The papers and free discussion from the floor give ways and means of approaching a new plant that will relieve the strain on the organization, if adequate attention is put on the program before work begins - that is if thought is given to the program itself, before tackling the actual mill design.

It represents the very purest coal that I have been able to get, and does not represent the average composition of the lump-coal as prepared for market. INTRODUCTION IN the study of metallographic specimens in the electron microscope, there is need for a method of locating the same field in both the light microscope and the electron microscope. This need arises chiefly from the fact that in the electron microscope the magnification and degree of resolution are so much higher, and the field so much smaller than in the light microscope that it is often difficult, if not impossible, to identify positively what is being observed. The difficulty is increased by the fact that, because a transparent film replica of the metal surface must be used in the electron microscope, micro-constituents can be identified not by their color but only by their texture and contours. For these reasons it is desirable to obtain a series of photographs showing the same field in both microscopes in order that the appearance of common microstructures and micro-constituents in the electron microscope may be identified and catalogued for future reference. The need for a method of locating the same field in both microscopes arises also when it becomes desirable to enlarge in the electron microscope for more detailed study a particular interesting structure observed in the light microscope. Using the standard polystyrene-silica1,2 replica technique, in which the silica film replica is fished from the ethyl bromide on a 1/3 in. diam 200-mesh specimen screen, the possibilities of locating a particular area on the film in the electron microscope are rather remote. The desired structure may be obscured by the wires of the specimen screen or unrecognizable at the high magnification. A solution to the problem would be provided if a specially designed specimen screen, containing an opening which could be absolutely identified and quickly located in the electron microscope, could be fastened to the silica film replica in such a position that the desired field on the specimen would be located at the identifiable opening in the specimen screen. The design for such a specimen screen, a method for producing it, and a technique for fastening it to the silica film replica are described below. DESCRIPTION OF METHOD The Specimen Screen A simple design for a specimen screen containing an opening easy to identify and locate in the electron microscope is one with two lines of openings at right angles in the form of a cross. Such a screen is shown in Fig I. The opening at the center of the cross is identified easily and can be located quickly in the light microscope and in the objective image of the electron microscope. The specially designed specimen screens for this work were produced in quantity by electroforming. Laboratory model flow tests have been made to simulate field conditions of partial pressure rnaintenance by dispersed gas drive on rocks having sandstone-type porosity. In this production method there is a significant saturation gradient between injection and production wells. A means of calculating relative permeability characteristics. from partial pressure rnaintenance flow tests has been developed. This method takes into account the saturation gradient. These kg/ko characteristics are identical to those for solution and external gas drives. This method of calculation, which has been proved experimentally, has limitations; however, it is valid for cases likely to be encountered in field prediction of partial pressure maintenance performance. The production performance of a hypothetical reservoir has been calculated for several different injection programs, involving both full and partial pressure maintenance. Results indicate that the maxinum oil recovery by these gas injection programs is obtained by full pressure mainte- nance at the original bubble point. Correspondingly lower oil recoveries are obtained by postponing gas injection and/or by reducing the degree of pressure maintenance. INTRODUCTION Dispersed gas injection is an important method of recovering additional oil beyond that obtainable by pressure depletion alone. The injected gas acts as a source of additional energy to displace oil from the rock formation as well as to retard oil shrinkage in the reservoir. In practice, gas injection is usually started after the reservoir pressure has fallen below the original bubble point. For various reasons sufficient gas is generally not injected to completely maintain the pressure in the reservoir. So, injecting gas at a declining reservoir pressure results in a combined external and solution gas drive. These two oil displacement processes are characterized by different gross saturation distributions in the reservoir. The external gas drive, like all frontal drive processes, inherently results in an oil saturation which increases from the injection wells to the producing wells. In the solution gas drive there is essentially a uniform oil saturation throughout the reservoir, provided the field is being depleted uniformly. It has been customary to predict oil recovery performance under partial pressure maintenance by a method which does not take into account the saturation gradient1. It has been shown2 that neglecting the presence of a