Densities of SAE 1020 (I) and ingot iron (II) decreased with cold rolling to minima at 60 pct reduction, whereas high-purity iron (III) was unaffected. I recovered promptly with annealing; II, sluggishly and incompletely. Hydrogen occlusion of III or II was barely affected by 60 pct cold reduction, but that of I was increased a hundredfold. IT has been reported of iron that its density is decreased and its occlusive capacity for hydrogen is increased by cold work. One of the most interesting aspects of each of these properties is that the changes brought about by cold work are not necessarily eliminated by annealing and recrystallization. Yet recrystallization is generally accepted as restoring to their original condition the properties or characteristics altered by cold work. A number of investigators have reported a decrease in density with cold reduction. Two1, 2 have shown that annealing after cold reduction may not return the density to its original value. It has been suggested' that cracks or flaws in inclusions produced during cold drawing contribute to the lowering of the bulk density of the metal. Extremely high-purity copper has been reported as not exhibiting a density decrease with cold reduction. On the other hand, calculations' indicated that grain distortion by itself can produce expansion of the order of magnitude of the changes observable. Maier" showed that both the density of iron and that of copper passed through a minimum with increasing cold reduction. Although much information is available on the subject of hydrogen in steel0, 7 and it is well known that plastic deformation of a metal may increase its occlusive capacity,8-12 most of the reports pertain to charging the metal with hydrogen by cathodic deposition or with acid. Darken and Smith,'" who employed acid charging, emphasized the great influence of cold work on the occlusive capacity of iron for hydrogen and showed the inability of a prolonged high-temperature annealing treatment to restore the occlusive capacity of cold-worked steel to the value exhibited in the hot-rolled condition. JESSE L. JONES,* Pittsburgh, Pa.-I would like to ask Miss Erskine if down-draft has been used in any of the foundries where heavy fumes have to be removed, instead of the overhead draft.? L. -ERSKINE.-The system of overhead draft to remove heavy fumes has been very much more successful. The entire efforts of the New Jersey Department of Labor in regard to stabilizing conditions in the foundry are the result of the physical examination of the foundryman himself on first-hand information as to the prevalence of the minor ailments and the bad timekeeping that naturally accompanies them. These ailments are a factor in not only increasing the labor turnover but in increasing the percentage of bad work as well. The physical exertion of the foundryman himself is of course an important factor. In certain standard shops the amount of energy expended runs from 11 to 13 tons of foot-pounds of energy a day. In certain shops on piece work, I found a record of the energy expended per day to run as high as 22 tons. In one shop, during the war period, the management established a bonus system, and the men increased their output from 60 to 100 molds a day. The result was an increase of some 60 per cent. in output, and an increase of 400 per cent. in defective castings. The question of the physical exertion in the unsanitary foundries, of course, is very much complicated by other factors, for which reason the department has devoted a good deal of attention to estimating what is a reasonable exertion in a sanitary, well ventilated foundry. We have met certain physical difficulties in the brass foundries that the iron foundries did not have. All that information is available through our Bureau of Industrial Information. The question of the physical energy exerted by the molder is found to have a very distinct bearing on the question of contracts, for the possibility of increasing production is balanced by the extra overhead involved. JESSE L. JONES.-I would like to ask if any evidence has been noticed of carbon-monoxid poisoning among the employees of the foundries.

