The industries engaged in winning minerals from the earth, because of their widespread dissemination, are faced with perhaps as wide a variety of labor-management problems as may be found in any other broad sphere of productive activity. Those problems are continually increasing in volume and complexity, and management has become aware of their growing importance. For the past quarter century at least, labor-management problems have largely been union-management problems. During this period tremendous assistance has been given labor unions through legislation and administrative and political action. In the United States, legislation favorable to unions has come about in the form of the now defunct National Industrial Recovery Act; the Wagner Act, most of which has been carried forward in the Taft-Hartley Act; the Norris-La Guardia Act; the Wage and Hour Law; the Walsh-Healey Act; and others. The result has been to transfer from the hands of management to those who direct the affairs of the unions a large share of control over the industry and to hamper in many ways the remaining control left to management. In the United States there are many examples of the power of unions to injure whole industries seriously with- out regard to the interests of management, the employes, or the public. This chapter deals with the various phases of labor-management relations as they affect the principal segments of the mineral industry in North America. To the greatest extent possible available data is presented pertaining to the unions involved, their relative strengths, labor law, compensation and fringe benefits of employes, working conditions, and related matters. As background, the historical development of union-management relations in the respective segments is included where possible. There is interest in the use of rhenium metal films as resistive elements in thin-film circcits, and already some zvork has been done using er)aporated rhenium films. It has been found that rheniim films protected from the atmosphere by an evaporated layer of silicon monoxide show excellent electrical stability. Unprotected films, however, are subject to aging- effects, notably the increase in electrical resistivity as a function of time. This phenomenon can be understood as primarily one of oxidation of the thin films. This paper is concerned with the study of the oxidation and crystallization behavior of such unprotected films. It has been found that the oxidation rates are a function of the substrate temperatures used during the deposition of Lhe metal films. The strictures observed in the films are correlated with the film resistivities and some data are presented to establish the existence of the various types of oxides of rhenium. ThERE is some interest in the use of thin films of rhenium metal as resistive elements in monolithic, thin-film integrated circuits. Some work has been done using evaporated films and it has been found that such films, if protected from the atmosphere by an evaporated layer of silicon monoxide, show excellent electrical stability up to temperatures of 500"." Rhenium films unprotected from the atmosphere tend to age and the electrical resistivity of the films increases as a function of time. Rhenium films, of the order of <100A thick, prepared by electron-beam evaporation techniques are found to oxidize very readily when exposed to dry air at room temperature. It would seem, therefore, that this aging phenomenon could be attributed to the oxidation of the metal films. In this investigation, the oxidation and crystallization behavior of thin films of rhenium evaporated onto silicon monoxide substrates were studied as a function of the substrate temperatures used during the evaporation. The films were examined using electron-microscopy and electron-diffraction techniques. EXPERIMENTAL RESULTS Rhenium metal was evaporated onto suitable prepared substrates which were heated to various temperatures. The evaporations were performed in a vacuum of approximately 5 x 1CT5 torr. The evaporation was carried out at a rate of approximately 10A per omin. The final film thickness was approximately lOOA and the resistance ranged from 5000 to 10,000 ohms per square. The substrates used for supporting the metal films were made by evaporating 75A of silicon monoxide onto freshly cleaved mica. The silicon monoxide film was then floated off the mica by immersing the composite in water. The film could then be picked up on a clean nickel grid. Silicon monoxide substrates were chosen because of their similarity to quartz and glass substrates commonly used for making thin-film resistors. Fuschillo, Gimpl, and McMas-ter have also shown that silicon monoxide films have only minor structural changes at temperatures up to 800°C. This fact simplified the interpretation of any changes observed in the electron micrographs or electron-diffraction patterns obtained from the deposited rhenium films. After the evaporations were completed, the substrates were cooled to room temperature, except where noted differently, before the coated substrates were removed from the vacuum system. All aging of the deposited films was done in a desiccator. The evaporated films were examined in an electron microscope equipped with a hot stage that would permit continuous observations of the samples up to temperatures of 1000°C. RESULTS A series of electron micrographs of the rhenium films deposited on the silicon monoxide substrates are shown to Figs. 1 to 3. In all cases, the metal films are approximately 100A thick and the micrographs were taken 1 hr after the deposition was completed. here was no apparent structure in the films deposited on the substrates held at the higher temperatures. A LTHOUGH a considerable number of experi--ti mental investigations dealing with the roasting of sulfide minerals have been reported in the past,&apos;"" the behavior of the single roasting particle does not appear to have received the attention it perhaps deserves. This is understandable in that the natural sulfide counterpart of the slab or sheet of metal normally used in high temperature oxidation studies is difficult to obtain and prepare, and is, in most cases, virtually impossible to maintain in one piece at roasting temperatures. The employment, on the other hand, of static aggregations of small particles in masses great enough to permit evaluation of the roasting reactions by means of thermobalances or gas analyses introduces other complications, such as localized overheating, sintering, and variable gas-solid contact. In this investigation a compromise between the above extremes was attempted. Closely sized (e.g., 30 to 40 mesh) particles of natural sulfide minerals were isothermally roasted, out of contact with one another, in an air-swept system. The progress of the roasting