saturation gradient can cause considerable error. It is the purpose of this paper to develop and present an improved method of predicting partial pressure maintenance performance of reservoirs including, where necessary. the effects of well arrangement. From the laboratory standpoint, this problem involves the measurement of the basic flow behavior (relative permeability characteristics) under partial pressure maintenance conditions. Recent research- as shown that for rocks having sandstone-type porosity, the relative permeability characteristics are identical for solution gas drive and complete pressure maintenance external gas drives. The combustion performance of sub-bituminous slack coal is greatly improved by the removal of the smaller size fractions. Screening processes are not well suited to the size separation, at 1/8 in. or 1/16 in., with coals which are normally wet, and the use of an alternative size-separation device has been investigated. It is felt that this classifier might be applied equally well to other minerals in cases such as this, where precise size limits are not essential. Coal is dropped as a curtain onto a curved metal plate, shaped rather like a ski-jump. The smaller particles, slowed up in their free fall to the plate and also by contact with the metal, leave the plate with a lower horizontal velocity; they can be separated from the larger particles by virtue of their shorter trajectory. The principle of the classifier is obvious from the diagram (see Fig. 1) which shows also the positions, relative to the curved plate, of the point of coal feed and of the dividing plate which separates the streams of coal particles. The horizontal distance between the curved plate and the dividing plate is varied in the tests. It is designated in the general case, by X. Tests were carried out using slack coal with a free moisture content higher than that expected in any commercial operation. The results given in Table I. show the percentage recovery of upgraded product, and the cumulative screen analysis of both the upgraded and reject material, for three different positions of the dividing plate. Far reaching changes in the executive machinery of the Federal Government are proposed in bills recently introduced in each House of Congress. The Department of the Interior will become the Department of Public Works, if the legislation proposed is enacted; the main idea is to assemble all engineering activities of the Government in one department. Such bureaus of the Interior Department as are non-engineering in character are to be placed under the jurisdiction of appropriate departments, while engineering bureaus from other departments are to be included in the Department of Public Works. The bill proposes that the Patent Office is to be removed from the Interior Department and placed under the Department of Commerce. The Bureau of Pensions is assigned to the Department of the Treasury. The Bureau of Education goes to the Labor Department. The Bureau of Indian Affairs is transferred to the Department of Labor, with the proviso that the engineering and construction work and the land and mineral surveys now performed under the direction of the Bureau of Indian Affairs are to he prosecuted under the Department of Public Works. St. Elizabeth's Hospital and the Freedman's Hospital in Washington are assigned to the Treasury Department. Columbia Institution for the Deaf and the Howard University go to the Bureau of Education, under the provisions of the bill. On the other hand, the Department of Public Works is to absorb the Supervising Architect's Office of the Treasury Department; the Construction Division, River and Harbor Improvements, Mississippi River Commission, and California Debris Commission of the War Department; the Bureau of Standards and the Coast and Geodetic Survey of the Department of Commerce; the Bureau of Public Roads and the Forest Service of the Department of Agriculture.

The housing of labor and sanitation at mines in India are difficult problems to solve because-no more than two or three castes will accept the same conditions, and conditions suitable to one coal-field are not applicable to other fields. It is also necessary to consider the financial standing of the different companies. The European companies, which pay 30 per cent. and more dividends, can erect more suitable houses than the Indian companies, which are just able to keep their heads above water. The Santhal will not live in a bucca-roofed house as a permanent dwelling, and both the Santhal and Koras have an aversion to living in a line of attached huts. They have forsaken a whole, line of houses in one of which a case of sickness or death has occurred, and those houses were afterward considered unfit by all other classes of natives. The Santhals, Koras, and Douri castes will not take drinking water from a stand pipe; wells must be furnished. When well water is not available, these people will take water from the nearest pool or tank regardless of whether or not the water is stagnant. The well tops should not he completely enclosed, nor should there be a drain around the top. The ground should slope away from the well. In the Girieih coal fields, the miners have a great objection to pucca floors; they prefer earth which is lapped, easily cleaned, and renewed. As it is customary for the miner to build his own house, the company supplying the roofing material, he takes a special interest in it, keeps it in order, and hesitates to leave it. Each house is surrounded by its own bit of land, which the inmate cultivates.