Having worked some rather lorn--grade gravel during the past season at a small profit, I give the actual figures, in the hope that other mining engineers interested in this line of work may be thereby induced to do the same, in order that we may all get more data on this little-ventilated subject. The property here referred to is situated in one of the northern counties of California, where hydraulic mining is still permitted by the courts. The water-right belonging to the mine is a good one, furnishing water during about nine months, whenever there is an average rain-fall, and a fair proportion of the precipitation is in the form of snow. The ditch, about 11 miles in length, is cared for during the rainy months by two men, and during the rest of the year by one; and the water cost last season, delivered at the mine, 0.69 cent per miners' inch. The season commenced in November, 1899, and ended the last of July, 1900. During this time, 655,657 miners' inches (an inch equals 1728 cu. ft. in 24 hours) of water were used for piping, and for sweeping the bed-rock at the end of the season. From actual surveys, this amount of water washed down 1,251,399 cu. yds. of material, consisting of pay-gravel lying on the bed-rock, and varying in thickness from a few inches to 8 ft., and practically barren top-material, consisting of mountain slide, carrying considerable broken rock, clay, and soil. The banks varied in height from 50 to 130 ft., the average height being 63 ft. The grade of the sluices was 7 in. to 12 ft., the boxes being paved with block-riffles 12 in. deep. Long bed-rock cuts extended from the heads of the sluices to within a few feet of the banks, and were kept practically to grade as the work advanced. MONAZITE has had a Cinderella-like history. Although nearly go per cent pure rare-earth compound (rare-earth phosphate) it was sought at first not for the rare earths but for the sake of a minor constituent-thorium. The thorium, essential for the Welsbach gaslight mantle, was present in only small quantities and the principal constituents, the rare earths, were largely discarded. Gradually, however, the rare earths have developed uses of their own and today have left the thorium far behind in value. OCCURRENCE Monazite was first produced commercially about 1886, in North Carolina, where it was collected in small sluices by farmers who found it in stream beds on their land. The deposits were later exploited on a larger scale, but were mostly abandoned in a few years, when monazite from Brazil came upon the market in far larger quantities. Domestic production ceased entirely in 1906. The Brazilian source is still active, together with Indian, Dutch East Indies, and Australian deposits. Several other localities in the United States have yielded monazite, but none of these has produced commercially as yet. Monazite occurs originally in pegmatites and gneisses, through which, unfortunately, it is scattered in highly dispersed form. All commercially useful deposits consist of transported monazite sands liberated by erosion and concentrated by the action of water, which has sluiced away lighter materials and concentrated the heavy (D = 5.0 to 5.2) grains of monazite, together with ilmenite, zircon, garnet, and other dense minerals. The Carolina deposits were in stream beds; most of the other deposits mentioned are on or near the seashore, where the action of the waves has served to concentrate the monazite. In most cases today, the sands are worked to obtain the ilmenite and zircon, as well as monazite. The minerals are separated by means of sluices, dry tables, and magnetic separators, and each is finally obtained nearly pure. No crushing or grinding is necessary. The concentrates are shipped in fiber bags. COMPOSITION OF MONAZITE As Table I illustrates, monazite is the anhydrous orthophosphate of the cerium [ ] group of rare-earth elements. OUR interest in the matter of pyrometers and pyrometry is primarily that of a user of considerable quantities of heat-measuring equipment; and while we play be somewhat critical on the subject we have aimed to make the nature of these comments constructive. The glass industry in America dates back to 1609, when Capt. John Smith started a small glass plant near Jamestown, Va., with a few Italian workmen, to manufacture glass beads for trading with the Indians. While the industry has expanded until it has reached a volume of over $200,000,000 per annum, the means of heat determination in Colonial days was the human eye, and in much of the industry the same means is used today. About 15 yr. ago the largest glass-house supply dealers began to sell platinum pyrometers, but as nearly all of these proved un-satisfactory, pyrometers met a temporary rebuff from the old-time glass manufacturers. As their ruggedness of construction, reliability, and stability have been improved, however, pyrometers have gradually won their way into more and more extensive use throughout the glass trade. But there are still many applications where pyrometers are not used, largely because of cost and upkeep considerations. There are two distinct fields in glass works for pyrometry. The first calls for accurate temperature measurement and the second only demands knowledge of relative comparative fluctuations of temperature, to know whether the work is becoming hotter or colder. For example, in a lehr for annealing glassware and removing strain we want accurate temperatures to know that the ware is heated to the critical temperature for rapid removal of strain. On the other hand, in a glass pot furnace nearly 120 ft. (36 m.) in circumference, where the pyrometer couples only project inside the furnace wall for less than 2 in. (50 mm.), it is inconceivable that these few inches represent the accurate temperature at every point of the 120-ft. circumference but the relative readings as to whether the pyrometer shows schedule temperature fluctuations are valuable indications for control. WHEN I leave this life, as an employer of labor there is no one thing that I want so much to be engraven upon my monument as the fact that I have been one of the men who have worked, whether with my brains or my hands, for the advance-ment of industry in the United States, and to be regarded, as I should like to be regarded by labor with love and kindly remembrance for our years of association. In my relationship with my employees, I have always contended that every man should be paid for what he does. I will not employ or be associated with any kind of labor of which the organization insists that a man shall receive a fixed sum of money for his day's wages, however poor or good his day's labor may be. What applies to the common laborer applies equally well to the management, the brains of an industrial establishment. I have always thought of industry as a three-legged stool, with capital, management and labor as the legs. All three legs of that stool must be there before that stool can stand up. If you take any one of those legs away, it is going to topple over. The. three must stand together for successful business accomplishment. I believe that a man who has his labor to sell, to put it plainly, has just as good a right to bargain for the best price for that labor as those who employ him. It is a perfect right for him to do so. If the government of our United States is right, our method of handling labor in our Bethlehem plants is right because it is representative and democratic. We have our labor elect delegates; elect representa-tives from their own ranks, who shall meet frequently. That constitutes, as. it were, the House of our great Congress in Washington, the industrial house. We have our management, who represent the Senate, who meet independently. Working men have learned to express their views freely as to whether they are treated fairly and whether conditions are right or wrong.