reactions was followed by examination in polished section of the treated particles and by X-ray and chemical analysis of their residual sulfide kernels. In this way some conclusions respecting the mechanism of roasting reactions were drawn. Roasting Furnace—The vertical tube furnace used for roasting the sulfide particles had a heated zone 10 1/2 in. long in which four retractable light gage stainless steel trays were suspended. Each tray, and an accompanying baffle, was mounted on a 2 in. lengtn of 3/8 in. stainless steel tubing. These assemblies were axially suspended on a 30 in. length of ¼ in. stainless tubing, by means of which they could be lifted from the hot zone to a water-cooled brass chamber at the top of the furnace. Since each tray unit could slide freely on the 30 in. tube, any desired number of the trays could be retained in the cooling chamber by the manipulation of a horizontal plunger during a momentary withdrawal of the four trays from the hot zone. Although three heating coils, each equipped with variable external resistance, were employed, it was found impossible to avoid a drop of 10o to 15oC between the temperature at the top tray and that of the lower three. Consequently, only the bottom three trays were used for roasting. Temperature readings inside the furnace were made by means of a thermocouple inserted down the tray support tube at tray levels, and a separate thermocouple, inserted adjacent to the middle heating coil, was connected to a Micromax temperature control unit. Experimental Method—The sulfide minerals were obtained in a form as free as possible from gangue and contaminating sulfides, and were crushed and screened to the required particle size range. The tray assembly was kept inside the furnace during the heating-up period and, when a steady temperature had been reached, the trays were withdrawn. Each tray was sprinkled with from 200 to 500 mg of the sulfide grains, and the assembly was lowered into the furnace without delay in order to minimize the time required to achieve the operating temperature. The furnace top was then clamped into position and the thermocouple inserted down the center tube to the required level. It was found that, when this procedure was used, the trays achieved their former temperature within 2 min, after which time the flow of dry air was begun at a rate of 1 liter per min, and timing of the run was started. At the required intervals of time the trays were successively withdrawn from the hot zone and stored in the cooling chamber by means of the retention plunger. On completion of the run the treated particles were removed from the trays to be set aside for examination. The production of thorium of high purity by the Ca-CaCl2 reduction has been described by Marden and Rentschler,1 who also reported some of the properties of the coherent, ductile metal obtained from this pure thorium powder. The present paper describes the properties of thorium produced by the Ca-CaCl2 process modified in some details to meet commercial conditions. The principal effect of these changes in process has been an unavoidable increase in the oxide content of the thorium. Materials and Methods The thorium employed in this investigation was made from pure thorium oxide (ThO2) by the Ca-CaCl2 reduction. The washed and dried metal powder was pressed into bars approximately 0.160 in. dia. and 10 in. long, at a pressure of 75,000 Ib. per sq. in. The bars were heat-treated in vacuum at 1175&apos; C. for 1 hr. This treatment yielded ingots sufficiently dense and coherent for mechanical working. Thorium has been successfully worked without a protective metallic covering, but for the purposes of this investigation it was more convenient to inclose the ingots in soft iron tubes and swage or roll cold to the desired sizes. The iron sheath was dissolved with nitric acid, leaving the cold-worked thorium exposed. Chemical Analyses Analyses of typical samples of the material used in this work arc given in Table 1. Thorium powder oxidizes in moist air, even at room temperature; no unusual precautions were taken to prevent such oxidation of the material used in this investigation. Publications concerning scaling laws for laboratory flow models of oil reservoirs indicate that the relative permeability and capillary pressure relations must be the same functions of saturation in the model and its prototype. In this paper, the relative permeabilities and saturations are redefined in a way which permits one to have diflerent relative permeability and capillary pressure relations in the model and prototype. The development of the new scaling criteria is demonstrated by deriving scaling laws for one simple flow problem. INTRODUCTION The successful application of information gathered through bench-scale model studies to the prediction of multi-phase fluid flow behavior in petroleum reservoirs requires careful consideration of the scaling criteria. The requirements which must be met for a small-scale model to duplicate the behavior of a much larger reservoir prototype have been discussed by Leverett, et al,&apos; Rapoport,2 and Geertsma, et al.3 According to these authors, the relative permeabilities to water, oil and gas and the dimensionless capillary pressures must be the must have the same values in the model and prototype. Furthermore, they point out that the viscosity ratios must have the same values in the model and prototype. In addition to these requirements, other scaling criteria are given which, when considered, usually dictate a much higher permeability in the model than exists in the reservoir. Since the more permeable model sands may have connate-water and residual oil saturations quite different from those in the prototype, the scaling requirements pertaining to the dependence of relative permeabilities and dimension l ess capillary pressures on saturation usually are not met. Also, if the model fluids are selected to give equal viscosity ratios in the model and prototype, one may find greatly different mobility ratios* in the two cases and, therefore, may expect grossly different flow patterns. For this reason, Craig, et al,&apos; correlated the results of their model studies with mo- bility ratio rather than with viscosity ratio. As yet, however, no satisfactory method has been advanced which permits use of anything other than the scaling requirements outlined in the previously mentioned papers. The purpose of this paper is to present a method of developing a set of scaling criteria which permits different relationships between saturation and relative permeability or capillary pressure in the model and prototype. Rather than attempt to report scaling criteria for a variety of practical situations, this paper demonstrates by use of one simple example how the modified scaling criteria are derived.

