King, Bozeman, Mont.: The form of measuring up ore in sight looks very plausible, as illustrated in the paper of Mr. Emmons, but from my experience of many years of mining in Montana and Nevada, I have found it is very hard to measure up anything nearer than a guess of what you have in sight, except in the case of a true vein, or a flat vein where the boundaries are well defined. I have been interested in several miues with Dr. A. R. Ledoux, and I know that my foreman and myself, going into the mines and using our best judgment, could seldom see more than 30 days' supply actually in sight, and yet we were running from 100 to 250 tons a day, and keeping it up year after year. Prof. John D. Irving, New Haven, Conn.: I understand from Mr. Emmons that this is a method which has been found applicable in the copper-mines in Tennessee, where the record could be made with a good deal of accuracy, and where the work in the mines allowed the necessary development to be done, so that the record could be kept up. I do not think there was any intention in his mind to imply that this was applicable to all cases, especially such as Mr. King has mentioned. President Charles Kirchhoff, New York, N. Y. : I think the point is that the paper impresses the necessity for doing it where the possibilities exist. There has been too little attention given to this very matter, particularly in the United States; but I think our English friends are following it very much more zealously, and the demand for it there is possibly greater than it is here, because English boards of directors handle mines that are often very much further away than our own are, and the English public and the English engineers generally are very much more insistent upon seeing how much longer current dividends are going to last, or current assessments are going to continue.

IN both Sweden and England rapid progress is being made in metallurgical development, and the steel industry in both countries is distinctly on the mend. There has been some industrial trouble in Sweden in the iron mines and the wood pulp mills, but at the same time all the steel works have a sufficient stock of pig iron and ore to continue their operations for many months to come. Consequently the strike, unless long protracted, will not affect the output of steel in Sweden. Several of the steel manufacturers in Sweden, most notably Forsbacka and Sandviken, have been very suc-cessful recently in securing large orders, particularly from the continent, for ball-bearing steel, both hollow and solid. Whereas some years ago they ran into-se-rious competition with the German mills, the quality of the steel from these Swedish mills is such that they are now firmly established, and are selling some of the lead-ing manufacturers of bearings on the Continent, as well as automobile manufacturers. The secret of their success seems to lie in a better selection of ores, in more careful control of blast-fur-nace operations and better equipment. Rule of thumb in steel making is taboo, and strict reliance is placed on the laboratory. They are constantly experimenting, and metallurgists and chemists are sent to different countries for study and investigation. In their native ores they have, of course, a unique advantage in pos-sessing iron ores extraordinarily free from phosphorus. At Forsbacka, they are not content with the ordinary chemical analysis of the ingot; but also test the physical properties, as well as make metallographic investiga-tions for slag inclusions, segregations and oxides. In both England and Sweden they watch the nitrogen con-tent of the steel very carefully, a feature which does not appear in the ordinary analysis. In testing carbon, they do not use the color test, but employ an electric .induction device.

