Our merchant marine is rapidly outgrowing our consular service, according to Edward N. Hurley, Chairman of the United States Shipping Board, who urges that steps be taken immediately to provide facilities abroad for handling the millions of tons of shipping which will be afloat under the American flag in peaceful trade when the war is over. When peace is restored and our present tonnage is scattered over world trade routes, the consular service will be inadequate to handle our ships: Besides, it will have to work against the handicaps of obsolete shipping regulations and, in many cases, lack of experience. There are nearly 100 pages in the United States consular regulations dealing with shipping platters. . Many of these regulations are based on old treaties and many of them are obsolete. There are also differences between treaties with various countries. Our consuls often lack authority to handle matters involving the interests of our sailors and shipowners. Before we can operate a modern merchant marine we must revise, standardize, and simplify this whole mass of regulations and bring them up to the efficiency of other nations' practice.

PERSIA looms up more prominently each year as one of the richest oilfields in the world. The actual production in the south and the possibilities in both the north and the south are very great. The output in the south, where the Anglo-Persian Oil Co. operates a wide concession, is steadily increasing, the returns for the fiscal year 1922-23 being 2,957,028 tons. The estimated production for. 1923-24 is 3,775,000 tons. The figures for the past few years have been as follows: 1918-19 1,106,415 tons 1920-21 1,743,557 tons 1919-20 1,385,301 tons 1921-22 2,327,221 tons According to the company's last annual report, the production from the -Persian fields operated by its subsidiaries has been well maintained and is now being increased to deal with the expanding off-take of the company's refineries at Abadan, Persia, and Dandarcy, Wales. Test drilling in an entirely different area in Persia indicates the existence of a new oilfield, which it is intended for the time being to hold as a reserve.

A special committee on the Classification of Surface Mining Methods was appointed by the A.I.M.E. Board of Directors on Nov. 17, 1939. The committee was headed by Gerald Sherman, and the members were Chester A. Fulton, C. F. Jackson, Earl E. Hunner and Arthur Notman. The following form of classification was reported to the Board by the Committee on May 16, 1940, as its unanimous recommendation. In the secondary classification, Bottom Benching is an operation in which a bench is attacked from below, but the material mined might be hauled up out of the pit or moved out horizontally or downward.

This is the second of a series of theoretical papers on the iron-carbon system. The solidus lines obtained as a result of the different methods of investigation fall naturally into three classes; namely, (1) a straight solidus originally suggested by Roozeboom and supported in the main by the work of Carpenter and Keeling, Andrew and Binnie, et al., using the thermal analysis method; (2) a slightly curved solidus obtained by Honda and his associates, using the magnetic and resistance methods: and (3) Gutowsky&apos;s solidus obtained by the Heycock and Neville method of quenching at successively higher temperatures. Although the thermodynamic method as shown in the first paper indicates that the straight solidus line is correct, no explanation has ever been advanced to account adequately for the disagreement in the shape and position of the solidus lines obtained. The nature of the solute in austenit.e is theoretically discussed. On the basis of such discussions, the data obtained by Honda and Endo on the change of magnetic susceptibility of steels with respect to temperature were critically subjected to a graphical analysis, which is shown to yield a rational explanation of the curved solidus lines.

As far as rapid determination of oxygen in liquid steel by means of a galvanic cell is concerned, I should like to summarize in a few words the activities of Centre de Recherches Metallurgigues (CRM) in Belgium. This work has been conducted both in a laboratory (Tammann and Induction furnaces) as well as on an industrial scale (converter and ladle). The galvanic cells developed by CRM are of two kinds: one with an air reference and one with a solid reference. As far as galvanic cells with air reference are concerned, we have tested numerous solid electrolytes (zirconia, spinel, and alumina). We finally chose zirconia sheathed with quartz. In order to be in a position to accurately determine the time when thermal equilibrium is reached, it was deemed useful to fit the galvanic cell with a Pt/Pt, Rh thermocouple, so as to follow the temperature variations at the interface of the solid electrolyte, until the temperature becomes equal to that of the bath. In actual fact the solution is highly interesting since it is possible to determine both the oxygen activity and the temperature of the bath with a single cell.

ONE of the perplexing problems that face the translator of an old technical treatise is the question of terms for units of weight and measure. We have used an English word only when it is linguistically equivalent to the Italian one and is a unit of approximately the same size. Libbra and oncia thus become pound and ounce, for the actual weights were within 10 per cent of the modem Troy weights. On, the other hand, the length measures braccio, palmo, and dito, which could be rendered literally as arm, palm, and finger or digit, respectively, have no good English metrological equivalents and it has seemed best to retain the Italian words. The exact transfer of Biringuccio&apos;s weights and measures into modern terms is impossible because of the uncertainty as to his standards. Even as late as 1803, when the metric system was first introduced into Italy, practically every city had its own standards. There were, for example, at least eight different palmi, varying from 22.3 to 29.2 centimeters. The values listed below for the various units mentioned by Biringuccio are the Florentine ones, which were also used in Siena and Tuscany: [ ]