It is desired to call the attention of young men who have had technical training and experience to the fact that their abilities can best be put at the service of the country by selecting a branch of service in which their special qualifications will be of the greatest use. The submarine force of the United States Navy requires the services, as officers on board submarines, of young men who have had technical training in mechanical and electrical engineering and who have had experience in these professions. It is intended to enroll a number of such men as provisional ensigns in the Naval Reserve Force, give then a course of instruction in deck duties at Annapolis and a course in submarine work at New London. Those who successfully pass these courses will then be sent on hoard submarines for regular duty. OLIVER C. RALSTON, Salt Lake City, Utah- (communication to the Secretary *).-The literature on the theory of flotation has been enriched, of late, by the views of a number of excellent mining engineers who unfortunately were tyros in physical chemistry and physics. Hence the obscurity and mystery with which the process is supposed to be surrounded. The present paper goes far toward explaining some of the ideas which have seemed obscure or which have been poorly expounded by the men who advanced them, but there are a number of places where the author&apos;s explanations are unsatisfactory, or where he has fallen into the same mistakes made by the original propounders of the theories involved. While recognizing the value of constructive compilation, it is nevertheless disappointing to find a paper reviewing the recent theories of flotation which presents nothing-new-not even a new viewpoint. At the bottom of page 1121, there are stated to be present the following "phases" in flotation: "solid-liquid (ore-water), solid-liquid (ore-oil), solid-gas (ore-air)," etc. The writer could not possibly have meant to apply the word "phases" to the ideas involved. Each of the pairs of phases mentioned has an interface in which exists the interfacial tension that he is talking about.