The mixing of fine ores with fuel and burning under induced draft is called sintering in iron-ore practice and either sintering or roasting in copper and lead metallurgy. The first development of sintering was the Huntington-Heberlein process, in which fine sulfide ores mixed with fuel were charged into a pot and burned under the action of an upcast current of air introduced at the bottom of the pot. Modern development has resulted in two types of machine; the continuous Dwight-Lloyd machine, which consists of heat-resisting grates and a moving beltlike type of hearth constructed of metal, in which air is drawn downward through the bed, and the stationary Greenawalt batch process, which operates in the same manner as the Dwight-Lloyd except that the hearth is stationary. The recent rapid increase in the use of sintering has been the result of two great advances in metallurgical process—flotation and the treatment of flue dust. The Dwight-Lloyd machine is used in many plants for agglomerating flotation concentrates and at the same time reducing the sulfur content to furnace requirements and it has become standard practice to treat iron blast-furnace flue dust by either the Greenawalt or Dwight-Lloyd machine, so that it can be recharged into the furnace. The mining of low-grade magnetite iron deposits and their beneficiat-ing by grinding and magnetic separation resulted in a fine concentrate extremely detrimental to blast-furnace practice. These concentrates are sintered and made into ideal material for blast-furnace use. Incidentally, coke savings of about 400 lb. per ton of pig are reported. Sintering at Evergreen Plant The application to limonitic iron ores is the most recent development of the sintering process. The first plant in the Lake Superior region was erected by the Minnesota Sintering Co., a subsidiary of the Evergreen Mining Co., at Ironton, Minn., in 1924. Numerous contradictory statements have been made in the past regarding the importance of the seasonal influence of demand for motor fuel on prices of oil securities. It has often been said that the time to buy oil securities is in the spring, or just prior to the heavy consuming season for gasoline. The fallacy of this argument is brought out in the following paragraphs. Seasonality of Oil-security Prices The indexes used in this paper as indicators of prices of oil securities and general industrials are those compiled by Standard Statistics Co. The oil producing and refining stock index includes 14 representative petroleum companies, while the all-industrials index is made up of 347 issues. All figures are stated as relatives, with 1926 = 100. The primary basis of the index, and one that gives a good weighting of the relative importance of the company within the industry, is the total market value of the stock issue outstanding; i.e., the market price times the number of shares outstanding. Adjustments are made for the addition or elimination of issues from the group index, for stock dividends, split-ups, stock rights, et cetera. At the present time the oil producing and refining index includes the following companies: Atlantic Refining Co., Consolidated Oil Corporation, Continental Oil Co., Gulf Oil Corporation, Humble Oil & Refining Co., Ohio Oil Co., Royal Dutch Co., Shell Union Oil Corporation, Socony-Vacuum Oil Co., Standard Oil Company of California, Standard Oil Co. (Indiana), Standard Oil Co. (New Jersey), Texas Corporation, Union Oil Company of California. In calculating the seasonal for oil-security prices several periods have been selected as indicat,ive of major changes in the industry, as follows: 1. 1918 through 1936. This gives an over-all picture of the industry during the motor-vehicle, motor-fuel era. 2. 1927 through 1936. This period includes the control stages, both voluntary and coercive. 3. 1927 to September, 1933. This is the pre-code period of control.

It is to be regretted that the data respecting the use of dry-air blast, which were presented to the Iron and Steel Institute at its meeting in the United States, in October, 1904, should have been restricted to the period from August 25th to September 9th inclusive, and from September 17th to 30th inclusive. In order to present the paper at all it was found necessary to limit the record of operations to the period above stated. It appears from the reported discussion that some of those who took part felt themselves to be at a disadvantage, in considering the economies secured through the use of dry-air blast, by reason of the fact that the data presented covered so short a period. It is the purpose of this communication to present in detail the record of operations of the Isabella Furnaces from November, 1904, to March, 1905, inclusive, as shown by the furnace-records. The month of October, 1904, is not included, as the furnace using dry-air blast was stopped several times for repairs; and while the record was a very good one considering these interruptions, yet it was not a continuous one. The record for Furnace No. 1 using dry-air blast, and the comparison with Furnace No. 3 using natural air for the month of November, 1904, is set forth in Table I. By a reference to my former paper it will be noted that the month of November is the beginning in this country of the winter period, when the atmosphere decreases rapidly in humidity. The month of October being the transition month in the autumn and April in the spring, and furnaces using natu-ral air approach more closely, from November on, to the conditions obtained by the use of dry-air blast. During the first half of the year 1935, the oil industry in California was on a fairly profitable basis, owing mainly to the operation of the Petroleum Marketing Agency. Coincident with the discontinuance of enforced curtailment, California production surged upward from an average of about 500,000 bbl. per day (over the first five-month period) to approximately 625,000 bbl. per day (over the last seven-month period). On Dec. 9 the state production had reached a peak of over 700,000 bbl., a figure that had not been approximated since the early days of voluntary curtailment (Fig. 1). A price cut was instituted during the last half of August, but had no deterring effect on operators that were determined to take advantage of the breakdown of curtailment and produce to capacity. New reserve figures, compiled from actual potentials, available after cessation of curtailment, revealed the startling fact that California reserves were rapidly declining. This situation, coupled with the desire among operators to obtain a more equitable price for their dwindling reserves, caused a restoration in November of a portion of the August price slash. A further rise in price was effected in early December, and crude quotations at the end of the year closely approximated those in effect during the first right months. At the close of the year, the industry felt confident that the production situation was under control. In all fields where competition is keen because of close spacing, production is gradually declining. In the Los Angeles Basin especially there is no likelihood of a large amount of overproduction, unless a new pool is discovered or deeper drilling reveals a prolific source of crude. As long as the fields that are operated by a few companies, such as Kettleman Hills, North Belridge, Ventura Avenue, West Coyote, Dominguez, and some others, can be controlled, it is believed that the overproduction problem in California will be solved.