It is doubtful if the far-reaching sociological influence and effects of the last few years will be fully appreciated within the present generation, but there are certain lessons and morals already apparent from which we should profit immediately. One of these has been an insistent, though vague, feeling among engineers and men of technical training and experience, that their worth as political and economic factors is not recognized by society. This feeling has found expression first in a tendency on the part of these men to organize for the purpose of securing recognition, or to demand greater activity in their interest on the part of societies already organized. However it may be accomplished, the demand for some means of binding engineers together for purposes of self-interest and public good is in the air and will not be denied. In other words, the time is&apos; propitious for two things: vastly increasing the membership of engineering societies, and serving that membership according to its desires. DURING the course of the present investigation of alloy phases involving transition metals, phases were found in the systems Os-Ta, Os-W, and Ir-Ta. The (Os, W) phase was also recently reported by Raub.1 Pertinent information is given in Table 1. The approximate composition range of sta- bility was determined metallographically on arc-melted buttons that were annealed 72 hr at 1200°C and water quenched. X-ray powder patterns were obtained with a 114.6 mm diam powder camera using filtered copper radiation. The composition for (Os, W) given by Raub (66 atomic pct W) is in agreement with the composition range reported here. However, the lattice constants reported by Raub are: a0= 9.913±0.007, c/a= 0.515. The reason for the discrepancy between the lattice constants reported by Raub and those given here is not known. Acknowledgments The authors wish to thank M. H. Mueller and H. W. IT is the object of the present paper to bring to the notice of members of this Institute, the results of experiments made during the past six months in the manufacture of the alloys of iron and manganese in the blast-furnace. The ores at hand and available for the purpose were brown hematites, containing but a very small percentage of manganese, and various manganese ores containing a small percentage of iron. It is hardly necessary here to call attention to the statements regarding the production of iron-manganese alloys from such ores, which are given by all the well-recognized authorities on metallurgy. Suffice it to say, in a few words, that they hold that the operation is practically impossible, and that in the use of oxides of iron and manganese, mechanically intermixed in the same ore, much difficulty has been found in producing spiegeleisen. Spathic ores, containing manganese chemically combined, are alone recommended for the production of spiegel, and even then it is said that well-managed furnaces produce only about 75 to 80 per cent. of spiegel, the balance of the production being white laminated pig or gray iron.

Location THE hydro-electric plant of the Peninsular Power Co., is located at what is commonly known as Lower Twin Falls on the Menominee River. This location is about 33 miles north of the city of Iron Mountain, Mich. The principal points of delivery of electric energy from this plant are in the mining regions adjacent to Florence, Wis., and Iron River, Mich., and in the cities of Iron River and Iron Mountain. The hydro-electric plant at Twin Falls and the substation of the Iron Mountain Electric Light & Power Co. are connected by a 6,600-volt transmission line carried on steel towers and steel poles, the latter being used within the city limits. The plant at Twin Falls and the substation at Iron River, about 36 miles distant, are connected by a 66,000-volt, duplicate, three-phase transmission line, supported on steel towers. At Iron River, are located a 1,500-kw. auxiliary steam plant, and the substation, from which the current is distributed to the mines in this vicinity. A description of the auxiliary plant, main and customers&apos; substations, and of the main and secondary transmission lines, follows later in this paper.

DURING the last winter we have been actively engaged in the School of Mines in search for boracic acid. This has been owing to the fact that Mr. M. W. Iles, assistant in the qualitative laboratory, has discovered a test for that substance which makes its discovery exceedingly simple instead of being, as previously, very difficult. It consists in powdering the mineral, calcining it, then moistening it with sulphuric acid, and heating on a platinum wire until the sulphuric acid is expelled. It is then moistened with glycerin and made to take fire. If boracic acid is present it infallibly gives a green flame. It is not at all surprising, under such circumstances, the test being so easy, that boracic acid has been found by the students in a great many cases where its presence was not previously suspected, and in some where its detection was previously too difficult to warrant looking for it. We were not prepared, however, for its discovery in Lake Superior iron ores, and were disposed at first to think that a mistake had been made. After, however, it had been frequently reported in these ores it was considered worth while