In the marketing of mineral products, it is always highly desirable for both the producer and the consumer to be able to discuss things in a common language, and this can only be done if there are standard methods for expressing the properties of the raw materials. Having developed such a form of expression, the next step would be the making of specifications, which may serve as a basis for selecting raw materials. Considering the large number of non-metallic minerals that are used, there are not a few for which there are no standard laboratory tests to be used in determining their properties, or even standard specifications on which grades or market price may be based. Indeed in many cases the consumer simply requests the producer to submit samples, and rejects or accepts them without any explanation. Could the producer know in advance just what the consumer needed, time and money might often be saved. It appears to the writer that it is of the highest importance to devise standard laboratory tests wherever possible, as this enables the consumer to state definitely what he needs, and is of great assistance to the producer. It should also work to reduce misunderstandings and disputes. In the case of sands, we find that they show a wide variation in their character, ranging from those that are so coarse as to be of gravelly nature to those that are so fine that they might be classed as silt; and from very clayey ones to those that are practically free from clay. For this wide range of sands, we have a corresponding variety of uses, which are based mainly on the physical properties of the sand, although these are not always very definitely stated. The chemical composition need rarely be considered, if the sand is of siliceous nature. To determine and express these properties there should be standard tests, which are to be followed in all cases where the material is tested in the laboratory. For the purposes of this paper, the boundaries of China and Siberia will be taken as they stood about 1907. Except in the Caspian region, it is doubtful if all the oil ever produced in these countries would equal one day's flow of a good Texas well. Considering the vastness of the regions and the variety of strata, it seems strange that these two countries should have made so small a showing in the petroleum industry. No doubt the condition is caused partly by lack of prospecting and of modern methods of development; in larger measure, however, it is evidently because of unfavorable geological conditions over nearly all of east-central and northern Asia. China The known oil occurrences in China are very few. For many years, perhaps a barrel a day has been obtained by primitive methods from wells near the city of Yenchang in the northwestern province of Shensi. A like amount was obtained from wells bored for salt water in the vicinity of Kiating in southwestern Szechwan. The little oil was separated from salt water by allowing it to stand in jars. The salt wells yield also considerable natural gas, which is used to evaporate the salt and also for domestic purposes. There is evidence that wells were bored in this part of China before the third century. It is said that more than 1200 wells have been sunk in that district to depths of 1600 to 2000 ft. (485 to 610 m.) in connection with the salt industry. The scarcity of petroleum in China may be ascribed to three general geologic conditions: First, China contains practically no marine sediments of Mesozoic or Cenozoic age; second, the Paleozoic sediments are not for the most part of the types that generally contribute petroleum; third, the rocks of nearly all ages have been strongly folded, faulted, and more or less intruded by igneous rocks in all parts of China except certain areas in the west and northwest. The term "electrocapillary amalgamation" is used in this paper to designate amalgamation processes that depend upon electrocapillary phenomenon; i.e., the action of an electric current upon the surface tension of mercury at the contact with aqueous solutions. Electro-capillary amalgamation is selected as a name for these processes because the electrocapillary phenomenon has been found to be the effective agent in the use of sodium amalgam, as well as in the various processes using an electric current from a source outside of the amalgam. Amalgamation processes that depend upon supplying an electric current to the amalgam from an outside source, such as batteries and generators, have previously been called electrical amalgamation processes. There has been a tremendous amount of experimental work done on amalgamation processes involving the use of an electric current, as shown by the large number of patents issued on these processes: the earliest in 1885 and the latest in 1934l. Regardless of all the experimental work, the fundamental principles causing the operation of electrocapillary amalgamation processes have not been described. The explanation usually given is that an electric current keeps the amalgam bright and clean. Patent No. 328532 states: It is well known that when amalgam plates are used for collecting gold and silver from their ores the surfaces of these plates are liable to become tarnished or sickened by certain substances contained in the ores or in the current of water which is employed to carry the ore over the plates, and that in this condition they are unfitted for amalgamating the particles of gold and silver. To prevent this and to keep the surfaces of the amalgamation plates always bright and in a better condition for catching and amalgamating the particles of gold and silver I employ electricity in the following manner: . . . A similar explanation is given 49 years later, in patent No. 1953364: The sodium (Na) ions lose their charge at the cathode becoming sodium atoms, which do not react with the electrolyte, but follow the grounded electrical current through the mercury body producing in their passage sodium amalgam and liberate themselves in the amalgamation compartment when brought in contact with the fed