The major development in stabilization of the oil industry during 1933 was the transition in the United States from state control to federal control in many of the functions that government is presumed to exercise. A brief review of the influences leading to that transition is given here to suggest its significance and to assist in forecasting its further development. Bitumens were known to the ancients and have been applied to minor uses since earliest historic times, but it was not until after the discovery of oil in considerable quantities near Titusville, Pennsylvania, in 1859 that it was made the basis of extensive commercial undertakings. In 1859 little was known about the origin of oil and gas, the nature of these deposits, and the physical laws that controlled their accumulation. Scientists soon began to study them, but 50 years or more of active oil-field development had elapsed before sufficient geological information had been accumulated to point the way toward efficient recovery of these products. In fact, only within the past five years has the function of reservoir energy become widely understood, yet it is a primary factor in oil recovery. discovery near Titusville, this infant industry has developed into an industrial giant. In complete ignorance of their destructive effect, wasteful development methods were initiated in Oil Creek and these became industrial habits. These habits in turn became oil and gas law. Under that law vast sums of money have been expended, rights have become vested and development methods fastened on a great industry that not only bring upon it periodic demoralization but cause ruthless destruction of the nation's reserves of these important natural resources. This is occurring in the midst of a petroleum era when oil is essential to the nation's security, its industrial supremacy, and the personal convenience of every citizen. Its conservation, therefore, has become a question of grave national concern. Future of State and Federal Oil Regulation. BY NORTHCUTT ELY (Trans , vol 118 2400 words) The Interstate Oil Compact, ratified by six states and Congress in 1935, replaced the petroleum code, invalidated with other codes by the Schechter decision This compact endeavors, first, to conserve reservoir energy of oil pools through substantially uniform conservation measures by the states, second, it recognizes the state rather than the Federal Government as possessing the necessary police power for that purpose, third, it establishes an interstate advisory commission, so that orderly production in one state is not penalized by uncontrolled production in another, fourth, Federal interests are recognized in the control of hot oil, regulation of imports and fact-finding forecasts of supply and demand by the Bureau of Mmes It is not as complete an instrument as proposed by the Federal Oil Conservation Board in 1932, but is workable, and will be effective in proportion to the support given it by the industry Three results may follow First, now that fear of Federal control has subsided, the industry may lose interest in the compact and let it fall to pieces, second, if vigorously supported by the industry, the compact can accomplish most of the conservation objectives sought by the Federal control measures now believed unconstitutional, third, if the Compact fails, Federal regulation is almost certain to be revived, and can probably be sustained in connection with neutrality legislation, regulation of interstate pipe lines, and coordination of Federal and state gasoline taxes Nearly every step toward governmental regulation has originated within the industry state proration, the Federal petroleum code, Federal control of imports, Federal control of hot oil are examples The Compact shows a trend toward coordination between the powers of the industry, the state government, and the Federal Government If this arrangement fails through lack of interest by the oil industry, the next step is likely to be absorption by the Federal Government of the other two factors involved in the situation