EARLY papers1-&apos; reported that temper brittleness is influenced by microstructure. This conclusion was based on room temperature impact tests, the inadequacy of which has been pointed out. Pellini and Queneau7 measured impact energy absorption at —80O to +25oC for several microstructures. On the basis of the shift, associated with temper brittleness, in the energy vs testing temperature curve they concluded that tempered martensite is somewhat more susceptible to temper brittleness than is tempered pearlite. The range of temperatures was insufficient to give complete curves covering the transition from tough to brittle behavior, so it is difficult to evaluate quantitatively the shift for the different microstructures. Also, the smaller shift of pearlite might be attributed to its already being temper embrittled at its temperature of formation. Accordingly, blanks 2 3/16 in. long were cut from a heat of SAE 3140 hot rolled steel barstock, 5/8 in. diameter, on which other work has been reported? In recent years, increased attention is being paid to the application of oil-agglomeration technique for (a) improved recovery of low- ash clean coal, (b) effective beneficiation of low-grade coking coals and (c) removal of pyrite sulphur from high-sulphur coals. In this technique, which has been proved to be more effective than convention- al froth-flotation, advantage is taken of the oleo-philic nature of finely ground coal to separate it under controlled conditions from the associated minerals which are hydrophilic in nature. Unlike froth- flotation, no aeration is needed in the process and the concentrates which are obtained in the form of agglomerates or micro-pellets have easier dewatering characteristics. Optimization of operating variables in treating individual raw feed is a pre-requisite for the successful application of this process. A 10 gram batch unit was employed in the present test series. This paper presents - results from these investigations on such operating variables as (i) size of coal, (ii) amount of oil used, (iii) time of stirring, (iv) rate of stirring, (v) solid content in slurry and (vi) effect of conditioning.

THE ease and promptness with which the public as a whole becomes accustomed to and takes advantage of the work of the engineer, using the term in a broad sense, is almost startling. Surprise at, and fear of radical innovations in transportation and private service quickly give way to blasé indifference, followed instantly by all manner of criticism that these things are not better constructed and managed. Does the street car stop a few minutes on a switch?-summon the State Commission. Is the Overland Express fifteen minutes late on a three thousand mile run?-Congress is memorialized to make the great railroad companies attend to their business. Does central not respond instantly when we take down the telephone receiver?-anathema!! Do the electric lights go out for a minute or so?-the darkness is illuminated by caustic sarcasm and other kinds of spoken English consigning all engineering and engineers to perdition; everyone apparently forgetting how steep the hills were before the days of street cars, how far away San Francisco was before the days of the locomotive, the telegraph and telephone, and how difficult it must have been to study by the light of a tallow candle.

The nuclear industry has made a considerable effort to reduce environmental pollution with the result that knowledge in the field of radioactive waste management is well advanced. An example of the methods used for radioactive waste disposal is provided by the Savannah River Plant (SRP) operated by E. I. du Pont de Nemours & Co. for the AEC. It occupies an area of 320 sq mi along the Savannah River downstream from Augusta Ga., and has production facilities that include a fuel preparation area, three reactor areas, two chemical separation areas (F and H), and a heavy water plant. Gaseous, Liquid and Solid Radioactive Wastes Are Handled During Disposal The primary sources of radioactive waste are the reactor and chemical separation facilities. The reactors are cooled and moderated by heavy water which, in turn, is cooled by river water in heat exchangers. This arrangement prevents irradiation of the river water so that radioactivity is not discharged into the river water except when small quantities of moderator are lost by heat exchanger leaks. Because of the high cost of heavy water, these losses must be kept to a minimum.

Messrs. Thomas & Cross, having leased from the Akron Cement Company from twelve to fifteen acres of abandoned cement-tunnels and chambers, for the purpose of propagating mushrooms for the market, commenced operations about a year ago, and are now beginning to furnish mushrooms in quantities to the local markets of Buffalo and Rochester. The quarries, or, more properly, the mines, of the Cement Company are located at Akron, Erie County, PIT. Y. The cement-rock occurs in a stratum about 71/2 to 8 feet in thickness, which is overlain by from 1.5 to 25 feet of limestone and flint-rock. There is a gentle rise from the opening of the tunnel inwards, giving a natural drainage and leaving the chambers comparatively dry. The roof is good and is supported by pillars and heavy timbers. The mushroom-beds are located about 300 feet from the opening of the tunnel, and are made in the form of mounds about 3 feet by 12 feet, at the base, and 24 feet high, giving to the chambers the appearance of a subterranean graveyard. SUFFICIENT testing has been performed with the Dutch State Mines Cyclone for thickening and desliming flotation feed at the concentrator of the National Lead Co., Tahawus, N. Y., to prove its application for this work. It is the purpose of this article to present some of the test results, operational details and advantages of cyclone thickening and classification. The metallurgy of the mill operation was described by Frank R. Milliken, assistant manager of the titanium division.l The present flowsheet for the recovery of ilmenite consists in grinding the crushing plant product in four open-end rod mills in closed circuit with mechanically vibrating screens to approximately -20 mesh. The screen undersize is treated in Crockett magnetic separators which produce three products: magnetic concentrate, nonmagnetic tailing containing ilmenite and gangue, and a Crockett slime overflow. The non- magnetic tailing is classified into eight sizer spigots products and a classifier overflow. The spigot sand products are tabled separately to produce a rough ilmenite concentrate, a middling product and a tailing. The table middlings are returned to Crockett feed. The table concentrate is dewatered and dried and further concentrated on Wetherill magnetic separators to produce the finished ilmenite concentrate.
