order to compare the values of permeability and saturation with the measured values of formation resistivity. Results of this analysis indicate: (I) the depth to which mud filtrate enters a sand body, (2) a correlation between permeability and sand resistivity for shallow penetration depths, and (3) that the water saturation for an oil sand can be determined from the measured sand resistivity after making suitable corrections for sand thickness. The procedure in the last method depends on a correction for thickness factor and a theoretical curve. The accuracy of the theoretical curve is now being tested in the laboratory Introduction In an effort to place the analysis of electric logs on a quantitative basis, there is need for a better understanding of the many factors that influence an electric-log curve. These factors may be large differences in sand thickness, permeability of the sand, salinity of the interstitial water, mud resistivity, formation temperature, and other sources. A number of examples were presented by Archie,' which treat the effect of sand thickness on measured resistivity. WHEN I was a boy, political economy was taught in the old fashioned New England high school that I attended. I still possess my text-book, an abridgment of one of the old classics, and, I referred to it a few days ago. It began with the definition that "political economy is the science which investigates the' nature of wealth, and the laws which govern its production, exchange and distribution." That definition of 50 years ago strikes me still as being a good one. In college I sat under Francis A. Walker, the greatest of American economists. I still have his old text-book, which begins with substantially the same definition as Fawcett, but adds that "political economy has to do with no other subject, whatever, than wealth." As so developed economics was a dry study which captivated but few. It was characterized as the dismal science. It seemed to lead nowhither. . This was perhaps due to the inadequacy of the data available to economists. Consequently, their discussions and deduc-tions were founded largely on conjecture and assump-tions. Naturally this resulted in differences in the formulation of doctrines. There were controversies respecting the nature and influences of money, over the derivation of wages, over the principles of laissez faire (letting things take their own course) over the Malthusian doctrine, and so forth. Amid all this there was one great fundamental law universally recognized, namely the law of supply and demand, which ranks with the law of gravitation and the law of the conservation of energy among the great fundamen-tal laws of nature. The law of supply and demand is the one thing in economics upon which we may fix our eyes as upon the lode star. In the course of time we have fallen out of agreement with Walker's doctrine that political economy has to do with no other subject than wealth. Although it is indeed the science of the production and distribution of wealth we can see that many things pertain to that subject and that economics links hands closely with engineering, biology, and psychology. The Florida hard-rock field extends from Suwanee and Columbia Counties in northwest Florida to south of Croom, Florida, in Hernando County. This area is approximately 100 miles long and varies from 2 to 30 miles in width. Florida hard-rock phosphate was discovered at Hale Springs, about one mile northwest of the town of Dunnellon, Marion County, in the year 1888, by Alber-tus Voight, who lived within a few hundred yards of the spring. Soon after this discovery there was a great influx of land speculators and wildcat operators into the vicinity of Dunnellon. A few years later phosphate was found in Alachua, Levy, Citrus and Hernando Counties, and a great number of small crude plants were built from Newberry, Alachua County, all the way to Croom, Hernando County. Phosphate was found in many places as "outcrops." Looking for outcrops was the first method used by the early prospectors in searching for deposits. Several years passed before any systematic method of prospecting was used. Early Mining The early method of mining hard-rock phosphate was with picks and shovels, wheelbarrows, mules and wagons. The pick-and-shovel method was used altogether until about 1900, when some of the larger operators began to use railroad-type steam shovels of from ½ to I-yd. capacity Picks and shovels, with negro labor loading the phosphate ore (called "matrix") into wooden side-dump skip-cars, was continued until about 1907. From the discovery of hard-rock phosphate until approximately 1905, overburden was removed with mules and scrapers. At some places, the overburden was loaded into side-dump skip-cars by negro laborers and the cars were then pulled up an incline with a steam hoisting engine. The maximum depth of overburden that could be economically removed by hand labor, mules and scrapers was approximately 15 feet. About 1905 one of the companies erected a producer-gas power- I house near Dunnellon and generated its own electricity and about the same time the larger companies began using hydraulic methods for the removal of overburden. From the year 1888 through the year 1939 approximately 75 companies were operating at one time or another in the hard-rock territory, on approximately 500 locations. The hard-rock deposits are more irregular and have higher mining costs than the pebble-rock deposits, therefore 1 they have not been competitive in the domestic market, but because of the higher grade of the hard rock it is in demand for I the export trade. Discovery of phosphate outside of the United States has made it increasingly difficult in recent years for the hard-rock companies to survive, so today i only three companies are operating. These

The use of a suspended growth system of Thiobacillus ferrooxidans attached in a film to individual particles of bentonite and operated as a sequencing batch reactor is shown to be a practical way of oxidizing ferrous iron in acid mine drainage. This component, followed by limestone neutralization, is both a technically and economically feasible approach to treating these waste waters, compared to existing and other proposed methods. The advantages, in addition to less expense, are greater safety, acceptable treatment at a lower pH, lower solids buildup, less danger of overtreatment, and greater flexibility in operational characteristics. In this paper, data on the continuous bench scale operation of the system under a variety of conditions shows sustained levels of oxidation in excess of 98%. Capital and operating costs are projected to be $80/1000 m3 ($80 per 35, 000 cu ft) of waste water.