COAL MINING, as well as all the other major in-dustries of Russia, is controlled by the Soviet Gov-ernment by means of organizations in each dis-trict, known as "Trusts," such as the "Kisel Coal Trust" in the Urals, the "Donugol Trust" in the Ukraine, etc., and each Trust functions as a unit, reporting direct to the chief of the department of the government at Moscow. The responsible head of each Trust is usually a mem-ber of the Communist party and, filtered through his organization, one generally finds a fair proportion of Communists in "key" or important positions, such as purchasing agents and local managers or superinten-dents, but in the majority of places requiring technical or professional knowledge, or trained brains and ex-perience, little or no attention is paid to a man's political opinion provided, of course, he "behaves himself." These different Trusts were authorized or ordered by the Central Committee at Moscow to investigate the methods of mining and type of mines developed in all other coal producing, countries of the world, and after a period of several years of intensive investigation and study reported back to headquarters that the modern American mines were the most efficient, recommending that the program for the rehabilitation of the Russian coal mining industry should follow the lines of American practice. The Trusts were then authorized to negotiate with American engineering firms for technical service for mine designs, and invited Americans to send commis-sions to Russia to prepare and submit to the Technical Council one or more projects for a complete modern American-type operation adapted to the local conditions. A "project" is a preliminary set of designs on the entire mine, top and bottom, with specifications. cost estimates, production costs, schedule of operation, budget of expen-diture, etc., and is quite an elaborate and sizable under-taking-I might say, it took six of us working tooth and nail for over three months to finish our first project.

This paper was written with two objects in view: (1) To describe in detail what has been done toward the ventilation of the main unit of the Portovelo mines and the results; (2) to give information that may be useful to anyone who may have to make a preliminary mine ventilation survey, with recommendations for the improvement of the existing system and finally the maintenance of the improved system. General Description The mining operations of the South American Development Co. at Portovelo, Province of El oro, Ecuador, are described here only briefly, as a full discussion does not fall within the scope of this paper. The orebodies are of the steeply dipping, gold quartz vein type, averaging about 2.0 meters wide. As shown in Fig. 1, the ore chutes are relatively far apart, making considerable development work necessary before connecting raises can be driven between the levels. Faulting' on a large scale and a parallel vein system have made long dead-end drifts and many crosscuts necessary in the exploration of veins. The ventilation of these dead ends is described under Auxiliary Ventilation. The method of mining2 is the filled rill stope method, similar to the method that is largely employed at the Butte mines. The main shaft of the mine is in the Amarillo Valley, on either side of which mountains rise abruptly to a height of several hundred feet above the collar of the shaft. Entrance is made to the mine: (1) Through the American shaft, which extends vertically from the surface to a depth of 1100 ft., of which only the first 700 ft. are in active use at the present time; (2) levels are driven from the American shaft at intervals of 30 m. (100 ft.), of which only the third, fifth and seventh levels need be considered in the ventilation problem; (3) adits at intervals of 30 m. (100 ft.), with a few exceptions, above the collar of the American shaft.

The subject assigned is so broad that thorough discussion is well-nigh impossible within the space allotted, and further, few specific data are available upon which to predicate conclusions concerning the efficiency of present methods of distributing anthracite. This paper treats briefly the various agencies through which both primary and secondary distribution are effected, the methods of transportation and the general interrelation of production, demand, inventories and price. Avenues of Distribution Three distinct types of primary distribution are common in the marketing of anthracite. First, though not most important, is the sale by the producer, or operator, direct to the consumer. These sales, other than to employees and the local trade, are generally confined to steam sizes for industrial uses, and are consigned to the sidings or docks of the consumer. Sales of this type often are so closely priced to compete with oil and bituminous that the addition of even a small dealer's margin is sufficient to increase the cost to the point where the business might be lost. Second, the operator sells to a wholesaler or broker for subsequent resale, either to a retail dealer for clearance through his yard or direct to large consumers. Usually this method of distribution is employed by the smaller operators, who do not find it economically feasible to maintain extensive sales organizations. In most instances, the wholesaler retains some 5 per cent for his services, paid, of course, by the producing company whose anthracite he handles. He may, and frequently does, handle the output of several different companies, suited to the varying needs of the different communities he serves. His business includes all sizes of anthracite. The third, and by far the most general method, consists in selling to retail dealers, shipments being made direct from the breakers to the yards of the dealers. In large consuming areas, such as the metropolitan districts of New York or Philadelphia, one operator may sell to several