THE new 4800-ton fine-grinding plant at the Hollinger Consolidated Gold Mines property at Timmins, in the Porcupine district of northern Ontario, went into operation in November 1937, and represents the culmination of an experimental program. The plant is a moderately low rectangular building of hollow tile on a steel frame, large enough to house four 7 by 15-ft. ball mills, with a 12 by 27-ft. classifier beside each mill. At one end is space for the addi-tion of another mill and classifier or a mill and classifier for the regrinding of table concentrates. This regrinding is now done in the old grinding department of the main mill building. Also within the new building are the four 6-in. sand pumps for lifting the product from the low-dis-charge ball mills up to the classifier feed launders and the containers and appurtenances of a complete dust-collecting system. Together with the usual overhead crane, these constitute the major units of equipment within the new plant. The location is at the lower end of the main mill buildings toward the old tailings pond, now so neatly leveled off and sodded to rival the very best of our own W.P.A. projects. Close by the new grinding plant is a large dome-shaped structure-the new fine-ore bin designed and built by Mr. Longmore and the Hollinger milling and engineering staffs. There are four separate automatically loaded inclined belt conveyors leading up from the bottom of the bin to the grinding plant. Each belt is equipped with a recording weightometer, in the grinding building. The whole structure and the machinery within it give the impression of permanence and a carefully integrated design with close attention to details, giving the operators every advantage for consistently good work.

Anderson, King, and Spreadborough present detailed evidence to show what ~aldwin~' has already pointed out, that, over a relatively small grain-size range (Ad"1/2 ^ 10 mm-'I2, d is average grain diameter), yield point data can fit a number of relationships. Part of the difficulty in obtaining data which reflect only the effect of change in grain size on yielding arises from the fact that in varying the grain size, even though great care is taken, other structural changes are almost certain to occur. In iron alloys, these changes may consist of variations in subgrain size, grain boundary ledge density, and degree of carbon and nitrogen segregation at grain boundaries, all of which are difficult to detect and which may affect yielding, primarily through their effect on dislocation generation. Because of the inherent inaccuracy associated with yield point measurements there is little point in using relatively complex equations to fit data, as was done by Anderson et mnl., rather than the simpler, widely used Hall-Petch equation. In compiling their table of data, it is surprising that they did not include results from certain low-carbon steels,31 in which, as illustrated in Fig. 2, the grain-size range is very much larger than in their Armco Iron. The very fine grains in these steels were obtained by a thermomechanical process. Examination by electron microscopy showed that the grains were separated by high-angle boundarie and contained only an occasional subboundary. The data from these steels obeyed the Hall-Petch equation, and it was shown quite conclusively that they did not fit a d-l or (1-lJ3 relationship. Obviously, a much wider range in grain size than used by Anderson et al. is desirable if we are to determine the true relation between lower yield stress and grain size.

My function here today is not to illuminate any particular subject but simply to welcome you to Penn State and to the College of Earth and Mineral Sciences. Our college is, of course, dedicated to the same thing to which most of you have dedicated your lives--the exploration of the earth, the extraction of materials from it, and the production of useful things from those materials. We have about 2,000 students engaged in studying in preparation for service in these activities at the present time. Like other colleges of our type, we've undergone a great expansion just at a time when university budgets are contracting. This creates an interesting situation as to how we can best use our resources. This, of course, is the thing a lot of you are going to be talking about here--how we can best use the world's resources. As you well know, the expectations of the people of the world are rising, and, with the numbers of people increasing and with finite resources, there never was a time in history when it was more important that we become "quantitative" in our discovery, estimation, extraction, and utilization of those resources. I think it is admirable and very timely that you are gathered together to discuss your various approaches to this particu¬lar problem of quantifying and making most efficient use of the resources of the world. Yours is sort of a hidden profession, not just because you actually go underground, but because the public in general is not aware of where the materials they use come from. If you are successful in your professions the public will continue to be unaware. Only if you fail will your essential function become patently obvious. I wish you success both in your professional pursuits and in this particular meeting.