It is not the object of the present paper to give a description of the minerals found on Mine Hill, in Sussex County, N. J., nor even to touch upon all the forms of the ores named, but to place upon record and call to the attention of the Institute some interesting facts concerning them. In May, 1875, after the Dover meeting, some of the members visited this locality, and, no doubt, it is fresh in their memories, being one of the best known mineralogical points in our country. It will be only necessary to describe it very briefly. Mine Hill and Stirling Hill, in Sussex County, N. J.,—the former being at the village of Franklin Furnace, and the latter near Ogdensburg,—are the only localities in the State where zinc ores are found in workable quantities.* Mine Hill is the more northerly, and mineralogically differs from its neighbor, chiefly in having no hydrated ores to speak of, while at Stirling this deposit is considerable. At both points Franklinite, red oxide, and silicate of zinc occur in large quantities. Mine Hill lies on the east side of the Wallkill River, above which it rises to an extreme elevation of about 150 feet. On the summit the outcrop of the Franklinite vein appears, while the lowest worked points are perhaps 10 or 15 feet above the level of the stream. Cornmencing at the northern end, where the Hamburg Road crosses it, this outcrop runs along the northwestern brow of the hill a distance of about 2000 feet, in a general southwest direction, to a point where is a large, cavern-like opening, called the "Southwest Opening." " Double Rock," about the highest point on the hill, lies near the middle of this 2000 feet of outcrop, and over or near it passes a property line, to which allusion will hereafter be made. At the Southwest Opening the vein bends abruptly towards the east,—the angle between the two parts being perhaps 45°,—and this easterly branch continues some 700 feet. From the northern part of the Stirling Hill deposit to the southern part of the Mine Hill deposit is about two miles, and in this interval the vein carrying Franklinite

EVERY dry thing that burns easily and multiplies or maintains fire by its own intrinsic nature can be put into an incendiary composition and various effects are produced. Some of these things are mineral combinations, like sulphur or its oil; some others, [163v] hot, dry, and subtle substances, like saltpeter; and some are. unctuous things, like fats and oils of any kind; while some serve because of dryness, like pith and wood. Some of these things are natural and some artificial But now I set aside the search for these differences in their composition. This is what I have found among all the ancient and modern things that I have been able to seek, and first, back in the time of Alexander the Great. Marcus Graecus, who was perhaps the inventor or a great experimenter and practicer of such things, writes of many of them. I have chosen some among these, and one* is this: In order to make it, he took Grecian pitch, alchitran, live sulphur, tartar, sarcocolla, niter, and petroleum oil, one part of each, and, in addition, a double amount of quicklime. He mixed it all with oil of egg yolks. Having put it in a well-covered and closed vessel of glass or glazed earthenware under warm manure, he left it for a month. Then, having liquefied it over a slow fire, always keeping the vessel well closed, he finally put this liquor in hollow sticks, in little pots, or in vessels expressly made, all with a little fuse fitted in the middle. If I should have to do this, I would say that a little gunpowder should be put in, which should give beginning to the fire so that it would ignite more easily. I have also found that another fire is made. For this sulphur is taken, or oil of sulphur if it is possible to obtain, petroleum oil or some rock oil, juniper oil, very well-refined saltpeter, and for one part of each of these five parts of asphalt; in addition, take goose or duck fat, pure black pitch, varnish, pulverized dove's dung, and enough aqua vitae to cover all the aforesaid things.. WHILE the installation of mine bulkheads to retain water under high pressure is y no means a rarity, the following points Which arose in the designing and placing of two of these bulkheads may be of interest: The Hibernia magnetite mine, located about 40 miles west of New York, in the State-of New Jersey, is partly filled with water. This mine is located on an ore lens, the outcrop of which is over a mile long. The ore has been mined from this lens from the surface to a depth of more than 1,500 ft. It was held desirable to- separate the old workings from the new, and to allow the former to fill to the 850-ft. level. Two weak places existed between the new and old workings below this level: namely, a temporary bulkhead on the 10th level and a rock bulkhead of indeterminate thickness on the 16th level. When the matter of allowing the old workings to fill was investigated, the fact was developed that if these old workings were filled, the bulkhead on the 10th level would be subjected to a water pressure of about 50 lb. per square inch, and that 200 lb. per square inch would act on the 16th-level bulkhead. As the above-mentioned barriers were not deemed of sufficient strength to permit of these pressures, it became necessary to design and install new bulkheads. Design As the 16th-level bulkhead was required to withstand a pressure of 200 lb. per square inch, it presented some difficulties. A careful consideration of the various types of mine dams now in use led to the adoption of a design of the form of a truncated wedge. In this, the pressure side of the dam is of greater area than the back, so that the resultant action is similar to driving the wedge. By cutting generous skewbacks in the walls, roof, and floor, this type in reality becomes an invisible arch. The wedge feature tends to compress the materials in the bulkhead, thereby adding to its imperviousness.