The Aztec mine is not widely known, by reason of its isolation and the relative insignificance of its tonnage; financially, however, it has an enviable record and geologically it is extremely interesting. The town of Baldy, Colfax County, the mine camp, at an elevation of 10,000 ft. (3048 m.) is 8 mi. west of Ute Park, the terminus of a branch of the A. T. & S. I?. Ry. The mining tract was designated by the Maxwell Land Grant Co. as the Aztec Reservation, and lies on the east slope of Mt. Baldy, the summit of which, 12,491 ft. (3807 m.), is one of the highest in the state. Rich copper float was found on the northeast slope of the mountain in 1865, and discovery work was begun the next year. At the same time, gold placers were found on Willow Creek, on the southwest side of the mountain, and the Elizabethtown settlement followed shortly. Gold washing lasted many years. In 1867, placer gold was found also on Ute Creek, the tracing of which to its source led to the locating of the Aztec mine by Lynch, Dogherty, and Fosley in the following year. The early production came from the contact of shale and sandstone or from sandstone immediately above the contact. Exact record of production is lacking, but L. C. Gratonl gives estimates ranging between $1,250,000 and $1,500,000, of which about $1,000,000 was taken out in the first four years. After the exhaustion of the early bonanza, production continued intermittently until 1909, when the Maxwell Land Grant Co, undertook systematic development, through four adits at intervals of 75 ft. vertically or approximately 100 ft. on the dip of the contact, which was thought to contain generally a quartz-pyrite vein. A MARKED peculiarity of most of the smelting-works of the Far West is the looseness with which accounts of the operations are kept. Indeed, probably over half of the works do not keep any detailed accounts at all, the yearly gross statement of profit or loss being considered sufficient for all purposes. The reasons for this must apparently be sought in the as yet unsettled state of all business relations, and in the deplorable fact that only in isolated cases educated metallurgists are in charge of the smelting-works. Continual and regular assays of the ores, by-products, and slags, are almost unknown, so that it is impracticable to ascertain, even approximately, the losses in the smelting processes. Of cases where regular accounts are kept of the quantities of ore smelted, of the composition of charges, and of the fuel consumed, I know only two or three. Under these circumstances it is extremely difficult to collect figures which cover the operations for a considerable length of time, and which are so valuable for the metallurgist, who wishes to get an insight into the economy of smelting operations, as shown by practice. Figures obtained by personal observation, which can of course cover only the brief space of the visit of the travelling metallurgist, must, therefore, be made to replace the more valuable data. The writer has had occasion, during the last and the preceding summer, to visit the larger number of the Western lead-smelting works, and offers, in the following pages, such data relating to the economy of lead-smelting in the blast furnace at various works, as he has been able to obtain. The only object in doing so is to place these figures on record, so that they may be from time to time supplemented with other data, which are now wanting. I. (Butte Meeting, August, 1913.) THE plant and quarries of the Inland d Portland Cement Co.. are located- at Metaline Falls, Wash, about 128 miles north of Spokane, on the Fend Oreille river, and 10 miles, of the Canadian border. The plant is one of a chain of cement plants controlled by the Lehigh Portland Cement Co., of Allentown, Pa. Work on this plant was commenced in June, 1910, and was completed in April, 1911, but on account of some delays in the construction of the power plant, the works were not put into operation until August., 1911. Since then it has been in continuous operation and has furnished the Inland Empire with a high grade of cement. Fig. 1 is a, view and Fig. 2 is a plan of the works. Water Power Development.-The source of the water supply for the hydro-electric plant of the Inland Portland Cement Co. is Sullivan lake, a body of water approximately 5.5 miles long and 0.5 mile wide, situated in the Kanisku Forest Reserve. A wooden crib dam was installed so as to raise the elevation of the lake 25 f and the additional storage capacity was taken up by the diversion of Sullivan creek into the lake by means of a wooden flume, 0.25 mile long, 6 by 8 ft. in crosssection, and a ditch 1,200 ft. long. The water from the lake follows the natural water course to an intermediate storage reservoir, which was created by the construction of an earthen dam. This pond was used in connection with the saw mill which was installed at this point. Besides the earth dam, there was also built a crib, at the point shown in the sketch map, Fig. 3. This crib dam is 35 ft. high. From this point the excess water follows the natural -course of Sullivan creek to the Pend Oreille river.