Discussion of the paper of W. J. SHARWOOD, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1671 to 1675. FREDERIC P. DEWEY, Washington, D. (communication to the Secretary*).-Even if the data given should be considered sufficient to support properly the empirical rule as stated, this rule would be of extremely limited application in miscellaneous assaying. Tile fixed conditions must include equality of gold and silver where mixed beads are concerned, owing to the wide variation in the specific gravity of gold and silver. Also, the fixed conditions must include the presence of the sane amounts of other base metals besides lead. Such an agreement is .often lacking even in the beads from two fusions of the salve ore. In practical work it is sufficiently general to be called universal that cupellation beads are not pure precious metal. An apparent loss in cupellation is an algebraic sum and in many cupellations the gains exceed the losses, especially with large beads where tile gains lie so completely in the judgment of the cupeller. For several years I have been engaged in an investigation into the conditions affecting the accuracy of gold-bullion assaying, and have just completed an examination of cupels which included the assaying of 10,000 used cupels. The grand result of the cupel work is an emphatic warning against drawing rigid conclusions regarding cupellation. It is so easy to say "If all other conditions remain the Same," but it is extremely difficult, and in practical work impossible, to maintain equal conditions. Cupel absorptions, which constitute such a large proportion of cupellation losses, and in many cases the only loss, may vary considerably in different parts of the same row of cupels, even in carefully regulated work.

Viewed from the standpoint of an economist, the task which faces the petroleum producing industry is one of intelligent adjustment so that technology can perform the job of efficient exploitation, while at the same time the interests of producers and consumers remain adequately protected. The crux in the task of making this adjustment lies in the difficulty of arranging the instrumentalities of production to accord with the physical characteristics of oil. For example, oil is exploited under a competitive economic system based on private ownership and contract, with the hope that profits will attract capital and enterprise, and with competition supposedly acting as the regulative factor. Whether such a scheme of industrial organization works is partially dependent upon the ability of the producer to withold or produce his commodity as he sees fit, in accordance with market demand. But in the oil industry, the enterpriser does not have complete control over the expansion and contraction of production, for, because of the decisions of the courts that ownership in oil depends upon its possession, desire for immediate output becomes the controlling force in production. Consequently, the theoretical commands and restraints of free enterprise are not operative because there is no security of property, and the result is loss due to the following economic maladjustments: (1) Production not completely responsive to price control. (2) Production at excessive cost. (3) Loss of oil, a highly exhaustible natural resource. If economic maladjustments are to be eliminated, there should be a change in the organization of production so as to provide efficient exploitation of the oil and at the same time to insure individual property interests. The latter is necessary if economic considerations are to become primary factors in regulating production. To attain these ends, the entire pool should be developed as one big engineering project and some scheme

The mine and milling plant of Demonstration Gold Mines, Ltd., is near the city limits of Baguio, Mt. Province, P. I. The mine road connects with the main highway to Manila. The nearest railway point is near sea level, approximately 40 miles distant. The Baguio district is very mountainous and has one of the heaviest rainfalls in the world. It is therefore difficult to maintain roads or to impound tailings and mine dumps. All supplies are trucked into the district direct from Manila or the nearest railway point, which means uncertain deliveries and high freight rates. Installation of equipment is difficult and costly. The average elevation at the mine is 4000 ft. and the climatic conditions are ideal except for a three months rainy season. The company generates its own power for mining and milling operations with three 400-hp. Ruston Diesel engines direct connected to 250-kw. General Electric alternating current generators. Labor conditions have been excellent, although at present social security laws are causing some unrest. Labor receives a higher average wage rate in this district than other labor in the Islands. The company also furnishes free living quarters, hospitalization and workmen's compensation. Taxation has been reasonable up to the present time, but some of the new mining legislation may make it difficult to operate and pay dividends. The future depends largely upon the continuation of $35 gold and the political outcome in the Islands. History The Demonstration ore body was worked by the Igorots for many years, as evidenced by old stopes and fill encountered in present operations. Attention of Americans was first attracted soon after the Spanish-American war. During the building of the Benguet road to Baguio, the engineers and foreman became interested in the geology of the district.