The positions of twin reflections in electron-dijjcraction patterns obtained from thin metal foils may he calculated for any twin in any crystal structure by means of an elementary application of vector algebra, General equations for the four classical orientation relationships are presented using the superscript and subscript notation of the tensor calculus, which is briefly described. As an example of the application of these expressions, the case of twinned rhomhohedral crystals, and hence as a special cased twinned cubic crystals, is examined. CONSIDERABLE interest has recently been shown in the interpretation of electron-diffraction patterns obtained from twinned regions of thin metal foils. In the present paper, it is shown that the necessary information may be obtained directly for all twins in any crystal structure by means of a very elementary application of vector algebra. The equations involved are most conveniently presented by making use of the very powerful superscript and subscript notation of the tensor calculus. The use of this notation will first be described and then applied to the problem of calculating diffraction patterns for any twinned crystal. Finally, as an example of the application of the method, the specific case of twinned rhombohedra1 crystals will be considered.

A severely technical article, however well written, can not be an agreeable form of literature. It suffers from the defects of its qualities. One defect is a congestion of language, due to a multiplicity of adjectival nouns. The sentences are packed with words of unpleasing sound, charged with complex ideas, crowding one another so closely that the phraseology moves like an ice-pack in Bering Sea or a log-drive in a river; the undercurrent of meaning may continue to move, but the surface is obstructed. This verbal congestion is made evident by ugly compoundings, many of which are adopted by the technical writer in the mistaken belief that they give directness to his statements. For example: A unanimously approved scheme "A scheme unanimously approved " The continuous temperature record "The continuous record of temperature " To stimulate interest in synthetic plant construction "To stimulate interest in the construction of synthetic plants " In smelters reverberatory-furnace firing with powdered coal has been practised for a decade. "In smelting, the firing of reverberatory furnaces with powdered coal has been practised for a decade." H. H. Kellogg (Columbia University)—The accurate measurements of the equilibrium gas ratios for the reaction: Pb(1) + H2S = PbS(c) + H2 [I] reported in this paper are a distinct contribution to the literature, and the authors are to be congratulated. I wish to comment, however, on the correlation of the data which is presented. The authors show a straight line correlation of log H2S/H2 vs 1/T, Fig. 1, and are satisfied with this for calculation of ?Fo even when extrapolated to low temperature (427 °C). Heat capacity data for the constituents of this reaction are available (at least to 900°K), however, and ACP for reaction [I] is finite and positive in the temperature range studied. Simplification of the heat capacity equations yields: ?CP= 2.71 + 1.65 x 10-3T (298°-900°K) This positive value of ?CP should result in a small but noticeable curvature of a plot of log K vs 1/T. That the experimental data fail to show such a curvature may be traced to another oversimplification of the author&apos;s treatment of their data. They assume that the activity of liquid lead is unity for all temperatures, so that

THE Birmingham district of Alabama has utilized the slag from its blast furnaces consistently since the earliest development of the slag industry. Today there are producers of slag cement who started business in 1900, and who have, under a progressive policy, expanded the number of their products to meet present demands. There are producers of slag aggregates and other crushed slag products who have been successful for periods of over thirty years. There are at the present two companies, Cheney Lime and Cement Co. and the Southern Cement Co., manu-facturing puzzolan cement; three companies, Birmingham Slag Co., Woodstock Slag Co., and Swann Chemical Co., making slag aggregates and by-products; one company, Tennessee Coal, Iron and Railway Co., a subsidiary of the U. S. Steel Corporation, producing ground open-hearth basic slag for soil conditioning. Two companies, the Sloss Sheffield Steel and Iron Co. and the Woodstock Slag Co., make slag concrete in ready-mix plants and one company, the Superock Company, manufactures fine and coarse slag aggregates under a new granulation process. No Portland cement is made with slag as an ingredient, because dolomite is used so extensively as a blast-furnace flux that the magnesium content of the slag is excessive.

THE observations here presented are those, not of an expert accountant, but of one who, while he has seen considerable service in the accounting departments of large companies, has spent more time in engineering and operating. This paper is intended to cover, in a measure, mine accounting for small mines, as distinguished from the elaborate systems, requiring many persons ;n the accounting department. I shall attempt to outline a system embracing the essentials of accounting, and simple enough in form to permit one or two persons to carry it on from month to month, in sufficient detail to be able to tell quickly the grade of ore, the prices received for metals, costs per ton for mining and milling, costs per foot for development, upward or downward tendencies in costs, ore settled or in transit, cash on hand, stocks of supplies on hand, efficiency of&apos; labor, etc. As in all accounting, there are two main divisions: that of revenue received for what is sold, and that of disbursements made for what is bought, so in mine accounting we have to consider chiefly the income derived from sales of ore or concentrates, and the expenses incurred in producing the said ore or concentrates in a marketable condition.

Surface mining of coal is widely condemned as a despoiler of the countryside and wastrel of land and natural resources. Yet the fact has been as widely ignored that the ingenuity of those engaged in developing the methods and equipment utilized in surface mining have made several hundred million tons of coal available for utilities and industry which could never have been mined by any other method. While doing this, the surface mining companies have recovered nearly 100% of the coal in the mining area instead of approximately 50% as is common in underground methods. Efficiency has been increasing constantly, thereby maintaining low cost to the customer. Mining has provided economic health in many areas by virtue of the direct payrolls and by the attraction of other industries to enjoy low cost, dependable fuel supplies. Surface mining of coal generally falls into two categories: contour mining, which is the result of mining in hilly or mountainous terrain where the hillside or slope limits the width of the area which can be surface mined; and area mining, which results from the surface of the land being approximately parallel with the coal seam so that a wide area may be mined in a succession of pits or open cuts.