THE purpose of this paper is to present briefly a description of some of the special methods of separation or concentration, either singly or in combination with others, and to give certain operating data and examples. Explanation of the usual methods of large-production mill treatment, such as flotation or wet tabling, or of chemically treating industrial minerals, is not included in the scope of this paper, although one of these methods might be, in certain instances, augmented by one or more of the special methods that will be enumerated herein. Description of these special methods will be centered on magnetic separators, electro- static separators and air flotation or air tables. MAGNETIC SEPERATORS In general, separating is achieved by exerting upon a particle some kind of force opposed to gravity, either directly or at an angle. For example, in the Wetherill or cross-belt type of magnetic separator some particles are lifted vertically from the others because they have been exposed to a force to which they respond more readily than particles of lesser magnetic susceptibility. Of course, there is a limitation to this vertical rise, for the particle must be of a high enough susceptibility to receive a magnetic force greater than the 980 dynes per gram of gravitational urge. To overcome this limitation, the induction type of magnetic separator was developed, so that it is only necessary to instill, say, 30 to 60 dynes per gram instead of the 980, to cause a deflection away from the vertical in falling, and that deflection can be used advantageously when falling by inserting a dividing knife-edge. The induction magnetic separator (Fig. 1) has become a fairly well known method of concentrating and purifying. For example, abrasive grain was among the materials that did not respond to the previously best known type of magnetic separator, such as the Wetherill type, and the development of the induction magnetic separator in the plant of a

IN an effort to employ cast steel of a stronger structure than that found in the annealed steel castings, the possibilities of heat treatment which will increase the strength without materially decreasing the ductility may be resorted to. The following abstracted report (which is a brief outline of what has already been clone by the Pennsylvania Railroad Co. at its shops and Test Laboratories at Altoona, Pa.) is of material interest, as it indicates what may be done with steel castings when properly treated, thereby permitting in railway service greater strength of cast steel parts without any increase in weight or space. The question of the heat treatment of alloy steel castings is not taken up in this paper. The obscurity formerly surrounding the heat treatment of steel has been for the most part removed by the development of our knowledge of the critical points of steel, pyrometers, furnace construction, and the testing of the finished product. The operations of the heat treatment proper will be taken up under the heads of (1) heating for quenching; (2) quenching; (3) drawing. (1) Heating for Quenching.-Heating for quenching is best conducted slowly, especially in the case of castings of variable thickness. Cracks may occur either in heating or in cooling, clue to different temperatures at different points of the casting. The castings should be thoroughly soaked at the maximum temperature (generally 1,500° to 1,600° F.), 1 hr. being sufficient for sections 1 ft. in thickness. The minimum temperature which will produce the desired hardening effect will, in all cases, be found to be the most satisfactory, as the grain coarsens when the critical range is exceeded to too great an extent. All temperatures should be governed by a checked pyrometer with the hot junction to the heated object, and with several couples in a large furnace to insure a uniform temperature.

Many requests for information as to the possibility of washing coals to some predetermined percentage of ash or sulfur have suggested that the producers aim to satisfy some degree of purity set by the user of the fuel, rather than to attain the greatest economic benefit to all concerned. This paper is written to show that the highest economic purity of washed coal can be determined from washability studies of the raw coal, costs of mining and washing coal, and data on the effect of ash and sulfur on the value of the coal for the particular use for which it is intended. Coke fob Blast-fuenace Use For purposes of illustration, we take the case of coal washed for coke to be used in the iron blast furnace. The method outlined can be made general in its application by substituting for the figures used here the actual operating figures for the particular case under consideration. In general, it costs the blast-furnace operation from 8 to 25 c. per ton of pig iron to slag out each 1 per cent. of ash introduced into the blast furnace by the coke. This figure depends on which one per cent. of ash is removed, and decreases with decrease in ash. When blast furnaces and coal mines are considered as a whole, the figure decreases to zero and then becomes negative, on account of low recovery of washed coal. Various figures1 have been given by different investigators. These figures necessarily differ, not only on account of the differences in operating costs but on account of the difference in the respective fuels as well. For the purpose of this paper, which, as explained, is to point out a method of attacking a certain problem, the figures used in the exposition of the method are of secondary importance. It is apparent that no universally applicable figures can be used, because there are none. Each plant has its own coal,2 its own operating cost, and its own conditions.