The Yates pool, Pccos County, Texas, has greater potential capacities than any other field in the United States. This field is notable for the large return it yields on capital invested, for low production costs and for the orderly and conservative manner in which it was developed and continues to be operated. The proven area is 20,000 acres and there are 392 producing wells, or approximately 1 well to 50 acres. The theoretical daily potential is 5,250,000 bbl. as determined by l-hr. open-flow gages. Individual well gages vary from a few barrels to 8500 bbl. per hour, and well depths range from 1000 to 1800 ft. The greater part of the production is from a very porous limestone, and by agreement no productive well has penetrated the lime more than 225 ft. The forces driving the oil from the formation to the surface are hydrostatic head, expanding gas or a combination of the two. The degree of effectiveness of either depends upon the structural position of, and porosity encountered in, the individual wells. Approximately 95 per cent. of the wells in the field flow naturally. The pipe line outlet of the field at the present time is 100,000 bbl. per day, which is less than 2 per cent. of the daily potential. Difficulties and Principles of Probation It became evident during the first year of the development of this field that operators would have to devise a scheme to allocate pipe line runs equitably among their different properties. When the idea of proration was first inaugerated, the matter of spacing wells was given consideration. This was given up through fear of legal difficulties. Storage was also a question that was given considerable thought, and a plan was finally developed which went into effect Oct. 1, 1927. It was decided that the oil runs should be prorated according to the total potential capacity of all the wells which the several operators had in the field. The potential capacity of the wells was measured by a l-hr. open-flow gage. All runs to storage by an operator were deducted from his daily allowance.

Advancement in the art of burning fuels for steam generation has been so marked and so rapid in the last 10 or 15 years that one may well hesitate to classify as unsuitable for stationary steam boiler firing any material having a fuel value. This statement should not be interpreted to mean that any existing boiler plant can successfully utilize any fuel with which it might be supplied. It does mean, however, that almost without exception it is possible to design and construct stationary boiler plants so that they can be operated with whatever coal is the economic supply therefor. In considering the subject of the use classification of coals, it must be recognized, first, that the suitability or unsuitability of a coal for certain uses or conditions may be largely a matter of opinion and, second, that as advancement in the art of burning fuels continues, fuels that may have been considered unsuitable may later be regarded as entirely suitable. This is well illustrated in the creation of a market for slack bituminous coal and for the finer sizes of anthracite that resulted from the development of mechanical stokers adapted thereto. Coke breeze is another fuel of which large tonnages were formerly wasted, that has now been found suitable for use in properly designed furnaces. Again, results that would have been thought quite impossible a generation ago are being obtained in steam boiler plants today with lignites of high moisture content and with coals of excessive ash content. It must, however, be admitted that oftentimes an existing boiler plant can be successfully operated with only a limited number of the coals that are available as possible supplies. We may briefly consider some of the more important factors that may affect the suitability of coals for such a plant. Insufficient or barely sufficient draft to meet peak steam demands is often a limiting factor, and the permissible frequency of fire-cleaning periods is another. In some cases, the action of the molten coal ash on refractory furnace linings prohibits or makes inadvisable the use of certain coals. While the installation of mine bulkheads to retain water under high pressure is by no means a rarity, the following points which arose in the designing and placing of two of these bulkheads may be of interest: The Hibernia magnetite mine, located about 40 miles west of New York, in the State of New Jersey, is partly fillcd with water. This mine is located on an ore lens, the outcrop of which is over a mile long. The ore has been mined from this lens from the surface to a depth of more than 1,500 ft. It was held desirable to separate the old workings from the new, and to allow the former to fill to the 850-ft. level. Two weak places existed between the new and old workings below this Ievel: namely, a temporary bulkhead on the 10th level and a rock bulkhead of indeterminate thickness on the 16th level. When the matter of allowing the old workings to fill was investigated, the fact was developed that if these old workings were filled, the bulkhead on the 10th level would be subjected to a water pressure of about 50 lb. per square inch, and that 200 lb. per square inch would act on the 16th-level bulkhead. As the above-mentioned barriers were not deemed of sufficient strength to permit of these pressures, it became necessary to design and install new bulkheads. Design As the 16th-level bulkhead was required to withstand a pressure of 200 lb. per square inch, it presented some difficulties. A careful consideration of the various types of mine dams now in use led to the adoption of a design of the form of a truncated wedge. In this, the pressure side of the dam is of greater area than the hack, so that the resultant action is similar to driving the wedge. By cutting generous skewbacks in the walls, roof, and floor, this type in reality becomes an invisible arch. The wedge feature tends to compress the materials in the bulkhead, thereby adding to its imperviousness.