The subject of classification is so broad that this discussion is confined to what the author believes is of prime importance in connection with proper grinding and classification. The years past have witnessed many noteworthy changes in fine grinding and classification, which have been accompanied by a readjustment of ore-dressing flowsheets for the preparation of better ground and/or sized products at an expenditure of less power, steel and maintenance than formerly. Nowhere in the industry is more being done in the way of experimental work to lower costs than in grinding circuits, because, at best, grinding costs are high. Recent years have indicated that, on the average, finer grinding has a real application. Without careful preparation of the process feed, no operation can be highly efficient or successful. In an earlier paper, the findings of an extensive survey at representative concentrators were presented1. Also, in the year of 1935, a technical discussion was given by Dr. J. V. N. Dorr (Some Notes on Classification Trends in America) before the Chemical, Metallurgical and Mining Society of South Africa In both papers mentioned, much has been said regarding flowsheets, grinding and classification. The author is very familiar with these papers, having had considerable to do with the actual operation of the flowsheets, as well as large mills and classifiers in the work described. Some data from the second paper have been included in the following discussion. Circulating Load In this particular paper it seems advisable to deal with the classification phases of the work that to a major extent govern the success of any closed-circuit grinding unit. The Nicola Valley coal-field is small, but it seems likely to become important because of its commanding position in a rich region that is developing rapidly. Bituminous coking-coal in workable quantity has not been found at any other point between the Crow's Nest Pass region, about 400 miles to the east, and Vancouver island, 250 miles westward. The Canadian Pacific railway reached the Nicola valley two years ago ; two other lines, the Canadian Northern and the Great Northern, are building towards the valley. The vast region between the Rocky mountains and the Pacific coast, extending northward for several hundred miles from the international boundary, which has been the scene of extensive mining- and smelting-operations for many years, is filling up with settlers, who are attracted by the wealth of minerals and timber, the rich soil of the valleys, and the fine climate. The Nicola river, flowing westward through the valley of that name in the Yale district, discharges into the Thompson river, which is the eastern branch of the Fraser. The transcontinental line of the Canadian Pacific railway crosses the mouth of the Nicola river at Spence's bridge, 178 miles from Vancouver. From Spence's bridge the Nicola branch line ascends the valley for 40 miles to Merritt, the coal-center, and continues 7 miles farther to the town of Nicola. Thus the haul from the mines at an elevatioiz of 2,000 ft. to salt water is 218 miles down river-grades. The Nicola branch will be continued about 150 miles farther eastward to Penticton, where it will connect with an extension of the line through the rich Kootenay and Boundary districts. The Canadian government has granted a subsidy of $6,000 per mile, to which the provincial government is planning to add $5,000 per mile, to assist in the construction of the Nicola extension. For more than a decade the use of the metallographic microscope, by mining geologists, for examining ores has been increasing and conclusions founded upon examinations made by it are found in several recent professional papers of the United States Geological Survey as well as in our technical publications. But most mining men have been slow to realize the positive value of this instrument in their daily work. The reason for this condition is not hard to find. The varied applications, the simplicity of preparation, and the methods of studying a polished section of ore have not been widely published. Papers in technical periodicals have been profusely illustrated by photographs of such sections, special refined methods of procedure for laboratory work have been described, and complete and detailed schemes of identifying the ore minerals have been published in book form.1 But simple and easily applied directions and, what, is more important, light, compact, and inexpensive equipment have not been available. The simplest microscope obtainable is intended for laboratory use and is much too bulky for the average field equipment; at present it costs about one hundred dollars for the instrument alone. Methods previously described for polishing specimens have necessitated electrically driven lap wheels, which are found only in permanent installations. It is small wonder that the examining mining engineer, field geologist, resident engineers, and mill men have looked upon the subject as being too involved for the field and have assigned it to the laboratory investigator. The writer has been interested in this question for some time from the viewpoint of his own work. Being handicapped by the difficulties enumerated, he has designed an outfit that has proved very useful. BENJAMIN L. MILLER, So. Bethlehem, Pa.