INTRODUCTION This paper presents the basic principles which must be followed to create a truly inherently safe mining system. The need to relate the support mechanism to be employed to the ground reaction curve and basic rock mechanics principles will be pointed out. The support system must function in concert with the deformations that are inherent in the selected mining system. Following the support selection, the mechanics for installing support must be developed. This is best done through a cooperative effort between mine engineers, mine operators, safety personnel, equipment sup- pliers, and government inspectors both state and federal. Accident statistics, near miss statistics, review of equipment used by others, geologic features, etc. will necessarily have to be studied. The goal of equipment development and selection should be to develop inherent safety by removing the miner from the hazard area or by providing absolute protection for the miner if he must work in close proximity to the potential fall of ground. Geological Relations. In his second report upon the Geology of Alabama, Prof. M. Tuomey calls attention to a rock occurring near Florence, in the Tennessee valley, the composition of which is as follows: Per cent. Carbonate of lime,.. .. .. ..16.41 Phosphate of lime,.. .. .. ..14.19 Peroxide of iron,.. .. .. .. .36 Quartz and other insoluble matters,. .. ..68.72 99.68 This rock was referred by Prof. Tuomey to the Carboniferous, because he found the Carboniferous limestones always resting conformably upon it, whilst both rest uncomformably upon the underlying Silurian or Devonian rocks. The recent discovery in Tennessee of phosphate-rock of this age (or approximately so) has stimulated the search in Alabama for similar rich material; but our search has been, up to this time, unrewarded by the finding in quantity of anything of better quality than the rock whose analysis is given above. It is, however, in high degree probable .that the rich phosphaterock of Tennessee will at some time be found to have its counterpart in Alabama. Materials of several kinds, containing a notable quantity of phosphoric acid, have been found in Alabama in both the Cretaceous and the Tertiary formations, and for our present purpose they may be most conveniently considered in their geological relations.

Pebble phosphate mines of Florida have been established from south of Hardee County to north of the Georgia state line, a distance of over 200 miles. Mining has been carried out on an ever-increasing scale since 1885, but phosphate deposits that can be mined on the economical standards of today, are confined in a roughly circular area about 30 miles in diameter, generally within Polk and Hillsborough Counties, in the central part of the State. The phosphate deposit, which is in the Bone Valley formation of Pliocene age, is covered by Pleistocene terrace deposits of unconsolidated quartz sand. The matrix is composed of approximately 1/3 clay slimes, 1/3 silica sand and 1/3 phosphate pebbles. The phosphate usually occurs as rounded pebbles, ranging in size from about 1 in. down to approximately 400 mesh. The phosphate may vary from well-defined hard pebbles to soft weathered rock. The color and character of the phosphate will range from smooth buff pebbles to black and white "salt-and- pepper rock." The screen size distribution varies considerably between locations; the recoverable phosphate may extend down to the 400-mesh size in some areas, while in others the phosphate may cut off sharply at about 35 mesh.

The varying physical character and large extent of the Broken Hill lode necesarily involve the employment of a variety of underground methods. The lode had its origin in an extensive fault plane traversing metamorphosed schists conformably, as a rule, with their beds of stratification. The underground waters carrying minerals in solution deposited their contents in the original cavities formed by the faulting action, and in the enlargements of these cavities due to dynamic forces brought to bear on the rocks, more especially on the hanging-wall side of the fault. This deposition was supplemented by metasomatic replacement of a portion of the original rock contents by the argentiferous sulphides of lead and zinc which form the staple products of the district. Although the orebody is practically continuous throughout the mines, its width varies greatly, ranging from a few feet to about 350 ft. The widest portions occur in conjunction with huge folds in the inclosing country rock, almost exclusively on the hanging-wall side. The ore in these folds pitches to the south in the southern half of the field, and to the north in the northern half; there are, however, undulations in these ore channels evidently due to compression of the rocks in the direction of the channels. In the earlier days, before the orebodies had been opened up, vertical cross-sections across these bulges in the hanging wall gave the lode the appearance of the "saddle formation," so well exemplified at Bendigo in Victoria; but subsequent development of the ore channels has long since proved that the formations in the two districts are entirely different. The depth reached by the zone of complete oxidation of the sulphides varies from about 259 to 550 ft, from the original outcrop, while partial oxidation extends in places below the 1,000-ft. level. The result of oxidizing influences has been the production of ore of every grade of cohesive-ness, from that of dry sand to that of hard compact rock. The methods of mining followed in this field, and even in individual mines, are varied in accordance with the character of the ore. B. C. Burgess-—Prior to hearing this paper presented at the San Francisco meeting, I travelled by car from Yuma, Ariz., across south-central California and up through the San Joaquin Valley. After hearing the paper I returned by the coast route to San Diego then along the Mexican border to Yuma. The striking feature of these trips, related to this paper, was the dry river and creek beds at a time of year not the dry season. Contrasted with this was the wasteful use of water in irrigation canals and laterals. Poland says "at least 90 pct of the ground water pumped is used for irrigation." That being the case, it would appear that first consideration should be given to conservation of this use. Probably a small part of this is actually reaching the plants. Some measure of this loss between pump and crops would be revealing. Methods that might be employed to reduce this loss are pipe lines and spraying of some crops such as the banana planters are using in Central America.