The petroleum industry is not peculiar in that it has a problem of stabilization. Economic conditions, not only in the United States but throughout the entire world, are unstable. However, the petroleum industry together with coal mining and agriculture has experienced a longer period of depression than most of the others. It is significant to note that industries engaged in the production of basic raw materials, the primary industries, have not enjoyed as much prosperity since the war as the secondary industries, or those engaged in the fabricating of raw materials and their distribution. The problems of the primary industries are not all the same. Overproduction has existed for several years in agriculture but its causes are not the same as those that have brought about overproduction in the petroleum industry. Unlike agriculture, the institution of property rights and the migratory nature of oil are responsible for the oil man's troubles. Our laws permit the owner of the oil and gas rights, with certain exceptions, to drill when and where he pleases. Since oil is migratory, the adjacent property owner must go and do likewise—drill. This condition spread over a wide area soon brings to the surface more petroleum than can be readily absorbed by the market, creating a condition of overproduction. It is significant to note at this place that when overproduction occurs the complete units in the industry suffer least. A complete unit is taken here to mean a corporation engaged in all the phases of the industry through production, transportation, refining and marketing. In the present depression the complete units in the industry are not in as bad financial condition as those engaged in single phases of the industry. The same thing can be said of the zinc industry, the lumber industry, and the other industries where there are organizations engaged in all the steps through the production of raw materials to the marketing of the finished product. The reason for this is that the complete units are in better position to coordinate all the factors that would work for a stabilized condition than are the units that are engaged in a single branch of the industry.

In discussing the petroleum products situation the first thing that comes to mind is "what is happening to gasoline." Is the consumption increasing? How is the export market? What about imports? Are stocks on hand too high? Have we produced too much? This paper will attempt to answer these questions. Consumption of gasoline (motor fuel) in the United States in spite of the depression and the chaotic conditions of many industries has increased during 1931 about 2 per cent over 1930. This favorable factor was offset by a severe contraction in exports, which fell off about 30 per cent from 1930. This drop in exports was so large that very little more export business was done than in 1926 or 1927. Taking all demand combined, there was a decrease from the peak year of 1930 of nearly 11,000,000 bbl., amounting to slightly over 2 per cent. The units of the industry, though, should have expected some decrease and governed themselves accordingly. Let us see what they did. They reduced imports over 3,000,000 bbl., which helped. Production was cut 3,000,000 bbl., but this was not enough, so that stocks increased 1,800,000 bbl. whereas during the previous year stocks were reduced 2,500,000 bbl. It is apparent, therefore, that something was done to keep the industry in balance in regard to gasoline, but not enough. If the year had ended on Sept. 30, we could have said that production had been cut 19,000,000 bbl. and stocks had been reduced from the previous year, but the excessive production during the last three months of the year changed everything. It is a strange thing and worthy of note that the price of gasoline fell to its lowest levels when apparently the greatest improvement was being made, and that during the last quarter of the year prices started to improve, when, in spite of an improvement in total demand which approximated 1930, an excessive production caused an uneconomic condition to set in. Stocks on hand on Dec. 31 were unquestionably too high, possibly 10,000,000 bbl. more than was needed for a strong condition to obtain.