-In discussing the question personally with Mr. Matteson I have found that he simply proposed this as a suggestion and he recognizes, as well as a great many other oil geologists and oil operators, that to put into practice such a suggestion would mean the overcoming of many difficulties. Yet perhaps it may be possible to overcome the various objections that may be offered. Undoubtedly one of the most serious objections is that of incomplete and inaccurate well records. Faulty records are worse than no records at all. Perhaps, however, definite instructions and insistence on their observation may remedy this defect after a time. THE CHAIRMAN (M. L. REQUA, San Francisco, Cal.).-This subject is a. very important one, but just how far the National Government can go in .taking action is a question: It involves, of course, the question of State rights. California, I .think, has done very well up to date and probably will do better in the future. The law that was passed at the session of the Legislature 2 years ago is working as satisfactorily as anything of that kind can work with so little experience to guide the framers of the statute. We recognize in California the vital necessity of conserving the oil of the State. We have come to the conclusion that there is not as much oil ,in California as we thought there was. In the month of December the State drew on its oil stocks to- the extent of 1,800,000 bbl. and I think that the January statistics will show probably as much more. There is more or less of a.: panic at the present time among the large marketing concerns regarding the question as to where they are going to get their oil for future requirements

ABOUT the beginning of 1930, coal preparation had reached the stage where the cleaning of coal by liquid or air had become the order of the day. Since that time many new preparation plants have been installed in spite of the years of depression in the coal industry, and this is indicative of a trend wherein the coal producer found it expedient to manufacture a cleaner product in order to compete with other fuels. It was also about 1930 that, because of the difficulties encountered with fine coal in cleaning plants, dust collectors came into use. Both cleaning plants and dust collectors, therefore, were much discussed at the engineering meetings of the early 1930's. During these meetings the many advantages to be gained through the use of dust- collecting systems were pointed out by Hebley,1 Appleyard2 and others. The great possibilities of new markets for this product were emphasized and discussed at the same time; however, the disposal of the collected dust remained a problem. Since the purpose of dust collecting is to improve the preparation and, consequently, the salability of the coal, it seems illogical to return the collected dust to any of the coal being prepared for market use, as is done in preparation plants that include dust-collecting systems. The logical thing is to dispose of the dust in some useful and practical manner outside of the tipple. As a practical matter, this can be done in one or both of two ways; either by consuming the dust at the mine's own power plant or by marketing the dust direct to the consumer. The latter method not only offers the greatest opportunities, but is the most important, because of inequalities that may exist between the quantity of dust collected and the consuming capacity of the mine's power plant. In considering the more important marketing possibilities, we are confronted immediately with the problems connected with the handling and transportation of so fine a material. It is this problem, rather than the problem of finding new markets, that has been responsible for the lack of progress in the matter of dust disposal. It is the purpose of this paper to point out again some of the potential market out- lets, and also to describe an existing system of handling and transporting coal dust. To the best of the writer's knowledge, this is the first and only operation in this country that has handled fine-mesh coal in bulk so-ton lots direct to the consumer. POTENTIAL MARKETS FOR FINE- MESH COAL DUST In general, the potential market outlets would include any operation of which the pulverization of coal is a necessary part. To be more specific, a few of the better known operations of this type must include: colloidal-fuel plants, briquetting plants, “sea coal” distributing plants, water-purification plants and obviously, pow-
